    BOARD COMMENTSPOOL ISSUES:

    The Association has had its fair share of problems this season, ranging from non-cooperative weather, to equipment

    failure to human error. We have had more rain days than any previous year that I can remember, and for resident

    safety, it can remain open during a light sprinkle, but must close immediately if there is thunder or lightening, even

    though the rain hasnt started yet. Equipment problems included chlorine sensors, the chlorine feeder, the enzyme

    pump and most recently, the pool lter pump motor. Any of these can cause the chemical levels to spiral in one

    direction or the other, with the exception of the enzyme pump, or prevent the pool from ltering properly. All except

    the enzyme pump require the pool to be closed until it is repaired and chemical levels are restored. The enzyme pump

    itself prevents the build-up of algae in the pool and adds to a stable water chemistry.

    Then of course, there is human error, stafng shortfalls or poor judgment, which is the controllable portion. The

    Board and Management have had discussions about pool problems and the lifeguard staff has been repeatedly spoken

    with about the need to constantly check the chemical levels and to strictly adhere to a maintenance schedule for the

    equipment. When the equipment is showing signs of uctuation or there is uncertainty, we rely on the staff to monitor

    it. We know that high chlorine levels have caused the pool to open late on several occasions and also close early. Joehas requested that the Head Lifeguard and her assistant test the water at 8:00a.m. or before to increase the response

    time for that occurrence, the rationale being that it may still open slightly late, but far earlier than if it had been caught

    at 11:00a.m. As a resident myself, I am equally as frustrated with the down time that the pool has experienced, and

    our manager is doing everything in his power to ensure that the remaining 6 weeks of the season will go as planned.

    Many of the positive elements such as the clean deck, locker rooms, inventory, swim lessons and aerobics cannot fully

    be appreciated unless the pool itself is open. We look forward to resolving these issues as we progress and appreciate

    your patience and understanding while solutions are put into motion.

    BASKETBALL TOURNAMENT:

    Robert Gorzyca is organizing a 3-on-3 Basketball Tournament to be held on Saturday, August 17th starting at 10:00a.m.Registration forms are available for individuals or teams to sign up at the clubhouse. This tournament is open to

    HLCA residents of all ages and genders. Prizes will also be awarded. Come on out and join the fun!

    EIGHT MILE ENTRANCE:

    The renovation of the Eight Mile Entrance has begun. Blackstone Landscaping has been on site updating the

    landscaping, and the west side sign is also receiving a fresh coat of paint .

    WOW CABLE:

    The Board of Directors has signed a contract with Wide Open West (WOW) to allow them to offer their services to our

    residents. The property survey has been completed, and they should be breaking ground shortly. Please watch for

    information and announcements in the Herald.

    HIGHLAND LAKES CONDOMINIUM ASSOCIATION

    BOARD OF DIRECTORS MEETING MINUTES - July 15, 2013

    The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the

    third Monday of the month, in accordance with the By-Laws of the Association. President Kathy Baldwin

    called the July 15, 2013, regular meeting of the Board of Directors to order at 7:30 p.m.

    Attendance:The following Directors were present: Kathy Baldwin, Michelle Todorov, Tom Byrne, Sandy Nolan, Judy

    Nakdimen, Guy Balok and Kathleen Connor. Also present were Joe Poma, Property Manager and Shannon Crowley,

    Administrative Assistant. Approximately 14 co-owners were also present.

    Court Captain Committee report: See page 15Joel Lutz reported to the Board.

    Discussion: Joel reported that the guest speaker

    from the Northville Twp. Fire Department made

    a fantastic presentation at the July meeting. He

    stressed that re safety concerns everyone in the

    community. Kathleen agreed and wished more

    people could have been seen his presentation.

    Board Action: Motion by Judy Nakdimen, support

    by Kathleen Connor, to accept the Court Captain

    Committee report dated July 2, 2013 as corrected.

    All in favor. Motion passed.

    Discussion: Michelle suggested contacting the cub

    Engineering Committee report: See page 20Tom reiterated that contractors adhere to the

    approved diagram specs. Ken suggested including

    a contractor signature line on the Patio Diagrams

    on the Deck/Patio modication request form to

    ensure that the contractors are seeing and adhering

    to the approved diagram.

    Board Action: Motion by Tom Byrne, support by

    Sandy Nolan to accept the Engineering Committee

    report dated July 10, 2013, and approve modication

    requests #1-8. All in favor. Motion passed.

    Community Social Committee report: VerbalMichelle Todorov reported to the Board. Michelle

    invited everyone to attend Highland Days on July

    20th Magic show will begin at noon, with pool

    games beginning at 2:00 p.m. Lunch will be Hot

    Dogs or Pulled Pork Sandwiches. There will also be

    an all-ages late swim from 8:00 p.m. until 10:00 p.m.

    Approval of Minutes:Minutes of the June 17, 2013, regular meeting of the

    Board of Directors, minutes of the June 17, 2013,

    executive session of the Board of Directors, and

    minutes of the June 13, 2013, special meeting of

    Co-Owner ForumSteve Emsley: Steve expressed his disappointment

    that the Finance Committee for the month of June

    was cancelled by the Committee Chairperson. He

    explained that the June meeting would have been

    the rst meeting that he is a voting member, (Finance

    Committee bylaws require that members be co-owners in good

    standing and attend three meetings in order to have committeevoting rights). Steve further stated that the cancellation

    was unfortunate in light of the upcoming budget

    meeting.

    Secondly, Steve requested that the Board of Directors

    grant him a two-year waiver that would allow him to

    lease his unit. Steve stated that there is no way for

    management to know how long it will be before he

    would be eligible to lease his unit under the restrictions

    of the new bylaws (limits rentals to 13%). He explained

    that when he purchased the unit, it was his intention

    to get it xed up and then lease it out as an investmentproperty. The current bylaws prohibit him from doing

    that at this time, since we already have the maximum

    number of units leased in the complex, but the bylaws

    to allow the Board to make an exception due to

    hardship.

    Tom asked if the reason for the request was that Steve

    believed that there wasnt a procedure in place or a

    waiting list for lease candidates. Steve said this was

    true. He added that he didnt know how many people

    are in front of him on the waiting list, or how long thewait would be.

    Tom explained that at this point, we estimate that we

    have 17% rentals (4% over our limit). There is no way to

    predict when those rental units will change hands and

    be removed from the rental count to reduce our rental

    count below the 13% limitation, thus allowing other

    co-owners to lease their unit.

    There was no Board action to grant Steves request for a

    two year waiver.

    Marti Tupper: Marti expressed her concern aboutincluding two deciduous trees on the east side Eight

    Mile Road entrance. Marti said the blooms and leaves

    would fall all over the neighbors gardens and lawns,

    and she doesnt think it was fair to the homeowners to

    include a tree that require so much maintenance. Marti

    suggested using evergreens instead.

    Ray Parzych: Ray agreed with Martis statement about

    the trees, and felt that evergreens would be better

    suited for the area all year long. Ray added that this

    is a change to the plan presented by Ilio at the joint

    meetings. Michelle explained that the Board gave

    the Grounds and Vision Committees opportunity to

    present the Board with one plan; they have been able

    to come to an agreement, so the Board has taken action

    to move forward to rebuild the Eight Mile Entrance.

    Kathy added that the only change that has been made

    to Ilios plan that the Joint Committee approved at theirJanuary 29, 2013 was the inclusion of the deciduous

    trees on the east side.

    Cathy Watkins: Cathy expressed that the homeowners

    of the house at the corner may want some input as

    they have their own plantings near the previous sign

    area.

    Cathy added that there was discussion at the Grounds

    Committee meeting about Lamium and Lily of the

    Valley and other invasive species near the lake. At the

    meeting it was decided that the plant would be okay as

    long as it is contained. There is going to be a greater

    effort to clean up the woods and plant species natural

    to that area. She added that much of the problem

    stemmed from the fact that it was difcult to distinguish

    between natural areas and garden areas. Cathy asked if

    there would be a way to form a subcommittee within

    the Grounds Committee that would function as a

    resource for restoring the natural areas.

    Kathy asked about the species is currently in the woods.

    Cathy explained that the wooded area is lled with

    garlic mustard (which is a ground cover) as well asbuckthorn, which is currently about 8 feet tall. Cathy

    said that in the Master Plan she didnt see any directive

    about how to treat the natural area. Michelle said that

    if a subcommittee were organized to address this, it

    would be done within the Grounds Committee. Joe

    added that this might also come under the jurisdiction

    of Lakes Ecology.

    Robert Gorzyca: Robert requested the use of HLCA

    resources to organize a basketball tournament in

    August. He would like to utilize the Basketball Court

    and Hockey Court as well as sandwich boards anda pool sign to advertise the event. He would also

    like the event advertised in the Herald and on the

    website. Robert explained that this would be a 3-on-

    3 tournament. Individuals or teams could sign up

    at the clubhouse. He would supply the hoops, balls,

    grease boards and referees for the tournament. The

    tournament would be for recreation purpose only and

    be open just to HLCA residents of all ages & genders.

    He anticipates having up to 24 teams participating.

    Property Managers report:See report on page 11

    In addition to his report, Joe reminded residents that

    the clubhouse is never to be used to access the pool

    area, and that all residents (no matter how regularly

    they frequent the pool) must check in with their

    HLCA ID at the lifeguard station. Its importantthat everyone follows the same rules.

    Board Action: Motion by Michelle Todorov, support

    by Guy Balok, to accept the Property Managers

    report dated July 15, 2013. All in favor. Motion

    passed.

    Maintenance Superintendents report:See report on page 14

    In addition to his report, Ken reported that the west

    side Eight Mile sign has been removed for re-

    painting.

    Board Action: Motion by Sandy Nolan, support by

    Guy Balok, to accept the Maintenance report datedJuly 15, 2013. All in favor. Motion passed.

    The Meeting adjourned at 8:50 p.m.

    (Gus Macker style tournament). The tournament

    would begin at 10:00a.m. and end around 3:00p.m.

    (depending on how many participants there are).

    Robert hopes that this would be a community building

    activity and suggested that the team names would be

    based on Highland Lakes court names.

    Kathy suggested that Robert be present on Highland

    Days on July 20th to recruit participants and answerquestions.

    Robert would like to tentatively hold the tournament

    on the morning of August 17th. Michelle said

    that since this is the same day as the Ice Cream

    Extravaganza, the sandwich board can be combined

    to promote both events.

    Michelle asked if Robert needed funding to purchase

    the prizes (plaques, award medals). Robert said this

    could be negotiated as a sponsorship in exchange

    for advertising. He plans to investigate the differentoptions.

    MANAGEMENT REPORT

    TO: Board of Directors, Co-OwnersFROM: Joe Poma, Property Manager

    RE: Property Managers ReportDATE:July 15, 2013

    1. It was previously mentioned that the Association is issuing upgraded registrationstickers for all watercraft. These new stickers are made out of the same material as yourlicense plate tabs and are weather resistant. We were having a problem reading the oldstickers because the sun would fade the ink after only a few months. We also ran intoa slight problem with the new stickers, because the adhesive that the manufacturerapplied was not strong enough and the stickers were coming right off. We contactedthe manufacturer and received a new batch of stickers and have hopefully solved theproblem. We did notice however, that in several cases, the surface of the watercraftwas not cleaned prior to applying the sticker, and they would peel off. Dont forget

    to clean the surface with glass cleaner or remove all grit and residue before applyingyour new registration stickers.

    2. Some residents of Windsor Court smelled natural gas outside of their buildingrecently, so Consumers Energy was called in. They ultimately found an undergroundleak from a main line, and it took two full days to x; requiring extensive digging andlawn restoration. Whenever gas service needs to be interrupted for any reason, allof the gas appliances in the building must be shut down and the pilot lights go out.This is quite a task, since all of the residents in the building must be present whenthe pilot lights are re-lit. If one resident is not home, the entire building must wait.Added to that, is the fact that nobody knows exactly how long a given repair will take

    and we cannot notify residents until the last minute. Unfortunately, that is not thepurpose of this information. Once Consumers Energy completed their repairs, wehad to do a pressure-test of the gas lines, to verify that all of the leaks were found.After the testing, it was discovered that gas lines and/or pilot light assemblies wereleaking in four out of the eight condominiums in that building. The leaks were smallenough that it was questionable whether they could have eventually caused a reor explosion, but that should not increase your comfort level. Modern furnaces areequipped, among other things, with automatic shut-offs and safety devices that willtrip in the event the pilot goes out. Gas valves usually shut themselves off, but onsome older models, these safety devices are either not present or defective after 40+

    years. Consumers will red tag any appliance that it nds to be unsafe and shutit down, but the resident should be careful with older appliances. So how does ahomeowner know when there is a leak? You do not have to replace an appliance thatappears to be in good condition or spend a large amount of money, but small naturalgas leaks very often go undetected. Most mechanical contractors or other companiesthat work with gas lines have electronic sniffers that they can wave around thegas lines in your home for the price of a service call. Like any other preventativemaintenance in your home, if you have older equipment, its worth looking into.

    3. The porch repair program is going well. Many of the 50+ residents that called to getestimates have repaired their porches and are pleased with the results. We had suchan overwhelming response, that I had to contact a second company to provide bids

    and do the work. Two companies out there that are scheduling at the present timeare 1) Five Star Concrete Solutions (contact: Mike Klein), (810) 577-7305, and 2) RARConstruction (contact: Tony Russo), (248) 613-7534. As always, I have to make thestatement that Highland Lakes does not recommend, prefer or endorse any particularcontractor and this information is given as potential options for our residents.

    4. Highland Lakes has books and records full of policies that govern the usage of ourproperty, but they are used more or less, to keep the Association, your subdivision andyour home peaceful, quiet, uniform and pleasant. Those things that are not coveredare left to the residents to silently understand in an unwritten manner or reasonablebehavior. Most of what I am talking about is the concept of courtesy, or the old-

    fashioned treatment of your neighbors and your own home. One example that I canthink of is the parking issue along Lake Success Drive. The interior roadways inHighland Lakes are for the use of our residents. We do not favor or assign any spaceor location for any particular unit, nor can we with our Master Deed. Residents alongLake Success are in the unique position of having parking lots behind their buildingsinstead of in front or on the side. Its easier therefore to park along Lake Successrather than the courtyard lot, when they are coming and going from their home,instead of having to walk around the building to access their front door. Becausethere are no assigned spaces along Lake Success, it is rst come, rst served; but,residents obviously want to park as close to their front door as possible. People have

    called me to complain that their neighbors are taking the space in front of theircondominium, making them have to walk further. The person that parks there is notviolating any policy. With that being said, it would be proper if you are in a positionto do so, to extend a courtesy to your neighbor and give them a break, especially ifthey have physical impairments or handicaps, whereby it would be nice for themto be closer to the front door. The concept of courtesy applies just as well to pullingweeds, cleaning your patio, keeping your dog quiet, and generally maintaining youryard. We do have policies that cover many of these, but it shouldnt have to go that far.Most of the results of failing to extend courtesies are secondary. Your neighbor isntgoing to tell you that they got ten mosquito bites because water was left to stagnate in

    a patio or in paddleboats, nor will they tell you that their legs are in pain because theyhad to walk down the street to access a sidewalk or get to their home. Throughoutour busy daily routine, sometimes we forget that it takes the entire block to maintainare values and provide a nice living environment for everyone.

    5. The pool season has been enjoyablewhen the weather cooperates and the pool isopen. This year, we have been hampered with a ton of rain and even an algae issuethat required is to super shock the pool and keep it closed for a day while chlorinelevels fell to its normal operating range. Water aerobics and swim lessons have beengoing very well, and it seems like we have a Pool Committee or Social Committee

    function, late night swim or gathering almost every Saturday this year. When we have toclose the pool for chemical reasons, I try to limit it to a Monday night or Tuesday, but we needthe weather to start cooperating with us. I have received a few complaints that although

    most people are getting checked-in at the lifeguard desk, we are still having some residentsthat are attempting to go through the clubhouse and access the pool deck by going aroundthe desk. One person complained that the regulars or residents that have been here for along time should be held to the same standard and they should check-in like everyone else.All residents should check-in at the lifeguard desk and we are all bound by the same rules.Residents should not enter the pool via the clubhouse lobby during those hours of operationunless they are just sitting at a table or visiting.

    6. If you notice a non-resident trying to dump trash in our trash corrals, let me know and tryto get a license plate number. We have had success identifying those responsible, and theproblem areas are mostly along the main roads, specically Lehigh Lane, Bryn Mawr Courtand Dartmouth. I know it has been reported in every Maintenance Superintendants report,but I cannot stress enough that yard waste needs to be in paper compost bags, not plastic.Waste Management has skipped many of our corrals because they cant remove the garbage.Its not only our policy, its theirs as well.

    7. The roong project is going very well and is substantially complete for this year. If youwould like to know when your building is being re-roofed, please call the ofce.

    8. The Northville Township Fire Inspector was our special guest at the July Court CaptainCommittee meeting, and he gave an outstanding presentation on what the re departmentand EMS units are responsible for and how the system in general works. He also provided us

    with a packet containing various programs that the township is involved with for the goodof our residents and some helpful information about smoke detectors, carbon monoxidealarms and generators. Incapacitated residents, or those with limited mobility will beespecially interested in the townships plan in a can program or the knox box program,which provides rst-responders with valuable medical information and also a means ofaccess to the home without having to force entry. That information is being placed in thisissue of the Herald and is available through the Township.

    1. GROUNDS: True green applied lawn weed and feed including grub control 3 weeks ago.Our grounds crew has nished up applying wood chips to the tree bases and clubhouse.They will be following up to the side streets. We will be doing two raised pet pail demos inthe trash corrals. One in Norwood Court and one in Queen Anne Court. Once approvedthen we will try a pilot program of 5 more trash areas.

    2. POOL: We had another failure, water leak and then a pump that need replacement, on the

    big pool chlorine feeder. So we converted over to a different brand chlorine feeder, Pulsar,which has parts readily available. This install was nished up Friday. Final adjustments tothe new chlorine feeder will take a week or two to ne tune.

    3. CONCRETE 2013 SEASON: The approved buildings for concrete work this season areBuilding 61,36,41,19. This is Ironwood north, Kenyon north front and rear, Mariner Courtboth buildings, one garage oor with a large sink hole, and curb / sidewalk repairs in front ofthe clubhouse. As each of these projects approach start, the affected co-owners and parkingwill be notied by letter from the clubhouse.

    4. WORK ORDER REQUESTS: The maintenance department has been catching up onthe water leak work orders from last month. Fence repairs are still behind. Terry will be

    dedicated to fence repairs for the remainder of the season, until the ground freezes.

    DISCUSSION:

    The August Pool Meeting is set for August 13th however there is a board budget review set forthe same day and time. We will move the meeting to August 6th.

    Hot Dog Daze was a success.

    Adult swim had a lower than usual attendance owing to the weather. However the group thatdidattendhadagreattimeandenjoyedwatchingthereworksfromMeadowbrookCountry

    Club.

    There was a discussion about limiting the number of noodles to two per person. Some childrenmake rafts out of the noodles and on high volume days there are not enough noodles to goaround. There was agreement to not make this a new rule, but to ask the lifeguards to askkids to share when there are not enough noodles to go around. We all need to do our sharein regards to picking up stray noodles and putting them back in the bin. Residents have beenleaving noodles and pool toys lying about.

    It was agreed that a dry erase board with important pool rules will be posted either by the sign-in table or by the fence leading in to the lower deck.

    Joe updated the group about the chemical issues with the pool. The pool was closed again on 7/9due to an algae issue. The team supershocked the evening of 7/8 upon the recommendation ofB&B Pool. Unusually damp weather has contributed to an algae issue at the pool this year thisis something we have not seen in years past (alkalinity was the issue last year). Supershockinginvolves quadrupling the chemical levels of the pool. Joe mentioned that the Accutab systemneeds to be replaced in the basement. The system is out of date. We are currently renting asystem but will look into the system replacement for next year. RESIDENTS: IF YOU HAVEGONE SWIMMING IN THE LAKE PLEASE SHOWER BEFORE GETTING INTO THE POOL.Algae in the lake may be leading to the issues we are having with the pool.

    Joe also mentioned that three light trim rings will be replaced in pool. The lights are working

    neforlatenightswims. Relatedtolatenightswims,thereisaconcernaboutlifeguardstafng.Itwaschallengingto

    hire enough staff this year, and we are running lean. Late night swims and pool events arecontributing to staff working over 40 hours per week. Typically only the Head Lifeguard andAssistant Head Lifeguard are trained in chemicals. Since levels need to be checked multipletimes throughout the day, staff need to rotate in order to check levels. A third person will needto be trained in chemicals so that there is appropriate lifeguard coverage. There was muchdiscussion about planning for next year and limiting the number of late night swims to easestafngconcerns.

    CHICKEN AND STRAWBERRY SALAD

    Dissolve gelatin in water. Add the

    crushed pineapple including juice andcherries. Refrigerate. When mixture ismostly jelled, fold in large Cool whip. In a lined bowl, alternate layers of jelled mixture and piecesof cake.     1 tbsp water 1/8 tsp freshly ground black pepper 2 tbsp extra-virgin olive oil

    SALAD:

    4 cups torn romaine lettuce 4 cups arugula (or other greens)
