Alberta Premier Rachel Notley said 2,400 structures had burned within the city while almost 25,000 were saved. The fire that has ravaged some 204,000 hectares (504,000 acres) of the western Canadian province moved far enough from the evacu- ated town of 88,000 people to allow an official delegation led by the Notley to visit. “We were really encouraged today to see the extent of residen- tial communities that were saved,” Notley said. “That of course doesn’t mean there aren’t going to be some really heartbreaking images for some people to see when they come back.” Reporters on the tour viewed the charred rubble of the community’s Beacon Hill neighborhood, where some 80 percent of the homes had been burned to the ground and the wreckage of blackened and melted cars remained on roads. Notley said it was not safe for residents to enter the city une- scorted, with parts still smoldering and large areas without power, water and gas. She said repair crews will have weeks of work ahead of them. Fire Chief Darby Allen told reporters that 85 percent of the buildings in Fort McMurray had survived the blaze, offering a slightly lower estimate than Not- ley. The actress best known for her role as the chirpy, blue-shirted “Lily” in a popular series of AT&T commer-cials was a toddler when her parents fled Uzbekistan as refugees in 1989. How was she sup-posed to just sit on the beach, she wondered, when migrants flee-ing Syria were coming ashore a few miles

away?“It felt a little ridiculous that I could do something but

would choose not to,” she said.Vayntrub, 29, deliberately missed her flight home

so she could wrap refugee babies in blankets and make sandwiches for the new arrivals. Later, back in Los An-geles, she founded CantDoNothing.org, a nonprofit with a simple mission: Encourage people around the planet to do something — anything — to help.

“I’m asking everyone to find simple ways to share your time, your money, your voice to make a difference. Helping can be a lot of things,” Vayntrub told The As-sociated Press in a telephone interview.

Her initiative, shared under the hashtag #CantDoNo-thing, has unleashed a buzz on social media, with people from around the planet sharing photos and videos of their acts of kindness and solidarity.

It’s also highlighted Vayntrub’s own harrowing journey from oppression to opportunity nearly three decades ago, and her emergence as a sort of accidental activist. Although she’s most recognizable for her

advertising work as a quirky AT&T salesper-son, she’s gained a following for comedy films including “Junk” and “L!fe Happens,” as well as Netflix’s “Love,” HBO’s “Silicon Valley,” Yahoo’s “Other Space,” and her YouTube channel, “LivePrudeGirls.”

She’s had to adapt her stand-up routine, though, since returning from Greece.

“All my life kvetches sounded so petty,” she said. “Here, what’s going on with the refugees doesn’t really pop up in my feed. It’s not in my

daily life. But when you travel, you see it.”Using her iPhone, Vayntrub made a short video about

her vacation-turned-mission. It shows dozens of bright orange life jackets littering the beaches of the Greek island of Lesbos, where refugees from Syria continue to make the perilous sea crossing to reach Europe. (ap)

“It needs a serious concern be-cause the reliability of our system will not survive long. We very much need special attention of local government to address the existing conditions. Otherwise, within the next five years there will be a crisis of water availability in Tabanan,” he said at his office, Monday (May 9).

Further, he conveyed that for the supply of raw water the company has planned to build the Lambuk Dam at Megati, East Selemadeg, with the budget from central gov-

ernment. Unfortunately due to the problem of land acquisition at the location, the provincial government then diverted the development to Bukian, Petang, Badung. “If this happens, Tabanan is feared to purchase water from Badung,” he said.

From the data of the PDAM Tabanan, the western areas of Ker-ambitan subdistrict to Selemadeg has been in warning condition for the addition of network because it is has been very critical. “Possibly it will have run out within three years,” he explained.

In order to reduce the critical re-gions, the PDAM Tabanan has done breakthrough by making artesian

well at some points, one of which has been realized at Pesiapan, Tabanan. Unfortunately, the water discharge is not maximal. With the depth of 150 meters, it is only capable of producing 10 liters per second. “It has no potential of un-derground water. Moreover, in the area of Selemadeg, though digging until the depth of 200-300 meters, the water discharge produced is not maximal,” he concluded.

For western areas of Tabanan, the PDAM temporarily imposes shifting system service. “In gen-eral, our critical areas need 10 liters per second, so that with the current capacity, at least it will only survive for three years,” he said. (kmb28)

SpaHeadman of Paksebali, I Putu Ariadi, admitted that he is disap-pointed because the village was not selected among the 14 tourism vil-lages in Klungkung district. How-ever, he uses the disappointment as a driving force to advance his village so as to be visited by many travelers. He described the three potentials owned by Paksebali vil-

lage should become a provision to be a tourism village.

In terms of nature, Paksebali has the Unda River having been known as an object to undertake pre-wedding photo session. In addition, the village also has a famous craft of making umbrella and gold leaf paint. Culturally, the village has a tradition of implementing the Dewa Mesra-

man procession at Panti Temple or better known as Dewa Mepalu (literally, fighting deities). “We have an idea of making Paksebali village a tourism village. We have the potentials as requirements to be a tourism village,” he said.

Putu Ariadi revealed that to sup-port the idea of the tourism village his authority has conducted the ar-rangement of the Unda River. In ad-dition, he is going to make a place used to show off the process of making the umbrella craft. At this location will be showcased various handicrafts that can be bought by visitors as memento at Paksebali.

Management of the tourism village will be handed over to the village-owned enterprises (BUMDes).

The arrangement undertaken by Paksebali village is very visible from the changing conditions of the Unda River. The river area at Paksebali was formerly vile, but now it has been nicely arranged so that it can attract the visit of many travelers. On holidays, Unda River is also crowded by travelers reach-ing hundreds of people. Paksebali village will resume the arrange-ment so that it can be visited during the day until night. Crowded tourist visits have generated increasing

income for Paksebali village.Every day the Unda River is

always visited by travelers to do pre-wedding photo session. On av-erage there are one or two travelers doing pre-wedding activities, while on holidays it can reach five entou-rages. After being arranged, each pre-wedding session is charged a levy worth IDR 250,000. It has covered the admission ticket of vehicle and tour guide. Foreign travelers taking photos are charged at IDR 10,000, while local travelers are only charged for motorcycle parking ticket at IDR 2,000 and IDR 5,000 for car. This levy is set according to village regulation No. 04/2014 and headman regulation No.1/2014 about levies.

The arrangement of Unda River with an area of 1,500 square meters has been conducted since last year. It is done to eliminate the slum con-dition due to the abandoned build-ing and to change it into the better one. Now, slump impression is no longer visible. The dormant cafe is leveled and used to build toilet facilities and changing room.

Every day, the area is also cleaned up so that no leaf waste accumu-lates. Unfortunately, the plastic waste originating from the upstream still pollutes the waterways.

Putu Ariadi added that other than arranging the garden in 2015, this year his authority is going to build a restaurant, swimming pool and shower to rinse after swimming. The object will be equipped with paddle boats. At night, street light-ing will be installed at eight points and LED lights will create the waterfall of Unda River becomes radiant. “This object will be man-aged by Paksebali village under the village-owned enterprises,” he explained. Musk outlined his futuristic idea in a paper released in 2013, challenging innovators to bring the dream to life.

Hyperloop Technologies, one of the startups that picked up the gauntlet thrown by Musk, is host-ing a “sneak preview of the future of transportation technology” during a two-day event billed as involving a demonstration at a test site outside Las Vegas.

A series of tweets fired from the Twitter account @HyperloopTech teased “big announcements you don’t want to miss” and included a video snippet of construction in

the desert.A caption in the video clip

heralded a “milestone event” that would be live-tweeted from Las Vegas beginning Tuesday evening there.

Late last year, Hyperloop chief executive Rob Lloyd said in an online post that the team was work-ing toward a “Kitty Hawk” moment in 2016.

The post came with word of an agreement to use an industrial park in the city of North Las Vegas to conduct a Propulsion Open Air Test of the blazingly-fast rail system.

Lloyd described it at the time as

a very important step on the way to realizing the full potential of Hyperloop Tech.

“Our ‘Kitty Hawk’ moment refers to our first full system, full scale, full speed test,” Lloyd said.

“This will be over two miles of tube with a controlled environ-ment and inside that tube we will levitate a pod and accelerate it to over 700 miles (1,125 kilometers) per hour.”

He indicated in the post that a full-scale test might not take place until late this year.

Hyperloop did not reveal what components of the system would be shown in a demonstration slated to take place Wednesday at the test site.

The Hyperloop project went live in 2013 on crowdfunding platform

JumpStart Fund, which marries crowdsourcing expertise with crowdfunding.

That year, Musk unveiled a de-sign for a super-fast transport system dubbed “Hyperloop” that could carry passengers in low-pressure tubes at near-supersonic speeds.

The project could connect Los Angeles and San Francisco in 35 minutes in a low-cost alternative to a high-speed rail network planned for California.

Musk has said he has no plans to build the system but offered the “open source design” to allow others to pursue a venture. He’s called the system a cross between a “Concorde, a rail gun and an air hockey table.”

Jon Favreau, director of “Iron Man,” has referred to Musk as a

modern-day “Renaissance man.”In an article for Time, Favreau

said he and actor Robert Downey Jr. modeled the main character in the movie -- “genius billionaire Tony Stark” -- after the Silicon Valley star.

Musk told Time that his goal was to be “involved in things that are going to make a significant difference to the future of human-ity.”

South Africa-born Musk has be-come one of America’s best-known innovators, having launched a pay-ments company, electric carmaker Tesla Motors, SpaceX and Solar-City, which makes solar panels for homes and businesses.

He also operates his own foun-dation focusing on education, clean energy and children’s health. (rtr)

LONDON — A judge has rejected an attempt by Britain’s security services

to force an alleged hacker to hand over the passwords to his encrypted computers.

Lauri Love is fighting ex-tradition to the United States, where he has been charged with breaking into Federal Reserve computers.

When British police arrest-ed him in 2013, they seized encrypted computers and hard drives from his home in eastern England. Love was not charged in Britain, but the National Crime Agency

sought to look through his computers before returning them.

Judge Nina Tempia ruled Tuesday that the agency as trying to “circumvent” the Regulation of Investigatory Powers Act, which governs data privacy.

Love said the decision “retains the status quo which means there has to be safe-guards before you force people to undermine their security.” (ap)

“We will continue in our struggle despite the dualism. There are already 32 Tradition-al Villages in opposition to the project and we hope that others will join” said Village Chief of Ketewel, Gianyar, I Wayan Loci to Bali Post, on Monday (9/5).

Loci emphasised that his village still considers Benoa Bay to be a sacred area adding that there are dozens of sacred points there including temples, hills, and conjoin-ing estuaries. This is what gives strength to the anti-reclamation movement. The PHDI, particularly the council of high priests is therefore being asked to unify divergent opinions concerning the sacredness of Benoa Bay.

“We must not allow confusion to divide the people” he said. Chief of Tanjung Benoa

I Made Wijaya, views the opposition to the pronouncement by the high priests as being motivated by personal interests. The idea is to prevent the pronouncement from making Benoa Bay an officially sacred area. “The divergence of opinions is designed with personal intersts in mind and doea not consider the greater good of the people of Bali. How is their struggle beneficial to Bali?” He asked.

Wijaya asked that those behind this prov-ocation come down to the beach themselves to see how strongly the coastal communities are opposed to the reclamation on Benoa Bay. Furthermor, young people are on the frontlines of the movement to oppose the reclamtion. It is hoped that public figures and leaders of Bali will be strong on the

face of the sweet promises made by inves-tors. Before making a decision, they should always think about the futur, he said.

“Balinese leaders are too easily swayed into believing in thebait offered by inves-tors. Many investors are only looking for political profits in regards to Bali, so we bees to be more selective about investment offers”, he said.

Prof. Dr. Ketut Rahyuda, SE., MSIE said that there is no dualism in the pronounce-ment of the PHDI. The controversy that has emerges is simply lies and the public is therefor being asked to ignore anyone who says tha Benoa Bay is not sacred. “There is no dualism, yhere is only the pronoucement that the PHDI from their office on April 9th, 2016. Any other pronouncements are simply lies meant to deceive the public. We need not pay attention to interpretations that make no sense and that are only designed to trick people into believing that other pronounce-ments have been made”,said Dr. Rahyuda who is in charge of obseving the council of high priests on this matter. BANGLI - The Bangli police con-fiscated one of Bali’s protected birds. The white “kakatua” parrot was dis-covered in the hands of a 46 year old from Java with the initials ISM on jalan Brigjen Ngurah Rai, Bangli. The rare bird was confiscated after its owner was found to not have the required documents and permits. The protected bird was then handed over to the Bali Natural Resource Conservation Bureau (BKSDA).

Head of the Bangli Police investiga-tion unit, AKP Yana Jaya Widya accom-panied by chief Iptu I Ketut Purnawan on Monday (APR 9), said that the bird bust followed from information pro-vided by the public regarding a white parrot with yellow head feathers. The police followed up on this information which led them to being able secure the parrot from ISM’s house.

The police confiscated the protected bird and called the self-employed man for further questioning. “It turned out that the man did not have the required documents to be in posesion of this protected bird”, said the police chief. The owner of the bird said that he has kept the parrot as a.pet for.the last 20 years.

In order that this protected animal receives the care that it needs, the Bangli police have handed the parrot over to the BKSDA. By not having the required documents, the owner of the bird is in violation of Article 40 ayat (2) UURI no. 5 year 1990 regarding the Conservation of Natural Ressources, Fauna and Minerals and faces up to 5 years on prison and fines of IDR 100il-lion. Dualism in pronouncement of high priests

Traditional Villages still oppose reclamation

of Benoa BayDENPASAR - At first the PHDI’s council of high priests’ pronouncement

of Benoa Bay as a sacred area came as a breath of fresh air to those opposed to the reclamation of the bay. There emmerged opposition to this pronounce-ment but not enough to discourage the protesters. In fact opposition to the reclamation gained strength, with some 32 Traditional Villages officially declaring their opposition to the reclamation of Benoa Bay.

Beijing - The US on Tuesday sailed a warship close to a disputed South China Sea reef Beijing has built up into an ar-tificial island, reports and officials said, prompting China to express “dissatisfac-tion and opposition”.

Guided-missile destroyer USS William P. Lawrence navigated within 12 nautical miles of the Fiery Cross Reef, occupied by China and also claimed by Vietnam and the Philippines, the Wall Street Journal reported.

It is Washington’s third “freedom of navigation” operation in the disputed wa-ters launched in recent months after China built several artificial islands as it asserts claims to nearly all the sea.

Chinese foreign ministry spokesman Lu Kang confirmed the operation on Tues-day, saying the warship “illegally entered waters near the relevant reefs of China’s Nansha islands without the permission of the Chinese government”.

Nansha is China’s name for the Spratly Islands, where Fiery Cross Reef lies.

Authorities monitored the passage, Lu told a regular briefing.

“China hereby expresses dissatisfaction

and opposition,” Lu said, adding: “I want to stress that the action taken by the US has threatened (the) security, interests and sovereignty of China.”

Beijing has significantly expanded Fi-ery Cross -- which is around 1,000 kilome-tres (620 miles) from its island province of Hainan -- since 2014, building a 3,000-metre (10,000 foot) runway there.

It landed an air force plane on the reef last month and last week sent military singer Song Zuying to serenade hun-dreds of troops and construction workers there.

China claims nearly all of the strategi-cally vital sea, even waters close to South-east Asian neighbours including Vietnam, the Philippines, Malaysia and Brunei who have competing claims.

Washington regularly accuses Beijing of militarising the South China Sea, saying it has built runways and deployed missiles to islands there.

Beijing denies the accusations and says US patrols have ramped up tensions.

Duterte’s win in Monday’s poll has not been confirmed, but an unofficial count of votes by an election commission-accredited watchdog showed he had a huge lead over his two closest rivals, both of whom conceded defeat.

By Tuesday afternoon, the ballot count showed Duterte had almost 39 percent of votes cast. He was more than 6 million votes ahead of the second-placed candidate with 92 percent of votes counted from an electorate of 54 million.

It is not clear when Duterte’s victory will be officially declared but he is expected to take office on June 30.

Votes were also cast on Mon-day for vice-president. One day on, counting showed the outgoing administration’s candidate, Maria Leonor Robredo, ahead of the son and namesake of late dictator Fer-dinand Marcos.

Duterte’s spokesman, Peter Lavina, told a news conference that the new president would seek a national consensus for a revision of the constitution which would switch from a unitary form of

government to a parliamentary and federal model.

The proposal to devolve power from Manila fits with Duterte’s challenge as a political outsider to the country’s establishment, which he has slammed as self-serving and corrupt.

“The powerful elites in Ma-nila who will be affected by this system will definitely oppose this proposal,” said Earl Parreno, an analyst at the Institute for Political and Electoral Reforms.

Duterte’s spokesman said he would also seek peace agreements with rebel groups in the south of the archipelago, where the outgoing government has been using force to quell militancy.

The 71-year-old’s truculent defi-ance of political tradition has drawn comparisons with U.S. Republican presidential candidate Donald Trump, as have his references to his libido.

That tapped into popular disgust with the ruling class over its failure to reduce poverty and inequality despite several years of robust eco-nomic growth. (rtr)

TABANAN - Tabanan has some central Robusta coffee plantations. One of the regions having a vast coffee plantation is Pupuan with an area of 7,700 hectares. Other than in Pupuan, Tabanan also has cof-fee plantation in Selemadeg and West Sele-madeg. At present, the quality of Robusta coffee of Tabanan has drawn the interest of export market even though the demand remains in small number. Tabanan district continuously does promotion so that the export market can be more widespread. For instance, Tabanan has promoted Robusta coffee to Italy.

The Head of the Tabanan Forestry and Plantation Agency, Roemi Listyowati, said on Monday (May 9) that her agency made cooperation with Shadhilly Coffee, Italy. With the export of Robusta coffee of Tabanan to Italy, it will be more widely known by the public overseas. Hopefully, more and more export demand will come. “Earlier, we also have exported coffee to Korea,” said Roemi.

Robusta coffee in Pupuan is cultivated across the land area of 7,700 hectares where it can produce about 600 kg of coffee per hectare. On average, each harvest can produce 4,620 tons of coffee. From these results, only about 60 tons to 75 tons are

exported. “The coffee beans exported cer-tainly have met the standard. Our farmers have already understood about the compli-ance with the standards,” said Roemi.

Although the percentage of export of the Robusta coffee produced by Tabanan stays small, according to her the whole coffee produced can be absorbed in the local market in Bali and outside Bali. In order to be able to distribute the coffee of farmers, the Forestry and Plantation Agency established seven business units in Pupuan. The business unit purchases coffee beans from farmers after being processed pursuant to the required standards of the buyer. “There is a wet, semi wet and dry processing,” she said.

According to Roemy, to prepare a qual-ity coffee product, her agency has trained farmers for a long time ranging from cul-tivation to processing step. She recognized that selling price of the exported coffee is more profitable for farmers because it is more expensive at least of IDR 5,000 from the sale in the local market. To that end, she expected that with the coopera-tion in exporting coffee to Korea and Italy, more and more coffee products of farmers will get absorbed into the export market. (kmb24)

Responding to this, a young leader caring for the environment of Bali, Dudiek Mahendra, asked the municipal government to firmly deal with this proposal. “We hope the Denpasar municipality to selec-tively address the reclamation offer proposed by the management of the Bali Mandara toll road. One of our demands has not been fulfilled, but there has been another project with the purpose of office building. If passed, it has the potential to be-come a justification for the initiator of the Benoa Bay reclamation to do reclamation,” he said, Monday (May 9).

Dudiek Mahendra who is also secretary of the Sesetan custom-ary village, Denpasar, said that he has received direct confirmation from a number of residents or community leaders related to this plan. “We hope the Denpasar mu-nicipality intelligently manages this proposal. When the project is

not wanted by the community, the project must be rejected. More-over, it is proposed when we are struggling for rejecting the recla-mation,” he said.

He said that according to the studies and proposal, the area of the sea to be backfilled measures 100 x 50 square meters or 0.5 hectare. Dudiek confirmed that he will do further searches related to such a plan.

He hoped that in managing the stretch of coastal and bay area in Bali, the rulers and bureaucrats in Bali should no longer play cat and mouse with the people of Bali. The government should be transparent. Open explanation to the public should be encouraged considering they will be directly affected by the project.

According to the existing data, the project has been drafted since 2015 as indicated by the environ-mental assessment plan for the

subsequent backfill of the land prepared for the operations office of the Bali Mandara toll road. The address listed inside the cover of the environmental assessment is on Jalan Raya Pelabuhan Benoa 15 Pesanggaran, Denpasar.

In the meantime, Chairman of Commission I of the Denpasar House of Representatives, I Ketut Suteja Kumara, claimed not to know about the plan. Moreover, there is no a letter to the Denpasar parliament. Supposedly when wish-ing to do a development, especially by way of backfilling the sea, it must be discussed first. “Does the sea belong to his ancestors, so that he can do as he likes?” questioned the PDI-P politician from North Denpasar.

Prior to doing any development activities, he said, all the procedures must be complied with first because the development activities should be based on the existing rules. Espe-cially, it is related to the function of the space to be used whether it has been accordance with the designa-tion and the existing spatial plan-ning. “This should be seen first. So, it is not allowed to do any activity before meeting the procedures,” he explained. (dir/ara)

DENPASAR - Amidst the issue of rejecting the Benoa Bay reclamation, another reclamation plan is being designed by the management of Bali Mandara toll road. As planned, the reclamation in the area of Benoa Bay is intended to build an office. The measure for this purpose has already been started by making a proposal of study and visiting a number of hamlet chiefs including in the area of Pedungan.

Japan’s government spokesman said Tuesday that Tokyo plans to propose an action plan for combat-ing graft at the summit of the Group of Seven rich industrial economies that will be held later this month in Ise, Japan.

Yoshihide Suga, Japan’s chief Cabinet secretary, said Tuesday that as host of the May 26-27 G7 summit, Japan hopes to include proposals for combating tax eva-sion, such as increasing disclosure requirements, along with to the leaders’ joint declaration at the event’s close.

That follows various moves by other countries to investigate or tighten oversight of such financial dealings following the first release last month of information from what has been dubbed the “Panama Papers.”

D.S. Malik, a spokesman for In-dia’s finance ministry, said Tuesday that India’s income tax authorities have sent notices to all the Indians

listed in the database and would investigate each case based on their replies.

The International Consortium of Investigative Journalists made the fresh data on 200,000 entities avail-able on its website at 1800 GMT (2 p.m. EDT) Monday.

Relatively few Japanese busi-nesses and individuals are featured in the database of offshore com-panies released by the ICIJ. One prominent businessman, Japanese Internet company SoftBank Group Corp.’s Masayoshi Son says two companies that his group company had invested in were among the companies it named.

Son didn’t say which companies they were, but he told reporters during a news conference on the company’s earnings that: “I was surprised to see it on the news.” Softbank has invested in about 2,000 companies over the years. “There just happened to be two companies out of 2,000,” he said.(ap)

TOKYO — Global shares rose Tuesday after a fresh promise of stimulus from Bei-jing helped to counter pessimism over recent weak trade data from China, and oil prices bounced back.

KEEPING SCORE: F rance ’s CAC 40 added 0.9 percent in early trading to 4,360.52 and Germany’s DAX also rose 0.7 percent to 10,051.06. Britain’s FTSE 100 gained 0.7 percent to 6,164.57. Dow futures edged up 0.6 percent to 17,747. S&P 500 futures were also up 0.6 percent to 2,066.60.

CHINA FACTOR: China’s Cabinet ap-proved measures to boost exports as Beijing struggles to reduce gluts in many industries and reverse an export decline that threatens to cause politically dangerous job losses. The measures announced late Monday include more bank lending, an increase in tax rebates and support for export credits. They followed a decline in trade in April.

ENERGY: U.S. crude rose 31 cents to

$43.75 a barrel in electronic trading on the New York Mercantile Exchange. It fell $1.22 overnight to $43.44. Brent crude, the bench-mark for international oil prices, added 54 cents to $44.17 a barrel in London.

THE QUOTE: “Two developing macro themes are set to dominate markets in the near-term: the continued gain in the U.S. dollar and the pullback in the oil price. Last night saw these trends continue to develop,” Angus Nicholson of IG said in a note.

ASIA’S DAY: Japan’s benchmark Nikkei 225 added 2.2 percent to 16,565.19 as the dollar regained strength, a boon for the na-tion’s exporters. Australia’s S&P/ASX 200 rose 0.4 percent to 5,342.80. South Korea’s Kospi added 0.8 percent to 1,982.50. Hong Kong’s Hang Seng added 0.4 percent to 20,242.68, while the Shanghai Composite inched up 0.02 percent to 2,832.59.

“The nine pirates who hijacked the Singaporean-flagged vessel have been detained,” Indonesian Navy Spokesman Commodore Edi Sucipto noted in a press statement made available to ANTARA here, Tuesday.

The Indonesian navy dispatched its KRI Untung Suropati-372 warship to chase the hijacked ship after receiving a tip-off from the Indonesian Maritime Security Board

on the crime, he remarked, adding that the vessel, carrying 200 kiloliters of oil, was hijacked while sailing from Singapore to Riau Provinces port city of Dumai.

Sucipto revealed that the pirates were all Indonesian citizens hailing from five dif-ferent areas: Buton, Bugis, Tanjung Uban, Wakatobi, and Aceh. They have been identi-fied as Mustofa, Alimudin, Ali, Anur, Yanto, Andika, Moh Nurhadi, Niko, and Agus.

The Indonesian navy personnel received data from the hijacked ships Automatic Identification System due to which they were able to locate the ill-fated vessel in the waters of Tanjung Puting, though the pirates had changed its name to KM AISO, he stated.

The pirates confessed that they had planned to transfer the hijacked ships cargo to a Malaysian vessel, MT Marine Gas Oil, but their attempt was foiled. All the suspects have been brought to the East Java city of Surabaya for further investigation, he said. The navy is conducting regular patrols to secure Indonesias maritime territory, he added.(ant)

Pontianak - A member of the Indonesian Medical Doctors As-sociation (IDI) of West Kalimantan, Dr. Nursyam Ibrahim, said the or-ganization encourages competency tests and certification for foreign health workers wishing to practice in Indonesia.

“The ASEAN Economic Com-munity agreement includes al-lowing foreign workers, including

health personnel, to work in a member country. The IDI continues to encourage the implementation of competency and certification tests for foreign health workers to open their own practice in Indonesia,” Nursyam said here on Monday.

He said the IDI has been discuss-ing with the relevant ministries the feasibility of allowing foreign health workers to practice in Indo-

nesia for 15 years now.“We are monitoring the foreign

medical professionals in Indone-sia. One of the standard require-ments for foreign health workers to be allowed to work in Indonesia is that they must understand the Indonesian language,” Nursyam noted.

He added that foreign health personnel working in Indonesia also

must pass competency and certifica-tion tests applicable in Indonesia. “Such a policy will be fair to both Indonesian and foreign medical personnel,” he stated.

According to Nursyam, com-petency and certification tests for medical workers are not easy. A specialist who fails to pass the competency test will find it im-possible to open a practice. If the

foreign medical workers meet the qualifications and requirements applied in Indonesia, then they will be allowed to work in this country, Nursyam explained.

“Such protection mechanism is also in place in other countries. The arrangement is not implemented by the government, but by profes-sional organizations, such as IDI,” Nursyam informed.(ant)

JAKARTA - Japan has expressed interest to revitalize Javas northern railway network, an official of the transportation ministry stated on Tuesday.

At a discussion on railway development in Indonesia, Hermanto Dwiatmoko, the director general of railways, revealed that the revitalization would be carried out by increasing the speed of trains operating on the Jakarta-Surabaya route from currently 80 kilometers per hour (km/h) to 150 km/h.

“If trains can run on the Jakarta-Surabaya route at a speed of 150 km/h, then it would be more interesting,” he affirmed.

Hermanto earlier remarked that the trans-portation ministry had offered two projects for funding options: the Trans Sumatra and Trans Sulawesi projects and the revitaliza-tion of Javas northern railway network.

“I said if they want to showcase their ad-vanced technology, then they should opt for the revitalization project, and it seems they are interested,” he noted. The government has offered the Trans Sumatra and Trans Sulawesi projects to China, and the country is interested, he revealed.

He said the government had made the offers after the ministrys budget was cut by 10 percent to improve efficiency.

“The budget for 2016 is cut by 10 percent, or some Rp3.7 trillion, from Rp40 trillion,” he stated, adding that a decline in taxes and other forms of revenue were among the reasons for the decision.

He pointed out that the cut affected all sectors and not just the railways due to which there was a likelihood of delays in the completion of several projects.

He said projects, including the Trans-Java, Trans-Sumatra, Trans-Sulawesi, Trans-Kalimantan and Trans-Papua, which were scheduled for completion in 2019, may possibly be delayed.

By 2030, the transportation ministry has set a target to develop a 12.1 thousand-km-long railway network covering Java-Bali, Sumatra, Kalimantan, Sulawesi, and Papua and a 3.8 thousand-km-long urban railway network.

Until 2019, the Directorate General of Railways has set a target to develop a 3,258-km-long railway network for the Trans-Sumatra, the southern line of Trans-Java, Trans-Kalimantan, Trans-Sulawesi, and Trans-Papua projects.(ant)

Intact used satellite imagery and geocoding technology to see if build-ings were a total loss or partially destroyed.

Analysts said Intact’s forecast implied overall industry losses of between C$1 billion C$1.1 bil-lion, much less than one earlier forecast of C$9 billion. Prime Minister Justin Trudeau vowed a multi-year commitment by the national government to rebuild For t McMurray but gave no details.

Fire officials said the blaze was still large, growing and dangerous. But they noted cooler weather had slowed the fire’s spread and would help in the coming days. High tem-peratures and winds accelerated the blaze last week.

RAIN NEEDED TO TAME ‘BEAST’The cool weather was expected to

linger through Thursday, according to Environment Canada. Still, much of Alberta is tinder-box dry after a mild winter and warm spring. “This beast is so big, we need rain to fix it,” Public Safety Minister Ralph Goodale said.

Government weather forecasts show the first possibility of rain on Wednesday with a 30 percent chance.

Notley said she expected to be able to provide a schedule within two weeks for the return of residents. Thousands of evacuees are camped in nearby towns. Fort McMurray is the center of Canada’s oil sands region. About half of its crude output, or 1 million barrels per day, has been taken offline, according to a Reuters estimate.

In one encouraging sign for in-

dustry, Royal Dutch Shell Plc said it restarted production at a reduced rate at its Albian oil sands mining operation in Alberta, and it plans to fly staff in and out.

But Statoil ASA said it will sus-pend all production at its Leismer oil sands project in northern Alberta until midstream terminals needed to trans-port crude oil via pipeline reopen.

And Imperial Oil said it completed a controlled shutdown of its Kearl oil sands mining project due to uncer-tainties associated with logistics.

Other shutdowns include Nexen Energy’s Long Lake facility, Suncor Energy’s base plant operations, a Syncrude project and Conoco Phil-lips’ Surmont project.

Nearly all of Fort McMurray’s residents escaped the fire safely, although two teenagers died in a car crash during the evacuation. ($1 = 1.2997 Canadian dollars)

The assailant made “politically motivated comments” as he attacked, Ken Heidenreich, spokesman for the Munich prosecutor’s office in charge of the case, told The Associated Press. He said his office was investigating witness reports that he yelled “Allahu Akbar,” Arabic for “God is great.”

“It’s going in that direction,” Heidenreich said of his office’s initial information following the stabbing at the Grafing Bahnhof station, some 30 kilometers (nearly 20 miles) east of Munich.

Officials also raised the possibility that the man was mentally disturbed. Heidenreich said that the suspect is a 27-year-old German citizen, with a German-sounding name.

“We have no information that he is a recent immigrant here or of that background, but we don’t know for sure at the mo-ment,” he said, adding that the man didn’t live in Bavaria.

The attack comes at a sensitive time in Germany after the influx of some 1.1 million migrants last year and grow-ing concerns about how the country will deal with them, particularly in Bavaria, their usual state of entry.

The suspect attacked several people with a 10-centimeter (four-inch) knife shortly before 5 a.m. (0300 GMT), police said.

Police spokesman Irwin Heumann said the 56-year-old victim who died — his age was initially given by authorities as 50 — was attacked aboard the train. He said it was not yet clear where the three wounded victims were assaulted.

The other victims were men aged 43, 55 and 58. Their names weren’t released.

Heidenreich said one of the survivors had “serious injuries” but that he had no details on whether they were thought to be life-threatening.

The suspect comes from the central state of Hesse, Heu-mann said. He had no further details but police and prosecu-tors planned a press conference Tuesday afternoon.

At the scene, police forensic experts in white coveralls marked more than 40 bloody footprints — some of them

barefoot — on the train platform with chalk numbers and collected evidence, including a cellphone that was pulled from the gap between the train and platform.

Alongside the possibility of a politically motivated attack, Bavaria’s top security official, Interior Minister Joachim Herrmann, said officials also will look into whether he was mentally disturbed, “perhaps because of drug addiction.”

Grafing has some 13,500 inhabitants. The rail station where the stabbing happened is some way from the town center. It is served by a Munich commuter line and faster trains on the Munich-Salzburg main line.

Mayor Angelika Obermayr described Grafing as “an absolutely peaceful little Bavarian town.”

“Something like this is absolutely new and shakes people deeply — otherwise, they only know this kind of thing from television,” she said. “That it could happen here is absolutely stupefying.” (ap)

IDOMENI - Within sight of a razor wire fence guarded by Macedonian police, 35-year-old Iraqi migrant Saima Hodep rolls dough with an old steel water pipe outside her tent, in preparation for customers for her unleavened bread.

Saima is one of a small but growing number of migrants ek-ing out a living on the Greek side of the Macedonian border, where about 10,000 people have set up Europe’s biggest refugee camp and are showing signs of settling in for the long term.

She sells about 100 pieces of bread a day at the Idomeni camp, which has no running water but at least eight barbers.

“My parents didn’t have any choice when we ran out of money a few weeks ago. They had to do something to make money,” said Saima’s 17-year-old daughter Saven.

The makeshift camp, home mostly to Syrians, Iraqis and Af-ghans, sprang up four months ago. At the time, huge numbers were making their way to northern Eu-rope in the hope of gaining asylum in countries such as Germany, but border shutdowns in the Balkans stranded thousands in Greece.

They refuse to move, despite being tear-gassed by Macedonian police, and appeals by Greek authorities to move to organised camps deeper inside the country.

Today, the Idomeni camp has three improvised mosques, a kin-dergarten and a school, as well as at least four makers of falafel - the ground spiced chickpea patty of the Middle East -who supplement food provided by non governmen-

tal organisations.Migrants tents are haphazardly

placed, jostling for space in the meadow outside Idomeni village. Basic facilities are scarce; there are chemical toilets, but they stink and often overflow.

Yannis Mouzalas, Greece’s migration minister, said last week that conditions at the camp were an “affront which should stop”. Yet Greece, unlike France which tore down part of an unofficial camp known as “The Jungle” at Calais, goes for the softly-softly approach with the Idomeni mi-grants.

“We will step up the dialogue,” Mouzalas told the semi-official Athens News Agency.

Raied Anbtauy, a 44-year-old from Aleppo, has been stranded in Idomeni for three months, separated from his family who had already reached Germany.

For the past 10 days, he has been making falafel to survive, cooking them in a small hut tied together with blankets. “I ran out of money and I needed to do something,” he told Reuters.

Another, Ridwan Kiko, 29, a Palestinian who lived in Damas-cus, said he is forced to sell fruit and vegetables that he buys from Greek Roma to survive and get medicines for his mother, a dia-betic who needs insulin.

“The life here is so terrible, we don’t have clean water, we don’t have money, the food is not good and is not enough for everyone.”

Budding enterprise was prob-ably born of the realisation that the border would stay shut, said Marco Buono, head of UNHCR’s field office in Idomeni. (rtr)

KawasaKi - American Justin Gatlin roared to a 100 metres victory in Japan on Sunday, as track and field’s pantomime villain kicked off his preparations for this summer’s Rio Olympics.

Floored by Jamaican sprint king Usain Bolt in the 100m and 200m at last year’s world championships, two-time doping offender Gatlin clocked a time of 10.02 seconds into a slight head-wind in Kawasaki in his first test of the season.

“Definitely it’s given me motivation, but also it’s made me smarter and wiser,” Gatlin told AFP, referring to his Beijing disappointment.

“Usually you can come with a strategy that can combat the whole field,” added the 34-year-old after finishing well clear of Japan’s Ryota Yamagata (10.21) and Ramon Gittens of Barba-dos (10.26), despite a sore right ankle.

“But when you go against someone like Usain, who is unique in stature and talent, you’ve got to come with a contingency plan, a plan B.”

Gatlin had been unbeaten in 28 races over two years before Bolt’s ruthless Beijing take-down of his American rival, whose frustration at being

demonised in the media was plain to see.“It has made me a smarter and wiser competi-

tor to know when to stay within my technique, execute my race and just worry about myself,” said Gatlin, who runs in Shanghai next week.

“I rolled my ankle in November -- it was almost a break. It’s still swollen so to be able to come out here and run this race, just smooth, I’m happy with that.”

Local favourite Yoshihide Kiryu, who has run a wind-assisted 9.87, finished fourth in 10.27, just ahead of Japanese schoolboy sensation Abdul Hakim Sani Brown, the 17-year-old who broke Bolt’s meet record in the 200m at last year’s world youth championships.

Former 400m Olympic champion Jeremy Wariner trailed home third behind Jamaican-born teenager Julian Walsh of Japan, who won in a personal best of 45.68 with Jarrin Solomon of Trinidad and Tobago (45.77).

Wariner, hoping to make the United States team for Rio his country’s Olympic trials in July, faded badly in the home straight to finish in 46.04. (afp)

Hamilton laments inability to exploit Mercedes set-up

The defending world champion has been sur-rounded by conspiracy theories after electrical problems which forced him to start from the back of the grid at the Chinese Grand Prix returned in Russia, where he qualified 10th after being unable to post a time in Q3.

Meanwhile, Hamilton’s Mercedes team-mate Nico Rosberg has won all four of this season’s races and holds a 43-point lead at the top of the drivers’ standings.

The 31-year-old previously dismissed claims of favouritism and admits part of his troublesome start is down to him not being able to make the most of the car’s set-up, something he hopes to correct at the Spanish Grand Prix this weekend.

“I’m really proud of the guys in the garage: we’ve had a hard time but they’re doing a fantastic job and I’m really happy with how we’ve been working together,” Hamilton is quoted as saying by F1.com.

“Every weekend, we’ve got the car into a great place set-up-wise – I just haven’t been fully able to exploit it. So the glass is half full for me.

“It will be a big challenge but there’s a long way to go with 17 races left and, if the last four are anything to go by, there’s a lot more still to come from us.

“The team has been on it 24-7 since returning from Russia so I’m confident they’ll get to the bottom of the problems we’ve been having.

“I know I’m still quick. I’ve known that since day one in testing and, when I’ve had clean air and a damage-free car this season, I’ve shown it on track. I head to Spain confident of a good weekend.” (afp)

Defoe scored his 15th league goal of the season in Saturday’s 3-2 win over Chelsea and Allardyce says the 33-year-old would be an ideal replacement for Arsenal’s Danny Welbeck, who picked up a knee injury against Manchester City on Sunday.

England face Russia, Slovakia and Wales in Group B of the 24-team European Championship in France, which kicks off on June 10. “I just think that if Roy needed any

striker to go along, Jermain would be his man,” Allardyce told British media.

“Jermain’s had a big run of games of the sort he hasn’t had for a few years, and he’s been a consistent performer at the highest level.

“To score 18 goals (in all compe-titions) for a team that’s been sat in the bottom three or four all season is pretty miraculous.” Tottenham Hotspur’s Harry Kane (25 goals) and Leicester City’s Jamie Vardy

(24 goals) are the only English-men ahead of Defoe in the Premier League scoring charts.

Defoe has scored five goals in his last eight league games for Sunderland, helping to steer the club to 16th in the table with two matches left.

“Jermain’s performance this year and his goals particularly may have caused Roy to just take a little look. He knows how much experience he’s got, he knows he can do it at that level,” Allardyce said.

Defoe has scored 19 goals in 55 appearances for England with his last cap coming against Chile in November 2013. (rtr)

JAKARTA - Indones ia wants former Chelsea coach Jose Mourinho to train its belea-guered national football team, the country’s sports minister said on Tuesday. Minister Imam Nahrawi said he had discussed the idea with President Joko Widodo, who is trying to revive Indonesian football after years of underperformance.

“This idea has been dis-cussed... even though it’s not easy,” Nahrawi said, according to state news agency Antara. He added the government had also discussed hiring interim Chelsea manager Guus Hiddink.

FIFA last year banned Indo-nesia from international football, citing government interference in the sport.

The government had refused to withdraw their demands that local football association (PSSI) block two clubs from taking part in the top flight domestic league, because of concerns about their ownership.

The PSSI stood firm but the league was halted after two

rounds and eventually cancelled after the government stepped in. One of the world’s most suc-cessful coaches, Mourinho said last month that while he had not signed a contract with anybody, he expects to be back in foot-ball in time for the start of next season.

“I’m in a position to be open to any club, to any national team, but to be honest if possible I’d like a club, and analyse and think what’s best for my career and to be back with everything I have,” he said.

Mourinho was sacked by Chelsea in December after the Premier League champions start-ed the season with nine defeats in their first 16 matches.

The 53-year-old, who has also coached Real Madrid, Inter Mi-lan and Porto, has been strongly tipped in media reports to take over from Louis van Gaal at Manchester United next season.

PARIS — The huge fan zone in the French capital during the European Championship will meet the “highest security standards,” Paris mayor Anne Hidalgo said Monday.

In the wake of deadly attacks in Paris last November and Brussels this year, Europe is on high alert and authorities are concerned that Euro 2016, from June 10-July 10, could be targeted, especially the fan zones where spectators gather to watch games on large screens.

Hidalgo said security inside the 130,000-square meter area — the equivalent of 30 soccer fields — set up in Paris will be enforced at all times by 400 privately hired security agents. French police will be in charge of security outside the area.

“In collaboration with the interior ministry and the police prefecture, we took all necessary measures to guarantee the security of this area,” Hidalgo said at Paris town hall. “We have adopted extremely strict measures.”

According to Paris officials, the cost for policing the area has been estimated at 16 million euros ($18 million). The global security budget

for the 10 fan zones across France has been doubled by organizers af-ter the attacks to reach an estimated 24 million euros ($27 million).

The Paris fan zone will be locat-ed on the Champs de Mars, below the Eiffel Tower, with a capacity of 90,000 supporters. There will be metal detectors at entrances and pat downs. The site will be placed under video surveillance and ex-plosive detection canine teams will be deployed.

Jean-Francois Martins, the deputy mayor for sports, said the security level in the fan zone will be the same as in the stadiums hosting matches, with two safety perimeters surrounding the area, which will be closed by barriers.

Martins added that a medical center will be set up on the site and that 100 medical workers will be ready to intervene.

France remains in a state of emergency that was declared after the deadly Nov. 13 attacks in Paris. French Prime Minister Manuel Valls wants to extend it to cover the European Championship and the Tour de France but the move will require approval from parlia-ment.(ap)

GENEVA — Despite FIFA’s ongoing image crisis fueled by cor-ruption cases, membership of the organization remains a goal being pursued with passion. Still, joining soccer’s world body — gaining entry to World Cup qualifying and million-dollar FIFA funding — can create new political problems on and off the field, including for players.

On Friday, the 209 national soc-cer federations who make up FIFA should add two more members at a meeting in Mexico City. Kosovo and Gibraltar can expect to join the club, and then be fast-tracked into the 2018 World Cup qualifying groups which kick off in September.

Kosovo’s case is the more com-plex, posing the question of who is able to play for the largely ethnic Albanian former enclave of Serbia.

“There are many players in Eu-rope (that) Kosovo may call, and they have expressed the desire to choose Kosovo colors,” the national federation spokesman Fazli Berisha told The Associated Press in an email reply.

It could see a wave of transfer requests to FIFA from players who opted to represent countries, includ-ing Albania and Switzerland, before Kosovo started to get international soccer recognition just two years ago.

The player eligibility issue was raised, and not resolved, when Ko-sovo was elected a member of UEFA last week. That win cleared the way for FIFA’s vote.

The Swiss federation led calls to delay taking Kosovo into UEFA. Its European Championship squad next month should have several Kosovo-eligible players, includ-ing midfield stars Xherdan Shaqiri and Granit Xhaka, aged 24 and 23, respectively.

It would be unfair to put players on the spot of having to choose, Swiss federation secretary general Alex Miescher said.

“Whatever they decide upon will not be for a nation, but against a nation,” Miescher told UEFA’s congress. “This will create a lot, a lot of problems.”

FIFA declined to comment in detail ahead of meetings in Mexico City, but noted that its player status committee decides if players can switch allegiance. That panel is on new ground. Typically, players who are eligible for more than one coun-try are allowed to move once, and only if their appearance for initial country was not in a senior competi-tive international match.

Now, FIFA must consider what to do with established senior inter-

nationals who previously did not have Kosovo as an option. “We’ve asked (FIFA) the question in a very direct way, and we’d like to receive a clear answer,” UEFA legal director Alasdair Bell said last week.

Assuming Kosovo joins FIFA, all parties seem to agree decisions should wait until the European Championship, in France, finishes in July. The Albania vs. Switzerland

match on June 11 in Lens has an extra angle since the Group A draw was made in December.

“I will be there to be Swiss, like all my teammates,” Valon Behrami, the 31-year-old, Kosovo-born Swit-zerland midfielder, told the Tribune de Geneve daily. “We will see after the Euro. This is such a personal choice that you should not inter-fere.” (ap)

(rtr)

(dir/ara)

(ap)

US actress, an ex-refugee, sets out to help Syrian migrants

LOS ANGELES - Milana Vayntrub plays giddy and goofy roles, but she was fidgety and troubled as she tried to relax on a recent vacation in Greece.

TABANAN - Though having a large number

of springs, the needs of the Tabanan community for water is quite high. As an agricultural area, it requires a lot of water. But on the other hand, people also need clean water, while the springs in

Tabanan tend to decrease and the discharge turns smaller. Without better water man-agement, in the next five years Tabanan is feared to be experiencing a crisis of raw water availability.

Director of the Municipality Water-works (PDAM) of Tabanan, Ida Bagus

Oka Sedana, accompanied by the Division Head of Customer Service Relations I.B. Murjana said that conditions of the raw water supply will become a problem in the next five years because the water sources existing today decrease in terms of qual-ity and quantity. Moreover, the network

system grows very rapidly, while the capability of the PDAM Tabanan is very limited, including the licensing mechanism is long enough.

But a tour of the fire-ravaged city also revealed scenes of utter devastation, with blocks of homes reduced to blackened foundations, front steps and metal barbecues.

Alberta Premier Rachel Notley said 2,400 structures had burned within the city while almost 25,000 were saved.

The fire that has ravaged some 204,000 hectares (504,000 acres) of the western Canadian province moved far enough from the evacu-ated town of 88,000 people to allow an official delegation led by the Notley to visit.

“We were really encouraged today to see the extent of residen-tial communities that were saved,” Notley said. “That of course doesn’t mean there aren’t going to be some really heartbreaking images for some people to see when they come back.”

Reporters on the tour viewed the charred rubble of the community’s Beacon Hill neighborhood, where some 80 percent of the homes had been burned to the ground and the wreckage of blackened and melted cars remained on roads.

Notley said it was not safe for residents to enter the city une-scorted, with parts still smoldering and large areas without power,

water and gas. She said repair crews will have weeks of work ahead of them.

Fire Chief Darby Allen told reporters that 85 percent of the buildings in Fort McMurray had survived the blaze, offering a slightly lower estimate than Not-ley. All schools except one that had been under construction were intact. Notley credited the efforts of firefighters who battled the out-of-control blaze for days.

The assessment by officials came a few hours after insurance experts revised sharply downward their estimates of the cost of dam-age from the blaze, which began on May 1.

Canada’s largest property and casualty insurer Intact Financial Corp expects to suffer losses rang-ing from C$130 million to C$160 million ($100 million-$123 mil-lion) from the wildfire.

Officials encouraged by how much of Canada city spared by wildfire

FORT MCMURRAY - Canadian officials who got their first glimpse on Monday of the oil sands boomtown of Fort McMur-ray since a wildfire erupted said they were encouraged by how much of it escaped destruction, estimating almost 90 percent of its buildings were saved.
