Comments : On the above date and time officer was dispatched to 294 Elm St in ref to a Prowler. Officer arrived on scene and made contact w

Diana Long who advised she saw a male walking through her yard earlier in the night and did not think much about it. Ms. Long advised as she wa

getting ready for bed she noticed the male was standing in her rear yard at which time she turn on the light and the male ran from the area. Ms. Long coul

only give a description of a white male dark hair, white t shirt, dark shorts, and she advised he was tall. Ms. Long advised she did not know who it w

and advised he ran towards the alley. While officers were patrolling the area officer made contact with a male subject in the alley behind Ms. Long

residence. Officer found the male to be a Zachary Clevinger at which time officer checked Mr. Clevinger and found he had an active Secret Indictment f

Aggravated Possession of Drugs from Ross County SO. Officer confirmed the warrant and placed Mr. Clevinger under arrest. Mr. Clevinger advised

was in the area gathering junk from the trash people had placed out. Mr. Clevinger was wearing a grey shirt and dark shorts. Officer transported M

Clevinger to the Ross County Jail to be held on his warrant. Mr. Clevinger was issued his copy and advised he would appear in court on 06/03/13

0900 hours. Officer was unable to determine if Mr. Clevinger was in the rear yard of Ms. Long''s property. Mr. Clevinger was driving a vehicle wh

with Chastity Cooper, employee, who advised she had problems earlier in the night with a couple of people inside the bar. Ms. Cooper advised she ma

Second St when Ofc. observed an individual trying to enter McDonald''s (40 N Bridge St). The subject staggered around the front of the business alm

falling backwards onto N Bridge St. Ofc. went to Ofc. patrol car and to the last location the subject was seen. Ofc. patrolled the area and got out on fo

thinking the subject could not have gone far. Ofc. could not locate the person. Approximately five minutes later a motorist called the pol

department in reference to an intoxicated individual staggering on N Bridge St. in the area of Stewart Rd. Ofc. went to the area where another unit ha

located the individual. Ofc. identified him as the subject Ofc. was looking for at N Bridge and Second St. Ofc. observed that the subject had slurr

speech, stated twice he was "drunk" and could possibly be under the influence of narcotics. For his own safety as well as the safety of others Ofc. plac

the individual under arrest and transported him to the RCJ. He was identified as Anthony Sommers. Ofc. wrote and issued Mr. Sommers MM citati

09 5327 for Disorderly Conduct (Intoxication). He was advised of the court date of 06/10/2013 at 9:00 A.M. in the Chillicothe Municipal court. He w

not requested to sign the citation due to his level of intoxication and emotional state. A copy was placed in his property and he was released to the ja

subjects trespassing. Upon arrival Officer contacted store manager Ralph Shaw. He advised Officer that Officer C Cox of this department had barred

Michael Owes and Michelle Frankel in April of this year (see report 13-5721 taken on 4/7/13). He said this morning when he arrived at the store t

night clerk advised him a B/M had been in the store with two W/F causing a problem. He said when he reviewed the surveillance tape from the ea

morning hours of this date he found that Mr Owes and Ms Frankel had been the two the clerk was talking about. He said that he did wish to pre

trespassing charges on the two. Officer advised him Officer would make contact with them and issue them citation/summons and if they are not locat

with the next couple of days then warrants for their arrests would be requested. He stated this was fine. Officer tried to make contact with the two

Mr Owes residence on Arch Street, but did not receive and answer at the door. Officer will attempt to contact the two on Officer next working shift a

if they are not located, warrants for their arrest will be requested.

Officer contacted Mr and Mrs Young reference an animal complaint. They advised Officer they had been riding bicycles on the flood wall with som

other family members when Mrs Young and her granddaughter started up the hill from the railroad trestle area w/b on the path. Mr Young said he heard

commotion and when caught up to them he saw a man tasering a black pit bull dog that was with a smaller dog and his wife was holding her bicy

etween the dog and herself and granddaughter. He said the dogs ran away and returned to a yard at 224 N Sugar Street. He said he went to the reside

and spoke with the resident who told him the dogs had been in the fenced in backyard and some kids must have let them out. Mr Young request

Officer speak with the woman and advise her to make sure she keeps the animals more secure. Officer then went to the Sugar Street address a

contacted Ms Collins the owner of the three year old black male pit bull (0nyx). She said advised Officer the dogs had been in the backyard which w

secure and that either someone or some kids must have let them out. Officer advised her it was her responsibility to make sure the animals were confin

and if another complaint was received she could be cited for having a dog at large. She stated she understood. Nothing further at this time.

There were no threats made in the April 28 message. Ms Vandermark stated that it showed that the messages were being sent from Oregon and th

she did not know where Mr Thompson was living or how to contact him. Ofc advised her to contact Police if there were any further messages. Of

advised her to contact the Municipal Court to obtain a TPO. Ofc attempted to contact Mr Thompson or family at 984 1/2 E Main. Ofc found t

was then told to leave. The foster parent, Jodi Glick, then started to leave and Melanie drove by. Officer then spoke to Ms. Glick who said as she w

leaving with Emily, Melanie drove by up to five times and when she did leave the property and was at 2nd and Hickory, Melanie pulled up behind h

causing her to turn around and return to Children Service because she did not want Melanie to know where she lives. While Officer was talking

Ms.Glick and Ms. Reuter, Malanie drove by again. Officer pulled Melanie over. Melanie began to say she was driving by to get gas but there are thre

gas stations closer to her house than the direction she was traveling. She then stated she was worried for Emily and wanted to check on her. Offic

explained to her that she was told to leave and by her making repeated returns could effect her seeing her child. Officer informed her the next time she

told to leave, she should probably leave not cause any issues. Melanie was told that every time Emily saw her she got upset and mad further causin

issues for the foster parent. Officer returned to Children Service and informed them that Melanie had been warned for her conduct. Officer was t

Ofc was dispatched to the park reference to a Disorderly Complaint at baseball field that occurred on 6/2/2013.

Ofc contacted Dawn A England and her son Brian S England. Brian stated he plays for Post 62 along with Cole Vanhorn. He advised that he was

the dugout when he got into a verbal argument with Cole over being in the hole. He advised they were separated at that time and moved on. He advis

later when he was outside of the field in the parking lot Cole approached him and struck him in the left cheek area with a closed fist. He advised th

then walked away from each other. Ms England and her husband felt that Cole should have been kicked out of the league and when he was on

suspended for two games it was not a good enough punishment and wished to pursue charges against Cole for striking Brian. Ofc noted no visible sigof injury to Brian. Brian just wanted to talk it out with Cole requesting that his parents did not file charges. However his mother would not agree.

Ofc contacted Cole along with his mother Sarah J Vanhorn. Ofc advised Cole of his Miranda Rights which he stated he understood. He advised O

about that they had an argument and during the argument Brian had flipped him off and got into his face chest bumping him. Cole then admitted that la

after the incident he punched Brian in the face.

Ofc contacted Sarah who also stated she observed the argument in the dug out and seen Brian flipping Cole off and pushing him.

Ofc contacted Jeffery L Cardin the coach of the baseball team. Mr Cardin advised Ofc that he observed the argument in the dug out but did not s

Cole hit Brian. He advised that he did not observe Brian flip Cole off or push him and advised that he didn't even think he raised his voice. Mr Card

stated that Cole was being suspended two games by the league president and also was being traded to another team.

Due to the persistence of the parents of Brian Ofc will be forwarding this to the Juvenile Prosecutor recommending that charges of Disorder

Conduct Fighting be filed on Cole. Ofc notified Sarah of this and advised her she would be notified when to be in court.

Ofc contacted Bonnie R Hayslip who stated she was in front of her house at 176 when the pit bull mixed breed dog from 183 Scioto St got loo

from the yard and came running at her. She advised she was working in her flower garden and had a hoe in her hands which she used to scare the d

away. She advised several people continued to yell for the dog "mercy" at 183 until the got the dog and took it inside. She advised it was not the fi

time a dog had ran at her from that residence.

Ofc contacted Susan Spano at 183 who advised the dog belonged to her daughter Cayla Spano. She advised she was aware the dog got loose and s

had been having problems with the dog and was trying to get Cayla to get rid of it.

Ofc contacted Cayla at Chips Drive Thru and issued her MM Citation 09 4133 charging Dog at Large with a court date of 6/14/13.
