M. Ramirez, at E. Evangelista at iba pang mga tenants sa Filipino Journal upang ilathala ang kanilang magandang balita sa pagkapanalo nila laban sa isang landlord, bilang desisyong ibinigay ng Residential Tenancies Commission kamakailan lang.

Ang mga kababaihang ito ay nagkaroon ng lakas na loob at matigas na desisyon na ipaglaban ang kanilang karapatan. Ang pagtaas ng renta, sa 38.15% ay hindi makatao. At sa kanilang mga hearing, nagtistigo sila sa mga ginawang kapalpakan ng landlord. At dito nabulgar, ang dagdag na halaga sa mga resibong inilahad ng may-ari ng apartment. May isang kababayan tayong may kompanya at nagbigay ng quotation sa may-ari ng apartment. Nagtitistigo ang ating kababayan na wala silang ginawa sa apartment. Nagtaka ang kababayan kung bakit may resibong isinumite ang may-ari. Pero ang ginawa ng landlord, ginamit ang stationery at ginawang resibo bilang gastos sa renovation. Lahat yata ng kompanyang nagserbisyo at nagsupply ng mga gamit ay nagtestigo pagkatapos tanggapin nila ang subpeona upang tumistigo sa hearing. Nalaman ng tanggapan na iniretoke ang mga resibo at kakaiba ang halagang inilahad ng may-ari ng apartment at ng mga resibo ng mga kompanya. Maraming dagdag na halaga ang nabulgar sa hearing. At kung hindi nagreklamo ang ating mga kababaihang ito, tagumpay ang landlord. Nagkaroon sila ng lakas na ipaglaban ang kanilang karapatan bilang mga tenants. At sa aming mga panayam, doon ko nakita at nadama ang lakas ng kanilang desisyon na ipagpatuloy ang kanilang laban sa kabutihan ng mga tenants.

Sa kasalukuyan, libu-libong mga Filipino ang dumadating dito sa Winnipeg. Salamat sa Provincial Nominee Program at ang Philippines ay isang nangungunang bansa na pinagmumulan ng mga bagong immigrant o bagong dating. At sa pagkakataong ito, marami ang dumadating na nais magkaroon ng matitirahan at mga apartment naman ang kanilang pansamantalang tirahan. Gusto ng mga landlord na ang kanilang mga tenant ay mga Filipino. Mahusay at marunong mag-alaga ng kanilang tirahan att madaling paki-usapan. Kung minsan, sa mga masamang landlord, ang mga Filipino ay madaling lukuhin at madaling takutin. Walang reklamo kung patungan man ng mas mataas sa antas ng regulasyon sa upa sa apartment o dili kaya, wala silang magawa kung ang landlord ay hindi sinunod ang mga pangako

katulad ng bagong fridge, oven or anumang gamit sa apartment.

Mula pa noong magkaroon kami ng Filipino Journal noong 1987, maraming tumatawag sa amin upang magpatulong sa kanilang mga problema sa trabaho, o sa kanilang landlord, o dili kaya sa kapwa nating Filipino. Inihahain nila ang kanilang problema at ang sabi naman namin, ang batas dito ay pantay-pantay. Hindi katulad sa atin na ang batas ay kakaiba: may batas para sa mga mayayaman; at may batas para sa mga mahihirap.

Ang payo naman namin ay magkaroon ng pagkakataon na tumawag ng pulis, at magkaroon ng record; magpunta sa mga tanggapan at ihain ang mga reklamo. Karamihan, hindi natutuloy dahil natatakot daw sila. Baka daw sila ipadeport. Baka daw sila saktan. Baka daw sila balikan. Huwag na lang daw at bahala ng ang Diyos. Hindi natutuloy ang mga habla dahil sa ang mga witness ay walang panahon sa korte. At saka baka daw silang inglisan nang inglisan.

Marami na kaming karanasan sa mga pagtulong, at sa pagbibigay ng payo sa ating mga kababayan kung ano ang dapat gawin. At ang karamihan ay hindi natutuloy ang kanilang

layunin. Busy daw sila. Hindi daw sila makaalis sa trabaho. Natatakot daw sila. Ang iba, baka ipadeport. Paano tayo uusad kung ganito tayo?

At sa mga nakaraang mga kaso,may mga kababayan din tayo na nagkaroon ng lakas upang makipaglaban. Marami na din kaming natulungan sa pamamagitan ng pakikipag-ugnayan sa Filipino Journal at sa ibang mga lider ng ating kumunidad. (Nililipon namin ang mga lathala upang isa-aklat ang mga pangyayaring nagbigay dangal sa ating mga kababayan.)

Pero, sa nangyari kina Angie Sta. Ana at ibang pang mga tenants sa naturang apartment, ay isang

tagumpay sa mga Filipino dito sa Winnipeg. Nagsakripisyo sila ng kanilang oras upang ipaglaban ang kanilang karapatan. And ibang mga tenant ay may mga trabaho at naghahanap-buhay. Nagsikap silang dumalo sa mga hearing. Kaya, isang makabayaning-saludo sa kanilang tagumpay. Sabi nga ni Angie Sta. Ana: “Siyam kaming nag-object sa itinaas ng renta ng landlord. Kung hindi kami nakipaglaban, kami ang kawawa. Hindi na namin kaya ang mataas na renta. Konti lang naman ang nakukuha naming pension o sa sweldo. Kaya ang masasabi ko sa ating mga kababayan huwag kayong matakot, wala kaming politikong kinapitan, at bilang mamayan, may karapatan tayong iharap ang mga problema sa pamahalaan. Huwag kayong pipirma o sasang-ayon sa anumang gusto ng inyong landlord. At ang lahat ng mga papeles ninyo ay ipunin at itago. Naku, napakarami palang kalukuhan ang ibang mga landlord. At isang malaking pasasalamat sa Diyos, sa kanyang tulong at awa.”

Ang desisyong ito ay ipadadala ng Commission sa tanggapan ng Attorney General at Minister of Justice at sa City Hall upang imbestigahan ang naturang kaso.

At kung may problema kayo sa inyong landlord, makipag-ugnay sa Residential Tenancies Branch, sa 302-254 Edmonton at may telepono: (204.945-2476). Lahat ng rental increase, ay aaprobahan ng tanggapang ito at kung may objection, may hearing at magkakaroon din ng hearing sa Residential Tenancies Commission,1650-155 Carlton St., across Winnipeg Convention. At makipag-ugnayan sa Filipino Journal dahil sa kasalukuyan may isa pang reklamong inihain ang iba nating mga kababayan sa naturang tanggapan.

Tren, Dyip, at Eroplano(On Some English-Derived Filipino Words)

One of my coworkers who has many Filipino friends told me that she

long noticed that many Filipino words sounded like Spanish and even English just pronounced with a thick or emphatic accent. I told her that her observation was valid and that she actually hit the nail on the head—meaning, she correctly pointed out the linguistic connection. I explained to her that the Philippines was occupied by Spanish colonializers and other settlers beginning in the 1500s and ended after almost 300 years! On the other hand, United States of America also had a great influence on the culture of the country in general, having many U.S. soldiers and other Americans migrate into certain major regions of the Philippines during and after World War II (1940s). This has obviously contributed in the development of not only Filipino (the Philippine national language) but also some other Philippine languages. But, of course, the entire Filipino language derived also from fellow Asian languages to some extent.Anyway, here is a list of some common Filipino words and their counterpart in English. Basically, they differ only slightly in both spelling and pronunciation.

between Filipino and English—add to that, the fact that English has become the other official language of the Philippines—is the primary reason many Filipinos could easily learn to speak the English language, at least on a communicative and conversational level. Grammar and spelling are another story. After all, even native and natural speakers of the English language find difficulty in mastering the formal use of the English language.

Filipino Cuisine Unplugged

School Nights at Bistro 7 1/4 on Sunday nights have always been entertaining. The special

themed evening always surprises and entertains the hardiest of food and drink fanatics.

Closing out the spring session of School Nights was a Sunday night Filipino Fiesta. This wasn't going to be your lola's pancit or your tita's special adobo! Playing

host alongside local R&B vocalist, Tiffany Ponce we left the Filipino Fiesta menu up to Chef Alex Svenne.

First up, a mixologist inspired drink named "Thrilla Manila" with crushed mint leaves, kumquats, honeydew, a shot of rum and topped off with coconut water. The bar staff couldn't keep up with all the orders.

As soon as the chicharon was served, everyone knew there were more surprises in store! Here's a snapshot of Bistro's Filipino Fiesta: chicharon dusted with cayenne and spicy hickory, three varieties of lumpia, vegetarian pancit, mini longsilog sliders topped off with a

quail egg and sweet and savoury pork adobo. Dessert was a mango tequila vanilla ice cream shake.

The trays of lumpia were quickly devoured. Yes, the traditional pork filled lumpia Shanghai was a definite must for any fiesta including this one. Chef Alex kicked lumpia up a notch with vegetarian mushroom & cabbage lumpia. The duck confit à l'orange lumpia was a home run with everyone!

My favourite were the longsilog breakfast sliders. It was so easy to eat. The garlic fried rice, slice of longanisa and sunny-side up

quail egg on a banana leaf slid easily into my mouth! I'm sure everyone had at least two. I may have had three.

The night was capped off by our futile attempt to eat balut. It turned out that Chef Alex bought penoy and not balut. That mistake won't happen next time. Stay tuned for Filipino Fiesta II - Return of the Balut next fall/winter.

The North American schedule billed as Rock Summer 2013 kicks off on July 19 at Broadway Studios, San Francisco, California, then to L.A. on July 20 at the Beyond the Stars Palace, the East Coast on July 27 at the Laboom Lounge, Woodside, New

York, and the Hard Rock Café at 63 W. Ontario St. in Chicago on Aug. 23,

In Canada, Wolfgang will be at Toronto’s Phoenix Concert Theater on July 26, Winnipeg on Aug. 3 at the Garrick Center, and Alberta on Aug. 4 at the River Cree Resort & Casino.

The Kamikazee and singer Kitchie Nadal are also featured on the tour.

Wolfgang was formed in January 1992 in Manila. The band holds the dissention of being the only Filipino rock band to release albums in Japan and the United States and for reaching Platinum record sales in the Philippines.

The original line-up broke up in 2002 but was reformed in

2007 with a different roster of musicians. On August 2012, the band released their new single and music video, "Sandata", which is part of their 7th album "Ang Bagong Dugo Sa Lumang Ugat". The album is released in installments, while the first part is "Unang Kabanata" and first done entirely in Tagalog.

Sarah Lahbati files perjury case against GMA-7 executiveActress Sarah Lahbati came back to the country last week, after spending six-months in Geneva, Switzerland, to face the charges against her, including the libel suit filed at the Makati Regional Trial Court Branch 59 from her supposed defamatory statements in the micro-blogging site Twitter.

The 19-year old Lahbati on Friday posted a P10,000 bail at the Makati RTC which had earlier issued a warrant for her arrest.

On Monday Lahbati filed a perjury complaint against Anna Teresa Gozon-Abrogar, one of the directors of GMA Network Inc., at the Makati prosecutor’s office. Gozon-Abrogar is also the daughter of the CEO of the TV network

The young actress executed a six-page complaint-affidavit saying Gozon-Abrogar issued untruthful allegations in the libel complaint against her. She said Gozon-Abrogar made a false statement when she said the actress and her mother were the ones who insisted that she be

given more endorsements and more assistance in branding and imaging.

Abraham who said they will file a motion to quash the libel complaint before the arraignment set on August 22.

A court ruling favorable to Lahbati in the perjury case is expected to weaken the libel complaint filed against her.

Caparas considers SC decision as a test of lifeIn 2009, filmmaker-comics writer Carlo J. Caparas was declared National Artist for Film and Visual Arts by former President Gloria Mapapagal-Arroyo.

The conferment was contested in the Supreme Court as it elicited widespread protests from various groups in the country led by National Artists for Literature Virgilio Almario and Bienvenido Lumbera.

Recently, the high court stripped Caparas and three others of the National Artist Award, a decision hailed by National Commission for Culture and the Arts (NCCA) chairman Felipe de Leon Jr. saying it brought back the integrity of the National Artist Awards.

In a radio interview, Caparas said he didn’t feel on the losing end at all since the trust of the Filipino people whom he said knows him well, is more important to him. .

Caparas has been known for starting and popularizing massacre films in the 1990s based on sensational crimes and biopic of jailed criminals. . He was also a writer in Filipino comics.

The NCCA website says a living National Artist is given cash award of P200,000 upon conferment and also gets a monthly stipend of P30,000 plus medical benefits.

Filipino tenants win appeal against exorbitant rate increase

Angie Sta. Ana feels like she won a million dollars although in reality it is only $1,705. But it sure feels like a million after the Residential Tenancies Commission’s decision instructing her landlord to give back Sta. Ana’s overpayment, as well as 16 other tenants’.

The tenants’ original rent was $473 per month but the landlord increased it to 35.2%, raising it to roughly $639 a month. For an individual with a fixed income, the increase surely was a big burden.

“We are so happy that our appeal was given due process. We worked hard to fight for our rights and we say, To God be the Glory. Thanks be to God; He gave us the victory”, said Angie with a wide smile.

“Yeah, after i received the good news, I lighted a candle inmy altar and I prayed. I almost cried,” Linda Aguila, other tenant, said.

“The Lord is with us, and He guided us to the right direction to voice our rights,” Lucena Redoblado, an 83-year old tenant.

Two Saturdays ago, some of the tenants went to St. Edward Parish and dedicated the Saturday Filipino mass to the success of their appeals. They donated money to the church as part of their thanksgiving. “This is the way to thank God for giving us the strength to fight for our rights as tenants; and I hope other kababayans who have been victimized by some landlords, to have faith and to stand and to voice out the abuses of some landlords,”

Anna Tasico said fervently. “ This is our first win after we failed from our many attempts to appeal the rate increases,” she continued.

“The PC Party applauds the effort of the brave ladies who stood up for their rights and those of other tenants as well. A Progressive Conservative government would work hard to make sure people are treated fairly and with respect. There are laws in place to protect both the renters and the landlords but there are times when citizens must stand to be counted. These tenants are assets to their community and our province,” said Ian Wishart, MLA Portage la Prairie, Housing and Community Development Critic.Back Story

On May 7, 2012, the landlord (which cannot be named) applied to the Residential Tenancies Branch for a rent increase of 38.13%, and the increase was to take effect in 2012. After considering the information provided by the landlord and their tenants, the Branch approved an increase of 35.2% and issued Orders to this effect on September 7, 2012. But after the Branch issued the orders, 9 tenants headed by Angie Sta. Ana, submitted an appeal to the Residential Tenancies Commission.

Hearings were held with the Deputy Chief Commission and two panel members; and the landlord and the tenant/appellants composed of A. Sta. Ana, V. Lampa, R. Alag, A. Aguila, S. Tasico, R.Alag, M.

Teano, L. Redoblado, M. Ramirez, E. Evangelista.

As stated in the decision,” prior to the first hearing of the appeal the Commission’s Appeal Officer noted discrepancies in the documentation filed by the landlord and proceeded to investigate the application. The most significant discrepancies appeared to be alterations to the largest capital invoices which changed the amounts charged by various providers of services and materials”.

And on the last appeal hearing last May 23, 2013, the landlord was present and the tenants in attendance were E. Evangelista, E. Vicedo, E. Aquino, A. Eisma, S. Tasico, E. Aguila, L. Redoblado and R. Alag.Also in attendance were the representatives of the various providers who were subpeonaed by the Commission.

The tenants/appellants won the appeal. The landlord allegedly altered the documents he provided to the Commission.

“I hope that our kababayans who are victims or will become victims will do the same what we had done, This is our right and here in Canada, nobody is above the law,”Angie Sta.Ana said with a pleading voice.” Kasi, ang iba sa atin, ‘bahala ng ang Diyos’, and tama, ‘nasa Diyos ang Awa, nasa tao ang gawa.” Pero huwag matakot. May karapatan tayong magreklamo. Paano madadala ‘yang mga taong nagte-ake-advantage sa atin?” Angie added.

(“Some of us would say: ‘It is up to God”, and the right way is “God is merciful but we have to do our responsibility and do not be afraid. We have the right to

object and to appeal. How can we stop those people who are taking advantage of us?” Angie added).

The landlord did not make any comment when the Filipino Journal contacted him.

When FJ contacted the government, the spokesperson sent the following e-mail:

The role of the Residential Tenancies Branch (RTB) is to investigate, mediate, and make decisions on disputes between landlords and tenants in an accurate and transparent way. Part of the RTB’s mandate is also to ensure tenants are aware of their rights and responsibilities.

Tenants who have questions are encouraged to contact RTB to learn more about what protections are in place for them and how to file a complaint when necessary.

Specific to rent increase, it’s important to note that the

government sets a guideline of how much landlords can increase rent each year. In 2013, the rent guideline si 1.0%. To increase rent above this, landlords must apply to the RTB, unless the unit is exempt from rent regulations. After reviewing the applications and any objections from the tenants, the RTB decides what the rent should be.

RTB also investigates cases where landlords increased rent without proper notice. Or without first apply for an increase above the guideline. Order of the RTB can be appealed to the Residential Tenancies Commission.

Further stated that the Commission is forwarding a copy of this Decision to the Attorney General and Minister of Justice of Manitoba for further investigation by the proper authorities; and to the City of Winnipeg for inspection.

Driven: Not just a car show

The RBC Convention Centre Winnipeg’s hall was filled with cars at the Driven Winnipeg

aftermarket import car show was held on July 13, Saturday.

“We have two elements of the show: the actual car show itself with the import stuff and the beautiful models. The other one is the stage show, which is getting bigger every year,” says Sally Tran, one of the organizers from Calgary.

Music was playing throughout the entire day as attendees looked at the cars.

“It’s a good mix. Keep them entertained and hang around the whole day,” Tran says.

Performers from the 1st annual Driven’s Got Talent show entertained everyone at the convention centre.

Fourteen talented Winnipeggers submitted their audition videos on Driven’s Got Talent Facebook page.

The video with the most number of likes on Facebook would perform at the event. Nine contestants were chosen to compete in the three rounds.

The judges eliminated one contestant in the first round and four in the second round. It was a difficult decision for judges Romeo Suban, Peter Takis, Jason Au, and Marissa Mapatac to choose only three winners because all of the contestants were talented and skilled.

The show had a variety of performers: singers, dancers, and a beatboxer. Laura Enns, a singer-songwriter, won first place ($350);

After the contest, American Idol Season 9 finalist and YouTube artist Andrew Garcia and fellow YouTuber Joseph Vincent serenaded the audience. Fans close to the stage

cheered after every song. Some were taking pictures and videos during the performances. They had a meet and greet session with the fans after their show.

Rich Franklin, a former UFC middleweight champion, and Christine Mendoza, a model and business owner were at the event.
