Head of the Badung Communication and Infocom Agency, Wayan Weda Dharmaja, said on Tuesday (May 10) that Badung needs about 300 CCTVs to keep an eye on the territory of the south end to the north end of Badung. “We need about 300 CCTVs. Installation of the sur- veillance cameras in Badung will be somewhat difficult because of the hilly topography of the area that extends from Bangkung River in Petang to Uluwatu in South Kuta” he said. Bomb sweeps and bag checks have been stepped up. A dramatic, unnerving drill was held last month in which mock gunmen stormed the festival’s palace hub. And festival president Pierre Lescure has said that about 500 highly-trained secu-rity agents will be on guard around Cannes’ red-carpeted headquarters, the Palais des Festivals. That’s in addition to around 200 police and extensive surveillance cameras throughout Cannes.

But the festival, which opens Wednesday, has also sought to counter the heightened state by continuing with business as usual . The par-ty will most

definitely go on.“The atmosphere is good,” festi-

val director Thierry Fremaux said in an interview Tuesday. “Cannes is a celebration of life, of cinema.”

“These films have a big fighting spirit,” he added. “This is also what makes Cannes and we still want to show that.”

Perhaps signaling that maintain-ing such a balance will have its difficulties, moments after Fremaux spoke, alarms rang out inside the Palais, forcing an evacuation.

But on the eve of Wednesday’s opening festivities — including a new “welcome party” for festival-goers on the beach — beefed up security was far from omnipresent. The most striking change, as many noted, weren’t security agents but a wardrobe change for the ubiquitous festival ushers. To glowing reviews from critics, their traditionally beige suits have been replaced with blue ones.

“The French public statement was very clear, is very clear,” Fremaux said. “The festival is as usual, the same way as usual, so everything will be fine.”

That was consistent with earlier statements made by Lescure, who pledged that “the maximum” has been done to balance security and ensure “that the festival remains a place of freedom.”

Others have emphasized that Cannes, the world’s pre-eminent film festival, must be diligently guarded.

“We must keep in mind as we prepare to open this festival that we are faced with a risk which has never been as high, and faced with

an enemy determined to strike us at any moment,” French

The CCTVs that will be used are sophisticated devices using fiber-optic networks, so that the images that are transferred will be very clear and not affected by climate. In contrast to the CCTV used by the Municipality of Surabaya that use a wireless network and thus depend

on signal quality, the surveillance cameras that will be used in Badung wil use finer optic cables.

“Indeed, we are already slightly ahead of the city of Surabaya in terms of technology although we have yet to integrate our system” added Dharmaja.

The first 100 CCTV will be installed at 79 different strategic points in the city, such as the area around Horse Statue, in front of

Centro, at Ground Zero, along Jalan Poppies and on Kuta Beach.

With 100 camera, former subdis-trict head of Kuta is convinced that the area will be far more easily moni-tored . The camera will be directly connected to the network of police stations in the area, so any criminal incidents can be immediately dealt with by security forces. “The points where the cameras will be installed are based on observations made by

police authorities”, said Dhamaja. The surveillance cameras are

scheduled to be installed in May once Badung’s Procurement Ser-vices Unit (ULP) has the cameras. “Now we are just waiting to see who wins the tender bid. We aim to have the cameras installed in May”, he confirmed.

Along with the installation of the CCTV cameras, the government of Badung through the Transporta-

tion and Infocom Agency has also equipped 16 intersections with Traffic Contral Systems (ATSC) designed to adjust the timing of traffic lights in response to the flow of traffic as a way to maintain traf-fic fluidity.

“The CCTV cameras and the ATSC traffic system are part of the district of Badung’s designing of a ‘smart-city’”, concluded Dharmaja. (kmb27)

SINGARAJA — Damage to forests in Buleleng is getting more alarming lately. Other than rampant illegal logging, it is also found the practice of sale and pur-chase of forest land area by irresponsible persons. In the meantime, surveillance by the rangers seems less optimal due to limited personnel and lack of infrastruc-ture in the field.

To ascertain the condition of forest damage, Commission II of the Buleleng House of Rep-resentatives did working visit to the office of the West Bali Forest Management Unit (KPH), Monday (May 9). The entourage was led by commission chairman Putu Mangku Budiasa with his members.

Arrival of the entourage was received by the staff Agus Suryawan, while Chief of the West Bali PHP I Nyoman Serakat was not at the office due to having duties outside the office. From the working visit, the commissioners got accurate information that forest encroachment in West Bali really occurred.

Chairman of Commission II Mangku Budia-sa affirmed that from discussion with the staff of the West Bali Forest Management Unit he got information if illegal logging is still rife in this area. The most serious situation occurs in the forest area at Sepang village, Busungbiu. Other than illegal logging in the forest, the practice of buying and selling forest land is also rife. They are touted to offer the state-owned forest land to other people where each transaction can value at IDR 50 million per hectare.

“We were all surprised, in fact the infor-mation on the encroachment coming into the parliament indeed occurred and the West Bali Forest Management Unit officer justified the crime. It is very worrying and could not go unpunished,” he said.

Aside from confirming the illegal logging and the practice of buying and selling forest land area, Budiasa also received complaints from the officer of the West Bali Forest Manage-ment Unit mentioning if the forest crime could not be handled optimally because the manage-

ment unit is not capable of overseeing the entire forest area in western Buleleng. The forest area spreads across 66,763 hectares including 59,223.71 hectares of protected forest.

Such forest area is supervised by 53 rangers, while the means for monitoring the forest area seems inadequate. Currently, the West Bali For-est Management Unit only has one operations vehicle. Moreover, it has been quite old, so that it is not optimal to oversee the entire forest area in western Buleleng. Though facing difficult condition, the officers have tried to carry out their official duties. Their discipline effort is not optimal and there was a culprit of illegal logging was forced to be released as there was resistance from the culprit of encroachment. “I think this is not a classic reason, but the fact shows if the strength of the officers and means are not comparable to the burden of supervision. It is no wonder if the arrested culprit is then released due to its resistance,” he explained.

Responding to this condition, Budiasa urged the government of Bali Province to pay atten-tion to this issue. Besides, personnel and sup-plies of the facilities must soon be completed. As the initial measure, the Buleleng parliament will make coordination with its counterpart in Bali Province and the Bali Forest Service in the near future. This measure is taken because if such an action is left unchecked, the forest damage in the region is worried to be getting worse.

With the enactment of Law No.23/2013 on the authority of supervision and management of forestry by the Bali provincial government, the Buleleng parliament then requested the relevant authorities to immediately carry out a serious handling to the forest destruction in Buleleng.

“We are very concerned if this condition is allowed the forest damages in our region will worsen. In the meantime, we in the district gov-ernment are not given the authority to supervise because it has been taken over by provincial government. We ask the authorities to take immediate measures to address the issues,” he said. (kmb38)

In experiments on pigs, surgi-cal stitches made by autonomous robots were as good as, or better than, stitches made by skilled surgeons. The same may be true in humans, according to the study’s senior author.

“The main message is that by giving surgeons tools that are in-telligent, whether autonomous or semi-autonomous, you can make outcomes better,” said Dr. Peter Kim, of the Sheikh Zayed Institute

for Pediatric Surgical Innovation at Children’s National Health System in Washington, D.C.

Robotic surgery has become increasingly common in the U.S., but currently available robots still need to be operated by surgeons’ hands. Autonomous robots would be more consistent than humans, Kim told Reuters Health.

“No matter how steady a sur-geons hands are, there is always

some tremor,” he said.Using autonomous robots in

some of the 44.5 million soft-tissue surgeries in the U.S. each year might reduce human errors and improve efficiency, surgical time and access to quality surgeons, the researchers write in Science Translational Medicine.

To see if robots could success-fully complete surgical tasks on their own, the researchers created the Smart Tissue Autonomous Ro-bot (STAR), which consists of a robotic arm, suturing tool and imaging technologies.

The robot uses a computer

program informed by best surgical practices to determine where and how to place a stitch.

First, the researchers tested STAR’s ability to stitch together two pieces of tissue harvested from pigs. The autonomous robot gener-ally outperformed human surgeons and currently-available robots.

DENPASAR - Bali Mandara toll road manage-ment recently confirmed their plans to build a new operations office by backfilling 5.000 square meters of Benoa Bay, which they say is a facility that they need in order to be able to provide toll road services. News of the plan was conveyed by PT Jasamarga Bali Toll’s Public Relations officer Drajad Hari Suseno who was accompanied by Operations Divi-sion Head Ahmad Izzi on Tuesday (Apr .10).

“The location of the new office is included in the Letter of Development Determination (SP2LP) issued by the Governor of Bali. The office is an integral part of the toll road”, said Suseno, who added that it is the responsibility of the Director General of Highways for the Ministry of Public Works and Public Housing (PURR), to procure such an office space.

Since the proposed location for the new office is within the territory of the harbour but outside of the ‘master plan’ of the harbour, the Ministry of Public Works is required to send a letter to the Ministry of Transportation in regards to the plan. Such a letter was sent to the Ministry of Transportation on April 23rd, 2015 on the subject of the application for approval to the transfer of the status of the shallow water for utilization by the Nusa-Dua-Ngurah Rai-Benoa toll road.

The Ministry of Transportation replied to this let-ter with several stipulations including one that stated that the proposed reclamation must comply with the administrative and technical requirements of Gov-ernment Regulation No.74/2014 on the Amendment of Minister of Transportation Regulation No.PM 52/2011 on dredging and reclamation.

Meanwhile, the Ministry of Environment and Forestry requires that the management of the toll road prepare an addendum of the environmental impact analysis (Amdal) as well as an environmental management plan and environmental monitoring plan (RKL-RPL). The authority to assess the ad-dendum of the environmental impact analysis and RKL-RPL lies with the Audit Commission for Pro-vincial Environmental Impact Analysis. “Currently this process is still going on” he explained.

According to Suseno, if the addendum for the Amdal and RKL-RPL documents are approved, then the proposed project will obtain an ‘environment permit’ from the governor of Bali. However, even once that permit is obtained there are still a number of other processes that need to be gone through at the national level - particularly applying for permission to undertake reclamation in the harbour.

When interviewed separately, Governor of Bali, Made Mangku Pastika, said that he will double check about the location of the proposed construc-tion of the operations office for the Bali Mandara toll road, claiming that he was not aware of the details offhand.

Obviously, if this project were to be carried our in the area of Benoa Bay, that would indicate that this area falls under the jurisdiction of the central government given that it is the central government that has the authority to issue the permit for the preparation of the land - not the district or provincial government.

The agency now recommends that its preferred diagnostic test, called Zika virus RT-PCR, be conducted on urine collected less than 14 days after the individual suspected of hav-ing the disease starts experiencing symptoms.

The test should be performed in conjunction with blood testing if the specimens are collected less

than seven days after the onset of symptoms, the CDC said.

A positive result in either case provides adequate evidence of infec-tion, the agency said.

The CDC recommendations for Zika testing though blood and other procedures remain unchanged.

The World Health Organization (WHO) declared the Zika outbreak an international health emergency on Feb. 1.

The outbreak is affecting large parts of Latin America and the Caribbean, with Brazil the hardest hit so far.

U.S. health officials have con-

cluded that Zika infections in preg-nant women can cause microcephaly, a birth defect that can lead to severe developmental problems in babies. The virus is also linked to a host of other debilitating disorders. (rtr)

LONDON - Queen Elizabeth has been caught on camera saying Chinese officials were “very rude” to the British ambassador during a state visit to Britain by President Xi Jinping last year.

She made the comments at a garden party at Buckingham Palace on Tuesday, the same day that Britain’s prime minister, David Cameron, was filmed making undiplomatic remarks about Nigeria and Afghani-stan being corrupt countries.

His comments were especially awkward as he is hosting both coun-tries’ leaders at an anti-corruption conference in London on Thursday, while the queen’s comments are not helpful to the British government’s determined efforts to court Beijing to boost trade ties with China.

Under her constitutional role, the 90-year-old monarch never makes any politically or diplomatically sensitive comments in public, and it is rare for the content of her private conversations to be revealed.

In footage broadcast by the BBC, the queen is seen meeting senior police officer Lucy D’Orsi, who is introduced by an official as having been in charge of security during Xi’s visit in October last year.

“Oh, bad luck,” the queen says in response.D’Orsi then describes her dealings with Chinese officials as “quite

a testing time” and recounts that at one point they had walked out of a meeting and told her “the trip was off”.

The queen says: “They were very rude to the ambassador.”The BBC reported that in China, items about the queen’s remarks

were censored from its news bulletins.The Chinese authorities often censor items they object to from

foreign news bulletins, which can only be seen by very few people in China as foreign TV channels are only allowed in high-end hotels and a tiny number of select apartment buildings.

A spokeswoman for the queen said: “We do not comment on the queen’s private conversations. However, the Chinese state visit was extremely successful and all parties worked closely to ensure it pro-ceeded smoothly.”

Xi’s visit was full of pomp and ceremony, with Cameron and his finance minister George Osborne keen to impress the Chinese leader and present Britain as China’s firmest friend in Europe.

The queen has been careful to keep her views to herself during her 64-year reign, but several other members of Britain’s royal family have made undiplomatic comments about China in the past.

The queen’s husband, Prince Philip, warned some British students in China in the 1980s that they would get “slitty eyes” if they stayed there too long.

Her eldest son, heir-to-the-throne Prince Charles, has skipped two state banquets for Chinese guests in Britain, and described some Chi-nese officials in a journal that was leaked to the media as “appalling old waxworks”. (rtr)

The crackdown comes as Thai-land’s military government prepares to put a widely criticised military-written constitution to the public in August.

The military seized power in a May 2014 coup saying it had to end a bitter cycle of political unrest that had rocked Thailand since 2006 when the army ousted former prime minister Thaksin Shinawatra.

Rights groups say the junta has tightened its grip on power and severely repressed rights in the past year. It has jailed crit-ics, introduced new laws aimed at curbing freedom of speech, censored the media and restricted political debate.

The Universal Periodic Review (UPR) is a cyclical review of the hu-man rights record of the 193 United Nations member states.

Thailand, which was last re-viewed in 2011, is one of 14 coun-tries being questioned by the UPR working group in the current ses-sion, which ends on Friday.

“It will be a moment of shame for the Thai government at a major international forum where Thailand once was honoured and respected,” Sunai Phasuk, Thailand researcher for Human Rights Watch, told Reuters.

“I hope it will send a clear mes-sage back to Bangkok that they immediately have to reverse their course.”

Colonel Winthai Suvaree, a spokesman for the junta, said it wants the Thai delegation to “tell the truth about what is happening in Thailand”.

On April 27, troops arrested eight activists over Facebook com-

ments critical of the junta and the draft constitution.

The eight were released on bail on Tuesday.

Two of the eight face separate charges of royal insult. They were charged on Wednesday with insult-ing the revered monarchy in private Facebook messages, the latest in a growing number of royal insult charges under the junta.

“We have additionally charged them with royal defamation and computer crimes,” Police Lieuten-ant Colonel Chaiporn Nittayapat, who is in charge of the case, told Reuters.

Issues raised in documents seen by Reuters submitted to the U.N. by rights groups and U.N. member countries include the expansion of internal policing powers for the military and the use of military courts to try critics.

The announcement late Monday comes as Beijing struggles to reduce a glut of goods in an array of indus-tries and reverse an export decline that threatens to cause politically dangerous job losses. Its efforts so far have prompted complaints by European and U.S. steelmakers and others that it is violating free-trading pledges.

In its latest measures, the Cabinet promised more bank lending, an increase in tax rebates and support for export credit. Chinese exports contracted by 1.8 percent last month compared with the same period last year and are down 7.6 percent so far this year.

“The foreign trade situation is complicated and grim,” said the Cabinet statement. “Promoting

foreign trade to return to stability is important for economic stability and upgrading.”

Beijing is trying to shrink bloat-ed companies, many of them state-owned, in industries including steel, coal, glass, cement and aluminum in which supply exceeds demand. That has led to price-cutting wars and heavy losses.

Monday’s announcement follows a Cabinet announcement last month promising to boost steel exports with bank loans and other support. In March, Washington responded to a flood of low-cost steel from China by announced anti-dumping tariffs of up to 266 percent on some Chinese steelmakers.

WASHINGTON — U.S. employers posted the most open jobs in eight months in March, but total hiring slowed, providing a mixed picture of the labor market.

Job openings jumped 2.7 percent to 5.76 million, the most since July, the Labor Department said Tuesday. That may point to better hiring in the coming months. The number of available jobs rose in manufactur-ing; professional and business services, which includes engineering and management consulting; and government.

Yet hiring slowed to 5.3 million from 5.5 million. That suggests em-ployers became more reluctant to fill open positions, possibly because of slower economic growth from October through March.

The drop in hiring echoes a pullback that was reported last week, when the government said net hiring slowed in April. Yet the increase in job openings suggests that job gains could pick up again in the coming months.

On Friday, the government reported that job gains slowed to 160,000 in April, down from an average of 232,000 in the previous 12 months. Tuesday’s figures track total hiring and come from a report known as the Job Openings and Labor Turnover survey, or JOLTS. The monthly jobs report released last week calculates a net total of job gains after subtracting those who quit, retired or were laid off.

Hiring stayed healthy throughout the final three months of last year and this year’s first quarter, even as the economy faltered. It expanded at just a 1 percent annual pace from October through March.

The March JOLTS data also provides a preview of some trends that were apparent in April’s jobs report. For example, job openings and total hiring in the retail industry fell sharply in March, but so did layoffs. That meant that the net job gain in retail in March was 39,000.

But the fall-off in job openings that month presaged April’s net hiring figures, when retailers cut 3,100 jobs.

Separately, the number of people quitting their jobs ticked up to nearly 3 million in March, just below a recent peak of 3.1 million in December. Workers typically quit when they have another job lined up, usually for higher pay. So more quitting is generally a good sign for the economy.

SOLO — An endangered Sumatran elephant charged a woman who was taking photographs, trampling her to death Wednesday at a tourist spot on Indonesia’s island of Java. Veterinarian Octavia Warahapsari took care of two trained Sumatran el-ephants used for tourist treks at the Gajah Mungkur scenic reservoir in central Java.

Pardiyanto, an official at the reservoir, said one of the elephants charged Warahapsari while she was taking photographs in an open area. She ran but returned to retrieve her dropped cellphone. The elephant caught her in its trunk and threw her to the ground. The 25-year-old Warahapsari died of severe injuries.

“It was tragic,” said Pardiyanto, who goes by one name. “People saw this giant animal trample her but they could not do anything to help her,” he said.

Only 3,000 Sumatran elephants are believed to remain in the wild. They’re threatened by shrinking habitats and poaching.

The two elephants were brought to the reservoir from a zoo in a neighboring town last month to attract more visitors.(ap)

SURABAYA - Japan has honored ex-Indonesian education minister Mohammad Nuh by awarding him the Order of the Rising Sun in recognition of his significant contribution to strengthening ties between the higher education institutions of both countries.

The medal of honor was conferred by Prime Minister Shinzo Abe at the Imperial Palace in Tokyo, Nuh revealed in a press statement made available to ANTARA here, Wednesday.

The Japanese government believes that Nuh played an instrumental role in successfully repa-triating the remains of Japanese soldiers, who lost their lives in World War II in Indonesias Papua Province.

During Nuhs ministerial term from 2009 to 2014, his contribution to the formation of the Association of Japan-Indonesias University Rectors in 2012 was also acknowledged. Following the establishment of the association, the first meeting was held at the Nagoya University and was attended by the represen-tatives of the two countries universities, diplomats, and former president B.J. Habibie.

“Habibie was the keynote speaker at the first meet-ing,” Nuh remarked, adding that the Japanese gov-ernment believed that the increase in the number of Indonesian students learning Japanese language was also one of the results of his ministerial policies.

Nuh said the Japanese government had honored 20 people in 2016 for contributing significantly to boost-ing their countries relations with Japan. Eight of them were invited to visit Tokyo to receive the medals of honor, while 12 others were bestowed the honor at the Japanese embassies in their respective countries. Awarded the Nobel Peace Prize early in his presidency in 2009 in part for making nuclear nonproliferation a centerpiece of his agenda, Obama on May 27 will tour the site of the world’s first nuclear bombing with Japan’s Prime Minister Shinzo Abe.

With the end of his last term in office approaching in January, Obama will “high-light his continued commitment to pursuing the peace and security of a world without nuclear weapons,” the White House said in a statement.

“He will not revisit the decision to use the atomic bomb at the end of World War II. Instead, he will offer a forward-looking vision focused on our shared future,” Ben Rhodes, Obama’s deputy national security adviser, wrote in a separate blog.

The visit comes as part of a May 21-28 swing through Asia, which will include a Group of Seven summit in Japan and his first trip to Vietnam. The Asia trip seeks to reinforce his geopolitical “pivot” toward the region, though friends and allies there have sometimes questioned Washington’s commitment.

The Hiroshima tour will symbolize a new level of reconciliation between former wartime enemies who are now close allies. It will also underscore Obama’s efforts to improve U.S.-Japan ties, marked by an Asia-Pacific trade pact as well as coop-eration against China’s pursuit of maritime claims and the nuclear threat from North Korea.

On the final day of the summit in Japan,

Obama and Abe will visit the Hiroshima Peace Memorial Park near the spot where a U.S. warplane dropped an atomic bomb 71 years ago.

The decision to go to Hiroshima was hotly debated within the White House. There were concerns a U.S. presidential visit would be heavily criticized in the Unit-ed States if it were seen as an apology.

The bomb dropped on Aug. 6, 1945 killed thousands of people instantly and about 140,000 by the end of that year. An-other was dropped on Nagasaki on Aug. 9, and Japan surrendered six days later.

The majority of Americans view the bombing of Hiroshima and Nagasaki as justified to end the war and save U.S lives. Most Japanese see it as unjustified.

Obama’s press secretary Josh Earnest said it was “an entirely legitimate line of inquiry for historians” when asked why the White House had decided not to use his Hiroshima visit to issue an apology. (rtr)

WASHINGTON - Barack Obama will become the first U.S. president to visit Hiroshima in Japan later this month, but he will not apologize for the United States’ dropping of an atomic bomb on the city at the end of World War Two, the White House said on Tuesday.

Despite being the legal basis for the case against her, however, impeachment has turned into a referendum on Rousseff’s leadership. Brazil is beset by a bevy of cor-ruption scandals connected to her Worker’s Party and is struggling with its worst reces-sion since the 1930s. The president also is criticized for an inability to negotiate with other politicians in a country where per-sonal relationships are paramount.

Rousseff, a former Marxist guerrilla group member who became an establish-ment insider, rode the coattails of her once wildly popular mentor and predecessor as president, Luiz Inacio Lula da Silva, to win the presidency in 2010. Things were fine as the region’s largest economy roared, and in 2014 she was re-elected with 51 percent of the vote.

But at the same time that prices for com-modities that are the lifeblood of Brazil’s emerging economy started tumbling, inves-tigators began uncovering a multibillion-dollar kickback scheme at Petrobras, the state oil company. Worst of all for Rous-seff, many of the people implicated are top officials in her party. The continuing probe has led to the conviction of dozens of the country’s elite, from politicians to the former president of Obredecht, a major construction firm.

While Rousseff hasn’t been accused of wrongdoing, many Brazilians hold her accountable because much of the alleged corruption happened during her administra-tions and those of Silva. The popularity of both has plunged.

Rousseff was chief of staff during Silva’s second term and before that she was minis-ter of mines and energy, positions where she was in a position to know about the wide-spread graft at Petrobras, her critics say.

“The people involved abused and took advantage of the opportunity to steal money in an absurd way,” said Tiago Gomes da Silva, a 33-year-old standing in line at an unemployment office in Rio de Janeiro. “This had to come to an end. And the actual government is directly linked to this.”

As details of the corruption have emerged the last two years, the economy has contin-ued downward. Gross domestic product is expected to contract 3.6 percent this year after an equally bad 2015. Both inflation and unemployment are around 10 percent and announcements of closures, from local factories to multinational chains like Wal-Mart, have become commonplace.

“The problem in Brazil was the infla-tion,” Carlos Antonio Porto Goncalves, economics professor at the Getulio Vargas Foundation, said of Rousseff’s first years as president. “And the government, to fight inflation, raised interest rates to extremely high levels so demand decreased, and the recession came.”

Mixed into it all has been Rousseff’s inability to work with others. She is known for bluntness, and she doesn’t have the charisma or back-slapping chumminess that analysts say is often necessary to build consensus and make deals.

“She is a woman with a knife in her boot,” said Alexandre Barros, a political consultant in Brasilia, using a popular phrase in Portuguese to describe tough women. “But she is not a politician.” (ap)

MONTREAL- The World Anti-Doping Agency (WADA) is to investigate Russian doping allega-tions relating to the 2014 Winter Olympic Games in Sochi, WADA said on Tuesday.

The allegations were broadcast on Sunday on CBS 60 minutes.

“WADA will probe these new allegations immediately,” WADA President Craig Reedie said in a statement.

“The claims made in the program offer real cause for concern, as they contain new allegations regarding attempts to subvert the anti-doping process at the Sochi Games.”

Russian athletes were banned from international competition last year after a WADA commission report revealed widespread doping and corruption in the sport.

They will not be allowed to com-pete in this year’s Olympic Games in Rio de Janeiro unless the suspen-sion is lifted by the IAAF, the ruling body of world athletics.

The WADA announcement on Tuesday followed a string of in-terviews, including one to Reuters, given by whistleblower Vitaly

Stepanov.He said he tapped conversations

of the former head of Russia’s drug-testing laboratory saying that at least four Russian gold medal winners at the 2014 Olympics were using steroids.

Stepanov and his wife Yuliya, a Russian international runner who was once banned for doping, were the whistleblowers who provided key evidence which led to the estab-lishment of a WADA independent commission.

That uncovered widespread dop-ing in Russia and led to the country being banned from all athletics competition.

The Russian Sports Ministry said it was concerned about the allegations.

“The government has to fight against doping and we are doing everything to do that,” R-Sport news agency quoted Natalia Zhel-anova, anti-doping adviser to Rus-sian Sports Minister Vitaly Mutko, as saying.

“We are not saying there is no doping in Russia, it is a global problem,” she added. (rtr)

MELBOURNE - Pol ish swimmer Michal Zawadka has been slapped with a four-year ban for flunking a dope test in Sydney last September, the Australian Sports Anti-Doping Authority (ASADA) said on Wednesday.

Zawadka, whose sample tested positive for anabolic steroid clenbuterol and stimulant meth-ylhexaneamine during the New

South Wales Short Course Cham-pionships, was banned by Swim-ming Australia which oversaw the tests.

“Zawadka waived his right to a hearing and as a result, accepted the mandatory four year sanc-tion,” the ASADA said, adding that the suspension will be back-dated to Nov. 11, 2015.

“This means he is ineligible to participate, as an athlete or

support person, in any sports that have adopted a World Anti-Doping Agency compliant anti-doping policy until 12 November 2019.”

West Ham co-owner David Sullivan said that United was to blame for not arriving earlier for such a high-profile contest. “Man United should have got here at 4pm. They know it’s our last game,” Sullivan said. “They had the same problem at Tottenham a few weeks ago.”

The win ensured that West Ham remains in sixth place, meaning that a win against Stoke this weekend would secure Europa League foot-ball for its first season at the club’s new home.

LEiCESTER CiTY will discuss a possible contract extension with manager Claudio Ranieri at the end of the season as a reward for his role in the club’s maiden Premier League title victory, vice-chairman Aiyawatt Srivaddhanaprabha has said.

Italian Ranieri took over from Nigel Pearson on a three-year contract in July and Leicester are keen to offer him improved terms and tie him down to a long-term deal in the wake of his spectacular achievement.

“At the end of the season we will talk about that (extending Ra-nieri’s contract) with him,” Srivad-dhanaprabha told British media.

“We will sit down together and when we talk about something, it’s long term, not just until September. I like people to work for me when they are happy and enjoy working with the group of people.”

Srivaddhanaprabha, son of Le-icester’s billionaire Thai owner Vichai, reiterated the club’s commit-ment to keeping their best players and strengthening the squad in the close season.

Speculation has mounted in the

days following Leicester’s remark-able title triumph that the likes of midfielder Riyad Mahrez, midfield enforcer N’Golo Kante and top scorer Jamie Vardy may be lured away by bigger rivals in England or Europe.

MEXiCO CiTY — The 2026 World Cup hosts will be decided in a FIFA vote in 2020 after bidding countries will undergo stringent new checks on their suitability to stage the soccer showpiece.

The governing body pledged to beef up the rules after the tainted dual votes in 2010 for the 2018 and 2022 World Cups set off years of scandals that culminated in Sepp Blatter being forced out of the presidency.

FIFA is yet to settle on the format for the 2026 tournament or which countries will be eligible to be hosts.

FIFA’s ruling council decided Tuesday that by October there should be a decision on whether FIFA President Gianni Infantino can honor an election manifesto pledge and expand the World Cup from 32 to 40 teams.

With Africa, South America, Europe and Asia hosting the World Cups before 2026, it had been widely accepted that it should be North America’s turn for the first time since 1994. A joint bid between the United States, Canada and Mexico has been mooted. A FIFA statement

said there would also be a review on whether to allow joint bids and the “eligibility of confedera-tions.”

Bidders are set to be subject to

human rights regulations that FIFA plans to codify during a bidding consultation process that will last until next May. FIFA’s newfound commitment to human rights follows criticism about working conditions in 2022 World Cup host Qatar.

The consultation phase will also firm up rules that will see bidders excluded if they do not meet “technical requirements,” FIFA said. There was criticism that FIFA’s executive committee dis-regarded a report that highlighted the dangers posed by the summer heat in Qatar by voting for the Gulf nation in 2010.

FIFA expects to complete the strategy and consultation phase by next May before a bid prepa-ration phase between June 2017 and December 2018. Bids will be evaluated between January 2019 and February 2020 and the vote — originally planned for 2017 before FIFA was beset by corrup-tion scandals — will be staged in May 2020.

Unlike past votes, the entire FIFA membership, which is cur-rently 209 nations, will decide the hosts at a congress. (ap)

tinted windows of the bus, while im-ages on social media showed United players cowering inside the bus.

West Ham released a statement Wednesday saying the actions of some supporters “was not acceptable and we will work with the police to identify those responsible and ban them for life.” The Football Asso-ciation is investigating the incident. (ap)

West Ham co-owner David Sullivan said that United was to blame for not arriving earlier for such a high-profile contest. “Man United should have got here at 4pm. They know it’s our last game,” Sullivan said. “They had the same problem at Tottenham a few weeks ago.”

LEiCESTER CiTY will discuss a possible contract extension with manager Claudio Ranieri at the end of the season as a reward for his role in the club’s maiden Premier League title victory, vice-chairman Aiyawatt Srivaddhanaprabha has said.

Italian Ranieri took over from Nigel Pearson on a three-year contract in July and Leicester are keen to offer him improved terms and tie him down to a long-term deal in the wake of his spectacular achievement.

“At the end of the season we will talk about that (extending Ra-nieri’s contract) with him,” Srivad-dhanaprabha told British media.

“We will sit down together and when we talk about something, it’s long term, not just until September. I like people to work for me when they are happy and enjoy working with the group of people.”

Srivaddhanaprabha, son of Le-icester’s billionaire Thai owner Vichai, reiterated the club’s commit-ment to keeping their best players and strengthening the squad in the close season.

Speculation has mounted in the

days following Leicester’s remark-able title triumph that the likes of midfielder Riyad Mahrez, midfield enforcer N’Golo Kante and top scorer Jamie Vardy may be lured away by bigger rivals in England or Europe.

MEXiCO CiTY — The 2026 World Cup hosts will be decided in a FIFA vote in 2020 after bidding countries will undergo stringent new checks on their suitability to stage the soccer showpiece.

The governing body pledged to beef up the rules after the tainted dual votes in 2010 for the 2018 and 2022 World Cups set off years of scandals that culminated in Sepp Blatter being forced out of the presidency.

FIFA is yet to settle on the format for the 2026 tournament or which countries will be eligible to be hosts.

FIFA’s ruling council decided Tuesday that by October there should be a decision on whether FIFA President Gianni Infantino can honor an election manifesto pledge and expand the World Cup from 32 to 40 teams.

With Africa, South America, Europe and Asia hosting the World Cups before 2026, it had been widely accepted that it should be North America’s turn for the first time since 1994. A joint bid between the United States, Canada and Mexico has been mooted. A FIFA statement

said there would also be a review on whether to allow joint bids and the “eligibility of confedera-tions.”

Bidders are set to be subject to

human rights regulations that FIFA plans to codify during a bidding consultation process that will last until next May. FIFA’s newfound commitment to human rights follows criticism about working conditions in 2022 World Cup host Qatar.

The consultation phase will also firm up rules that will see bidders excluded if they do not meet “technical requirements,” FIFA said. There was criticism that FIFA’s executive committee dis-regarded a report that highlighted the dangers posed by the summer heat in Qatar by voting for the Gulf nation in 2010.

FIFA expects to complete the strategy and consultation phase by next May before a bid prepa-ration phase between June 2017 and December 2018. Bids will be evaluated between January 2019 and February 2020 and the vote — originally planned for 2017 before FIFA was beset by corrup-tion scandals — will be staged in May 2020.

Unlike past votes, the entire FIFA membership, which is cur-rently 209 nations, will decide the hosts at a congress. (ap)

LONDON — West Ham says the club will ban for life any fans found responsible for attacking Manchester United’s team bus before an English Premier League match.

Objects were thrown at the bus as it reached West Ham’s Upton Park on Tuesday for the club’s last game there before moving to the Olympic Stadium next season. Video footage showed damage to sections of the

tinted windows of the bus, while im-ages on social media showed United players cowering inside the bus.

West Ham released a statement Wednesday saying the actions of some supporters “was not acceptable and we will work with the police to identify those responsible and ban them for life.” The Football Asso-ciation is investigating the incident. (ap)

MONTREAL- The World Anti-Doping Agency (WADA) is to investigate Russian doping allega-tions relating to the 2014 Winter Olympic Games in Sochi, WADA said on Tuesday.

The allegations were broadcast on Sunday on CBS 60 minutes.

“WADA will probe these new allegations immediately,” WADA President Craig Reedie said in a statement.

“The claims made in the program offer real cause for concern, as they contain new allegations regarding attempts to subvert the anti-doping process at the Sochi Games.”

Russian athletes were banned from international competition last year after a WADA commission report revealed widespread doping and corruption in the sport.

They will not be allowed to com-pete in this year’s Olympic Games in Rio de Janeiro unless the suspen-sion is lifted by the IAAF, the ruling body of world athletics.

The WADA announcement on Tuesday followed a string of in-terviews, including one to Reuters, given by whistleblower Vitaly

Stepanov.He said he tapped conversations

of the former head of Russia’s drug-testing laboratory saying that at least four Russian gold medal winners at the 2014 Olympics were using steroids.

Stepanov and his wife Yuliya, a Russian international runner who was once banned for doping, were the whistleblowers who provided key evidence which led to the estab-lishment of a WADA independent commission.

That uncovered widespread dop-ing in Russia and led to the country being banned from all athletics competition.

The Russian Sports Ministry said it was concerned about the allegations.

“The government has to fight against doping and we are doing everything to do that,” R-Sport news agency quoted Natalia Zhel-anova, anti-doping adviser to Rus-sian Sports Minister Vitaly Mutko, as saying.

“We are not saying there is no doping in Russia, it is a global problem,” she added. (rtr)

MELBOURNE - Pol ish swimmer Michal Zawadka has been slapped with a four-year ban for flunking a dope test in Sydney last September, the Australian Sports Anti-Doping Authority (ASADA) said on Wednesday.

Zawadka, whose sample tested positive for anabolic steroid clenbuterol and stimulant meth-ylhexaneamine during the New

South Wales Short Course Cham-pionships, was banned by Swim-ming Australia which oversaw the tests.

“Zawadka waived his right to a hearing and as a result, accepted the mandatory four year sanc-tion,” the ASADA said, adding that the suspension will be back-dated to Nov. 11, 2015.

“This means he is ineligible to participate, as an athlete or

support person, in any sports that have adopted a World Anti-Doping Agency compliant anti-doping policy until 12 November 2019.”

Awarded the Nobel Peace Prize early in his presidency in 2009 in part for making nuclear nonproliferation a centerpiece of his agenda, Obama on May 27 will tour the site of the world’s first nuclear bombing with Japan’s Prime Minister Shinzo Abe.

With the end of his last term in office approaching in January, Obama will “high-light his continued commitment to pursuing the peace and security of a world without nuclear weapons,” the White House said in a statement.

“He will not revisit the decision to use the atomic bomb at the end of World War II. Instead, he will offer a forward-looking vision focused on our shared future,” Ben Rhodes, Obama’s deputy national security adviser, wrote in a separate blog.

The visit comes as part of a May 21-28 swing through Asia, which will include a Group of Seven summit in Japan and his first trip to Vietnam. The Asia trip seeks to reinforce his geopolitical “pivot” toward the region, though friends and allies there have sometimes questioned Washington’s commitment.

The Hiroshima tour will symbolize a new level of reconciliation between former wartime enemies who are now close allies. It will also underscore Obama’s efforts to improve U.S.-Japan ties, marked by an Asia-Pacific trade pact as well as coop-eration against China’s pursuit of maritime claims and the nuclear threat from North Korea.

On the final day of the summit in Japan,

Obama and Abe will visit the Hiroshima Peace Memorial Park near the spot where a U.S. warplane dropped an atomic bomb 71 years ago.

The decision to go to Hiroshima was hotly debated within the White House. There were concerns a U.S. presidential visit would be heavily criticized in the Unit-ed States if it were seen as an apology.

The bomb dropped on Aug. 6, 1945 killed thousands of people instantly and about 140,000 by the end of that year. An-other was dropped on Nagasaki on Aug. 9, and Japan surrendered six days later.

The majority of Americans view the bombing of Hiroshima and Nagasaki as justified to end the war and save U.S lives. Most Japanese see it as unjustified.

Obama’s press secretary Josh Earnest said it was “an entirely legitimate line of inquiry for historians” when asked why the White House had decided not to use his Hiroshima visit to issue an apology. (rtr)

WASHINGTON - Barack Obama will become the first U.S. president to visit Hiroshima in Japan later this month, but he will not apologize for the United States’ dropping of an atomic bomb on the city at the end of World War Two, the White House said on Tuesday.

Despite being the legal basis for the case against her, however, impeachment has turned into a referendum on Rousseff’s leadership. Brazil is beset by a bevy of cor-ruption scandals connected to her Worker’s Party and is struggling with its worst reces-sion since the 1930s. The president also is criticized for an inability to negotiate with other politicians in a country where per-sonal relationships are paramount.

Rousseff, a former Marxist guerrilla group member who became an establish-ment insider, rode the coattails of her once wildly popular mentor and predecessor as president, Luiz Inacio Lula da Silva, to win the presidency in 2010. Things were fine as the region’s largest economy roared, and in 2014 she was re-elected with 51 percent of the vote.

But at the same time that prices for com-modities that are the lifeblood of Brazil’s emerging economy started tumbling, inves-tigators began uncovering a multibillion-dollar kickback scheme at Petrobras, the state oil company. Worst of all for Rous-seff, many of the people implicated are top officials in her party. The continuing probe has led to the conviction of dozens of the country’s elite, from politicians to the former president of Obredecht, a major construction firm.

While Rousseff hasn’t been accused of wrongdoing, many Brazilians hold her accountable because much of the alleged corruption happened during her administra-tions and those of Silva. The popularity of both has plunged.

Rousseff was chief of staff during Silva’s second term and before that she was minis-ter of mines and energy, positions where she was in a position to know about the wide-spread graft at Petrobras, her critics say.

“The people involved abused and took advantage of the opportunity to steal money in an absurd way,” said Tiago Gomes da Silva, a 33-year-old standing in line at an unemployment office in Rio de Janeiro. “This had to come to an end. And the actual government is directly linked to this.”

As details of the corruption have emerged the last two years, the economy has contin-ued downward. Gross domestic product is expected to contract 3.6 percent this year after an equally bad 2015. Both inflation and unemployment are around 10 percent and announcements of closures, from local factories to multinational chains like Wal-Mart, have become commonplace.

“The problem in Brazil was the infla-tion,” Carlos Antonio Porto Goncalves, economics professor at the Getulio Vargas Foundation, said of Rousseff’s first years as president. “And the government, to fight inflation, raised interest rates to extremely high levels so demand decreased, and the recession came.”

Mixed into it all has been Rousseff’s inability to work with others. She is known for bluntness, and she doesn’t have the charisma or back-slapping chumminess that analysts say is often necessary to build consensus and make deals.

“She is a woman with a knife in her boot,” said Alexandre Barros, a political consultant in Brasilia, using a popular phrase in Portuguese to describe tough women. “But she is not a politician.” (ap)

The announcement late Monday comes as Beijing struggles to reduce a glut of goods in an array of indus-tries and reverse an export decline that threatens to cause politically dangerous job losses. Its efforts so far have prompted complaints by European and U.S. steelmakers and others that it is violating free-trading pledges.

In its latest measures, the Cabinet promised more bank lending, an increase in tax rebates and support for export credit. Chinese exports contracted by 1.8 percent last month compared with the same period last year and are down 7.6 percent so far this year.

“The foreign trade situation is complicated and grim,” said the Cabinet statement. “Promoting

foreign trade to return to stability is important for economic stability and upgrading.”

Beijing is trying to shrink bloat-ed companies, many of them state-owned, in industries including steel, coal, glass, cement and aluminum in which supply exceeds demand. That has led to price-cutting wars and heavy losses.

Monday’s announcement follows a Cabinet announcement last month promising to boost steel exports with bank loans and other support. In March, Washington responded to a flood of low-cost steel from China by announced anti-dumping tariffs of up to 266 percent on some Chinese steelmakers.

Britain’s government faces pres-sure to act after Tata Steel cited

low-cost Chinese competition when it announced plans in April to sell money-losing operations there that employ 20,000 people.

Elsewhere in Europe, steelwork-ers have protested in Brussels out-side the European Union headquar-ters. Also in April, China pushed back against its trading partners, announcing anti-dumping duties on steel from the European Union, Japan and South Korea.

Monday’s announcement also said Beijing will support companies in setting up foreign distribution cen-ters and other sales infrastructure and shifting some operations abroad.

As part of the campaign to reduce overcapacity, China’s minister of human resources announced plans in February to eliminate 1.8 mil-lion jobs in coal and steel. Beijing announced a 100 billion yuan ($15 billion) fund to help laid-off workers find jobs. Plans for other industries have yet to be announced.(ap)

WASHINGTON — U.S. employers posted the most open jobs in eight months in March, but total hiring slowed, providing a mixed picture of the labor market.

Job openings jumped 2.7 percent to 5.76 million, the most since July, the Labor Department said Tuesday. That may point to better hiring in the coming months. The number of available jobs rose in manufactur-ing; professional and business services, which includes engineering and management consulting; and government.

Yet hiring slowed to 5.3 million from 5.5 million. That suggests em-ployers became more reluctant to fill open positions, possibly because of slower economic growth from October through March.

The drop in hiring echoes a pullback that was reported last week, when the government said net hiring slowed in April. Yet the increase in job openings suggests that job gains could pick up again in the coming months.

On Friday, the government reported that job gains slowed to 160,000 in April, down from an average of 232,000 in the previous 12 months. Tuesday’s figures track total hiring and come from a report known as the Job Openings and Labor Turnover survey, or JOLTS. The monthly jobs report released last week calculates a net total of job gains after subtracting those who quit, retired or were laid off.

Hiring stayed healthy throughout the final three months of last year and this year’s first quarter, even as the economy faltered. It expanded at just a 1 percent annual pace from October through March.

The March JOLTS data also provides a preview of some trends that were apparent in April’s jobs report. For example, job openings and total hiring in the retail industry fell sharply in March, but so did layoffs. That meant that the net job gain in retail in March was 39,000.

But the fall-off in job openings that month presaged April’s net hiring figures, when retailers cut 3,100 jobs.

Separately, the number of people quitting their jobs ticked up to nearly 3 million in March, just below a recent peak of 3.1 million in December. Workers typically quit when they have another job lined up, usually for higher pay. So more quitting is generally a good sign for the economy.

SOLO — An endangered Sumatran elephant charged a woman who was taking photographs, trampling her to death Wednesday at a tourist spot on Indonesia’s island of Java. Veterinarian Octavia Warahapsari took care of two trained Sumatran el-ephants used for tourist treks at the Gajah Mungkur scenic reservoir in central Java.

Pardiyanto, an official at the reservoir, said one of the elephants charged Warahapsari while she was taking photographs in an open area. She ran but returned to retrieve her dropped cellphone. The elephant caught her in its trunk and threw her to the ground. The 25-year-old Warahapsari died of severe injuries.

“It was tragic,” said Pardiyanto, who goes by one name. “People saw this giant animal trample her but they could not do anything to help her,” he said.

Only 3,000 Sumatran elephants are believed to remain in the wild. They’re threatened by shrinking habitats and poaching.

The two elephants were brought to the reservoir from a zoo in a neighboring town last month to attract more visitors.(ap)

SURABAYA - Japan has honored ex-Indonesian education minister Mohammad Nuh by awarding him the Order of the Rising Sun in recognition of his significant contribution to strengthening ties between the higher education institutions of both countries.

The medal of honor was conferred by Prime Minister Shinzo Abe at the Imperial Palace in Tokyo, Nuh revealed in a press statement made available to ANTARA here, Wednesday.

The Japanese government believes that Nuh played an instrumental role in successfully repa-triating the remains of Japanese soldiers, who lost their lives in World War II in Indonesias Papua Province.

During Nuhs ministerial term from 2009 to 2014, his contribution to the formation of the Association of Japan-Indonesias University Rectors in 2012 was also acknowledged. Following the establishment of the association, the first meeting was held at the Nagoya University and was attended by the represen-tatives of the two countries universities, diplomats, and former president B.J. Habibie.

“Habibie was the keynote speaker at the first meet-ing,” Nuh remarked, adding that the Japanese gov-ernment believed that the increase in the number of Indonesian students learning Japanese language was also one of the results of his ministerial policies.

Nuh said the Japanese government had honored 20 people in 2016 for contributing significantly to boost-ing their countries relations with Japan. Eight of them were invited to visit Tokyo to receive the medals of honor, while 12 others were bestowed the honor at the Japanese embassies in their respective countries. The eight recipients were from Indonesia, India, Turkey, Sweden, Thailand, and Mexico.(ant)

LONDON - Queen Elizabeth has been caught on camera saying Chinese officials were “very rude” to the British ambassador during a state visit to Britain by President Xi Jinping last year.

She made the comments at a garden party at Buckingham Palace on Tuesday, the same day that Britain’s prime minister, David Cameron, was filmed making undiplomatic remarks about Nigeria and Afghani-stan being corrupt countries.

His comments were especially awkward as he is hosting both coun-tries’ leaders at an anti-corruption conference in London on Thursday, while the queen’s comments are not helpful to the British government’s determined efforts to court Beijing to boost trade ties with China.

Under her constitutional role, the 90-year-old monarch never makes any politically or diplomatically sensitive comments in public, and it is rare for the content of her private conversations to be revealed.

In footage broadcast by the BBC, the queen is seen meeting senior police officer Lucy D’Orsi, who is introduced by an official as having been in charge of security during Xi’s visit in October last year.

“Oh, bad luck,” the queen says in response.D’Orsi then describes her dealings with Chinese officials as “quite

a testing time” and recounts that at one point they had walked out of a meeting and told her “the trip was off”.

The queen says: “They were very rude to the ambassador.”The BBC reported that in China, items about the queen’s remarks

were censored from its news bulletins.The Chinese authorities often censor items they object to from

foreign news bulletins, which can only be seen by very few people in China as foreign TV channels are only allowed in high-end hotels and a tiny number of select apartment buildings.

A spokeswoman for the queen said: “We do not comment on the queen’s private conversations. However, the Chinese state visit was extremely successful and all parties worked closely to ensure it pro-ceeded smoothly.”

Xi’s visit was full of pomp and ceremony, with Cameron and his finance minister George Osborne keen to impress the Chinese leader and present Britain as China’s firmest friend in Europe.

The queen has been careful to keep her views to herself during her 64-year reign, but several other members of Britain’s royal family have made undiplomatic comments about China in the past.

The queen’s husband, Prince Philip, warned some British students in China in the 1980s that they would get “slitty eyes” if they stayed there too long.

Her eldest son, heir-to-the-throne Prince Charles, has skipped two state banquets for Chinese guests in Britain, and described some Chi-nese officials in a journal that was leaked to the media as “appalling old waxworks”. (rtr)

The crackdown comes as Thai-land’s military government prepares to put a widely criticised military-written constitution to the public in August.

The military seized power in a May 2014 coup saying it had to end a bitter cycle of political unrest that had rocked Thailand since 2006 when the army ousted former prime minister Thaksin Shinawatra.

Rights groups say the junta has tightened its grip on power and severely repressed rights in the past year. It has jailed crit-ics, introduced new laws aimed at curbing freedom of speech, censored the media and restricted political debate.

The Universal Periodic Review (UPR) is a cyclical review of the hu-man rights record of the 193 United Nations member states.

Thailand, which was last re-viewed in 2011, is one of 14 coun-tries being questioned by the UPR working group in the current ses-sion, which ends on Friday.

“It will be a moment of shame for the Thai government at a major international forum where Thailand once was honoured and respected,” Sunai Phasuk, Thailand researcher for Human Rights Watch, told Reuters.

“I hope it will send a clear mes-sage back to Bangkok that they immediately have to reverse their course.”

Colonel Winthai Suvaree, a spokesman for the junta, said it wants the Thai delegation to “tell the truth about what is happening in Thailand”.

On April 27, troops arrested eight activists over Facebook com-

ments critical of the junta and the draft constitution.

The eight were released on bail on Tuesday.

Two of the eight face separate charges of royal insult. They were charged on Wednesday with insult-ing the revered monarchy in private Facebook messages, the latest in a growing number of royal insult charges under the junta.

“We have additionally charged them with royal defamation and computer crimes,” Police Lieuten-ant Colonel Chaiporn Nittayapat, who is in charge of the case, told Reuters.

Issues raised in documents seen by Reuters submitted to the U.N. by rights groups and U.N. member countries include the expansion of internal policing powers for the military and the use of military courts to try critics.

In experiments on pigs, surgi-cal stitches made by autonomous robots were as good as, or better than, stitches made by skilled surgeons. The same may be true in humans, according to the study’s senior author.

“The main message is that by giving surgeons tools that are in-telligent, whether autonomous or semi-autonomous, you can make outcomes better,” said Dr. Peter Kim, of the Sheikh Zayed Institute

for Pediatric Surgical Innovation at Children’s National Health System in Washington, D.C.

Robotic surgery has become increasingly common in the U.S., but currently available robots still need to be operated by surgeons’ hands. Autonomous robots would be more consistent than humans, Kim told Reuters Health.

“No matter how steady a sur-geons hands are, there is always

some tremor,” he said.Using autonomous robots in

some of the 44.5 million soft-tissue surgeries in the U.S. each year might reduce human errors and improve efficiency, surgical time and access to quality surgeons, the researchers write in Science Translational Medicine.

To see if robots could success-fully complete surgical tasks on their own, the researchers created the Smart Tissue Autonomous Ro-bot (STAR), which consists of a robotic arm, suturing tool and imaging technologies.

The robot uses a computer

program informed by best surgical practices to determine where and how to place a stitch.

First, the researchers tested STAR’s ability to stitch together two pieces of tissue harvested from pigs. The autonomous robot gener-ally outperformed human surgeons and currently-available robots.

Then the investigators com-pared the skills of STAR and human surgeons for reconnecting an interrupted intestine in live pigs. The outcomes of the opera-tions by STAR were consistent with the outcomes of a skilled surgeon.

Autonomous robotic surgery still a long way to go before it’s ready for prime time, however.

Dr. Keith Lillemoe, chief of surgery at Massachusetts Gen-eral Hospital in Boston, said the technology needs to be tested in a variety of models.

“It’s something that’s clearly exciting, but we need to see more evidence,” said Lillemoe, who was not involved in the new study.

Even if evidence shows technol-ogy to be just as good as traditional surgery, people will need to factor in the cost of autonomous surgery, he said. (rtr)

All of these ideas are commitment of the Denpasar Mayor I.B. Rai Dhar-mawijaya Mantra wishing to realize the sanitation of Denpasar overall both on land and in the river. Everything must be done together and it does not only rely on the role of the government. Participa-tion of local environment and the com-munity is needed to routinely maintain the sanitation along the river to keep it beautiful and wonderful.

The Public Works Agency has planned the arrangement of river bank in a sustainable manner. It poses an asset that can be arranged for a new recreation spot in the middle of the hustles and bustles of Denpasar City. (kmb12)

DENPASAR - Bali Mandara toll road manage-ment recently confirmed their plans to build a new operations office by backfilling 5.000 square meters of Benoa Bay, which they say is a facility that they need in order to be able to provide toll road services. News of the plan was conveyed by PT Jasamarga Bali Toll’s Public Relations officer Drajad Hari Suseno who was accompanied by Operations Divi-sion Head Ahmad Izzi on Tuesday (Apr .10).

“The location of the new office is included in the Letter of Development Determination (SP2LP) issued by the Governor of Bali. The office is an integral part of the toll road”, said Suseno, who added that it is the responsibility of the Director General of Highways for the Ministry of Public Works and Public Housing (PURR), to procure such an office space.

Since the proposed location for the new office is within the territory of the harbour but outside of the ‘master plan’ of the harbour, the Ministry of Public Works is required to send a letter to the Ministry of Transportation in regards to the plan. Such a letter was sent to the Ministry of Transportation on April 23rd, 2015 on the subject of the application for approval to the transfer of the status of the shallow water for utilization by the Nusa-Dua-Ngurah Rai-Benoa toll road.

The Ministry of Transportation replied to this let-ter with several stipulations including one that stated that the proposed reclamation must comply with the administrative and technical requirements of Gov-ernment Regulation No.74/2014 on the Amendment of Minister of Transportation Regulation No.PM 52/2011 on dredging and reclamation.

Meanwhile, the Ministry of Environment and Forestry requires that the management of the toll road prepare an addendum of the environmental impact analysis (Amdal) as well as an environmental management plan and environmental monitoring plan (RKL-RPL). The authority to assess the ad-dendum of the environmental impact analysis and RKL-RPL lies with the Audit Commission for Pro-vincial Environmental Impact Analysis. “Currently this process is still going on” he explained.

According to Suseno, if the addendum for the Amdal and RKL-RPL documents are approved, then the proposed project will obtain an ‘environment permit’ from the governor of Bali. However, even once that permit is obtained there are still a number of other processes that need to be gone through at the national level - particularly applying for permission to undertake reclamation in the harbour.

When interviewed separately, Governor of Bali, Made Mangku Pastika, said that he will double check about the location of the proposed construc-tion of the operations office for the Bali Mandara toll road, claiming that he was not aware of the details offhand.

Obviously, if this project were to be carried our in the area of Benoa Bay, that would indicate that this area falls under the jurisdiction of the central government given that it is the central government that has the authority to issue the permit for the preparation of the land - not the district or provincial government.

“Just wait a minute, I will check it again. Well, I do not want to make a mistake, I forget. Frankly speak-ing, I forget the details so please do not question me on the matter”, said the Governor. (kmb32)

Centers for Disease Control and Pre-vention updated its diagnostic testing guidelines for the Zika virus on Tues-day, based on early data showing that it can be found at higher levels or last longer in urine than in blood.

The agency now recommends that its preferred diagnostic test, called Zika virus RT-PCR, be conducted on urine collected less than 14 days after the individual suspected of hav-ing the disease starts experiencing symptoms.

The test should be performed in conjunction with blood testing if the specimens are collected less

than seven days after the onset of symptoms, the CDC said.

A positive result in either case provides adequate evidence of infec-tion, the agency said.

The CDC recommendations for Zika testing though blood and other procedures remain unchanged.

The World Health Organization (WHO) declared the Zika outbreak an international health emergency on Feb. 1.

The outbreak is affecting large parts of Latin America and the Caribbean, with Brazil the hardest hit so far.

U.S. health officials have con-

cluded that Zika infections in preg-nant women can cause microcephaly, a birth defect that can lead to severe developmental problems in babies. The virus is also linked to a host of other debilitating disorders. (rtr)

The CCTVs that will be used are sophisticated devices using fiber-optic networks, so that the images that are transferred will be very clear and not affected by climate. In contrast to the CCTV used by the Municipality of Surabaya that use a wireless network and thus depend

on signal quality, the surveillance cameras that will be used in Badung wil use finer optic cables.

“Indeed, we are already slightly ahead of the city of Surabaya in terms of technology although we have yet to integrate our system” added Dharmaja.

The first 100 CCTV will be installed at 79 different strategic points in the city, such as the area around Horse Statue, in front of

Centro, at Ground Zero, along Jalan Poppies and on Kuta Beach.

With 100 camera, former subdis-trict head of Kuta is convinced that the area will be far more easily moni-tored . The camera will be directly connected to the network of police stations in the area, so any criminal incidents can be immediately dealt with by security forces. “The points where the cameras will be installed are based on observations made by

police authorities”, said Dhamaja. The surveillance cameras are

scheduled to be installed in May once Badung’s Procurement Ser-vices Unit (ULP) has the cameras. “Now we are just waiting to see who wins the tender bid. We aim to have the cameras installed in May”, he confirmed.

Along with the installation of the CCTV cameras, the government of Badung through the Transporta-

tion and Infocom Agency has also equipped 16 intersections with Traffic Contral Systems (ATSC) designed to adjust the timing of traffic lights in response to the flow of traffic as a way to maintain traf-fic fluidity.

“The CCTV cameras and the ATSC traffic system are part of the district of Badung’s designing of a ‘smart-city’”, concluded Dharmaja. (kmb27)

SINGARAJA — Damage to forests in Buleleng is getting more alarming lately. Other than rampant illegal logging, it is also found the practice of sale and pur-chase of forest land area by irresponsible persons. In the meantime, surveillance by the rangers seems less optimal due to limited personnel and lack of infrastruc-ture in the field.

To ascertain the condition of forest damage, Commission II of the Buleleng House of Rep-resentatives did working visit to the office of the West Bali Forest Management Unit (KPH), Monday (May 9). The entourage was led by commission chairman Putu Mangku Budiasa with his members.

Arrival of the entourage was received by the staff Agus Suryawan, while Chief of the West Bali PHP I Nyoman Serakat was not at the office due to having duties outside the office. From the working visit, the commissioners got accurate information that forest encroachment in West Bali really occurred.

Chairman of Commission II Mangku Budia-sa affirmed that from discussion with the staff of the West Bali Forest Management Unit he got information if illegal logging is still rife in this area. The most serious situation occurs in the forest area at Sepang village, Busungbiu. Other than illegal logging in the forest, the practice of buying and selling forest land is also rife. They are touted to offer the state-owned forest land to other people where each transaction can value at IDR 50 million per hectare.

“We were all surprised, in fact the infor-mation on the encroachment coming into the parliament indeed occurred and the West Bali Forest Management Unit officer justified the crime. It is very worrying and could not go unpunished,” he said.

Aside from confirming the illegal logging and the practice of buying and selling forest land area, Budiasa also received complaints from the officer of the West Bali Forest Manage-ment Unit mentioning if the forest crime could not be handled optimally because the manage-

ment unit is not capable of overseeing the entire forest area in western Buleleng. The forest area spreads across 66,763 hectares including 59,223.71 hectares of protected forest.

Such forest area is supervised by 53 rangers, while the means for monitoring the forest area seems inadequate. Currently, the West Bali For-est Management Unit only has one operations vehicle. Moreover, it has been quite old, so that it is not optimal to oversee the entire forest area in western Buleleng. Though facing difficult condition, the officers have tried to carry out their official duties. Their discipline effort is not optimal and there was a culprit of illegal logging was forced to be released as there was resistance from the culprit of encroachment. “I think this is not a classic reason, but the fact shows if the strength of the officers and means are not comparable to the burden of supervision. It is no wonder if the arrested culprit is then released due to its resistance,” he explained.

Responding to this condition, Budiasa urged the government of Bali Province to pay atten-tion to this issue. Besides, personnel and sup-plies of the facilities must soon be completed. As the initial measure, the Buleleng parliament will make coordination with its counterpart in Bali Province and the Bali Forest Service in the near future. This measure is taken because if such an action is left unchecked, the forest damage in the region is worried to be getting worse.

With the enactment of Law No.23/2013 on the authority of supervision and management of forestry by the Bali provincial government, the Buleleng parliament then requested the relevant authorities to immediately carry out a serious handling to the forest destruction in Buleleng.

“We are very concerned if this condition is allowed the forest damages in our region will worsen. In the meantime, we in the district gov-ernment are not given the authority to supervise because it has been taken over by provincial government. We ask the authorities to take immediate measures to address the issues,” he said. (kmb38)

And festival president Pierre Lescure has said that about 500 highly-trained secu-rity agents will be on guard around Cannes’ red-carpeted headquarters, the Palais des Festivals. That’s in addition to around 200 police and extensive surveillance cameras throughout Cannes.

But the festival, which opens Wednesday, has also sought to counter the heightened state by continuing with business as usual . The par-ty will most

val director Thierry Fremaux said in an interview Tuesday. “Cannes is a celebration of life, of cinema.”

Others have emphasized that Cannes, the world’s pre-eminent film festival, must be diligently guarded.

But particular care has been made, festival organizers say, to preserving the spirit of the annual cinema celebration. MANGUPURA - The activities of

residents of and visitors to the district of Badung will soon be monitored by hun-

dreds of closed-circuit television (CCTV). This year, approximately 100 CCTVs will

be installed and focused in the area of Kuta. Head of the Badung Communication and Infocom

Agency, Wayan Weda Dharmaja, said on Tuesday (May 10) that Badung needs about 300 CCTVs to keep an eye on the territory of the south end to the north end of Badung.

“We need about 300 CCTVs. Installation of the sur-veillance cameras in Badung will be somewhat difficult because of the hilly topography of the area that extends from Bangkung River in Petang to Uluwatu in South Kuta” he said.

Dharmaja explained that they are in the stage of tender for the the procurement of 100 of the CCTV cameras that are considered a priority for monitoring activities in Kuta. “Pursuant to the detailed engineering design to oversee the area of Badung from the Bangkung River Bridge to Ulu-watu, at least 300 CCTVs are required. This year however we will only be procuring 100 of them”, he added.

bid has gained momentum and, as the Senate prepares to vote Wednesday on whether to put her on trial, many analysts consider Rousseff’s ouster all but a foregone conclusion.

“Dilma will be impeached for a variety of reasons,” said Marcos Troyjo, a professor at Columbia University’s School of Interna-tional and Public Affairs. “And

the possibility of her coming back is zero.”

If a simple majority of the Sen-ate’s 81 members vote to take up the impeachment measure, Rous-seff will be suspended from office while a trial is conducted within the next 180 days. In the interim, Vice President Michel Temer will take over. A conviction, requiring a two-thirds vote, would remove her permanently.

Brazilian newspapers’ polling of senators has found that around 50, many more than necessary, plan to vote for a trial. But it’s not clear

that all of those would also vote to convict her. A tally by the newspa-per Folha de S.Paulo suggests that so far only 41 senators are willing to remove Rousseff from office permanently — 13 short of the number needed.

The expected Senate action comes after the lower Chamber of Deputies voted 367-137 last month in favor of impeachment, an anti-Rousseff verdict so resounding that many Brazilians believe it will influence the Senate, where she has traditionally been seen to have more allies.

Rousseff has repeatedly called the impeachment drive a “coup” be-cause she has not been charged with a crime. She argues that previous presidents used similar accounting practices.
