Tose who live along and drive Silver Springs Drive know it is a roadway

lled with challenges with vast stretches o it in pretty rough shape.

Northville ownship offi cials have certainly noticed, and have been pressing

Wayne County, which has authority over the road, to move a little quicker

and x some o the worst areas.

Northville ownship Public Service Director om Casari said Wayne

County had told him in the past month or so that starting the rehab o the

road was still 30 to 60 days out. Many in that part o the community have

told township offi cials o how bad the road is, which led offi cials to do some

urther maneuvering to get the county to move the work up.

Now things may have changed, or the better.

He (Wayne County Director o Public Services erry Spryszak) inormed

me that right now they may start next week, said Casari at the June 19ownship Board meeting. And, in act, Wayne County on uesday

announced that they would be conducting heavy maintenance work on

Silver Springs Drive beginning Wednesday. Tey say the road will remain

open to traffi c during the heavy maintenance; however, motorists can expect

    delays.

Tings have been held up a bit as the county worked out its milling contract.

Northville ownship Supervisor Robert Nix said he and others on the board

have been meeting with residents in the Highland Lakes neighborhood and

it was expressed by them how much o a major problem the road is, which

runs rom Eight Mile/Baseline Road to Seven Mile Road.

Nix said they have been working to convince the county to make some

    major repairs to the road.

Doing our best with diplomacy skills to try and get some major repairs out

there, he said o their efforts.

He and others told the county they drove that road and there are at least ve

or six problem areas in need o xing.

NORTHVILLE OFFICIALS PUSH WAYNE COUNTYTO FIX SILVER SPRINGS DRIVEReprint from Northville Record, Jun. 24, 2014Written by Lonnie Huhman, Staff Writer

Nix said they dont know the ull scope o thework yet, but he said its a positive step.

Te good news is they are nally going to getsome relie, he said. We will ound out in thenext couple o weeks the scope o it, but its nolonger cold patch and it wont come out thenext day.

Instead there will be milling o the problemareas, which will be covered with new asphalt.Northville ownship offi cials say they wouldeventually like to see a complete rebuild, butrealize they might not come or sometimebecause o the countys needs and nancialsituation.

Tere are a lot o bad roads in our community,Nix said.

He said their hands are tied because thetownship roads are under Wayne County

jurisdiction, which has a schedule o projectsin place that they ollow or the whole county.

However, Nix said, We will do what we canor our citizens regarding the roads in our areabeing repaired.

    ADDITIONAL NOTES:

Conversation with the ownship and Wayne Countylast week indicated that they might start as soon as thisweek. Here is the plan for Silver Spring Dr. as best as I

can tell:Tey intend to x the 7 and 8 Mile Road approaches toSilver Springs today (6/25) and tomorrow (6/26). Teywill begin shortly to patch the deeper potholes on the restof the roadway shortly. When the patching is completeand within the next 2 to 3 weeks, they will come backand overlay the areas that they have patched.

Tey were asked if it would be the entire roadway andthe County said no, but most of it.

BOARD OF DIRECTORS ANNUAL MEETING MINUTES - June 16, 2014

Discussion Regarding Upcoming Millage:Kathy Baldwin welcomed Representatives from the

Northville Township Board of Trustees and thanked

them for coming to explain the upcoming ballot

    issue.

Robert Nix began by giving the audience an overview

of the need for a millage increase. The township

has worked diligently to make sure that they are

available for residents to review on the Township

which means that the monies could only be used for

Robert provided handouts for the audience to review

due to the substantial reduction in value. For Police

The Police and Fire funds have budgeted expenditures the bleeding and balance the books going forward

while continuing to provide the current level of

service. Robert said that the Trustees have worked

view and request the least amount of tax increase

    necessary to meet their goal.

decision to work out of the reserves that they had Fire & Recreation.

assured the audience that the request for a millage

increase is not due to any kind of union contracts.

The Township has carefully watched what theyve had stewards of the taxpayers money. The Township

has also asked the unions for their cooperation with

furlough days and different strategies to keep the

from taxpayer money goes directly to public safety

services because the Township considers public

    safety their top priority..

President Kathy Baldwin called the June 16, 2014, regular meeting of

Robert reiterated that the millage increase would be

Robert added that the Fire Department not only

service in the time of a medical emergency. Robert

said the Northville Fire Department has some of the

obligation to maintain that level of service for the

community. He added that the Township would not

be requesting this increase unless they considered it

    absolutely necessary.

    Questions:

What is being done about the Seven Mile Hospital

    Property?

Robert answered that the cost estimates to take down

been working to get an agreement with the developers

of the property on the corner to try to get some

revenue sharing of the tax revenue that is going to be

theyre close to coming to an agreement. He said he

At this point, do you still think it was wise to buy that

    property?

Robert said the decision was made before he was on

    solution.

Cant the state help with the costs since it was their

    property to start with?

Robert explained that the state initially tried to sell the

put bids on the property but never closed because the

demolition costs were so great. The state ended up

themselves of the responsibility of cleaning it up.

Can you give us an update on Silver Spring Drive?Robert said when he spoke to the Highland Lakes

Robert explained that the road revenue from the

in turns distributes it to the counties. The counties

there is not anything he can do to move the road up in

priority on the list because of how the roads are rated.

and buy some time until we can get a more permanent

solution. Robert said that county representatives met

needed repairs in the next couple months. He added

    road repair.

The next time you meet with the county, you can mention

that although it is a Wayne County road, they have not

plowed this road in at least 20 years.

This is where I live every day, and Silver Spring is like

a toothache in our community. This road is essential

to Northville and to my home. As much as you have

done to get this taken care of, I need you to do more.

all about the same age falling apart at the same time.

Robert is still working with the county to get us a long

there has to be another strategy to get it done.

as quickly as possible because it is a concern for

Are the costs of shared services between NorthvilleTownship, Plymouth Township and Plymouth shared

equally?Robert said shared services only includes two

communities: Northville Township and the City of

youth services program. The costs are not shared

was established years back was based on population

I saw a recent newspaper article about the DeHoCo

property. Is the park there one of the reasons youre

requesting a millage increase for Parks and Recreation? with the City of Detroit as to who owns it.

has the potential over a long period of time of being more revenue for the Township.

I received a mailer from one of the congressmen today and

I thought it may have something to do with DeHoCo

property. The mailer said they were going to try to

implement something new where tax money for roads

for Plymouth, Northville, Plymouth Twp, Northville

Twp, and Canton brought directly to these communities

and not go through Wayne County any more. Do you

    think this would ever happen?

would work. The primary issue is that there is still nice to be able to control the priority of how money

to undertake that responsibility unless he knew all the

money to do what needed to be done.

individual communities would have to have all of the

    they do not have.

I just want to comment that when visitors come into

the community, they assume Silver Spring Drive is

Highland Lakes responsibility; It is also affecting our

property value. residents of Highland Lakes to expedite the process

done in his subdivision. He said that some people

    preserve the property values.

Its not fair for us to pay extra because were not the only

    ones using the road.

HIGHLAND LAKES COMMITTEE REPORTCOMMITTEE: Lakes Ecology MEETING DATE: June 3, 2014

The new version of the document titled Rules For Watercraft which was returned from the board as acounterproposal to the May committee recommendation was reviewed and discussed. The main change the signature of the person registering the watercraft would be added to the Yearly Boat registration form, much discussion with a small change (in item # 7 to make it read correctly within the document, referringto the #6 above as opposed to the nonexistent #12) this document was proposed and moved and secondedand passed unanimously.

At the May HLCA monthly meeting it was suggested by the board that the Lakes Ecology Committee reviewthree proposed projects that the Board had ALREADY approved with an expenditure of $17,000.

These three projects being:1.) The bridge (in the woods) to the East of the Silver Spring Lake.2.) The Bridge over the discharge at the southwest end of Silver Spring Lake.3.) The dock near the beach on Swan Harbor Lake.

Committee members were asked to view these structures prior to the meeting. Some discussions were heldby the committee with the general idea that the dock seemed to be leaning and unsafe, as it was listing tothe side.

Some motions were attempted and due to one member who voted, but upon later review was not eligible tovote, the motions and the votes have been set aside.

The meeting was adjourned at 8:12 PM

RECOMMENDATIONS TO THE BOARD:Board approval is requested for the corrected Rules For Watercraft.

    MEMBERS PRESENT

    MEETING DATE:June 5, 2014

    GUESTS PRESENT

    SUBJECTS DISCUSSED:

    1. Announced two new Court Captains, Mary Kraska in Savoy Court and Marchelle Brotz in Lagoon Court.

    2. We have two courts without Court Captains: Dearborn Court and Dorothy Gay Court. Nancy Schneidervolunteered to cover them this month. Not delivering the Heralds to each unit, but having residents pickup their copy of the Herald at the Club House discussed.

    3. Seems that there are more dogs being walked unleashed this spring. Need to promote having dogsleashed more vigorously.

    4. Problems with residents not following proper trash procedures. Of particular note at this time is compostmaterials being put into plastic bags. Only paper bagged compost is picked up by our trash hauler. This improperly packaged compost eventually ends up being picked up by our maintenance staff andrepackaged in the proper manner.

We would like to encourage residents when they observe improper trash disposal to report it to the clubhouse. Sorry that it comes to this, but it is cheaper than a security camera system.

    5. Being that our units are over 40 years old now, we should be aware of how the electrical outlets are

performing. Do they seem loose, do they spark, maybe it is time to replace. Any electrical outlets within6 feet of a water source, like bathrooms, kitchens or an outdoor outlet should be converted to a groundfault interrupter (GFI) outlet. This is presently building code in our area.

    6. Water faucets that seem to have less pressure than other faucets in the unit. First place to check is the free, better than having to pay a plumber for doing the same thing.

    7. off that lake.

HIGHLAND LAKES COMMITTEE REPORTCOMMITTEE: Grounds MEETING DATE: June 10, 2014

SUBJECTS DISCUSSED:1. A design plan for the 8 Mile Street entrance was introduced by Cathy Watkins and received favorably. Don

Warren motioned to pass Cathy Watkins design with (potential) tweaking. Vote; 8-0 approved.

    2. Design calls for: Replacing the current faltering Birch Trees with non-fruit bearing Cleveland Pear trees suitableand compatible with the elements and environment. A short hedge wall is placed in the background on theeast side and foreground on the west side for contrast. Sedum used as ground cover. In addition, a Pear tree toreplace the aging overgrown Crabapple in the Center Island, to tie in the east and west designs.

    3. The tweaking involves adding a berm to the plans on the east side. The hedges would be planted on top attention from the lesser appealing background. Viable options and costs for implementation of this additionto the plans are to be investigated.

    4. Betty Parzych suggested the option of using Evergreens vs. Pear trees, pointing out its year round appealespecially during winter snowy months. Ray Parzych supported with the history of 20 years previoussuccess with Evergreens. Marti Tupper pointed out that most of the Evergreens available are too large forthe available space, supported by Cathy Watkins who stated the young trees may not fare well against salt as a possibility for a combined contrasting effect to the Pear tree plan, planting possibly later date. Potentiallocations were discussed.

    5. Dead Arborvitaes will be removed and replaced by transplanting the Junipers. Earl Smith stated the transplantsmayor may not be successful, being that they hadnt fared well through the extreme winter weather.

    6. reimbursement options for the replacement of one Birch tree.

    7. Amazing success with the mustard seed removal project. The turn-out was 10 volunteers producing 35 bagsof the invasive plant! Many thanks to all of our willing and concerned volunteers!

    8. Kathy Baldwin will be transplanting and donating ferns to replace the areas where the mustard was pulled.

    9. Welcome new guests Jay Kempf, Jodi Zwarych, Marty Tingstad, and Megan Atkinson!

    10. Guest Megan Atkinson suggested looking into opportunities for grants that might be available through our

GARLIC MUSTARD PULLMay 17, 2014, Highland Lakes Woodlands

With 10 volunteers, a rst attempt was made on reversing the garlic

mustard invasion o our woodlands here in Highland Lakes. Te

targeted area was along the eastern and southern edge o Silver Spring

Lake between the pathways around the lake and its shoreline with some

removal done along the paths through the woods leading to Rippling

    Lane.

Garlic mustard has a two-year lie cycle, and in the second year is

when it produces the seeds or its uture growth. It was these second

year plants that were targeted or pulling. Tey were easy to identiy as

they are owering stalks 1-4 eet tall, whereas the rst years plants are

ground level clusters appearing more as a ground cover. By eradicating

the second years plants early enough prevents dispersal o new seeds,

and i ollowed up annually with early enough preventive steps can

eventually eradicate this invasive plant by exhausting its seed bank that

is already in the soil which can survive or long as eight years.

Once owering has begun, pulled plants have to be immediately bagged. Garlic mustard

seed can still ripen afer plants are uprooted using energy stored in stems and leaves. 35

bags o garlic mustard were pulled. Te amount o rain we had the couple o days beore

made pulling these plants quite easy. Pulling is deemed to be the saest and an effective

way to eradicate garlic mustard without jeopardizing adjacent native plant ora.

So why be concerned about garlic mustard? Because o its aggressive growth potential

itll out-compete most o our native vegetation and tree seedlings, and in turn adversely

affect native insects and other wildlie. Our native ecosystem would be eventually altered,

maybe not today, but certainly tomorrow.

Garlic mustard should not be composted as that will only spread the seeds urther. Few

compost piles produce enough heat to destroy the garlic mustard seeds. Immediate

plastic bagging and land ll disposal is the only sae way o disposing o the pull plants.

Our garlic mustard pullers included: Kathy Baldwin, Margaret Brodie, Pat Kuxhaus, Joel

Lutz, Judy & Jim OConnor, Shari Sai, Brad & Nick odorov, and Janine Rosenbergh.

Tank you neighbors or being concerned about a portion o Highland Lakes uture.

Joel Lutz of the Grounds Committee

George & Constance LottHLCA REMEMBRANCESTo begin, we are George and Constance Lott of Mariner Ct. We have been in Highland Lakes since 1972. We were

familiar with condo living because we had lived in one of therst condos in central Detroit, The Grand Oak Association.

I served as an ofcer of said association forve years, from its inception until we left in 72.

When our baby daughter, Kelly, reached school age, it became apparent that we needed more space as well as a

more promising education system. My wife, Connie, started investigating various housing possibilities. She found

Highland Lakes in Northville Twp and it was love atrst sight. I investigated access routes and found Grand River to

be very good. Also, checked with the Wayne County Road ofce and discovered plans for the new Jeffries Expressway

    which would connect to 1-275.

We retained ownership in our condo in Detroit and moved into Highland Lakes September 18, 1972. We were met by

some very warm and capable young neighbors.

CONNIE: In 1972 ooding at the Dalton, GA carpet mill delayed our move-in. I remember the cornelds, apple

orchard, and horseback riders on 8 Mile Road. The Marquis Theater was a movie house. Our neighbor Shirley

Nairs older son, Frank, was an usher at the Marquis. Her two other children, Scott and Sally, taught our Kelly

tosh and ice skate. We have had the pleasure of having the Nelson family living next door. Lottie Nelson was

like a loving grandmother watching out for all the kids from her porch.

We were all creating a community from a new subdivision. I joined the new Mothers Club. I was also avolunteer writer for the Herald.

GEORGE: We moved into our unit on Mariner Court on 9/18/1972. A few trees had recently been planted. Swan

Lake had not yet been lled. It was a gaping, large hole in the ground and some large metal beams were

protruding from the bottom of the hole. The now lovely grassy hill above Swan Lake was at that time all dirt.

It was a rugged little mountain that I used to exercise our dog, Ringo, and myself. It was a very nice adventure

to race to the top. Under the then Horizontal Real Property Act, management of the condominium would

devolve to the co-owners. To that end various committees were formed. I served on the rst nine-member

Management Committee which was chaired by Vince Santoni.

During the transition to self management, snow removal was basically a do-it yourself proposition. That

rstwinter brought a terric snow storm. Only the main roads in the complex received service. The Monday

morning after the storm, I had to shovel approximately 20 to 30 yards of snow, from my parking slot to the

street, in order to drive to my job. We were snowed in on several occasions. Our Winter Wonderland!!

In the June Herald, Gene Fogel told us his story. This month we hear from Connie and George Lott.
