The long cherished dream of the

residents of the coastal areas of Ti-

nangnan and Cabulijan that is the re-

habilitation of the Tinangnan Bridge

which is currently in a near collapsed

state will soon be realized. The LGU

has received a 15 Million pesos special

grant for the rehabilitation of the said

infrastructure into a concrete two lane

bridge. The grant from the special LGU

subsidy fund of the Department of

Budget and Management was released

through the joint effort of the LGU,

Congressman Relampagos and Sec.

Butch Abad of DBM. Another 3 million

pesos from the same source was

also released for the construction

of the annex building of the

Tubigon Loom Weavers Multi Pur-

pose Coop which will hopefully

enhance their production capacity.

sa Tubigon, pinaagi sa pundok sa Liga ng mga Barangay, Sangguniang Ka-bataan, Department of the Interior and Local Government ug ang Sang-guniang Bayan, mihimo og usa ka “Barangay Congress” diha sa Tubigon Cultural and Sports Center niadtong Nobyembre 30, 2011 sa tema nga: “The Pillars of Progress and Development in the Barangay”.

Ang atong Kongresista, si Hon. Rene L. Relampagos, mao ang pina-sidungang dinapit nga mihatag og PhP 10,000.00 sa kapunongang mga babaye sa kada barangay.

Sa iyang pakigpulong, iyang gibalita nga daghan siyang gi-allocate nga mga pondo para sa atong lalawigan sa Bo-hol diha sa General Appropriations Act of 2012.

Unya dinhi sa atong lungsod sa Tubigon aduna siyay allocation nga “financial support”, apil ang PhP 18.8 million para sa reconstruction sa tay-tayan sa Bateria diha sa barangay Ti-nangnan.

AN ORDINANCE AMENDING SECTION 5G.03 OF ARTICLE G, CHARGES OF PARKING FEES,

OF MUNICIPAL ORDINANCE No. 2002-11-212, OTHERWISE KNOWN AS ‘THE NEW REVENUE

CODE OF 2004 OF THE MUNICIPALITY OF TUBIGON AND FOR OTHER PURPOSES.

WHEREAS, the number of passenger buses, v-hires, and other public and private transportation already adding bulk in the designated parking area of the municipality wherein a need for regulation must be implemented;

WHEREAS, the present parking fees implemented by the municipality was ordained during the fiscal year 2004

WHEREAS, pursuant to Section 191 of Republic Act No. 7160, otherwise known as the Local Govern-ment Code of 1991, i.e., „Local government units shall have the authority to adjust the tax rates as prescribed herein not oftener than once every five (5) years, but in no case shall such adjustment exceed ten percent (10%) of the rates fixed under this Code‟;

WHEREFORE:

BE IT ORDAINED by the Sangguniang Bayan of the Municipality of Tubigon, Bohol in session duly assembled, that:

SECTION 1. Amendatory Clause. – Section 5G.03 of Article G. – Imposition of fees - shall be amended as follows:

a.) Heavy duty trucks (ten-wheelers and above) - PhP 50.00 per 3 hours; excess after 3 hours

b.) 6-wheeler (cargoes, buses, wing vans, forwarders) - PhP 40.00 per 3 hours; excess after 3 hours

MUNICIPAL ORDINANCE No. 2011- 04-343

AN ORDINANCE ESTABLISHING A PASSENGER SERVICE STATION LOCATED IN THE

AN ORDINANCE AMENDING SECTION 3 AND SECTION 6 OF MUNICI-

PAL ORDINANCE No. 2007-08-265, OTHERWISE KNOWN AS AN ORDI-NANCE REGULATING THE OPERATION OF INTERNET CAFES/SHOPS IN THE MUNICIPALITY OF TUBIGON, AND FOR OTHER PURPOSES.

G AREA AND PRESCRIBING FEES THEREOF.

WHEREAS, the present situation in the regu-

lation of the operation of internet cafes/shops need to

be updated since the circumstances varies from the

time the Municipal Ordinance was enacted;

WHEREAS, these amendments were prod-

ucts of the ongoing discussions to all internet cafes/

shops operators along with the Executive Department

and the concerned Local Government Unit agencies

implementing the Municipal Ordinance 2007-08-265;

WHEREFORE:

SECTION 1. Amendatory Clause. –

Section 3 – Computer games prohibited

to minors at a certain time of day. –

It shall be prohibited for minors below

eighteen (18) years old to play computer games

inside cafes/shops during school days from 7:00 in

the morning until 5:00 in the afternoon.

Section 6 – Posting of Notices – It shall

be mandatory for all owners/operators of cafes to post

conspicuously inside their establishments a public

notice worded thus:

a. To play computer games on

school days from 7:00

AM – 5:00 PM

SECTION 2. Repealing Clause. – All

ordinances inconsistent or in conflict herewith

are hereby repealed, modified and amended

accordingly.

SECTION 3.Effectivity. – This

ordinance shall take effect upon approval subject

to the compliance of all requirements provided

for by law, like publication and posting.‟

WHEREAS, the Municipality of Tubigon already com-

plied from the different governmental agencies in the estab-

lishment and the possession of the anapog deposit, to be used as

filling materials for LGU projects ONLY, specifically located in

Barangay Pinayagan Norte, of the same Municipality;

WHEREAS, the said anapog deposit was estimated to be

in great mass/volumes, in addition that it is too abundant for the

sole purpose of LGU usage, thereby the LGU officials announce

that it shall be practical that the LGU will subject the said anapog

deposit for delivery purposes exclusively to the barangays for im-

provement of Farm-to-Market Road under the territorial juris-

diction of the Municipality of Tubigon and prescribing the rates

per cubic meter and the service thereof

WHEREFORE:

BE IT ORDAINED, by the Sangguniang Bayan of the

Municipality of Tubigon, Bohol in session duly assembled, that:

SECTION 1. Rates - The prescribe rates of the actual

recovery of cost of the anapog shall be as follows:

There shall be an additional Five Pe-sos (PhP 5.00) per cubic meter for every kilo-meter beyond the 3 kilometer distance

SECTION 2. Manner of Procure-ment - a.) The barangay concerned shall coor-dinate with the Office of the Municipal Treas-ury for the payment and shall be given an offi-cial receipt of the said payment from the said Office;

b.) The official receipt shall be pre-sented to the Office of the Municipal Engi-neering as proof of payment and thereupon sign the appropriate application form for the detailed volume of anapog and as to the spe-cific location of delivery.

c.) After the complete signing of the appropriate application form, the Office of the Municipal Engineer shall start the hauling, loading and delivery of the filling materials to the exact location as describe in the applica-tion form.

SECTION 3. Penal Provisions –

Any person found, such as but not limited to,

hauling, loading, extracting and other manner

procuring the filling materials, without proper

presentation of the proof of payment duly

signed by the Municipal Treasury Officer,

shall be punished with a fine not less than

Five Hundred Pesos (PhP 500.00), but not

more than Two Thousand Five Hundred Pesos

(PhP 2,500.00), or imprisonment of not less

than three (3) months but not more than six

(6) months, or both, at the discretion of the

court;

SECTION 5. Effectivity – This ordi-

nance shall take effect upon approval subject

to the compliance of all requirements pro-

vided for by law, like publication and posting.

AN ORDINANCE PRESCRIBING RATES OF THE ACTUAL RECOVERY OF COST IN THE

QUARRYING AND DELIVERING ANAPOG MATERIAL TO BARANGAY WITHIN THE

AN ORDINANCE ENACTING AND APPROVING THE CY 2012 ANNUAL BUDGET

OF THE MUNICIPALITY OF TUBIGON, PROVINCE OF BOHOL.

R. A. No. 7160, for the proper charging of

such payment within the appropriation.

SECTION 3. All payments charged

against any of the items in this budget shall

be in accordance with the rules and regula-

tions of the Commission on Audit.

SECTION 4. There shall be no adjustment

of items within the appropriation for offices

as provided in this ordinance, or changes of

titles or designation, nor shall changes of su-

pervision of expenditures or elimination of

any items be allowed except in cases

where public interests so demands, and

such may be authorized through a resolu-

tion of the Sangguniang Bayan, duly ap-

proved by the Mayor.

SECTION 5. Any violation of any part of

this ordinance shall be sufficient ground for

the filing of an administrative case against

any public officials, or employee who per-

petuated the act, or if proven guilty of the

charge in a proper administrative proceed-

ings, the offender shall suffer the penalty of

suspension of not less than sixty (60) days, or

removal from the service, without prejudice

to the filing of a criminal case against the

same.

SECTION 6. Effectivity. – This Ordinance

shall take effect immediately upon ap-

proval.

AN ORDINANCE PRESCRIBING THE RATES OF CHARGES IN THE RENTAL OF THE LOCAL GOVERNMENT UNIT-OWNED DETACHABLE TENTS

AND FOR OTHER PURPOSES.

WHEREAS, the Local Government Unit of

the Municipality of Tubigon possessed and owned 5

detachable tents (4.5 x 6 meters) to be used for public

purposes and other LGU functions;

WHEREAS, comments and responses from

the public were mounting, thru the Liga ng mga

Barangay organization of this municipality, in ex-

pressing their intentions to rent the detachable tents

for specific purpose and period of time;

WHEREFORE

BE IT ORDAINED, by the Sangguniang Ba-

yan of the Municipality of Tubigon, Bohol in session

duly assembled, that:

SECTION 1. Rates - The prescribe rates of

charges for the rental of every unit detachable tents

owned by the Local Government Unit of the

Municipality of Tubigon shall be:

a) One Thousand Pesos (PhP 1,000.00) in a

maximum of three (3) days and excess days thereof

will be on per day basis for renters within the Munici-

pality of Tubigon to which it includes the delivery,

installation and dismantling of the unit except for the

island and mountainous barangay renters wherein

they shall provide their own means of transportation;

(b) One Thousand Five Hundred Pesos (PhP

1,500.00) per day for renters outside the Municipality

of Tubigon. The renters shall pick up the unit but to

be installed and dismantled by the LGU-Tubigon

personnel; and

(c) Actual cost of repair shall be charged

for the damaged unit both for outside and within

the Municipality renters.

SECTION 2. Manner of Rental - a.)

All renters concerned shall coordinate with the

Office of the Municipal Treasury for the pay-

ment of the rental and shall be given an official

receipt of the said payment from the said Office

of the Municipal Treasury;

b.) The official receipt shall be presented

to the Office of the Municipal Engineering as

proof of payment;

c.) After the presentation of the proof of

payment, the Office of the Municipal Engineer

shall install the tent in the location prescribe by

the renter.

SECTION 3. Penal Provisions – Any

person found violating the provisions of this

ordinance shall be punished with a fine not less

Kining maong proyekto gipangusgan sa administrasyon nga mahuman karong “1st Quarter” sa tuig 2012.

Namugna ang maong proyekto tungod og alang sa atong mga kaig-suunan nga nanginahanglan og “potable water” o tubig nga limpyo ug luwas imnon, arun usab sa

paglikay sa mga sakit nga makuha gikan sa hugaw nga tubig. Kini mao ang labing importanteng elemento alang sa usa ka himsog nga panglawas.

Aduna pa‟y daghang mga nag-kalain-laing mga proyekto nga gipan-gandaman sa administrasyon, uban sa mga kadagkuan sa lungsod, ilabi na ang konseho sa Sangguniang Bayan, arun sa paghatag ug mga maayong serbisyo alang sa atung mga kaigsuonan. Ug isip amahan niining lungsod sa Tubigon, wala ako‟y laing gidamgo kundi ang ma h a t a ga n o g ma a n i n d u t u g mauswagon nga komunidad ang akong mga minahal nga Tubignon.

Ang una balor og P400,000 pero gihatag kini ngadto sa barangay Tan-awan ug ang ikaduha, sa kantidad nga P500,000 pero gipahibalo sila ni Engr. Men-dana nga P100,000 ra ang para sa Buenos Aires. Naglibog sila pag-ayo kung asa na man diay ang ubang kwarta. Ang SB nagkauyon nga ila kining i-verify pag-usab ngadto kang Engr. Mendana.

2. Peace and Order - Miingon si Hon. Indiana nga wala silay prob-lema sa peace and order. Pero ang ilang mga tanod nagkinahanglan og mga “kit” ug gamay‟ng usbaw sa honorarium. I-verify kini sa SB diha sa Budget Officer kung mahimo pa ba kining pasakaan.

3. Supplemental Feeding Sa Barangay - Miingon si Hon. Lanoy nga ang ilang budget nga P4,000.00 dili paigo para paghimo og “continuous feeding”. Misugyot si Hon. Mascarinas nga i-coordinate kini sa MSWD

At this point, I would like to en-courage each and everyone to con-tinue praying that not only Bohol but the whole country will be spared from such calamities which are now threatening the entire world.

Ania ang ilang mga issue ug concern:

1. Water Supply - Miingon si Kapitan Salutan nga luoy ang ilang barangay kay imbis sila ang tinubdan sa tubig daghan pa gihapon kanila ang walay tubig. Unya, ang sitio Mahayahay, Taytay ug Boundary hangtud karon wala pay linya sa tubig kay taas-taas ang ilang elevation. 1. Health, Sanitation ug Internal rules - Matud pa sa committee, nagkinahang-

3. Electrification/Street Lighting - Nagpasalamat sila ngadto ni Hon. Mayor Jao sa mga “street lighting” nga gipangtaod diha sa ilang barangay. Unya tungod kay aduna pa may mga lugar nga ngit-ngit pag-ayo, nangayo sila og addi-tional nga 50 ka buok.

SECTION 2. Definition of Terms. – When used in this ordinance, the following words and phrases are defined:

Heavy Duty trucks -large vehicle (10 wheeler and above) transporting goods, chattels and other merchan-

dise by road;

6 and 8-wheeler vehicles – refers to buses, trucks, wing vans, forwarders;

4-wheeler vehicles – refers to cargo trucks, canters, elfs, vans, v-hire vans, mini-buses and jeepneys;

Turno system – interval system of PUBs and PUJs making their turns to load and unload passengers in the

parking area of the Municipality;

Cars, tricycles and motorcycles – refers to the usual definition accorded by laws;

Rickshaw (or okay-okay) – a three-wheeled vehicle operated by pedaling and having an attached seat for

one or two passengers available for public hire;

Other vehicles – refers to all vehicles not mentioned above;

Municipal Traffic Enforcers Team – refers to municipal paid employees duly authorized to implement

the rules and regulations of the Municipal Comprehensive Traffic and Transportation Ordinance of this Munici-

pality and likewise assist in coordination with the personnel of the Philippine National Police (PNP);

SECTION 3. Administrative Provisions. – a.) The Municipal Traffic Enforcers Team shall have the full

authority to monitor and apprehend any violators of this amending ordinance subject hereof to the penal provi-sions of the Municipal Ordinance No. 2000-12-170, otherwise known as the Comprehensive Traffic and Trans-portation Ordinance of the Municipality of Tubigon.

b.) The designated parking area shall be determined by the Municipal Traffic Enforcers Team in various

parking area in the Municipality of Tubigon. The determination of the designated parking area shall also include the putting up of traffic signs and other traffic markers in a conspicuous portion of the designated parking areas.

SECTION 4. Repealing Clause. – All ordinances inconsistent or in conflict herewith are hereby re-pealed, modified and amended accordingly.‟

SECTION 5. Effectivity. – This ordinance shall take effect upon approval subject to the compliance of all

requirements provided for by law, like publication and posting.‟

managsoon ug siya ang ika 2 sa kina-manghuran. Niadtong Pebrero 24, 1980, gikasal sila ni Rudy, ug namunga ang ilang gugma og 4 ka mga bata; 2 ang lalake ug 2 pod ang mga babaye.
