    BOARD COMMENTS

    The calendar says this is spring and if you have not done so we request thatyou please remove all Holiday decorations, snow shovels, sleds and other winterreminders from your yard and front porch. Also, just a reminder that bikes andtoys should be put inside or in the patio. Grass cutting and lawn restoration isstarting and nothing should be left on the front lawns and on the porch during thespring and summer months. Also, we ask that if you park on the street, pleasebe certain that your car tires are not on the lawns because tire tracks are alreadyon the lawns.

    If you are contemplating cleaning up your patios, front lawns, and ower gardensthe compost pick-up begin on April 1st through November 30. Please be advisedthat all compost must be placed in brown compost bags,, available at any localstore and placed on the side, outside of the trash bin. No plastic or grocery brownbags should be used. Also, we ask that all loose trash such as pizza boxes shouldbe broken down and put in sturdy plastic trash bags as well as McDonald cupsand bags. Nothing should be put in the bins unless they are placed in large gar-bage bags tied securely.

    We are having a problem of residents not picking up their animals waste, espe-

    cially around the lakes. When it rains, it washes the waste into the lakes, reducesthe water quality and is not healthy for the residents of Highland Lakes. Localpet stores apparently sell doggie waste bags that come with clips that can befastened to a dogs leash until the bags are ready to use. These bags may thenbe put into the trash bins because they will not split open. Thank you for your un-derstanding and help in this situation.The rst meeting of the Grounds Committee will be April 6, at 7:00 p.m., pleaseplan to attend this meeting and join the Grounds Committee.

    MEETING MINUTES

    March 15, 2010

    The monthly meeng of the Board of Directors of Highland Lakes Condominium Associaon was held at the

    principal oce of the Associaon in the Township of Northville, State of Michigan, on the 15th day of March

    2010, in accordance with the By-Laws of the Associaon.

    Prior to the regular meeng, the Board of Directors met in closed session to discuss nancials.

    President Kathleen Connor called the March 15, 2010, meeng of the Board of Directors to order at 7:40 p.m.

    Aendance

    The following Directors were present: Kathleen Connor, Kathy Baldwin, Joy Gaskin, Tom Byrne, Clem Tulley,

    Sandy Nolan, and Michelle Todorov. Tom Byrne was excused aer the Execuve Session. Also present were Joe

    Poma, Property Manager; Ken Wiewiora, Maintenance Superintendent; and Michele Suereld, Administrave

    Assistant. Approximately 27 residents were present.

    Prior to Board business, representaves from SAMS CLUB served refreshments and discussed membership in

    SAMS CLUB.

    Board Discussion: Discussion regarding contracng with Eagle Contractors for the court sign purchase due to the

    companys current credit rang. Joe Poma suggested that references and past projects should be invesgatedprior to contracng with them; the Board agreed and directed him to do so. There was much discussion

    regarding the Clubhouse hours of operaon.

    Board Acton: Moon bySandy Nolan, support by Kathy Baldwin, to accept the Finance Commiee Report

    dated February 25, 2010, and reject the recommendaon to change the summer Clubhouse hours; Clubhouse

    operang hours will remain the same. Management was directed to obtain references for Eagle Contractors All

    Tom WernerDISCUSSION:

    Since our last meeting was not well attended due to the weather, Robert touched on a coupleof issues that were discussed in February. Acknowledgement of Good Neighbors withinthe community. Joel would like to see emphasis put on all who are actively giving back tothe community with volunteer efforts. This information would be included in our minutes with

    mention in Sandy Nolans column in the Herald. Sandy was unable to comment as she wasattending another meeting.

    The multi-cultural event was mentioned as well... Joel Lutz volunteered to attend some Family/Social Committee meetings to broach the subject and get input regarding ideas on what canbe done to initiate a means of recognizing and bringing attention to the many different culturesrepresented in Highland Lakes.

    Joel Lutz reported that Mann Court is still without representation other than a volunteer whowill deliver Heralds if they are delivered to her doorstep.

    The Annual Township Safety meeting has yet to be scheduled. Director Werth & OfcerBurrough have promised to advise when it is put on the calendar. For now, it has been delayed

    until further notice.

    Robert and Marianne had their rst Welcome to Highland Lakes session with new residentsfrom Barbados in Neptune Ct. Marianne has contacted a few Court Captains for supportwhen meeting with new residents but has not had much response. She has decided to worksolo with this program for the moment. Three new residents were interviewed and were spot-lighted in the Herald. Due to space limitations in the Herald the Welcome page can onlyfacilitate about three per month. Marianne has about eight more new residents to introduce.Not all newcomers are open to having a personal visit; however, a package will be available toall. Even if the new resident does not accept a visit, we feel that the package should be sent tothe new resident via the HLCA ofce.

    It was mentioned that Real Estate Agents are reluctant to show available housing in HLCA due

    to our high Association fees. If they had the package Marianne developed as a reference itmay be easier to understand and explain the higher association dues. It is not, however, theduty of a Realtor to demonstrate justication of our fees for potential new buyers.

    Betty Parzych told us where there was a recycling center in Novi that anyone can go to andrecycle bottles, plastic and cans. It is on 11 mile Road between Novi Rd. and Meadowbrook.

    Terry McNally reported that Brose will not cooperate with our lighting efforts because thevolume is not high enough. Ace Hardwares price is almost twice what Brose would charge.Emphasizing adequate lighting is a very important issue within our community. Not enoughresidents seem to be aware of how important it is to cutting crime. Director John Werth toldus that the more lighting we have the less crime we will experience. Diane Pittaway saidthat she feels like giving residents who do turn their porch and/or patio lights on a Thank younote. Not a bad idea.

    Pet owners who continue to dispose of their pets waste by just slinging the little bags intoour waste bins continue to add cost to our Waste Management fees. How can westop this bad behavior? There are also co-owners who leave childrens toys and shovelsand miscellaneous items lying about in front of their units without regard for neighbors andthe mess it makes in the court. Contacting Joe Poma for resolution would be a solution to

    problems like that.

    Terry McNally edited the Court Captain description that is on the HLCA website, but it is stilltoo long. Robert Armstrong and Barbara Adams will work on a revision that is shorter andmore accurate for proposal at the April meeting.

    Joel indicated that a correction needed to be made to last months minutes regarding theegger. The egger was not a HLCA resident as the police previously reported. The eggerwas a Northville Township resident.

    RECOMMENDATIONS TO THE BOARD: There are no recommendations to the Board at

    this time.

    SUBJECTS DISCUSSED:1. HLCA WEB PAGE. Members agreed on text and layout of the page. Judi Alessandri will

    take pictures later when the plantings in front of the Clubhouse have been done. Rentalapplication forms and regulations and Committee By-Laws will be included.

    2. FUTURE PROJECTSa. Library.We are obtaining prices from two sources for installing new laminate on the tops and

    renishing the legs of the three tables in the Library. It was decided to keep the magazinerack. Members will investigate the possibility of replacing some of the 37-year old dust-

    lled furniture. We will purchase new pads for the chairs to complement whateverimprovements we are able to make.

    We are requesting donations of DVDs to be available for residents to borrow.

    b. Kitchen Sally Rigo once again thoroughly cleaned the kitchen, including the cabinet fronts. We

    have put I a work order to have the old curled linoleum removed from the cabinet under thesink, and will replace it wit new tile which has been donated.

    RECOMMENDATIONS TO THE BOARD. There were no recommendations to the Board.

    ITEMS DISCUSSED:1. Management reviewed Vision Committee meeting discussions. The Court sign purchase

    will most likely be given to Eagle contractors. Tom Byrne stated that there was some

    concern with their current credit rating, but he felt it was not signicant enough to stop the

    purchase.

    2. Management updated the Committee on the standing of the Condo that Highland Lakespurchased. It is nished and listed for sale at $99,900. So far, one potential buyer touredthe condo. No further responses. Exercise Room renovation is underway. (As of thisdate it is complete.)

    3. The monthly Finance Report was reviewed and discussed. No signicant problems.$100,000 was put into a money market fund to create interest of approximately 1%.

    4. No new discussions on the Employee Health Plans. Management is still reviewing.

    5. Per Management, the Board has decided that the Bank of America Bankcard RewardPoints will be applied toward our current credit card account balance -

    (approximately $600.)

    6. Tom Goebel came as a guest and presented a proposal to supply a preliminary study asto potential savings of energy, water/sewer, and other green recommendations. Cost of

    the study would be $1,500. Tom Byrne, Management, and the Finance Committee willreview and discuss further. Most likely this will wait until budget time.

    7. Clubhouse summer hours were discussed. The Finance Committees Recommendationfollows. (These opening and closing times were adhered to prior to previous management.)

    RECOMMENDATIONS TO THE BOARD: To conserve energy and nances, the Clubhousesummer hours should coincide with the Pool hours; beginning the Saturday before MemorialDay (May 30, 2010) and ending at 9:00 p.m. on Labor Day, Monday, September 6, 2010.

    NEXT MEETING: Thursday, March 18, 2010, 7:00 p.m.

    ITEMS DISCUSSED:

    A. Roll Call

    B. Per the Boards directive, the Vision Committee invited Joe Poma and Ken Wiewiora to themeeting for an update on the roong and siding project and in what areas the VisionCommittee can be helpful.

    Mr. Poma explained the purpose of a general contractor and that they were discussing ourproject with Wimsatt, the foremost supplier of building materials in Michigan. Currently he

    and Ken Wiewiora are compiling prices and trying to determine the best approach to the

    roong and siding project.

    Ken explained that they submitted the Master Plan approved by the Board and designed by

    McKenna to Wimsatt. He noted that at this point colors and design of shutters, etc., wasnot the priority. He stated that the project is more complicated than they had hoped.

    The roong project may incorporate some of the architectural changes as noted in the Master Plan, but this too is still in the beginning stages of discussion. To determine what to dowill entail more investigation, discussion and analysis of budget constraints.

    C. The committee reviewed the sign bids. Motion by Gyda Werner, second by Brad Todorovto accept the bid of Eagle Sign Company for an amount not to exceed $45.000, includinginstallation. Signs will be upper and lower case letters. The motion was approvedunanimously.

    There was a brief discussion of limiting memorial naming of streets and courts.

    D. Discussion regarding Russ Fogg Drive was tabled.

    The meeting was adjourned at 7:35 p.m.

    1. Please do not place loose garbage, cans full of paint and construction materials in oraround the trash bins. These are all items that have been spotted in and around theenclosures. Please take the time to bag your trash appropriately and adhere to thepolicies regarding disposal. Our trash contractors have to hand-pick the garbage,because there is no bin to dump. If they have to spend a long time to remove the trashor make a special trip, there is also special pricing and our prices may go up when thecontract expires.

    2. I spoke with the manager of Park Place about one of their residents that is letting his dogrun all over our property and not cleaning up after it. She informed me that there are afew residents there that will be evicted for their habitual violations. One of the residents

    has several Greyhounds that are running loose on our patio areas. The managementthere and the police are both aware of the problem. If you see this individual again, let meknow or call the police.

    3. The Silver Spring road petitions may be going out in the month of April, if I do not receivesome sort of written conrmation that the road is scheduled to be repaved in 2011. Iwould like to thank all of the residents that participated in displaying our objection tothe condition of the road. I will place the letter that I sent to the politicians in a futureHerald. We all know that money is limited in Wayne County right now, but nobody else isconveying their discontent about the condition of their roads, as we are here.

    4. The clubhouse tness center has been repainted and re-carpeted. The treadmill was alsocleaned and repaired. I hope you enjoy the new facility.

    5. New residents of our community are encouraged to complete their census forms at theofce as soon as they move in. This will give our staff important emergency contact andvehicle registration information. Welcome to Highland Lakes!

    6. Now that winter is over, its time to put away all of those snow shovels and sleds that youhave around your front porch. Remember to store bicycles and other toys inside or on thepatio area too.

    7. The FHA recently changed their certication requirements for approving new loans incondominium communities. As a result of the mortgage crisis, it has been more difcultfor new purchasers to get anything other than conventional nancing (20% down),unless the community Bylaws meet stringent requirements. The Board of Directors withassistance from the corporate counsel is therefore reviewing and updating our bylaws.Most of the changes to the current bylaws will be an effort to synchronize the original

    documents with the Condominium Act (something that is required), and when discussionis complete at the Board level, the bylaws packet will be submitted to the residents fordiscussion and vote. If the residents are in agreement with the packet, it will be adoptedand recorded as our new bylaws. The proposed bylaws packet that is sent to eachresident will be accompanied with an explanatory letter, describing each change in detail,so that you understand the changes that are being proposed. As always, if you have anyquestions, I will happy to assist you. The proposed bylaws closely resemble our currentdocuments as it is, so the reading should be fairly easy when we get to that point.

    8. Our grounds maintenance staff is busy cleaning the property of all debris thataccumulated during the winter months and was hidden by the snow. Over the next few

    9. If you see the maintenance staff holding a long pole and cover over the street lightxtures, they are testing the photo cells on the lights and replacing bulbs as needed.

    Nevertheless, if you see any lights that are out during the evening, please report it tothe ofce.

    10. I did not forget about the security guard position that was budgeted for 2010. We justgured that it would be better placed during the spring and summer months, when thepool is open and we have people loitering on the docks, in the parking lot, or aroundthe beach. I plan on hiring for this position in the month of May. If all goes well,there will be a small security vehicle driving around here with a ashing yellow light(depending on how annoying that gets, we may decide not to use the light).

    11. I am still hiring for lifeguards at the pool for the summer months. Employmentfor the lifeguards typically begins on April 26th when we get the pool ready for theseason. This requires cleaning the pool, removing all of the covers and installingequipment. We also intend on cleaning out our two large pool lters and installing

    fresh lter sand, so the water this year should be very clean and clear. If you knowof anyone who would be interested in a seasonal lifeguard position (typically 20-30hours per week or less), have them stop in the ofce and complete an application.Our lifeguards are certied and usually undergo Red Cross and CPR training, but wemay hold a seminar to certify them. So far, I have hired 2 lifeguards for the season,including a Head Lifeguard, but we need a total of seven. The lifeguards from lastyear with the exception of one, all have educational requirements or alternativeemployment.

    12. As spring and summer approaches, so too will the inconvenience of having to moveyour cars as we conduct asphalt and concrete work throughout the community. Lastyear was a success, and this is something that will continue in years to come.

    13. We are compiling bids for community-wide roof replacements, since the last time

    this was done was between 1989 and 1991. Our long-term budget is providing forit. Anyone interested in discussion on this topic or improvements to the structure arewelcome to attend a Vision Committee meeting, or submit questions to Engineering,Finance, the Board via a letter or attendance at a Board meeting, or a phone call tothe ofce. I am reminding all residents that you are welcome to attend any committeemeeting for Highland Lakes, and the schedule is at the Clubhouse.

    14. April is a good month to start shopping for certain varieties of owers and plantbulbs in an effort to dress up the front of your home. You may also get some goodpre-season pricing down the street at Home Depot. For any of you that do yourown fertilizing, April and May are the months for pre-emergent weed control forcrabgrass, with dandelions following in May. Our contract with TruGreen provides forthis, but some residents prefer to supplement it with their own. If you have owers

    and ornate landscaping around your home, you may also want to buy some Preenat the local home improvement store. Placing this on the owerbed every threeweeks acts as a pre-emergent for weeds, but it does not work on grass.

    15. I have received word that Joe Sattler will be chairing the Election Committee againthis year. Our thanks go out to Joe for this often thankless task. We may be assuredthat our elections are fair and impartial. Dont forget to submit your resumes andballots when the time comes. Your vote counts.

    Todd Leutz lives on Lehigh Lane in Highland Lakes. He grew up not far from here inLivonia where he attended Stevenson High School. He is working as a Real EstateAppraiser and loves his job. After working and learning the business from his father,

    Gladwyn Wendell and Audrey Janet Cummins live on Neptune Court in HighlandLakes. The Cummins are originally from Barbados where it was customary that thechildren were called by their middle name - so meet Wendell and Janet. They haveboth lived in London where Wendell earned a degree from the University of Londonand he also earned a Masters of Engineering degree from the University of Detroit.They have lived in the USA since 1968. Wendell has worked as an engineer for FordMotor Company, GM, and other small companies. He has been retired for the last

    ten years. While working at Ford Motor Company the family enjoyed an internationalassignment in Germany for 2 years. Janet still works in an administrative positionat Archway, a marketing company. They have two children and ve grandchildrenthat they enjoy immensely. Wendell and his grandson love exploring things using theencyclopedia. Wendell like watching the Discovery channel as well designing dreamengines for fun. Janet also likes to read. What they enjoy most about HighlandLakes are the open spaces and the lakes, although she can do without the potholeson Silver Springs Drive. Welcome Wendel and Janet!

    Dora and Ernesto Garcia moved to Highland Lakes with their son Daniel from Howell overa year ago. Originally from Argentina they immigrated to New York in 1970 and moved to

    Michigan in 1973 because thats were most of their USA friends were located. Ernesto isretired from toolmaking but still works production for a small company. Dora retired fromassisting in material control. Daniel, their son who lives with them, has a degree in Me-chanical Engineering from Kettering University. The Garcias have another son who liveswith his family and their grandchild in Highland Lakes as well. Dora likes embroidery andcrocheting and enjoys the swimming pool in the summer time. Daniel likes working onhis computer. They really enjoy the nice neighbors and the quietness of Highland Lakesand taking walks through Highland Lakes.     Kin Ho Yue and his wife Yuen Ling Louie have lived in Highland Lakes since December.Originally from Hong Kong, they arrived in he United States in 1987 with his family towork in a family-owned restaurant, Kims Garden, in Novi where he worked as a waiterfor three years. His family now owns their own restaurant in Ann Arbor, Great Lakeswhere Kin Ho Yue worked for a little while as well. He enjoys working for the MGM Ca-sino now. They have two children and Yuen Ling stays home with the children who are 3and 9. Their 9-year old goes to Silver Springs Elementary and shares the ride to schoolwith the neighbors 9-year old child. They like watching movies and going to the casinos.They enjoy the quietness of Highland Lake and appreciate Northvilles school system.

    Lakshminarayan (Laks) Potti and his wife Anuradha (Ann) Acharya are from India. Be-fore coming to the United States, Laks worked at a software company in India and livedin Trivandrum, India. He arrived in the US in 2000 to work for a small software servicescompany. He has a degree in Mechanical Engineering from a university in India. Anuoriginally from Chenai, was a lecturer at a college where she taught computer engineeringfor onw year before she got married to Laks and joined him in the USA. They have livedin California, Philadelphia, Connecticut, and arrived in Michigan in August 2006. Laks

    works with a software service company, Cognizant Technology Solutions, and Anu stayshome with their 3 and 5 year old children. They moved from Dearborn to Highland Lakesin December, 2009. They like to read and watch TV. Anu watches the cooking channeland presents Laks with wonderful meals. They like the lakes around Highland Lakes andenjoy walking and bicycling.
