NEW YORK - In the movie “Demoli-tion,” actor Jake Gyllenhaal loses his wife in a traffic accident, pours his heart out to a vending machine company, and smashes up his home with a sledgehammer.

But perhaps the biggest challenge in the drama-comedy about grief was hav-ing to free-style dance through throngs of New York city commuters as his bereaved Wall Street banker character throws out society’s expectations.

Gyllenhaal, 35, said the un-choreo-graphed sequence, shot on a subway and on the streets of New York, was the scene that most terrified him.

“I was really very nervous about that sequence. (Director) Jean-Marc Vallee said you’re going to just dance around and I thought, ‘Oh God, what is this going to be like?.’ You have all those feelings of fear and embarrassment,” he said.

“And then I was also nervous (that) it was going to be recorded, you know, for film, for a long time,” he added.

Given this was New York, Gyllenhaal needn’t have worried. The commuters barely batted an eyelid. “You can’t really survive in this city if you don’t just keep your head down. The majority of them just took it for granted and let me do my thing,” he said.

“Demolition,” out in U.S. movie the-aters on Friday, is Gyllenhaal’s third film in 12 months after playing a boxer who also loses his wife in “Southpaw,” and an American mountaineer in disaster movie “Everest.”

He plays Davis Mitchell, a man who has lived his life according to convention - good job, nice home, expensive clothes, loving wife - to such an extent that he has lost touch with who he really is.

“When tragedy strikes and he loses his wife, he doesn’t even know how to feel... he is just numb. It takes him about three quarters of the movie to even unlock a little bit of a feeling,” Gyllenhaal said.

Mitchell writes long letters to a vend-ing machine company’s complaints de-partment, dismantles his refrigerator and desktop computer, and takes a sledgeham-mer and a bulldozer to his own home.

No stuntmen were used in the demoli-tion scenes and Gyllenhaal learned to operate the bulldozer himself.

“There is something really expressive and emotive physically in tearing things apart. So yes, it was very cathartic in that way,” the actor said.

“Davis didn’t all of a sudden have this huge epiphany. He just found what he is and his journey begins at the end of the movie.” (rtr)

Not only did Swift claim three prizes, including album of the year, but her bestie and her boyfriend took home trophies, too.

Swift, who swept the awards last year, won the first and last prize Sun-day night — female artist and album of the year. In between, she claimed best tour honors for her star-studded “1989 World Tour,” thanking boyfriend Calvin Harris (real name: Adam Wiles) from the stage.

“For the first time, I had the most amazing person to come home to when the spotlight went out and when the crowds were all gone,” Swift said. “So I want to thank my boyfriend Adam for that.”

Harris won dance artist of the year.

Gomez took the “biggest triple threat” award. Bono and the Edge from U2 accepted the show’s Innovator Award, presented by last year’s winner, Phar-rell Williams.

“The thing that might be the most innovative about our band is we are a real band,” Edge said. “We are still in our high school band.”

Song of the year went to Adele for “Hello.” She accepted via video from a performance in Birmingham, England. Other winners at the fan-voted show included Fetty Wap (best new artist), Pitbull (Latin artist of the year) and Chris Brown (R&B artist of the year). All three men also performed during the show.

Brown thanked “everybody who supported me through all the worst times in my life and the positive times in my life.”

“I tend to not have a filter some-times, and I go off on a lot of people,” said Brown, who has been dogged by legal troubles since pleading guilty to felony charges in 2009 for beating then-girlfriend Rihanna. “But the music stays the same.”

There were as many performances

as awards presented during the three-hour show, hosted by Jason Derulo and broadcast live on TNT and TBS from the Forum in Inglewood, California.

Justin Bieber was the first to perform, showing off his new dreadlocks during a mash-up of “Love Yourself” and “Com-pany.” He returned to the stage twice as a winner, claiming male artist of the year and sharing in the dance song of the year award with Diplo and Skrillex for “Where Are U Now.”

Bieber thanked his fans for standing by him through what he described as “tough times.”

“It’s just about our growth and learn-ing,” he said.

Meghan Trainor performed her new single, “No.” Demi Lovato sang the heart wrenching “Stone Cold” while Brad Paisley accompanied her on guitar. Iggy Azalea unveiled her new song, “Team.” Zayn Malik made his solo awards-show performance debut, performing “Like I Would” from his new album, “Mind of Mine.”

Suwandhi pointed out that empirically the progressive tax requirement of family registra-tion cards caused many Balinese people to buy vehicles outside of Bali by using identity cards from outside of Bali in order to avoid taxation. “Obviously this condition will have an impact on the increased number of vehicles from outside Bali operating Bali” he said.

Suwandhi added that this also affects the achievement of lo-cal revenue from the transfer of vehicle ownership or BBNKB I and BBNKB II and vehicle tax

In the memorandum of appeal, a number of things get emphasis from the legal counsel team of Agustay. Among them, there are mistakes made by the judges in interpreting the facts of the trial. For instance, Agustay was claimed to provide assistance for the premeditated

murder. “But in reality, Agustay was forced to help bury, instead of helping murder. It was revealed in the fact of the trial,” said Haposan after handing over the memoran-dum of appeal.

In the police investigation report of Margriet, Agustay is mentioned

as a witness, namely the planning of murder committed by Margriet. Haposan said that there are no words stating if Agustay helped. “On that account, it gives impres-sion that the judge showed dualism in making decisions,” he said.

What’s dualism or ambiguous? It is said that the judge is ambivalent because on the one hand it believed that in the investigation report of Agustay the culprit is Margriet. It did not mention if Agustay helped. “However, in the investigation report of Agustay is mentioned if Agustay helped plan. So, this in-dicates the dualism,” he explained.

It means, added Haposan, the judge in punishing Margriet believed 100 percent in the contents of the investigation report of Agustay Hamda May, where in the investi-gation report there is no evidence whatsoever that Agustay helped the murder, but only helped bury.

Conversely, continued Haposan, to punish Agustay as if Agustay helped plan the murder. Actually, in the investigation report of Agustay there was absolutely no assistance of Agustay to murder Engeline. “Fickle attitude is clearly proved different in the evidence and the attitude of the judges. So, there is a different interpretation on the in-volvement of Agustay, according to the judges that he helped murder,” explained Haposan.

What about the money as much as IDR 200 million? Legal counsel team of Agustay said that Agus never asked for IDR 200 million. “Margriet only offered unilaterally, but Agus did not respond to and did not accept. Thus, if the judge interpreted that Agus received the reward and interpreted if Agus helped plan, it is only the inter-pretation of the judges,” explained Haposan. Nevertheless, there is no doubt if in this case Agustay has a role. Even if Agustay must account for his deed it is when he was forced by his employer to take a bed sheet, wrap the body of Engeline, dig a hole and bury.

On that account, continued Haposan, Agustay only violated the provisions of Article 181 of the Criminal Code because of hiding or

burying the dead. “And the punish-ment is only nine months,” said the lawyer graduating from the Faculty of Law, Udayana University.

When asked if he met Agus before submitting the memoran-dum of appeal, this senior lawyer said that previously he had time to meet him in Kerobokan. He had discussed and made sure to file an appeal.

“I asked, are you sure to make an appeal? He replied that he’s sure. He will still file an appeal. Accord-ing to him, 10-year sentence is too severe because he did not commit the murder as charged by Mrs. Margriet,” said Haposan quoting Agustay. In addition, Agus looking increasingly fatter also admitted that before being revealed by police he has been threatened to recognize all the deeds he has not committed. “I was threatened to admit what I never did. Since I was afraid, I had to admit,” he said quoting what Agustay told.

Deputy Criminal Registrar of the Denpasar District Court, Made Sukarta, stated that the files of the defendant Agustay was sent last week. Related to the memoran-dum of appeal having been filed by legal counsel team of Agustay, his office will immediately send the document to the high court. “The file was handed over last week, and tomorrow it can be sent. This memorandum has been informed to the prosecutor, and the prosecutor will check and read. Just wait for the results,” he said. (kmb37)

DENPASAR — As planned, Agustay Hamda May through his legal counsel, Haposan Sihombing, finally submitted his memorandum of appeal to the Denpasar District Court, Mon-day (Apr. 4). The 42-page memorandum of appeal was submit-ted to the criminal division. “We also forward the copy to High Court and High Prosecutor’s Office because previously we got a letter of appeal of Agustay with registration number 13,” said Haposan Sihombing.

SEOUL - North Korea can mount a nuclear warhead on a medium-range missile, a South Korean official said on Tuesday in a new assessment of the capability of a country that conducted its fourth nuclear test this year.

North Korean leader Kim Jong Un said last month his country had miniaturised nuclear warheads to mount on ballistic missiles. It was his first direct statement of a claim often made in state media though never independently verified.

“We believe they have accom-plished miniaturisation of a nuclear warhead to mount it on a Rodong missile,” the South Korean official, with knowledge of South Korea’s assessment of the North’s nuclear programme, told a small group of re-porters on condition of anonymity.

The Rodong missile can fire a 1 tonne (1,100 lb) warhead a distance of up to 2,000 km (1,250 miles), the official said. That would put all of South Korea, most of Japan and parts of Russia and China in range.

“We believe they have the abil-ity to mount a nuclear warhead on a Rodong. Whether they will fire it like that is a political decision,” said the official.

There was no direct evidence that the North has successfully mounted a warhead on such a mis-sile, the South Korean official said. He declined to discuss the basis for the change in assessment.

Staunch U.S. ally South Korea has been facing off against its rival to the north for decades.

The South’s conservative presi-

dent, Park Geun-hye, has reversed a policy of trying to engage the North in dialogue and has instead adopted a hard line against it, particularly since the North conducted its fourth nuclear test on Jan. 6 and a month later launched a long-range rocket putting an object into space orbit.

The test and launch prompted the U.N. Security Council to impose new sanctions.

South Korea has previously said North Korea had made progress in its efforts to miniaturise a nuclear warhead but the capability was incomplete. South Korea’s Defence Ministry said on Tuesday that as-sessment remained the military’s position.

Rodong missiles, developed from Soviet-era Scud missiles, make up the bulk of the North’s short- and medium-range missile arsenal with an estimated stockpile of 200.

Experts have predicted that the delivery vehicle for the North’s first nuclear warhead would be the medium-range Rodong missile, rather than an intercontinental bal-listic missile (ICBM), which the North has yet to test.

Despite threats to strike the mainland United States, the North is seen as several years away from building an ICBM that can carry a nuclear warhead.

Experts have previously said a functioning mid-range nuclear mis-sile would need the technology to overcome the stress of launch and re-entry and to strike the target with precision, which requires repeated testing. (rtr)

The feature rolling out Tues-day on Facebook’s iPhone app interprets what’s in a picture using a form of artificial intel-ligence that recognizes faces and objects. The iPhone’s built-in screen reader, VoiceOver, must be turned on for Facebook’s photo descriptions to be read. For now, the feature will only be available in English.

The descriptions initially will be confined to a vocabulary of 100 words in a restriction that will prevent the computer from provid-ing a lot of details. For instance, the automated voice may only tell a user that a photo features three people smiling outdoors without adding that the trio also has drinks

in their hands. Or it may say the photo is of pizza without adding that there’s pepperoni and olives on top of it.

Facebook is being careful with the technology, called “automatic alternative text,” in an attempt to avoid making a mistake that offends its audience. Google learned the risks of technology last year when an image recognition feature in its Photos app labeled a black couple as gorillas, prompting the company to issue an apology.

Eventually, though, Facebook hopes to refine the technology so it provides more precise descriptions and even answers questions that a user might pose about a picture.

Facebook also plans to turn on

the technology for its Android app and make it available through Web browsers visiting its site.

The Menlo Park, California, company is trying to ensure the world’s nearly 300 million blind and visually impaired people re-main interested in its social network as a steadily increasing number of photos appear on its service. On an average day, Facebook says more than 2 billion photos are posted on its social network and other apps that it owns, a list that includes Messenger, Instagram and What-sApp.

Until now, people relying on screen readers on Facebook would only hear that a person had shared a photo without any elaboration.

of mountainous area in Kubu and Abang subdistrict and Pempatan or Sebudi villages, but also by residents of the Town of Amlapura and surroundings. Customers of the Municipality Waterworks (PDAM) Karangasem have often complained about the stagnate water supply. PDAM management say that the raw water processed is only enough for about 24,000 customers, but the PDAM currently has 30,000 customers.

Meanwhile, last Monday a PDAM Karangasem customer from Timbrah village said the water flow

to his village has been stagnating for months. Similar condition also occur on Jalan Untung Surapati, Amlapura and surrounding areas. As a result, residents are now fight-ing over water in the springs at local village and have to find it to the middle of paddy fields.

When contacted a few days ago Deputy Regent Arta Dipa said that the Telaga Waja water project will be looked into. All those involved in the project including, the owners and management will be invited to a discussion about the utilization of the pipeline. (013)

TABANAN - Bali is ranked second-lowest in Indonesia (after Aceh) for people’s intake of iodized salt. In Tabanan, only 67 percent of people are consuming iodized salt. IN order to get this figure up to 100%, the Tabanan Health Agency routinely disseminates information about the benefits of iodized salt and what happens to the body when it is deficient. Each health centre in Tabanan is also provided with iodized salt.

Division Head of Public Health at the Tabanan Health Office, Ketut Nariana, explained that intake of

iodized salt is one of the indicators of nutritional status attainment. Low consumption of iodized salt, added Nariana, occurs uniformly throughout Tabanan. “It is worse in the mountainous areas, but both urban and rural areas also find large numbers of iodine deficient people” he explained.

According to Nariana, people do not use iodized salt in their daily cooking because in general they do not know about the impor-tance of intaking this substance -especially during infancy. In addition, people have become ac-

customed to buying non-iodized salt sold in stalls near their houses, or from hawkers and at markets. “They consider it easier to buy non-iodozed salt even though the price is nearly the same as iodized salt” said Nariana.

Severe infant iodine deficiency , said Nariana, affects intelligence. Since the human body does not produce iodine, this mineral must be added to certain foods like salt that is widely consumed. One of the functions of iodine is to help the thyroid gland carry out its func-tions. Deficiency of iodine causes

the gland to work extra hard so that sometimes people who are iodine deficient will experience swell-ing of the thyroid gland known as goiter.

“Once swelling occurs, there is no way to restore it to its origi-nal condition apart from surgery. Though hormonal conditions can also cause thyroid swelling” ex-plained Nariana. There are still many cases of goiter in various regions of Tabanan. Stunted growth can also be a sign of iodine defi-ciency.

growth, iodine deficiency also affects the development of chil-dren’s intellectual capacities. The government has therefore launched an early detection program to find children with congenital hypothy-roidism. “Some children are born with this disorder but it can be treated if it is discovered early on”, he said. However, early detection of birth defects can only be done at Tabanan Hospital. SYDNEY - Support for Aus-tralian Prime Minister Malcolm Turnbull’s conservative govern-ment has fallen to its lowest level since he assumed office, undermin-ing expectations he will secure a comfortable election victory later this year.

Support for the ruling Liberal-National coalition is now at 49 percent, a Newspoll found on Tues-day, on a two-party preferred basis where votes for minor parties are redistributed to the two main blocs according to preferences.

With an election expected to be called as early as July, the poll findings give the opposition Austra-lian Labor Party a lead for the first time since Turnbull ousted former

conservative Prime Minister Tony Abbott in September 2015.

Support for the conservative co-alition jumped to as high as 53 per-cent after Turnbull became prime minister, but Turnbull’s popularity has waned amid disappointment that he failed to push through any major policy changes amid internal party bickering.

“The Australian people are in-credibly disappointed that they saw a change in [prime minister] but no change in direction from this gov-ernment,” said Richard Di Natale, leader of the opposition Australian Greens.

Turnbull declined to comment on the poll when asked by reporters in Sydney on Tuesday, insisting that

his attention was focused on driving economic growth.

He still retains a commanding lead as preferred prime minister over Labor leader Bill Shorten, with the poll showing his personal standing at 48 percent to Shorten’s 27 percent.

More socially liberal than Ab-bott, Turnbull’s rise stoked hopes for a change in policies on issues ranging from legalising gay mar-riage to making the country a repub-lic, but he has stuck with previous government policies.

He has also been at odds over economic policy with his Treasurer Scott Morrison and was rebuffed at a meeting last week with state pre-miers over a new tax plan. (rtr)

A 64-year-old woman in the beach city of Nha Trang and a pregnant 33-year-old in Ho Chi Minh City fell sick in late March, and three rounds of tests have confirmed they are Zika-positive, health officials said.

The sufferers are in stable condi-tion and no further infections have been found among their relatives

and neighbours, the health ministry said in a statement.

“After epidemic investigations, we consider the source of infec-tion could be mosquito,” Deputy Health Minister Nguyen Thanh Long said of the patient in Ho Chi Minh City.

She is eight weeks pregnant, Long said in a Vietnam Television

broadcast, but gave no details of the first woman.

Health officials have quarantined the living areas of the patient’s families and taken samples from others living nearby for further tests, said Nguyen Chi Dung, head of Ho Chi Minh City’s department of preventive medicine.

is working closely with Vietnam, a WHO official told a health ministry meeting to announce the infec-tions.

Zika is carried by mosquitoes, which transmit the virus to hu-mans.

The WHO says there is a strong scientific consensus that Zika can cause microcephaly as well as Guillain-Barre syndrome, a rare neurological disorder that can result in paralysis, though conclusive proof may take months or years.

Microcephaly is characterised by unusually small heads that can result in developmental problems.

Zika has been endemic in Asia, with infection cases confirmed in Bangladesh, South Korea, Thailand and China.

Brazil said it had confirmed more than 860 cases of micro-cephaly, most of which it considers to be related to Zika infections in the mothers. It is investigating more than 4,200 additional suspected cases of microcephaly. (rtr)

It has therefore been suggested that the vendors be re-located to a a more strategic area such as the motorcycle parking lot in the eastern area of Puputan Margarana, Renon. “Necessarily, they should be given a place in the motorcycle parking area in the east,” said legislator of the Denpasar House of Representatives, I Made Sukarmana, in his office on Monday (Apr. 4).

Accompanied by a number of colleagues, including Wayan Duaja, A.A. Sujana and Nyoman Tamayasa, he said that hawk-ers are also very important for the public who have finished doing their exercise. However, things need to be arranged, chiefly the location of where the vendors peddle their wares so that it does not interfere with the car-free day route.

He added car-free day is very much appreciated by the public as evidenced by the large numbers of people that come out to exercise. “We just need to set up an appropriate location for the vendors so that they can still be accessed by people who have finished exercising” said this Democratic politician.

Wen asked for his confirmation on the matter, Mayor of Denpasar, I.B. Rai Dharmawijaya Mantra, replied that the matter was not entirely up to him, but promised to hold a meeting to coordinate with relevant parties in order to resolve the issue of where to place the vendors on car-free day. “We’ first need to coordinate”, said Rai Mantra when met at SMAN 1 Denpasar high school, last Monday. In 2015, the lobster production slumped 17.3 percent to 135 tons, compared to 2014’s 163.3 tons. Production in 2015 was equivalent to over IDR 39.8 billion, a decrease of 8.3 percent compared to produc-tion in 2014 that amounted to IDR 43.4 billion.

Similarly, lobster exports have also declined from 105.84 tons in 2014 to 91.59 tons in 2015. The export value in 2014 amounted to USD 2.49 million, while in 2015 it slumped as much as 3.1 percent to USD 2.41 million. Data from the Bali Maritime and Fisheries Agency indicates that ministerial regulations have been quite detri-mental to lobster exports from the Island of the Gods.

“Well, firstly this is because if fishermen catch lobster that are less than 200 grams, they must be thrown back in the sea. Secondly, lobsters that are laying egg also must be released if caught”, said the Head of the Bali Maritime

and Fisheries Affairs, I Made Gunaja, in Denpasar, on Monday (Apr. 4).

Gunaja said that he has requested that the Directorate General of Fish-ing, Ministry of Maritime and Fish-eries Affairs review ministerial reg-ulation No.01/KP/2015 considering that 87 percent of potential lobster catches in Bali weigh between 100-200 grams. Some lobsters weighing 100 grams have already spawned. Unfortunately, this demand by the agency has not been responded to by the minister yet.

“Indeed, the ministerial policies are meant to help preserve lobster and hopefully even increase their numbers. It is assumed that lob-ster wiggling over 200gams have already spawned. China is the impoverished and politically isolated North’s main trading partner, making its coopera-tion essential for penalties approved by the U.N. Security Council last month to succeed.

North Korean leader Kim Jong Un has intensified nuclear ac-tivities this year in defiance of U.N. sanctions, conducting his country’s fourth nuclear test ex-plosion in January and test-firing missiles.

Last month, the Security Council responded by approving sanctions

including inspections of cargo bound to and from North Korea. On March 19, it called on all countries to “redouble their efforts” to enforce sanctions against the North.

The latest Chinese measures ban most imports of North Korean coal, iron, iron ore, gold, titanium, vana-dium and rare earths. Such products are a key source of revenue for the mineral-rich North.

The Ministry of Commerce said an exception would be allowed for materials for civilian use so long as they are not connected to the North’s

nuclear or missile programs.The announcement also banned

sales of jet fuel to North Korea, which might ground Pyongyang’s state-owned airline, Air Koryo. The U.S. Embassy in Beijing had no immediate comment.

Beijing has balked at previous demands by Washington and other governments to use trade as lever-age against North Korea. Chinese diplomats have said the potential humanitarian impact of sanctions had to be considered.

Many analysts believe Chinese leaders are reluctant to impose crip-pling sanctions on North Korea for fear of destabilizing Kim’s govern-ment and setting off a possible flood of refugees.(ap)

LONDON — Governments around the world scrambled Tuesday to contain the fallout from the publication of thousands of names of rich and powerful people who conducted offshore financial activity through a Panamanian law firm.

China dismissed as “groundless” reports that relatives of current and retired politicians, including President Xi Jinping, own offshore companies. The state media are ignoring the reports, and search results for the words “Panama documents” have been blocked on websites and social media.

Iceland’s prime minister has vowed to not resign despite thousands of angry protesters demanded he step down and call new elections af-ter the leaks showed possible links to an offshore company that could represent a serious conflict of interest.

And Ukraine’s president was accused of abusing his office and of tax evasion by moving his candy business offshore, possibly depriving the country of millions of dollars in taxes.

The reports are from a global group of news organizations working with the Washington-based International Consortium of Investigative Journalists. They have been processing the legal records from the Mossack Fonseca law firm that were first leaked to the German Sued-deutsche Zeitung newspaper.

Shell companies aren’t necessarily illegal. People or companies might use them to reduce their tax bill legally, by benefiting from low tax rates in countries like Panama, the Cayman Islands and Bermuda. But the practice is frowned upon, particularly when used by politicians, who then face criticism for not contributing to their own countries’ economies.

Because offshore accounts and companies also hide the names of the ultimate owners of investments, they are often used to illegally evade taxes or launder money.

China’s Foreign Ministry spokesman Hong Lei said he would not discuss the reports further and declined to say whether the individuals named would be investigated.

“For these groundless accusations, I have no comment,” Hong told reporters at a regularly scheduled news conference.(ap)

BEIJING — China imposed restrictions Tuesday on imports of coal from North Korea and exports of jet fuel to the North in a potentially significant increase in pressure on Pyongyang following U.N. sanctions over its nuclear and missile tests.

On Tuesday, the Illegal Fishing Eradication Task Force exploded and sank 23 more foreign fishing boats caught earlier illegally operat-ing in Indonesian waters.

The 23 boats including 13 Viet-namese and 10 Malaysian boats were destroyed in seven separate areas - five units off Batam, two units off Tarempa and eight units

off Ranai of Riau islands, three units off Langsa of Aceh, two off Tarakan of North Kalimantan, one unit off Belawan of North Suma-tra, and two off Pontianak of West Kalimantan. .

PAPUA - The work on the railway infrastructure project in Papua will begin in the second half of 2016, President Joko Widodo (Jokowi) stated. “The project will be started in the second half of 2016,” President Jokowi remarked after inaugurating Wasior Port in Wondama Bay, West Papua, here on Tuesday.

The president called on the people of Papua to adopt a patient approach while awaiting the real-ization of the project. In addition, the head of state pointed out that the establishment of Wasior Port would ensure better connectivity not just among the people but also the regions.

“The development will unite us from Aceh to Papua,” the president affirmed. The government has built 27 sea ports in 2015 and has set a target to build 68 sea ports this year.

“Currently, there are three routes, and their numbers are expected to increase following the development of the ports,” the president stated. The construction would improve the distribution of goods and the mobilization of people from one place to another, the president emphasized.

Earlier, Karlos Dorowe, a West Papua youth leader, had stated in Sorong on Monday that the railway project could be realized during the administration of President Jokowi and Vice President Jusuf Kalla.

“We hope the railway line, which has been planned since long, would be realized during the current gov-ernment of President Jokowi and Vice President Kalla,” Dorowe stated. He noted that the local com-munity had long awaited the imple-mentation of the railway project.

Dorowe affirmed that railways offered the right solution to solv-

ing the transportation problems in Papua and West Papua, which had, so far, relied solely on sea and air transport that were far expensive, and only a few people from the high-income group could afford air transport.

“Land transportation facilities are only limited to the urban areas. There are no roads connecting one district to another in the province,” he pointed out.

He stated that the local people strongly supported the governments plan to build a rail transport facility to link Sorong in the western end to the West Papua provincial city of Manokwari.

West Papua Transportation and Communication Department spokesman Bambang Heriawan Soesanto said in Manokwari early in December 2015 that the master plan of a railway project in the province was expected to be com-pleted immediately.

“The railway system should be available soon as this program is important for large-scale economic development in West Papua,” Soe-santo remarked.

He stated that the consulting and technical teams from the West Papua Department of Transporta-tion and Communication had been on the field to survey, assess, and seek inputs on the districts and cities that will be covered by the railway network.

Soesanto stated that the con-struction of a railway network in West Papua was an effective pro-gram, with a long-term vision.

He believes that the existence of a railway network in West Papua will be able to improve effective-ness and efficiency in the distribu-tion of mining, agricultural, and plantation commodities to support the regional economy.(ant)

The “Panama Papers” revealed financial arrangements of politi-cians and public figures includ-ing friends of Russian President Vladimir Putin, relatives of the prime ministers of Britain, Iceland and Pakistan, and the president of Ukraine.

The International Consortium of Investigative Journalists (ICIJ), which has published some of the information from the documents, said the files also revealed offshore companies linked to the families of Chinese President Xi Jinping and other powerful current and former Chinese leaders.

While holding money in offshore companies is not illegal, journalists who received the leaked documents said they could provide evidence of wealth hidden for tax evasion, money laundering, sanctions bust-ing, drug deals or other crimes.

Chinese Foreign Ministry spokesman Hong Lei, asked wheth-er Beijing would investigate any of the offshore tax affairs of the relatives of top leaders mentioned

in the papers, told a daily news briefing: “We won’t comment on these groundless accusations.”

State media have largely avoided any reporting of the “Panama Papers”.

Searches for the word “Panama” on Chinese search engines bring up stories in Chinese media on the topic, but many of the links have been disabled or only open onto stories about allegations directed at sports stars.

Searches for “Panama Papers” in Chinese bring up a warning that the results “may not accord with relevant laws and rules so can’t be shown”.

China’s Internet regulator did not immediately respond to a re-quest for comment.

But the Global Times, an in-fluential tabloid published by the ruling Communist Party’s official People’s Daily, suggested in an editorial on Tuesday that Western media backed by Washington used such leaks to attack political targets in non-Western countries.

“The Western media has taken control of the interpretation each time there has been such a docu-ment dump, and Washington has demonstrated particular influence in it,” the paper said.

“Information that is negative to the U.S. can always be minimised, while exposure of non-Western leaders, such as Putin, can get extra spin,” it added.

The editorial, in both its English and Chinese editions, made no mention of the China connections in the Panama Papers.

China is in the midst of a mas-sive crackdown on corruption overseen by Xi, but the government has repeatedly had to swat away criticism the move is more about an internal power play than actually tackling graft.

Calls to the Central Commis-sion for Discipline Inspection, the Communist Party’s graft watchdog leading the crackdown, went unan-swered.

ANKARA - Turkey is ready to take another 200 migrants de-ported from the Greek islands on Wednesday, a senior government official said, as it presses ahead with a disputed EU deal aimed at shutting down the main route for illegal migration into Europe.

A first group of 202 migrants, mostly Pakistani and Afghan, were shipped back to Turkey on Monday under an agreement which will see Ankara take back all migrants and refugees who cross the Aegean to enter Greece illegally.

In return, the European Union will take in thousands of Syrian refugees directly from Turkey and reward it with money, visa-free travel and progress in its EU mem-bership negotiations.

“This arrangement will prevent the Aegean Sea being turned into a cemetery for migrants,” Turkish Prime Minister Ahmet Davutoglu said in parliament of a deal meant to dissuade migrants from attempting perilous illegal sea crossings.

The pact has been criticised by refugee agencies and human rights campaigners, who have cast it as inhumane, questioned its legality, and argued Turkey is not a safe

country for refugees.Several dozen migrants being

detained at a holding camp on the Greek island of Lesbos protested behind the barbed wire fence of the compound on Tuesday, shouting “We want freedom!”

They were among thousands of refugees and migrants who have ar-rived on Lesbos on or since March 20 from Turkey and who are being held until their asylum requests are processed and they are accepted or sent back under the deal.

The first group of returnees from Greece were brought from Lesbos and Chios to the Turkey’s Aegean coastal town of Dikili on Monday. AUGUSTA - With the Masters’ Champions Dinner just one day away, Fuzzy Zoeller’s former cad-die has disclosed a remark made by Tiger Woods that broke the ice after his employer’s controversial comment had put their relationship in the deep freezer.

While Woods was on the course in the final round on his way to a 12-stroke victory at the 1997 Masters, his first major title, Zoeller made remarks with racist connotations about what Woods might serve at the following year’s Champions Dinner.

Zoeller told reporters: “You know what you guys do when he gets in here? You pat him on the back and say congratulations and enjoy it and tell him not to serve fried chicken next year. Got it.”

The Champions Dinner, where the defending Masters champion chooses the menu, is traditionally held on Tuesday at Augusta National, two days before the opening round.

Zoeller, his comments appar-ently finished, was walking away

from the assembled media scrum when he suddenly turned back and added: “Or collard greens, or what-ever the hell they serve.”

Fried chicken has become a racial stereotype in the United States when referring to African-Americans - a reference to the days before the abolition of slavery when chicken was believed to be a staple part of the diet.

The backlash at what many considered to be a racist remark cost Zoeller financially in the form of several cancelled sponsorship deals, and personally in the form of damage to his reputation.

It took Woods more than a week to release a conciliatory statement, in which he said he had “concluded that no personal animosity toward me was intended”, but that hardly meant the comment was forgotten.

The damage had been done and Zoeller would be haunted by it for years.

The relationship between the pair remained a big talking point when, by coincidence, Woods and

1979 champion Zoeller ended up in the same threesome (with Colin Montgomerie) for the weather-delayed second round at the 1998 Masters.

Cayce Kerr, who was caddying for Zoeller at the time, recalled that there was a “tiny bit of tension” early in the round and everyone seemed to be trying too hard. There was little, if any, casual chit-chat.

“On the (par-three) sixth tee, everybody stuffed it in there (close to the hole),” Kerr told Reuters. “As the three pros were walking off the tee, Tiger said: ‘Let’s all walk off the greens with twos.’

“Here was the young statesman taking the lead to make everyone feel at ease.

“It broke the ice, eased the ten-sion 100 percent. It wasn’t just class, it was world class. And guess what, everyone walked off with a birdie and had a little chuckle.”

Actually, that is exactly why they don’t lose more often. The Warriors remained un-beaten in games following defeats Sunday, riding Stephen Curry’s game-high 39 points to a 136-111 victory over the Portland Trail Blazers.

Playing for the first time since having their 54-game, home-court winning streak ended by the Boston Celtics on Friday night, the Warriors (69-8) kept their record perfect in games following losses with an eighth straight win.

“It’s really a true test of this team’s char-acter,” Draymond Green said of his team’s ability to bounce back from defeat. “We take a loss, kind of get frustrated, mad, and then we’ll lock back in, which you have to do now and then.”

The Warriors don’t just win their games following defeats, they tend to dominate them. Sunday’s 25-point triumph increased the average winning margin in the eight victories to 15 points.

Curry connected on nine of the Warriors’ 18 3-pointers as the club ran its season total to 1,013. Golden State became the first NBA team to go over 1,000 in a single season.

Curry, who made 13 of 21 shots in all, nine of 13 3-point attempts and found time for six rebounds and seven assists, had his hands full in an entertaining point guard showdown with Portland’s Damian Lillard, who poured in 38 points.

“It was quite a show,” said Warriors coach Steve Kerr, who could afford to enjoy it be-cause his team led for the final 26 minutes of the game. “Both guys had it going.”

Lillard, an Oakland native who had a 51-point explosion against the Warriors earlier this season, connected on 13 of 27 shots and four of nine 3-point attempts.

Curry had the better supporting case on this night, however. Green recorded a 22-point, 10-rebound, 10-assist triple-double, and Klay Thompson buried two 3-pointers on a 21-point night.

“Great team effort,” Kerr said of a game in which his club shot 56.8 percent from the field and even better from beyond the 3-point arc (18 of 30, 60 percent). “I really liked our focus and really how sharp we were.”

Green’s rebound and assist totals were game highs. The triple-double was his 13th of the season. CJ McCollum had 18 points and Moe Harkless recorded a double-double with 15 points and a team-high 10 rebounds for the Trail Blazers (41-37). Portland concluded

a 4-0 homestand win a 110-93 win over the Miami Heat on Saturday night.

“We were competitive for two, almost three quarters,” said Trail Blazers coach Terry Stotts, whose team’s previous trip to Oakland was a never-close, 128-112 blowout loss. “It’s hard to look at the score and feel (like we played better), but we certainly played better than last time.”

The Portland loss helped tighten the five-team battle for the final four playoff spots in the West. The Memphis Grizzlies (41-36), who lost Sunday to Orlando, remain a half-game ahead of the Trail Blazers, with the next three teams -- the Dallas Mavericks (39-38), Utah Jazz (39-38) and Houston Rockets (38-39) -- all gaining ground following wins. Roman Abramovich made Conte his 10th permanent managerial ap-pointment in 13 years as Chelsea owner on Monday, handing out a three-year contract despite the former Juventus player and coach facing sports fraud charges from a match-fixing scandal in Italy. There is a preliminary hearing in the case in Cremona on Tuesday although Conte is not required to attend.

The 46-year-old Conte does not officially take charge of Chelsea until Italy’s European Championship cam-paign is over. With the final in France not until July 10, Conte could have

barely a month to prepare Chelsea for the new Premier League season, which kicks off Aug. 13.

“I will continue to focus on my job with the Italian national team and will reserve speaking about Chelsea again until after the Euros,” Conte said. Conte will have to make an instant impact at Chelsea to prevent a repeat of this sorry season, which saw the reigning Premier League champions slide near the relegation zone before Mourinho was fired in December.

warm for Conte. Despite Chelsea remaining unbeaten in the league under the Dutchman, the team is 10th and there will almost certainly be no European football in Conte’s first season at Stamford Bridge. Conte, who has denied wrongdo-ing, served a four-month sports ban during the 2012-13 season — when he was at Juventus — for failing to report a fixing scandal while at Siena. Cre-mona prosecutor Roberto Di Martino told The Associated Press on Monday that he hopes Conte is sentenced for “a few months” by mid-May. But it is rare in Italy for anybody to go to jail after receiving a sentence of less than two years.

Asked if it was prudent of Chelsea to hire a coach facing a criminal trial, Di Martino said: “That’s the club’s problem.” Chelsea director Marina Granovskaia trumpeted the appoint-ment of “one of the most highly re-garded managers in world football.”

AUGUSTA - With the Masters’ Champions Dinner just one day away, Fuzzy Zoeller’s former cad-die has disclosed a remark made by Tiger Woods that broke the ice after his employer’s controversial comment had put their relationship in the deep freezer.

While Woods was on the course in the final round on his way to a 12-stroke victory at the 1997 Masters, his first major title, Zoeller made remarks with racist connotations about what Woods might serve at the following year’s Champions Dinner.

Zoeller told reporters: “You know what you guys do when he gets in here? You pat him on the back and say congratulations and enjoy it and tell him not to serve fried chicken next year. Got it.”

The Champions Dinner, where the defending Masters champion chooses the menu, is traditionally held on Tuesday at Augusta National, two days before the opening round.

Zoeller, his comments appar-ently finished, was walking away

from the assembled media scrum when he suddenly turned back and added: “Or collard greens, or what-ever the hell they serve.”

Fried chicken has become a racial stereotype in the United States when referring to African-Americans - a reference to the days before the abolition of slavery when chicken was believed to be a staple part of the diet.

The backlash at what many considered to be a racist remark cost Zoeller financially in the form of several cancelled sponsorship deals, and personally in the form of damage to his reputation.

It took Woods more than a week to release a conciliatory statement, in which he said he had “concluded that no personal animosity toward me was intended”, but that hardly meant the comment was forgotten.

The damage had been done and Zoeller would be haunted by it for years.

The relationship between the pair remained a big talking point when, by coincidence, Woods and

1979 champion Zoeller ended up in the same threesome (with Colin Montgomerie) for the weather-delayed second round at the 1998 Masters.

Cayce Kerr, who was caddying for Zoeller at the time, recalled that there was a “tiny bit of tension” early in the round and everyone seemed to be trying too hard. There was little, if any, casual chit-chat.

“On the (par-three) sixth tee, everybody stuffed it in there (close to the hole),” Kerr told Reuters. “As the three pros were walking off the tee, Tiger said: ‘Let’s all walk off the greens with twos.’

“Here was the young statesman taking the lead to make everyone feel at ease.

“It broke the ice, eased the ten-sion 100 percent. It wasn’t just class, it was world class. And guess what, everyone walked off with a birdie and had a little chuckle.”

Kerr saw at first-hand over the years following the “fried chicken” comment how badly Zoeller’s repu-tation had been damaged. (rtr)

Actually, that is exactly why they don’t lose more often. The Warriors remained un-beaten in games following defeats Sunday, riding Stephen Curry’s game-high 39 points to a 136-111 victory over the Portland Trail Blazers.

Playing for the first time since having their 54-game, home-court winning streak ended by the Boston Celtics on Friday night, the Warriors (69-8) kept their record perfect in games following losses with an eighth straight win.

“It’s really a true test of this team’s char-acter,” Draymond Green said of his team’s ability to bounce back from defeat. “We take a loss, kind of get frustrated, mad, and then we’ll lock back in, which you have to do now and then.”

The Warriors don’t just win their games following defeats, they tend to dominate them. Sunday’s 25-point triumph increased the average winning margin in the eight victories to 15 points.

No team has ever finished a season without at least one set of consecutive losses.

“We take pride in not having lost two in a row,” Curry said. “It hurt to lose last game and see that streak end, so we wanted to come back and take advantage of the opportunity we had tonight.”

The win shrunk the Warriors’ magic num-ber for clinching the top seed in the Western

Conference playoffs to two. They moved 4 1/2 games ahead of the idle San Antonio Spurs (64-12).

Curry connected on nine of the Warriors’ 18 3-pointers as the club ran its season total to 1,013. Golden State became the first NBA team to go over 1,000 in a single season.

Curry, who made 13 of 21 shots in all, nine of 13 3-point attempts and found time for six rebounds and seven assists, had his hands full in an entertaining point guard showdown with Portland’s Damian Lillard, who poured in 38 points.

“It was quite a show,” said Warriors coach Steve Kerr, who could afford to enjoy it be-cause his team led for the final 26 minutes of the game. “Both guys had it going.”

Lillard, an Oakland native who had a 51-point explosion against the Warriors earlier this season, connected on 13 of 27 shots and four of nine 3-point attempts.

Curry had the better supporting case on this night, however. Green recorded a 22-point, 10-rebound, 10-assist triple-double, and Klay Thompson buried two 3-pointers on a 21-point night.

“Great team effort,” Kerr said of a game in which his club shot 56.8 percent from the field and even better from beyond the 3-point arc (18 of 30, 60 percent). “I really liked our focus and really how sharp we were.”

Green’s rebound and assist totals were game highs. The triple-double was his 13th of the season. CJ McCollum had 18 points and Moe Harkless recorded a double-double with 15 points and a team-high 10 rebounds for the Trail Blazers (41-37). Portland concluded

a 4-0 homestand win a 110-93 win over the Miami Heat on Saturday night.

“We were competitive for two, almost three quarters,” said Trail Blazers coach Terry Stotts, whose team’s previous trip to Oakland was a never-close, 128-112 blowout loss. “It’s hard to look at the score and feel (like we played better), but we certainly played better than last time.”

The Portland loss helped tighten the five-team battle for the final four playoff spots in the West. The Memphis Grizzlies (41-36), who lost Sunday to Orlando, remain a half-game ahead of the Trail Blazers, with the next three teams -- the Dallas Mavericks (39-38), Utah Jazz (39-38) and Houston Rockets (38-39) -- all gaining ground following wins. The “Panama Papers” revealed financial arrangements of politi-cians and public figures includ-ing friends of Russian President Vladimir Putin, relatives of the prime ministers of Britain, Iceland and Pakistan, and the president of Ukraine.

The International Consortium of Investigative Journalists (ICIJ), which has published some of the information from the documents, said the files also revealed offshore companies linked to the families of Chinese President Xi Jinping and other powerful current and former Chinese leaders.

While holding money in offshore companies is not illegal, journalists who received the leaked documents said they could provide evidence of wealth hidden for tax evasion, money laundering, sanctions bust-ing, drug deals or other crimes.

Chinese Foreign Ministry spokesman Hong Lei, asked wheth-er Beijing would investigate any of the offshore tax affairs of the relatives of top leaders mentioned

in the papers, told a daily news briefing: “We won’t comment on these groundless accusations.”

State media have largely avoided any reporting of the “Panama Papers”.

Searches for the word “Panama” on Chinese search engines bring up stories in Chinese media on the topic, but many of the links have been disabled or only open onto stories about allegations directed at sports stars.

Searches for “Panama Papers” in Chinese bring up a warning that the results “may not accord with relevant laws and rules so can’t be shown”.

China’s Internet regulator did not immediately respond to a re-quest for comment.

But the Global Times, an in-fluential tabloid published by the ruling Communist Party’s official People’s Daily, suggested in an editorial on Tuesday that Western media backed by Washington used such leaks to attack political targets in non-Western countries.

“The Western media has taken control of the interpretation each time there has been such a docu-ment dump, and Washington has demonstrated particular influence in it,” the paper said.

“Information that is negative to the U.S. can always be minimised, while exposure of non-Western leaders, such as Putin, can get extra spin,” it added.

The editorial, in both its English and Chinese editions, made no mention of the China connections in the Panama Papers.

China is in the midst of a mas-sive crackdown on corruption overseen by Xi, but the government has repeatedly had to swat away criticism the move is more about an internal power play than actually tackling graft.

Calls to the Central Commis-sion for Discipline Inspection, the Communist Party’s graft watchdog leading the crackdown, went unan-swered.

Last week, a top party maga-zine lashed out at critics of the anti-corruption campaign, say-ing foreign media and individu-als from home and abroad were intentionally trying to discredit the effort as a political “power struggle”. (rtr)

ANKARA - Turkey is ready to take another 200 migrants de-ported from the Greek islands on Wednesday, a senior government official said, as it presses ahead with a disputed EU deal aimed at shutting down the main route for illegal migration into Europe.

A first group of 202 migrants, mostly Pakistani and Afghan, were shipped back to Turkey on Monday under an agreement which will see Ankara take back all migrants and refugees who cross the Aegean to enter Greece illegally.

In return, the European Union will take in thousands of Syrian refugees directly from Turkey and reward it with money, visa-free travel and progress in its EU mem-bership negotiations.

“This arrangement will prevent the Aegean Sea being turned into a cemetery for migrants,” Turkish Prime Minister Ahmet Davutoglu said in parliament of a deal meant to dissuade migrants from attempting perilous illegal sea crossings.

The pact has been criticised by refugee agencies and human rights campaigners, who have cast it as inhumane, questioned its legality, and argued Turkey is not a safe

country for refugees.Several dozen migrants being

detained at a holding camp on the Greek island of Lesbos protested behind the barbed wire fence of the compound on Tuesday, shouting “We want freedom!”

They were among thousands of refugees and migrants who have ar-rived on Lesbos on or since March 20 from Turkey and who are being held until their asylum requests are processed and they are accepted or sent back under the deal.

The first group of returnees from Greece were brought from Lesbos and Chios to the Turkey’s Aegean coastal town of Dikili on Monday. They were then taken in buses escorted by gendarmes to a “reception and removal” centre in a fenced compound in the town of Kirklareli near the Bulgar-ian border, from where most are expected to be sent back to their home countries.

China is the impoverished and politically isolated North’s main trading partner, making its coopera-tion essential for penalties approved by the U.N. Security Council last month to succeed.

North Korean leader Kim Jong Un has intensified nuclear ac-tivities this year in defiance of U.N. sanctions, conducting his country’s fourth nuclear test ex-plosion in January and test-firing missiles.

Last month, the Security Council responded by approving sanctions

including inspections of cargo bound to and from North Korea. On March 19, it called on all countries to “redouble their efforts” to enforce sanctions against the North.

The latest Chinese measures ban most imports of North Korean coal, iron, iron ore, gold, titanium, vana-dium and rare earths. Such products are a key source of revenue for the mineral-rich North.

The Ministry of Commerce said an exception would be allowed for materials for civilian use so long as they are not connected to the North’s

nuclear or missile programs.The announcement also banned

sales of jet fuel to North Korea, which might ground Pyongyang’s state-owned airline, Air Koryo. The U.S. Embassy in Beijing had no immediate comment.

Beijing has balked at previous demands by Washington and other governments to use trade as lever-age against North Korea. Chinese diplomats have said the potential humanitarian impact of sanctions had to be considered.

Many analysts believe Chinese leaders are reluctant to impose crip-pling sanctions on North Korea for fear of destabilizing Kim’s govern-ment and setting off a possible flood of refugees.(ap)

LONDON — Governments around the world scrambled Tuesday to contain the fallout from the publication of thousands of names of rich and powerful people who conducted offshore financial activity through a Panamanian law firm.

China dismissed as “groundless” reports that relatives of current and retired politicians, including President Xi Jinping, own offshore companies. The state media are ignoring the reports, and search results for the words “Panama documents” have been blocked on websites and social media.

Iceland’s prime minister has vowed to not resign despite thousands of angry protesters demanded he step down and call new elections af-ter the leaks showed possible links to an offshore company that could represent a serious conflict of interest.

And Ukraine’s president was accused of abusing his office and of tax evasion by moving his candy business offshore, possibly depriving the country of millions of dollars in taxes.

The reports are from a global group of news organizations working with the Washington-based International Consortium of Investigative Journalists. They have been processing the legal records from the Mossack Fonseca law firm that were first leaked to the German Sued-deutsche Zeitung newspaper.

Shell companies aren’t necessarily illegal. People or companies might use them to reduce their tax bill legally, by benefiting from low tax rates in countries like Panama, the Cayman Islands and Bermuda. But the practice is frowned upon, particularly when used by politicians, who then face criticism for not contributing to their own countries’ economies.

Because offshore accounts and companies also hide the names of the ultimate owners of investments, they are often used to illegally evade taxes or launder money.

China’s Foreign Ministry spokesman Hong Lei said he would not discuss the reports further and declined to say whether the individuals named would be investigated.

“For these groundless accusations, I have no comment,” Hong told reporters at a regularly scheduled news conference.(ap)

BEIJING — China imposed restrictions Tuesday on imports of coal from North Korea and exports of jet fuel to the North in a potentially significant increase in pressure on Pyongyang following U.N. sanctions over its nuclear and missile tests.

On Tuesday, the Illegal Fishing Eradication Task Force exploded and sank 23 more foreign fishing boats caught earlier illegally operat-ing in Indonesian waters.

The 23 boats including 13 Viet-namese and 10 Malaysian boats were destroyed in seven separate areas - five units off Batam, two units off Tarempa and eight units

off Ranai of Riau islands, three units off Langsa of Aceh, two off Tarakan of North Kalimantan, one unit off Belawan of North Suma-tra, and two off Pontianak of West Kalimantan. .

PAPUA - The work on the railway infrastructure project in Papua will begin in the second half of 2016, President Joko Widodo (Jokowi) stated. “The project will be started in the second half of 2016,” President Jokowi remarked after inaugurating Wasior Port in Wondama Bay, West Papua, here on Tuesday.

The president called on the people of Papua to adopt a patient approach while awaiting the real-ization of the project. In addition, the head of state pointed out that the establishment of Wasior Port would ensure better connectivity not just among the people but also the regions.

“The development will unite us from Aceh to Papua,” the president affirmed. The government has built 27 sea ports in 2015 and has set a target to build 68 sea ports this year.

“Currently, there are three routes, and their numbers are expected to increase following the development of the ports,” the president stated. The construction would improve the distribution of goods and the mobilization of people from one place to another, the president emphasized.

Earlier, Karlos Dorowe, a West Papua youth leader, had stated in Sorong on Monday that the railway project could be realized during the administration of President Jokowi and Vice President Jusuf Kalla.

“We hope the railway line, which has been planned since long, would be realized during the current gov-ernment of President Jokowi and Vice President Kalla,” Dorowe stated. He noted that the local com-munity had long awaited the imple-mentation of the railway project.

Dorowe affirmed that railways offered the right solution to solv-

ing the transportation problems in Papua and West Papua, which had, so far, relied solely on sea and air transport that were far expensive, and only a few people from the high-income group could afford air transport.

“Land transportation facilities are only limited to the urban areas. There are no roads connecting one district to another in the province,” he pointed out.

He stated that the local people strongly supported the governments plan to build a rail transport facility to link Sorong in the western end to the West Papua provincial city of Manokwari.

West Papua Transportation and Communication Department spokesman Bambang Heriawan Soesanto said in Manokwari early in December 2015 that the master plan of a railway project in the province was expected to be com-pleted immediately.

“The railway system should be available soon as this program is important for large-scale economic development in West Papua,” Soe-santo remarked.

He stated that the consulting and technical teams from the West Papua Department of Transporta-tion and Communication had been on the field to survey, assess, and seek inputs on the districts and cities that will be covered by the railway network.

Soesanto stated that the con-struction of a railway network in West Papua was an effective pro-gram, with a long-term vision.

He believes that the existence of a railway network in West Papua will be able to improve effective-ness and efficiency in the distribu-tion of mining, agricultural, and plantation commodities to support the regional economy.(ant)

SYDNEY - Support for Aus-tralian Prime Minister Malcolm Turnbull’s conservative govern-ment has fallen to its lowest level since he assumed office, undermin-ing expectations he will secure a comfortable election victory later this year.

Support for the ruling Liberal-National coalition is now at 49 percent, a Newspoll found on Tues-day, on a two-party preferred basis where votes for minor parties are redistributed to the two main blocs according to preferences.

With an election expected to be called as early as July, the poll findings give the opposition Austra-lian Labor Party a lead for the first time since Turnbull ousted former

conservative Prime Minister Tony Abbott in September 2015.

Support for the conservative co-alition jumped to as high as 53 per-cent after Turnbull became prime minister, but Turnbull’s popularity has waned amid disappointment that he failed to push through any major policy changes amid internal party bickering.

“The Australian people are in-credibly disappointed that they saw a change in [prime minister] but no change in direction from this gov-ernment,” said Richard Di Natale, leader of the opposition Australian Greens.

Turnbull declined to comment on the poll when asked by reporters in Sydney on Tuesday, insisting that

his attention was focused on driving economic growth.

He still retains a commanding lead as preferred prime minister over Labor leader Bill Shorten, with the poll showing his personal standing at 48 percent to Shorten’s 27 percent.

More socially liberal than Ab-bott, Turnbull’s rise stoked hopes for a change in policies on issues ranging from legalising gay mar-riage to making the country a repub-lic, but he has stuck with previous government policies.

He has also been at odds over economic policy with his Treasurer Scott Morrison and was rebuffed at a meeting last week with state pre-miers over a new tax plan. (rtr)

A 64-year-old woman in the beach city of Nha Trang and a pregnant 33-year-old in Ho Chi Minh City fell sick in late March, and three rounds of tests have confirmed they are Zika-positive, health officials said.

The sufferers are in stable condi-tion and no further infections have been found among their relatives

and neighbours, the health ministry said in a statement.

“After epidemic investigations, we consider the source of infec-tion could be mosquito,” Deputy Health Minister Nguyen Thanh Long said of the patient in Ho Chi Minh City.

She is eight weeks pregnant, Long said in a Vietnam Television

broadcast, but gave no details of the first woman.

Health officials have quarantined the living areas of the patient’s families and taken samples from others living nearby for further tests, said Nguyen Chi Dung, head of Ho Chi Minh City’s department of preventive medicine.

The World Health Organization

is working closely with Vietnam, a WHO official told a health ministry meeting to announce the infec-tions.

Zika is carried by mosquitoes, which transmit the virus to hu-mans.

The WHO says there is a strong scientific consensus that Zika can cause microcephaly as well as Guillain-Barre syndrome, a rare neurological disorder that can result in paralysis, though conclusive proof may take months or years.

Microcephaly is characterised by unusually small heads that can result in developmental problems.

Zika has been endemic in Asia, with infection cases confirmed in Bangladesh, South Korea, Thailand and China.

Brazil said it had confirmed more than 860 cases of micro-cephaly, most of which it considers to be related to Zika infections in the mothers. It is investigating more than 4,200 additional suspected cases of microcephaly. (rtr)

It has therefore been suggested that the vendors be re-located to a a more strategic area such as the motorcycle parking lot in the eastern area of Puputan Margarana, Renon. “Necessarily, they should be given a place in the motorcycle parking area in the east,” said legislator of the Denpasar House of Representatives, I Made Sukarmana, in his office on Monday (Apr. 4).

Accompanied by a number of colleagues, including Wayan Duaja, A.A. Sujana and Nyoman Tamayasa, he said that hawk-ers are also very important for the public who have finished doing their exercise. However, things need to be arranged, chiefly the location of where the vendors peddle their wares so that it does not interfere with the car-free day route.

Similarly, lobster exports have also declined from 105.84 tons in 2014 to 91.59 tons in 2015. The export value in 2014 amounted to USD 2.49 million, while in 2015 it slumped as much as 3.1 percent to USD 2.41 million. Data from the Bali Maritime and Fisheries Agency indicates that ministerial regulations have been quite detri-mental to lobster exports from the Island of the Gods.

“Well, firstly this is because if fishermen catch lobster that are less than 200 grams, they must be thrown back in the sea. Secondly, lobsters that are laying egg also must be released if caught”, said the Head of the Bali Maritime

and Fisheries Affairs, I Made Gunaja, in Denpasar, on Monday (Apr. 4).

Gunaja said that he has requested that the Directorate General of Fish-ing, Ministry of Maritime and Fish-eries Affairs review ministerial reg-ulation No.01/KP/2015 considering that 87 percent of potential lobster catches in Bali weigh between 100-200 grams. Some lobsters weighing 100 grams have already spawned. Unfortunately, this demand by the agency has not been responded to by the minister yet.

“Indeed, the ministerial policies are meant to help preserve lobster and hopefully even increase their numbers. It is assumed that lob-ster wiggling over 200gams have already spawned. The thing is that Bali lobster or sand lobster with a weight of 100 grams have often already spawned” he said. Gunaja added that lobsters from Bali are exported to Japan and China. (kmb32)

SEOUL - North Korea can mount a nuclear warhead on a medium-range missile, a South Korean official said on Tuesday in a new assessment of the capability of a country that conducted its fourth nuclear test this year.

North Korean leader Kim Jong Un said last month his country had miniaturised nuclear warheads to mount on ballistic missiles. It was his first direct statement of a claim often made in state media though never independently verified.

“We believe they have accom-plished miniaturisation of a nuclear warhead to mount it on a Rodong missile,” the South Korean official, with knowledge of South Korea’s assessment of the North’s nuclear programme, told a small group of re-porters on condition of anonymity.

The Rodong missile can fire a 1 tonne (1,100 lb) warhead a distance of up to 2,000 km (1,250 miles), the official said. That would put all of South Korea, most of Japan and parts of Russia and China in range.

“We believe they have the abil-ity to mount a nuclear warhead on a Rodong. Whether they will fire it like that is a political decision,” said the official.

There was no direct evidence that the North has successfully mounted a warhead on such a mis-sile, the South Korean official said. He declined to discuss the basis for the change in assessment.

Staunch U.S. ally South Korea has been facing off against its rival to the north for decades.

The South’s conservative presi-

dent, Park Geun-hye, has reversed a policy of trying to engage the North in dialogue and has instead adopted a hard line against it, particularly since the North conducted its fourth nuclear test on Jan. 6 and a month later launched a long-range rocket putting an object into space orbit.

The test and launch prompted the U.N. Security Council to impose new sanctions.

South Korea has previously said North Korea had made progress in its efforts to miniaturise a nuclear warhead but the capability was incomplete. South Korea’s Defence Ministry said on Tuesday that as-sessment remained the military’s position.

Rodong missiles, developed from Soviet-era Scud missiles, make up the bulk of the North’s short- and medium-range missile arsenal with an estimated stockpile of 200.

Experts have predicted that the delivery vehicle for the North’s first nuclear warhead would be the medium-range Rodong missile, rather than an intercontinental bal-listic missile (ICBM), which the North has yet to test.

Despite threats to strike the mainland United States, the North is seen as several years away from building an ICBM that can carry a nuclear warhead.

Experts have previously said a functioning mid-range nuclear mis-sile would need the technology to overcome the stress of launch and re-entry and to strike the target with precision, which requires repeated testing. (rtr)

The feature rolling out Tues-day on Facebook’s iPhone app interprets what’s in a picture using a form of artificial intel-ligence that recognizes faces and objects. The iPhone’s built-in screen reader, VoiceOver, must be turned on for Facebook’s photo descriptions to be read. For now, the feature will only be available in English.

The descriptions initially will be confined to a vocabulary of 100 words in a restriction that will prevent the computer from provid-ing a lot of details. For instance, the automated voice may only tell a user that a photo features three people smiling outdoors without adding that the trio also has drinks

in their hands. Or it may say the photo is of pizza without adding that there’s pepperoni and olives on top of it.

Facebook is being careful with the technology, called “automatic alternative text,” in an attempt to avoid making a mistake that offends its audience. Google learned the risks of technology last year when an image recognition feature in its Photos app labeled a black couple as gorillas, prompting the company to issue an apology.

Eventually, though, Facebook hopes to refine the technology so it provides more precise descriptions and even answers questions that a user might pose about a picture.

Facebook also plans to turn on

the technology for its Android app and make it available through Web browsers visiting its site.

The Menlo Park, California, company is trying to ensure the world’s nearly 300 million blind and visually impaired people re-main interested in its social network as a steadily increasing number of photos appear on its service. On an average day, Facebook says more than 2 billion photos are posted on its social network and other apps that it owns, a list that includes Messenger, Instagram and What-sApp.

Until now, people relying on screen readers on Facebook would only hear that a person had shared a photo without any elaboration.

Customers of the Municipality Waterworks (PDAM) Karangasem have often complained about the stagnate water supply. PDAM management say that the raw water processed is only enough for about 24,000 customers, but the PDAM currently has 30,000 customers.

Meanwhile, last Monday a PDAM Karangasem customer from Timbrah village said the water flow

to his village has been stagnating for months. Similar condition also occur on Jalan Untung Surapati, Amlapura and surrounding areas. As a result, residents are now fight-ing over water in the springs at local village and have to find it to the middle of paddy fields.

When contacted a few days ago Deputy Regent Arta Dipa said that the Telaga Waja water project will be looked into. All those involved in the project including, the owners and management will be invited to a discussion about the utilization of the pipeline. (013)

TABANAN - Bali is ranked second-lowest in Indonesia (after Aceh) for people’s intake of iodized salt. In Tabanan, only 67 percent of people are consuming iodized salt. IN order to get this figure up to 100%, the Tabanan Health Agency routinely disseminates information about the benefits of iodized salt and what happens to the body when it is deficient. Each health centre in Tabanan is also provided with iodized salt.

Division Head of Public Health at the Tabanan Health Office, Ketut Nariana, explained that intake of

iodized salt is one of the indicators of nutritional status attainment. Low consumption of iodized salt, added Nariana, occurs uniformly throughout Tabanan. “It is worse in the mountainous areas, but both urban and rural areas also find large numbers of iodine deficient people” he explained.

According to Nariana, people do not use iodized salt in their daily cooking because in general they do not know about the impor-tance of intaking this substance -especially during infancy. In addition, people have become ac-

customed to buying non-iodized salt sold in stalls near their houses, or from hawkers and at markets. “They consider it easier to buy non-iodozed salt even though the price is nearly the same as iodized salt” said Nariana.

Severe infant iodine deficiency , said Nariana, affects intelligence. Since the human body does not produce iodine, this mineral must be added to certain foods like salt that is widely consumed. One of the functions of iodine is to help the thyroid gland carry out its func-tions. Deficiency of iodine causes

the gland to work extra hard so that sometimes people who are iodine deficient will experience swell-ing of the thyroid gland known as goiter.

“Once swelling occurs, there is no way to restore it to its origi-nal condition apart from surgery. Though hormonal conditions can also cause thyroid swelling” ex-plained Nariana. There are still many cases of goiter in various regions of Tabanan. Stunted growth can also be a sign of iodine defi-ciency.

growth, iodine deficiency also affects the development of chil-dren’s intellectual capacities. The government has therefore launched an early detection program to find children with congenital hypothy-roidism. “Some children are born with this disorder but it can be treated if it is discovered early on”, he said. However, early detection of birth defects can only be done at Tabanan Hospital. If discovered too late, congenital hypothyroidism can cause children to experience stunted growth and decreased intelligence. (kmb24)

In the memorandum of appeal, a number of things get emphasis from the legal counsel team of Agustay. Among them, there are mistakes made by the judges in interpreting the facts of the trial. For instance, Agustay was claimed to provide assistance for the premeditated

murder. “But in reality, Agustay was forced to help bury, instead of helping murder. It was revealed in the fact of the trial,” said Haposan after handing over the memoran-dum of appeal.

In the police investigation report of Margriet, Agustay is mentioned

as a witness, namely the planning of murder committed by Margriet. Haposan said that there are no words stating if Agustay helped. “On that account, it gives impres-sion that the judge showed dualism in making decisions,” he said.

What’s dualism or ambiguous? It is said that the judge is ambivalent because on the one hand it believed that in the investigation report of Agustay the culprit is Margriet. It did not mention if Agustay helped. “However, in the investigation report of Agustay is mentioned if Agustay helped plan. So, this in-dicates the dualism,” he explained.

It means, added Haposan, the judge in punishing Margriet believed 100 percent in the contents of the investigation report of Agustay Hamda May, where in the investi-gation report there is no evidence whatsoever that Agustay helped the murder, but only helped bury.

Conversely, continued Haposan, to punish Agustay as if Agustay helped plan the murder. Actually, in the investigation report of Agustay there was absolutely no assistance of Agustay to murder Engeline. “Fickle attitude is clearly proved different in the evidence and the attitude of the judges. So, there is a different interpretation on the in-volvement of Agustay, according to the judges that he helped murder,” explained Haposan.

What about the money as much as IDR 200 million? Legal counsel team of Agustay said that Agus never asked for IDR 200 million. “Margriet only offered unilaterally, but Agus did not respond to and did not accept. Thus, if the judge interpreted that Agus received the reward and interpreted if Agus helped plan, it is only the inter-pretation of the judges,” explained Haposan. Nevertheless, there is no doubt if in this case Agustay has a role. Even if Agustay must account for his deed it is when he was forced by his employer to take a bed sheet, wrap the body of Engeline, dig a hole and bury.

On that account, continued Haposan, Agustay only violated the provisions of Article 181 of the Criminal Code because of hiding or

“I asked, are you sure to make an appeal? He replied that he’s sure. He will still file an appeal. Accord-ing to him, 10-year sentence is too severe because he did not commit the murder as charged by Mrs. Margriet,” said Haposan quoting Agustay. In addition, Agus looking increasingly fatter also admitted that before being revealed by police he has been threatened to recognize all the deeds he has not committed. “I was threatened to admit what I never did. Since I was afraid, I had to admit,” he said quoting what Agustay told.

Deputy Criminal Registrar of the Denpasar District Court, Made Sukarta, stated that the files of the defendant Agustay was sent last week. Related to the memoran-dum of appeal having been filed by legal counsel team of Agustay, his office will immediately send the document to the high court. “The file was handed over last week, and tomorrow it can be sent. This memorandum has been informed to the prosecutor, and the prosecutor will check and read. Just wait for the results,” he said. (kmb37)

NEW YORK - In the movie “Demoli-tion,” actor Jake Gyllenhaal loses his wife in a traffic accident, pours his heart out to a vending machine company, and smashes up his home with a sledgehammer.

But perhaps the biggest challenge in the drama-comedy about grief was hav-ing to free-style dance through throngs of New York city commuters as his bereaved Wall Street banker character throws out society’s expectations.

Gyllenhaal, 35, said the un-choreo-graphed sequence, shot on a subway and on the streets of New York, was the scene that most terrified him.

“I was really very nervous about that sequence. (Director) Jean-Marc Vallee said you’re going to just dance around and I thought, ‘Oh God, what is this going to be like?.’ You have all those feelings of fear and embarrassment,” he said.

“And then I was also nervous (that) it was going to be recorded, you know, for film, for a long time,” he added.

Given this was New York, Gyllenhaal needn’t have worried. The commuters barely batted an eyelid. “You can’t really survive in this city if you don’t just keep your head down. The majority of them just took it for granted and let me do my thing,” he said.

“Demolition,” out in U.S. movie the-aters on Friday, is Gyllenhaal’s third film in 12 months after playing a boxer who also loses his wife in “Southpaw,” and an American mountaineer in disaster movie “Everest.”

He plays Davis Mitchell, a man who has lived his life according to convention - good job, nice home, expensive clothes, loving wife - to such an extent that he has lost touch with who he really is.

“When tragedy strikes and he loses his wife, he doesn’t even know how to feel... he is just numb. It takes him about three quarters of the movie to even unlock a little bit of a feeling,” Gyllenhaal said.

Mitchell writes long letters to a vend-ing machine company’s complaints de-partment, dismantles his refrigerator and desktop computer, and takes a sledgeham-mer and a bulldozer to his own home.

No stuntmen were used in the demoli-tion scenes and Gyllenhaal learned to operate the bulldozer himself.

“There is something really expressive and emotive physically in tearing things apart. So yes, it was very cathartic in that way,” the actor said.

“Davis didn’t all of a sudden have this huge epiphany. He just found what he is and his journey begins at the end of the movie.” (rtr)

Song of the year went to Adele for “Hello.” She accepted via video from a performance in Birmingham, England. Other winners at the fan-voted show included Fetty Wap (best new artist), Pitbull (Latin artist of the year) and Chris Brown (R&B artist of the year). All three men also performed during the show.

Brown thanked “everybody who supported me through all the worst times in my life and the positive times in my life.”

“I tend to not have a filter some-times, and I go off on a lot of people,” said Brown, who has been dogged by legal troubles since pleading guilty to felony charges in 2009 for beating then-girlfriend Rihanna. “But the music stays the same.”

Bieber thanked his fans for standing by him through what he described as “tough times.”

“It’s just about our growth and learn-ing,” he said.

Meghan Trainor performed her new single, “No.” Demi Lovato sang the heart wrenching “Stone Cold” while Brad Paisley accompanied her on guitar. Iggy Azalea unveiled her new song, “Team.” Zayn Malik made his solo awards-show performance debut, performing “Like I Would” from his new album, “Mind of Mine.”

Other performers included DNCE, The Weeknd, show host Jason Derulo and Maroon 5, which was named duo or group of the year. (ap)
