The Russian-born Yelchin, 27, died shortly after 1 a.m. after he apparently stepped out of his car in the steep driveway of his Los Angeles home and it rolled backwards, said Jenny Houser, spokeswoman for the Los Angeles Police Department.

“The car pinned him against a brick wall and a se-curity fence, and that trauma led to his death,” Houser said.

Yelchin was due at a rehearsal, and when he did not show up friends went to his house and found him dead, Houser said. No foul play was suspected, but the accident was under investigation, she said.

A number of actors and others who worked with Yelchin took to social media with tributes and expres-sions of dismay.

“Still in shock. Rest in peace, Anton,” Justin Lin, who directed Yelchin in his third “Star Trek” movie, wrote on Twitter. “Your passion and enthusiasm will live on with everyone that had the pleasure of know-ing you.”

Yelchin was best known for assuming the role of Pavel Chekov, the young navigator on the bridge of the starship Enterprise, for the 2009 re-launch of the “Star Trek” film franchise and two sequels - 2013’s “Star Trek Into Darkness” and the upcoming “Star Trek Beyond,” set to open on July 22.

The Chekov character was originally played on television in the 1960s “Star Trek” series, and in the first seven big-screen adaptations of the show, by Walter Koenig, who died in 1994.

“I loved Anton Yelchin so much,” wrote John Cho, who played fellow Enterprise crew member Sulu in the new “Star Trek” films. “He was a true artist - curious,

beautiful, courageous. He was a great pal and a great son. I’m in ruins.”

Yelchin was born in St. Petersburg, the son of two figure skaters, and emigrated to the United States as an infant.

He has appeared in numerous films and was in the TV series “Huff,” starring Hank Azaria, who wrote on Twitter that he was devastated. “He was a very sweet kid. My heart goes out to his family.”

Early in his career as a teenager, Yelchin gained wide attention appearing with Anthony Hopkins in the 2001 film “Hearts in Atlantis” and with Robin Williams in 2004’s “House of D.”

Yelchin played Jacob Clarke in the Steven Spielberg miniseries “Taken” and also appeared in the films “Ter-minator Salvation,” “Charlie Bartlett,” “Fright Night,” “Like Crazy,” and “Only Lovers Left Alive” between 2007 and 2013. (rtr)

COVER STORY“Indeed, the statistics of crime

shows such indication. This hap-pens because the effect of rapid technological change, especially the Internet without being matched by readiness of teenagers or stu-dents, parents, schools and society in facing the so fast change and development of technology,” said the academician Prof. Dr. Rai Set-iabudhi, Sunday (Jun. 19).

He added that those being un-able to face the change will experi-ence anomie due to various limita-tions. Finally, they are not able to achieve the desired objectives in proper ways. In the end they sat-isfy themselves with criminal acts supported by public indifference behavior towards the development of current teenagers.

“The solution is that parents or family should really give attention to their children, let alone a teen-ager. Do not be preoccupied with

the affairs and make sure there is enough time to communicate with family,” he said.

Parents should become a role model and establish a religious life in the family. In addition, the school curriculum must try to com-pensate for the so rapid change. It is required the education of character, moral ethics and Pancasila philoso-phy with an appropriate method.

“Teachers must be a role model, reliable and can be imitated. Police certainly do the process in accor-dance with the rules, especially by making coordination with the ap-propriate child protection agency as set forth in the laws,” said Rai.

Kadek Agus Mulyawan, a legal practitioner, stated that the initial mistake is usually realized from one thing that should become a common concern namely prevent-ing the formation of gang of school-children. If they are not directed, this kind of school gangs can lead to negative behavior.

“For example, it can emerge in the form of exclusive behavior,

mutual show of force and unfair competition. Negative attitudes like these should be prevented and controlled so as not to implant the embryo of crime resulting in a criminal act,” he said.

Observing the phenomenon oc-curred among the circle of school children, continued Agus, it is necessary to get special attention to make new breakthroughs in order to save the future of school students. Anyway, they are assets that will continue the survival of the nation in the future. Inappropriate handling of juvenile delinquency and hesitant attitude of law en-forcement officers in dealing with criminality committed by school students directly or indirectly has encouraged the growing social deviation of school students. One of the causes is the national educa-tion system only emphasizing the aspects of cognition without being balanced with moral education.

In the meantime, the students significantly in front of their eyes often see many incidents reflecting

brutal or unlawful acts committed by other community members and even by state officials.

Government policies ruling out the need of educational supporting facilities and infrastructure can also provoke brutal action. “I agree that moral education needs to be further boosted because the emphasis on moral education since early on will have a significant impact in shap-ing the character of young people. Moral education is a solution in reducing the crime rate,” he said.

Basic solid moral education, Agus asserted, if instilled in chil-dren since early on will establish a loving and caring character for others. This happens because it will give a lesson of character and noble spirit. When talking about solu-tion to deterrent effect, it is when juvenile delinquency remains fairly reasonable. The best punishment is by limiting the facilities and the importance of communication to parents so that children realize the importance of responsibility.

“The rigorous intervention of

the authorities is indispensable when teenagers have been classi-fied to have committed criminal acts harming many people. Of course, it must be applied accord-ing to the rules, and in the punish-ment of teenagers they should not be combined with professional offenders,” said Agus. (rah)

The water crisis of recent years has hit the agricultural sector of the district of Bangli quite severely with crop failure becoming increasingly common. Many people are asking: “what then is the fate of farmers in the area?”

Aside from its pleasantly cool climate, the district of Bangli is also famous for its agricultural sector, particularly irrigated rice cultivation. In the 1990s, abundant crops still provided the primary source of income for most people here.

However, for the last five years, a num-ber of subak areas have been hit with water shortages. This dark issue has forced many farmers to look for others lines of work, that are not necessarily more promising.

One farmer at Subak Bangkiang Sidem, Bangbang village, Tembuku, named I Made Arnata, explained that he has been unable to grow rice for the last two years so he has been planting other crops such as corn and beans in order to survive. The crop yields are slight and losses are common. Middlemen to whom he tries to sell his crops often scoff at his wares. Arnata is confused about whether he should stick to farming or look for other ways of earning a living. “If I switch to another sector, success is uncertain, but the frequent water shortages make farming a very risky business”, he said.

The water crises has forced many farmers to give up on their lands that they have been cultivating for years and look for other work. An irrigation canal repair program has been launched in an attempt to deal with the water crisis, however farmers are not smiling yet. “Irrigation channels have been repaired, but the water flow is still minimal, maybe because the upstream springs are drying up”, said Arnata.

The difficulties of earning a living from the agricultural sector is also being experi-enced by farmers at Subak Pengiangan in Pengiangan Kangin village, Susut. Farmer, I Wayan Suta for example said that his rice harvest have been nil in recent years and that he has been forced to buy rice to eat. “The water crisis has caused famers to face a dilemma having to choose between continu-ing to struggle in agriculture or looking for another job”, said Suta.

Head of the Bangli Agriculture and Forestry Agency, Wayan Tagel Sujana con-firmed the fact that there is a water crisis going and that many farmers -especially older farmers, are facing a serious dilemma. The government has taken the initiative of improving primary and secondary irrigation canals in an attempt to deal with the issue, he explained. “The government continues to strive to maintain the agricultural sector as a primary source of income and a number of programs have been launched in the subaks”, he said. Stratolaunch Systems, a unit of Allen’s privately owned Vulcan Aerospace, last week gave a small group of reporters a first look at the nearly finished aircraft.

With a wingspan of 385 feet (117 m), the six-engine plane will be larger than Howard Hughes’ 1947 H-4 Hercules, known as the “Spruce Goose,” and the Antonov An-225, a Soviet-era cargo plane originally built to transport the Buran space shuttle that is currently the world’s largest aircraft.

Allen’s move coincides with a surge of new businesses plan-ning to sell Internet access, Earth imagery, climate data and other services from networks of hundreds of satellites in low-altitude orbits around Earth.

But his vision is different from what Elon Musk’s SpaceX, Jeff Bezos’ Blue Origin, Richard Bran-son’s Virgin Galactic and other companies have for building com-

mercial highways to space.Musk’s goal is to fly people to

Mars. Bezos is developing low-cost, reusable rockets with the goal of moving energy-intensive, heavy industry off Earth. Branson is focused on space tourism and a small satellite launcher.

The advantage of Allen’s ap-proach will be the ability to posi-tion the plane so satellites can be directly delivered into very precise orbits and do so quickly, without launch range scheduling issues and weather-related delays, Chuck Beames, who oversees Allen’s space ventures, said.

The Stratolaunch plane looks nothing like its behemoth pre-decessor aircraft. Rather than transporting heavy cargo inside a main body section, Stratolaunch is a twin-fuselage craft that in-corporates engines, landing gear, avionics and other parts from a pair of Boeing 747 jets coupled with a

frame, wings and skin handmade of lightweight composites.

Designed and built by Northrop Grumman Corp’s Scaled Compos-ites, the plane is similar in form and function to Scaled’s aircraft built to ferry spaceships into the air and release them for independent rocket rides beyond the atmosphere, a service Richard Branson’s Virgin Galactic intends to offer to paying passengers.

Stratolaunch plans a similar ser-vice for satellites, particularly the low-Earth orbiting multi-hundred member constellations under de-velopment by companies includ-ing SpaceX and Google’s Terra Bella to provide internet access, Earth imagery and other data. But Stratolaunch will offer quick and precise satellite positioning, a service that will set it apart from competitors.

These satellite networks, based on low-cost spacecraft, are the fast-est-growing segment of the global satellite industry which reported more than $208 billion in revenue 2015, according to a Satellite In-dustry Association report. (rtr)

BEIJING — A Chinese su-percomputer has topped a list of the world’s fastest computers for the seventh straight year — and for the first time the winner uses only Chinese-designed processors instead of U.S. technology.

The announcement Monday is a new milestone for Chinese supercomputer development and a further erosion of past U.S. domi-nance of the field.

Last year’s Chinese winner in the TOP500 ranking maintained by researchers in the United States and Germany slipped to No. 2, followed by a computer at the U.S. government’s Oak Ridge National Laboratory in Tennessee.

Also this year, China displaced the United States for the first time as the country with the most super-computers in the top 500. China had 167 systems and the United States had 165. Japan was a distant No. 3 with 29 systems.

Supercomputers are one of a series of technologies targeted by China’s ruling Communist Party for development and have received heavy financial support. Such systems are used for weather forecasting, designing nuclear weapons, analyzing oilfields and other specialized purposes.

“Considering that just 10 years ago, China claimed a mere 28 sys-tems on the list, with none ranked in the top 30, the nation has come further and faster than any other country in the history of supercom-puting,” the TOP500 organizers said in a statement.

This year’s champion is the Sunway TaihuLight at the National Supercomputing Center in Wuxi, west of Shanghai, according to TOP500. It was developed by China’s National Research Center of Parallel Computer Engineer-

ing & Technology using entirely Chinese-designed processors.

The TaihuLight is capable of 93 petaflops, or quadrillion calcu-lations per second, according to TOP500. It is intended for use in engineering and research includ-ing climate, weather, life sciences, advanced manufacturing and data analytics.

Its top speed is about five times that of Oak Ridge’s Titan, which uses Cray, NVIDIA and Opteron technology.

Other countries with computers in the Top 10 were Japan, Switzer-land, Germany and Saudi Arabia.

The TaihuLight is due to be introduced Tuesday at the Interna-tional Supercomputing Conference in Frankfurt by the director of the Wuxi center, Guangwen Yang.

“As the first No. 1 system of China that is completely based on homegrown processors, the Sunway TaihuLight system dem-onstrates the significant progress that China has made in the domain of designing and manufacturing large-scale computation systems,” Yang was quoted as saying in the TOP500 statement.

The TaihuLight uses Chinese-developed ShenWei processors, “ending any remaining speculation that China would have to rely on Western technology to compete effectively in the upper echelons of supercomputing,” TOP500 said in a statement.

The second-fastest computer, the Tianhe-2 at the National Supercom-puter Center in the southern city of Guangzhou, is capable of 33 petaflops. It uses chips made by Intel Corp.

Among countries with the most computers on the top 500 list, Ger-many was in fourth place with 26 systems, France was next with 18, followed by Britain with 12. (ap)

Paving block on the Watu Klotok Beach stretching from the front area of Watu Klotok Temple westward about one km has suffered severe damages. As seen on Sunday (Jun. 19), thousands of paving block installed in 2015 already collapsed. Approximately 150 meters of the pathway looked like to have been dismantled and scattered every-where.

According to a resident around the Klotok Beach, Ni Wayan Sulas-mi, 40, from Tojan Kelod hamlet, the damages to paving blocks hap-pened due to high waves occurred

lately. This woman always selling on the beach every day admitted to feel anxious these days because the waves unexpectedly come to confront her food stall.

“Well, for the time being the merchandise of this stall is forced to be relocated to the location of pot plants which happen to be empty,” she said.

According to her, the damages to paving blocks of pathway have occurred since last week. Until now, it has not been repaired. The paving project is deemed redundant considering that it does not stand to

the brunt of beach waves. The big waves cause the merchants previ-ously selling in the west of Watu Klotok Temple to flee to a safer location in the north.

In the meantime, a visitor, Ni Made Ariani, 61, from Jelantik Kuribatu hamlet, Tojan, looked shaking her head when witnessing the severe damages to revetment of Klotok fitted with the paving blocks. According to her, the dam-ages to the paving block happened because the workmanship was not good.

“Installation of the paving blocks is done without any concrete mix-ture. Then, installation process on the beach should have specified in accordance with the capability to hold the brunt of sea waves so that the project will not be in vain,” he said. (dwa)

PLASTIC waste has become frightening specter in this country. Aside from causing vile impres-sion, it also results in negative impact on the environment. In re-sponse to this matter, the recycling measure to transform waste into products worth selling is begun to be intensified as carried out at Peninjoan village, Tembuku. How does the process work?

The existence of plastic waste seems to have fully occupied the entire space in the country. It is difficult to decompose and predicted as boomerang for the environment. Having examined further, the high amount of plas-tic waste is inseparable from the behavior of people who are still reluctant to use eco-friendly prod-ucts. Likewise, it happens to the awareness of recycling. If this at-titude persists, without the support of intention to save the environ-ment, the future of this earth will be increasingly threatened.

Armed with this understand-ing, the village of Peninjoan, Tembuku, moves to transform the waste into products having economic value like handicrafts. The participants mostly consist of housewives belonging to the welfare family guidance (PKK). In the program having taken place since this year, the PKK is given coaching every week at village office. Armed with the commit-ment to save the environment, the creative hands of the PKK can create a number of products, such as bags, dust bin, purses and hats.

The quality is no doubt. Some of them have promising selling value.

Headman of Peninjoan, Dewa Nyoman Tagel, explained that before the recycling program is rolled out, the plastic waste was just sorted. However, this effort experienced a problem where collector always took it late. As a result, the waste was piling up. “On that account, we at local vil-lage take an initiative to apply this program. Government funding is also available so that it can help,” he said recently.

This program, said Tagel, re-ceived a support and guidance from the Waste Bank at Tamanbali village having implemented the same effort in advance. It will also help market the products having a selling value. “Besides, the program gets the support from the Bangli Environment Agency (BLH). Hopefully, this could sustain and become a habit in the community,” he said.

In the meantime, the Head of the BLH Bangli, I Made Alit Par-wata, admitted that plastic waste is currently becoming a serious prob-lem. All this time, the handling is mostly done by the government and waste bank. However, it does not reach throughout rural areas. The agency greatly supports the efforts made by Peninjoan village. Hopefully, it can be an example for another village. “These things must be developed and do not only rely on the government,” he said. (sos)

BANGLI - Tirta Sudamala Temple is located in Sedit hamlet, Bebalang, Bangli. This temple is already well known by Balinese people who often visit the temple on the full moon, the new moon as well as major holidays such as Banyupinaruh. There are twelve water spouts that are used by worshippers to purify themselves with the temple water. Tirta Sudamala Temple is close to the center of Bangli, and is easy to access. Since the temple is located in the bank of the Sangsang river, worshippers visiting the temple will often descend numerous staits to pruify themselves in Tirta Sudamala as well.

Hamlet chief of Sedit, Gusti Putu Kariyadnya, recently gave a brief explanation of the origins ot Tirta Sudamala Temple. An old inscrip-tion says that the establishment of the temple is related to the pilgrimage of Ida Pedanda Hender who, upon the

request of the king of Bangli, went looking for a holy spring to take water from for a grandioase ceremony that was to take place. Ida Pedanda Hender started his pilgrimage from the south and sat in a plcae overgrown by many sambng plants to meditate about where he should go to find the stpring. During his meditation, a huge pig appeared. The pig proceeded to loosen the soil and formed a mound resembling a hill, in an attempt to distract Ida Pedanda Hender from his meditation.

One of Ida Pendanda Hender’s companions however saw what the pig was doing and shooed the pig away. Because the mound abandoned by the huge pig resembled a hill, Ida Pedanda Hender then named the loca-tion Buung Hill. In his meditation Ida Pedanda Hender however did manage to find the location of the spring that he was looking for. He then resumed his pilgrimage northwards until he

reached the location of the Sudamala spring.

After Ida Pedanda Hender’s visit to the spring, the local people built a small shrine at the spring. The shrine was built near the current Tirta Suda-mala water spouts. “Our senior figures once made a vow that Tirta Sudamala woould be able to repel pests attack-ing their crops, if they set up a temple near the location of Tirta Sudamala” explained hamlet chief Kariadnya.

In fact, thanks to the Tirta Suda-mala, the local community finally managed to keep the monkeys from invading their paddy fields. As prom-ised, the community then established a temple called Tirta Sudamala Temple. Until now, Tirta Sudamala Temple is supported by the community of Sedit hamle. Temple celebrations for for Tirta Sudamala are normally held every six months (210 days) on Ang-garkasih Prangbakat. (kmb)

In addition to releasing turtle hatchlings into sea, a num-ber of sea almond trees were planted along the east side of Penimbangan Beach. The no less interesting is boat painting by Dient Cartoon, Dony and Dedy, as well as digital art painting auction event entitled ‘Save the Turtle’ by Dient Cartoon used to grace the first activity.

Committee chairman of the Penimbangan Saves the Sea Turtle 2016, Putu Dedy Yastika, on the sidelines of social activity said that the recent effort to preserve Penimban-gan Beach needs to be raised. This happens because the population of green turtle, coral reef and dolphin on the beach requires the participation of all elements to provide protection. Moreover, recently green turtle has been found burying their eggs for three times on the beach. This shows if the beach is rich in rare marine animal population. On this condition, Dedy tried to arouse the awareness and participation of all the societal elements to work together in making positive contributions to the sustainability of Penimbangan Beach. “We release turtle hatchlings posing the assistance of third party to stimulate the awareness of all of us in preserving this beach being known to be rich in green turtle or reef and dolphin,” he said.

Related to the planting of sea almond seedling, Dedy said that coastal areas these days seem less dense. It hap-pens because the beach is hit by abrasion lately followed up with the construction of revetment to protect the beach from the waves, while the hibiscus trees were cut down to facilitate the project. To add trees on mainland, in this event was coupled with the planting of sea almond trees. From this tree seedling, he hoped that next few years the coastal areas will turn dense, so as to increase the convenience of

travelers making recreation to the location.“We want this coastal area to turn lush as ever before,

so that we plant these sea almond trees. Besides, together with local fishermen we do cleanup on the beach from lit-tering marine debris,” he explained. In separate location, the Regent of Buleleng Putu Agus Suradnyana (PAS) welcomed the effort to preserve the beach by fishermen and community groups of Baktiseraga village. This effort is expected to be followed by other villages having beach potential. To support the conservation efforts for turtle, reef or other problems, the government promised to be ready to facilitate them through some aids or other programs.

“This is in line with my desire where the coastal pres-ervation must be well maintained first. After that, it will be promoted as a tourist area. Hopefully, other villages can do the same, so that our oceans will remain stable and could provide livelihoods for community,” he said. The Penimbangan Saves the Sea Turtle 2016 was also coupled with the performance of Bondres gag and turtle fragmentary show by fishermen together with customary village youth of Baktiseraga. In addition, a number of local bands in Buleleng also appeared until late night. (kmb38)

TAINAN - Lee Mei-chen steps back after almost three hours of cut and craft to view her work, a teddy bear trimmed into the fur of a pa-tient dog.

The teddy bear design is one of the most com-plex in the furry repertoire of the 30-year-old Taiwanese hairdresser turned pet groomer. She also shaves paw prints, lion faces and characters from Japanese brand Hello Kitty on to animal backs.

Ou Shih-jou, owner of the salon where Lee works in southern Taiwan, said the quirky pet patterns came from owners wanting something different to the normal summer shave, with designs determined by the natural assets of the pets.

One eye-catching motif involves shaving a

spiky spine into the back of a cat, leaving it look-ing like a stegosaurus.

“When a cat gets angry, the fur on its back erects, that made us come up with “stegosaurus design”,” Ou told Reuters.

“It (makes the cat) look like a small dinosaur. The owners were happy after they came back to see it, thinking it was quite creative.”

Ou opened the salon in September and has seen big interest from the public, with the pets posing for pictures on leaving the salon.

“When walking outside, people think it’s amazing and magical. Everyone wants to take a photograph and see what kind of styles they came up with,” pet owner Kuo Yu-lan said. (rtr)

The country’s worst drought in 90 years coupled with seawater intrusion into the Mekong River delta have destroyed fruit, rice and sugar crops in the world’s third-

largest rice exporter after India and Thailand.

“The disruption in precipitation patterns has affected the liveli-hoods, food security and access to

safe water of the people of Viet-nam,” Christos Stylianides, EU commissioner for humanitarian aid and crisis management, said in a statement. The EU’s humanitarian arm ECHO said it would provide 2 million euros ($2.3 million) in funding for emergency relief.

“This EU contribution will help provide life-saving assistance to af-

fected families at this critical time, ensuring that their basic needs are met,” Stylianides said.

Saltwater has encroached up the Mekong Delta up to 25 km (15 miles) further than average years, the ECHO statement said.

“Although the government had taken preparedness measures and launched some initiatives in anticipa-

tion, the scale of the current disaster has become much worse than initially foreseen, surpassing the local capac-ity to respond,” the statement said.

Weather forecasters have warned of the possibility of a La Nina weather event, the counterpart of El Nino, which could bring intense rains to Vietnam in the second half of 2016. (rtr)

LOME - Ecobank is reviewing its expansion strategy following a decline in profits and may pull out of some African countries to focus

on its most promising markets, chairman Emmanuel Ikazoboh told Reuters.

Ecobank is based in Togo and

operates in 36 African countries, making it a rare example of a pan-African bank that has developed outside South Africa, home to giants such as Standard Bank and FirstRand.

But falling global commod-ity prices that have hit economies in countries such as Nigeria and Ghana have caused revenue to slow, profits to fall and triggered a shift in approach.

“The business model whereby we are just expanding and posting our flags (in different countries) has to be reconsidered,” Ikazoboh said in an interview on Friday after the bank’s annual shareholder meeting at its headquarters in Lome.

Ecobank is dividing its opera-tions into three “pockets” according to their potential, said Ikazoboh, who is chairman of parent company Ecobank Transnational Incorpo-

rated (ETI). ETI had $22.5 billion of assets in 2013 and employs over 20,000 people.

Ecobank’s biggest operation is in Nigeria and there the bank wants to increase market share. It also sees Kenya as its pivotal market in East Africa and hopes to take advantage of Rwanda’s rapid eco-nomic growth, spokesman Richard Uku said.

“In the last ‘pocket’ (of least promising countries) we really want to take a decision as to whether we continue to operate in those markets,” said Ikazoboh, adding decisions would be taken within months.

Sources close to the bank said this could apply to some small mar-kets in eastern and central Africa, as well as countries such as Sao Tome and Principe.

In addition, the bank’s big-

gest shareholders, South Africa’s Nedbank and Qatar National Bank (QNB) will increasingly drive business in southern and north Africa respectively, Ika-zoboh said.

The downturn in oil and mineral prices has battered African cur-rencies, slowed some economies and forced change in the banking sector. In one sign of its impact, Barclays said in March it would cut its 62 percent stake in Barclays Africa Group.

Ecobank’s pretax profit was $205 million in 2015, down from $520 million the previous year, a result that CEO Ade Ayeyemi said was “unquestionably disap-pointing”. The bank said in April it expected flat loan growth and revenue this year. It said on Friday it would pay a dividend of $48.2 million.(rtr)

Defense and airlines industries can now be 100 percent foreign owned, after previous rules allowed 74 percent and 49 percent foreign ownership, respectively. Invest-ments in pharmaceuticals, food products and single-brand retailing were also liberalized.

The prime minister’s office said in announcing the changes that the opening of key sectors of the economy would give an impetus to job creation and infrastructure development. The changes were meant to liberalize and simplify the foreign direct investment policy to make it easier to do business in India, the prime minister’s office said in a statement.

The foreign investment changes follow the announcement last week of a new aviation policy aimed at

increasing regional connectivity, boosting cargo operations and mak-ing it easier for passengers to fly.

This is the second major set of FDI-related reforms announced by Prime Minister Narendra Modi, who swept to power two years ago on the promise of overhauling the economy.

While international investors and retailers have found the Indian market attractive, they have been held back by India’s notorious red tape, sluggish bureaucracy and by a jumble of regulations that make it difficult for companies to break into the market.

The government’s statement hailed the changes as making India now the most open economy in the world for foreign direct invest-ment.(ap)

JAKARTA - President Joko Widodo (Jokowi) has instructed his ministers and related officials to coordinate to assist the victims of floods and landslides that struck several regions.

The head of state has ordered the social affairs minister, home

affairs minister, and health minister to coordinate with the regional ad-ministrations to assist the victims, presidential special staff Johan Budi noted at the presidential palace, here, Monday.

The president was deeply sad-dened by the natural disasters that

killed and injured several people, particularly the residents in Central Java and West Sumatra.

Landslides and floods hit 16 districts in Central Java. The af-fected districts are Purworejo, Banjarnegara, Kendal, Sragen, Pur-balingga, Banyumas, Sukoharjo,

Kebumen, Wonosobo, Pemalang, Klaten, Magelang, Wonogiri, Ci-lacap, Karanganyar, and Solo. The disasters claimed 35 lives, rendered 25 others missing, and injured 14 in Central Java.

Hundreds of houses were dam-aged due to the floods and land-

slides that inflicted material losses worth billions of rupiah.

Earlier, the National Disaster Mitigation Agency had instructed its regional branch offices to remain vigilant to likely floods and land-slides following signs of climate change.(ant)

JAKARTA - A series of events will be carried out, welcom-ing the arrival of Vice President Jusuf Kalla to a few districts around Lake Toba, North Sumatra, from July 29 - 30.

It was announced in a meeting regarding the Vice Presidents agenda in the Ministry of Environment and Forestry (KHLK) in Jakarta, Monday, attended by a number of officials including Environment and Forestry Ministry Siti Nurbaya, Minister of Public Works and Housing Basuki Hadimuljono, North Sumatra Governor Tengku Erry Nuradi and member Commission I of the House of Representatives Effendi Simbolon.

“There are a number of events prepared for the Vice Presidents visit, including the planting of 7,000 trees, customary deliberation and the preservation of the environment,” said Minister of Environment and Forestry (LHK) Siti Nurbaya in the meeting.

The series of events is prepared for the Vice Presidents visit, in line with the local governors plans to prompt the growth of tourism and infrastructure development around the vicinity of Lake Toba.

The plan received a positive feedback from North Sumatra Governor Tengku Erry Nuradi. He hopes that the Vice Presidents agenda will provide more than an opportunity to endorse their cultural wealth.

“There need to be a serious discussion regarding infrastructure expansion and the efforts to elevate the peoples competitiveness, by introducing the unique cultures of each areas to attract tourists,” said Tengku.

Seven local governors from each coastal districts around Lake Toba declared their ability to support the success of the Vice Presidents visit to the volcanic lake area. We will be sure to have everything prepared,” said North Tapanuli governor Nikson Nababan.

The seven districts bordering the lake are Samosir, Toba Samosir, Humbang Hasundutan, North Tapanuli, Simalungun, Dairi and Karo.

While the areas that are on the list for Vice President Kallas visit are Parapat regency in Simalungun district and Huta Ginjang in North Tapanuli district.(ant)BANJARMASIN - The Batuli-

cin Police have arrested two of the six child abuse suspects, who had inflicted stab wounds and sharp force trauma on a victim.

“We have arrested two suspects, while four others are still on the run, but we will continue our search for them,” spokesperson Bripka M. Sa-hidin stated on behalf of Batulicin Police Chief Setiawan A. Malik in Batulicin on Monday.

Following the investigations conducted by field officers, both suspects were arrested at different times and locations, he added. The first suspect has been identified as 38-year-old Hasanuddin a.k.a. Hasan Tato a.k.a. Suanang Janggut from Tanah Bumbu District.

He was taken into custody on

Saturday, June 18, at 11:30 p.m. local time in the Banjarbaru Kota area. The other suspect is 18-year-old Fajrin Amrullah from Tanah Bumbu District. He was arrested on Sunday, June 19, at around 10:30 p.m. local at a Sports Center in Batulicin.

“We are on the lookout for the rest of the suspects known as Utuh, Jumri a.k.a. Ijum, Imul, and Riski, all of whom have been included in the suspect search list,” he noted.

The police continue to pursue developments in this case until they arrest the remaining suspects after 17-year-old M. Andyan Subakti from Kusan Hilir Regency reported the incident in which he suffered stab wounds to the back and temples

as well as a sharp force trauma to his abdomen.

Suspects Hasan Tato and Fajrin are now under the custody of the authorities. The police have also seized two knives used to hurt the victim as evidences.

According to the results of the investigation, both suspects have confessed to their crime on May 29 in Batulicin and are charged with child abuse.

The arrest of these suspects was the result of the efforts of the nations police force to enforce the law on child protection. In 2015, the Indonesian Child Protection Commission had warned that the nation was in a state of emergency with regard to violence against children.(ant)

A new wildfire that broke out Sunday forced the evacuation of about 75 people from a tiny town in the California desert near the Mexico border.

It had surged to over 2 square miles amid triple-digit temperatures near the town of Potrero, a ranching community just a few miles north of Tecate, Mexico, and about 40 miles southeast of San Diego.

In New Mexico, a 28-square-mile fire that erupted last week and destroyed 24 homes in the Manzano Mountains south of Albuquerque was largely uncontained. But higher humidity overnight allowed crews to strengthen lines around the fire and keep a lookout for hot spots where flames could jump the line.

In eastern Arizona, a fire that has

burned 19 square miles southwest of Show Low advanced south, but containment increased to 40 percent.

The Los Angeles fire erupted near a freeway, with flames soar-ing up tall trees and sending heavy smoke across the road.

Paul Gaffner had been swim-ming at a pool a few minutes from his home and was planning to run errands when he saw heavy smoke near his house. “Man, that fire is at my house,” he said he thought.

When he arrived, his neighbor was hosing down flames in his backyard. In his flip-flops and shorts, he joined the fight as neigh-bors chipped in help protect their houses.

“It was a lot going on,” Gaffner said as he handed out bottles of Gatorade to firefighters. “You’ve got it in front of you, you don’t have time to panic.” (ap)

The figure, which jumped from 59.5 million in 2014 and by 50 percent in five years, means that 1 in every 113 people on the planet is now a refugee, asylum-seeker or internally displaced in a home country.

Fighting in Syria, Afghanistan, Burundi and South Sudan has driven the latest exodus, bringing the total number of refugees to 21.3 million, half of them children, the UNHCR said in its “Global Trends” report marking World Refugee Day.

“The refugees and migrants crossing the Mediterranean and arriving on the shores of Europe, the message that they have carried is that if you don’t solve problems, problems will come to you,” U.N. High Commissioner for Refugees Filippo Grandi told a news brief-

ing.“It’s painful that it has taken so

long for people in the rich countries to understand that,” he said. “We need action, political action to stop conflicts, that would be the most important prevention of refugee flows.”

A record 2 million new asy-lum claims were lodged in in-dustrialised countries in 2015, the report said. Nearly 100,000 were children unaccompanied or separated from their families, a three-fold rise on 2014 and a historic high.

Germany, where one in three applicants was Syrian, led with 441,900 claims, followed by the United States with 172,700, many of them fleeing gang and drug-related violence in Mexico and Central America.

Developing regions still host 86 percent of the world’s refugees, led by Turkey with 2.5 million Syrians, followed by Pakistan and Lebanon, the report said.

Asylum-seekers fleeing conflicts or persecution are increasingly con-fronted with walls or anti-foreigner sentiment, Grandi said. “The rise of xenophobia is unfortunately becoming a very defining feature of the environment in which we work.

“Barriers are rising everywhere - and I’m not just talking of walls. But I’m talking about legislative barriers that are coming up, includ-ing in countries in the industrialised world that have been for a long time bastions of principle in defending the fundamental rights linked to asylum.”

After Balkan countries closed borders, Turkey and the European Union (EU) struck a deal in March to stem an influx that brought a million refugees and migrants to Europe in 2015. (rtr)

LONDON - A senior British politician on Monday accused those campaigning for Britain to leave the European Union of spreading lies, hate and xenophobia, saying she was switching to the “Remain” camp.

Britons will cast their votes on Thursday in a referendum on whether to quit the 28-member bloc, a choice with far-reaching economic and political consequences for Britain and the rest of the continent.

Sayeeda Warsi, a former minister and co-chair of the ruling Conservative Party, accused “Leave” campaigners of wrongly sug-gesting that staying in the EU would lead to vast numbers of Turks and Syrian refugees coming to Britain in the near future.

“Are we prepared to tell lies, to spread hate and xenophobia just to win a campaign? For me that’s a step too far,” she told The Times newspaper.

“I don’t want the Leave camp to be running this country and I don’t want the messages coming out of that camp to form the basis of the kind of Britain that I want to live in and to bring my kids up in,” she said.

The official Vote Leave organisation was dismissive, with a spokesman saying they did not remember Warsi joining their campaign and were puzzled by her announcement. Warsi had not played a prominent role in the “Leave” campaign but said she had long made the case for quitting the EU.

The “Leave” camp’s key argument has been that Britain would be unable to control immigration levels as long as it was in the EU, while the “Remain” campaign has focused on the economic risks a Brexit, or British exit, would pose.

The tone of the arguments had become increasingly vitriolic until the murder on Thursday last week of opposition Labour lawmaker Jo Cox, a passionate Remain campaigner, changed the atmosphere.

The House of Commons, which was not supposed to be sitting this week, was being recalled on Monday for lawmakers from across the political spectrum to pay tribute to Cox, the first of their number to be murdered since 1990.

Campaigning for the EU referendum resumed on Sunday after a three-day pause following Cox’s murder.

Three opinion polls showed “Remain” recovering some momen-tum in the wake of her death, but the overall picture remained one of an evenly split electorate.

The British pound gained nearly 2 percent against the dollar on Monday, boosted by the shift in the polls, rising as high as $1.4625, its highest level since June 7. (rtr)

OAKMONT - Dustin Johnson’s maiden major triumph at the 116th U.S. Open at Oakmont on Sunday lifted the American back into the top three of the world golf rankings for the first time since his Chambers Bay meltdown of a year ago.

The 31-year-old showed nerves of steel to complete a final round 69 for a winning total of four-under-par 276, claiming the title by three shots despite being controversially handed a one-stroke penalty when his ball moved on the fifth green.

Big-hitting Johnson sits behind Australian Jason Day and compatriot Jordan Spieth, who retained their spots.

Former world number one Rory McIlroy, who missed the cut at Oakmont, dropped one place to fourth, and moved out of the top-three for the first time since July 13, 2014, the week before he won the Open Championship at Royal Liverpool.

With the July 11 cut-off date for Olympic qualification less than a month away, Johnson looks set to join Speith, Bubba Watson (5th) and Rickie Fowler (6th) on the American team for the Rio Games, which starts on Aug. 5.

In what may ultimately prove to be the greatest achievement of an already storied career, James led Cleveland back from the brink of defeat to the greatest comeback in NBA Finals history on Sunday.

For James, who returned to Cleveland in 2014 after spending the previous four years with the Miami Heat, the win gave him his third NBA championship and fulfilled a promise to deliver a title to his home state of Ohio.

To capture the against-all-odds championship, James had to steer the Cavaliers back from a 3-1 Fi-nals deficit. In each of the 32 prior instances, the team facing such a deficit had lost the Finals and only two forced a Game Seven.

“I don’t know why the man above give me the hardest road, but ... the man above don’t put you in situations that you can’t handle,” said James.

“I just kept that same positive attitude. Instead of saying why me, I said this is what He wants me to do. And, uh, Cleveland -- this is for you!”

When the final buzzer sounded in Oakland, it kicked off a wave of celebrations in Cleveland, where countless Cavaliers supporters were sporting James’s No. 23 jersey.

It was a far cry from 2010 when James spurned his home state for

Miami in an ill-advised television special that skewed his public im-age and saw Cavaliers fans burn his replica jerseys in the Cleveland streets.

While some fans did not forgive James when he announced two years ago that he was “coming home,” his ability to deliver the city its first pro sports championship since the 1964 Cleveland Browns of the National Football League may surely win them over.

Winning a title for his hometown team proved an emotional moment for LeBron, who dropped to the floor at the final buzzer and was left with tears rolling down his face as he cradled the glittering Larry O’Brien Championship Trophy.

“What’s going through my mind is I’m ready to get back to Cleve-land. I can’t wait to get off that plane and hold that trophy up and see all our fans at the terminal,” said James.

“And I know they’re going to be ready. So I can’t wait to give the emotion back to them. I’m looking forward to it. That’s all.”

James was voted the unanimous winner of the Bill Russell NBA Finals Most Valuable Player Award after averaging 29.7 points per game, 11.3 rebounds and 8.9 assists in the best-of-seven championship series. (rtr)

The Portugal forward has failed get his team going at the European Championship, even missing a pen-alty late in the 0-0 draw against Austria. But Ronaldo and his teammates still have a chance to reach to the round of 16 when they face Hungary on Wednesday at Stade de Lyon.

“This isn’t the first time this has happened in his career,” Portugal coach Fernando Santos said. “In the past he has gone two or three matches without scoring, and then he would suddenly score a lot of goals, and I am completely convinced that this will happen.”

Ronaldo, his nation’s all-time leading scorer with 58 goals, came to France as the undisputed star of Euro 2016. Only Sweden striker Zlatan Ibrahimovic merits a mention when it comes to matching Ron-aldo’s attacking talent, scoring totals, or — for better or worse — larger-then-life personality.

But the 31-year-old Ronaldo has yet to produce the goals he scores with such apparent ease while playing for Real Madrid, which just over three weeks ago won the Champions League title. Instead, he showed his childish side when he belittled Iceland’s defensive tactics after they held Portugal to a 1-1 draw in their opening match.

Ronaldo then blew a chance to get back on course on Saturday, when he sent a spot kick off the post with only 11 minutes remaining against Austria.

He said after the match that while he was proud to have surpassed Luis Figo’s national team record with his 128th appearance for Portugal, he was dis-appointed by how he reached the milestone.

“Obviously I’m a bit sad, because this wasn’t the way I wanted to break this record,” Ronaldo said. “The most beautiful way would have been to win, and we couldn’t, we drew. So it was not how I envisaged it.”

Ronaldo also had to postpone plans to become the first player to score in four different European Championships. After wasting 180 minutes, he may only have 90 minutes left to add that achievement to his long list of awards, which includes three Ballon d’Or trophies.

Group F leader Hungary looks like the perfect op-ponent for Ronaldo to uncork his scoring potential. But so did Iceland and Austria, only for him to err on all of his 22 shots.

And Hungary has gained in confidence from a strong start to its first major tournament in 30 years. The Hungarians have four points from their opening 2-0 win over Austria and 1-1 draw with Iceland.

Portugal is in third place with two points, the same as second-place Iceland. Austria, which plays Iceland at the same time on Wednesday in Saint-Denis, is in last place with one point but is still in contention for a spot in the round of 16. (ap)

LILLE - Football kit manu-facturer Puma is investigating why the shirts of at least four Swiss players got r ipped in Sunday’s goalless draw against France at Euro 2016.

The game, which saw Swit-zerland join France into the knockout phase, was not unduly rough or dirty, yet three times in the first half Swiss players had to go to the sidelines to swap their torn tops.

“Seeing our shirts being ripped in a match last night was the first time we have experienced such an issue. Five PUMA teams have played 10 games in this tourna-ment without such problems,” the German manufacturer said in a statement.

“Our product people are cur-rently investigating the shirt ma-terial. We will provide a further update when we have one.”

Rival manufacturer Adidas, who provides kit to nine of the 24 teams competing in France, told Reuters that suppliers usually provide three shirts per player, per game.

“The standard usage for these shirts will be a player wears one in the first half, another in the second half with a third being saved as a spare, should it be needed on the pitch, or utilised as a giveaway item,” spokes-person Katja Schreiber said in an email.

“Every shirt worn during the tournament will carry unique match day customisation, hence the need to provide shirts on a match-by-match basis.”

Asked if it was possible for a player to run out of shirts during a game, Schreiber referred back to football’s European govern-ing body.

“This is a process that is put in place by UEFA ... although federations have a standard ap-proach to utilising these jerseys, they can be used in any way required during the course of 90 minutes,” she said.

Swiss goalkeeper Yann Som-

mer, who finished the game with his shirt intact after a man-of- the-match performance against the French, said he saw no reason to change kit supplier, despite the odd rip.

“It can happen,” he told re-

porters. “It means it was a fight on the pitch... Of course, today we had a lot, I can’t say we have to change because Puma is great.” (rtr)

PARIS — UEFA’s competitions director does not fear teams colluding to produce favorable results in the final round of Eu-ropean Championship group games. Specu-lation about “biscotto” games — where a certain result suits both teams — is a concern at most tournaments, but could be an extra risk with the 24-team format at Euro 2016.

Teams playing on Wednesday will be able to work out how finishing first, second, or third in a group will decide their opponent in the round of 16. Still, UEFA competitions director Giorgio Marchetti said Monday there is “little room for speculation” at Euro 2016.

“We think we are pretty safe because there is a need by many teams to win,” Marchetti said. “I am not overly worried.” UEFA ex-panded its marquee national team event from 16 teams to a 24-team format where only four of the six third-place teams advance to create a natural tournament bracket.

A five-step tiebreaker process ranks the third-place teams, including Albania, whose Group A program finished Sunday but must wait until at least after the early-evening games on Tuesday before knowing its fate.

The soccer term “biscotto” — the Ital-ian word for cookie or biscuit — got wider understanding after Euro 2004 when a 2-2 draw for Denmark and Sweden meant both advanced and eliminated Italy.

“I have heard about biscotto since I was born,” said Marchetti, who is Italian. “It is not the fault of the 24-team format.” Amid speculation that a bigger Euro 2016 would reduce the quality and drama of games, Mar-chetti said the tournament was a “positive surprise” so far.

“All the groups are open, but some of them are really open to any solution,” he said. “For us it is an extremely positive note and we’re very happy.” Fewer goals have been scored, with only 47 after the first 24 games, compared to 60 goals at the same stage of Euro 2012, and 57 goals four years earlier.

“It is a significant decrease in goals but there are some other interesting things, too,” Marchetti said, noting games were tighter and being decided by late goals. “In seven matches the result has changed in the last 10 minutes,” he said. “If more goals means more matches ending in 4-0, 4-1 ... I don’t know what people like the most.” (ap)

Johnson’s victory came after two runner-up finishes in the tournament, including when he three-putted from 12 feet on the final hole to hand last year’s title to Spieth by a single shot. (rtr)

(rtr)

(sos)

(rtr)

Actor Anton Yelchin of ‘Star Trek’ films dies in freak accident

LOS ANGELES - Actor Anton Yelchin, best known for playing the young Russian starship navigator Chekov in the rebooted series of “Star Trek” movies, was killed on Sunday when accidentally crushed by his own car against a driveway wall, police said.

LOS ANGELES — A brush fire that broke out Sunday near downtown Los Angeles threatened a densely populated, hilly neigh-borhood along a freeway as sizzling temperatures elevated fire danger across the West.

Crews knocked down the blaze in the Silver Lake neighborhood after it damaged two homes, destroyed three shed-like struc-tures, scorched yards and sent trees up in flames. Neighbors scrambled with garden hoses and buckets, while water-dropping helicopters and scores of firefighters chased embers and doused steep hillsides to keep the flames from spreading.

The blaze only charred 8 acres, but it put urban residents on alert to the hot, dry conditions that have helped wild-fires spread rapidly across more remote places from the California coast to New Mexico.

A fire that has burned 12 square miles west of Santa Barbara stayed in check, but firefighters braced for the return of afternoon and evening gusts that fanned the flames earlier in the week, threatening hundreds of homes and leading to evacua-tions of popular coastal campgrounds. The fire was just over halfway contained.

SOCIETAL com-ponents must respond to the increasingly critical moral ethics of our teenagers and students these days.

Aside from getting to-gether and hanging out

until the early hours, the next generation has already dared to commit anarchical actions armed with sharp weapons.

What committed by Bad Squad motor-cycle gang composed of seven members, where five of whom are still students, for instance, is not worth emulating. The suspects remaining a student have the ini-

tials BPM, 16, AH, 15, FNA, 15, KS, 16, and MFS, 18, while the suspect SG, 22, is unemployment and IPP, 15, dropped out of school. Armed with spears, bayonets, gear of motorcycle and stun gun, the gang overrun some victims on the pretext that they have dismissed the reckless speeding. If such behavior is only processed accord-

ing to the law, it is feared their behavior is getting worse. There must be guidance by relevant agencies so that it can result in deterrent effect and they are aware of their duties and obligations.
