Ofc arrived and contacted resident/owner David Rawson who reported he left his house at 10:05pm on 4/18/13 and returned at 12:30am on 4/19/13 and

realized he left his rear door unlocked. He stated he later noticed his black XBOX 360 with a broken drawer($299); clear controller($30); HALO

game($30); and Assassin''s Creed game($40) were all stolen. He stated he does not have the serial number for the XBOX. He stated he does not know

who stole the items. Ofc checked and did not see any signs of forced entry or signs of physical evidence. Other residents advised they had already

touched the back door where they believe entry was made prior to ofc arrival. David were advised to contact this dept if they have further information

or the whereabouts for their stolen items. At this time there are no suspects or witnesses and he does not know if he is insured. There are no neighbors

to contact on either side of his residence. Nothing further at this time.

advised that the vehicle was unlocked and the keys in it. He went inside for a moment and it was gone when he returned. He estimated it had one quarter

tank of fuel. Ofc. advised other units of the theft along with surrounding agencies. Ofc. had the vehicle entered as stolen and it was given NIC #

V475970305. Units have not located it at this time. Mr. Lytle did not witness the theft and does want to pursue charges if the vehicle is located and

occupied. The vehicle is insured through Dairyland Insurance and is paid for. Investigation continues. .

Ofc. contact Joshua Horn who stated that he allowed Leland Brown borrow his vehicle on 4/17/13 to go to Columbus to pick up drugs. Joshua stated

that Leland contacted him on 4/19/13 and told Joshua his car was parked at E. Main/Sugar, his keys were in the console and he could have it back.

Joshua stated he went to get his car and his fishing pole, bag full of clothes, an autographed framed photograph of Jerry Springer, two subwoofers and

ampliphier were missing. Joshua also stated he found a black Dell laptop in his car that did not belong to him. When picking up his vehicle, two

unknown males told Joshua that they saw Leland carrying two subwoofers and an ampliphier down the street earlier in the day. Joshua stated he was

unable to locate Leland. Ofc. obtained the laptop which appears to belong to Ohio University Chillicothe due to OUC property stickers on the inside.

The serial number of the laptop was unreadable so Ofc. was unable to check LEADS. Ofc. will contact OUC in reference to a missing laptop. Ofc.

will attempt to contact Leeland Brown in regards to Joshua''s missing property. Investigation pending.

Officer contacted Ms Spencer reference a burglary. Ms Spencer advised Officer she left her residence around 6:30AM on this date and had locked her

front door behind her. She stated when she returned around 8:00AM she found the front door was now open, a piece of trim was lying on the floor. She

said she then saw where someone had opened drawers on her china cabinet and upon checking the rest of the residence she then found the rear door was

wide open also. She stated nothing was missing from the residence, but she wanted to report the incident in case there are more incidents in the area.

Officer advised her a report would be done and asked if she had observed anyone acting suspicious in the area? She stated she had not observed anyone

lately, but had in the past. Officer advised her if she sees someone acting suspicious to contact this department. She stated she understood.

residence at which time he stated he did not want any trouble. He stated he only came by her home to pick up his cigarettes and he was going to leave.

Ofc. then placed him under arrest for Criminal Trespass due to the fact he had been barred by Ofc. Brown. He was transported to the Ross County Jail

where he will be held in lieu of bond pending his appearance in court on 4-22-13 at 9am. Ofc. again barred Mr. Branan from 148 Hirn Street and advised

him if he were to return he could again be arrested. He stated he understood.Nothing further at this time.

Ofc was dispatched to 162 Renick Ave ref to a theft and contacted the complainant Justin Kelley. Justin said sometime between 9:30pm last night and

12 noon today his push mower and bike with helmet were stolen from his front porch facing Renick Ave. He said there is no electricity at his house so

he stayed somewhere else last night. He said the bike was a green "Magnum" men's full suspension mountain bike and he had a blue Bell brand helmet

with black trim with the bike. He did not know the brand of lawn mower, but said it was green. Mr Kelley also said he had a bike cable lock wrapped

around the bike, mower, and metal posts on his porch and the thief must have cut the cable because there was no damage to the porch. He advised he had

renter's insurance with USAA Ins. Co. There are no leads to this incident and no evidence left behind. Nothing further.

Officer contacted Mr Carter reference a possible ID theft. He advised Officer he had received a call from saying they were from a collection agency and

Ofc. was dispatched to Walmart (85 River Trace Lane) in reference to a shoplifter in custody not causing a problem. Ofc. arrived and contacted loss

prevention associate Nicholas Sullivan and Customer Service Manager Jennifer Boothe. Mr. Sullivan stated he was alerted by Ms. Boothe that a female,

later identified as Meredith Payne, was in the self check out lane. Ms. Boothe explained that Ms. Payne fit the description of a customer who had been

suspected of under ringing items at the self check out. Under ringing was explained to Ofc. as the process of scanning only some of the selected items

through the register terminal. The other unscanned items would then be placed into a bag as if they had been scanned giving the appearance that they had

been paid for.

Mr. Sullivan stated he then began video surveillance of Ms. Payne at which time he observed her under ringing several items. Ms. Boothe could also

see this being done as she was standing near Ms. Payne. Ms. Payne then completed the transaction and paid for the scanned items.

As Ms. Payne passed all points of sale on the grocery side of the store, she did not make any attempt to pay for the items that she placed into bags

without scanning. She was approached by Mr. Sullivan and Ms. Boothe at which time she was escorted back to the Loss Prevention office until Ofc.

arrived.

Upon Ofc. arrival Mr. Sullivan also stated Ms. Payne had purchased two packs of underwear valued at $5 each and a third pack valued at $3.96

however when these items were scanned at the register they rang up at a price of $0.96 each. After reviewing the surveillance camera Mr. Sullivan could

clearly see each pair of underwear laying in the upper portion of the cart and stacked neatly. He also observed a tag laying on each one that fit the

description of the less expensive underwear. Sullivan was unable to locate these $0.96 tags after apprehension.

Ofc. advised Ms. Payne of her Miranda Rights to which she stated she understood and waived at this time. Ofc. asked her what took place and she

stated this was all just "an honest mistake". She then began to ask me if I knew her grandfather and if she "looked like the kind of person who would

steal?". Ofc. asked her how this could be an honest mistake to which she said " I thought I rang everything up". Ofc. then explained that an honest

mistake could be construed as one or two items however Ms. Payne did not ring up 16 of the items (all totaling $61.13) while she did purchase 23 items

(all totaling $57.27). Ofc. asked how she did not notice what great savings she had just received if this were an honest mistake. She stated she didn't pay

attention to the cost which seemed odd to Ofc. since she paid with cash. Ofc. further explained that each time an item is rang up, the register makes a

loud beeping noise to alert the customer that the item had been scanned.

Ofc. then viewed a portion of the security video and observed Ms. Payne under ringing items. She was then placed under arrest for Theft. Ofc.

obtained the surveillance video as well as written statements from Ms. Boothe and Mr. Sullivan. Ofc. also photographed the merchandise and left all

property with Walmart for safekeeping. Ms. Payne was asked by Ofc. if she had any other items on her person or in her purse and she stated "no". Ofc.

specifically asked if she knew where the three tags from the underwear were and she again stated "no". Mr. Sullivan stated to Ofc. he did not want to bar

Ms. Payne at this time.

Ms. Payne was transported to the Ross County Jail where Ofc. did locate inside her purse the three underwear tags from the $0.96 underwear that

were scanned in place of the more expensive underwear. Ms. Payne then admitted to Ofc. that she indeed took these tags off of the underwear in the

store and scanned them instead of the more expensive tags. Ofc. asked her why she would take these items to which her only reply was " It's not like I

went into Walmart with the intention of stealing". Ofc. seized these tags as evidence and Ms. Payne was released to the jail staff where she will be held in

lieu of bond pending her court appearance on 4-22-13 at 9am. Additionally, all items she did purchased from Walmart were left with her jail property.

Ofc. was dispatched to 495 E. Second Street in reference to an outdoor electric box being stolen off of the south side of the home. Ofc. contacted Larry

someone had taken his 1997 Ford F250 extended cab pick up truck, bluish green in color sometime on 4/19/13 between 10:30am to 6:00pm from his back

yard. Mr. Lowry stated he had not tagged the vehicle yet, and did not have insurance. Mr. Lowry stated he had changed the title into his name, but the

title was also missing from inside his house. Ofc search LEADS and was able to get the VIN for the truck. Mr. Lowry stated Steven Justice had been

staying with him and Mr. Justice is the only person he knew to have access to the title. Mr. Lowry stated that Mr. Justice informed him that a white

tow truck took the vehicle, but did not say what time that happened. Mr. Lowry stated Mr. Justice left the area as soon as he knew this Dept was

contacted. Mr. Lowry also stated that Matthew Hunt and Lisa Frost was at his house on 4/18/13 in the evening hours, and stated there was some sort of

argument between himself, Ms. Frost, and Mr. Hunt. Mr. Lowry also thinks Mr. Hunt and Ms. Frost may have something to do with his truck missing.

Mr. Lowry stated he paid cash for the vehicle and didn''t owe anything on it. Ofc entered the truck as stolen into LEADS NIC# V055980873. Ofc will

attempt to contact Mr. Justice which has open warrants at this time. More as it becomes available

Comments : Ofc responded to Sears (100 Chillicothe Mall) in reference to a female shoplifter being detained.Upon arrival Ofc contacted Sears LPO

Jeremiah Winchell, who stated he observed a w/f (later identified as Krystal Carroll) select (3) pairs of jeans and (1) shirt then enter the dressing room

carrying a handbag. Jeremiah stated Krystal then exited the dressing room carrying only the handbag. Jeremiah stated the dressing room was checked and

none of the merchandise that Krystal carried into the dressing room was there.Jeremiah stated Krystal then exited the store passing all points of sale with

the merchandise believed to be concealed in her handbag. Jeremiah stated he contacted Krystal in the Sears parking lot and identified himself as Sears

LPO. Jeremiah stated he then escorted Krystal back to the LPO where she voluntarily removed the items she still had concealed in her handbag.

Jeremiah stated Krystal also informed him she had (1) pair of stolen jeans she was wearing beneath her own jeans. All merchandise was eventually

recovered, photographed, and returned to Jeremiah in exchange for a sales receipt.Ofc contacted Krystal and informed her of her Miranda Rights which

she understood and waived. Krystal then provided the same account as Jeremiah by stating she attempted to steal the merchandise but she could not

provide a reason why.Krystal was placed under arrest and transported to RCJ where she was charged with Theft. Krystal will remain incarcerated in

lieu of bond until Court Date: 4/22/2013 at 9am. Krystal was also informed she is barred from Sears (per Jeremiah) which she understood.Ofc obtained

a written statement and surveillance video from Jeremiah that Ofc will forward to the law directors office to be held as evidence. Nothing further.

Other officers stopped the van and made contact with Jahmol Cruse and Kathryn Whiting. Officers were unable to locate any firearms or any evidence

of any firearms being inside the van. Both Mr. Cruse and Ms. Whiting stated that they did not know anything about guns being present and were simply

leaving the party. Ofc. then went back to speak to Ms. Pittenger, who refused to make any further statements. In order to disperse the crowd, ofc. had

to separate Chris Sutton and Jason Lytle, who went their separate ways. Ms. Pittenger recontacted ofc. later and stated that Jahmol Cruse started an

argument with her and pulled out a silver revolver, pointing it in her direction. She stated that at this she started to leave the area. As she was leaving,

Ms. Pittenger said that she heard a gunshot from directly behind her. Ms. Pittenger also stated that she could not leave once she got in her car because

Chris Sutton and Jason Lytle were fighting around it, which was when officers arrived. Ms. Pittenger ended her conversation with ofc. by saying that

she did not want her name in the report and that she felt like she was not the victim and did not want charges filed. Ofc. does not have sufficient

evidence or statements to file charges on any parties at this time. Nothing further.

Ofc. conducted a traffic stop on a maroon Chevrolet (Ohio - FUA6303) for an equipment violation. Ofc. could smell the strong odor of burnt marijuana

coming from the vehicle as Ofc. followed it, stopped it and approached it. Ofc. contacted the driver Jasper Seward. He was found to be valid and

Ofc. contacted the right rear passenger who identified himself as "Jordan Hughes". Ofc. is familiar with the individual and the name did not seem familiar

but Ofc. could not remember his name. Ofc. asked if the subject was eighteen years old now and he advised that he was. Ofc. went back to the patrol car

and had dispatch check names. None returned on the name given. Ofc. had dispatch check the previous report that Ofc. had contacted this individual on.

Ofc. had him exit the vehicle and the subject identified himself as Dajohn Barnes as dispatch advised the same. Ofc. had him sit in the rear of the patrol

car as it was now confirmed that he was only seventeen years old. Ofc. checked the vehicle due to the marijuana smell coming from it. Ofc. found an

almost full, burnt marijuana cigarette, shoved in the right side (closest to the door) of the seat that Dajohn was sitting in. Ofc. took the item as evidence.

Ofc. contacted Dajohn again. Ofc. advised him of his Miranda Rights and he stated that he understood. He denied that the marijuana was his and would

not say who it belonged to. Ofc. released Jasper Seward with a warning for the traffic offense. Ofc. took Dajohn into custody. He stated that he was

staying with his cousin, Kelly Barnes, on S Hickory St across from Poland Park. Ofc. transported him to that area and he directed Ofc. to 191 Old

Eastern Av. Ofc. contacted the lone resident home, sixteen year old Shaianne Cherry. She advised that she only knew Kelly Barnes and Dajohn Barnes

from "around" the streets. Ofc. cleared and transported Dajohn to the LEC. Once there Dajohn stated that his grandmother lived on Pine St. After some

research Ofc. found Beatrice Carpenter at 664 Pine St. Ofc. contacted her by telephone and she stated that she would take responsibly for Dajohn.

Ofc. transported Dajohn to that location and explained the situation to her. Dajohn was released to her without incident. Dajohn advised that his father

still lives on Columbus and his mother has moved somewhere in Florida. Ofc. placed the Marijuana cigarette in evidence at the LEC and will be tested

Ofc. contacted Larry Steinbrook at 2 S. High Street in reference to an alleged stolen vehicle. Larry stated sometime between 6pm yesterday and 9:30am

Larry to contact this department if the vehicle were to return or if he obtained any information on Amy''s whereabouts. He stated he understood and

would do so. Ofc. also observed no signs of forced entry into the office. Ofc. attempted contact with Amy at her last known address of 85 S.

Brownell Street however no contact was made. Due to lack of evidence and no witnesses Ofc. will not file charges at this time on Amy. Ofc. was later

contacted by Larry who stated he located his car at the rear of 286 E. Main Street. Ofc. asked how he was able to locate the car and he stated he received

an anonymous phone call from an unknown male telling him where the vehicle was. While at the scene of the recovery Ofc. again asked him if he knew

who may have done this. Larry then changed his story and told Ofc. there was another unknown "skinny blonde girl" who came to his car lot yesterday.

He stated she asked to look at the car at which time he allowed her to have the key. He stated when she was finished with the key she put it back on his

desk in the office. Larry continued and told Ofc. that the license plate was found at his office and it had not been stolen. Larry told Ofc. at the scene

of the recovery that he did not wish to pursue criminal charges and he did not want Ofc. to process the car for evidence. Ofc. released the car to Larry at

this time. The vehicle and license plate were removed from LEADS as stolen.Nothing further.

Ofc was dispatched to 202 Sherman Park ref to an assault complaint. Ofc arrived and contacted the complainant, Cathy Underwood, who said her

grandson Brett Stokley (whom she has custody of) was assaulted on the school bus on Friday 4-19-13. She said she was never contacted by the school

or the bus driver or the bus garage about the incident. Brett said he was asleep in the front seat of the bus (bus #7 driven by a woman named "Nancy")

and Dylan Looney shook him to wake him up. Brett said Dylan then punched him in the face under his left eye and the bus driver told him to stop and

get back in his seat. Brett said he told the bus driver to call his grandmother and provided the cell phone number, but the driver refused to call it and

would only call the home number and no one was home. Brett said the driver never called the school or the police and dropped Dylan off at his house

and then Brett had to continue riding the bus while the driver finished her route and he got off at his stop. Ofc did notice a bruise under Brett's left eye

and was slightly swollen.

Brett said he told his grandmother what happened and she contacted the City School Bus Garage Superintendent, Ruth Ann Pinkerton, by phone. Mrs

Underwood said Mrs Pinkerton said she watched the video and would contact the school about the incident and said that Brett had stolen Dylan's back

pack the day before. Mrs Underwood was upset that neither the bus driver nor the school called her about the incident and the bus driver never stopped

the bus and called the police when it happened. Mrs Underwood said she wanted Ofc to document the incident and she was going to contact the school

on Monday to see what action they were going to be taking.

Ofc made contact with Dylan's mother, Jennifer Looney, by phone. She said she never received a call from the school or the bus garage about the

incident and this was the first time she was hearing about it. Ofc advised Mrs Looney of the complaint and the alleged bus security video that captured

the incident. She then questioned Dylan about it while Ofc was on the phone with her and Dylan told her, that Brett had stolen his back pack on

Thursday and the bus driver made Brett go to his apartment and bring it back and give it back to Dylan. Dylan also told her that Brett was calling him

"fat", "faggot", and other vulgar names and would not leave him alone. Ofc advised Mrs Looney at this time, Mrs Underwood just wanted Ofc to

document the incident and she was going to contact the school on Monday to see what actions would be taken. Mrs Looney apologized for her son's

behavior and said she would take care of his punishment and wanted Ofc to contact her if anything else is needed.

arrived last night and left before they woke up this morning at 8:30am. Kelly and David both stated they never witnessed Brad enter Chad''s bedroom

while they were awake.Ofc observed the lock on Chad''s safe had been removed and the door to the safe had been closed shut. Ofc photographed and

seized the black colored Honeywell brand hand held safe to be processed for latent evidence by this department. Chad stated only his and David''s prints

should be on the safe. Ofc was also informed there were no signs of forced entry into the residence and that the entry door to the residence was locked

before all subjects went to sleep last night.Chad requested this Ofc make an attempt to contact Brad in reference to this incident and to bar him from their

residence. Chad is uninsured.Investigation continues pending contact with Brad Walker.

Officer made contact with Gregory Hopkins and Jaron Murphy who advised a white and black dog from 745 Jefferson Ave got loose and chased Jaron

Disposition Comments : Ofc responded to 84 N Rose St in reference to a subject(s) possibly inside a vacant home.Upon arrival, Ofc could hear a male

shouting from within the residence of 84 N Rose St. Ofc approached the rear of the home and discovered an open door with a shattered glass window.

Ofc also observed several empty beer cans on the porch, a black guitar case, and shards of glass with drops of blood leading into the residence.Once

additional units arrived in the area, Ofcs entered the home through the back door and discovered Roger Cadwallader sitting in the northeast room of the

residence. Roger had a 24 pack of Budweiser beer (containing five full cans of beer) sitting next to him along with several other empty beer cans all

around him. At that time, Roger was placed in handcuffs and removed from the residence to the rear of Cruiser 11 where he was detained pending further

investigation. CFD arrived on scene to treat Roger as he had a small laceration on his right hand where he had possibly shattered the glass window of the

rear door. Roger was treated on scene and released back to this Ofcs custody.Roger had a strong odor of an intoxicating beverage on or about his person,

had slurred incoherent speech, glassy blood-shot eyes, and was unsteady on his feet. Roger was informed of his Miranda Rights which he chose to

exercise. Ofc contacted the caller, Alvin Stotridge, at 76 N Rose St who stated he observed the w/m (Roger Cadwallader) walk past a window of the

home. Alvin stated he later observed the subject carrying items into the home from the back porch. Alvin stated he did not see the subject break the

glass window of the rear door. Alvin then provided a written statement documenting the incident.Ofc photographed the home (described as currently

inhabitable), the damaged rear door, and the drips of blood leading to the room where Roger was located.Ofc contacted the owner of the vacant property,

Ted Dunn, who advised he did wish to pursue charges against the subject who broke into his vacant property. Ted then provided a written statement

documenting his request. Ofc informed Ted that the rear door will need secured which he agreed to do.Roger was then placed under arrest and

transported to RCJ where he was charged with Criminal Trespass and issued MM citation 09-4886 charging Disorderly Conduct Intoxication. Roger

will remain incarcerated in lieu of bond until Court Date: 4/22/2013 at 9am.Nothing further.

waiting for a red light in the left turn lane EB on E Main St. at the Bridge St. intersection. When the light turned green, the vehicle proceeded straight

through the intersection. Ofc. conducted a traffic stop and contacted the driver, William Cox. As ofc. approached the vehicle, Mr. Cox first rolled

down the rear driver''s side window, it took him a moment to realize the mistake and roll down the front window. When ofc. asked for his Driver''s

License, Mr. Cox fumbled with his wallet and looked through cards on the right side of his wallet while his License was in plain view on the left side of

his wallet. While speaking with Mr. Cox, ofc. noted that his speech was slurred, he had bloodshot/glassy eyes, and there was a strong odor of an

alcoholic beverage about his person. This led ofc. to believe that Mr. Cox was under the influence of alcohol. Ofc. had Mr. Cox exit his vehicle and walk

towards the cruiser. Ofc. observed that Mr. Cox was unsteady on his feet. Ofc. asked Mr. Cox if he had any vision problems or head injuries. Mr. Cox

stated that he wore reading glasses and that he had a concussion in January. Ofc. then conducted the Horizontal Gaze Nystagmus test. Ofc. observed a

lack of smooth pursuit in both eyes and nystagmus at maximum deviation in both eyes. Ofc. then started giving instructions for the One Leg Stand test.

While ofc. was giving the instuctions, Mr. Cox kept interrupting, saying that he was cold and tired, and removing his hands from his sides where ofc. told

him to keep them during the instructions. Ofc. then asked Mr. Cox if he wanted to finish the tests, to which he replied that he did not. Mr. Cox also

stated that he would not take any breath tests because he does not trust the machines. Ofc. placed Mr. Cox under arrest for Operating a Vehicle Under

the Influence of Alcohol. The vehicle was towed by Vest''s Towing and Mr. Cox was transported to the Ross County Jail. Upon arrival at the jail, ofc.

read Mr. Cox the back of the form 2255 and explained the consequences for refusing to take the breath test that was offered. Mr. Cox stated that he

understood and that he still did not wish to take a breath test because he did not trust the machines. Ofc. then marked Mr. Cox as a refusal. Mr. Cox

signed for and received his copy of the BMV Form 2255 and his citation. Mr. Cox will be held at the RCJ in lieu of bond pending his court appearance

on 4-22-2013 at 9:00 AM.Nothing further.

at this residence. Ofc. arrived and contacted the resident, Willie Perkins, who stated he was letting Mr. Brandon''s ex girlfriend, Kaleigh Horn, stay with

him at his home. Mr. Perkins stated Mr. Brandon showed up at his home prior to 7am and began pounding on all of the windows. He stated Mr.

Brandon was shouting for Kaleigh to come out and talk to him. Mr. Perkins stated another young black male was with Mr. Brandon. He described the

male as tall thin build with a buzzed hair cut. He said the other male was wearing a grey hooded sweatshirt and jeans. Mr. Perkins stated both Mr.

Brandon and the unknown male, later identified as Timothy Dunbar II, were drunk. Mr. Perkins told Ofc. Mr. Brandon then broke a window on the

South side of his home and departed the area with the Mr. Dunbar. Ofc. then contacted Ms. Horn who gave the same account of the incident as Mr.

Perkins. She stated she did not know why Mr. Brandon came to the home however she observed him break the window. Mr. Perkins also wanted Mr.

Brandon and Mr. Dunbar barred from his home. Ofc. then contacted Mr. Brandon and Mr. Dunbar at 174 1/2 E. Second Street which is Lois Tyler''s,

Mr. Brandon''s mothers'', house. Ofc. advised Mr. Brandon of his Miranda Rights to which he stated he understood and waived at this time. Mr. Dunbar

was passed out on a chair in Ms. Tyler''s home. Ofc. asked Mr. Brandon what happened at Mr. Perkins home and he stated he didn''t know what Ofc.

was talking about. Ofc. observed Mr. Brandon holding a kitchen towel over his hand as it was bleeding. Ofc. asked him what happened to his hand and he

changed the subject and yelled at Ofc. stating "what are you doing in my momma''s house?". Ofc. proceeded to tell him that he is accused of breaking Mr.

Perkins window and there were witnesses to the incident. Ofc. at this time could smell a strong odor of an alcoholic beverage on or about his person. Mr.

Brandon also had very slurred speech along with blood shot glassy eyes and he was unsteady on his feet. He then shouted at Ofc. "why are you

disrespecting in my front of my mother!". Mr. Brandon began to deny having any knowledge of the window being broken and he began shouting at Ms.

Tyler. At this time Ms. Tyler stated she did not want Mr. Brandon in her home and she would not be responsible for him in his drunken state. Ms.

Tyler stated she did not know who Mr. Dunbar was nor did she know why he was in her home. She stated she had been woke up just after 7am by Mr.

Brandon coming in her front door and shouting. She stated she did not know what was going on or why he was mad however she noticed a cut on his

hand. She said Mr. Brandon went to the sink and washed off the blood at which time he grabbed the kitchen towel to stop the bleeding. Their arrival at

Ms. Tyler''s home was just after the window being broken at Mr. Perkins home. Ofc. then attempted contact with Mr. Dunbar who fit the

description of the person that was with Mr. Brandon at 515 E. Second Street. Mr. Dunbar also had a strong odor of an alcoholic beverage on or about his

person. As Ofc. was attempting to wake Mr. Dunbar up Mr. Brandon kept shouting at Ofc. to leave him alone. Mr. Brandon then told Ofc. to leave

Dunbar alone and he continued to be disorderly with Ms. Tyler. Ofc. advised him not to hinder this investigation or he could be charged with Obstructing

Official Business. Ofc. finally woke Mr. Dunbar up to identify him and he could not stand under his own power. He had blood shot glassy eyes and

slurred speech. At this time Mr. Dunbar spit on Ms. Tyler''s living room wall and asked Ofc. "what the fuck do you want, leave me alone.". Ofc.

explained that Ofc. was trying to get his personal information and question him about the incident. Ofc. also asked him if he had anyone to care for him.

Mr. Dunbar could not tell Ofc. any of his personal information, where he was, nor if anyone was able to pick him up. Ms. Tyler stated she did not want

Dunbar at her home at which time Ofc. placed him under arrest as he had no where to go, no one to care for him, and he presented a risk of harm to

himself. Ms. Tyler again stated she did not want to care for Mr. Brandon as he has made threats of harm to her in the past. She stated she has always

been fearful of what he may do to her however she has not reported this. She further stated the last time he was drunk and mad Mr. Brandon destroyed

her home by breaking things. Ofc. placed him under arrest for his own safety as he now had no one to care for him and was not welcome in Ms. Tyler''s

home. Ofc. photographed the Kitchen towel with blood on it for evidence. Ofc. also photographed the broken window at Mr. Perkins'' home. Mr.

Perkins stated he had no insurance on the home. Ofc. transported Mr. Brandon and Mr. Dunbar to the Ross County Jail where they will be held until

sober. Ofc. issued Mr. Dunbar MM citation #09 4961 charging Disorderly Intoxication. Ofc. issued Mr. Brandon MM citation #09 4962 also charging

Disorderly Intoxication as well as Summons # 09 4963 charging Criminal Mischief. Both were advised of their court date on 4-26-13 at 9am. Ofc. also

advised both Dunbar and Brandon they are barred from 515 E. Second Street and if they were to return they could be arrested for Criminal Trespass. Mr.

Dunbar was also barred from Ms. Tyler''s home of 174 1/2 E. Second Street. Nothing further at this time.

: Ofc was dispatched to 102 N Rose St ref theft. Ofc arrived and contacted Timothy Kysor. He advised sometime during the night someone took his

PS3, the one working controller and 8 games. He said he does not lock his doors so that his friends can come and go so he couldn''t say for sure who had

been in the house. He said his son Austin saw one friend, Derrick Ward there around 1:30am. Timothy said he feels this was someone who is familiar

with his household because he has two controllers and one of them is broken. The broken one was not taken. He does not have insurance. Timothy said

he does not know where Derrick Ward lives other than Brownell St. Ofc contacted Austin J Kysor. He said he was sleeping and heard someone come in.

He said they went to the bathroom and then into the front room. He said as they went past he noted the person he heard looked like Derrick Ward and

he went back to sleep. He said before he went to sleep he could see the indicator light for the PS3 on and thought Derrick was going to play games. He

said he could hear rummaging around in the front room and thought 15-30 mins passed and then someone left. He did not see them leave. He does not

know if they took anything with them or if anyone else came into the residence.

She stated an unknown older male with a hat on pumped $81.02 worth of gasoline on pump #8 at around 11:40am. She told Ofc. the license plate of his

green Chevy Silverado was Ohio 725XRS. Ms. Payne said the truck then left the lot SB on Bridge Street. She stated the male attempted to use a credit

card however the card did not process. She feels this may be an honest mistake and the truck did not leave the lot in a hurry as if to get away. Ofc. ran

the license plate through LEADS and found it came back to a 2002 green Chevy truck. The registered owner is Robert L. French of Beaver Creek, Ohio.

Ofc. patrolled the area however was unable to locate Mr. French. Ofc. contacted Beaver Creek PD in an attempt to locate Mr. French before any charges

are pursued. Beaver Creek PD gave Ofc. Mr. French''s telephone number at which time a message was left for him to contact Officer. Ofc. obtained a

store receipt from Ms. Payne and she stated she will notify Ofc. if video surveillance were available. Nothing further at this time.

located at 243 Northview Dr, ref to a theft. Ofc arrived and contacted the complainant/ resident, James Zonner, who said sometime this weekend he had

a car trailer stolen. He said the trailer was parked in one of the open barns on the north end of the property and he last saw it Friday 4-19-13. The

trailer is a 16ft, Paris brand, car trailer with dual axles and metal frame with wooden floor, and had a reflector strip across the back of it. Mr Zonner said

the trailer never had a title or tags through the BMV, he only had the store title where he bought it with the serial #PCT-90-C2674. Mr Zonner said he

has home owners insurance with Hummel & Plumm. There are no witnesses or leads to this incident and no evidence left behind. Mr Zonner thinks

Rocky Whitkugle or his brother Christopher might have something to do with the theft because they have been on his farm and done work for him over

the past 7 years, but said that is just speculation. He has not seen Rocky or his brother for a while now and does not want them on his property any

when they returned home. Burdette stated a 42" Vizio TV and several of her rings are missing. Burdette stated she spoke with neighbors and that no one

saw anything. The items are not insured and no physical evidence was left at the scene. Ofc has no suspects or leads at this time.

Ofc contacted Samuel Atcher who stated he had heard from other children that Josiah O Ott had provided Mark with a Gatorade bottle that did not

contain Gatorade. Ofc later contacted Josiah who stated that Mark had been drinking the night prior but did not know if he had today. He advised the

bottle was not his and he did not give it to Mark. Ofc found the bottle in the bus and noted it had a strong odor of an alcoholic substance. Mark was

transported to the ARMCH. Ofc placed the bottle into Evidence.

didn''t call Mr. Wilson out into the street to fight. Both parties wanted to bar each other from each others properties. Ofc advised both they were now

barred from each others properties and stay away from each other. Both parties stated they understood and would do so. All was quiet on Ofc

departure. Nothing further at this time.

Ofc could see damage to the door jam and fence gate. Ofc checked the area but did not locate anyone matching the suspects description. Crall stated he

thinks that James "Frankie" Davis is responsible because of an earlier incident. See report 13-6647. The investigation is ongoing.
