BONTEHEUWEL: JPF LOOKS TO SPORT TO FIGHT CRIME
Sport canunify usGARY VAN DYK
@gvdcapejazz
Bonteheuwel sports-men and womentook to the streets on Saturday to takeon the fight against crime and gang-
sterism. This initiative is also part of the activities
of the joint peace forum (JPF) who are for-mulating a multi-pronged attack on fightingthe rampant crime and gang activity in thearea.
JPF spokesperson, Soraya Salie pointedout that this march was important to high-light the need to create activities to keep theyoungsters away from the negative affects ofgang activity and drug abuse.
“In former years sport played a big role inthis community and there were many topathletes, footballers, cricketers, netballersand others who came from this area,”shesaid.
Unified for health“Sport must play a part in restoring peace
and safety as we show the youth that theirtalents can be used for their positive empow-erment.”
Wayne Weitz from the sport portfolio ofthe JPF also felt strongly about the role thatsport has to play in restoring safety inBonte-heuwel. “The issue to deal with is to pageback in history and prepare adequately forthe future,” he said.
“We are reminded of our past but weshould be encouraged by the unifying rolesport played in our society in Bonteheuwel.
“We are reminded not to have blinkers onbut to discuss the political, social and envi-ronmental issues which impact on our livesas a community and chart the role of sportdevelopment (infrastructure development, wellness and positive lifestyle campaignsand talent development) in relation to mak-ing Bonteheuwel a safer place.
“As a community, specifically the sportcommunity, weare currentlynot developingour community effectively.”
He also pointed out how an array of sport-ing codes for all ages are currently beingplayed in the area.
“There was always sport here. Hockey, badminton, softball, swimming, tennis, net-ball, rugby, cricket and football.
“The question we ask ourselves is, whathappened to these codes, is it the drainingof expertise or schools not offering thesecodes at their schools.
“This scenario can only be addressedthrough a vibrant sports council that will in-teract and encourage dialogue between allrole players, inclusive of all schools.”
He also pointed out how former presidentNelson Mandela recognised the importancethat sport can play in uniting a nation.
“Mandela said: “South Africa is a countryof many cultures but we are one sporting na-tion. Through sporting excellence we havelearned to accept on another, not for the col-our of one’s skin, but for what you are. Sporthas made a very important contribution tothe reconciliation of a once divided SouthAfrica.

Delft Primary learner Aathiqah Prestage seems a bit worried with the attention she isgetting from Western Cape Minister of Health Theuns Botha, and Western Cape Minister ofEducation Debbie Schäfer, in the Dental Care section of one of provincial government’sWellness Mobiles for School Health that visted the school last week. Luckily she hadnothing to fear with Bradley Simmers on hand to do the real examination. Read the fullstory on page 2. PHOTO: GARY VAN DYK

Medicalmobile clinics are on themoveto promote better health for childrenin the Western Cape.
On Thursday 28 August, Western CapeMinister of Health Theuns Botha and West-ern Cape Minister of Education DebbieSchäfer visited one of the provincial govern-ment’s wellness mobiles clinics for schoolhealth at Delft Primary School. This month, the vehicles travelled to
schools across the province to screen GradeR and 1 learners for vision, speech, hearingor skin problems as well as to assess theirmotor skills, mental health, oral health andtest them for tuberculosis (TB).The fleet of five state-of-the-art wellness
mobile clinics is a flagship project for theWestern Cape Government and a demon-stration of how the provincial departmentsof Education and Health work better togeth-er. The project is the first in which the twodepartments are breathing life into the inte-grated school health programme. The wellness mobiles will visit schools
across theprovince, particularly inpoor andrural areas, in order to screen Grade R andGrade 1 learners for conditions that requiremedical and dental intervention.Preventative dental care that will be pro-
vided by this service will also significantlyreduce cavities among children. Each wellness mobile for school health in-
cludes:V a consultation room where general
health screening can be performed. This in-cludes a general check-up; an assessment ofgrossmotor skills, height andweight; anear, nose and throat examination; screening forTB symptoms and other psycho-social is-sues.
V a dental unit used for rendering dentaland oral hygiene services; and
V an optometry unit, for the testing of eye-sight in order to provide learners with spec-tacles if needed. These respective units were selected to be
included in the wellnessmobiles after it wasfound that many young learners living inpoorareasdidnothaveaccess to these essen-tial health services.
Comprehensive health serviceAn advantage of this one-stop health serv-
ice is that learners, who are identified asneeding spectacles and dental care, will nowbe attended to on the spot. Each unit is staffed by a school nurse, an
optometrist and a dentist. The initiative also focuses on schools situ-
ated in remote areas where it is a challengefor parents to access dentists and optome-trists due to financial constraints. They believe that ensuring that low-in-
come families can still have proper accessto health services for their children, will al-so have a positive effect on education out-comes in the province.Western Cape Minister of Health, Theuns
Botha was very excited about this initiativeand thanked all the sponsors who were com-ing on board.“We are very proud that Dischem is our
first sponsor of this groundbreakingproject,” he said during his visit to Delft.“Finally we are able to bring healthcare
to schools using state-of-the art technology,in smart vehicles, using equipment of thehighest standard.“For example, the optometristwill use dig-
ital technology which transmits the read-ings of the child’s visual status electronical-ly to the laboratory whichmanufactures thespectacles, and the spectacles will be deliv-ered a week later.”
No more obstacles to learningWestern Cape Minister of Education Deb-
bie Schäfer was also very positive about theinitiative.“The project has been designed to reduce
barriers to learning caused by health prob-lems such as poor eyesight and dental cavi-ties,” she said.“We have discovered that there are a
number of children who have simple healthproblems, such as bad eyesight, which areoften left undetected and which negativelyaffect their schoolwork.“It is a tragedy if the reason children can-
not read, not because they do not have theability, but because they cannot see proper-ly.“The reasons that these issues are not de-
tected often relate to the fact that the parentsare not able to afford screening such asthese. The mobile clinics will make a hugecontribution to addressing this problem,”said Schäfer. The 10-year contract for this service was
awarded to Mobile Satellite Technologies, acompany which specialises in the provisionof mobile clinic services. The vehicles are supplied with solar pow-
er and generators and carry their ownwatersupply.Plans for waste water and medical waste
management have also been included in thevehicles. All clinics are also equipped with air-con-
ditioning, a kitchenette and toilet facilitiesas well as a big-screen TV on the outside toentertain youngsters while they wait theirturn.Minister Botha and Minister Schäfer will
visit similar wellness mobiles travelling toschools along the West Coast, Overberg andWinelands over the next few weeks.
Onestop healthcare for learners
From page 1.
Let us not only appreciate our sportingachievements but also the role that sport hasplayed in bringing South Africans togeth-er.”Weitz also pointed out that the community
is thankful for the existing facilities but weneed to appreciate and manage them effec-tively.“By thiswemean that the youthneedsto take a leadership role, along with theelders, to gain the experience and guidance.
Becoming leaders“I also want to remind the young people
of the opportunities in the sporting industrysuch professional players and athletes, coaching, technical officiating and adminis-tration. Our youth must remember that theonly discipline that lasts is self-discipline.”

Residents and businesses which gene-rate their own electricity via renewa-ble energy sources will soon have the
option of feeding a limited amount of theirsurplus energy back into the grid. Thiswillbe used as an incentive to be off-set againsttheir electricity accounts. The implementation of the small-scale
embedded generation (SSEG) tariffs willmake it legally possible to feed electricalpower back into the municipal grid. Most SSEG projects generate electricity
from renewable sources such as the sunand wind. According to Clive Justus, chairpersonof sub council 4, theCity is em-
bracing SSEG technology to assist with thecountry’s acute power shortage.“Bydoing so,weare assisting businesses
and households to minimise their ownelectricity consumption,” he says.
Advanced meter neededConsumers who wish to feed SSEG-gen-
erated electricity into the municipal elec-tricity grid will be required to have a bi-di-rectional advanced meter infrastructure(AMI) installed by the City at their owncost. The City’s Electricity Services Depart-
ment is finalising the outstanding costs
which will enable the City to provide resi-dents and businesses with an off-set forfeeding power back into the municipalgrid. An announcement about the first con-
sumer to be signing the SSEG agreementwith the City is imminent. It is a legal re-quirement that consumers wishing to con-nect SSEG to the grid must obtain consentin writing from the Director of ElectricityServices.According to Justus, the City has set it-
self a target of sourcing 10% of its electrici-ty from renewable energy resources by2020 and the roll-out of the small-scale em-
beddedgeneration tariff supports this goal.In a pilot project, a small number of resi-
dential, industrial and commercial con-sumers have already connected rooftopphotovoltaic (PV) generation to the City’selectricity grid.
Legally possibleHowever, conventional metering instal-
lations does not allow for a two-way flowof electricity.“The implementation of thesmall-scale embedded generation (SSEG)tariffs will make it legally possible to feedelectrical power back into the municipalgrid,” says Justus.

‘Strap meto therailwayline’DESIRÉE RORKE
@dezzierorke
“To be dead would be better than sufferinglike this,” says Anthony Leeraar fromBrackenfell. He is only one out of the thou-sands of South African pensioners who ha-ve been affected by the Transnet pensiondebacle.“I would rather strap myself to a railway
line and let one of their trains kill me, thancarry on living out my old days in poverty.I lost everything and life is not getting anybetter,” he told TygerBurger last week.Leereer (57) joined Transnet in the 1970s,
where he worked as a client centre manag-er for the next 20 years until he was medi-cally boarded in 1997 for dystonia – a neuro-logical disorder which affects your abilityto move normally.
Living below the breadline“At this stage I could barely do any work
and was forced to stop working. I was how-ever completely dependant on my pensionfund payments, which by this time was al-readybeingaffectedby the allegedmisman-agement of Transnet pension funds in1994,” he said.Leeraar was only one of many who lost
almost everything, after about 65 000 mem-bers had their benefits reduced by 45%-earning less than the state’s old-age pen-sion of R1 350/month.“At the moment I should be getting more
than R6000 per month but I only get R2900,and after the medical aid deductions I haveonly about R300 left,” he said.Leereer and other Transnet pensioners
alsohad tomakedowith an increase of only2% per year.“I was forced to sell my house andmy car
and later my wife also divorced me,” hesaid. He currently lives in a roomwith a friend
and despite of his debilitating illness wasforced to take up a small temporary jobagain.“It is hard for me, but I have nochoice. I can’t live on R300 per month andwhen this job is done, I don’t knowwhat I’mgoing to do next.”Leeraar says this is nothing less than a
human rights abuse.“This is our money and our futures that
have been blatantly stolen and I know thereare many more Capetonians like me outthere.”He says he has spoken to numerous Tran-
snet pensioners living in areas such asKraaifontein, Brackenfell, Parow andGoodwood, who are all living below thebreadline. Meanwhile, last month, the Pre-toria High Court allowed a class actionagainst Transet to commence.Transnet will have to defend itself
against a R85bn claim- the first of its kindand the biggest ever class action lawsuit inSouth-Africa.Although this decision is being appealed
by Transnet, many political parties in thecountry are rallying for the pensioners. In a recent statement DA Natasha
Michael, shadow minister of public enter-prises, stated that this plannedappeal is un-acceptable.“These pensioners, most ofthem between the ages of 70 and 90 yearsold, have dedicated their lives to South Af-rica through infrastructure building.With-holding their pension money is nothingshort of exploitation,” she said. “We cannotallow these men and woman who workedall their lives to improve South African in-frastructure to be left to starve and sufferwhen they can no longer look after them-selves,” she said. The FF Plus is also taking steps that may
negatively affect Transnets’s credit rating,by providing all of its creditors, capital ex-pansion service providers and large creditrating agencies with a copy of the HighCourt judgment. An investigation by thePublic Protector, Advocate ThuliMadonse-la, is also pending.
Over here the pensioners “duck walked,”over there they “ball passed and kicked,” onthe left they “goal shot” andon the right they“rugby ball threw”.The Department of Cultural Affairs and
Sport, in partnershipwith theWesternCapeOlder Person ForumandAge inAction, hos-ted the Provincial Golden Games for seniorcitizens from 60 years and older at BlueDowns Sport Stadium on Saturday. Partici-pants from all six districts in the WesternCape took part in the event.Through these events, the department ho-
pes to encourage older people to keep parti-cipating in sport to keep them healthy, fitand active.

Best adviceon how toreduce debtMAGRIET THERON
@magrietron
A financial workshop for domesticworkers and gardeners was held atParow golf club last week, outlining
the basics of saving and financial planningfor low-income earners.
Craig Torr, a financial advisor fromPinelands presented the workshop as partof Financial Planning Week from 25 to 29August. Despite being poorly attended, thehandful of attendees peppered Torr withquestions about how to get out of the debtcycle and start saving and investing.
The hour-long session focused on plan-ning your budget and making changes inorder to reduce debt.
“The moment you borrow money to buysomething, is when your problems begin,”he warned. “The Xhosa word for loanshark, matshonisa, literally means ‘thepersonwho sinks you’. And still we borrowmoney from him. Why do we do that?”
No more debtTorr blames misleading advertising that
lures consumers into borrowing andspending instead of saving.
His advice? “Delay what youwant to buyand pay off your debt.”He advises to ratherwrite down all expenses to see where thebudget can be cut down.
“Maybe a little less on cigarettes, beer orairtime. Maybe you say for six months youare not going to buy any clothes. So youbring your total expenses down to less thanwhat you are earning. So now you have ex-tra. Pay that money back to your debtors, pay them back more than they are asking. When you’ve paid off your debt, you neverborrow again,” he advises.
One of the tips he gave was to pay a littlemore every month to the debtor you oweleast, thus finishing that debt first.
“Once that debt is settled, you calculatethe amount you paid to that debtor permonth and add it to the amount you pay offon your next biggest debt. When you haveno more debt, you will then have thatamount you paid to your debtors permonth, available to save.”
According to Torr, the biggest evil is theso-called hire-purchase shopping, whereyoumake a monthly payment – on just oneitem.
“After 24 months you will pay betweenR12 000 and R14 000 for something thatwould have cost R10 000 cash. For 24months you pay more than you shouldhave, this is where you could have boughtfood, airtime and paid school fees. At theend of the day you are giving away the mo-ney because you were not prepared to waituntil you had enough money.”
School fees firstHe added that if you are saving you can
have so much, but if you are borrowing, you have so little.
Torr advised that the bank is the bestplace to borrow money, where interest isthe lowest.
He urged people to open savings ac-counts for savings such as for school fees, holidays and eventualities like funerals.
“For long term savings such as universi-ty fees, you should ask the bank about in-vestment options,” he said.
Torr said many of his clients fall undermuch higher income groups, but he teach-es them the same principles.V For more information contact Tamsin at pa@veritaswealth.co.za or 021 671 0799.

When I take my son to schoolin the mornings I have towitness an outdated and cruelpractice. Why are primaryschool pupils forced to standoutside in the pouring rain atpedestrian crossings?
No more learners atschool crossings
It is understandable thatschools want to teach children asense of responsibility byputting them on traffic duty inthe mornings, but is it reallynecessary for them to do thisduring winter?Surely teachers can use some
common sense and see that it isunethical and bordering onchild abuse. If the children getsick by standing in the rain, the school will not pay for theirmedical bills.Teachers get paid to look
after the children, but they sitin a warm staffroom, drinkingcoffee and tea, while thechildren freeze outside. What is even more alarming
is that traffic officers occasion-ally make an appearance tooversee this barbaric custom. Agovernment official shouldreally know better. It is an important and
life-saving job to usher pupilsacross a pedestrian crossing, but there is no reason whyteachers can’t do it themselveswhen it is raining. It is, after all, their job to
care for the children. Is it not?EDWIN KANNEMEYER

It is so easy to complain and tobe negative, but today I wit-nessed an act by that bringstears to my eyes.Today, 26 August, so many
people worked together to helpa physically challenged person, who collapsed and had ahyperglycaemic (high bloodsugar) incident while walkingfrom Durbanville to Bellvillestation to catch a bus backhome in Eastern Cape.He walks with a crutch –
looks like he had polio – andhad a trolley suitcase andanother bag.The first two ladies, who on
their way back from gym, sawhim fall half in the road andwanted to get him out of theroad for his own safety. He was not fully conscious,
and we later discovered hecannot hear nor talk.We found his insulin pen and
he recovered while everybodyhelped – from putting a towelover him to keep him warm, ajacket under his head, phoningfor assistance and taking himto his destination since he didnot want to miss his bus backhome. We can be so proud of our
community – ADT who re-sponded, the Durbanville police, metro ambulance services andeverybody who stopped andoffered help.

I would like to commend youon the wonderful article aboutthe way Diane handled thecriticism (“Beauty queenovercomes criticism”- Tyger-Burger- 27 August). As the director of the Mrs
Cape Town pageant I can onlysay we are proud of Diane. Shehas grown immensely in thetwo years we have known her.Last year was a growingprocess for her and this yearshe stepped into the shoes ofMrs Cape Town perfectly.Hosting pageants for women
across the country, we haverealised that contestants oftendon’t understand what theRoleModels SA pageants isabout – when they don’t win, they can become nasty and tryto blame the organisers orjudges. What we appreciateabout Diane is that she tookour constructive criticism andcame back to try again – andshe definitely played to win. Ihave been criticised for allow-ing women of all sizes toparticipate in the pageants, butunlike other beauty pageants, these are about serving thecommunity. I believe curva-ceous women are also beautifuland happier people as they arenot as focused on looks.

Powerful drivers at Power seriesADRIAN PHEIFFER
With former top European F3 driverSam Dejonghe on a fleeting visit tothe Cape for just one race, Satur-
day’s Mutlu Batteries Classic Car event atKillarney should be action-packed.The youngBelgian driver alreadyhad one
F3 championship victory to his name in thecurrent season, when he decided to switchto sports car racing.Hewill be at thewheel of hisDutchmanag-
er, Jan-Willem de la Porte’s powerful ChevCanAmV8 thisweekendat thePowerSeries, which is sponsored by Wingfield Motors.
However he is only due to arrive on Thurs-day which places him at a huge disadvan-tage against Bellville’s Trevor Momberg, who will be competing on his home circuitin his super quick Ford Capri. The Germanic dominance of the Midas
Clubman category sees a trio of Beemers inthe hands of the spectacular Danie vanNiekerk, Ebrahim Levy and Truspe Schoe-man up against reigning champion AndreJohnson (Audi A4).However some surprises may be in store
from the likes of Golfer, Clint Rennard whois currently hot property, or possibly Bren-nan Green in a class X Audi A4.
Behind them, the class B, BMW’s GaryMainwaring andMansoor Parkerwill be do-ing well if they can stay ahead of GavinCerff’s flying Golf. We are also well advisedto keep an eye onBrett Roach in the JiveGTiChallenge events. While he has always been quick, this fire-
brand also acquired a human wrecking ballstatus early in his career. However that seems to have been shelved
of late and his battle with Andrew Goslettand Bessie Bester, as well as Nian du Toit(who starts as the overall favourite) could bea close one.The V8Masters and theMakita Supercars
are going to be back in action after their Na-mibian desert adventure last month. Thehead of the Supercar field is likely to be dis-puted between Nick Adcock and Table Viewstar Brad Wadeley, while Parow-based Ga-rethEasomandStuart Spooner are probablygoing to be the drivers to beat in the silverand bronze classes. An excellent performance by veteran Pao-
lo Cavalieri inWindhoek, where he finishedsecond to Marcel Angel, has seen himemerge as the dark horse in theMasters cat-egory. It is now going to be interesting to seewhether he can match up to guys like CraigJarvis and Charles Arton.

With less than 20 days left before the SanlamCape Town Marathon (20-21 September), en-tries for the Sanlam Peace Trail have soldout. So, the only way to still get an entry isby running for nature in partnership withtheWorldWide Fund for Nature South Afri-ca (WWF-SA).There are 50 WWF-SA charity entries
available in the 22km and 11km routes andalthough they come at a higher price, theproceeds will all go towards WWF-SA.Funds raised through this initiative will
supportWWF-SA’s vital conservationwork.WWF-SA not only safeguards endangeredspecies and conserves our shared naturalheritage, but is also active on many otherfronts. These include advancing renewableenergy and furthering low-carbon trans-port, promoting responsible farming andchampioning ethical consumption, nurtur-ing our marine resources and advocatingwise water usage and developing sustaina-ble business while building future environ-mental leaders.
Join the ‘green’ clubDr Andrew Baxter, the WWF-SA head of
business development, explained that theWWF implements three campaigns in thesporting environment inviting nature-lov-ing sports enthusiasts to combine their pas-sions for nature and sport.“Our successful Ride forNature campaign
has seen overR1million raised for conserva-tion in the last three years andwe’re excitedto now offer trail runners the same opportu-nity to support WWF while running on thebeautiful trails South Africa has to offer, in-cluding the Sanlam Peace Trails.”
In addition to contributing to a very wor-thy cause, runnerswhopurchase charity en-tries in both the 11km and 22km races willalso receive an officialWWFRun for Naturet-shirt. The 22km entrants will also receivea WWF buff. The WWF-SA Run for Nature charity en-
try costs R1 000 (which includes aWWFRun-ning shirt and a WWF buff) for the 22kmroute and R700 (which includes aWWFRun-ning shirt) for the 11km route. With some of the highest trail prizemoney
