Once there Ofc. provided her with a copy of warrant CRB 1303265 for failure to appear on the original charge of Receiving Stolen Property issued

Ofc. Pratt. She was released to the jail staff without incident.

While on patrol in the area of Cleveland St. Officer observed a subject in the alley behind 960 Cleveland St. Officer observed the subject later identified

Bradley Walker carrying a full backpack and duffel bag.

Officer initiated contact with Bradley and asked him if he was moving away from home?

Bradley seemed scared and nervous. Officer observed Bradley was carrying a 8in hunting knife just inside his jacket center chest. Officer request

identification from Bradley who turned his back towards officer reaching into his front pockets.

Officer waited for Bradley to provide his identification however Bradley only dug around in his front pockets away from Officers view.

Officer detained Bradley in handcuffs for officers safety removing two hunting knifes from under his jacket.

As Officer was conducting a Terry search Officer could feel a large amount of coins in Bradley''s left front pocket along with multiple other item

elieved to be more knifes.

Officer observed Bradley with a key chain with keys, photo''s of two children and three ladies rings. When questioned who the keys belonged to as w

as the rings? Bradley couldn''t advise.

Bradley also couldn''t advise where he had come from.

Bradley was advised his Miranda Warnings in which he waived speaking to officer willingly without an attorney. Officer asked Bradley why he w

observed walking around cars in a dark alley early in the morning when he doesn''t live there and cant advise who''s house he is coming from?

Bradley was reluctant at first to advise however when asked if the change he had was stolen from cars? Bradley advised yes he had been stealing fro

ehicles in the area.

Bradley advised he had just stolen tools and other items from a black males house who he knew of but didn'' t know his name at 960 Cleveland showi

officer the truck he had taken items from.

Bradley advised he had stolen so many things from different cars that he couldn''t advise all the places. Bradley advised he was in need of help

addiction to drugs and stealing to support the habit.

Officer contacted Justin Sopher at 960 Cleveland St who''s Truck had been gone through with its tool boxes open and items missing.

Justin advised he had many items missing but didn''t know where to start.

officer showed a few tools to Justin and identified as his.Officer asked Justin if he knew a Bradley Walker ?

He advised yes.

Justin advised Bradley was caught stealing from other people he knew just yesterday and they were looking for him.

Justin advised he didn''t know how Bradley knew where he lived because he had never been there before they only knew each other from friends.

Justin advised he never gave Bradley permission to enter his property and take anything from his tool boxes in his truck.

Officer advised Justin a follow up with him would be conducted next work day regarding what all was stolen from his property as well as if any frien

might have property that was stolen and in the possession of Bradley

Officer photographed the truck as well as the condition of the tool boxes left open by Bradley.

Officer transported Bradley to the Ross Co jail where he will remain in lieu of bond with a Municipal court date of 12/16/2013 at 9:00 am charged w

receiving stolen property.

Investigation continues.

Timothy''s residence until the morning. She was advised that next time Austin could be charged with a curfew violation, she stated she understood. O

contacted Timothy''s mother Olga Wermuth who arrived at the scene. She was advised that Timothy was warned for Curfew and next time he could

charged with a curfew violation. She stated she understood and agreed to take responsibility for both boys. She signed a promise to be responsible fo

said he thinks they were there looking for work shoveling snow originally, not to get the check and when he told him he was waiting on Larry Lowry

pick up a check the guy just pretended his passenger was Larry.

Ofc. checked the area for the red SUV without success.

Ofc. was dispatched to 1058 Columbus Av ref. a possible theft. On arrival Ofc. made contact Kathy Lyons. She said she is missing $20.00 and thin

that a nurse named Teresa took her money. She said she thought Gloria was taking it but now is sure Teresa is. Kathy said she had a bunch of mon

and doesn''t know where that is either. She later said that it is in her bank account. She said she used to give it to Mary Ann who would lock it up b

doesn''t do that anymore. Ofc. asked Kathy if she saw Teresa or Gloria get her money and she said she did not. Ofc. asked her if she could go back

locking it up and she said she would. She said she would speak to Mary Ann about doing that, and having people sign for her money when they get it.

Ofc. contacted Ann Claypool ref. this incident. Ann advised no one took Kathy''s money that she is aware of. She said that Kathy did ask Teresa

get her some pop and chips but Teresa couldn''t get change for Kathy and bought the items with her own money. She said that Kathy''s family comes

to see her all the time and Kathy gives them money to pick up things but no change comes back. She said she believes that is what is happening

Kathy''s money and that Kathy needs to start locking it up again. Ofc. advised her that Kathy has agreed to do that and that she went with Mary Ann

take care of it.

Officer was dispatched to 417 Church Street in reference to a burglary. Upon arrival Officer noticed a window busted out and then spoke with Ch

Cain and Jasmine Sullivan whom live there.

Chaz and Jasmine stated last night while they were not home their house was broke into and the window that goes into their bedroom was bust

out. They advised nothing appeared to be missing at the time so they boarded up the window and left the for night. They advised they came to check

the house today and noticed the board had been moved. They then noticed Frankie Butterbaugh Jr was in the house. Chaz has known Frankie since th

were little and Jasmine knows him also.

Chaz then went through the window and grabbed Frankie causing him to drop a little kids back pack full of video games and movies. Chaz advis

he held Frankie down and began to beat him up punching him numerous times. Jasmine also stated once she got in the house she began to hit him.

They both advised they beat Frankie pretty good and questioned him about the burglary the night before and found out he broke into their hou

and stole an Xbox and Tablet that was pawned at Cash Land by Frankie's girlfriend, Amanda May. They advised Frankie denied stealing anything e

whoever found about five to six gold rings misisng and about $50 in loose change. They advised Frankie was told the Police was getting called and he g

up and ran off.

Chaz and Jasmine could not exactly say what all Frankie had when he was caught in the house. They advised the bedroom had been gone throug

and Officer noticed game systems, tablets, games and movies all laying on the bed. Also alot of clothing and shoes was in a pile in front of the closet.

Officer photographed the bedroom and damaged window.

While Officer was waiting for statements to be completed, Sgt Meyers was dispatched to a squad run involving Frankie Butterbaugh who claimed

was jumped by ten people. At that time Chaz looked over at Officer and said, we got him good and said his face is most likely swelled up and he show

Officer his right hand which had small cuts on it.

Officer then contacted Frankie who was advised of his Miranda Rights which he stated he understood. He claims to not have broke into Chaz

house and that he did not steal a Xbox or tablet and the Xbox was still in the box. He advised Amanda May sold it to Cash Land and those items whe

his. Frankie was then transported to ARMC by the City FD. He had injuries to his face which is consistent with Chaz's statement.

Officer then spoke with Amanda May who was also advised of her Miranda Right which she waived. She advised Frankie was with her all last nig

and the did not leave and she claimed Frankie told her the Xbox and Tablet came from Frankie's brother. She advised it was sold to Cash Land. She d

not realize those items could have been stolen until Chaz called her claiming that Frankie stole it from his house.

Officer then contacted Christine Roberts, Cash Land Supervisor who found the sales slip from Amanda May showing she sold the Xbox and tabl

for $140 cash around 11am this morning. She advised Amanda was in the store with a skinny male, identified by Roberts as Butterbaugh and a sm

child, (Amanda and Frankie infant child).

Officer returned to Amanda's and issued her a summons citation #5348 for receiving stolen property and issued her a copy of the summons with

court date of December 27 2013 at 9am.

Officer is submitting this report to the Ross County Prosecutor Officer for burglary charges to be filed on Frankie Butterbaugh.

Hile investigatng this report, Sgt. Meyers was dispatched to 346 1/2 Yoctangee Pkwy. in ref. Frankie being assaulted, and claiming he was jumped by 1

people. See report 13-22177.

Officer was in Dispatch when Phil Coen a Loss Prevention Officer for Kohls called in stating that he has a female shoplifter in custody not causingproblem. Phil also advised another female may have also shoplifted and she is waiting outside in a gray Ford Crown Vic with a temporary tag in the ba

window. Officer was the only available Officer and responded to the call. Officer located the Crown Vic and contacted the person in the drivers s

September Hertenstein. September said she she was barred from Kohls in 2007 that is why she is waiting outside the store. Officer contacted

Dispatcher on duty and was advised that September was barred by Officer Morris in 2007. Officer arrested September for Criminal Trespass.

Officer then contacted Phil Coen and the accused Amanda Vincent. Phil said Amanda was wearing the jacket (a Vera Wang valued at $79 on sale) s

had the fake fingernails (value at $3.99), three rings (valued at $19.99 each) and a Nike shoes (valued at $69.99) in her purse and a box of Nike Sh

(valued at $69.99) stuffed down her pants. She then walked passed all points of sale and exited the store. Phill said he stopped Amanda outside

store and she was cooperative. Officer photographed the stolen items and left them in the custody of Kohls for safe keeping.

Officer contacted Amanda Vincent and advised her of her Miranda rights which she said she understood. Amanda said she shoplifted those items a

pointed to the stolen merchandise. Officer then arrested Amanda for theft. Amanda was also advised she is now barred from all properties of Ko

including the parking lot and if she returned then she could be arrested or cited for Criminal trespass. Amanda said she understood. Officer th

transported Amanda and September to the Ross County Jail where they will be held in lieu of bond and they were advised of their court date on 12/17/

at 9 am in the Chillicothe Municipal Court.

Ofc noted 3 empty forty ounce bottles on the back porch. Ofc did not believe Mr. Hartmus was too intoxicated at the time this Ofc contacted him

this occasion. Both parties were advised to find a way to get along. All was quiet on Ofc departure. Nothing further.

Officer was dispatched to Kmart in reference to a shop lifter in custody. Officer made contact with Loss Prevention Officer, Steven Thompson, w

advised he observed Jeremy Harding select headphones and a Iphone cover and place them into his sweatshirt pocket. Steven advised he observ

Jeremy also remove the security device on the items. Steven advised Jeremy then passed all points of sale with out paying for the items and tried to e

the store. Steven advised he stopped Jeremy at the exit and brought him back to the Loss Prevention Office where he handed over the concealed item

Steven advised Jeremy is barred from Kmart and Sears and provided Officer with a receipt for the items. Officer photographed the items and relea

them to Kmart.

Officer made contact with Jeremy and advised him of his Miranda Rights which he advised he understood. Jeremy admitted to trying to steal the item

and advised he concealed them in the front pocket of his sweatshirt. Jeremy advised it was stupid.

Officer arrested Jeremy for Theft (ORC 2913.02) and transported him to Ross County Jail to be held in lieu of bond pending his Municipal Court d

on 12/17/13 at 9:00am.

failing to pay for the gas. Employee Chasity Betts attempted to get the license plate, however the license plate light was out. Chaisty said it was

GUYS JUMPED HER BOYFRIEND AND BEAT HIM UP

Ofc. made contact with Mr. Butterbaugh coming down the steps from 346 1/2 Ypctangee Parkway. Ofc. was in the company of Chillicothe F

medics. Ofc. noted that Mr. Butterbaugh''s left eye was swollen shut, as well as being bruised. He had a deep cut on the top of his head and fre

fingernail scratches down the right side of his cheek. Along with other bruises and blood.

Mr. Butterbaugh stated that he was walking up the sidewalk hill section of Mill St. next to the YMCA, approaching Yoctangee Pkwy. He states

group of 10 men and women jumped him, un provoked, and very silently as he never heard their approach from behind. He states that no one was m

at him, or wanted to harm him. Ofc. asked when this occurred and he advised "1 hour ago." When asked why he waited so long to call the police or F

he responded that he was thirsty and needed water.

Ofc. knew that Ofc. McGowan was working a burglary that had Mr. Butterbaugh as a suspect and requested that he come to the scene. Ofc. m

with Ofc. McGowan, who then told this officer that the victims from the burglary were Chaz Cain and Jasmine Sullivan. Ofc. McGowan stated th

they told him they caught Mr. Butterbaugh in their house, apprehended him and beat him up as he was trying to escape with their children''s propert

Ofc. also spoke to Ms. May, Mr. Butterbaugh''s girlfreind. She satted that he had showed up at her residence an hour ago. She stated it took awhile

call for help, as he was thirsty and needed to get a drink of water.

Due to the extent of his injuries, medical attention was required. Ofc. will attempt to contact Mr. Butterbaugh in the future and issue him

summons for falsification, or request a warrant if unsuccessful.

Officer was dispatched to 348 E Second St in reference to an assault complaint. Upon arrival Officer made contact with the complainant Ca

Wilson. Carla said she went into the private fenced in yard at the rear of 381 E Second St where Sonya Sewards lives. Sonya came out of the house a

said "bitch you owe me money". Sonya and her daughter Sau''ne then assaulted her beating her to the ground. Carla showed Officer two bruise marks

her forehead. Officer photographed these marks that appeared to be at least 3-4 hours old as there was no swelling. Officer then gave Carla a writt

statement form.

Officer then went to 381 E Second St. Officer looked in the back yard and did not find any signs of a fight or struggle in the snow that cove

ground. Officer then contacted Sonya Seward and her daughter Sau''ne Zehner. Sonya and Sau''ne did not have any marks or signs consistent with a fig

or assault. Sonya stated that Carla has not been to her house at all today.

With no witnesses and due to conflicting statements no further action will be taken.
