Officer was dispatched to 78 S Walnut St, Tiffin Towers reference to a female subject being intoxicated and trying to enter the building. Upon arriv

Officer observed a female staggering as she walked towards me. The subject was identified as Laurie Caldwell. Ms. Caldwell had a strong odor of a

alcoholic beverage about her breath with slurred speech, bloodshot eyes and very unsteady on her feet. Ms. Caldwell advised she had been drinking wi

her boyfriend who left her and had no place to go and no one to pick her up and requested to be taken to jail to have a place to stay for the night. Offic

placed Ms. Caldwell under arrest for her safety and the safety of others transporting Ms. Caldwell to the Ross Co jail where she will remain until s

sobers up. Ms. Caldwell was issued MM citation 09 5056 charged with Disorderly Intoxication and a Municipal court date of 06/14/2013 at 9:00 a

Ofc was dispatched to 442 W Second St ref to Curtis Julious being there intoxicated and causing problems. Upon arrival Ofc contacted Ma

Mallory. Ms. Mallory said that Mr. Julious showed up at her residence drunk and would not leave. She said that she had asked him numerous times b

all he wanted to do was argue with her. Ms. Mallory said that she wanted Mr. Julious to leave for the night and not return until he was sober.

Ofc contacted Mr. Julious, who had been consuming alcohol, however he did not appear to be a danger to himself. Ofc asked him what was going

and he responded by saying "ask her, I didn't call you mother fuckers". Ofc asked Mr. Julious for his basic information and from the time Ofc start

asking him questions he was very argumentative and evasive with his answers.

After confirming with Ms. Mallory that there had been no acts of violence and Mr. Julious did not have any warrants, Ofc asked him to leave t

residents. Mr. Julious refused saying that there was nothing going on and no reason for him to leave. Ofc again told him that he was not a resident the

and that he needed to leave. Mr. Julious responded, "you mother fuckers can leave, I didn't call you and I ain't going nowhere". At this point Ofc plac

Mr. Julious under arrest for Criminal Trespassing.

Enroute to the jail Mr. Julious made comments to this Ofc that if this was Cincinnati this Ofc would even still be alive? Ofc asked him if he w

making threats to Ofc and he said no just stating facts. Mr. Julious was taken to the Ross County Jail and booked in for Criminal Trespass. He w

remain incarcerated in lieu of bond pending his court date on 6/5/13 at the Chillicothe Municipal Court.

At this time no further action will be taken.

Delores K Robinson. She said she has temporary custody of her grandson, Michael R. Romaine. She said this morning Michael wanted to go

Lancaster. She said she told him she could not take him as she had to go to work. His grandfather was already at work and his mother had just got

home from work. Delores said he got very upset because no one would take him to Lancaster and said he wanted to hurt himself. She said she tried

talk to him and he said he could just burn the house down and felt like punching her. Delores said she got scared because he said that and she thought

really would hurt himself so she called the police. Ofc made contact with Michael R. Romaine. Michael said he wanted to go see his friends and w

ust frustrated and mad when he couldn''t. He said that if he tries to take a walk his grandmother or grandfather get in the car and follow him around.

said he can''t do anything unless they are with him, following him, or showing up to check on him. He said they keep bringing up the fact that he is

probation as the reason they do this. Michael said he was put on probation when he was ten for taking a bb gun to school and has been on probat

ever since. He said he just wanted to do something by himself without the sitter and got aggravated. Michael said he was not going to hurt himself,

going to hit his grandmother and not going to burn down the house. He apologized to his grandmother for scaring her. Michael said he has a council

ut does not like to talk to them because they tell everyone what he said. He said he would go out to Scioto Paint Mental Health and talk to someone

contacted Mr Wilburn the stepfather of Alexandra and Jalyn Hall. Mr Wilburn told Officer the girls had gotten caught out where they were not suppos

to be the other night and had came home high. He stated that they were told not to leave the residence without permission. He said this afternoon

caught the girls outside and when he told them to get back inside they started cursing him and would not do anything he told them to do. He said the

mother is working and cannot come home and the girls do not listen to her either. He said a couple of nights ago Alexandria had told him she was going

stab him with a kitchen knife, but they did not call the police. He said they were not sure what to do with the girls? Officer advised him they could go

the juvenile prosecutors office and file unruly charges on them if they wished and this Officer would speak with the two. Officer then contacted

two girls and explained to them that they were minors and as much as they did not like it, they were going to have to listen to Mr Wilburn and th

mother until they were eighteen years old. Both were explained to them the state laws of domestic violence and warned about making threats of any kin

They were advised if another complaint was received or they make another threat that Mr Wilburn would call this department back and both would b

arrested for domestic menacing or violence. Both stated they would not cause any further problems and Officers would not have to return. Offic

advised Mr Wilburn if there were any further problems to contact this department. He stated he understood. Nothing further at this time.

Ofc contacted LP associate Kim Langenberg who stated she witnessed Jason Burns and James Waugh acting suspiciously as they walked throughout t

store. Langenberg stated she began watching the pair as they walked throughout the store and in the direction of the exit. Langenberg stated that s

witnessed Waugh place a box of candy into his shorts pocket and walked through the checkout lanes. Langenberg confronted Waugh and Burns aasked them to come to the loss prevention office. Langenberg stated Waugh and Burns became combative and aggressive. Burns and Waugh began to y

and scream at Langenberg and threatened physical violence if she did not let them go. Burns then began threatening to beat any employee''s ass w

stands in his way. Langenberg was now accompanied by another employee, David Hoffner. Langenberg stated Burns began making threats of physi

iolence towards her and other employees. Langenberg stated that Waugh then pushed her in the chest in an attempt to escape. Hoffner stepped in

restrained Waugh. Hoffner and Waugh wen to the ground and a breif wrestling match ensued. Hoffner was able to control Waugh. Hoffner a

(employee) who stated he observed two females later identified as Peyton L Vastine and Cheyenne R Trent selecting items off the shelves. He advised

observed them both take 4 make up items and 1 pack of car fresheners from their packs and place them into a purse held by Ms Vastine. He advised t

then paid for candy and a pop and attempted to leave out the general merchandise exit without paying for the 5 items in Ms Vastine' 's purse. Mr Sulliv

stopped them as they exited the store and called the Police after escorting them to the LPS office. Ofc was given a receipt showing the items valued

$34.29. Ofc obtained photographs of the items and returned them to Mr Sullivan for safe keeping. Mr Sullivan requested that charges be filed and bo

subjects be barred from the store. Ofc contacted Ms Vastine and Ms Trent and advised them of their Miranda Rights which they stated th

understood. Both admitted to taking the items and stated they had the money to pay for them but did not. Ofc transported Ms Vastine to the RCJ whe

she was booked on charges of Petty Theft. She was left in the custody of the jail staff pending her court appearance on 6/6/2013. Ofc transported M

action will be taken. She then claimed he had violated his protection order because a girl named Stacy is texting her which she claimed to be Shawn''s ne

girlfriend. Officer read the text and it was more like a female bragging who she is with. Officer explained to Amber it would difficult to prove that Shaw

was having Stacy send those text messages and suggested to have her number change if possible.

neighbors dogs are constantly barking and getting loose. She further advised she has tried to talk to the neighbor about the problem but he still leav

them outside. Ofc then went to 154 Madeira Ave and observed two small black and brown mixed breed dogs on the front porch barking. O

contacted the owner, Philip Schobeloch and advised him of the complaint. Philip stated he works nights and normally doesn''t have this problem but wife recently fell and broke her hip and she can''t always get the dogs to come inside. He advised he would make arrangements for the dogs while he is

work. Philip was given a warning for Barking Dogs. Nothing further.
