While on patrol, Ofc observed a gray Lincoln Towncar (Ohio Reg# FOZ-7839) travelling N/B on Vine St approaching N High St. Ofc noted as the

driver proceded through the intersection, turning N/B onto N High St, she failed to signal this turn. Ofc initiated at traffic stop and contacted the

occupants. Ofc identified the driver as Jessica L Ison and the front passenger as James N Burney. Mr Burney was found to had an active warrant in Pike

Co SO, which was confirmed by dispatch. Mr Burney was placed under arrest and secured in the rear of Ofc's cruiser.

A check of LEADS showed Ms Ison to be DUS/No OL. Ms Ison was issued traffic citation #19025 charging DUS (4510.111A), No OL (4510.12A1)

and Turn Signal Violation (4511.39) with a court date of 4/19/2013 for all three charges. Best Towing was called for her vehicle and Ms Ison was released

without further incident.

Ofc transported Mr Burney to the RCJ where Ofc served him and the jail a copy of IBA Warrant CRB1300164ABC charging Domestic Violence

(2919.25). Mr Burney was left in the custody of the jail staff pending his transfer to Pike Co.

Ofc found a social security card in the Kroger Parking Lot on N Bridge St that belongs to a Mary Boldman. Ofc checked LEADS and found an I.D. card

had just been issued as of 4-1-13 for the subject and listed her address in Piketon, Ohio in Pike County. Ofc checked local records and had no contacts

for the subject and made contact with the Pike County Sheriff's Office dispatcher, and they said they would send a Deputy to the address and advised

them to call this Ofc. If Ofc does not hear from Mary Boldman by the end of this shift today, Ofc will place the card in the property room at the LEC

for safe keeping. Nothing further at this time.

Ofc. contacted Jennifer Schmitt, who is the mother of 14 year old Claire Schmitt, reference to a juvenile investigation.

Jennifer stated that Claire came to her on this date before school stating that someone had texted her cell phone and sent a picture of a man's penis. Ofc.

observed the text message which contained the picture and the phone number the picture came from. Along with the picture there was a message which

said, "This can be yours if you want it." Jennifer advised that she and Claire both do not know whose telephone number this is or who the picture and

message came from. Jennifer advised that Claire's cell phone is in her husband's name, however, Jennifer has access to all account information and

passwords. Ofc. obtained Jennifer's signature on a permission to search form, granting permission for Claire's cell phone to be searched. The cell phone

was provided to Detective Goble to conduct a search. Once the search was completed Ofc. returned the cell phone to Jennifer.

Jennifer advised that she had the suspect telephone number (740-466-2167) blocked from contacting Claire's cell phone through Sprint. Ofc. provided

Jennifer with a voluntary statement form for Claire to complete.

Investigation continues.

Comments : Chillicothe Transit System driver Melvin Park reported he picked up a passenger at ARMC. He stated on the ride to the Transit Building

the unknown male seemed to have mental problems and was talking to two imaginary friends who were sitting next to him. He stated the male then

stated "what would you say if I put a gun to your head and asked you three questions?" Melvin stated he did not know if the male was talking to him or

his friends. He stated they male continued to talk to himself. Melvin described the white male as 5''5" 160 lbs wearing a dark jacket and blue jeans.

Melvin stated he ultimately dropped the male off at his stop at Renick Ave and Dayton St. Melvin stated the male stated he lived on Dayton St.

Melvin stated he did not feel threatened but wanted to report the incident. Nothing further.

Ofc spoke with Sheila Eblin who stated that her daughter, Sunshine Eblin, had just been at her house and tried to steal her medications she just got

from a surgery earlier this week. Ms. Eblin told ofc that she got her medication back but wanted Sunshine barred from her property. Ms. Eblin told ofc

that Sunshine ran out the back door and then S/B in the alley at the rear of the house. Ms. Eblin told ofc that Sunshine had checked herself out of rehab

and was homeless as far as she knew at this time.

Ofc checked the area for Sunshine but was unable to locate her at this time. Ofc put a BOLO out for any other unit that might have contact with

Sunshine to barr her from 193 Sycamore St.

Ofc has nothing more regarding this incident.

Officers were dispatched to the listed location reference subjects fighting in the street.

Upon arrival Officers contacted Milisa and Jurgen Vansteenis standing in front of the residence. They stated they had came to the residence because a

April Ratfliff had taken one of their vehicles and came to the residence to visit the father of one of her children. They stated when they tried to get her to

exit the vehicle she refused and Mrs Vansteenis then pulled her from it. They stated Ms Vansteenis and Ms Ratliff then started fighting and Mr

Vansteenis broke the fight up. Officer asked where Ms Ratliff had gone to? They stated they thought she ran into the residence at 246 Elm Street.

Officers then contacted the resident there Mr Cooper. He stated he did know Ms Ratliff, but she had gone out the back door of the residence prior to

Officers arrival. Officer asked Mr Cooper if he had seen any of what had happened out front? He stated he was watching television when he heard

yelling from out front. He said when he looked out the door he saw Ms Vansteenis pull Ms Ratliff from the vehicle. He said the two women then started

fighting, until Mr Vansteenis picked Ms Ratliff up and slammed her onto the hood of a parked vehicle. He said Ms Ratliff then got loose from him and

ran in his front door and then exited the back.

Officers then advised Mr and Mrs Vansteenis that they should have reported the vehicles as an unauthorized use to Washington CH PD and then this

agency could have located it for them to avoid the incident out front. Both were then warned about disorderly conduct and allowed to leave. Both stated

they understood.

and heard no dog barking. Ofc contacted Kimberly Moore (dog owner) who stated she was unsure what the dog may be barking at, but her neighbor

(Gregory Doyle) is always yelling over the fence at the dog, or her kids, which ever is being noisy at that time. Ofc contacted Mr. Doyle who stated

the dog has been barking on and off all day. Mr. Doyle stated he does yell at the dog to be quiet, but has never yelled at her kids to keep it down. Mr.

Doyle stated he would like Ms. Moore to be contacted about the barking dog, but did not want her cited on this occasion. Mr. Doyle stated that if the

dog continued, he would be happy to contact this Dept again. Ofc recontacted Ms. Moore and advised her that she needed to find a way to keep her

dog from barking so much in the future. Ms. Moore stated she was going to buy a muzzle today and get a tarp to put on the sides of the dog''s kennel.

Ms. Moore was warned for her barking dog and she stated she understood. Nothing further at this time.

Comments : Ofc dispatched to 91 Jackson on a domestic dispute. Ofc contacted Ronald Hartmus who stated he had a verbal argument with his

age as her son.Ofc contacted Justice Detillion who provided the same account as Shawna and stated he has never seen the subject before. Justice stated

while he was in McDonald''s, the subject kept staring at him and at one point the subject exclaimed, "If you keep staring at me I''m going to slap you on

the face!"Ofc patrolled the area but was unable to locate a subject matching that description. Ofc informed Justice and Shawna to contact this

department with any new developments. Ofc checked departmental records but was unable to locate any subject named "Kevin Clyde."

Officer was dispatched to the area of the entrance to the City Park Annex in reference to accident 13-6034. Upon investigating the accident Officer

found the following incidents had occurred. Richard McGhee and his 2005 Saturn Ion OH-PC FRT3495 was chased through Yoctangee Park streets by

Thomas Kellough in his 1994 Ford Mustang OH-Temp X416879. The City park was busy with kids playing and other traffic moving through the park.

Richard went onto Back Road behind the Chillicothe High School and Thomas cut through the gravel parking lot to catch up to them. Richard turned to

go into the park Annex and stopped at the top of the flood wall, Thomas made his turn and rear ended Richard's car causing accident 13-6034. Thomas

stated that Cruz Knapp who has used his identity when receiving traffic citations was in the back of the Richard's Car and he was only trying to get to

him.

After the accident occurred16 year old Monica Arledge exited the victim vehicle and threw two large rocks at the 1994 Ford Mustang OH- Temp Tag

X416879. One of the rocks struck the front of the vehicle and was in the front grill laying next to the radiator. The Other rock may have struck the front

windshield. She then rushed to Thomas Kellough and began hitting him. Officer contacted Monica and advised her of her Miranda Rights. Monica

stated that she only threw one rock and it went over the Mustang. Monica said Thomas hit her so she chased him and jumped on him until they rolled

around on the ground and someone pulled them apart. Thomas said Monica hit him three times and he asked her stop so he "softly placed her on the

ground" to stop her from hitting him. Officer issued Thomas MM Citation 094498 for Disorderly Conduct and advised him of his court date on 4/22/13

Officer will contact the Juvenile Prosecutor Office and recommend charges of Criminal Mischief and Disorderly Conduct on Monica. Witnesses Dustin

May saw Monica throw the rocks and the small fight between Thomas and Monica. Kyla McGhee saw Thomas hit Monica and Monica chase after

Thomas.

Officer was advised by Richard McGhee that he punched his own window out to stop him from punching Thomas because he did not want to get

into trouble with his probation. Due to the medical squad called for Richard to treat his self inflicted wounds, Officer determined to cite Richard for

Disorderly Conduct for causing an alarm to the City of Chillicothe. Officer issued Richard MM Citation 094497 Disorderly Conduct. Richard was

advised of his court date on 4/22/13 at 9 am.

Officer recommends that Monica Arledge be charged with Criminal Mischief and Disorderly Conduct.

Ofc contacted Robyn Lettvin and her daughter, Brooklyn Watts, in the lobby of the LEC in reference to an incident that occurred at CHS today.

Brooklyn stated she was walking down the hallway of CHS and a classmate, Curtis Dickess, walked past her and bumped into her with his book bag

causing her to be thrown into a locker. Brooklyn stated she believes the incident was intentional because Curtis has verbally picked on her in the past.

Ofc observed a minor abrasion on Brooklyn's right hip that she described as an injury resulting from the incident. Brooklyn stated Curtis later

apologized to her for the incident once he determined she was injured. Brooklyn stated she did not report the incident to the school staff.

Robyn stated she contacted the CHS principal via facebook who stated the incident would be investigated by the school on Monday. Ofc searched

departmental records for Curtis but was unsuccessful. Ofc informed Robyn to follow up with the school on Monday regarding the incident and to

contact this Ofc with any other developments.

Ofc dispatched to Super K-mart on a theft complaint.

Ofc contacted Mendy Kellough (employee) who stated a white male subject now known as Robert Beers was in the fishing aisle selecting items and

concealing them in the front of his pants. Ms. Kellough stated she observed Mr. Beers go through the checkouts and pay for a fishing reel, but made no

attempt to pay for the concealed items. Ms. Kellough then stated Mr. Beers exited the hard lines side of the store where she then approached Mr. Beers,

identifying herself as K-mart Loss Prevention, and Mr. Beers proceeded to a vehicle parked in the lot. At that time Mr. Beers turned around and

followed Ms. Kellough into the Loss Prevention Office. Ms. Kellough recovered 5 fishing lures, and rain poncho, and a mini screwdriver (valued at

$27.33). Ofc photographed and returned the merchandise to Loss Prevention employees. Witness statement was provided and returned. Ofc obtained

video surveillance and placed into the video drawer for safe keeping.

Ofc contacted Robert Beers who was Mirandized. Mr. Beers stated he understood. Ofc asked Mr. Beers why he was at K-mart today, Mr. Beers

stated "to steal items, because I need rent money". Mr. Beers had $3.00 on his person. Mr. Beers was arrested for theft and escorted to the Ross

County Jail. Mr. Beers was barred from Super K-mart, Mr. Beers stated he understood. Mr. Beers was advised of his court date on 4/15/13 at 9:00am

Comments : Officer was on patrol in the area of the Chillicothe Middle School when Officer was approached by Madelena Maldonado. Madelena

said her 12 year old daughter Aracely Lopez is missing. Aracely is a 7th grade student at Chillicothe Middle School and she was supposed to go to a

track meet with the team after school. Aracley was not allowed to go afte she missed the track meet on Monday due to an overdose. Aracely was

disscribed as a fair skined, long dirty blond hair, hazel eyes, 5''1", 120 lbs wearing a blue sweat shirt/hoodie Chillicothe Middle School track written on it

and black pants. Madelena said Aracely has been missing since 3 pm. Officer patrolled the area and was not to locate her. Officer had Aracely

entered into NCIC as missing and she was assigned NIC # M891294613. Officer was later advised that Aracely may be at 35 W Fourth St. Officer

made contact with Melissa Johansen. Melissa said she arrived home and found Aracely watching TV with her 17 year old son Jacob Johnansen. Melissa

said she had Aracely call her mother and was told by Aracely that her mom was not mad and everything was okay. Melissa said she told Jacob to take

Aracely home. Officer later made contact with Jacob and he said Aracely told him to stop at Vine and Water St and let her out, she would walk the rest

of the way home. Officer went to 823 Adams Ave and Aracely has not returned home, she has not contacted her mother at this time. Officer

patrolled the area of Vine and Water and has not located Aracely.

dispatched to Walmart in reference to a theft complaint. Ofc contacted LP associate Nick Sullivan who stated that two male subjects were seen placing

clothing and other items into a shopping cart. Sullivan stated the pair had loaded most of the items into Walmart bags. Sullivan stated the pair then

pushed the cart past all of the check out lanes and out of the grocery exit. Sullivan then pointed out the pair to this Ofc. This Ofc and Sgt Gay then

stopped Frank Brofford, Jacob Brofford and Blake Capper. Sullivan stated that Blake and Jacob were the pair seen loading the cart with items. Sullivan

also stated that both Blake and Jacob had removed their shoes and put on brand new shoes while in the store. Jacob and Blake were both detained at this

time. Ofc advised Blake of his Miranda Rights, which he stated he understood. Blake stated it was all his idea and that Frank and Jacob did not know

he was going to steal all of the items. Blake stated he was provided a list of items to get by Frank but stated Frank did not know he was going to steal

the items. Jacob, a juvenile, denied any part in the theft. Jacob did admitted to taking his old shoes off, placing them into a new box and leaving the

store wearing the new shoes. The stolen items were photographed and returned to Sullivan. Ofc will be obtaining statements and security video in the

coming days. Jacob was released to his uncle Frank. Sgt Gay spoke with Jacob''s legal guardian, Angela Brofford (grandmother). Angela was told that

Jacob is being charged with theft and she would be receiving paperwork from the Juvenile Court in the coming weeks. Jacob''s parents are both

incarcerated. Ofc recommends a charge of theft for Jacob. Blake was booked on one count of theft and will remain in jail in lieu of bond or his

Ofc was dispatched to 803 Sherman Park on an alleged robbery complaint. Upon arrival Ofc contacted Lee Edwards in the Sherman Park parking lot.

Lee told Ofc that Larell Netter and a tall white male wearing khaki shorts had their faces covered and approaced him on Liberty St. where Larell allegedly

put a knife to his throat and then went through his pockets and stole his wallet containing Lee's bank card and money. Lee told Ofc that he grabbed the

cover off Larell's face and chased him to 803 Sherman Park where Larell and the While male entered the back door.

Ofc contacted Amy Phillips who is the resident at 803 Sherman Park. Amy let us in the residence and Ofc contacted Larell Netter who was wearing

pajama pants and a t-shirt and watching TV. Ofc advised Larell of his Miranda rights and Larell told Ofc that he understood. Larell told Ofc that Lee was

at 803 Sherman Park with him, Amy Phillips, Anthony Yount, Amanda Mendenhall, and Ryan Hatfield All of which separately told Ofc that Larell had

not left the residence this evening and that Lee had been there watching a movie when Larell and Lee got into a verbal argument. At which time Amy

Phillips asked Lee to leave. Ofc asked Larell about Lee's bank card and money and Larell said that Lee should have it on him. Larell stated that if he has

his back pack then he has it on him.

Ofc then contacted Lee again and asked Lee about him being at 803 watching a movie and Lee told Ofc that he was but it was earlier. Ofc checked Lee's

back pack and located the bank card that Lee told Ofc Larell took from him at knife point. Lee then changed his story and told Ofc that he chased Larell

to 803, entered the residence, took the jacket that Larell had on, and reclaimed his bankcard and property.

Due to Lee's inconsistent stories and several witnesses separately claiming that Larell had not left 803 Sherman Park on this night, no charges will be

pursued at this time.

Ofc dispatched to Speedway at 10 N Bridge St reference a theft. Upon arriving, Ofc contacted Alonzo C Lenoir who advised Speedway just

stole money from him when he paid for kerosene and wasn't provided the fuel. Lenoir then began calling the employee a "bitch", at which time Ofc

warned him for his conduct. Ofc was shown 2 receipts, one time stamped at 0718hrs for $30 worth of kerosene and a $1 newspaper and another time

stamped at 0721hrs for $1.76 worth of kerosene and a $1 newspaper. Lenoir advised he attempted to pump the kerosene into a container but the pump

stopped, he advised, providing nothing. Ofc could hear a small amount of fuel in the container as he shook it showing Ofc he wasn't provided what he

paid for. Ofc noted the fuel price was $4.19 a gallon and it appeared less than a 1/2 gallon was in his container.

Ofc then contacted Speedway manager Cheryl Brown who advised Lenoir pre-paid for $30 of kerosene but only pumped $1.76 worth of fuel.

The later receipt Ofc was shown was the amount that Lenoir was charged to his credit card. Brown advised he came back into the store irate and cursing

at her in front of other customers stating Speedway had stolen from him. Lenoir was explained that was all he pumped and that was what he was being

charged. Being still unsatisfied, Lenoir walked outside and called this agency. Due to his conduct inside the store, Brown wished to barr Lenoir from the

property at 10 N Bridge St.

Ofc recontacted Lenoir and also explained that was all he pumped and all that he was being charged for. Lenoir still was adamant that he didn't

receive a $1.76 worth of fuel and felt he had been a victim of a theft. Ofc again advised him there was some fuel in the container and more than likely was

the amount he pumped. Lenoir was then advised due to his conduct, he was barred from 10 N Bridge St, which he stated he understood that if caught

back, he is subject to arrest for criminal trespass. All quiet upon departure.

Ofc was dispatched to LEC lobby and contacted the complainant, Jessica Thomas, ref to her 14yr old son Troy had run away again. She said she filed a

report with Ofc Shipley of this Dept. this morning around midnight and Troy was found and brought home to her. She said after Ofc Shipley left, Troy

told her he would take off again because he did not like the way she was treating him. She said she went to bed just after 1am and got up this morning

Mr. Houston stated that yesterday between 10am and 1pm someone entered his apartment and stole his 32" flat screen TV, his watch, and cell

Ofc arrived at Walmart and spoke with Nick Sullivan of loss prevention in his office. Mr. Sullivan stated he was watching a male subject, later

identified as Adam Wrightsel, returning a large amount of misc. items at the service desk that he had just picked up from the shelf and took to the service

desk to return. Mr. Sullivan told ofc that Mr. Wrightsel was observed earlier by an assistant manager select a deep cleaner vacuum from the shelf and

take it to the service desk to try and return it but the manager refused to do the return. Mr. Sullivan then followed Mr. Wrightsel on the stores security

system as he went to pets and other departments and selected several items and then proceeded to the service desk again to try to do a fraudulent return.

Mr. Sullivan told ofc that he continued to watch Mr. Wrightsel on the camera at the service desk and called the police so that Mr. Wrightsel could be

arrested when he completed the return. Ofc watched as Mr. Wrightsel completed the return and received a gift card for the value of the items ($535.81

+tax). At this point Mr. Wrightsel picked the vacuum up he tried to return earlier, and put it in a cart with a slip cover and a case of drinking water and

then proceeded out of the grocery doors without making any attempt to pay for the items in the cart. Once he exited the store Mr. Wrightsel was

stopped by Mr. Sullivan and one of his assistant managers and escorted back to the loss prevention office along with the cart of items he had just pushed

out of the store without paying for. Mr. Sullivan advised the items in the cart totaled $242.90 + tax. Mr. Sullivan told ofc that once he completed his

incident report he would forward it along with the video of the incidents to this ofc. Mr. Sullivan advised Mr. Wrightsel at this time he was now barred

from all Walmart/Sam's Club properties and if he returned he would be charged with criminal trespass. Mr. Wrightsel stated that he understood. Mr.

Sullivan told ofc that he would keep the items and photograph them for this ofc.

Ofc then advised Mr. Wrightsel of his Miranda Rights, which he waived, prior to questioning him about this incident. Ofc noted that Mr.

Wrightsel was very groggy and was having trouble keeping his head up to talk with this ofc. Ofc asked Mr. Wrightsel about the vacuum cleaner he tried

to return and he stated he took it from the shelf and took it to the service desk to return it for his nephew. Mr Wrightsel told ofc that he had money to

pay for everything but he was just doing what his nephew asked of him since he (nephew) had kids. Ofc asked Mr. Sullivan if he saw Mr. Wrightsel

with anyone else while he was in the store and he stated he, Mr. Wrightsel, was by himself the entire time he was watching him. Ofc asked Mr.

Wrightsel what he did after he tried to return the vacuum and he said he went to meet with his nephew in the back of the store and then started to slur his

speech so it was just a mumble. Mr. Wrightsel was then placed under arrest for two counts of theft; one for the fraudulent return and one for the push

out. Mr. Wrightsel was transported to the Ross County jail where he was to be held in lieu of bond pending his appeared in the Chillicothe Municipal

Court on Monday, 4/15/13.

Ofc was dispatched to 101 Sherman Park in reference to a 15 year old male that was out of control.

Ofc contacted Kelly and Krysten Stephens who stated Andrew Stephens was acting violently and was out of control. Kelly, Andrew's mother,

stated Andrew threw a phone at her and made threats of violence towards himself. Kelly stated she could not control Andrew.

Kysten stated that Andrew pushed her to the ground and that her boyfriend, Donavan Keel, had to physically restrain Andrew so that he could not

hurt anyone else. Krysten, who is Andrew's sister, was not injured.

Ofc contacted Andrew who stated that he cannot control his anger and admitted to pushing Krysten to the ground when she got into his way.

Andrew also admitted to throwing the phone and punching a hole in a bedroom door. Andrew also stated that he did not want to live anymore and does

not care what happens.

Ofc spoke with Juvenile Magistrate C Hannan and received approval to take Andrew to JDC on charges of domestic violence and disorderly conduct.

Ofc transported Andrew to JDC where he will remain until his appearance in court on Monday. Ofc informed Kelly that she is required to appear in

court on Monday morning as well. Father Unknown.

Ofc recommends charges of domestic violence and disorderly conduct.

Ofc dispatched to Menard's on a theft complaint.

Ofc contacted April Shoemaker (employee) who stated she observed one male subject now known as Andrew Swift selecting items and handing them

to a second subject now known as Michael Lemming who concealed the items in his pants. Ms. Shoemaker stated Mr. Lemming and Mr. Swift then

exited the store past all points of sale without attempting to pay for the items. Ms. Shoemaker stated she then approached the two subjects, identified

herself as Menard's Loss Prevention and the two followed her back into the Loss prevention office. Ms. Swift recovered 1 bottle of Kleen Out Lye drain

cleaner (valued at $4.49) and 1 bottle of Drain opener (valued at $3.99). Ofc photographed and returned the items to Ms. Shoemaker. Ms. Swift stated

she would contact this Ofc to provide a statement and video of this incident.

Ofc contacted Mr. Lemming and Mr. Swift who were Mirandized. Both subjects stated they understood. Ofc asked both subjects how much money

they had on their person, both stated "none". Ofc asked what was the purpose of them coming to Menard's today, Mr. Lemming did not respond, only

they returned they would be arrested for Criminal Trespass. Both stated they understood. Ofc arrested and escorted Mr. Lemming and Mr. Swift to the

Ross County Jail where they were advised of their court date of 4/15/13 at 9:00am and left in the care of RCJ Staff. Nothing further at this time.

Ofc observed the def veh traveling N/B on Cutright at 2nd St. Ofc saw that the def veh a Grey , 1999, Plym, 787YIV, OH failed to stop at the posted

stop sign and turned W/B on 2nd St at a high rate of speed. Ofc also saw that the veh did not have its headlights on and Ofc performed a traffic stop on

the veh on 2nd St at Poplar St. Ofc contacted the front seat passenger identified as Glen Hamner, driver identified as Megan Brown and rear passenger

Leah Brown (5yoa). Ofc saw that Leah did not have a booster seat.

Ofc spoke with Megan and noted that she had red/bloodshot eyes and her speech was slurred. Ofc asked her to exit the veh, which she did. Ofc asked

her if she had consumed any alcohol beverages and she stated yes. While in contact with her Ofc could smell a strong odor of an alcoholic beverage. Ofc

asked Megan if she would submit to taking Field Sobriety Tests, which he agreed to. Ofc first administered the Horizontal Gaze and Nystagmus Test

and found 6 clues. Ofc noted that during the test Megan swayed from side to side. Ofc next explained and demonstrated the One Leg Stand FST Tests.

Megan was having trouble keeping her balance during the test and put her foot down numerous times. She also had to be reminded by Ofc to count during

the test. Ofc next explained and demonstrated the Walk and Turn FST Test. Megan lost her balance during the instructional phase of the test and was

having trouble keeping her balance while listening to the instructions. Megan lost her balance stepping off line down and back and failing to touch heel to

toe on numerous steps. Megan was placed under arrest charging OVI.

Ofc went back to the veh to contact Glen. Ofc saw that he was now "passed out" in the seat. Ofc shook him to wake him up and while in contact with

him Ofc could smell a strong odor of an alcoholic beverage upon his person. Ofc noted that his eyes were red/bloodshot and his speech was extremely

slurred so much that Ofc was unable to understand his answers to some of Ofcs questions. Ofc asked Glen to exit the veh and as he did Ofc noted that he

was unsteady on his feet. Ofc was unable to locate anyone to care for Glen and Ofc believed that he was a harm to himself or others do to his state of

intoxication. Glen was placed under arrest charging Disorderly Intox for his and others safety.

Megan was advised of her Miranda Rights, which she stated she understood. Ofc questioned her about her daughter Leah who was still in the veh.

Megan stated she had been out driving around looking for her other 2 children Canaan Knole (12yoa) and Darius Brown (9yoa). Megan told Ofc that the

last time she saw her children was at approx. 530pm on Warner Ave. Megan stated she was visiting Chuck Beverly on Warner Ave and Leah, Canaan and

Darius went to a one of their friends residence on Warner Ave while she went inside of Chucks. Megan stated when she left Chucks residence she went

to get her children but only found Leah at the residence. Megan stated she believed that Canaan and Darius left because they were upset with her. Megan

stated she has been driving around since then trying to locate her children. Ofc asked her why she did not notify the police? Megan stated she usually

always finds them and she did not want to go to "prison" because of her 2 unruly kids. Ofc Anderson later located Canaan and Darius (see supplement).

Ofc contacted Childrens Services Employee Destiny Allen and advised her of the incident. Destiny gave Ofc permission to release Leah to her

grandmother Melody Knoles. Canaan and Darius were also released to Melody

Glen was transported to the Ross County Jail and incarcerated until sober. He was issued mm cit #094881 court date of 4-19-13 9am. Ofc explained the

cit to him and he received his copy.

Megan was transported to the Ross County Jail where she was read the back of BMC2255. Megan was then offered a breath test by TPR Wilson and

she tested .069. Ofc asked Megan if she had taken any medication this evening and she stated no. She was offered to give a urine sample, which she

agreed to. The sample was collected by Dep Brown of the Ross County Jail Staff. This Ofc packaged the sample, which was immediately mailed USPS.

Megan was incarcerated in the jail charging 3 counts of Felony Child Endangering court date of 4-15-13 9am. A Criminal History Check showed that she

has prior conviction of Child Endangering. She was issued cit#16897 charging OVI, DUS, NO OL, Child Restraint and Stop Sign court date 4-15-13 9am.

Ofc explained the cit to her, which she signed and received her copy of it and all the appropriate paperwork.

Photos of the veh were taken, which will be attached to this report.

Investigation continues pending the results of the urine test.

The veh was towed by Fields Towing.

Ofc. was dispatched to 1092 Lake Dr. ref. theft of a handgun. Ofc. spoke to James McCloy who stated his Ruger 345 handgun had been stolen.

Mr.McCloy stated it is a 45. caliber semi auto. Mr.McCloy stated his daughter Kristin McCloy is the only one who could have taken the weapon.

Mr.McCloy stated the weapon was there yesterday morning but when he checked today it was gone. Mr.McCloy stated the only people in the

residence were his wife, 85 old mother, his two old grandson and his daughter Kristin. Mr.McCloy stated he had already contacted his daughter ref. his

weapon and she had denied knowing anything about it. Mr.McCloy stated he is insured by Lansing Ins.

Ofc. spoke to Cheryl McCloy who stated that she had let her daughter into the residence yesterday, because Kristin had asked to wash her hair.

Ms.McCloy advised she had gone outside with her grandson and that Kristin had gone to her car and then came back inside stating she had to go and left.

Ofc. received written statements from Mr.McCloy.

Ofc. spoke to Kristin McCloy and advised Ms.McCloy that Ofc. would need to have her come to the station to talk with this Ofc. Ms.McCloy

advised she would. Investigation continues.

Ofc dispatched to 627 E Water St reference a theft. Upon arriving, Ofc contacted Denise Gillette who advised sometime within the last week,

her air conditioner was stolen from the west side of her home. Ofc noticed the platform for the unit was bare and wires had been cut from the AC

breaker. Gillette stated the unit was old and green in color, but the brand and/or size was unknown. No suspects or witnesses. No evidence seen or

Comments : Ofc responded to 17 N McArthur St in reference to a stolen bicycle. Upon arrival Ofc contacted owner, Loral Stewart, who stated his

red/black colored 20" mongoose Rebel bicycle with bullet style valve stems (unknown serial number) was stolen from the front porch of his residence

approx 3 weeks ago. Loral stated he failed to file a police report because he was going to "take care of it himself." Loral stated on 4/12/13 he observed a

w/m (described as thin with dark hair) riding his bicycle s/b on N McArthur St towards E Main St. Loral stated he followed the subject to 893 Dayton

St where the subject entered the residence with his bicycle. Loral stated at that time he still failed to contact the police because he thought he could

recover the bicycle himself.Loral presented Ofc with a Walmart receipt that showed Loral had purchased a bicycle on 6/7/2012 but there was no serial

number, description, or other documentation with the receipt.Ofc contacted Shane Williams at 893 Dayton St and questioned him about the bicycle.

Shane denied possessing a bicycle matching that description but would not permit this Ofc to enter his residence to determine if the bicycle was kept

inside. Shane stated only he and his wife reside at that residence and no one else has been there with a bicycle matching the description of the alleged

stolen bicycle.Due to conflicting statements and lack of evidence, no charges will be filed at this time. Nothing further.

at Sack-n-Save getting food for Sunday Dinner with Felicia Netter and Heather Cain. Ms. Cockrell stated as she was leaving, Lorna and Brenda Beverly

approached her vehicle and opened her door attempting to assault Ms. Cockrell. Ms. Cockrell stated she shut the door and left the area. Ms. Cokrell

went to Ms. Netter''s house to cook dinner and was there approximately ten minutes. Ms. Cockrell stated that six females barged into 590 W Fifth St

Apt 19 without knocking, and began hitting her with closed fists while she was on the couch. Ms. Cockrell named Lorna Beverly Feaster, Brenda

Beverly, Belinda Harewood, and Desiray Harewood. Ms. Cockrell had no signs of physical violence on her person. Ms. Cockrell stated that Brenda and

Lorna have been upset with her for a long period of time for rent money they felt is owed to them. Witness statement form was provided. Ofc

contacted Ms. Netter and Ms. Cain who stated the named subjects came into the Apt uninvited and began assaulting Ms. Cockrell. Ms. Netter stated

the incident began at Sack-n-Save with Lorna and Brenda attempting to argue and fight with Ms. Cockrell and that the group followed them to the

Apartment. Only description of the vehicles were a grey one and a blue egg shaped looking car. Witness statements were provided. Ofc contacted the

caller Kathy Breland and two other subjects who witnessed 3 car loads of people come to the apartment but were unwilling to fill out a voluntary

witness statement form. Ms. Breland stated one car was grey and the other was a blue hatch back, but could not advise makes or models. Ofc will

attempt to contact Belinda Harewood, Brenda Beverly, Lorna Beverly Feaster and Desiray Harewood for questioning. Nothing further at this time.

Ofc dispatched to Whitel Castle ref to an unruly. Upon arrival Ofc contacted Ernie Barrows. Mr. Barrows said that he was having problems with his

daughter. He said that he called tonight because she was threatening to leave work with her boyfriend. He said that she had sent text messages to him

refusing to leave with him when he got to her work to pick her up. Mr. Barrows said that he wanted her to understand that until she turned 18 she didn't

have a choice.

Ofc contacted Jordan Barrows. Jordan said that she was just tired of her father always telling her what she could and couldn't do. She said that she was

not going to leave with her boyfriend but did plan on calling a friend of her to come get her because her mother told her to get out of her house earlier

today.

Ofc explained to Jordan that she didn't have a choice but to leave with Mr. Barrows. Ofc also explained to Mr. Barrows that until Jordan was 18 they

could not legally kick her out of their residence. Both said that they understood and had calmed down upon their departure.

At this time no further action will be taken.

Ofc. was on patrol in the area of Arch St and Vine St when Ofc. looked south up Vine St. Ofc. noticed what appeared to be something in the middle

of the street a few blocks south of Ofc. location. Ofc. went south on Church St and turned west on Chestnut St. When Ofc. got to Vine St Ofc. saw

nothing north of that location. When Ofc. looked south Ofc. observed a bicycle in the middle of the street and an open car door with a subject inside the

front driver's side of the vehicle. Ofc. turned south bound on Vine St and the subject closed the door, picked the bike up and began to travel south bound

on the east sidewalk. Ofc. had activated the overhead lights and the subject stopped. Ofc. identified him as Gregory Robinson.

Ofc. is familiar with Mr. Robinson and knows that he does not have a license or vehicle. Ofc. placed Mr. Robinson in handcuffs and advised him of

his Miranda Rights. He stated that he understood. Ofc. advised him what Ofc. saw and he admitted to getting in the vehicle to look for change to buy

cigarettes. Mr. Robinson had the smell of an alcoholic beverage coming from about his breath and person and he indicated that he was "drunk". Ofc.

placed him in the rear of the patrol car and contacted Darron Musser, the owner of the red 2004 Jeep Liberty (Ohio - FAQ8873) that Ofc. observed Mr.

Robinson in. The vehicle had been left unlocked, there was no damage and nothing was found to be missing. Ofc. asked Mr. Musser if he wanted to

pursue charges in reference to his vehicle being entered and he stated that he did.

Ofc. advised Mr. Robinson that he was under arrest for Disorderly Conduct (Intoxication), for his own safety and the safety of others and Criminal

Mischief for entering the vehicle without permission. He was transported to the RCJ where he was provided with a copy of MM citation 09 4853 for

the Disorderly Conduct. Ofc. did not request that he sign the citation due to his level of intoxication. He will be held on bond for the M3 Criminal

Mischief and advised that he is due in court on 04/15/2013 at 9:00 A.M. He was released to the jail staff without incident. His bike was placed in the

basement of the LEC for safe keeping. Ofc. advised him to contact dispatch and an Ofc. could return it to him. A CCH was run on Mr. Robinson

showing several misc. priors and it will be forwarded to the court.

Mr Hettinger stated he and his girlfriend had gotten into an argument with some unknown subjects at Ross Lake on the evening of April 14, 2013. He

said somehow the subjects they had been arguing with found out who they were through facebook and had been sending them messages all day saying

they were going to kick there ass. Mr Hettinger stated he did not think the threats were serious, but wanted the incident documented. Officer asked how

the subjects had known he and his girlfriend were? He stated they must have been a friend of one their facebook friends or something. Officer advised him

to not respond to any of the messages but if the subjects found out where they lived or contacted them in person to call this department or the

observed a subject now know as Robert Minshall, selecting and concealing tools in his pants in the hand tool department. Mr. Winchell stated Mr.

Minshall passed all points of sale and exited the store without attempting to pay for them. Mr. Winchell stated at that time he approached Mr. Minshall

and identified himself as Loss Prevention, and Mr. Minshall followed him back into the loss prevention office. Mr. Winchell recovered 3 utility knives

(valued at $5.99 each), 2 gear wrenches (valued at 29.99 each), 2 fat max tape measure (valued at $24.99 each), 1 tap wrench (valued at $14.99), and 2

sets universal wrenches (valued at $49.99 each). Ofc photographed and returned items to loss prevention. Witness statement was provided, and Mr.

Winchell stated he would contact Ofc when statement and security video was available. Ofc contacted Mr. Minshall who was Mirandized, Mr.

Mishap stated he understood. Ofc asked Mr. Minshall how much money he had on his person, he stated "$4.00". Ofc asked Mr. Minshall what his

purpose at Sears was today, Mr. Minshall stated "he needed money and a job offer I had fell through". Mr. Minshall was arrested for theft and

transported to the Ross County Jail, advised of his court date of 4/16/13 at 9am. While in the jail, Mr. Mishall was noted wearing sweat pants under his

jeans with socks tied around his ankles to keep these stolen items from falling out the bottom of his jeans. Nothing further at this time.

violence complaint that occurred on 4/4/13. Upon arrival Ofc contacted Amanda Batty. Ms. Batty said that on 4/4/13 her husband, Earl Umphries Jr, and

her were arguing in his vehicle while traveling down Watt St. She said that they reached the red light of Watt/Main and he reached over and started

punching her in the face and head numerous times. She said that she got out of the vehicle and walked over to someone''s yard and sat down until

someone there called for a squad. She said that she was then transported to ARMC for medical treatment where she received one staple in her head.

Ms. Batty said that she has been staying with her mother in Jackson OH because she is scarred to return home. She also said that she wished to speak

with the Domestic Violence Coalition before filing charges because she is scared of what he might do to her if charges are filed. She said that the Coalition

advised her that she needed to file a report with the Police Department before they could issue her a Temporary Protection Order. Ofc had Ms. Batty

fill out a written statement form (see attached) and sign a Domestic Violence Complaint Form. Ofc also had her sign a medical record release form. Once

Ofc receives the medical records form the date in question Ofc will forward them to the Chillicothe Law Director''s Office. Ofc did observe that Ms.

Batty''s left eye still showed signs of trauma (was still black and the white of her eye was extremely red/blood shot). Ofc took photos of her eye. Ms.

Batty also showed Ofc that she had a scar on the top of her head from where they had stapled it together from this incident. Ofc did attempt to take a

photo of it as well. As Ofc began this report Ofc was later contacted by Ofc Stansberry. Ofc Stansberry told Ofc that he had done a report on this

incident on 4/4/13 (see report 13-5572). Ofc read the report and found that Ms. Batty was very uncooperative with Ofc Stansberry and did not advise

him exactly what had occurred or who had done it. Ofc also found pictures that Ofc Stansberry had taken. Ofc will forward a copy of the original report

along with the photos Ofc Stansberry took from the original report. Ofc advised Ms. Batty that Ofc would file the appropriate paperwork requesting

a warrant charging Mr. Umphries with Domestic Violence. Pending the contact/arrest of Mr. Umphries Ofc has nothing further at this time.

the building just after the alarm went off. He said that one of the three, which he said were all males, was wearing a green shirt and that he was limping.

He said that they took off on foot across Greenlawn Cemetary and the last time he saw them they were running behind the old Ross County Auto Parts

building on S Watt. Mr. Sneddon said that none of the males was carrying anything and he did not think that they made entry inside of the business.

A keyholder to the business was contacted and arrived at the scene. Ofc then checked the interior of the building with Richard Obryant the owner. He

checked the business and stated that everything appeared to be ok. He said that there is an exterior motion sensor on the East side of the business, which

is what the alarm company advised him had been activated. He said that there is nothing missing. Ofc advised him extra patrols would be done and to

call if he observed anyone or anything around his property. At this time no further action will be taken.

walking eastbound on Second St towards Mosher Alley and was drunk. Officer located the subject, later identified as Mark Parks, and observed he was

having trouble walking and keeping his balance. Officer made contact with Mark and observed his front zipper was open and could smell a strong odor of

an alcoholic beverage coming from his person. Mark advised he has consumed 8 beers today and advised the time now was around 4:30pm when actually

it was around 7:30pm. Officer observed Mark''s eyes were blood shot/glassy and his speech was slurred. Officer arrested Mark for his safety and

transported him to Ross County Jail to sober up.Officer issued Mark a Minor Misdemeanor Citation # 09 4920 charging him with Disorderly Conduct

Intoxication (ORC 2917.11B). Officer advised Mark of his Municipal Court date on 4/29/13 at 9:00am.Nothing further.

said that earlier today he was checking his daughter, Breianna''s cell phone when he observed several sexually explicit messages. He said that his daughter

was having sexually explicit messages with random people and it appeared to him that his daughter was the one who was leading the messages that way.

He said that he later found out that some of the people she had talked to were 21YOA and lived in different cities and states. Mr. Vaughn said that he

then found out that his daughter had made a profile on a dating site called Meet Me. He said that in her profile she had told people that she was 18YOA.

Mr. Vaughn said that he went through the entire phone and did not fine any nude pictures or anything to that nature but he was shocked by what his

daughter had been doing. Mr. Vaughn said that he wanted the incident documented because if Breianna ever acted this way again he was going to file

charges against her. Ofc contacted Breianna and explained the dangers of doing what she was doing. Ofc also told her that it could lead to people being

charged with felony crimes etc because they are under the impression she is 18YOA. Breianna said that she understood and that she would never do it

again. She could also not advise Ofc why she ever did it in the first place. Ofc advised Mr. Vaughn that the incident would be documented and to call if

there were any further problems. At this time no further action will be taken.
