when Ofc observed that Tpr. Throckmorton of the Ohio State Highway Patrol, had a vehicle pulled over. Ofc contacted Tpr. Throckmorton, w

advised that he believed he may have an OVI and that the vehicle was occupied by two subjects. Tpr. Throckmorton requested that Ofc watch t

passenger in the vehicle, who was identified as Daniel Oakes, while he performed Field Sobriety Tests (FSTs) on the driver. While Ofc was in cont

with Mr. Oakes, Ofc noted a strong scent of an alcoholic beverage emitting from his person. Ofc also noted that his speech was slurred/thick tongued an

his eyes were bloodshot/glassy. Mr. Oakes was very agitated with Ofc the entire time Ofc was in contact with him. He continually told Ofc that he w

eing harassed and demanded that Ofc call Chief Moore. Ofc advised Mr. Oakes that he was stopped by the Highway Patrol, so if he had any issu

with that then he needed to speak to one of their supervisor''s and not the Chief of Police. Mr. Oakes did calm down somewhat until he realized that t

driver of the vehicle, whom Ofc never contacted, was being arrested by Tpr. Throckmorton. At that point he attempted to exit the vehicle and had to

warned that if he exited the vehicle he could be charged with Obstructing Official Businesses, etc. Mr. Oakes advised that he didn''t care and did attem

to exit the vehicle, however Ofc did hold the passenger door closed and he refrained from exiting the vehicle. Tpr. Throckmorton placed the driv

under arrest for OVI, he then approached Mr. Oakes and advised him to call someone sober to come pick him up. Mr. Oakes refused and start

ecoming disorderly toward Ofc/Tpr. Ofc advised him just to call someone or he was going to be arrested for Disorderly Intoxication. Mr. Oakes to

Ofc to go ahead and arrest him. Due to him being intoxicated and there being nobody to care for him, Ofc arrested him for his own safety and that

others. Ofc told him to exit the vehicle, which he did, however as soon as Ofc attempted to place him in handcuffs he started stiffening up and attempt

to pull away. This Ofc along with Tpr. Throckmorton had to physically place him on the ground and pull his hands out from underneath him. Mr. Oake

was told several times to quit resisting but he continued to struggle with Ofcs. Tpr. Throckmorton and this Ofc were able to get his arms out from und

him and placed him in handcuffs. He was then secured in the back of Cruiser 18 without any further problems. Ofc noted no visible injuries to M

Oakes person. Enroute to the Ross County Jail, Mr. Oakes made several threats to Ofc including that he was going to catch Ofc out one day and g

this Ofc what he deserved. Ofc warned him that if he continued making physical threats to this Ofc he could be charged with Menacing. Once at the ja

Ofc charged Mr. Oakes with Resisting Arrest. Mr. Oakes was also issued minor misdemeanor citation 094337 charging him with Disorderly Intoxicatio

Mr. Oakes will remain incarcerated in lieu of bond pending his court date on 5/16/13 at the Chillicothe Municipal Court. At this time Ofc has nothi

further.

driveway. The window above their kitchen sink overlooks their driveway where Lindsey''s green Nissan Maxima (OH EWD6483) was parked. Rob

stated that he went outside and saw an individual running down the sidewalk of their home toward Vine St. Robert stated that he looked at his girlfrien

car and saw that the passenger side front tire had been slashed. Robert stated that he believes it was Christian Edwards who slashed the tire, however,

was unable to identify him. Ofc. observed the tire to be slashed and flat. Ofc. obtained photographs. Robert showed Ofc. text messages from Christi

sent on this date which stated, "You seen how evil I can get last night. No one jumped you, you got beat down like the bitch you are." Rob

provided Ofc. with Christian''s phone number (804-7892). Ofc. will contact Christian for questioning.

Ofcs were dispatched to the area of Park St. reference to three subjects looking into vehicles. The subjects were described as one heavyset male and t

smaller males.

Ofc observed three subjects walking s/b on Yoctangee toward Water St. which matched the description.

Ofc ID the subjects as Mark Seymour, Joshua Hatfield and Jeffrey Recobs. Ofc advised the subjects of the complaint and asked them if they were

ones looking in vehicles and they advised no.

As this ofc was running their information through LEADS, Ofc Anderson and Ofc Brown who were assisting ofc located spray cans on all three subjects.

Ofc found on Hatfields' person a 70mil container of Grog squeezer high flow glossy marker (white). Ofc found on Recobs person a 70 mil container

Grog squeezer high glossy marker (black). Ofc found on Seymour's person three 10 oz cans of pintura espray interior/exterior black spray paint and tw

cans of Ironlak interior/exterior black spray paint.

Ofc then advised Seymour of his miranda rights which he waived. Ofc asked if what he was doing with the spray paint? He told ofc he was 'Taggin

Ofc asked him what he meant by this and he stated spray painting objects. Ofc asked him what and where and he stated a retaining wall on high St and

uilding on Park St.

Ofc asked him what his friends 'Tagged' and he stated, 'You'll have to ask them.'

Ofc contacted Recobs and advised him of his miranda rights, which he waived. He told ofc that he had 'Tagged' the flood wall near Sycamore St. O

asked him what else he 'Tagged' and he said this is all he can recall. Ofc asked him if Hatfield also 'Tagged' areas and he advised yes, but would

elaborate any further.

Ofc contacted Hatfield and advised him of his miranda rights, which he waived. Ofc asked him what he had 'Tagged' and he was very disrespectful b

cussing and yelling. Ofc advised him that his buddies had already told ofc he also 'Tagged' places in the City and he said, 'You are full of shit.'

Ofc looked at Hatfield's hands and noted white and black spray paint on his hand and fingers. This was photographed. Ofc looked at Recobs and fou

no spray paint. Seymour had spray paint on his pants and hands, which were photographed.

Ofcs were advised by the subjects that they had spray painted the building on Park St. (Water Dept), the flood wall near Sycamore St. and a retainin

wall on High St. near Dairy Queen.

Ofcs located a brown Dumpster, no ownership markings on it, near Sommers body shop which had been spray painted (Berd) in white. Ofc was advis

y Recobs that he had 'Tagged' this name on the Flood wall. Also a retaining wall next to Scioto valley sweepers, 275 N.High St. in black paint. T

were seized and placed in the evidence room.

Ofc will attempt to find the owner of the Brown Dumpster near Sommers body shop and the insurance information for the City of Chillicothe. Hatfie

was issued Misdemeanor summons 09 4871 for criminal mischief with a court date of 5-24-13 at 0900. Seymour was issued Misdemeanor summons 0

4376 for criminal mischief with a court date of 5-24-13 at 0900 and Recobs was issued Misdemeanor summons 09 5331 for criminal mischief with

court date of 5-24-13 at 0900. All received their copies and they were explained to them.

Officer responded to the area of Yoctangee PKWY and Water St to assist with three subjects being detained. Officer observed one of the subje

wearing a dark Hoodie with spray paint cans sticking out of the front pockets and advised Officer Pratt the investigating Officer.

Officer patrolled the area and was advised by Officer Pratt the subjects he had detained admitted to spray painting the Chillicothe Water Departme

uilding at 151 Park St, a wall beside the vacuum cleaner business at 275 N High St., Strawser Park restrooms, and under the Railroad trestle end of

Rose St.

Officer photographed the graffiti for Officer Pratt.

Scioto Valley Sweepers ref the ownership of the retaining wall. Ofc has not received a call back at this.

Ofc was assisting Ofc Pratt during this incident and had contact with Mr Hatfield. Ofc had separated Mr Hatfield from the other two subjects to aid

interviewing the three. Ofc observed a bottle of white paint in Mr Hatfield''s right jacket pocket. Ofc noted Ofc Pratt informed other units that th

subject he was interviewing (the subject with three spray paint cans in his coat) had admitted that the three subjects had been "tagging". As Ofc observ

Ofc Pratt place handcuffs on his subject, this Ofc placed handcuffs on Mr Hatfield, retrieved the white paint from his coat and secured him in the rear

Ofc''s cruiser until Ofc Pratt could interview him. Ofc turned over the seized white paint to Ofc Pratt. During this entire incident, Mr Hatfield w

abusive toward this Ofc and any other Ofc he spoke to.

wish for ofc. to dust for latent prints. Ofc. was unable to contact anyone at the nearby residences that would have a good view of where Ms. Young

car was parked. The stereo is a "Dual" brand car stereo, color is silver and blue, valued at $150-$200. Ms. Young will contact ofc. if she can locate

a Theft. Upon arrival Officer made contact with Employee Brian Michael and the accused Jordan Mills. Brian said he was contacted by a customer w

witnessed Jordan place something into her purse. Brian then waited as Jordan walked passed all points of sale and out the exit doors where he stopp

her. Brian asked Jordan if she stole anything and then requested to see inside of her purse. Jordan then admitted that she took a sweet tea and chi

Brian recovered the stolen items and called Police. Officer photograpehd the Sweet Tea (Valued at $1.15) and Chips (valued at $100) and left them

the custody of Family Dollar for safe keeping. Officer then contacted Jordan and asked her how old she was and she said 17, Jordan then admitted s

stole the items before Officer advised Jordan of her rights and question her. Officer then advised Jordan she is now under arrest for theft and secured h

Jordan was taken to the Chillicothe Police Department until her legal guardian could pick her up. While awaiting for Annette Woodruff Jordan then ma

a comment that she was only stealing to obtain a rush of adrenaline. Officer also noticed that Jordan has scars on her right wrist from cut marks. Jord

Disposition Comments : Ofc contacted Jason Book (loss prevention employee) who stated he observed a subject now known as George Grunenbu

select a pressurized air duster(valued at $6.99) in the electronic department. Mr. Book stated Mr. Grunenburg then walked to the front of the st

concealing the air duster in a black bag that Mr. Grunenburg was carrying. Mr. Book stated Mr. Grunenburg then passed all points of sale and exited

store. Mr. Book then approached Mr. Grunenburg, identified himself and walked Mr. Grunenburg to the Loss Prevention Office, where the merchand

was recovered. Ofc photographed the merchandise and returned it to Super Kmart for re stocking. Ofc contacted Mr. Grunenburg who w

Mirandized. Mr. Grunenburg stated he understood. Mr. Grunenburg stated he was taking the Pressurized air duster to clean his IPOD, and had

money on his person. Ofc contacted Mr. Grunenburg earlier in this same week and found Mr. Grunenburg inhaling the contents of a different brand

Pressurized air duster. Mr. Grunenburg was advised he is now barred from Super Kmart and Sears, he stated he understood. Mr. Grunenburg w

arrested and escorted to the RCJ charged with theft. Ofc advised Mr. Grunenburg of his court date on 5/17/13 at 9:00am and left Mr. Grunenburg in t

care of RCJ Staff. Nothing further.

Officer was dispatched to 99 N Watt St in reference to a Domestic Dispute. Upon arrival Officer was contacted by Robert Gregory. Robert said

and his live in girlfriend Melissa Depue got into a verbal argument until she began hitting him in the face and mouth and then scratched his right arm

Officer saw a read mark under his left eye, a bump on his lower lip and a 10 inch long scratch on his right arm. Robert said he is sick of the abuse a

demanded charges filed. Officer photographed the injuries. A statement form was left with Robert to complete.

Officer contacted Melissa Depue. Melissa was advised of her Miranda Rights. Melissa said she recently returned home from the hospital wh

Robert began talking bad about her parents for not visiting her. Melissa said Robert began throwing things around and something hit her under her c

while she laid on the bed. Officer did not see any marks at the time. Melissa said her daughters Adriania and Tessa were in the room at the time and w

erify she did not hit Robert.

Officer contacted 14 year old Tessa Prater. Tessa said she was sitting on the front porch on the swing and heard arguing between her mom aRobert. Tessa said she did not see anything from the porch and she did not enter the house until after the argument sounded over.

Officer contacted 17 year Adriania. Adriania said she was on the front porch and entered the house after she heard the arguing. Adriania said wh

she entered the bed room Robert was standing and her mom was on the bed and the arguing had stopped. Adriania said she did not see any physi

fight.

Officer the arrested Melissa for Domestic Violence and Assault. Ofc checked and found that she had no prior convictions of Domestic Violenc

Melissa was transported to the Ross County Jail where she will be held until her arraignment on Friday 5/17/2013 at 9 am. While at the jail Officer s

a red mark began to appear on the bottom of Melissa's chin. Officer photographed Melissa, Melissa said the mark was caused by Robert throwing

pillow or something at her. Nothing further at this time.
