Ofc was dispatched to 321 E.4th St. in reference to the above incident. Upon arrival Ofc contacted resident Randy Cochran who stated his friend Glen

Hamner showed up this evening asking for somewhere to stay for the night. Randy agreed to let Glen inside since he was intoxicated and Randy was

concerned for his well being. Randy stated a short time later Glen was shouting at him asking for him to call 911. Randy stated he saw that Glen had cut

his left wrist and was bleeding. Randy stated Glen has been having some problems in his relationship with his girlfriend and he believes that is why Glen

injured himself.

Ofc attempted to speak with Glen but he was intoxicated and uncooperative. He was transported by CHILLICOTHE FD to ARMC for treatment.

Ofc was unable to locate the knife that was used by Glen to injure himself.

advised she went to pick up medication for her 17 year old son this date and was advised he no longer had insurance with his provider. She was advised

his service was switched to Coventry Ins. Jennifer said she did not authorize this and believes his father, Donald L. Bonner had something to do with it

as it shows Isiah I Robinson (her son) living at 126 E Valley Dr, Apt 2. That is where she believes Mr. Bonner lives. Jennifer advised her son has a

serious medical condition which requires very expensive medication and this could be a major issue for Isiah if it is not resolved. She advised she has

contacted an attorney about this matter as she has no way of figuring out who put Isiah on the insurance and took him off his policy.

freight cart in her front yard as decoration. She stated that sometime between March 17th at 8:00PM and April 5th at 9:00PM this cart was taken from

her front yard. Hunt stated that she did not initially report this because she did not think anyone would be able to locate it. She stated that she was at

an antique shop, located on County Road 550, she noticed a cart similar to the one that was taken from her. She believes that this may be her cart. She

stated that she contacted the employees of the business and provided them this information. Hunt stated that they told her that they had purchased this

cart in Stoutsville, but was not sure who they purchased it from. Officer advised Hunt that this Officer would contact this business and would attempt

to determine if this was her cart. Officer contacted Dep. Weber, Ross County SO, who is conducting this investigation with this Officer. Dep. Weber

and this Officer will contact the antinque business to determine where they purchased the cart and the date it was purchased. INVESTIGATION

that she just wants Mr. Wittkugle and "Maggie" to leave her and her family alone and not to call her or come to her house anymore. Ofc went to

608 E. Main St. and found no one home at this time. Ofc will follow up at the residence at a later time to try to make contact with Mr. Wittkugle and

find out who "Maggie is.

the bag of clothes. She said that she then heard someone yelling and making smart "ass" comments about the way she was treating her daughter. She said

that she looked outside and saw her sister''s boyfriend, Robert Morton standing on the other side of the house. She said that she told him it was none of

his business and he did not even need to get involved. She said that after they exchanged words Mr. Morton and her sister got into their vehicle and

started to leave. She said that Mr. Morton started making more comments so she started walking toward the car. She said that he attempted to get out of

the car but she grabbed the door so he couldn''t open it. She said that it was her opinion that he was going to assault her so she was not going to let him

out. She said that he then reached out the window and grabbed her by the neck so she started hitting him so he would let go. Ms. Bivens said that Mr.

Morton and her sister left the area, however she said that she wanted to file charges on Mr. Morton and have him barred from her residence. Ms. Bivens

stressed to Ofc that her sister had no part of the incident and that the two of them were not arguing. Ms. Bivens was not able to tell Ofc where Mr.

Morton lived other than it was behind Community Market. Ofc checked contacts and found that his last known address was 269 Fairway Ave. Ofc went

to that address and found that there were four apartments inside the building, however Ofc did not have an apartment number for Mr. Morton. Ofc

knocked on all four doors inside of the building attempting to locate Mr. Morton but was unable to get anyone to answer their door. Ofc advised Ms.

Bivens that Ofc would bar Mr. Morton from her residence, however Ofc was going to have to make contact with him prior to filing charges. Ms. Bivens

was not happy with what Ofc told her, however she said that she understood. Later in the evening Ofc was dispatched to the LEC because Mr.

Morton had arrived and wanted to file a report. Ofc made contact with him in the lobby. Mr. Morton said that he was at Ms. Bivens'' residence and that

there was a verbal altercation. However, he said that after stating his opinion, which she didn''t want to hear, he walked back to the car. He said that she

came up to the vehicle and reached through the window and started smacking him in the face. He denied that he ever reached out of the car and grabbed

her neck or that he even attempted to get out of the car. Mr. Morton said that he would have contacted Ofc earlier but after the incident he had to leave

and go for a ride to calm down. Mr. Morton said that he didn''t wish to file any charges against Ms. Bivens but he did want the incident documented.

Ofc did observe a small scratch on the right side of Mr. Morton''s face, which he said came from Ms. Bivens. Ofc advised him that a report would be on

file. Ofc also advised him that he was barred from 88 S Walnut St and that if he returned charges could be filed. Mr. Morton said that he understood and

that he would not go back. He also said that he would not even attempt to make contact with Ms. Bivens. Due to conflicting statements Ofc did not

file any charges. However both were warned that further incidents between them could lead to charges. At this time no further action will be taken.

plate on the vehicle, however she said that the subject has been to the gas station before. She said that this was the first time he has not paid for his gas,

but she said every time he is there he always seems a bit suspicious. Ms. Hatton said that if he ever comes back she will be able to identify him. Ms.

Hatton said that Krogers does have insurance for theft etc, however she does not know who it is with. Ofc advised Ms. Hatton that a report would be

on file and to call if the subject ever returned. Ms. Hatton said that she would. Ofc then but out a description of the vehicle and the white male driver to

other Ofcs to be on the lookout for it. Pending the identification/contact of the driver of the vehicle Ofc has nothing further.

Disposition Comments : Ofc was dispatched to 254 S McArthur St ref to some type of disturbance. Upon arrival Ofc contacted Jason Byrd and

Brittany Throckmorton. They said that their neighbors'' dog, which they said was a Pit bull, ran into their yard while their children were outside. Mr.

Byrd said that his neighbor, Kristal Shewalter, came over and got her dog, however he said he was upset by the incident because of his children''s safety

and did say something to her about it. He said that Ms. Shewalter did apologize but her mother, Emilie Hazelbaker, just stood on the sidewalk in front of

his residence running her mouth to him. He said that he told her to leave and get off his property and she refused. Ofc contacted Ms. Shewalter. Ofc

did advise her of the dog at large law and advised her that she could be cited for having her dog run loose. Ms. Shewalter said that she understood and did

not know her dog had gotten out of the backyard until she heard Mr. Byrd yelling. She said that she immediately ran over and got her dog and tried to

apologize but Mr. Byrd just kept yelling and screaming at her calling her names. Ofc contacted Ms. Hazelbaker. She said that she just tried to talk to

Mr. Byrd about him yelling and screaming and cussing in front of the children. She said that he told her to get off of his property and that he owned the

sidewalk in front of his house. She said that she told him she was allowed to stand on the sidewalk because it belonged to the city and not to him. She

said that she refused to move off of the sidewalk until the police arrived to tell him she didn''t have to. Ofc did explain to Ms. Hazelbaker that the

sidewalk did belong to the city, however Ofc also told her that standing on it just to prove something and causing an incident to escalate bordered on

Disorderly Conduct. Ofc also advised Mr. Byrd and Ms. Throckmorton that the city owned the sidewalk but yelling and cussing at someone who is on it

also bordered on Disorderly Conduct. Ofc explained to all parties involved that further incidents between them could lead to charges being filed. All said

that they understood. Ofc also advised Mr. Byrd that the next time a dog was running loose in his yard to call the Police and charges would be filed. At

this time no further action will be taken.

dispatched to Dollar General in reference to a theft complaint. Ofc contacted Jenny Liles and Ticia Lewis. Both stated their wallets were stolen from

the office. Liles brought up the store security footage. The video shows a white male hanging around outside of the office door. The white male is

5''5"-5"6", has short sandy colored hair, medium build and has tattoos on his forearm. The male subject enters the store office and can clearly been seen

take both wallets. The male subject then leaves the store on foot. Lewis stated there was not any activity on her bank cards. Liles stated two

fraudulent charges were made on her debit card. One charge was made at 760 N Bridge St (BP) and the other for $131.22 at Circle K. Ofc has contacted

both stores and they will be burning this Ofc a copy of security footage . Ofc reviewed footage at Dollar General and Circle K. The same male subject

can been seen committing the theft and using the stole credit card. Lewis and Liles have canceled their accounts so that no further fraud can take place.

Ofc obtained the receipt from the Circle K transaction and the male signed the receipt "John Smith". The receipt will be placed into evidence. Ofc will

be posting a photo of the suspect in an attempt to identify him. The investigation is ongoing.

to a burglary alarm. Upon arrival Officer made contact with Vickie Payne and her 1/2 brother Lee Stephens. Vickie said her brother Donald Stephens

passed away at the Adena Hospital yesterday about 1pm. She and Lee was advised about the death today at 9am. Vickie and Lee came to the house to

check on things and found the refrigerator, computer and TV was missing from the house. Vickie said she believes that her 2nd cousin Daphene Butcher

took the items and she is denying it. Lee said Daphene told him she took the frig and TV to help pay for Donald''s funeral. Lee said Donald paid $3000

for a Frigidaire side by side freezer/fridge from Lowes and the TV was from Rent to Own. Officer checked the house and found no signs of forced entry

into the residence. Officer made contact with Daphene Butcher who came to the Police Department to speak with this Officer. Daphene showed this

Officer a Medical Power of Attorney Form signed by herself and Donald Stephens. Daphene said she was asked by Donald to be his power of attorney

because he could not trust his brother, sister or his own children. Daphene said Donald contacted Rent to Own to take the TV back and he bought the

Refrigerator from HH Gregg as a bundle for much less that $3000. Daphene said she assisted Donald in paying his bills when he was not in the hospital,

but she did not have direct access to his money. Daphene then said she can also account for her where abouts. Monday and Tuesday she was at work

form 5am until 3:45 pm, she gets home at 4pm and studies until she has class at the Circleville Bible College from 6pm until 8:45 pm. Daphene said

Donald has a daughter named Sara Stephens who she has passed driving Donald''s van, and she may have had a key to the House. Officer has not

been able to contact Sarah Stephens. If Officer locates Sarah then Officer will question her about this incident. If Sarah took her fathers belongings then

it will be a civil matter between her and her brothers. Officer will also check with Rent to Own to verify that they retrieved their property. Nothing

further at this time.

Sgt. T. Gay was working outside duty with Ofc. Dubay for Chillicothe Metropolitan Housing and patrolling the Lincoln Park apartment complex. Sgt.

observed Sir Carroll walking from the 500 building to the main parking lot and got into the passenger side of a silver 2006 Mercedes Benz Compressor

with Ohio license plate #FFX8802. Sgt. made contact with Mr. Carroll and verified he is still on the Metropolitan Housing Barred list until 10-26-13.

Sgt. placed Mr. Carroll under arrest for Criminal Trespass and Ofc. Tuttle arrived to transport Mr. Carroll to the Ross County Jail where he was held

in-lieu of bond with the Municipal Court date set for 4-11-13 at 9:00am.

The Metropolitan Housing Barred list showed Sir Carroll was barred on 10-26-10 by Sgt. T. Gay. A copy of the security report will be sent to the

Law Directors Office as soon as it is available.
