Narrative

On 06/06/13 detective observed Boyd Dean walking north bound in the alley at the rear of Donato's, North Bridge Street at East Water Street, a

confirmed with dispatch of an active warrant for his arrest. Detective had previous intelligence that Mr. Dean was reportedly carrying a knife. Detecti

initiated contact with Mr. Dean on East Water Street just west of Scioto Street and told him that detective needed to speak with him. Mr. Dean looked

detective's waistline where detective's badge and firearm were visible, and detective repeated that detective needed to speak with him. Mr. Dean then fl

on foot while simultaneously grabbing at the right side of his waistline. A foot pursuit ensued east on Water Street and north on Scioto Street as detecti

radioed other units and yelled for Mr. Dean to stop. Detective could see that Mr. Dean removed a very large knife from his waistline and held the knife

his right hand as he ran onto the property of 147 Scioto Street. Detective drew the service pistol as Mr. Dean ran through the yard of 147 Scioto Stre

to the alley at the rear and doubled back to Scioto Street through the neighboring yard of 151 Scioto Street. Mr. Dean repeatedly looked back at detecti

and observed that detective's weapon was drawn as he again started to run to the rear of 147 Scioto Street. Detective could no longer see the knife a

Mr. Dean dropped to the ground in the back yard while advising that he did not want to be "tazed". The sirens of responding officers were in t

immediate area at this point, but no uniformed officers were yet in the chase. Detective handcuffed Mr. Dean and when asked, he identified hims

simply as "Jack". Mr. Dean refused to provide a last name and continued to refuse to identify himself, as Jack or any other name, as Officer R. Nette

Officer L. Hansen and Sergeant J. Robinson arrived to assist. Sergeant Robinson agreed that the subject was Mr. Dean and Mr. Dean confirmed that

threw the knife.

The knife was located at the base of a fence along the north side of the rear yard of 147 Scioto Street. The knife is 15" overall and has a 10" blade.

Ofc. contacted David Bever who stated his brand new Hyper Bike Co. red and grey model BMX 20" boys bike with hand brakes, free wheel cran

and red rims was stolen from his yard between noon today and 1pm. Mr. Bever stated the bike had a chain around it and was tied to a wooden post

the North side of his home. He stated the bike was valued at $140.00 and he did not have the serial number for i t. He stated he did not know who m

have done this and there were no other known witnesses. Ofc. advised him to contact this department if the serial number was located. He stated

understood and would do so.

and he ran towards the rear house at 143 East Water street. Officer contacted Lolita Jackson at 143 East Water Street apartment 4. She advised s

leave. Ofc contacted Howard and advised her of her Miranda Rights, which she stated she understood and waived. Howard admitted to the theft a

stated she was attempting to get gifts for her daughter''s birthday. Ofc issued Howard summons 09 4120 charging petty theft with a court date

6/14/13. Howard signed the summons and was released. The property was photographed and returned to Kellough. Howard was barred from Km

and Sears.

373 E. Main St in ref to a disturbance. Upon arrival, Ofc made contact with the complainant Patricia Statesmen. Statesmen stated she was walk

under the viaduct, feeding the birds bread, when she heard screaming coming from the dead end of N. Sugar St. She further advised as she started to w

in that direction a woman got out of a white 1999 Chevy Cavalier (OHIO-3714728) that was parked in front of 373 E. Main St and began screaming

her. Statesmen advised the woman stated "Stop feeding the fucking birds around my car. They are crapping on it and ruining my paint. And the n

time your going through my trash, you better pick it back up." Statesmen advised the woman began walking towards her in a threatening manner, so s

called the police and began walking home. She advised the woman then went inside 373 E. Main St. Statesmen advised the woman appeared drunk a

she had a can of beer in her hand. Statesmen provided a written statement. Ofc ran the license plate through LEADS/NCIC and learned it w

registered to Connie Haddox, 373 E. Main St. Ofc attempted to make contact with Haddox but nobody came to the door. The phone number we ha

for Haddox is disconnected. Ofc will attempt to contact Haddox at a later time. Nothing further.
