Ofc. arrived and contacted the driver of the "Fun Bus" cab, DavidMarkwood and the resident Carie Brown. Mr. Markwood stated that he had given a ride to a white male with a back pack from Lancaster, Ohio toChillicothe. He advised that the passenger was told the fare would be substantial due to the distance. Mr. Markwood had a feeling that he should recordthe ride on the companies in car video system which he did. Once the male was at his destination in Chillicothe the passenger advised that he needed toget some more money from a friend and would return. He did not. The total fare came to $74.50. The unknown male was described as white with a dark colored back pack and was bald or had shaved hair. Ofc. contacted Carie Brown, resident at 193 E Second St. She advised that she saw the suspectwalk north bound between her house and an unoccupied residence to the east. Ofc. checked the area around the house when another patrol unit spottedsomeone matching the description. Ofc. went to the area of E Water St and N Bridge St and contacted the individual. Ofc. advised the individual, later identified as Philip Welker, of his Miranda Rights which he understood and waived. Ofc. asked him if he took the cab from Lancaster and he stated thathe did. He advised that he only had $12.00 on his person and could not pay the fare which was why he left the area. Ofc. placed him in the rear of the

patrol car and transported him back to the scene. Once there Ofc. advised Mr. Markwood that the suspect had been located and admitted to thetheft. Being a newer employee he could not advise if charges needed to be filed on behalf of the company. After some phone calls and thought he decided

that charges would be pressed as the only way to possibly recover the fare from the suspect. Ofc. gave Ms. Brown and Mr. Markwood voluntar statement forms to fill out and return. Ofc. also advised Mr. Markwood that a copy of the in car video would need to be sent if/when available. Ofc.transported Mr. Welker to the RCJ where he will be held on the theft charge. He was released to the jail staff without incident. Further statements an

ideo will be sent when available. The owner of the business, Rebecca Vaughn (614-208-1419), could not be reached at this time. Nothing further atthis time.

Ofc. advised Mr. Branscom to keep an eye on her and he stated that he would. Ofc. cleared advising dispatch that Mrs. Branscom checkedokay. Around 3:12 A.M. Ofc. was dispatched back to the location due to Mrs. Branscom causing a disturbance, wanting her pill bottle returned.Ofc. arrived and contacted Tim Branscom. He was concerned now that Mrs. Branscom was trying to harm herself. Ofc. called for a squad to check her.Ofc. contacted Ms. Branscom again. She still seemed intoxicated and argumentative. She kept going on that she wanted her pills returned and Ofc. advisedher that a squad was coming to check her. She stated that she had more pills upstairs and stared to head for the stairs. Ofc. grabbed her and placed her inhandcuffs until the squad arrived. The medics checked her and advised Ofc. that the medication that she was taking was the equivalent of Excederiand she was intoxicated by the Xquil. She did not want further treatment and they advised that she was not in harm from taking multiple pills. She signethe transport form from the FD and Ofc. took the handcuff off her. Ofc. explained to her that she needed to go back inside and go to bed since that waswhat she was trying to do all along. Ofc. went inside and advised her husband of the fact that she was coming inside and going to bed. She walked in andsaid nothing, going upstairs. All was quiet when Ofc. cleared. Ofc. had been gone for about two minutes when Ofc. was dispatched back after Mrs.Branscom had thrown her empty pill bottle at Mr. Branscom. Ofc. went inside and saw the empty pill bottle sitting by Mr. Branscom. He was notstruck. Ofc. went upstairs and placed Mrs. Branscom under arrest for M4 Persisting Disorderly Conduct. She was transported to the RCJ. She stated

Ofc. was unable to locate any physical evidence. Ofc. then contacted Grace Bentley. Ms. Bentley stated she noticed the plants were missingat around 8:30 AM this morning. Ms. Bentley said she did not hear or see anyone in her yard last night. Ms. Bentley said she has no insurance on the

Officer contacted Mr Dutcher reference his I Phone 4S had been stolen. Mr Dutcher stated he had last used the phone prior to entering the Speedwagas station at 10 N Bridge Street. He said he thought he might have left the phone on the counter or in on the sink. He said when he started to leave the

parking lot he realized it was gone and went back inside after it and could not locate it. He said his wife used a GPS trace on the phone around twentminutes later and it showed the phone was in front of Nourse Dealerships on Bridge Street. Officers checked that area, but were unable to locate the

phone. Officers also looked at sercurity footage from cameras at Speedway, but they did not show the phone being in his hand while he was in the store.Mr Dutcher said the his phone service was through ATT and described the phone as a Black I Phone 4S, in a Gray/White and Black otterbox case.Officer advised him a report would be done and he could contact his cellular phone service. He stated he understood.

Upon arrival, ofc.contacted Tyler Weinrich, Grant Wolfe, and Casey Siberell. All three stated they were parked in the lot next to the basketball court across the road fromthe skate park when a black Jeep Cherokee pulled up next to them and several black male occupants began rolling some things up. Mr. Weinrich statedhe recognized one of the occupants to be Marvin Tyler. All three stated they could smell "weed". Mr. Weinrich, Wolfe, and Siberell stated a silver Chrysler 300, driven by a white male, then pulled up and items were exchanged between the vehicles. The Chrysler left the area, then the occupants othe Jeep exited the vehicle and walked through the park. Mr. Weinrich pointed out the Jeep involved to this officer. The Jeep Cherokee involved (Ohiolicense plates FSG8256) is registered to Marvin Danny Lee Woodfork. Ofc. noted the driver''s side window was left down and other windows were left

partially open. Ofc. did not smell any odor of marijuana coming from the vehicle. Ofc. did not observe any contraband in the vehicle.Nothing further.

What started out as a verbal argument between Sharma and Jessica escalated into Sharma striking Jessica in the face and Jessicagrabbing Sharma by the face with her fingernails and scratching her. Ofc observed a little bit of redness on the face of Jessica. Ofc then contacteSharma and Andrew in the lobby of the LEC where Sharma was crying and told Ofc that she was in a verbal argument with Jessica and Jessica was noseto nose to her and she struck her to get Jessica to back up. Sharma told Ofc that was when Jessica "clawed" her in the face. Ofc observed scratch markson Sharma''s face. Due to both Jessica and Sharma admitting to fighting with each other in the middle of a child''s baseball game in the presence odozens of children Ofc cited both Jessica and Sharma with disorderly fighting (cit #094151, 094152) with a court date of 5-31-13 at 9am. Ofc believesthat both Jessica and Sharma had the opportunity to de escalate the situation instead of physically fighting each other. Upon arrival Officer was contacted by witness Heather Duncan who is an off Duty Ross County Deputy Sheriff. Heather said she saw 17 year old Brandon Seward and 20 year old Thomas Kellough engagedin fighting while rolling around on the ground as they threw punches at each other. Officer contacted Thomas Kellough. Thomas said Brandon "Put his

hands on me so I took him to the ground fighting." Officer contacted Brandon Seward and Brandon said Thomas approached him asking to talk to himand a little later Thomas punched him two times and then he threw Thomas on the ground and they fought until they were stopped. Officer adviseThomas and Brandon they are now barred from the Yoctangee Park for the rest of 2013. and if they returned then they could be arrested or cited for Criminal Trespass. Brandon and Thomas said they understood. Officer issued Thomas MM Citation 094328 for Disorderly Conduct Fighting andadvised him of his court date on 6/3/13 at 9 am. Officer found that Brandon Seward has two active warrants for his arrest out of the Ross CountJuvenile Court. Officer arrested Brandon and served Ross County Juvenile Court JDC warrants 2012DEL0217 amd 2013DEL0059 to Brandon andtransported him to JDC where he will be held until he appears in the Juvenile Court on Tuesday 5/28/2013 at 9 am.
