    BOARD OF DIRECTORS MEETING MINUTES - January 21, 2013

    The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was on the third Monday of the

    month, in accordance with the By-Laws of the Association. President Kathy Baldwin called the January 21, 2013 regular

    meeting of the Board of Directors to order at 7:30 p.m.

    Attendance

    The following Directors were present: Kathy Baldwin, Michelle Todorov, Tom Byrne, Sandy Nolan, Clem Tulley, Kathleen

    Connor and Judy Nakdimen. Also present were Joe Poma, Property Manager and Shannon Crowley, Administrative Assistant.Approximately 10 Co-Owners were also present.

    Maintenance Superintendents Report:See report on page 11.HQ UHTXHVWHG DOO FRRZQHUV FRRSHUDWLRQ FRQFHUQLQJ

    parking: Cars should be parked in such a way thatneither the front end nor the rear end of the vehicleare overhanging the sidewalks. This will keep the areaswide enough so that the snow tractors can clear thesnow from the walkways without damaging vehicles.Overhanging vehicles cause the tractors to have to driveon the grass, and that area of the sidewalk is not cleared.

    Kathleen suggested that co-owners backing into their

    parking spots that are near a curb creates more of anoverhang, and co-owners should be discouraged frombacking into their spots. Michelle said that whetherSDUNLQJIURQWUVWRUEDFNUVWWKHFRRZQHUVKRXOGremain cognizant not to encroach the sidewalks.

    Also, Northville Twp. will be changing out all the watermeters on the property at their expense. The projectwill begin in the next 3 weeks (early February), and willtake approximately 9 months to complete. Robert explained that he is workingto get a group of residents together who would beinterested in attending a performance at the TippingPoint Theater. He explained that there is a romanticcomedy called Looking that will be performed there,which he thought would make a fun outing for interestedresidents. Robert added that the Tipping Point Theaterwill offer a discount for groups of 15 or more, as wellas additional discounts for residents over 62 yrs. Theevent is tentatively scheduled for Saturday, February 23rd

    at 3:00 pm (Matinee time). If any co-owner is interested,please contact Robert by February 10th he can notify thetheater.

    Robert added that the Tipping Point Theater is a greatvenue. Kathleen agreed, and added that Rockysrestaurant next door offers a 10% discount for TippingPoint patrons.

    Betsy Byrne: Betsy presented to the Board a conceptcalled The Good Neighbor Team to start a volunteergroup to help Highland Lakes neighbors.

    Betsy explained that in recent years shes become moreaware of the need for neighborly kindness more andmore.. She added that Highland Lakes Communityenvironment and neighborhood bonds are its distinctivecharacteristics.

    ,QOLJKWRI WKLV%HWV\IHOWLWZRXOGEHEHQHFLDOWRRUJDQL]Ha group of volunteers to keep in contact with residents

    who may need a daily phone call or visit. Betsy saidthat she is aware that many in our community may beelderly or living alone and not know how to contacttheir neighbors if there was a need. Her plan is to set upsomething intentional that would continue some of theneighborly kindnesses that are needed from time to time.

    Betsy used the example that if a resident was having surgery,and wanted to have a neighbor check in on them fromtime to time during their recovery, a volunteer would beassigned to them.

    Betsy presented the Board and residents a hand-out

    outlining her goal as well as including sample volunteerDQGUHTXHVWIRUPV

    Betsy reiterated that the purpose of the team is to provideassistance to residents of Highland Lakes by residents ofHighland Lakes in a caring and committed manor - byconnecting HLCA volunteers to neighbors in need. Theinitial focus would be to provide a caring touch throughDSKRQHFDOORUYLVLW6KHDGGHGWKDWWKLVUHTXHVWIRUDvolunteer could also come from adult children or otherrelatives of HLCA residents that are unable to make avisit themselves. Betsy suggested that volunteers couldEHLGHQWLHGZLWKDVWLFNHURQWKHLU+/&$,'FDUG

    Betsy explained that she doesnt anticipate the program

    to be that of social work. She added that NorthvilleTownship offers many additional services that residentsmay be unaware of; volunteers would be kept aware ofcounty services that are available to refer residents towhen their need becomes outside of the scope of reachof the Good Neighbor Team, and connect them toestablished resources.

    With the approval of the Board, Betsy hopes to run an articlein the Herald, and have an initial meeting to organizevolunteers. Betsy said she understands that there areVWLOOVRPHTXHVWLRQVWKDWQHHGWREHDQVZHUHGDERXWWKHlogistics of establishing this kind of organization without

    overstepping boundaries of personal privacy; she hopesWRKDYHVRPHRI WKRVHTXHVWLRQVDQVZHUHGE\WKHWLPHof the meeting.

    Kathy said she felt this was a great idea. She asked Betsy ifshe had a beginning date in mind. Betsy said she hopedto have the initial meeting some time in March.

    Michele Mance & Husband, Bill: Micheles mother,Ann Mance is an absentee co-owner. Her unit has beenin the process of a land contract for several months; TheMance Family is working to dissolve the land-contractagreement because of the current residents refusal tocomply with contractual expectations. This resident

    was also the object of Jim Weavers complaint at theNovember 2012 Board Meeting.

    Michele and Bill extended their deepest apology to theBoard and association for the disturbance the residenthas caused. They also wanted to put the Board on noticethat they are aware of the situation and are workingdiligently through the Wayne County Court system tohave the resident removed. They thanked Joe Poma for

    his assistance and willingness to help and cooperate withthem in this endeavor.

    Joe added that the association is also dealing with theresident through our corporate counsel to addressthe issues brought up at the previous board meeting;unfortunately, (according to the law), both the legalowner and the land contract vendee are at fault. Joeempathized with the discomfort the situation has causedthe Mance family, and hopes the issues in court will beresolved in the next 30-60 days.

    Tom stated that not many people in their situation would

    have come forward in a public forum, and expressedthat the Board admired their forthrightness. The boardthanked Michele and Bill for coming to address theBoard.

    Michelle Todorov: Michelle said she was approached by aFRRZQHULQTXLULQJZKHWKHU+/&$ZRXOGKRVWDQRWKHUGarage Sale this spring. Donna McNally said thatresponse was good from last year, although it was feltthat earlier in May would be better than late May (whenit was held last year). Michelle asked Donna if she couldset a date so there would be time to advertise the eventlocally as well as in the Herald in March & April.

    Secondly, Michelle said that her husband, Brad, had receivedapproval from the Board several years ago to use theHighland Room of the clubhouse for a monthly 1-hourCub Scout meeting. Typically, there are no scheduleFRQLFWV7KH&XE6FRXW'HQLVQRZEHLQJKHDGHGE\

    another HLCA residents, and there are a number ofHLCA children participating in this Den. Michelle askedIRUFODULW\EHFDXVHKHUKXVEDQGKDVUHFHLYHGFRQLFWLQJresponses about whether the Den now needed to pay arental fee or whether or not the room could be reservedfor their use.

    Joe said that hes discussed this with the ClubhouseCommittee and with the current Den Leader; Joe said

    that he feels that since it is only an hour long and once amonth, there is no need to charge a rental fee. Joe onlyasks that the children not be permitted in the loft librarywithout supervision because of concern about safetywith the spindle banister. Joe said that he has given theDen Leader permission for this meeting. He added thatthis is always on a case-by-case basis as long as there isnothing else on the schedule. Michelle asked if they meetregularly, if they could receive a blanket approval forthe same time every month. Joe said he didnt have anobjection, as long as the Clubhouse Committee doesnthave an objection.

    1. Grounds: Over the past three months grounds has continued through the end of the year picking

    up leaves. This season with the longer warmer weather we were able to pick up much more on the

    grounds, than the past recent years. Wood chips have been spread around tree bases along Silver

    Spring Drive. We will do more wood chips in the spring. The roads, mainly the gutters along theside of the roads, have all been swept up using our new broom attachment on our tractor. Snow

    fence was installed along the hill on Silver Spring to deter sledding and along the school property

    by Itham Court.

    2. Snow: We have plowed snow two times and salted the property a total of 5 times so far this season.

    Hopefully Mother Nature treats us good again this season. Please spread the word, do not park cars

    overhanging the main sidewalk along parking spaces. This causes a problem of snow blowing

    ZLWKRXUODUJHVLGHZDONWUDFWRU,IFDUVDUHRYHUKDQJLQJWKHPDFKLQHZLOOQRWWRQWKHVLGHZDONDQGthat area will have to be skipped.

    3. Equipment: All of our equipment has been gone through with preventive maintenance, oil changesetc. One of the Kubota RTVS had gone major repairs to the steering and front axle last week.

    3. Joyce asked if there are any new developments on the Eight Mile Entrance project. The west sidehas been added into the project and further discussion will begin next year. Earl questioned why

    the Board decided to pay $105 to the resident landscape architect who volunteered to draw upa plan for the east side entrance at no cost to the association. The Board apparently determinedthat the resident was treated rudely or perhaps even insulted. Earl countered that he was at bothmeetings and heard no evidence of disrespect or ill treatment. The two committees did havequestions, concerns, and opinions on both the east and the west entrances, but that is why weZHUHPHHWLQJLQWKHUVWSODFH

    4. The October Financial report was reviewed by the committee.

    5. There was discussion about the printing of the new bylaws & revised co-owners manual. ShannonCrowley (Administrative Assistant) researched the cost of printing off-site vs. printing in house.A handout of the breakdown was presented to the Committee for review.

    Option One: Professional book printing company to print as a perfect-bound paperbackbook: $2.96 per bound book.

    Option Two: Print in house on copy machine on regular paper secured with a binder clip:SHUSDFNHWRIFHODERU

    The consensus was that the overall expense would favor using the outside printing company.

    1. The meeting opened with additional commentary regarding dryer vent cleaning Robert met withHandyman Roger and he shared his method of cleaning out dryer vents with Robert. Rogersmethod is a somewhat simpler method and less costly than what the professional companies doand charge. Barb and Lou Evans shared the method they used which was the leaf blower. Theyproclaimed it to be very effective. It was also mentioned that Home Depots website has a great linkfor repair of appliances that they used to obtain additional information regarding this procedure.

    2. Sandy heard from Northville Township Police about a Gypsy scam that has been operating inNorthville & Novi. A woman will knock on your door and tell you she is considering moving tothe area. She wants to ask a questions about the neighborhood. Once she gets inside, she will shareintimate information regarding a scar on her stomach. Even show it to you. While you are beingdistracted by the scar, a man will enter the home and proceed to rob you of jewelry and money, etc.So, beware of this and dont let her in if she approaches your home.

    3. Diane indicated there are quite a few new residents to interview. She will be working on these in theNew Year. Winter months are slower due to early darkness and colder temperatures.

    4. The meeting was adjourned and we shared snacks, beverages and fellowship to end the evening and

    the last get together of 2012.

    This months Yes or No question was: Shall we pull names out of a hat to determine whosubmits the Yes or No question for the following month? The Yes vote won, so this

    will be implemented in January.

Any infringement to this rule should be reported to management.

    6. Sandy Nolan, who has quite a bit of training in astrology and horoscopes will consider an article whenthe time is right.

    WHAT YOU NEED TO KNOW ABOUT PREVENTING DRYER FIRESAccording to the National Fire Protection Agency, the leading cause o dryer fres is the lack o regular main-

    tenance. Clothes dryers account or the largest share o appliance fres. On average there are over 15,000 dryerfres throughout North America.

    Te most common sources o ignition in dryer fres are lint and household dust. Tey collect within the dryercavity close to the dryers heating element, which can reach temperatures o 550F. Forensic testing shows thatcotton and wool clothing will ignite at temperatures o 250 F. Tereore, a dryer fre is virtually imminenti lint rom these clothing materials comes in contact with the dryer heating element. A controlled test con-ducted by Intertek esting Services, showed that small lint fres regularly occur within the dryer cavity andmay extinguish as the lint burns o. I there is substantial amount o lint within the dryer cavity a larger frecan occur and spread throughout the dryer and surrounding area.

    A buildup o lint inside the dryer cavity and oreign matter in the duct such birds nests and other depris canrestrict the ow o dryer air. Tis can cause your dryer to not dry properly and eciently, which increases thechance o overheating, mechanical ailure and ultimately fre.

    1. Ensure the outside vent capoperates properly and the louvers

    or aps open reely.

    2. Clean dryer lint trap beore everyuse and never operate the dryerwithout a lint trap.

    3. Make sure the dryer duct isproperly installed and is ree okinks. Vinyl ducting should neverbe used.

    4. Clean your duct with a dryer ductcleaning brush a minimum o our

    times a year to ensure maximumair ow.

    5. Replace your duct every 2-3years to ensure your dryer runseciently and saely

    We celebrated our 25th anniversary last Valentines Day (yes, Hallmarkrules!), and we are lucky and blessed in so many ways. He is still my prince...my hero, and makes me cry when I realize how much he loves me. We areproo that airy tales and dreams DO come true. And love overcomes. You will probably see us still holding hands,sitting close, and acting like 50s kids, especially on Valentines Day, but we are the luckiest people in the world... andwe believe who brought us together.

Kevin discoveredhis anity or the nonproft groups ideals six years ago.He graduated rom college with a degree in religiousstudies, fnding his niche with the Boy Scouts whichhe believes is as relevant today as ever. In act, he isespecially optimistic about the enthusiastic responseto two programs recently started in areas o Pontiacand Detroit. Northvilles roop #755 can boast thelargest membership in Michigan, thirty-second-thlargest in the U.S. Te move to Michigan, however,brought them closer to their extended amilies wholive in Indiana. With two year old Liam and a new babydue in April they appreciate the closer 3 hour driveto grandparents. Also convenient now is Lizs amilysvacation condo in Elk Rapids on Grand raverse Bay.Busy now with amily and travel, Liz has put her careeras an early elementary teacher on hold. She intends to

    Richards grandparents, Harry and MargaretBirney lived on Irongate Court or as long as he canremember. Margaret passed away two and a hal yearsago. Recently, Harry moved to Oakmont, a seniorresidence in Northville. Keeping the condo in theamily, Richard moved rom Royal Oak into amilarsurroundings, the place hes visited many times. Tislocation is closer or his commute to his work as aprobation ocer with Wayne County or the past eightyears. Hes close to completing a Masters program inpublic administration which he undertook due to theprecarious economic climate that could jeopardize hiscurrent job. As or living in his grandathers home,he has positive memories and believes it benefts themboth.

    In a large saucepan, saute onion, carrot and celery in oil until tender. Add garlic, cook 1 min. longer.Stir in the broth, rice, basil and pepper. Bring to a boil. Reduce heat; cover and simmer for 15 minutes,or until rice is tender. In a small bowl, combine flour and milk until smooth; stir into soup. Bring toa boil; cook and stir two minutes until thickened. Stir in chicken and heat through. Yield 5 servings.

    CREAMY CHICKEN RICE SOUP cup chopped onion 1 med. carrot, chopped 1 celery rib, chopped 1 tbs. canola oil tsp. minced garlic

    2 cans (14 ounce)chicken broth

    In bowl, beat egg and milk together. Add remaining ingredients and mix until all dry ingredients arewell blended. Pat into shape. Bake at 350 for one hour.

    It was one o those brutally cold days in January. I came home rom the grocery; and, as I stepped up to mydoor, I heard a plaintive meow. At frst I worried that one o my cats had somehow gotten outside. But, uponurther investigation, I spotted a black cat crouched down in my window well. He was obviously cold andprobably hungry. Aer calling the Clubhouse to check i anyone had reported their cat missing, I called BeverlyDudleyo Farragut Ct. Bev is our resident cat rescuer. Quite honestly, I was nervous about approaching thestray and didnt know what to do with him anywaysince I have two emale cats o myown. Bev came right over, wrapped the cat in a towel and took him to her home. Tisis standard procedure or Bev who osters abandoned kittens until they are old enough oradoption.

    Bev has been rescuing cats or over 30 years! It all started on a Mothers Day when a neighboround fve abandoned kittens in her yard. Bev took them home, nurtured them and ound homes orthem all. o date, Bev has cared or and placed an amazing 468 abandoned cats. Her compassionor animals is well known; people call her rom all over. Even veterinarians place abandoned litters withher until the kitties are old enough or adoption.

    Her avorite adoptee is one Bev kept or hersel. She received a call rom a store owner who ound an abandoned,day-old kitten in the parking lot. Cricket was so recently born the umbilical cord was still attached. Bevcared or and nurtured the kittyeeding her with an eye dropper since she weighed only two ounces at birth.Miraculously, Cricket survived. Full grown, she still weighs only fve pounds, but shes Bevs baby.

    Bev cares or her oundlings until she can fnd a home or each o them. She advertises on Pet-fnders.com,

    and puts up notices in veterinary oces and at pet ood stores. While kittens are her primary eort, she hasrescued and ound homes or a squirrel, a skunk, a duck, a kinkajou and two dogs.

    Needless to say, Bevs love or animals can be expensive. She personally pays or the ood,medicines and necessary vet visits while the oundlings are in her care. So, i youd like to

    adopt a kitty , please contact Bev. Otherwise, i youre an animal lover, you might consider adonation to help sustain this wonderul, personal eort to fnd loving homes or abandonedanimals. Tanks to Bev, Highland Lakes has its own Humane Society.

    SNOWREMOVAL PROCEDURES1. NORMAL SNOWEVENTS:

    x 2-3 inches - Clearing will begin during the snowfall and maintenance will work normal hours

    following the established Snow Policy.x 4 inches or more Maintenance will clear on weekends and at night following the Snow Policy.

    2. LARGE SNOWEVENTS:LQFKHVRUPRUH0DLQWHQDQFHZLOOEHJLQFOHDULQJPDLQVLGHZDONVDQGWUDIFODQHVduring the snowevent. If necessary, they will continue the removal effort until 10:00 p.m. The next morning they willbegin a second clearing effort and work until all walks and courts are cleared, or until 8:00 p.m.

    3. SNOWEMERGENCIES/BLIZZARDS:0RUHWKDQLQFKHV(IIRUWVZLOOEHIRFXVHGRQNHHSLQJPDLQURDGVWUDIFODQHVDQGPDLQVLGHZDONVRSHQWRHPHUJHQF\WUDIFonly. Once those elements are clear, work will begin on approach sidewalksand courts. Maintenance will work up to 14 hours per day, until the roads, courts and walks areclear. Contractors may be called in if necessary. The priority treatment of the handicapped list will besuspended during these events. Exceptions for emergencies will be handled on a case basis.

    4. PARKING SPACES:After the primary snow removal efforts are completed, maintenance will begin clearing parkingspaces if cars are out of the court. Management encourages Court Captains to facilitate the removal of cars and contactthe Clubhouse to advise when their court is clear and management will then contact maintenance to begin plowing theparking spaces within that court. If maintenance is ready to plow a court, the Association may also contact the courtcaptains to facilitate the movement of parked vehicles.

    5. OVERALL GOAL:The Association shall have the sidewalks, courts (not parking spots), and roads, clear within 48 hoursof the cessation of a snow event.

    6. HAZARDOUS CONDITIONS:During the winter, the weather conditions favor the potentialfor slippery sidewalks, porches and roads. Please use due care and caution duringthis time of the year and keep a supply of ice-melter, which is available at theClubhouse, at your home for your use.

    During the weekend, how much snowfall is required before maintenance will be called in?ANSWER: 4 inches or more measured in more than three areas on the property.

    Why does my court seem to be last during the recent snowfall?

    ANSWER: To attempt to bring some semblance of fairness, the starting point of snow
