    BOARD COMMENTSNORTHVILLE TOWNSHIP:

    Representatives from the The Northville Township Board of Trustees were here to visit with the Highland

    Lakes Board of Directors regarding the proposed millage increase for Police and Fire Departments, and Parks

    and Recreation. We have invited the Trustees back to discuss this ballot issue with the general residents at thePublic Board Meeting on June 16, 2014 at 7:30 p.m. This proposal will be on the August Ballot.

    ELECTIONS:The Board election is forthcoming. Anyone interested in running, please drop off your resume to the Clubhouse

    by April 18, 2014 at 5:00 p.m. (Please note: April 18th is Good Friday, so the clubhouse will close at 1:00 p.m. You

    will be able to drop your resume off in the clubhouse drop-box near the front entrance.) Three Director seats are up for

    election this year. Please consider participating in our community as a Board Member.

    HIGHLAND LAKES CONDOMINIUM ASSOCIATION

    BOARD OF DIRECTORS MEETING MINUTES - March 17, 2014The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third Monday of the month, in

    accordance with the By-Laws of the Association. President Kathy Baldwin called the March 17, 2014, regular meeting of the Board ofDirectors to order at 7:30 p.m.

    Attendance:The following Directors were present: Kathy Baldwin, Michelle Todorov, Tom Byrne, Guy Balok, Sandy Nolan, Judy Nakdimen,and Kathleen Connor. Also present were Joe Poma, Property Manager, Ken Wiewiora, Maintenance Superintendent, and Shannon Crowley,

    Administrative Assistant. Approximately 16 co-owners were also present.

    Finance Committee Report:See page 16Earl Smith reported to the Board.

    Board Action: Motion by Michelle Todorov, support bySandy Nolan, to accept the Finance Committee report

    dated February 19, 2014.All in favor. Motion passed.

    Clubhouse Committee Report:See page 17Judy Nakdimen reported to the Board.

    Board Action: Motion by Kathleen Connor, to acceptthe Clubhouse Committee report dated March 3, 2014and their recommendations. Motion failed for lack ofsupport.

    Discussion: Tom questioned why the Property Manager would bepermitted to grant a special exception for a clubhouserental in special circumstances when the procedure

    for approval does not include management. (Rentalexceptions are typically approved by Committee and the Board).Kathy explained that the Committee was considering asituation that would allow (for example), children to go upto the library during a funeral event with the permissionof either the Property Manager, Board President, orCommittee Chairperson. Tom pointed out that the waythe recommendation is worded, it would give the PropertyManager, Board President or Committee Chairpersonauthority to override the decision of the Board to makean exception with no limitation. He said that the languageof the recommendation is too broad, and should include reiterated that typically the Property Manager doesnt havethe authority to approve or disapprove a clubhouse rentalor special request, and asked why the Property Manager a special circumstance. Judy said that she believes theCommittee felt he would be the most accessible in shortnotice. Judy OConnor said that she understands that thewording is open-ended. She said that the discussion atthe Committee Meeting was regarding an incident thatoccurred during a memorial service; there were a lot of

    mourners in the clubhouse, and some of the childrenattempted to go up to the library to get away from thecrowd, and Guin stopped them because that area is off-limits during the rental. According to the rules, Guin was

    correct in stopping them. She was enforcing the policy.The recommendation would authorize the PropertyManager or Board President or Committee Chairpersonmake an allowance in that case. Joe said that if there isa case where enforcing the rules is against the legislativeintent of the policy, then the exception can be sought.Sandy said that originally the restriction against using thelibrary during rental hours was so that children wouldntget hurt running up and down the stairs unsupervised.

    Tom said that his objection to the recommendation is thatit is too open-ended as written, and he is unsure aboutdelegating the authority for an exception to one person.He said hed feel more comfortable if two or three peoplehad to come into agreement to allow the exception.

    Board Action: Motion by Kathleen Connor, support bySandy Nolan, to accept the Clubhouse Committee reportdated March 3, 2014, to accept recommendation #2, andask that the Committee to re-word recommendation #1.All in favor. Motion passed.

    Lakes Ecology Committee Report:See page 18Robert Armstrong reported to the Board. Robert encouraged

    anyone interested in or curious about participating in the

    Lakes Ecology Committee to please come to the April approve an updated version of the Committee By-laws.The Committee recommended that when boat stickersare purchased, each co-owner should receive a writtencopy of the watercraft policy. Kathy asked Joe to have thewritten policy ready for the Committee to review at theirApril meeting. Joe agreed.

    Board Action: Motion by Judy Nakdimen, support by GuyBalok, to accept the Lakes Ecology Committee reportdated March 4, 2014.All in favor. Motion passed.

    Approval of Minutes:Minutes of the February 17, 2014, regular meeting of the

    Board of Directors, and minutes of the February 17,2014, executive session of the Board of Directors.

    Board Action: Motion by Tom Byrne, support by Judy 17, 2014, regular meeting of the Board of Directors, andminutes of the February 17, 2014, executive session ofthe Board of Directors.All in favor. Motion passed.

    Court Captain Committee Report:See page 19Joel Lutz reported to the Board. Joel provided the Board

    with a handout summarizing the different AED optionsand pricing. Joel said that based on his discussion with theRed Cross, and AED distributors, two options suggested:the PHILIPS HEARTSTART, and ZOLL AED PLUS.Joel pointed out that the Zoll unit has technology that isable to guide the user while they are using the equipment,

    which is extremely helpful if the user is not familiar withusing the unit or administering CPR. It can also detectif the heart is ready for an electrical shock. Additionally,the Zoll unit takes standard-size batteries, while the Philipsunit takes more expensive custom batteries. The Philipsalso must be used indoors (on carpet), which would notwork by the pool.

    Michelle asked whether the prices included a doctorsprescription for the unit, and also whether the units camewith a warranty. Joel answered that they both include afree prescription. The Philips unit comes with a 5-yearwarranty, and the Zoll unit is 7 years.

    Tom asked Ken whether he has researched prices for theseunits. For the Zoll unit, Joels price with all of the add-onstotalled $2186. Ken said that hes found the same unitwith all of the add-ons, plus a computer data cable forupdates for $1734.

    Tom asked, (other than the cost difference between the twounits [Zoll: $2186 and Philips: $1844]), what is the primaryreason to prefer one unit over the other. Joel answeredthat, having been through the CPR training, he believes itis extremely valuable to have the unit with the technologythat will guide the user through the process of using the

    device and administering CPR properly. Ken agreedand added that being able to purchase the over-the-shelfbatteries for the Zoll Unit is a big plus. He remarked that a the AED manufacturer doesnt make the customizedbatteries anymore.

    Robert Armstrong asked whether a proposal orrecommendation had been made to the Board yet. Kathysaid there has been no proposal; only discussions. Robertrequested that when a decision is made about the purchase,it should be published in the Herald including the cost.Kathy agreed, and provided copies of the handouts for

    the meeting attendees.Board Action: Motion by Sandy Nolan, support by Judy

    Nakdimen, to accept the Court Captain Committeereports dated March 6, 2014. All in favor. Motionpassed.

    Herald Committee Report:See page 20Kathleen Connor reported to the Board.

    Board Action: Motion by Michelle Todorov, support byGuy Balok, to accept the Herald Committee report datedMarch 10, 2014.All in favor. Motion passed.

    Grounds Committee Report:See page 21Joel Lutz reported to the Board.

    With regards to the garlic mustard removal, Michelle askedif there was any concern that the tentative date of May17th is also the rain day for the Community Garage Sale.She also added that the garlic mustard rain day falls onMemorial Day Weekend. She suggested moving thedate closer to June. Joel explained that it will be much

    easier to identify and eradicate the invasive plant whenit is blooming, which will be in May. Michelle said thatsomeone had contacted her concerned about the BoyScouts being in the woods to assist with the removal ofthe garlic mustard because they are not insured, and anyliability would fall on Highland Lakes. She said that herhusband, Brad (who has worked with the Boy Scouts foryears), commented that if it is a sanctioned, Boy Scout events. She added that in the past, the Boy Scouts hasdone this kind of service (lakes cleanup etc.), in exchangefor the use of the clubhouse for their monthly meetings.

    Joel said that he would speak to Brad to further discussthis option. Judy OConnor asked how a person couldvolunteer to help. Joel said all of the information will beincluded in the April Herald.

    Joel said that the Committee recommended removing andreplacing the dead cedars at the Eight Mile entrance thatdidnt survive the transplanting. Joe said that he hadintended to have the dead trees removed, but questionedif they died because they were planted too close together.Joel explained that the original intention was that thecedars would create a solid wall on the west side entrance.Sandy said she believed they died because they were so

    old. [At the June 2013 Board meeting, the Board decided to takethe risk by transplanting the old cedars in order to save money; andif they would fail, they would be replaced per Ilios original plan.]

    Board Action: Motion by Tom Byrne, support by GuyBalok, to accept the Grounds Committee report datedMarch 10, 2014, and their recommendation.All in favor.Motion passed.

    Engineering Committee Report:See page 22Tom Werner reported to the Board. Tom said that the

    Committee discussed adding a couple doors list ofacceptable styles as well as some glass options. They

    will be a ready for the Board review at the April meeting.Additionally, the Committee is drafting a letter to beincluded in the Welcome Packet for new owners, andpublished in the Herald that will give an overview of (Manynew owners rush to make changes right away without knowing whatHighland Lakes policy is)

    Board Action: Motion by Tom Byrne support by SandyNolan to accept the Engineering Committee report dated Allin favor. Motion passed.

    Property Managers Report:See page 11Michelle asked Joe about when unregistered boats are

    impounded. Although the deadline for registration unregistered boats usually doesnt begin until September.He explained that before then, boats are ticketed and every that before impounding starts, the deadline be publicizedso that co-owners are well aware of the date. Joe agreed.Tom said that at the Lakes Ecology meeting, there wassome discussion about beginning the impound processearlier because there have been multiple complaints abouta lack of storage area for the boats, and there are boatsthere that are unsightly or unkept. Before the Associationgoes through the expense of expanding the storage area,the Committee suggested removing the noncompliant,

    real need is.Board Action: Motion by Sandy Nolan, support by Judy

    Nakdimen, to accept the Property Managers report datedMarch 17, 2014.All in favor. Motion passed.

    Maintenance Superintendents Report:Verbal

    Ken said that we broke many records this year with snowfall.Unfortunately, this has caused more potholes on theproperty. Maintenance is working to repair some of thedamage on our roads, including Crystal Lake. Ken addedthat the extreme weather this season has caused high

    frost levels, which means that some of the damage wontbe visible for another couple months when the groundwarms.

    Donna McNally recommended publishing the WayneCounty Road Repair phone number in the Herald againso that people will know who to call to complain aboutSilver Spring Drive. Ken suggested putting the numberon the sandwich boards as well.

    New Business:Kathy reported that members from Board of Trustees of

    Northville Township met with our Board of Directionsduring the executive session. They have a mil proposalcoming up on the ballot in August, and wanted to informus about it. The Board of Directors has asked them tocome and address our co-owners during the June 16thBoard Meeting. The millage will go toward Police / FireDepartments as well as Parks and Recreation. We willpublicize it more as we approach the June date so we canhave as many co-owners as possible here to hear them andask their questions.

    During the meeting, the Trustees mentioned that they havebeen very persistent with Wayne County and Lansing to getSilver Spring Drive repaired. They informed us that SilverSpring is on the very top of the Townships priorities forroad repair. Of course, he cant make any promises, but

    The Board was encouraged that the Township is workinghard on our behalf.

    The Meeting adjourned at 8:15 p.m.

    Community Social Committee Report:VerbalMichelle reported the second Movie Night of the season

    would be held on March 21st with two movies showing.Light refreshments will be provided.

    On April 12th, the Committee will be hosting an Easter EggHunt, but no pancake breakfast this year. The event willbegin with a book reading at 11:30 a.m., and the Egg Huntat noon. All are welcomed to attend.

    Co-Owner Forum

    Robert Armstrong: Robert reported that the outing tothe Tipping Point Theatre and Dinner this year was a

    great success. There were more co-owners than last year,with 34 attending the play, and 37 attending the dinnerafterwards at the Claddagh. Robert added that therewere a couple surprises: The Tipping Point donated a

    the participants. Also, the Claddagh donated a $25.00

    very pleased he was able to plan a fun, successfulevent without a cost to the Association. A write-upand photos will be included in the April Herald. TheBoard members who attended all agreed that it was afun event and thanked Robert for organizing it.

    MANAGEMENT REPORT

    HIGHLAND LAKES COMMITTEE REPORTCOMMITTEE: Lakes Ecology MEETING DATE: March 4, 2014

    The by-laws for this committee date from the early days of Highland Lakes and are not in the modern style.Therefore (as noted at the February meeting) Robert produced a new modern set of by-laws using by-lawsof other committees as a model. These were shown to those present and discussed. They will be sent to thoseco-owners who have attended any of the recent meetings for review. Our target is to read them again at theApril meeting and put the bylaws to a vote at the May meeting.

    These proposed by-laws (as all the by-laws reviewed) call for a chair, a co-chair, and a recording secretary,to be elected from the ranks of the members of the committee. The month of the election was kept the same

    as the original by laws namely October. This election is to be held every year with those elected to serve aone year term. Please consider running for one of these three important positions. The committees success

    As promised in the February meeting, Robert did a search of old issues of the Herald to locate furtherinformation on the any follow up to the original 1979 study written by Environmental Research Group ofAnn Arbor. Approximately 40 issues of the Herald were searched (from the years 1979 1984). In the January1982 Herald on pages 29 & 30, there is report titled Report on Water Analyses. This report was discussed committee. In addition to that report, three other Lakes committee minutes from that time period were doing back in the early 1980s.

    A lively discussion about a buffer zone of natural area between the mowed grass and the edge of the waterfollowed. All present felt that this is a subject in need of further study and review.

    A discussion of the boats, and co-owner up keep (or lack of same) initiated a discussion producing thefollowing recommendation, proposed by Maureen, seconded by Earl and voted unanimously.

    When boat stickers for 2014 are purchased, each co-owner shall receive a set of instructions/rules/responsibilities to be written by Joe Poma.

    The meeting was adjourned at 7:53 PM

    One o the major reasons olks move to Northville and to Highland Lakes is our excellent school

    system. Tis was especially important to Charles and Laurie Kondek of Queen Anne Ct.

    Sam, their seven year old son, was diagnosed with moderate autism at age

    our. When it came time or Sam to enter school his special needs were a major

    priority or the Kondeks. Laurie did her homework and ound an excellent

    program here in Northville. According to Lauries research, Sprouts, a program

    or autistic children in kindergarten through grade ve, is housed at Tornton

    Creek Elementary School. Te program services moderate to severely impairedchildren. At this time Northville doesnt have a program afer 5th grade. Unless such a program is

    instituted, Sam will be bussed to either Livonia or Plymouth afer 5th grade.

    Autism is a complex disorder o the brain that results in diffi culty in social interaction, verbal and

    non-verbal communication and repetitive behaviors. Autism affects 1 in 88 American children and

    is our to ve times more common in boys than girls. April is Autism Awareness Month.

    Te entire Kondek amily enjoys Highland Lakes Living. Te amily enjoys the open spaces and

    our lakes. Te amily nds the small town living o Northville to be especially pleasant. Older son

    Louie, who is 10, likes having his school within close proximity, and the entire amily especiallyenjoys the pool in the summer. Both boys have become procient swimmers. Laurie has ound her

    WHATS COOKING

    For the Holidays!This months recipes will make an excellent special for companymeal or, what the heck, lets treat the family. The recipes wereprovided by two of Highland Lakes renowned cooksJoyGaskindonated the solellet recipe which would be perfectly

    paired withJudy Nakdimens special potato casserole.

    1. Heat oven to 350. 2. In 1 qt. saucepan melt the 1/3 cup butteruntil sizzling. Add the celery and onion. 3. Cook over mediumhigh until tender (3-4 minutes.) Stir in stuffing mix, parsley, lemonpeel, salt, pepper and lemon juice; set aside. 4. Cut each fillet tomake 8 halves. 5. Place 4 halves in ungreased 9 square bakingpan. 6. Top each half with cup stuffing mixture and cover withremaining fillet halves. 7. Stir dill weed into 2 tbsp melted butterand pour butter over fillets. Bake 20-30 minutes or until fishflakes with fork. 8. Spoon sauce over fillets and continue bakingfor 5 minutes

    LEMONY STUFFED SOLE FILLETSLEMONY-STUFFED SOLE FILLETS 1/3 cup butter 1/3 cup chopped celery 2 tbsp. chopped onion 1 cup herb-seasoned stuffing mix 1 tbsp chopped fresh parsley 1 tsp. grated lemon peel

    1. Preheat oven to 400. 2. Butter 9x13x2 inch glass baking dish. 3 . Layer 1/3 of potatoes in dish,overlapping slightly. 4. Sprinkle with 1/3 of salt, pepper and tarragon, then with 1/3 of cheese. Repeatlayering twice more. 5. Whisk cream and wine together to blend and pour over potatoes. Bake,uncovered, until potatoes and tender and top is golden about 1 hour. Serves 8.

    GRATIN OF POTATOES WITHGRATIN OF POTATOES WITHWHITE CHEDDAR AND TARRAGONWHITE CHEDDAR AND TARRAGON

    1/4 tsp salt 1/4 tsp pepper 1 tbsp. lemon juice 1 lb. (4 medium) sole or other fish fillets 1/2 tsp. dried dill weed

    3 lbs Yukon Gold (or other) potatoespeeled and cut into 1/8 inch slice 2 tsp salt 1 tsp ground black pepper 2 tsp. dried tarragon

    1 cup gratedsharp white cheddar 1 cup whipping cream 1 cup dry white wine

    Preheat oven to 350. Combinecrust ingredients and press into pieplate. Refrigerate until ready to fill.Combine filling ingredients and whist

    until smoothly incorporated. Pourinto prepared crust and bake for 15minutes. Cool completely on a wirerack and then refrigerate. Serve coldwith a dollop of whipped cream andadditional lemon zest if desired.

    QUICK LEMON PIEQUICK LEMON PIE 8 graham crackers crushed 3 tbsp. melted butter 2 eggs

    Whisk pudding and milk in a large bowl and set aside until firm(it will be a thick mixture.)

    Once firm, fold in the whole container of cool whip until thoroughly combined.

    Layer graham crackers in the bottom of a 9x13 pan to cover surface completely. On top of the crackers,spread half of the pudding mixture. Repeat with another layer of crackers and the remaining half of thepudding. Top with a final layer of crackers.

    Remove the lid and seal on the frosting. Microwave frosting in the container for about 30 seconds oruntil it becomes quite liquid. Stir to smooth and the pour the liquid frosting over the top of the cake.Spread it smooth to the edges. Cover loosely with foil and refrigerate overnight.
