    February 15, 2010

    The monthly meeng of the Board of Directors of Highland Lakes Condominium Associaon w

    principal oce of the Associaon in the Township of Northville, State of Michigan, on the 15t

    2010, in accordance with the By-Laws of the Associaon.

    Prior to the regular meeng, the Board of Directors met in closed session to discuss nancials

    Vice President Kathy Baldwin called the February 15, 2010 Meeng of the Board of Directors p.m.

    The following Directors were present: Kathy Baldwin, Joy Gaskin, Tom Byrne, Clem Tulley, San

    Michelle Todorov. Kathleen Connor was absent and excused. Also present were Joe Poma, Pro

    Ken Wiewiora, Maintenance Superintendent; and Michele Suereld, Administrave Assistan

    22 residents were present.

    Preceding normal business, Marianne Brandt, founder of the Welcome to Highland Lakes pro

    explanaon of how the program works and shared her ideas of implemenng it. Marianne ha

    write the New Neighbor column in the Herald.

    SUBJECTS DISCUSSED:

    1. Reviewed the November and December Financial Statements. The Treasurer p

    YTD (October 1, 2009 - December 31, 2010) overview of income versus expensesrently we are under budget.

    2. The 2008-2009 Annual Audit meeting is tentatively scheduled for Monday, Febr

    3. The Property Manager provided the Committee with a history of collection procememo form. As pointed out, certain changes were needed due to the rough econoreduced values in real estate. Joe was commended for his in house legal work w

    reduced the need for outside attorney expenses.

    4. Tom Goebel, guest, suggested individual meters for gas and/or water because tto the Association would be sizeable. Studies on this have been done in the past. the major drawbacks were: (1) the initial cost of conversion borne by each Co-Ownelimination of the commercial gas rate, (3) A change in the By-Laws that would reqapproval of 2/3 % of the 691 Co-Owners. The request was tabled pending further

    SUBJECTS DISCUSSED:1. Redundancy of Committee Reports versus Board Meeting Minutes - The Comm

    agreed that the new version of the printing copy of the Heraldhas improved greatwe are hearing only positive feedback.

    2. Clip art program. Highland Lakes has purchased and now owns its own copy oprogram.

    3. Articles to be published: The Committee approved articles for the coming editioHerald. The Committee also discussed whether or not we should publish articles

    Owners having advertisement connotation. The Committee agreed that if it is advpublication in the Heraldshould not be free.

    4. The purpose of the Heraldpublication has been briey discussed. Wilma Leonrized what reects the Committee members thought - The content of the Herald

    the Co-Owners.

    5. Price of inserts: The Committee thinks that due to economic struggles, it is not

    raise the price of inserts.

    6. The Committee would like to see the return of the column Know your Neighbormonthly basis. Beverly Dudley will try to arrange such a column with Marianne Brhas created a Welcome to Highland Lakes Program.

    DISCUSSION:1. Discussed plans for the life guards for the upcoming pool season. Two lifeguarbe coming back and one will not be invited back.

    2. Joe poma is looking into purchasing a set of lockers for the Mens and Ladies LRooms.

    3. Discussed purchasing three new tables for under the shade structures, chairs fand toys for the Pool.

    DISCUSSION:1. Robert emphasized that residents need to return the condential census forms in

    for their safety and protection. Stanley Roberson, new Court Captain, asked questioprobably needs to address the importance of this census form with the residents of

    2. Joel Lutz reported that Mann Court is still without representation and another coulooking for a Court Captain soon.

    3 Terry McNally talked with an associate from Brose Lighting regarding our projectto get the residents interested and on board with securing better lighting within the cPerhaps an incentive can be provided to gain a discount on material. The type of lig

    was suggesting for residents is an off/on, day/night type of light that would alleviate remember to turn the light on at night. The usual retail price is about $7.00.

    John LaMarca said that he has an increase in porch and back lights being used to idarkness at night in Hayes Court.

    4. Robert brought a copy of the Court Captain Committee description that was postewebsite. It is very lengthy. There is room for the fan-out phone list and a list of Couand phone numbers. Marianne Brandt volunteered to bullet-point it for better effect

    working on preparing a document- sharing website (Cloud Computing, rst for the ecommittee) then for all. It would make working on the agenda or other relevant infoneeds to be passed on easier. Robert showed our unit for sale on the website andsales numbers of all condos sold last year.

    7. The rst meetings for the program Welcome to Highland Lakes project is somstalled. The new residents are hard to pin down and keep cancelling. This is a wonopportunity for new residents to become oriented to this community and nd out wexpect and what is expected of them as a neighbor. There were many suggestionsproject can be improved to be more attractive to the new resident. Kathy Baldwin that Marianne submit a resum and have her picture in the Heraldto gain some rePerhaps, if new residents get an idea who she is we can gain some momentum. J

    endorsed Mariannes efforts as being an excellent source of information for all.

    It was also suggested that HLCA could have an event that would promote our multresidency and give it a name that would indicate the International focus. That wagood idea and Kathy will bring it up at the Family Social Committee meeting.

    8. Joel brought up an idea that would recognize an outstanding member of our comexample was Marianne Brandt and Linda Allyn who are both HLCA residents and the Reading Corps Volunteers helping Detroit children to read. He read this in the

    and shared with us. It was a very good idea and will be included in Sandys Have column. It will be something positive to report in her column balancing the good wbad. It will be done randomly as we hear of admirable or special deeds being doneresidents. Further discussion to follow at next months meeting.

    MAINTENANCE REPORT

    TO: Property Manager/Board of DirectorsFROM: Ken Wiewiora, Maintenance SuperintendentRE: Maintenance ReportDATE: February 15, 2010

    Please review the proper disposal procedures of trash, compost, building materialswhich is located on all of the trash corrals on the property. Waste Management, o

    hauler will not pick up improperly bagged compost, trash, or building materials.

    1. UNIT/BUILDING REPAIR. We are starting to experience the typical roof leaksmajor at this time. The item for everyone to keep an eye on in the cold winter moning the humidity properly set inside of your unit. Properly set humidity is good for aenvironment as well is good for the drywall, hardwood oors, etc. Humidity setting

    should be set to around 38% or slightly below the point at which your windows staSweating windows is bad in two ways, rst the water can create drywall and windo

    and mold could start to form. Your humidier on the furnace needs to be serviced

    basis, lter clean or change. Remember humidity settings too high can cause win

    walls to sweat (from water on the surface).

    2. SNOW AND ICE REMOVAL.     1. The dock at the edge of Swan Harbor Lake has been straightened and there walso new benches and railings installed that are more durable than the rope f

    previously in place. The seawall along Swan Harbor Lake behind Malvern Coubeing extended upward, to prevent shoreline erosion caused by variable wateDuring prior years, the water level has submerged the seawall and if it occursshoreline will wash away behind it and destroy the wall itself.

    2. A welcome packet will be distributed to new co-owners of Highland Lakes wthem to our community. Highland Lakes would like to recognize the outstandof Marianne Brandt, who put the packet together, start to nish and spent a gof me doing research and compiling the informaon necessary for the packe

    4. Whenever it snows, I get numerous calls at the clubhouse. One minute, a rescall and say that we are not pung enough salt down. The very next minute,resident will call and tell me that we are wasng money on salt. We all have dopinions as to the procedure to handle a snow emergency; and therefore, an policy was adopted to outline our procedures and give the maintenance depato-do list. Most of the complaints involve the maintenance department wasnow stops to clear certain porons of the property, or the amount of me besnowfall and when a residents walkway is cleared.
