As tourism practitioner, he said that if the sector is managed properly then it can increase the welfare of the people in the island. However, he also stated that the govern- ment is not too serious in managing tourism. This condition can be seen from the lack of master plan for tourism in detail. Not only is that but the management system of tourism also not clear. This condition is completely different with the other neighboring countries. Singapore has Singapore Tourism Board, Thailand had Tourism Authority and Malay- sia has Malaysia Tourism Board to manage their tourism sector. The countries also have many representatives abroad to promote their tourism. “Indonesia doesn’t have that kind of institutions,” Kade Sutawa said. In terms of infrastructures, Bali is not ad- equate to accommodate too many tourists. The target to get 6 million tourists a year must be reconsidered because the infrastructures need to be improved. For that reason, there is a need to have the compe- tent human resources in the government. Heard, 30, filed the divorce petition in a Los Angeles court on Monday, citing “irreconcilable differences” with the 52-year-old Depp, the A-list actor who starred in “Pirates of the Caribbean,” according to a copy of the court documents uploaded online by celebrity news website TMZ.

Reuters could not independently verify the report. Representatives for the two did not return calls or emails seeking comment.

The couple got married in Febru-ary of last year after meeting when they appeared together in the 2011 film “The Rum Diary.”

The pair began dating after Depp split from his longtime partner, French actress Vanessa Paradis. Depp and Paradis are the parents of two teenage children, a boy and a girl.

Depp and Heard made global headlines last year when they ran into legal trouble for bringing their Yorkshire terriers, Pistol and Boo, into Australia as Depp was filming the latest “Pirates of the Caribbean” movie, breaching the country’s tight biosecurity laws.

Heard was charged with two counts of illegally importing the pets and one count of producing a false

document last July. A magistrate judge in April filed no conviction for Heard but issued a formal order to stay out of trouble for a month or face a A$1,000 ($767) fine.

A videoed deadpan apology by Depp and Heard for the offense, glee-fully dubbed the “war on terrier” and “terriergate” by the Australian media, later went viral.

Depp gained fame in the late 1980s after appearing in the popular TV series “21 Jump Street” and later starred in “Edward Scissorhands” and “Alice in Wonderland.” Depp stars in the sequel, “Alice Through the Looking Glass,” released in theaters on Friday.

GIANYAR—Thousands of job seekers

thronged the job fair area held by the Gianyar Manpower and Transmigration Agency at the office of LTSP Buruan, Wednes-day (May 25). Similarly, as in the implementation of previ-ous job fair, the vacancies in the tourism sector remain to become favorite choice of job seekers.

The two-day job fair was followed by 40 companies with 8,260 job opportunities both at home and overseas. The sec-tors on offer are ranging from tourism, finance and banking, insurance to private educational

institutions.On the first day, hundreds

of job seekers thronged the LTSP Office courtyard from the morning to get job information. Vacancies in the field of tourism such as hotel, restaurant and spa got most demand. Some job seekers said that tourism sector, especially in Bali, is still very promising. “Bali is a tourist destination, so that the most promising job opportuni-ties are in the field of tourism,” said Nyoman Setia Wibawa, a job seeker.

harta, confirmed that currently the job opportunities in tourism sector are the most desirable. Nevertheless, the job fair stays to provide job opportunities in other fields so that job seek-ers can specify their options in accordance with their own potential and capability.

He explained that after orga-nizing the job fair his agency will conduct evaluations pri-marily related to other fields beyond tourism needing to be added. He expected the job op-portunities will be more diverse so that job seekers can get more options.

advantages from a job fair. Wi-darma Suharta mentioned that the advantages include more efficient cost of recruitment, prospective candidates that can be recruited are more varied, interview session can be made directly and the implementation of the recruitment can be more effective and efficient.

of GIPI Bali, I.B. Agung Parta, suggested that local communi-ties must be given first priority as tour guides operating in Bali. Thus, educational background of tour guides is not emphasized in this regard. However, the govern-ment must still strive to increase the quality of human resources of tour guides.

Chairman of the HPI Bali, Sangtu Subaya, said that tour guides are professional labor hav-ing a very strategic function and role in the tourism development, especially in Bali, where tourism has become the economic locomo-tive. “Tour guides have multiple roles such as a representation of the region or country. Therefore, they have to pass a special certi-fication,” he said.

Definition of tour guides is discussed in depth by the Spe-cial Committee of the Bali House of Representatives on Tour Guides along with a number of components such as the Bali Manpower and Transmigration Agency, Legal Bureau of the Bali Regional Secretariat, Indonesia Tourism Industry Board (GIPI) Bali, Indonesia Association of Tour and Travel Agency (ASITA) Bali and Indonesia Tour Guides Association (HPI) Bali in the parliament building, Wednesday (May 25). The Special Committee proposed that tour guides are defined as Indonesian citizens conducting activities and receiving compensation in providing information in connection with the explanation of a tourist attraction.

SEMARAPURA - Various methods are used by the AIDS Mitigation Commission (KPA) to mitigate the transmission of HIV/AIDS in Klungkung. As shown on Tuesday (May 24), Chairman of the KPA Klungkung, Made Kasta, with Regent Nyoman Suwirta and Chief of Klungkung Police FX Arendra Wahyudi joined the action of distributing HIV leaflets to people passing in front of the Puputan Klung-kung Monument. In fact the KPA Klungkung found 20 more residents of Klungkung to have been contracted by the HIV vi-rus. This amount was discovered from January to May 2016. They do not only happen in mainland Klungkung, but also spread to

Nusa Penida. Some of the sufferers already died.

“It is just like the iceberg where the cases of HIV in Klungkung have been already very alarming,” said Wayan Sumanaya.

Clearly, Sumanaya said that the activity of distributing HIV leaflets in the street last Wednesday was implemented in a series of the Indonesia AIDS Contemplation Night (MRAN) falling every May. This activity is intended to provide insight for the public about the nature and hazards of HIV. He also hoped the MRAN activity could provide insight for the public about the nature and principle of HIV, the

extent of the HIV / AIDS hazards and how to mitigate them.

Similar opinion was also stated by Regent Suwirta. Through this activity, this regent from Ceningan village, Nusa Penida, hoped that young people could be avoided from the wrong association. Regent Suwirta even asked that the slogan of healthy living could be adopted by the entire society. “Let us carry out together how we supervise our children in daily life for a healthy life in the association. A member of the Badung House of Representatives, I Nyoman Mesir, also mentioned that the existence of Trans Sarbagita does not contribute much to resolve traffic congestion. It happens because almost every family has now a private vehicle.

BEIJING - China’s Defence Ministry said on Thursday its air-craft followed the rules after two Chinese fighter jets carried out what the United States said was an “unsafe” intercept of a U.S. military reconnaissance aircraft over the South China Sea.

The incident took place in inter-national airspace last week as the plane carried out “a routine U.S. patrol”, the Pentagon said.

A U.S. defense official said two Chinese J-11 fighter jets flew within 50 feet (15 meters) of the U.S. EP-3 aircraft. The official said the incident took place east of Hainan island.

spokesman Yang Yujun told a monthly news briefing China’s aircraft acted completely pro-fessionally and in line with an agreement reached between the countries on rules governing such encounters.

However, he said the agreement, called the Rules of Behaviour for Safety of Air and Maritime Encoun-ters, could only provide a “techni-cal standard”, and the best way of resolving the problem was for the U.S. to stop such flights.

“That’s the real source of danger for Sino-U.S. military safety at sea and in the air,” he said.

The encounter came shortly after China scrambled fighter jets

as a U.S. Navy ship sailed close to a disputed reef in the South China Sea.

Another Chinese intercept took place in 2014 when a Chinese fighter pilot flew acrobatic maneu-vers around a U.S. spy plane.

China claims most of the South China Sea, through which $5 tril-lion in ship-borne trade passes ev-ery year. The Philippines, Vietnam, Malaysia, Taiwan and Brunei have overlapping claims.

Washington has accused Beijing of militarizing the South China Sea after creating artificial islands, while Beijing, in turn, has criticized increased U.S. naval patrols and exercises in Asia. (rtr)

GENEVA - Syria was the most dangerous place for health care workers to operate last year, ahead of other conflict zones like the Pales-tinian territories, and Yemen, the World Health Organization said Thursday

For the first time, the UN health agency provided comprehensive statistics on attacks on health care facilities and other violence directed at health workers in conflict areas, covering 19 countries over the past two years.

“One of the most concerning findings is that two thirds (of the attacks) have been deliberate,” Rick Bren-nan, the WHO’s chief of emergency risk management, told reporters.

Attacks intentionally targeting health care facilities, health workers, the sick and injured “represent gross violations of international humanitarian law,” he said, stressing that “if proven (they) can be considered war crimes.”

According to the WHO report, 256 attacks directed at medical structures, personnel and ambulances took place in total across 19 countries last year, killing 434 people, including health workers, patients and bystanders.

More than half of those attacks (135) took place in war-ravaged Syria, resulting in 173 deaths.

However, 2014 was even deadlier on a global scale, with 525 people killed in 338 attacks across the 19 countries, the report showed.

But Syria did not figure quite as heavily in those statistics, with 93 attacks registered in the country, killing 179 people.

Other areas that have proven particularly dangerous for health workers include the Palestinian territories, where there were 34 attacks in 2015 that killed three people, Pakistan, with 16 attacks resulting in 45 deaths and Libya with 14 attacks that left 39 dead.

War-torn Yemen and Iraq also figured high in the ranking.

Statistics for 2016 were not available, Brennan said, although he stressed that the worrying trend was con-tinuing, with numerous attacks so far this year, including on hospitals in Syria. (afp)

Abe and his counterparts got down to business Thursday after strolling through the grounds of Ise (Ee-say) Shrine, a tranquil, densely forested landmark that is considered the holiest site in Japan’s indigenous Shinto religion, and then joining a group of children in a tree planting ceremony.

After the first few sessions of summit meet-ings, U.S. President Barack Obama backed Abe’s call.

“We’ve all got a lot of work to do and we agreed to continue to focus on making sure that each country, based on its particular needs and capacities, is taking steps to accelerate growth,” Obama said.

He said it was crucial not just to put people back to work but also raise wages and maintain the momentum of the recovery. During the talks, Abe compared the current global economic situ-ation to conditions just before the 2008 financial crisis.

A G-7 summit held in northern Japan paid little attention to the trouble that was brewing, Abe said.

Reporters were shown charts Abe had on hand to illustrate the severity of the recent slump in commodity prices and the economic slowdown in China.

“We learned a lesson that we failed to respond properly because we did not have a firm recogni-tion of the risks,” Abe told reporters. “This time, we had a thorough discussion and recognized the major risks facing the global economy.”

The G-7 gathering dovetails in many ways

with Abe’s long-term diplomatic, political and economic agenda. A dramatic statement about global economic risks and a strong show of support for public spending to help spur growth could help Abe justify extra stimulus and pos-sibly provide political cover for postponing an unpopular but badly needed increase in Japan’s sales tax next April.

The leaders were expected to turn their at-tention to trade, politics and diplomacy, and to climate change and energy during talks later Thursday.

The annual summit brings together the leaders of Britain, Canada, France, Germany, Italy, Japan and the United States. It is taking place amid extraordinarily tight security around the remote summit venue, with uniformed police standing guard at close intervals on both sides of roads and randomly in forests, rice fields, soccer fields and other locations.

Protesters were kept far away. A group of several dozen gathered in a nearby city where they were far outnumbered by police and jour-nalists.

Many of the issues to be discussed during the two days of talks are linked to other Abe policy priorities. They include maritime security, code for concerns over China’s expanding presence in disputed areas of the South China Sea; initia-tives on global health, including funding for fighting terrorism and pandemics; and a focus on women’s empowerment, which Abe has promoted as “womenomics.”

Japanese officials have also highlighted joint

efforts on corruption, terrorism, global health and migration — which has become a huge headache especially for European nations — as other top priorities.

“Those who criticize us should rather think how to increase their assistance because what Eu-rope provides is already massive,” said Donald Tusk, president of the European Council, calling for G-7 support and leadership. “And honestly

speaking, if they (the G-7) don’t take the lead in managing this crisis, nobody else will. I will ap-peal to G-7 leaders to take up this challenge.”

Tusk said the EU is seeking more support for refugees and creation of resettlement schemes and other forms of legal migration around the world. A possible exit from the European Union by Britain, depending on a June 23 vote, is also hanging over the talks.(ap)

WELLINGTON — Smok-ers in New Zealand will pay $20 for a pack of cigarettes under the government’s budget plan released Thursday. Polluting industries will also get hit with higher taxes.

In its annual budget, the gov-ernment forecasts that rising fiscal surpluses in coming years will allow it to begin paying down its public debt. Here are some of the highlights:

HEAT TURNED UP ON SMOKERS:

The government plans to hike tobacco taxes by 46 percent over the next four years as it continues an ambitious campaign to eliminate

smoking from the South Pacific na-tion by 2025. Once the taxes are in place, a pack of 20 cigarettes will cost about 30 New Zealand dollars ($20), one of the highest prices in the world.

Indigenous Maori have relatively high smoking rates, and the tax plan was pushed by the Maori Party. Te Ururoa Flavell, the party’s co-leader, said it was the right thing to do, even if cost his constituents more money.

“What I do know is that there are so many of our young women, because research tells us that, who are dying because of cancer,” he said. “I’m happy in my heart. If I can save more than one life, I would

have done my job.”

POLLUTING BUSINESSES TO PAY:

A subsidy for polluting businesses that was introduced to help them out after the 2008 global financial crisis will be eliminated by 2019. After that, those businesses will need to pay more for releasing polluting gases. New Zealand is aiming to reduce its greenhouse gas emissions by 30 per-cent from 2005 levels by 2030.

The government says the mea-sure will help grow a cleaner economy. But opponents say the measure amounts to a tax hike on businesses, and consumers will end up paying more.(ap)

Many people therefore want to learn from Men Brayut. “After all, once she accomplished all her tasks, she entered the next phase of life known as Wanaprasta in which she practiced yoga semadi”, explained Wastawa.

Men Brayut is a symbol of prosperity and a symbol of the moth-erland as described by how her children always stayed closed to her and even grasped her hair or legs to survive. She was able to apply the principle of equality to her family by giving the same heritage to each of her child. “Men Brayut is a symbol of a great leader who acts with equally towards the people”, said Dr. Wastawa.

He also explained that these days, Balinese women should follow the example of Men Brayut’s work ethic. Balinese woman should not be too strict about only doing specialized woman’s work. These jobs can be done by both men and women”, he stated. Bali-nese woman have a strong spirit for studying so job opportunities are wide open to them. “Nowadays, there is saying that ‘woman should not just rely on their husbands. ISE-SHIMA - Group of Seven leaders voiced concern about emerg-ing economies at a summit in Japan on Thursday as their host, Prime Minister Shinzo Abe, made a pointed comparison to the 2008 global financial crisis but not all his G7 partners appeared to agree.

The G7 leaders did agree on the need for flexible spending to spur world growth but the timing and amount depended on each country, Deputy Chief Cabinet Secretary Hiroshige Seko told reporters, adding some countries saw no need for such spending.

Britain and Germany have been resisting calls for fiscal stimulus.“G7 leaders voiced the view that emerging economies are in a severe

situation, although there were views that the current economic situation is not a crisis,” Seko said after the first day of a two-day G7 summit in Ise-Shima, central Japan.

Abe presented data showing global commodities prices fell 55 per-cent from June 2014 to January 2016, the same margin as from July 2008 to February 2009, after the Lehman collapse. Lehman had been Wall Street’s fourth-largest investment bank when it filed for Chapter 11 protection on Sept. 15, 2008, making its bankruptcy by far the big-gest in U.S. history. Its failure triggered the global financial crisis. Abe hopes, some political insiders say, to use a G7 statement on the global economy as cover for a domestic fiscal package including the possible delay of a rise in the nation’s sales tax to 10 percent from 8 percent planned for next April.

Obama told a news conference that he stressed the importance of pushing back against competitive currency devaluations, which some countries might be tempted to use to boost exports. Other summit top-ics include terrorism, cyber security and maritime security, especially China’s increasing assertiveness in the East and South China Seas, where Beijing has territorial disputes with Japan and several Southeast Asian nations.

G7 leaders agreed that it was important to send a clear signal on the South and East China Seas, Seko told reporters, adding China was mentioned in discussions on maritime matters on Thursday.

At a news conference late on Wednesday, Abe said Japan welcomed China’s peaceful rise while repeating Tokyo’s opposition to acts that try to change the status quo by force and urging respect of the rule of law - principles expected to be mentioned in a statement after the summit.

Chinese Foreign Ministry spokeswoman Hua Chunying said the South China Sea issue had “nothing to do” with the G7 or any of its member states. “China is resolutely opposed to individual countries hyping up the South China Sea for personal gain,” Hua said.

Obama pointed to the threat from North Korea’s nuclear and missile programmes, saying the isolated state was “hell bent” on getting atomic weapons. But he said there had been improved responses from countries in the region like China that could reduce the risk of Pyongyang selling nuclear material. G7 leaders were rattled by Republican presidential candidate Donald Trump, Obama said, adding Trump’s statements displayed ignorance and were aimed at getting headlines, not what was needed to keep America safe and the world on an even keel.

Ahead of nationwide street dem-onstrations, workers responded to the union’s call by stopping work at oil refineries, nuclear power stations and the state railways, also erecting road blocks, burning wooden pallets and tyres at key ports like Le Havre and near key distribution hubs.

Responding to the investment grade rating assigned by Fitch, Bank Indonesia Governor Agus Martowardojo said it suggested that Indonesia has a high de-gree of adaptation capability in facing domestic and global economic challenges.

JAKARTA - House Speaker Ade Komarudin has said he supports the governments recent decision to issue a Perppu (a government regu-lation made in lieu of law) on child protection. “It is worth supporting,” he said at the Parlia-ment Building here Wednesday.

The House of Representatives (DPR) would only have two options which are to accept or reject it, he said with regard to it. After study-ing it he considered it was worth supporting although the final decision will depend upon the political factions in the House, he said.

“With regard to Perppu, DPR may only support or reject it. We cannot give an opinion about it,” he said. The politician from the Gol-kar Party, one of the countrys biggest political parties, said, whether or not it is accepted would depend upon the political party factions.

The discussion of the Perppu could not be integrated in the discussion on the draft law on prevention of sexual violence, which has now been included in the 2016 priorities of the National Legislation Program, he said.

“Perppu on rape will be discussed separately. Each Perppu is discussed separately and cannot be mixed up,” he said. President Joko Widodo on Wednesday signed Perppu Number 1 of 2016 on the second amendment of Law Number 23 of 2002 on Child Protection.

“This Perppu is aimed at dealing with an emergency situation caused by the increasing number of cases of sexual violence against children,” he said at a press conference at the State Palace.

Perppu Number 1/2016 will regulate the increased sentence or additional sentence and other measures for perpetrators of sexual violence against children and in cases of child molestation, based upon certain conditions, he explained.

The increased sentence refers to an additional one-third of a sentence for criminal charges that attracts a death sentence, life imprisonment or a jail sentence, with the minimum punishment of 10 years and the maximum of 20 years.

“The additional sentence will include the announcement of the identities of the perpetra-tors, the imposition of castration by chemical method and installation of an electronic track-ing device,” the president observed.

President Joko Widodo hoped the additional regulations would leave judges with enough room to impose the heaviest penalty possible for the perpetrators as a deterrent.

“We hope this Perppu will have a deterrent ef-fect on the perpetrators and will help reduce the cases of sexual crimes against children as these are extraordinary crimes,” he underlined.(ant)

INDIANAPOLIS - The hundreds of thousands of spectators planning to attend Sunday’s 100th running of the Indianapolis 500 should arrive early and expect to go through added layers of security, officials warned on Wednesday.

With the race sold out for the first time and nearly 400,000 fans expected at the In-dianapolis Motor Speedway, law enforcement agencies conceded that securing what claims to be the world’s biggest single day sporting event will be a massive challenge.

The 2.5-mile oval, which could hold Churchill Downs, Yankee Stadium, the Rose Bowl, Roman Colosseum and Vatican City, presents unique challenges with spectators allowed to bring in coolers and bags.

“It’s important fans understand that secu-rity this year has really been ramped up,” said Mike Bates, the senior director of safety and security for Indianapolis Motor Speedway. “Security has always been good out here but with the increase in people we thought it was our due diligence to bump those up.

“You will see a lot of uniformed person-nel out there but there will also be a lot of plainclothes officers walking around moni-toring.”

The race will be one of 11 events this year to receive a Homeland Security SEAR 2 (Special Event Assessment Rating) designa-tion that allows federal assets to be brought in to enhance security plans.

More than 50 local, state and federal agen-cies will contribute to security efforts that will include a no-fly zone over the speedway during the race.

Run on the U.S. Memorial Day holiday weekend, the Indy 500 is a uniquely Ameri-can event and with this year’s race expected to attract a record crowd it presents a potential target for attacks.

So far there have been no credible threats made, according to Paul Dvorak, special agent in charge of U.S. Secret Service at the Indianapolis office.

“It’s part of the reason it gets that desig-nation SEAR 2, it’s the 100th running, it’s an iconic event, it is the largest single day (sporting) event in the world so for all those reasons could potentially make it a target,” said Dvorak.

“Many different agencies involved and they are gathering any kind of intelligence and they have been doing it for months. We will continue to monitor that.

“There are no credible threats at this point but that does not make us sit back and relax.”

Officials would not put a number to secu-rity personnel that will be in place on Sunday saying only that it would be a 20 percent increase over last year.

A large number of additional canine units will search all vehicles entering the facility and will patrol the speedway on race day. Li-cense plate reader vehicles will also scan ve-hicles moving inside and outside the track.

Additional helicopters will help monitor the Indy 500 parade on Saturday and activi-ties in the swarming camping grounds around the speedway.

placed outside of the facility.“You need to be here early, it is going to be

a little more challenging to get to the world’s largest single day sporting event,” said Doug Boles, president of IMS.

INDIANAPOLIS - The hundreds of thousands of spectators planning to attend Sunday’s 100th running of the Indianapolis 500 should arrive early and expect to go through added layers of security, officials warned on Wednesday.

With the race sold out for the first time and nearly 400,000 fans expected at the In-dianapolis Motor Speedway, law enforcement agencies conceded that securing what claims to be the world’s biggest single day sporting event will be a massive challenge.

The 2.5-mile oval, which could hold Churchill Downs, Yankee Stadium, the Rose Bowl, Roman Colosseum and Vatican City, presents unique challenges with spectators allowed to bring in coolers and bags.

“It’s important fans understand that secu-rity this year has really been ramped up,” said Mike Bates, the senior director of safety and security for Indianapolis Motor Speedway. “Security has always been good out here but with the increase in people we thought it was our due diligence to bump those up.

“You will see a lot of uniformed person-nel out there but there will also be a lot of plainclothes officers walking around moni-toring.”

The race will be one of 11 events this year to receive a Homeland Security SEAR 2 (Special Event Assessment Rating) designa-tion that allows federal assets to be brought in to enhance security plans.

More than 50 local, state and federal agen-cies will contribute to security efforts that will include a no-fly zone over the speedway during the race.

Run on the U.S. Memorial Day holiday weekend, the Indy 500 is a uniquely Ameri-can event and with this year’s race expected to attract a record crowd it presents a potential target for attacks.

So far there have been no credible threats made, according to Paul Dvorak, special agent in charge of U.S. Secret Service at the Indianapolis office.

“It’s part of the reason it gets that desig-nation SEAR 2, it’s the 100th running, it’s an iconic event, it is the largest single day (sporting) event in the world so for all those reasons could potentially make it a target,” said Dvorak.

“Many different agencies involved and they are gathering any kind of intelligence and they have been doing it for months. We will continue to monitor that.

“There are no credible threats at this point but that does not make us sit back and relax.”

Officials would not put a number to secu-rity personnel that will be in place on Sunday saying only that it would be a 20 percent increase over last year.

A large number of additional canine units will search all vehicles entering the facility and will patrol the speedway on race day. Li-cense plate reader vehicles will also scan ve-hicles moving inside and outside the track.

Additional helicopters will help monitor the Indy 500 parade on Saturday and activi-ties in the swarming camping grounds around the speedway.

placed outside of the facility.“You need to be here early, it is going to be

a little more challenging to get to the world’s largest single day sporting event,” said Doug Boles, president of IMS.

“Come early, plan how you are going to get here and be very patient throughout that process. If you keep those three things in mind your day is going to be a pretty good day.” (rtr)

ISE-SHIMA - Group of Seven leaders voiced concern about emerg-ing economies at a summit in Japan on Thursday as their host, Prime Minister Shinzo Abe, made a pointed comparison to the 2008 global financial crisis but not all his G7 partners appeared to agree.

The G7 leaders did agree on the need for flexible spending to spur world growth but the timing and amount depended on each country, Deputy Chief Cabinet Secretary Hiroshige Seko told reporters, adding some countries saw no need for such spending.

Britain and Germany have been resisting calls for fiscal stimulus.“G7 leaders voiced the view that emerging economies are in a severe

situation, although there were views that the current economic situation is not a crisis,” Seko said after the first day of a two-day G7 summit in Ise-Shima, central Japan.

Abe presented data showing global commodities prices fell 55 per-cent from June 2014 to January 2016, the same margin as from July 2008 to February 2009, after the Lehman collapse. Lehman had been Wall Street’s fourth-largest investment bank when it filed for Chapter 11 protection on Sept. 15, 2008, making its bankruptcy by far the big-gest in U.S. history. Its failure triggered the global financial crisis. Abe hopes, some political insiders say, to use a G7 statement on the global economy as cover for a domestic fiscal package including the possible delay of a rise in the nation’s sales tax to 10 percent from 8 percent planned for next April.

Obama told a news conference that he stressed the importance of pushing back against competitive currency devaluations, which some countries might be tempted to use to boost exports. Other summit top-ics include terrorism, cyber security and maritime security, especially China’s increasing assertiveness in the East and South China Seas, where Beijing has territorial disputes with Japan and several Southeast Asian nations.

G7 leaders agreed that it was important to send a clear signal on the South and East China Seas, Seko told reporters, adding China was mentioned in discussions on maritime matters on Thursday.

At a news conference late on Wednesday, Abe said Japan welcomed China’s peaceful rise while repeating Tokyo’s opposition to acts that try to change the status quo by force and urging respect of the rule of law - principles expected to be mentioned in a statement after the summit.

Chinese Foreign Ministry spokeswoman Hua Chunying said the South China Sea issue had “nothing to do” with the G7 or any of its member states. “China is resolutely opposed to individual countries hyping up the South China Sea for personal gain,” Hua said.

Obama pointed to the threat from North Korea’s nuclear and missile programmes, saying the isolated state was “hell bent” on getting atomic weapons. But he said there had been improved responses from countries in the region like China that could reduce the risk of Pyongyang selling nuclear material. G7 leaders were rattled by Republican presidential candidate Donald Trump, Obama said, adding Trump’s statements displayed ignorance and were aimed at getting headlines, not what was needed to keep America safe and the world on an even keel.

Ahead of nationwide street dem-onstrations, workers responded to the union’s call by stopping work at oil refineries, nuclear power stations and the state railways, also erecting road blocks, burning wooden pallets and tyres at key ports like Le Havre and near key distribution hubs.

Yet, the country is still facing the high influence of market sentiment towards external factors and needs to improve its investment climate, Fitch noted.

Responding to the investment grade rating assigned by Fitch, Bank Indonesia Governor Agus Martowardojo said it suggested that Indonesia has a high de-gree of adaptation capability in facing domestic and global economic challenges.

JAKARTA - House Speaker Ade Komarudin has said he supports the governments recent decision to issue a Perppu (a government regu-lation made in lieu of law) on child protection. “It is worth supporting,” he said at the Parlia-ment Building here Wednesday.

The House of Representatives (DPR) would only have two options which are to accept or reject it, he said with regard to it. After study-ing it he considered it was worth supporting although the final decision will depend upon the political factions in the House, he said.

“With regard to Perppu, DPR may only support or reject it. We cannot give an opinion about it,” he said. The politician from the Gol-kar Party, one of the countrys biggest political parties, said, whether or not it is accepted would depend upon the political party factions.

The discussion of the Perppu could not be integrated in the discussion on the draft law on prevention of sexual violence, which has now been included in the 2016 priorities of the National Legislation Program, he said.

“Perppu on rape will be discussed separately. Each Perppu is discussed separately and cannot be mixed up,” he said. President Joko Widodo on Wednesday signed Perppu Number 1 of 2016 on the second amendment of Law Number 23 of 2002 on Child Protection.

“This Perppu is aimed at dealing with an emergency situation caused by the increasing number of cases of sexual violence against children,” he said at a press conference at the State Palace.

Perppu Number 1/2016 will regulate the increased sentence or additional sentence and other measures for perpetrators of sexual violence against children and in cases of child molestation, based upon certain conditions, he explained.

The increased sentence refers to an additional one-third of a sentence for criminal charges that attracts a death sentence, life imprisonment or a jail sentence, with the minimum punishment of 10 years and the maximum of 20 years.

“The additional sentence will include the announcement of the identities of the perpetra-tors, the imposition of castration by chemical method and installation of an electronic track-ing device,” the president observed.

President Joko Widodo hoped the additional regulations would leave judges with enough room to impose the heaviest penalty possible for the perpetrators as a deterrent.

“We hope this Perppu will have a deterrent ef-fect on the perpetrators and will help reduce the cases of sexual crimes against children as these are extraordinary crimes,” he underlined.(ant)

Abe and his counterparts got down to business Thursday after strolling through the grounds of Ise (Ee-say) Shrine, a tranquil, densely forested landmark that is considered the holiest site in Japan’s indigenous Shinto religion, and then joining a group of children in a tree planting ceremony.

After the first few sessions of summit meet-ings, U.S. President Barack Obama backed Abe’s call.

“We’ve all got a lot of work to do and we agreed to continue to focus on making sure that each country, based on its particular needs and capacities, is taking steps to accelerate growth,” Obama said.

He said it was crucial not just to put people back to work but also raise wages and maintain the momentum of the recovery. During the talks, Abe compared the current global economic situ-ation to conditions just before the 2008 financial crisis.

A G-7 summit held in northern Japan paid little attention to the trouble that was brewing, Abe said.

Reporters were shown charts Abe had on hand to illustrate the severity of the recent slump in commodity prices and the economic slowdown in China.

“We learned a lesson that we failed to respond properly because we did not have a firm recogni-tion of the risks,” Abe told reporters. “This time, we had a thorough discussion and recognized the major risks facing the global economy.”

The G-7 gathering dovetails in many ways

with Abe’s long-term diplomatic, political and economic agenda. A dramatic statement about global economic risks and a strong show of support for public spending to help spur growth could help Abe justify extra stimulus and pos-sibly provide political cover for postponing an unpopular but badly needed increase in Japan’s sales tax next April.

The leaders were expected to turn their at-tention to trade, politics and diplomacy, and to climate change and energy during talks later Thursday.

The annual summit brings together the leaders of Britain, Canada, France, Germany, Italy, Japan and the United States. It is taking place amid extraordinarily tight security around the remote summit venue, with uniformed police standing guard at close intervals on both sides of roads and randomly in forests, rice fields, soccer fields and other locations.

Protesters were kept far away. A group of several dozen gathered in a nearby city where they were far outnumbered by police and jour-nalists.

Many of the issues to be discussed during the two days of talks are linked to other Abe policy priorities. They include maritime security, code for concerns over China’s expanding presence in disputed areas of the South China Sea; initia-tives on global health, including funding for fighting terrorism and pandemics; and a focus on women’s empowerment, which Abe has promoted as “womenomics.”

Japanese officials have also highlighted joint

efforts on corruption, terrorism, global health and migration — which has become a huge headache especially for European nations — as other top priorities.

“Those who criticize us should rather think how to increase their assistance because what Eu-rope provides is already massive,” said Donald Tusk, president of the European Council, calling for G-7 support and leadership. “And honestly

speaking, if they (the G-7) don’t take the lead in managing this crisis, nobody else will. I will ap-peal to G-7 leaders to take up this challenge.”

WELLINGTON — Smok-ers in New Zealand will pay $20 for a pack of cigarettes under the government’s budget plan released Thursday. Polluting industries will also get hit with higher taxes.

In its annual budget, the gov-ernment forecasts that rising fiscal surpluses in coming years will allow it to begin paying down its public debt. Here are some of the highlights:

HEAT TURNED UP ON SMOKERS:

The government plans to hike tobacco taxes by 46 percent over the next four years as it continues an ambitious campaign to eliminate

smoking from the South Pacific na-tion by 2025. Once the taxes are in place, a pack of 20 cigarettes will cost about 30 New Zealand dollars ($20), one of the highest prices in the world.

Indigenous Maori have relatively high smoking rates, and the tax plan was pushed by the Maori Party. Te Ururoa Flavell, the party’s co-leader, said it was the right thing to do, even if cost his constituents more money.

“What I do know is that there are so many of our young women, because research tells us that, who are dying because of cancer,” he said. “I’m happy in my heart. If I can save more than one life, I would

have done my job.”

POLLUTING BUSINESSES TO PAY:

A subsidy for polluting businesses that was introduced to help them out after the 2008 global financial crisis will be eliminated by 2019. After that, those businesses will need to pay more for releasing polluting gases. New Zealand is aiming to reduce its greenhouse gas emissions by 30 per-cent from 2005 levels by 2030.

The government says the mea-sure will help grow a cleaner economy. But opponents say the measure amounts to a tax hike on businesses, and consumers will end up paying more.(ap)

Several villages in Bali, have shrines and temple reliefs devoted to Men Brayut, where people come to pray. Pura Dalem in Belang Samu Village, Kusamba and Goa Gajah are two examples of sites where, on specific days people come to pay honour to Men Brayut. Many people believe that by doing so they will be blessed with children.

Men Brayut was a housewife who came from a poor family and who had 18 children. To fulfill the needs of her big family, she had to work very hard and even had to do ‘men’s work’. She was also very generous, sharing whatever she had and was always grateful. “Men Brayut is a symbol of the strength of Balinese women in protecting the harmony of their family”, he added.

By giving equal love to all her children, they all become suc-cessful people. Many people are puzzled by this and ask: “how is it possible for a women with so many children and with so little money accomplish this?”. Many people therefore want to learn from Men Brayut. “After all, once she accomplished all her tasks, she entered the next phase of life known as Wanaprasta in which she practiced yoga semadi”, explained Wastawa.

Men Brayut is a symbol of prosperity and a symbol of the moth-erland as described by how her children always stayed closed to her and even grasped her hair or legs to survive. She was able to apply the principle of equality to her family by giving the same heritage to each of her child. “Men Brayut is a symbol of a great leader who acts with equally towards the people”, said Dr. Wastawa.

He also explained that these days, Balinese women should follow the example of Men Brayut’s work ethic. Balinese woman should not be too strict about only doing specialized woman’s work. Ac-cording to Dr. Wastawa, there are many things that women can do: “there are many jobs that can be done by woman such as farming, construction, being security officers and high ranking managers. These jobs can be done by both men and women”, he stated. BEIJING - China’s Defence Ministry said on Thursday its air-craft followed the rules after two Chinese fighter jets carried out what the United States said was an “unsafe” intercept of a U.S. military reconnaissance aircraft over the South China Sea.

The incident took place in inter-national airspace last week as the plane carried out “a routine U.S. patrol”, the Pentagon said.

A U.S. defense official said two Chinese J-11 fighter jets flew within 50 feet (15 meters) of the U.S. EP-3 aircraft. The official said the incident took place east of Hainan island.

spokesman Yang Yujun told a monthly news briefing China’s aircraft acted completely pro-fessionally and in line with an agreement reached between the countries on rules governing such encounters.

However, he said the agreement, called the Rules of Behaviour for Safety of Air and Maritime Encoun-ters, could only provide a “techni-cal standard”, and the best way of resolving the problem was for the U.S. to stop such flights.

“That’s the real source of danger for Sino-U.S. military safety at sea and in the air,” he said.

The encounter came shortly after China scrambled fighter jets

as a U.S. Navy ship sailed close to a disputed reef in the South China Sea.

Another Chinese intercept took place in 2014 when a Chinese fighter pilot flew acrobatic maneu-vers around a U.S. spy plane.

China claims most of the South China Sea, through which $5 tril-lion in ship-borne trade passes ev-ery year. The Philippines, Vietnam, Malaysia, Taiwan and Brunei have overlapping claims.

Washington has accused Beijing of militarizing the South China Sea after creating artificial islands, while Beijing, in turn, has criticized increased U.S. naval patrols and exercises in Asia. (rtr)

GENEVA - Syria was the most dangerous place for health care workers to operate last year, ahead of other conflict zones like the Pales-tinian territories, and Yemen, the World Health Organization said Thursday

For the first time, the UN health agency provided comprehensive statistics on attacks on health care facilities and other violence directed at health workers in conflict areas, covering 19 countries over the past two years.

“One of the most concerning findings is that two thirds (of the attacks) have been deliberate,” Rick Bren-nan, the WHO’s chief of emergency risk management, told reporters.

Attacks intentionally targeting health care facilities, health workers, the sick and injured “represent gross violations of international humanitarian law,” he said, stressing that “if proven (they) can be considered war crimes.”

According to the WHO report, 256 attacks directed at medical structures, personnel and ambulances took place in total across 19 countries last year, killing 434 people, including health workers, patients and bystanders.

More than half of those attacks (135) took place in war-ravaged Syria, resulting in 173 deaths.

However, 2014 was even deadlier on a global scale, with 525 people killed in 338 attacks across the 19 countries, the report showed.

But Syria did not figure quite as heavily in those statistics, with 93 attacks registered in the country, killing 179 people.

Other areas that have proven particularly dangerous for health workers include the Palestinian territories, where there were 34 attacks in 2015 that killed three people, Pakistan, with 16 attacks resulting in 45 deaths and Libya with 14 attacks that left 39 dead.

War-torn Yemen and Iraq also figured high in the ranking.

Statistics for 2016 were not available, Brennan said, although he stressed that the worrying trend was con-tinuing, with numerous attacks so far this year, including on hospitals in Syria. (afp)

GIANYAR—Thousands of job seekers

thronged the job fair area held by the Gianyar Manpower and Transmigration Agency at the office of LTSP Buruan, Wednes-day (May 25). Similarly, as in the implementation of previ-ous job fair, the vacancies in the tourism sector remain to become favorite choice of job seekers.

The two-day job fair was followed by 40 companies with 8,260 job opportunities both at home and overseas. The sec-tors on offer are ranging from tourism, finance and banking, insurance to private educational

institutions.On the first day, hundreds

of job seekers thronged the LTSP Office courtyard from the morning to get job information. Vacancies in the field of tourism such as hotel, restaurant and spa got most demand. Some job seekers said that tourism sector, especially in Bali, is still very promising. “Bali is a tourist destination, so that the most promising job opportuni-ties are in the field of tourism,” said Nyoman Setia Wibawa, a job seeker.

He explained that after orga-nizing the job fair his agency will conduct evaluations pri-marily related to other fields beyond tourism needing to be added. He expected the job op-portunities will be more diverse so that job seekers can get more options.

“If I accompany my friends, for the sake of familial relationship is different. Obviously, the profes-sionals taking travelers both of domestic and foreign travelers should comply with the rules on tour guides,” he explained.

In the meantime, Chairman

of GIPI Bali, I.B. Agung Parta, suggested that local communi-ties must be given first priority as tour guides operating in Bali. Thus, educational background of tour guides is not emphasized in this regard. However, the govern-ment must still strive to increase the quality of human resources of tour guides.

Chairman of the HPI Bali, Sangtu Subaya, said that tour guides are professional labor hav-ing a very strategic function and role in the tourism development, especially in Bali, where tourism has become the economic locomo-tive. “Tour guides have multiple roles such as a representation of the region or country. Therefore, they have to pass a special certi-fication,” he said.

One of the speakers, The Corporate General Manager Puri Saron Hotel Dr.Gusti Kade Sutawa,SE.,MM.,MBA., stated that IHGMA want to assist the government in increasing the qulity of the tourism sector. As tourism practitioner, he said that if the sector is managed properly then it can increase the welfare of the people in the island.

However, he also stated that the govern-ment is not too serious in managing tourism. This condition can be seen from the lack of master plan for tourism in detail. Not only is that but the management system of tourism also not clear. This condition is completely different with the other neighboring countries.

Singapore has Singapore Tourism Board, Thailand had Tourism Authority and Malay-sia has Malaysia Tourism Board to manage their tourism sector. The countries also have many representatives abroad to promote their tourism. “Indonesia doesn’t have that kind of institutions,” Kade Sutawa said.

In terms of infrastructures, Bali is not ad-equate to accommodate too many tourists. The target to get 6 million tourists a year must be reconsidered because the infrastructures need to be improved. For example, I Gusti Ngurah Rai Airport only has one runway so it only can accommodate limited number of flights. For that reason, there is a need to have the compe-tent human resources in the government.

also becoming the backbone of In-donesian economy. However, there

are some adjustment is needed to be done so it can have the quality

certain branding for the tourism sector. However, before reaching

the goal, the government must first focus themselves in improving the infrastructures especially the one

connected with tourism.
