On the above date and time officer was dispatched to the area of Liberty and Steele St in ref to an Assault. Officer arrived on scene and made contact

with a Eric Tyler who advised he was assault by a subject name Chase. Officer noticed Mr. Tyler had blood on his face around his mouth area and

noticed he also had blood spatter on his shirt. Mr. Tyler advised he was walking home and came around the corner on Glencroft when he was jumped by

the Chase subject. Mr. Tyler advised he thought his last name was Chase Spencer but advised he was not for sure. Mr. Tyler advised he was punched

several times in the face and then Chase left the area on foot. Mr. Tyler advised he followed him up the hill into Sherman Park. Mr. Tyler advised he

wished to file charges. Officer then photographed the face area of Mr. Tyler along with his shirt. Mr. Tyler was given a statement form and advised to fill

it out for this incident.

Officer then made contact with Mr. Chase Spencer at which time Mr. Spencer was asked want happened. Mr. Spencer advised Mr. Tyler "ran up on

him". Mr. Spencer was asked what happened after that and he advised "I don't know, I blacked out". Mr. Spencer was then detained in handcuffs and

placed in the cruiser. Mr. Spencer then advised Mr. Tyler swung first.

Officer also spoke to an independent witness, J Gail Sayre, who advised she heard someone yelling in front of her home and when she looked outside

she noticed a white male subject arguing with a unknown female. Ms. Sayre advised she then heard the black male subject say, "That was disrespectful

and you should not talk to a female that way". Ms. Sayre advised she then saw the white male run over to the black male and just started punching him.

Ms. Sayre advised she noticed the black male subject trying to get away but the white male continued to chase him. Ms. Sayre was given a statement

form and asked to fill it out and return.

Officer placed Mr. Spencer under arrest for Assault and transported him to the Ross County Jail to be held. Mr. Spencer was advised of his charge

and advised he would appear in court on 05/08/13 at 0900 hours. Mr. Spencer was then released into the custody of the Jail.

As of the time of this report officer has not received the statement back from the parties involved but will follow up in the next couple days. Nothing

further at this time.

NS - Supplementary Narrative 05/08/2013

Narrative

Officer responded to 893 Dayton St. reference to a subject causing a problem. Upon arrival contact was made with Trillena Williams the resident of 893

who advised two male subjects arrived and parked in her driveway however the driver left left on foot leaving his friend behind with the vehicle. Ms.

Williams advised the subject who appeared drunk began to argue with her about leaving. As officer was speaking to Ms. Williams she points at a subject

standing north behind her house advising that was the person arguing with her. As Officers approach to make contact with the man he takes off running

between houses and is stopped at Akron and Douglas without incident. Officer identified the subject as Michael Simmermon who had a strong odor of

an alcoholic beverage about his breath, bloodshot eyes, slurred speech and slightly unsteady on his feet. Mr. Simmermon advised he arrived with a friend

however the friend left him walking somewhere. Mr. Simmermon advised he didn''t want any trouble and tried to hide until he was caught. Ms. Williams

advised she knew the person who drove the car however wouldn''t advise who that person was and didn''t care if the car was parked in her driveway only

that Mr. Simmermon be made to leave for the night. Officer placed Mr. Simmermon under arrest for his safety and the safety of others and transported

him to the Ross Co. jail where he will remain until he sobers up. Mr. Simmermon was issued MM citation 09 5316 charged with disorderly intoxication

and a municipal court date of 05/17/2013 at 9:00 am. Mr. Simmermon did not sign for his copy so officer had the jail staff place it into his property.

Ofc dispatched to 99 Steele St. ref. to a domestic dispute. Ofc arrived and contacted the complainant, Larry Johnson. He stated his live-in girlfriend of 10

years, Becky Beasley, assaulted him while they were at 106 Steele St.

Ofc noted his upper lip was swollen. He stated they got into an argument and she hit him in the mouth. He said they have been drinking and he couldn't

elaborate on what the argument was about. Ofc asked him if it was with a closed fist and he advised yes.

Ofc took photos and received a written statement. He was advised the procedure on how to obtain a protection order and also referred him to RCCADV

for advise.

Ofc spoke with Rose Keels, who resides at 106 Steele St. She told ofc that Becky and Larry had an argument but she never saw her hit him.

Ofc spoke with Beasley who advised she and Larry came to 106 Steele St several hours ago. They were playing video games and drinking. She said they

had an argument but denied hitting him. Ofc asked her how Larry's lip got swollen and she couldn't advise. Due to the injure to Johnson's lip and his

statement , Beasley was placed under arrest for Domestic violence and assault.

En route to the jail she made the statement that Ofc was wrong in arresting her. She said when she gets out and goes home the police will have a valid

reason to arrest her. Beasley will be held until her court date this morning at 0900. A CCH was ran on her and she has no prior DV convictions. Nothing

further.

: Officer contacted Ms Truman reference her garage had been broken into. She advised Officer sometime between the listed times and dates someone

had entered her unlocked garage and stole Stihl weed eater, a Bolens weed eater and her Bolens push mower with large wheels on the back. She stated she

did not see or hear anything or anyone out of the ordinary during the time period of the thefts. Officer checked the garage door and area, but did not see

any signs of latent prints. Ms Truman stated her home is insured through Western Reserve Insurance.

Ofc contacted Stephen M Cahill who advised a gun was stolen from his green 1994 Ford Mustang bearing OH EUA3010 within the last two weeks.

Cahill advised he kept the weapon in the glovebox of his vehicle and his vehicle and glovebox was always locked. However the windows on the vehicle

were broke and could be forced down to gain entry. This morning, he went to check the glovebox and had to force his key to unlock it, finding the

weapon gone. Missing from the glovebox was a black Springfield XDM, .45 caliber, with 3.8" barrel having serial number MG595657. The weapon was

loaded with 8 rounds in the magazine and 1 in the chamber with personal defense hollow point rounds. No suspects or witnesses. No evidence seen or

obtained. The weapon was entered into NCIC as a stolen weapon, NIC# G622934760.

: Ofc. was dispatched to 182 Riverside ref. theft from to an auto. Ofc. spoke to Mark Goodman who stated he had parked his blue 1996 Ford Aerostar

van(CE80CC) in front of the service garage on Riverside at approx. 6:30AM. Mr.Goodman stated when he came out about an hour later he found the

driverside window had been busted out and his wallet, which was inside of his closed console was gone. Mr.Goodman stated inside of his wallet was his

O.L. Homeland C.U. debit card, Homeland C.U. credit card, $20.00 in cash and several other cards and papers. Mr.Goodman advised he was on the

phone with Homeland C.U. and they advised the card had already been used at Wal Mart. Ofc. contacted Kenneth Hay the Mgr. at Wal mart ref. this

incident. Mr.Hay advised he could check his security video and ascertain if the subject had used the cards at Wal Mart. Mr.Hay was able to locate the

subject using the cards and give Ofc. both photos and video of the event. Mr.Hay was able to determine the color of the vehicle(White) that the subject

used to drive away in. Ofc. also spoke to the sales person who sold the the items to the subject using the credit cards. The sales rep. was Angie

Radabaugh. Ms.radabaugh was able to tell Ofc. the items that were bought, which were a Sony 40" T.V.($448) a Nikon Inc Camera($249).

Ms.radabaugh was able to advised Ofc. the subject was a light skinned B/M subject and he walked with a noticeable limp. Ms.Radabaugh was advised

that an Ofc. would show her a photo line up ref. identifing the subject. Investigation continues.

would not latch and lock properly, allowing it to be pushed open. Ms. Kennedy stated she did not hear or see anyone enter the room. Ofc. requested

video from the Chillicothe Inn for the time Ms. Kennedy gave for the occurrence and will follow up when video is received. Ofc. is also awaiting

information from in reference to the brand and description of the tattoo equipment. Nothing further at this time.

Disposition Comments : Ofc was dispatched to 334 Piatt Av ref a burglary. Ofc. arrived and contacted Brandon M Sims-Clark. He advised sometime

over night someone entered his mothers residence through a side door. He said she is in the process of moving so he can''t tell if there is anything missing.

He said that he stopped by today to pick up some of his belongings and found the backdoor standing open and the glass on the side doors broken. He

said his mother, Brenda J. Sims moved to Waverly and he would have her come to the residence to see if there was anything missing. He said the only

other damage he saw was to some exterior path lights which were hardwired and plugged in at the rear of the house. Ofc. noted the lights were still

plugged in and lying beside the path but the wiring was cut. Ofc. checked the residence and found no one inside. The side door had been kicked (a shoe

print was left on the door) but apparently the door would not open so the glass was broken out to gain access. Ofc. gave Brandon a 1-C for his mother

and asked him to have her contact Ofc.

Officer was dispatched to 320 S Paint St, Jacks Tire in reference to a theft. Upon arrival Officer made contact with the Owner/ Manager Troy Miller.

Troy said he keeps a shed at the rear of the business with personal rare cars parts inside. Officer saw where the lock had been cut off. Troy said missing

from the shed is two GMC 350 turbo automatic transmissions that are valued at $1,000 each, Also a set of 4 Corvette Raceway wheels that are original

and they are valued at $1500 and finally a set of Aluminum GM wheels with attached spinner factory caps and they are valued at $1500. Troy said the

shed was locked when he left last night and he found the lock had been cut off about 3 pm today. Troy does not have a security alarm or cameras at this

time. Troy is insured with Hummell and Plumm insurance. Officer contacted a neighbor Randy Beverly who lives at 297 Mechanic, he did not see or

hear anything over night.

Ofc checked but was unable to locate any physical evidence.

05/08/2013 17:43:10Incident Disposition Comments : Ofc contacted Wayne Nokes at 140 N High St after he discovered eight Chihuahaus locked in a

small cage in the garage. Nokes stated his father owns the property and it is a rental. Nokes stated he brought a crew to clean up the property after

receiving a nuisance letter in the mail. Nokes stated when he arrived he found the property completely trashed and the vegetation overgrown. Nokes

stated he then looked in the open garage door and saw a small cage with eight Chihuahaus, one of which was already dead. Nokes stated he called police

at that time. Ofc was escorted to the rear of the property. Ofc noted that there is trash and debris lying throughout the yard, on the porches and in the

garage. Ofc then saw a small metal cage containing eight Chihuahuas. Ofc could see that one of the dogs was deceased and the remaining dogs had been

feeding on the carcass. The seven live dogs were emaciated and appeared in very poor health. There were no food or water dishes anywhere around.

The garage was filed with rotten trash and the stitch was overcoming even in the open air. Ofc made contact with a resident at 140 N High St. Ofc

identified him as Josh White. White stated the dogs belonged to Olivia Dammann and her mother Kathleen Yates. White stated they were not home.

Ofc requested the dog warden be dispatched to the scene. The dog warden took custody of all the dogs, live and dead. Ofc made contact with

Dammann hours later. Ofc read Dammann her Miranda Rights, which she stated she understood and waived. Dammann stated that the dogs were fed

every day, given water and exercised. Dammann stated she and her mother cared for the dogs. Ofc issued Dammann citation 09 5333 charging cruelty

to animals with a court date of 5/17/13. Dammann stated she did not know where her mother was. Ofc is requesting a warrant charging cruelty to

animals for Yates. The scene was photographed. The investigation is ongoing.

be a brown and white pit bull like dogs and a smaller dog which he stated did not do anything. He advised the larger two pit bull dogs attacked the poodle

causing injury. He advised he took the dog back to E Fourth St with the dogs following him all the way. Ofc noted the poodle had injury to its stomach

area and had been bleeding. Ofc went to 107 Ewing where Ofc contacted Jesmine M Beverly. She advised she observed the dogs jump from the

window and attack the poodle. She advised on of the dogs was owned by Joseph Kepler. She did advise the poodle was on a leash and that they were on

the sidewalk when attacked. Ofc contacted Mr Kepler who wanted to argue and say that he was not responsible for his dog when he was not home

and that it was not his fault the dog got out of the window. He then advised that he believed the poodle must have attacked his dog which was the white

pit bull mixed breed. He advised the brown one was owned by James Lynch however he was not home and would not tell Ofc when he was home

because he is not a snitch. However Mr Kepler was angry he was the only one receiving a ticket at this time and stated he would tell the judge and that it

was predjudice. Ofc issued Mr Kepler MM Citation 09 5322 charging Dog At Large with a court date of 5/17/13. Ofc will attempt to contact Mr

Lynch who will also receive a citation.

to Kohls in reference to a shoplifter running from LP associate Phil Coen. Ofc saw Coen walking behind a male subject near the automotive entrance of

Walmart. Coen stated the male subject had just stolen a pair of Nike sandals and ran from him. Ofc detained the subject and identified him as

Kenneth Allred. Ofc advised Allred of his Miranda Rights which he stated he understood. Allred denied any involvement in the theft and stated he ran

because Coen was chasing him. Ofc and Coen retraced the foot chase and found the Nike sandals in an aisle of Walmart. Coen stated he had watched

Allred run out of the sandal. Allred damaged the sandals during the theft and they cannot be resold. The sandals were photographed and returned to

Coen. During a search incident to arrest, Ofc located a baggy of marijuana in Allred''s right cargo pocket. The marijuana was seized and placed into

evidence. Allred was booked on one count each of petty theft and criminal mischief. Allred was issued MM citation 09 4364 charging possession of

marijuana. Allred will remain in jail in lieu of bond. Allred was barred from Kohls.

advised five juveniles made four separate orders for food. Marsha advised they ate the food inside the restaurant then before paying the bill they took off

outside and ran to a red Jeep with license plate # OH/FKZ2177. Marsha advised two were black males and one had braces and a heavier build and the

other was skinny. Marsha advised the other three were white males two were heavier build and one was skinny with blonde hair. Marsha advised the

skinny white male only ordered water and nothing else. Marsha advised the heavier build black male ordered a medium pizza and the skinny black male

ordered the double order of Cinna Stix. Marsha advised the one of the larger build white males with a blue shirt ordered a medium pizza and the other

ordered the Pepperoni Pazone. Marsha advised all the males were between the ages of 16 and 18 years old. Marsha advised the orders totaled over

$40.00 and that she would like to press charges.Officer ran the license plate number and it came back to 47 year old Ronald Fewster. Officer was able to

locate to addresses for Ronald and will try to make contact with him.Investigation continues.

Disposition Comments : Ofc was dispatched to Ware Funeral Home in reference to four males trespassing and damaging property. Ofc contacted

Randy Bliss who stated the four males were witnessed moving the fences around the new construction and riding their bikes on the new concrete ramps.

Bliss asked the males to leave and one yelled "you can suck my fucking dick". Bliss stated the males left and then returned a short time later. Bliss

stated the males were currently riding their bikes E/B on E Main St. Ofc caught up to the males around 45 E Water St. The males turned and looked at

this Ofc then sped up and turned S/B into an alley. Ofc yelled for the males to stop but the did not stop. Ofc then activated the emergency lights and

siren on his patrol car and the males continued to flee. Ofc was able to catch one of the four male near 96 E 2nd St. Ofc identified the subject as Chase

Hough. Hough stated he saw this Ofc giving chase but did not think he was after him. Ofc placed Hough under arrest for obstructing official business.

name of the forth person. Hough was booked into the RCJ and will remain in custody in lieu of bond. Ofc made contact with Brandon Corey''s

parents, Wyatt and Angela. Angela stated Brandon left earlier to go ride bikes with Eric and Chase. Ofc explained to Angela what Brandon had done and

explained that he will face the same charge as Chase. Ofc explained that she and Wyatt will receive paperwork from the juvenile court explaining the

mandatory appearance. Ofc was unable to make contact with Eric or his parents. Ofc will attempt with Eric and his parents in the coming days.

in the cart. Phillip then observed Stephanie get into her vehicle and drive to Walmart, next door and park. Phillip followed Stephanie and observed a pair

of Hydrolic blue jeans on the front seat of the vehicle. Ofc and Phillip then entered Walmart and located Stephanie. Ofc asked Stephanie to exit Walmart

to ask her about the theft. Once outside of Walmart Ofc advised Stephanie of her Miranda rights and Stephanie told Ofc that she understood. Ofc asked

Stephanie about the pair of Hydrolic jeans on the seat of her vehicle and after initially telling Ofc that she''s had the jeans for a while, Stephanie admitted

to Ofc and Phillip that she stole the jeans from Kohls. Due to Stephanie having four children with her Ofc issued Stephanie Cit# 094326 charging theft

with a court date of 5-17-13 at 9am. Stephanie signed the citation and left with children. Ofc advised Stephanie that she was barred from Kohls and

Stephanie told Ofc that she understood. Ofc received a written statement from Phillip as well as the surveillance video and a receipt for the jeans.

Officer was dispatched to 306 N. High St. in reference to a person unresponsive. Officer arrived and made contact with Paula Hopper who advised she

found her husband, John Hopper, sitting in a chair in the living room not breathing. Officer checked John's pulse and felt he was cold to touch and had no

pulse. Chillicothe Fire Department arrived and advised John was deceased and pronounced his death at 11:05pm.

Officer made contact again with Paula who advised John has a lengthy history of heart issues including around 4-5 heart attacks and open heart surgery.

Paula advised he also had a heart attack this last weekend and that he went to see Dr. Gabis today.

Officer had dispatch contact the Corner's Office and Dr. Gabis called this Officer. Officer advised Dr. Gabis of this incident and he was familiar with

John and released him to Fawsett Oliver Glass and Palmer Funeral Home.

Officer seized all of John's prescription medication to be destroyed.
