ISTANBUL — The three suicide bombers who attacked Istanbul airport were a Rus-sian, an Uzbek and a Kyrgyz, a senior Turkish official said Thursday, hours after police carried out sweeping raids across the city looking for Is-lamic State suspects. Chairman of the Bali Villa As-sociation, Jero Mangku Wayan Suteja, said that Bali is already very well known around the globe. However, this does not mean that the government should then de-cide to cut the budget for tourism promotion.

“Assuming that promotion is not necessarily is erroneous in my opinion and in fact quite misguided. Both online and offline promotion needs to done continuously so that tourist destinations here continue to be known to people. If necessarily promotion should seven be intensi-fied”, he said.

Suteja added that the govern-ment and tourism players cooperate with one and other in promoting tourism in Bali. For example if the government sets up a tourism exhi-bition, the tourism sector can deal with the ticketing, accommodations and consumption.

private sector -in this case hotels and restaurants generate taxes that are paid to the government who then allocate a portion of this to promotional campaigns. So it is a reciprocal relationship” he added.

“It is not enough to just make a

Colombo Fashion Week SWIM 2016 kicked off

DENPASAR - Sting operations by the Corruption Eradication Commission (KPK) dragged the name of the member of Commis-sion III of the central House of Rep-resentatives, I Putu Sudiartana.

This Democrat of Bali constitu-ent is touted to be caught in a series of sting operations (OTT), Tuesday (Jun. 28). Sudiartana or Putu Leong is not the first cadre of Democrat from Bali entangled in corruption cases. Previously, Jero Wacik was canceled to be inaugurated into the member of the House of Rep-resentatives for being suspected of corruption.

“I have just received the infor-mation (yesterday—Ed). We were surprised and regretted it happened because the state official must actually become our expectation as a role model, an example for doing well,” said Chairman of the Democratic Party of Bali, I Made Mudarta, when confirmed on Wednesday (Jun. 29).

According to Mudarta, what experienced by Putu Leong is pre-sumption of innocence. The KPK has not yet published any of faults committed by his cadre. However, he asserted that it is very personal or purely personal.

“A political party is just like a country, where the country has many subjects. If there are people committing crimes like stealing, robbing, trafficking drug and rap-ing, the culprit is legally wrong, and not the country is wrong. It is similar with political parties, including the Democratic Party,” he explained.

Mudarta added that there is a mechanism in the party if Putu Le-ong has proved guilty and declared to be a suspect by the KPK. In this case, through the central executive board (DPP) through the Honorary

Board will sack the concerned party leadership’s structure. As is known, Putu Leong is currently the Deputy Treasurer of the central executive board of the Democratic Party.

“Likewise he is sacked in the House, and it is the integrity pact having been signed by all the cadres of the Democrats, while member-ship card of the party (KTA) is not. It is inherent personally. It can be discarded any time and is not a problem as well,” he explained.

Mudarta emphasized that the mechanism of dismissal from the structure of party officials and members of parliament fully lies in the authority of central executive board. His counterpart in regional executive board (DPD) Bali will support anything decided by the central executive board. If he is sacked in the parliament, there are two cadres of the Democrat likely to replace Putu Leong.

“According to the law, the next candidates obtaining most votes are Tutik Kusumawardani and Putu Supadma Rudana. Which one can fill in the vacant position are Mrs. Tutik in the first list and the next is Putu Supadma Rudana,” he said.

Mudarta did not dismiss when Tutik Kusumawardani was previ-ously predicted to replace the posi-tion of Jero Wacik. However, until now Tutik is never sworn while waiting for the permanent legal status of Jero Wacik.

In the meantime, the former Democratic cadre, Gede Pasek Suardika, admitted to be appre-hensive because he is familiar with the figure Putu Leong. Due to this case, Bali is politically slapped at the national level. Of the nine seats allotted in the parliament, there are remaining seven effective seats. Two others are ineffective due to corruption cases, and both of the

Democrats.“It makes me sad because the

struggle of our colleagues in the region is trying to maintain the dignity of the Democrats but has not been followed up by them in the center. Surely this condition disrupts Bali because it reduces po-litical access, and two chairs have great political value,” he said.

Logically, said Pasek, Chair-man of the central executive board of the Democratic Party should be responsible for allowing this condition. According to him, simi-lar thing happened again and it is inseparable from the failure of leadership. Not to mention, the substitute to Jero Wacik (entangled in earlier corruption case) has not been sworn in until now.

“It is the task of the central ex-ecutive board to approach Mr. Jero to make a letter of resignation, or the like, it could be so. The mecha-nism is not necessary to wait for the permanent legal status. No other parties apply such a mechanism, but it can. It happens because the central executive board does not work,” he criticized.

Now, when Putu Leong is also detained, said Pasek, it means there are no more people’s repre-sentatives of the Democratic Party whereas it has a large number of votes. Therefore, it would be wise to inaugurate two substitutes at once for the sake of Bali.

“In the history, there has never been one faction with two chairs originating in the same electoral district, both replaced due to cor-ruption cases. Apparently it has never occurred. It is difficult to say what it is called, I do not under-stand. What kind of phenomenon it is, so that I am confused. It makes me stunned,” he added.

Pasek added that the Democratic

Party, especially in Bali, will face tough challenges because of this matter. Democracy as the spirit of the Democratic Party must be restored again. According to him, the spirit has now disappeared and become an aristocracy, even cartelization. Participation at the lower level reduces because every-thing involves intervention.

“So, it is impossible to have dif-ferent opinion and the dynamics of

internal check and re become does not work. But somehow, as the alumni of the Democrats I am very sad why this can happen. Actually as the chairperson and the former president he has better experience to lead so that it should be bet-ter logically and not even getting worse. It is a pity that the cadres in the region trying to protect them are finally afflicted by tornado like this,” he said. (kmb32)

in Bali because Bali produces more handicraft products. Besides, Bank Mandiri does not restrict the export financing because it also encourages exports. Export is one of the supporting sectors of the economy of Bali and Nusa Tenggara.

“Moreover, with the current exchange rate, it is good for crafts-men. They are happy and produce the product sold for IDR 15,000 so that they can get more money,” he explained. (kmb42)

MANILA - Rodrigo Duterte was sworn in as the Philippines’ 16th president on Thursday, capping the unlikely journey of a provincial city mayor whose brash man-of-the-people style and pledges to crush crime swamped establishment rivals in last month’s election.

After making his pledge at the presidential palace in Manila, with one hand on the Bible, Duterte deliv-ered a speech in which he promised a “relentless” and “sustained” fight against corruption, criminality and illegal drugs.

However, he said these ills were only symptoms of a disease cutting into the moral fibre of society.

“I see the erosion of the people’s trust in our coun-try’s leaders, the erosion of faith in our judicial system, the erosion of confidence in the capacity of our public servants to make the people’s lives better, safer and healthier,” he said.

Duterte tapped into voters’ disgust with the Phil-ippines’ political elite and the failure of successive governments to tackle poverty and inequality, drawing comparisons with Donald Trump and the rise of asser-tive populists across the globe.

But his defiance of convention has raised concern that economic growth in the Philippines, the fastest

of Southeast Asia’s five main economies under his predecessor, could be at risk on his watch.

The political shake-up also adds to uncertainty about Manila’s position in a sometimes-bitter dispute with China over sovereignty in the South China Sea, a key global trade route.

China’s official Xinhua news agency said President Xi Jinping sent a congratulatory message to Duterte, saying he was “willing to work with Duterte to push for improvement of relations between the two coun-tries”.

Duterte’s new defence minister told Reuters this week that crushing Islamist militants in the south of the country would take precedence over South China Sea disputes.

Duterte’s election campaign focused almost entirely on the scourges of crime, drug abuse and corruption, and voters were not deterred by repeated warnings from “the Punisher”, in profanity-peppered speeches, to have offenders killed.

BEIJING - An international court said it would deliver a hotly anticipated ruling in the Philippines’ case against China over the South China Sea on July 12, drawing an immediate rebuke from Beijing, which rejects the tribunal’s jurisdiction.

The United States, which is a close ally of the Philippines and is concerned about China’s expansive South China Sea claims, reiterated its backing for The Hague-based Permanent Court of Arbitration and urged a peaceful resolution of the dispute.

Manila is contesting China’s historical claim to about 90 percent of the South China Sea, one of the world’s busiest shipping lanes. Several Southeast Asian states have overlapping claims in the sea and the dispute has sparked concerns of a military confrontation that could disrupt global trade. In a lengthy statement, Chinese foreign ministry spokesman Hong Lei said Manila’s unilateral approach flouted international law.

“I again stress that the arbitration court has no jurisdiction in the case and on the relevant matter, and should not hold hearings or make a ruling,” he said.

He said: “On the issue of territory and disputes over maritime delineation, China does not accept any dispute resolution from a third party and does not accept any dispute resolution forced on China.”

In Manila, the foreign ministry said the Philippines would “fully respect” the tribunal’s ruling and hoped members of the international community would do the same.

U.S. state department spokeswoman Anna Richey-Allen reiterated U.S. backing for the court. “We support the peaceful resolution of disputes in the South China Sea, including the use of international legal mechanisms such as arbitration.”

But China’s official Xinhua news agency said the court was a “law-abusing tribunal” that would only worsen the dispute.

“Manila fails to see that such an arbitration will only stir up more trouble in the South China Sea, which doesn’t serve the interests of the concerned parties in the least,” it said. (rtr)

after that a similar incident hap-pened again, but it was more quickly realized, so that the buyer has not had time to make transac-tion. “My email was hacked up to four times. Thankfully, our buyer quickly realized so that it could be communicated,” he said.

This condition was then shared with the members of exporter community. In fact, a number of other exporters in Bali also ex-perienced similar incident with varied amount of losses. “We had questioned about this matter to bank authority, but it could not provide a solution. Similarly, we already reported this case to police department, but until now there has been no progress,” he said.

Gede Arsania asserted that other than causing losses up to fantastic amount, the presence of hackers have already affected the image of the export market of Indonesia, especially Bali. From this condition, he considered it important to establish a special agency that can provide protec-tion and guarantees for exporters. “Definitely it affected the image of the Indonesian market because many overseas buyers become restless when purchasing our products. The 100-year anniversary of the National Park Service is igniting new interest in the majestic Span-ish-pueblo themed building that Lopez and other “CCC boys” built, along with other remote cabins, furniture and artwork of the 1930s that transformed and popularized national and state parks while putting millions of impoverished Americans back to work.

The Old Santa Fe Trail Building, nicknamed after its address along-side the former frontier migration and supply route, was stocked with hand-carved furniture and Native American pottery and paintings commissioned under the Work Projects Administration from local artists.

It is now celebrated as a grace-ful landmark that blends with the surrounding high-desert landscape — while serving as a testament to President Franklin D. Roosevelt’s New Deal public works projects.

That legacy is slipping from living memory. Lopez, who turned 100 in January, is the only known surviving member of the work crew that laid the foundation and hoisted hand-carved wooden beams called vigas.

In June, preservationists of the New Deal era brought together Lopez with descendants of Franklin D. Roosevelt and several Cabinet secretaries that had helped ramp up government employment and infrastructure projects in the midst of the Great Depression.

They met in downtown Santa Fe, blocks from frescos in the New Mexico Museum of Art and canvas federal courthouse murals commissioned by the Public Works of Art Project, another New Deal institution.

N ina Rooseve l t G ibson , the daughter of the President Roosevelt’s youngest son, said she had to take a history course

in college to fully appreciate the Depression-era accomplishments of her grandfather, who she knew only briefly as a young girl.

Gibson said the New Deal agen-cies would be difficult or impossible to replicate today — but still serve as call to collective action.

“The spirit of the New Deal is all over the country, in every national park you go to, there are CCC trails that have been developed, you go into post offices and there are murals and art work ... that were created through funding of various New Deal projects,” she said. “And then I see it in the hearts of men and women, their families were able to keep hope during a time when there was a lot of hopelessness.”

Beyond Santa Fe, an online

archive called The Living New Deal is bringing the national scope of Roosevelt-era public works sites into sharper focus. More than 10,000 site locations are tagged to a Google map for browsing. The crowdsourced archive started as a student project and is hosted by the Department of Geography at the University of California, Berkeley.

Susan Ives, who works for the project from Mill Valley, Cali-fornia, said amateur contributors have helped identify public works buildings where plaques and labels went missing through neglect and as Roosevelt’s progressive political ideals fell out of favor during the Cold War years.

“They were taken down when

the pendulum swung to the right,” she said. When it comes to national parks and monuments, meanwhile, many devotees of New Deal history want that era’s artifacts to be given a larger stage of their own, after serving for some 80 years as the backdrop to other wonders of nature and human history.

The National Park Service al-ready juggles those competing missions at Bandelier National Monument, 18 miles from Santa Fe, where the main attraction is ancestral Native American cliff dwellings carved into soft rock. The monument also is home to a cluster of 31 support buildings cre-ated by the Civilian Conservation Corps in the 1930s that mimics a small New Mexican village, and is

designated as a historic district in its own right.

Jerry Rogers of Santa Fe, a retired cultural preservation of-ficial at the National Park Service, thinks it is time for a special Park Service unit devoted solely to New Deal preservation. The Old Santa Fe Trail Building could be exhibit No. 1, he said, emphasizing the human drama behind the structure where inside-and-out renovations are planned during 2017.

“What was going on in New Mexico at the time, like the whole nation, the bottom has just fallen out the economy,” he said. “But New Mexico was already kind of poor when that started. There was genuine hunger, and not just scarcity.”(ap)

While exchanging gifts is common among people in the country especially during big events such as Lebaran or Christmas, in In-donesia where corruption is still rampant it could be used as a pretext to bribe.

In view of that Indonesian minister of administrative reform Yuddy Chrisnandi has issued a warning that civil servants are not allowed to receive gifts connected with their positions. He said it was okay to exchange gifts so long as the gifts are still normal or worth no more than one million rupiahs although they would still be unethical if they are given because of the positions of the recipients.

The minister said he had made the call for the purpose of safeguarding the integrity of the countrys civil servants. He also consid-ered that the welfare of the civil servants have now been better.

He said civil servants would get Lebaran allowance known locally as THR in the form of the 14th salary which will be paid seven days before the fall of Lebaran which is on July 6 at the latest. The Corruption Eradica-tion Commission (KPK) has also made the same call.

According to the explanation of Article 12B of Law Number 20 of 2001 on corruption grafts include gifts given to state officials and civil servants in the form of money, goods, price discounts, commissions, loans without interests, travel tickets, accommodation facility, tour service, free medical service and others.

State employees and officials include civil servants, military/police officers, state-owned, regional government-owned company employees and state institution officials.

Minister Yuddy Chrisnandi has also pro-hibited civil servants to use official cars for the purpose of traveling home or “mudik” in local term to celebrate Lebaran.

“Before we still tolerated and only gave a reprimand to those using officials cars for mudik but now if they do they will be de-moted or have their positions relinquished,” the minister said in Banyuwangi recently. Civil servants will be among millions of people in the country who will travel for the long holiday which will practically start on

Saturday (July 2) until Sunday (July 10). The district head of Banyuwangi in East

Java, Abdullah Azwar Anas, has said he will abide by the ministers call adding that he has already prohibited the use of official cars for Lebaran for the past two years.

He said he has ordered all official cars to be parked at the districts administration compound during the holiday.

“We have implemented it long. All official cars are not allowed to be used for Lebaran except those used for specific purposes such as by transportation, tourism or sanitary ser-vices,” he said. The provincial government of West Nusa Tenggara Barat has also prohibited civil servants in the province to use official cars for Lebaran.

“Official cars may not be used for private interests in line with the directives of the governor including for Lebaran,” the head of employee, training and education affairs of the province, Abdul Hakim, said.

West Java governor Ahmad Heryawan also agreed with the instruction of minister

Yuddy Chrisnandi on official cars. “I agree with the minister and since I assumed the post I have prohibited the use of official cars for mudik,” he said. He said the prohibition has been effective for the past eight years in the province.

“The ministers instruction matches with the decision of the West Java administration,” he said adding that “official cars are for of-ficial purposes and so when they are not used so they are no longer official ones.”

The Corruption Eradication Commission (KPK) has also appealed to all state officials to not use official cars for private interests including Lebaran. “We appeal to all gov-ernment agencies to prohibit official cars for use outside the official purposes,” KPKs director of gratification, Giri Suprapdiono, has said. “Community members who see officials using official cars may report it to us,” he said.

Erstanto Windiolelono, head of the district court of Tembilahan, Riau Province, has been relegated to the post of non-court judge at the

high court of Ambon, Maluku, over Lebaran allowance (THR) case.

“The decision was made yesterday (June 28) to impose a heavy punishment on him,” Supreme Court spokesman Suhadi revealed here on Wednesday.

It happened following the distribution of an official letter requesting companies to give THR to his office. Suhadi pointed out that Erstantos action went against the order of the government and the Supreme Court in 2013 that court officials are not allowed to receive gratuities, including Lebaran gifts.

“He has not received but has even asked for one, and so, he has clearly violated dis-ciplinary rules and the code of ethics,” he stated. In view of this, the Supreme Court has decided to relieve Erstanto of his position as head of Tembilahan District Court and to impose stringent punishment by demoting him to the post of non-court judge in the High Court of Ambon, Maluku, and he will not receive judge allowance during suspen-sion.(ant)

PONTIANAK - The Sambas Police in West Kalimantan Province have foiled an attempt to smuggle 6.46 kilograms of crystal methamphetamine and 39,730 pills of hap-pyfive from Malaysia into the Aruk border crossing in Indonesia.

There was no immediate claim of responsibility by the militant group, which used Turkey as a crossing point to establish itself in neighboring Syria and Iraq. The group has repeatedly threatened Turkey in its propaganda publica-tions.

The private Dogan news agency said the Russian attacker had en-tered the country one month ago and left his passport in a house the men had rented in the neighbor-hood of Fatih.

The Karsi newspaper, quoting police sources, said the trio was part of a seven-person cell who entered Turkey on May 25. The assailants raised the suspicion of airport security on the day of the attack because they showed up in

winter jackets on a summer day, several media reported.

The Dogan news agency broad-cast footage of the Istanbul police raids. It showed a special forces police team entering a building carrying what appeared to be a steel shield to protect from possible counterattack during the raid.

In separate large-scale police operations, nine suspects believed to be linked to the IS group were also detained in the coastal city of Izmir. It was not clear if the sus-pects had any links to the carnage at the airport.

Days before the Istanbul attack, on June 25, security forces killed two suspected Islamic State mili-tants who were trying to cross the

border illegally and ignored orders from security forces to stop, ac-cording to local media reports.

One of the two militants was wanted by Turkey on suspicion that he would carry out suicide attacks in the capital Ankara or in the southern city of Adana, An-adolu said.

WASHINGTON - U.S.-led coalition aircraft waged a series of deadly strikes against Islamic State around the city of Falluja on Wednesday, U.S. officials told Reu-ters, with one citing a preliminary estimate of at least 250 suspected fighters killed and at least 40 ve-hicles destroyed.

If the figures are confirmed, the strikes would be among the most deadly ever against the jihadist group. The officials spoke on con-dition of anonymity to describe the operation and noted preliminary estimates can change.

The strikes, which the officials said took place south of the city, where civilians have also been dis-placed, are just the latest battlefield setback suffered by Islamic State in its self-proclaimed “caliphate” of Iraq and Syria.

The group’s territorial losses are not diminishing concerns about its intent and ability to strike abroad though. Turkey pointed the finger at Islamic State on Wednesday for a triple suicide bombing and gun attack that killed 41 people at Istanbul’s main airport.

CIA chief John Brennan told a forum in Washington the attack bore the hallmarks of Islamic State

“depravity” and acknowledged there was a long road ahead battling the group, particularly its ability to incite attacks.

“We’ve made, I think, some significant progress, along with our coalition partners, in Syria and Iraq, where most of the ISIS members are resident right now,” Brennan said.

“But ISIS’ ability to continue to propagate its narrative, as well as to incite and carry out these attacks -- I think we still have a ways to go before we’re able to say that we have made some significant progress against them.”

On the battlefield, the U.S.-led campaign against Islamic State has moved up a gear in recent weeks, with the government declaring vic-tory over Islamic State in Falluja.

The continental heavyweights — owners of eight World Cups and four European Championships between them — collide in Bordeaux on Sat-urday in a match that stands out for many reasons.

Firstly, there’s the skewed history of their meetings in major tourna-ments. Germany and Italy have played each other eight times at the highest level and, bizarrely, the Germans haven’t recorded a single victory.

“We still have a score to settle with the Italians,” Germany goalkeeping coach Andreas Koepke said.

Then there’s the nations’ current standing in soccer. Germany came into Euro 2016 as the world champion and, to many people, the tournament favor-ite. Italy arrived with what many back home were saying was the worst team in years. There was no immediate claim of responsibility by the militant group, which used Turkey as a crossing point to establish itself in neighboring Syria and Iraq. The group has repeatedly threatened Turkey in its propaganda publica-tions.

Interior Minister Efkan Ala said 43 people were killed in the attack, including 19 foreign nationals. Of those who were wounded, 94 remained in hospital, the Istan-

bul Governor’s office reported. Unconfirmed details of the attack continued to emerge on Turkish media.

The private Dogan news agency said the Russian attacker had en-tered the country one month ago and left his passport in a house the men had rented in the neighbor-hood of Fatih.

The Karsi newspaper, quoting police sources, said the trio was part of a seven-person cell who entered Turkey on May 25. The assailants raised the suspicion of airport security on the day of the attack because they showed up in

winter jackets on a summer day, several media reported.

The Dogan news agency broad-cast footage of the Istanbul police raids. It showed a special forces police team entering a building carrying what appeared to be a steel shield to protect from possible counterattack during the raid.

In separate large-scale police operations, nine suspects believed to be linked to the IS group were also detained in the coastal city of Izmir. It was not clear if the sus-pects had any links to the carnage at the airport.

WASHINGTON - U.S.-led coalition aircraft waged a series of deadly strikes against Islamic State around the city of Falluja on Wednesday, U.S. officials told Reu-ters, with one citing a preliminary estimate of at least 250 suspected fighters killed and at least 40 ve-hicles destroyed.

If the figures are confirmed, the strikes would be among the most deadly ever against the jihadist group. The officials spoke on con-dition of anonymity to describe the operation and noted preliminary estimates can change.

The strikes, which the officials said took place south of the city, where civilians have also been dis-placed, are just the latest battlefield setback suffered by Islamic State in its self-proclaimed “caliphate” of Iraq and Syria.

The group’s territorial losses are not diminishing concerns about its intent and ability to strike abroad though. Turkey pointed the finger at Islamic State on Wednesday for a triple suicide bombing and gun attack that killed 41 people at Istanbul’s main airport.

“depravity” and acknowledged there was a long road ahead battling the group, particularly its ability to incite attacks.

“But ISIS’ ability to continue to propagate its narrative, as well as to incite and carry out these attacks -- I think we still have a ways to go before we’re able to say that we have made some significant progress against them.”

On the battlefield, the U.S.-led campaign against Islamic State has moved up a gear in recent weeks, with the government declaring vic-tory over Islamic State in Falluja.

An alliance of militias have also launched a major offensive against the militant group in the city of Manbij in northern Syria.

Still, in a reminder of the back-and-forth nature of the war, U.S.-backed Syrian rebels were pushed back from the outskirts of an Islamic State-held town on the border with Iraq and a nearby air base on Wednesday after the jihad-ists mounted a counter- attack, two rebel sources said. (rtr)

The 100-year anniversary of the National Park Service is igniting new interest in the majestic Span-ish-pueblo themed building that Lopez and other “CCC boys” built, along with other remote cabins, furniture and artwork of the 1930s that transformed and popularized national and state parks while putting millions of impoverished Americans back to work.

The Old Santa Fe Trail Building, nicknamed after its address along-side the former frontier migration and supply route, was stocked with hand-carved furniture and Native American pottery and paintings commissioned under the Work Projects Administration from local artists.

It is now celebrated as a grace-ful landmark that blends with the surrounding high-desert landscape — while serving as a testament to President Franklin D. Roosevelt’s New Deal public works projects.

That legacy is slipping from living memory. Lopez, who turned 100 in January, is the only known surviving member of the work crew that laid the foundation and hoisted hand-carved wooden beams called vigas.

In June, preservationists of the New Deal era brought together Lopez with descendants of Franklin D. Roosevelt and several Cabinet secretaries that had helped ramp up government employment and infrastructure projects in the midst of the Great Depression.

They met in downtown Santa Fe, blocks from frescos in the New Mexico Museum of Art and canvas federal courthouse murals commissioned by the Public Works of Art Project, another New Deal institution.

in college to fully appreciate the Depression-era accomplishments of her grandfather, who she knew only briefly as a young girl.

Gibson said the New Deal agen-cies would be difficult or impossible to replicate today — but still serve as call to collective action.

“The spirit of the New Deal is all over the country, in every national park you go to, there are CCC trails that have been developed, you go into post offices and there are murals and art work ... that were created through funding of various New Deal projects,” she said. “And then I see it in the hearts of men and women, their families were able to keep hope during a time when there was a lot of hopelessness.”

Beyond Santa Fe, an online

archive called The Living New Deal is bringing the national scope of Roosevelt-era public works sites into sharper focus. More than 10,000 site locations are tagged to a Google map for browsing. The crowdsourced archive started as a student project and is hosted by the Department of Geography at the University of California, Berkeley.

Susan Ives, who works for the project from Mill Valley, Cali-fornia, said amateur contributors have helped identify public works buildings where plaques and labels went missing through neglect and as Roosevelt’s progressive political ideals fell out of favor during the Cold War years.

“They were taken down when

the pendulum swung to the right,” she said. When it comes to national parks and monuments, meanwhile, many devotees of New Deal history want that era’s artifacts to be given a larger stage of their own, after serving for some 80 years as the backdrop to other wonders of nature and human history.

The National Park Service al-ready juggles those competing missions at Bandelier National Monument, 18 miles from Santa Fe, where the main attraction is ancestral Native American cliff dwellings carved into soft rock. The monument also is home to a cluster of 31 support buildings cre-ated by the Civilian Conservation Corps in the 1930s that mimics a small New Mexican village, and is

designated as a historic district in its own right.

Jerry Rogers of Santa Fe, a retired cultural preservation of-ficial at the National Park Service, thinks it is time for a special Park Service unit devoted solely to New Deal preservation. The Old Santa Fe Trail Building could be exhibit No. 1, he said, emphasizing the human drama behind the structure where inside-and-out renovations are planned during 2017.

“What was going on in New Mexico at the time, like the whole nation, the bottom has just fallen out the economy,” he said. “But New Mexico was already kind of poor when that started. There was genuine hunger, and not just scarcity.”(ap)

While exchanging gifts is common among people in the country especially during big events such as Lebaran or Christmas, in In-donesia where corruption is still rampant it could be used as a pretext to bribe.

In view of that Indonesian minister of administrative reform Yuddy Chrisnandi has issued a warning that civil servants are not allowed to receive gifts connected with their positions. He said it was okay to exchange gifts so long as the gifts are still normal or worth no more than one million rupiahs although they would still be unethical if they are given because of the positions of the recipients.

The minister said he had made the call for the purpose of safeguarding the integrity of the countrys civil servants. He also consid-ered that the welfare of the civil servants have now been better.

He said civil servants would get Lebaran allowance known locally as THR in the form of the 14th salary which will be paid seven days before the fall of Lebaran which is on July 6 at the latest. The Corruption Eradica-tion Commission (KPK) has also made the same call.

According to the explanation of Article 12B of Law Number 20 of 2001 on corruption grafts include gifts given to state officials and civil servants in the form of money, goods, price discounts, commissions, loans without interests, travel tickets, accommodation facility, tour service, free medical service and others.

State employees and officials include civil servants, military/police officers, state-owned, regional government-owned company employees and state institution officials.

Minister Yuddy Chrisnandi has also pro-hibited civil servants to use official cars for the purpose of traveling home or “mudik” in local term to celebrate Lebaran.

“Before we still tolerated and only gave a reprimand to those using officials cars for mudik but now if they do they will be de-moted or have their positions relinquished,” the minister said in Banyuwangi recently. Civil servants will be among millions of people in the country who will travel for the long holiday which will practically start on

Saturday (July 2) until Sunday (July 10). The district head of Banyuwangi in East

Java, Abdullah Azwar Anas, has said he will abide by the ministers call adding that he has already prohibited the use of official cars for Lebaran for the past two years.

He said he has ordered all official cars to be parked at the districts administration compound during the holiday.

“We have implemented it long. All official cars are not allowed to be used for Lebaran except those used for specific purposes such as by transportation, tourism or sanitary ser-vices,” he said. The provincial government of West Nusa Tenggara Barat has also prohibited civil servants in the province to use official cars for Lebaran.

“Official cars may not be used for private interests in line with the directives of the governor including for Lebaran,” the head of employee, training and education affairs of the province, Abdul Hakim, said.

West Java governor Ahmad Heryawan also agreed with the instruction of minister

Yuddy Chrisnandi on official cars. “I agree with the minister and since I assumed the post I have prohibited the use of official cars for mudik,” he said. He said the prohibition has been effective for the past eight years in the province.

“The ministers instruction matches with the decision of the West Java administration,” he said adding that “official cars are for of-ficial purposes and so when they are not used so they are no longer official ones.”

The Corruption Eradication Commission (KPK) has also appealed to all state officials to not use official cars for private interests including Lebaran. “We appeal to all gov-ernment agencies to prohibit official cars for use outside the official purposes,” KPKs director of gratification, Giri Suprapdiono, has said. “Community members who see officials using official cars may report it to us,” he said.

Erstanto Windiolelono, head of the district court of Tembilahan, Riau Province, has been relegated to the post of non-court judge at the

high court of Ambon, Maluku, over Lebaran allowance (THR) case.

“The decision was made yesterday (June 28) to impose a heavy punishment on him,” Supreme Court spokesman Suhadi revealed here on Wednesday.

It happened following the distribution of an official letter requesting companies to give THR to his office. Suhadi pointed out that Erstantos action went against the order of the government and the Supreme Court in 2013 that court officials are not allowed to receive gratuities, including Lebaran gifts.

“He has not received but has even asked for one, and so, he has clearly violated dis-ciplinary rules and the code of ethics,” he stated. In view of this, the Supreme Court has decided to relieve Erstanto of his position as head of Tembilahan District Court and to impose stringent punishment by demoting him to the post of non-court judge in the High Court of Ambon, Maluku, and he will not receive judge allowance during suspen-sion.(ant)

MANILA - Rodrigo Duterte was sworn in as the Philippines’ 16th president on Thursday, capping the unlikely journey of a provincial city mayor whose brash man-of-the-people style and pledges to crush crime swamped establishment rivals in last month’s election.

After making his pledge at the presidential palace in Manila, with one hand on the Bible, Duterte deliv-ered a speech in which he promised a “relentless” and “sustained” fight against corruption, criminality and illegal drugs.

However, he said these ills were only symptoms of a disease cutting into the moral fibre of society.

“I see the erosion of the people’s trust in our coun-try’s leaders, the erosion of faith in our judicial system, the erosion of confidence in the capacity of our public servants to make the people’s lives better, safer and healthier,” he said.

Duterte tapped into voters’ disgust with the Phil-ippines’ political elite and the failure of successive governments to tackle poverty and inequality, drawing comparisons with Donald Trump and the rise of asser-tive populists across the globe.

But his defiance of convention has raised concern that economic growth in the Philippines, the fastest

of Southeast Asia’s five main economies under his predecessor, could be at risk on his watch.

The political shake-up also adds to uncertainty about Manila’s position in a sometimes-bitter dispute with China over sovereignty in the South China Sea, a key global trade route.

China’s official Xinhua news agency said President Xi Jinping sent a congratulatory message to Duterte, saying he was “willing to work with Duterte to push for improvement of relations between the two coun-tries”.

Duterte’s new defence minister told Reuters this week that crushing Islamist militants in the south of the country would take precedence over South China Sea disputes.

Duterte’s election campaign focused almost entirely on the scourges of crime, drug abuse and corruption, and voters were not deterred by repeated warnings from “the Punisher”, in profanity-peppered speeches, to have offenders killed.

In his maiden speech, the president conceded that many believe his methods “are unorthodox and verge on the illegal”. However, the 71-year-old former pros-ecutor said he knew right from wrong and would abide by the rule of law. (rtr)

BEIJING - An international court said it would deliver a hotly anticipated ruling in the Philippines’ case against China over the South China Sea on July 12, drawing an immediate rebuke from Beijing, which rejects the tribunal’s jurisdiction.

The United States, which is a close ally of the Philippines and is concerned about China’s expansive South China Sea claims, reiterated its backing for The Hague-based Permanent Court of Arbitration and urged a peaceful resolution of the dispute.

Manila is contesting China’s historical claim to about 90 percent of the South China Sea, one of the world’s busiest shipping lanes. Several Southeast Asian states have overlapping claims in the sea and the dispute has sparked concerns of a military confrontation that could disrupt global trade. In a lengthy statement, Chinese foreign ministry spokesman Hong Lei said Manila’s unilateral approach flouted international law.

“I again stress that the arbitration court has no jurisdiction in the case and on the relevant matter, and should not hold hearings or make a ruling,” he said.

He said: “On the issue of territory and disputes over maritime delineation, China does not accept any dispute resolution from a third party and does not accept any dispute resolution forced on China.”

In Manila, the foreign ministry said the Philippines would “fully respect” the tribunal’s ruling and hoped members of the international community would do the same.

U.S. state department spokeswoman Anna Richey-Allen reiterated U.S. backing for the court. “We support the peaceful resolution of disputes in the South China Sea, including the use of international legal mechanisms such as arbitration.”

But China’s official Xinhua news agency said the court was a “law-abusing tribunal” that would only worsen the dispute.

“Manila fails to see that such an arbitration will only stir up more trouble in the South China Sea, which doesn’t serve the interests of the concerned parties in the least,” it said. (rtr)

Chairman of the Gianyar Chamber of Commerce and In-dustry (Kadin), I Wayan Gede Arsania, who met on Wednesday (Jun. 29) said that the hacker disruption has occurred since long time ago. For instance, they disrupted the communica-tions via email, between the Bali exporters and overseas buyers. “When we have dealt with one buyer overseas and would like to make transaction, the hackers take action by changing our email address,” he said.

Last disruption he experienced was on Kuningan Day in Febru-ary 2016. At that time, one of the buyers wanted to buy local handicraft of Gianyar. Due to hacker disruption, the exporter should experience loss in fantas-tic amount. “The last, one of our buyers suffered a loss as much as USD 32,000 or nearly IDR 350 million because his email was hacked so that the money was

transferred wrongly,” he said.Gede Arsania continued that

after that a similar incident hap-pened again, but it was more quickly realized, so that the buyer has not had time to make transac-tion. “My email was hacked up to four times. Thankfully, our buyer quickly realized so that it could be communicated,” he said.

This condition was then shared with the members of exporter community. In fact, a number of other exporters in Bali also ex-perienced similar incident with varied amount of losses. “We had questioned about this matter to bank authority, but it could not provide a solution. Similarly, we already reported this case to police department, but until now there has been no progress,” he said.

Gede Arsania asserted that other than causing losses up to fantastic amount, the presence of hackers have already affected the image of the export market of Indonesia, especially Bali. From this condition, he considered it important to establish a special agency that can provide protec-tion and guarantees for exporters. “Definitely it affected the image of the Indonesian market because many overseas buyers become restless when purchasing our products. We were surprised and regretted it happened because the state official must actually become our expectation as a role model, an example for doing well,” said Chairman of the Democratic Party of Bali, I Made Mudarta, when confirmed on Wednesday (Jun. 29).

According to Mudarta, what experienced by Putu Leong is pre-sumption of innocence. The KPK has not yet published any of faults committed by his cadre. However, he asserted that it is very personal or purely personal.

“A political party is just like a country, where the country has many subjects. If there are people committing crimes like stealing, robbing, trafficking drug and rap-ing, the culprit is legally wrong, and not the country is wrong. It is similar with political parties, including the Democratic Party,” he explained.

Mudarta added that there is a mechanism in the party if Putu Le-ong has proved guilty and declared to be a suspect by the KPK. In this case, through the central executive board (DPP) through the Honorary

Board will sack the concerned party leadership’s structure. As is known, Putu Leong is currently the Deputy Treasurer of the central executive board of the Democratic Party.

“Likewise he is sacked in the House, and it is the integrity pact having been signed by all the cadres of the Democrats, while member-ship card of the party (KTA) is not. It is inherent personally. It can be discarded any time and is not a problem as well,” he explained.

Mudarta emphasized that the mechanism of dismissal from the structure of party officials and members of parliament fully lies in the authority of central executive board. His counterpart in regional executive board (DPD) Bali will support anything decided by the central executive board. If he is sacked in the parliament, there are two cadres of the Democrat likely to replace Putu Leong.

“According to the law, the next candidates obtaining most votes are Tutik Kusumawardani and Putu Supadma Rudana. Which one can fill in the vacant position are Mrs. Tutik in the first list and the next is Putu Supadma Rudana,” he said.

Mudarta did not dismiss when Tutik Kusumawardani was previ-ously predicted to replace the posi-tion of Jero Wacik. However, until now Tutik is never sworn while waiting for the permanent legal status of Jero Wacik.

Not to mention, the substitute to Jero Wacik (entangled in earlier corruption case) has not been sworn in until now.

“It is the task of the central ex-ecutive board to approach Mr. Jero to make a letter of resignation, or the like, it could be so. The mecha-nism is not necessary to wait for the permanent legal status. No other parties apply such a mechanism, but it can. It happens because the central executive board does not work,” he criticized.

Now, when Putu Leong is also detained, said Pasek, it means there are no more people’s repre-sentatives of the Democratic Party whereas it has a large number of votes. Therefore, it would be wise to inaugurate two substitutes at once for the sake of Bali.

“In the history, there has never been one faction with two chairs originating in the same electoral district, both replaced due to cor-ruption cases. Apparently it has never occurred. It is difficult to say what it is called, I do not under-stand. What kind of phenomenon it is, so that I am confused. It makes me stunned,” he added.

Pasek added that the Democratic

Party, especially in Bali, will face tough challenges because of this matter. Democracy as the spirit of the Democratic Party must be restored again. According to him, the spirit has now disappeared and become an aristocracy, even cartelization. Participation at the lower level reduces because every-thing involves intervention.

“So, it is impossible to have dif-ferent opinion and the dynamics of

internal check and re become does not work. But somehow, as the alumni of the Democrats I am very sad why this can happen. Actually as the chairperson and the former president he has better experience to lead so that it should be bet-ter logically and not even getting worse. ISTANBUL — The three suicide bombers who attacked Istanbul airport were a Rus-sian, an Uzbek and a Kyrgyz, a senior Turkish official said Thursday, hours after police carried out sweeping raids across the city looking for Is-lamic State suspects. Tuesday’s gunfire and suicide bombing attack at Ataturk Airport killed 43 people and wounded more than 230 others.

The day opened with police conducting raids on 16 locations in Istanbul, rounding up 13 people suspected of having links to the Islamic State group, the most likely perpetrator of the attack at one of the world’s busiest airports. The manhunt spanned three neigh-bourhoods on the city’s Asian and European sides.

The official, who spoke on condition of anonymity in line with government regulations, did not name the attackers.

“A medical team is working around the clock to conclude the identification process,” the of-ficial told journalists, noting that extensive soft-tissue damage had complicated efforts to identify the attackers. The official could not confirm Turkish media reports that the Russian national was from the restive Daghestan region.
