    PRESIDENTS ANNUAL REPORT

    MAY 17, 2010

    Good Evening and Welcome to the 35th Annual Meeng of the Highland Lakes CondominiumAssociaon. It is a pleasure to see all of you this evening.

    First, I want to thank all the members of the Board: Katherine Baldwin, Joy Gaskin, Tom Byrne, ClemTulley, Sandra Nolan, and Michelle Todorov, who have given so much of themselves and their me. Asyou know, it is the Boards judiciary responsibility to make policy and decisions in maers concerningthe Associaon with the enre community in mind; not just one or two people or a special group, butwhat is appropriate for the enre Associaon. This is not always popular with some, but the Board iselected to serve the enre community and take into consideraon what is in the best interest of all Co-Owners. Board members not only aend the monthly board meeng, plus numerous other meeng

    throughout the year, but each is also a liaison to several commiees.

    This Associaon could not be run as eecvely and eciently without the contribuon of me,talent, and eort of the many volunteers on the various commiees. The Co-Owners who volunteer toserve on our commiees are to be commended for their contribuon.

    If one looks around, it is evident that the Clubhouse Commiee deserves our gratude for thebeaucaon of the clubhouse. They have updated the look of our administrave oces by removingthe old shingled roof and having it dry walled and painted plus many other updates. They connue towork at keeping our clubhouse desirable for rental, which nancially assists Highland Lakes.

    The newly formed Court Captain Commiee this year is very successful and is quite informave asto safety ideas for the community. They have been instrumental in geng the Heraldto Co-Ownersin a mely fashion. They also have made certain that all courts have a representave and assist inaccumulang the necessary Co-Owners informaon for the oce. This commiee can be proud of howwell they are funconing.

    Our thanks and gratude to the Finance Commiee who connually evaluates our expendituresand assists the Associaon in preparing the annual budget and maintaining our scal stability. OurTreasurer, Tom Byrne, will be presenng the Annual Financial Report shortly.

    The Grounds Commiee, who we herald for their contribuons, are a very dedicated group ofindividuals who take pride in our surroundings. They are connually busy ensuring that Highland Lakesremains beauful. They are currently working on beaufying the front of the clubhouse, which will beanother credit to their talent when completed. This is not an easy task, but every year the Commieeexcels at keeping the grounds beauful. We thank this commiee for their contribuons since the rstimpression you receive when you drive through Highland Lakes is our grounds.

    Many thanks to the Engineering Commiee who give of their experse and me to ensure that all

    improvements and changes are made properly. The Commiee connues to update the modicaonforms to keep up with changing mes. This commiee is doing a great job since more improvementsand changes are being made, since the associaon is older and more Co-Owners are making changesand upgrades.

    We are fortunate to have such an acve commiee as the Family Social Commiee. They do a great

    job of pung on pares for the children - Valennes Day, Halloween, Easter and Highland Days, etc.These are fun events and are enjoyed by adults as well as the children.

    The Herald Commiee was reinstated this year and is doing a stellar job of publishing an improvednewsleer that is both informave and enjoyable. The Heraldis the Associaons method ofcommunicaon with the residents and they deserve a great amount of credit for all their work as wellas the Administrave sta, parcularly Michele Suereld. Fun pages have been added for children aswell as adults and the solicitaon of ads has increased which contributes to the publicaon costs. Ourthanks to the Court Captains for making sure the Heraldis delivered to all the residents each month.We appreciate their contribuon to the Associaon.

    The Pool Commiee has done a superb job by recommending improvement to the pool and poolarea. New tables, chairs, lounges, and toys have been purchased for this summer since the pool wasvery busy last year, and addional furniture was needed, to be sure our Co-Owners have a great placeto spend their leisure me in the sun. Your Pool Commiee has also scheduled Hot Dog Daze, nightswims, and other events for this summer so read your Herald. The Commiee will also sponsor theAdult Christmas Party this year since last years party was so successful.

    The Insurance Commiee does a great job of overseeing our insurance needs and works diligentlyto keep our insurance costs aordable. The Commiee connually publishes arcles and insuranceinformaon in the Heraldto keep all residents aware of insurance responsibilies for our units. TheCommiee requests that all Co-Owners read this informaon in the Heraldto be aware of the poronsof insurance covered by the Associaon and what their personal insurance responsibilies are.

    The Vision Commiee, which is now an open standing commiee, has grown in members and islooking forward to the future for making improvements in Highland Lakes. It is also working with othercommiees to accomplish these changes and improvements. We will have new signage very soon,which will make a denite improvement on our streets and courts. The Commiee spent a great deal ofme accomplishing this and deserves many thanks from the Co-Owners.

    We have other important commiees: RV, Tennis, Sprinkler, Womens Club, Card Clubs, etc. The workof these commiees should be applauded even though they are not as visible as the other commiees

    are. We also have exceponal Co-Owners who just volunteer their experse and me to Highland Lakesfor whatever needs to be done. I deliberately did not make menon of any parcular individuals sincethere are so many who give of themselves that I do not want to unintenonally ignore any individual.Thank you all so much for your volunteerism.

    As you know, Joe Poma, our Property Manager, has been with us for one year and I can say he hasbeen a valuable addion to Highland Lakes. He has been instrumental in making a denite dent in ourcollectables, and since he is also an aorney, he has saved us a tremendous amount of money in legalfees. He has kept Highland Lakes on budget and sll accomplished any task that was necessary. He hasdone an excellent job this past year.

    Our Administrave Sta, Sharon, Michele, Guin, and Pam are also assets to Highland Lakes. Withoutthe dedicaon and hard work of these individuals Highland Lakes would not be as great as it is. Theyare very competent, knowledgeable, and valuable to this Associaon. As a result of their eorts,Highland Lakes connues to thrive. Joe Poma and the Administrave Sta deserve tremendous thanksfrom all of us.

    The Maintenance Sta, under the supervision of Ken Wiewiora, is running smoothly and doing asuper job. Their primary goal is to maintain the Associaon, keep it aracve and desirable so thatproperty values are maintained. As the property ages, maintenance becomes more important andnecessary. The enre Maintenance Department deserves tremendous thanks from all of us for doing agreat job.

    Many improvement projects have been completed this year and are very visible. We must rememberthat this community is over 30 years old and if we intend to keep property values at a maximum, wemust connue to maintain all of our buildings and grounds so they are aracve to buyers. There areother improvement projects that some commiees would like to see accomplished and the Board willconnue to work with the commiees to accomplish these improvements, staying within budget and

    keeping our assessments aordable.

    To reiterate a moment, as you know, the involvement of all Co-Owners is essenal and necessary tothe smooth operaon of our Associaon and our thanks to all those who have volunteered so muchthis past year. We would like to ask that any Co-Owner who has an idea for the beerment of HighlandLakes to join a commiee or run for the Board and volunteer their me and experse.

    I would also like to menon that Highland Lakes has a new Lifeguard Sta, Aerobics Instructor andSwimming Instructor, plus a Security Guard, who no doubt, you will be seeing driving around in our newsecurity vehicle. He is a very competent young man. Please welcome them all to the Highland Lakesfamily.

    Our thanks to Joe Saler, for accepng the posion of Inspector of Elecon this year; he will bereporng these results shortly.

    In conclusion, my thanks and gratude to my fellow Board members. Without their dedicaon andconcern for the welfare of this Associaon, Highland Lakes would not be what it is. The members of theBoard of Directors are your elected representaves who make the decisions that aect our Associaonand the services it provides. We invite all Co-Owners to aend the monthly Board meengs held inthe Clubhouse on the third Monday of each month at 7:30 P.M. Bring your concerns, suggesons andquesons with open communicaon, respect, concern and cooperaon, we can connue to improve

    and preserve Highland Lakes as the most desirable condominium associaon in which to reside.

    MINUTES OF THE

    THIRTY-FIFTH ANNUAL MEETING OF THE MEMBERSHIP

    May 17, 2010

    The Thirty-Fih Annual meeng of the Board of Directors and Membership of Highland Lakes Condominium

    Associaon was held at the principal oce of the Associaon in the Township of Northville, State of Michigan, on

    the 17th day of May 2010, in accordance with the By-Laws of the Associaon.

    President Kathleen Connor called the meeng to order at 7:30 p.m.

    Aendance

    The following Directors were present: Kathleen Connor, Kathy Baldwin, Joy Gaskin, Tom Byrne, Clem Tulley,

    Sandy Nolan, and Michelle Todorov. Also present were Joe Poma, Property Manager; Michele Suereld,

    Administrave Assistant; and ken Wiewiora, Maintenance Superintendent. Forty-seven

    Co-Owners were present.

    Presidents Annual Report

    Kathleen Connor welcomed Co-Owners and thanked all members of the Board for the me and dedicaon they

    have put forth. Please see pages 7-10 of the June Heraldfor the enre report.

    Treasurers Annual Report

    Tom Byrne reviewed the nancial condion of the Associaon and discussed signicant variances of the

    operang expenses for the period ending September 30, 2009. Please see pages 11-15 of the June Heraldfor the

    enre report.

    Elecon Commiee Report

    Joe Saler announced the Elecon results thanking commiee members for assisng in counng the ballots

    and Co-Chairmen Tom DeGalan and Ray Parzych for taking care of Candidates Night and keeping track of ballots

    as they came in. The Administrave sta for also recognized for organizing the elecon prociently. Mr. Saler

    pointed out that 375 ballots were received; this is the highest amount of ballots this Associaon has ever

    received for the annual elecon. See the Elecon Commiee Report and Elecon results on pages ? of the June

    Herald.

    Board Discussion: None.

    Board Acon: The Board unanimously accepted the Elecon Commiee Report dated May 15, 2010, and ap-

    proved the Elecon Commiees recommendaon that the 2010 Elecon ballots be retained for 30 days and

    then destroyed by the Elecon Commiee.

    Board members went into closed session to elect ocers and assign commiee liaisons.

    MEETING of the BOARD OF DIRECTORS

    May 17, 2010

    The monthly meeng of the Board of Directors of Highland Lakes Condominium Associaon was held at the principal oce of the Associaon in the

    Township of Northville, State of Michigan, on the 17th day of May 2010, in accordance with the By-Laws of the Associaon.

    Prior to the regular meeng, the Board of Directors met in closed session for a special By-Law revision meeng followed by a meeng to discuss the

    nancials.

    President Kathy Baldwin called the May 17, 2010, regular meeng of the Board of Directors to order at 8:55 p.m.

    The newly elected Board presided.

    Aendance

    The following Directors were present: Kathy Baldwin, Michelle Todorov, Sandy Nolan, Tom Byrne, Clem Tulley, Kathleen Connor, and Judy Nakdimen. Also

    present were Joe Poma, Property Manager and Ken Wiewiora, Maintenance Superintendent. Approximately 50 Co-Owners were present.

    to 3 and to revisit the issue again next month. Moon passed.

    3. Review of proposed permanent landscaping was discussed with budgetary constraint issuesconsidered. More thought will be placed on design with fall as the target date for implementingthe project.

    4. The recommendation for our 2011 Wish List budget is $2,500 - $3,000. Joe Poma suggestsredirecting of some Grounds projects to the Grounds Beautication category.

    5. Lawn cutting height discussion and recommendations were reviewed with possible lowering ofour equipment to a 3 level.

    6. Stan Roberson voiced concern over the pollution and smell of Silver Springs Lake. He hasdredged thousands of pounds of leaves and debris out of the NE corner where the problem re-peats every year. Possible short and long term solutions were discussed.

    We would like to express our collective thank you to the maintenance crew and all residents who

    spend time enhancing our community. We appreciate the work you do to make our home thebeautiful place it is.

    4. Discussion on foreclosure process. Units over $9,000 in arrears would be subject to High-land Lakes processing a foreclosure in order to make the unit available for rent. Board membersdecided to give this a try, at Managements suggestion. Rental would be at rental market value.

    5. Unit 559 will now be listed at $88,000, down from $99,000.

    6. Long term projects: Stairways at Silver Springs lake were repaired. Handrails will be in-

    stalled. Seal coating was done at the clubhouse parking lot. A community garden location isbeing surveyed. Court signs are going into production 4/24. First check was issued to startproduction. Court lights (50-6- remaining) to be installed over the next 2 years.

    7. Discussion on Committees Wish Lists due at the May meeting. Itemized list with estimatedcosts are to be submitted by each committee. Committees will be required to stick to their ap-proved budget allotment.

    8. Crystal Lake Drive paving was discussed. Joe stated that a hot patch and seal coating isrecommended.

    9. Hiring a roong consultant will not be necessary. We are researching for someone withchimney/replace knowledge, working with one, and collecting references at this time.

    2. The Fan Call Chart is still not being utilized to the full extent as it should. Please make yourphone calls. Mann Court and Lagoon Court are still orphan courts and need representation.Frank Jensen has recently agreed to be Court Captain at Whitman Court and was welcomed.Good job Frank!

    3.After a round of self introductions of the group, Joe Poma introduced Mike McIntosh (newSecrity Guard) to the Committee. He has been on the job since May 1st and has already been

    successful at addressing some loitering issues around the clubhouse and Silver Springs Lake.He can be contacted via a phone call to the after hours emergency phone number if necessary.This call will go directly to his cell phone.

    4. Sandy Nolan will be interviewing Mike and posting his picture in the June issue of the Herald.She will also continue to mention that turning our outside lights on at night will help to preventcrime in our community.

    5. Joel Lutz mentioned that there is a lakes clean-up project planned for May 15th. Since thiswas planned after the May Heraldwent to print Joel mentioned the date to generate some activity.Kathy Baldwin mentioned a second clean up date is planned for June 19th and will be published in

    the June Herald.

    6. There are 12 Neighborhood Watch signs posted around Highland Lakes which can bere-located as we remove existing posts and then install new sign posts. Joel Lutz and ClemTulley have agreed to work together to propose locations for our existing signs to maximize theireffectiveness.

    7. Our Court Captain Description on the HLCA website was modied to satisfy all in attendance.Robert Armstrong will submit the new document to Joe Poma for posting on the website.

    8. Unfortunately the Northville Township Safety Meeting and our HLCA Annual Meeting fall onthe same evening. This prevents the Board members from attending. A call for volunteers

    was made to attend. Barb Adams agreed to represent our community and report back in Juneon this important event.

    9. The ice breaker question was Should Court Captains encourage neighbors to vote andtransport ballots was pretty much voted down. This started a discussion regarding our currentmethods for the annual vote. The general consensus is that our voting process needs to bemodied and stream-lined. it is currently very expensive and confusing for the average resi-dent.

    1. Members agreed on the 2010-2011 budget request.

    2. According to 18 years of minutes, the Clubhouse Committee historically has made two kindsof recommendations to the Board of Directors:

    (a) Improvements such as furnishings which are covered by the Committees budget.

    (b) Improvements such as paint, structural elements, maintenance, etc., which arecovered in other budget categories.

    In the past we have not been responsible for obtaining costs for items not covered by ourbudget. Our role in those cases has been advisory concerning function and appearance;cost and implementation have been management responsibilities. There have been a fewexceptions such as the library and stairway railings. Management obtained costs for metaluprights and we obtained the information concerning wood uprights. We would appreciate

    some clarication from the Board. Do we need to change Article II - Purpose- in our By-Laws, or should we continue according to precedent?

    Also, the Clubhouse Committee has in the past made many recommendations concerningexterior improvements such as the front entrance overhang, paint colors, ags, metal railing,

    etc. Perhaps, those items should now be considered by the Vision Committee or Clubhouseand Vision combined.

    3. Members agreed on a date to organize and shelve books in the library.

    4. Judi Alessandri will take pictures for our web page as soon as the Irises bloom.

    MAINTENANCE REPORT

    DATE: May 17, 2010RE: Maintenance Report

    Please review the proper disposal procedures of trash, compost, building materials and paintwhich is located on all of the trash corrals on the property. Waste Management - our trashhauler - will not pick up improperly bagged compost or trash or improperly placed buildingmaterials. Lets all step up to keep our community clean. Please report trash violators to theclubhouse.

    1. Unit/Building Repairs: Normal repairs have been owing in, roof leaks, loose siding,paint and caulking requests. We have two more units to re-roof due to repeated water leaks.

    2. Pool: Pool opening on the mechanical equipment was completed last week. All is work-ing at this time. We had minor repairs to the mechanical equipment in the basement. Addi-tionally, this year we are up for renewal on our boiler license and inspections. These inspec-tions will commence this week.

    3. Equipment: All of our summer equipment is up and running at this time. All grounds equipment including trucks has gone through preventative maintenance. We have experiencedmultiple breakdowns on the lawn equipment. These break downs, although minor, are ex-pected during the rst few weeks each year and will extend the grass cutting time throughout

    the week.

    4. Lawn Spraying: Our rst lawn application was applied on May 6th. This application in-clude pre-emergent, weed control and feed. Additionally the application company did a lot ofspot treatment across the property on the harder to control weeds.

    5. Grounds Restoration: Grounds restoration has started for the season. Extensive workwas done to the front clubhouse sign area and the front ower bed area.

    6. Boat Registration Stickers: Reminder that all watercraft needs to be registered andstickered yearly. This year we will wait until June 1st to start impounding unregistered boats.Also note that the boats must be stored in a way as not to collect water. This will help pre-vent mosquito breading and nesting.

    1. Please remember that when repairing your porch, it is not necessary to have EngineeringCommiee approval if you are tuck-poinng or re-seng the brickwork, but glazing over thebrickwork or covering it in its enrety with concrete is prohibited. It changes the look of theporch and outside of the building (it looks trashy too).

    2. The Silver Spring Drive peon was mailed to US Representave Thaddeus McCoer, StateRepresentave Marc Corriveau, and the Wayne County Roads Commission. We receivedabout 900 signatures so far, but please keep them coming if you have them. I noted in myleer that we could get well over 1000 if necessary. I would like to thank all of those residents

    that parcipated and volunteered their me to voice our dissasfacon with the roadwayand likewise all of those residents that brought in their vehicle repair receipts and stories ofsuspension damage caused by the potholes. Money is of course limited, but maybe those whodid not say a word about their situaon will be the ones to get the lower priority. Thanks again.

    3. We have a new lifeguard sta at Highland Lakes, and please join me in welcoming them andgiving them some me to learn our policies and roune here. The pool looks great followingthe repairs done last year. We also replaced all of the lter sand that lters the water for bothpools, so it should be exceponally clean for the rest of the season. Enjoy the summer.

    4. Our new security guard, Mike, started on May 1st and is likewise busy learning the propertyand the names of our residents. He will be patrolling every courtyard, walking path, lake andforest area on a daily basis. If you see a white Ford Tempo driving through your courtyard at

    night, look for the Highland Lakes Security insignias on the door panels and trunk. Messagesfor Mike may be directed to the aer-hours emergency pager system, where an operator willforward the message to the security phone. Mike will be working primarily during the eveningand early morning hours, when unwanted acvity is most likely to occur. As you know, HighlandLakes has roughly 165 acres, numerous pathways and courtyards to patrol. However, during atypical 8 hour shi, you can only walk and drive every corner of the property so many mes andyou may see the security car parked at a certain locaon (albeit a dierent one) at mes. Thisdoes not mean that there is any acvity occurring in your courtyard, but is no dierent than asquad car keeping an eye on the general area, rather than remaining at the clubhouse for a longperiod of me. If you have any quesons, please call the oce.

    5. You may have noced that much of the landscaping has been removed near the sign in front of

    the clubhouse. The Grounds Commiee is considering its opons for professional landscapingas well as short-term annual ower planng.

    6. Lakes ecology plays a big part in our community because it provides us with addionalamenies and accounts for much of our visual appeal. Please help us in keeping our shorelinesclean of pop cans, bags, and other blowing trash, and of course, clean up aer your pet. TheGrounds Commiee will be working on establishing a volunteer clean up day. If you give us aminor amount of me, our property will connue to look great, and you will get a free lunch

    7. I have had several co-owners and sta members ask me about the Clubhouse rules pertainingto non-residents and invited guests. The co-owners manual remains unchanged with respect tothe Clubhouse rules, and was re-wrien in February, 2010 (pages 31-32), or referenced in theold manual on pages 46-47. It states that a condominium owner in good standing may usethe clubhouse facilies. Residents, co-owners or lessees 18 and over may use the Clubhouse,and children 17 years of age or younger must be under the direct supervision of the adultresident. With a signed parental authorizaon on le in the clubhouse, 15-17 year-olds mayuse the billiard room. Co-owners are permied to have 4 guests per unit, per day.     8. The Head Lifeguard and her assistant will be hosng both Water Aerobics and Swim Lessonsagain this year. Please sign up at the clubhouse if you are interested. Water Aerobics will beginon June 7th and take place on Mondays, Wednesdays and Saturdays. Swim Lessons for theyoungsters will start roughly the week aer school adjourns for summer break. An actual startdate will be posted in the Clubhouse aer the pool opens for the season.

    9. We are o to another good start for the season. The grass looks good, we have mulch aroundall of our trees and ower beds, the pool deck has been painted and power-washed and wehave a truckload of brand new sand at the boom of Silver Spring beach. As always, please bepaent as we seal-coat the parking lots and start replacing some of our old concrete. Have a

    Erica Zazo, Northville High SchoolSenior and Farragut Court resident,was recently awarded the 2010 HenrikZetterberg high School Hockey Schol-arship. This is only the second yearthe state-wide, $1500 scholarship, hasbeen generously provided by DetroitRed Wing veteran and high scorer, #40Henrik Zetterberg.

    Erica was Captain of this years NorthvilleHigh School Girls Varsity Hockeyteam and has been playing hockey forNorthville since her Freshman year.She was one of the leading scorers forher team this year but also carries, notso proudly, the title for most penalties.

    that were submitted. What makes herstory so special is the fact that Erica hada devastating knee injury in her Sopho-more year that required two correctivesurgeries. She continued to practice

    with the team through the entire 3 year recovery. Even though she could not play league gamesher Junior year, she attended every one (on the bench) and made every practice - skating aloneat the end of the rink, strengthening her knee. Her dedication and commitment to the team wonover both her coach and hockey great, Zetterberg.

    Erica is a National Honor Society student with a 3.5 GPA and plans to attend Michigan State

    University in the Fall. She is also planning on continuing her hockey career with the State GirlsHockey team.

    All too often we hear ill-fated stories about teens in the news...drugs, violence, rising crime. Thisstory, however, is one that inspires. It is a testament that sincerity, passion, and hard work canindeed pay off in many ways. Congratulations, Erica, on your award and your success.

    It is June and the swimming pool is open. The pool hours are 12:00 p.m. 8:00 p.m.Monday through Friday and 11:00 a.m. 8:00 p.m. on Saturday and Sunday. When thegreen ag is ying in front of the clubhouse, it means the pool is open. When the redag ies, the pool is closed. If you see a yellow ag posted, this means the pool will beopen LATER that night. During extremely hot weather, there will be some nights whenthe pool hours will be extended. Its going to be a great summer!
