IMPROVEMENTS: EXPECTED TO BE COMPLETED BY MID 2018

    Road upgrade launched

    T

he R124 million roads upgrade project

in Bishop Lavis was recently launched

and is expected to be completed in mid

    2018.

The project is in line with the City of Cape

    Towns commitment to redressing the

wrongs of the past by improving services

    and the surroundings of communitieswhich

for many years experienced lack of invest-

    ment.

Cape Town Executive Mayor Patricia de

Lille says access to working, quality roads

De Lille says this is linked to various oth-

er projects under the Mayoral Urban Re-

    generation Programme.

    TheBishopLavis TownCentre has been

identified as an action precinct for priori-

tised intervention, where the City is look-

ing at regularising existing land patterns

so that poorly structured and underutil-

ised publically owned land may be put to

more productive use in the interest of the

    broader public and local community.

The overall precinct plan, which is in

the designphase, identifies projects for fu-

ture implementation as and when legal

processes are finalised and funding be-

comes available, she says. These projects

will see further investment into Bishop

Lavis that will improve the lives of the

community and presents the City with

    more opportunities to continue making

    progress possible, together.

If given another chance, we will con-

tinue to deliver on our commitment to in-

vest into our communities and provide

quality roads, public amenities and vi-

brant public spaces so that we can see

    greater integration and progress.

    A

lleged dagga dealers were among at

least 278 suspects arrested by the City

    of Cape Towns enforcement agencies

    in the last seven days.

Metro Police arrested 81 suspects 40 of

    them for drug-related offences.

The Citys Mayco member for safety and

security, JP Smith, says in an operation in

Delft on Thursday 23 June, officers rounded

up 12 suspects for possession of dagga and

confiscated large quantities of the drug, in-

cluding 36 plastic bags and 150 parcels.

Other arrests included possession of ille-

    gal ammunition and dangerous weapons

and drunk driving. One of them was a mo-

torist who was arrested in Delft after collid-

ing with a Metro Police vehicle, he says.

Meanwhile on other roads, Cape Town

Traffic Services arrested 192 suspects dur-

ing a series of operations. Smith says this

included 104 motorists caught for driving

under the influence of alcohol at various

    roadblocks across the city.

At the same time, big brother caught up

with more than 1000 motorists through the

    Citys automated number plate recognition

    (ANPR) technology, he says.

A week-long operation saw the ANPR

Unit arrest 75 motorists with outstanding

warrants, serve 702 warrants, and release

284 warrant dodgers on a warning.

This is another warning to errant mo-

torists to get their act together and avoid

the pain and embarrassment of arrest for

outstanding traffic fines. The solution is

simple, really just pay your fines when

theyre due, or even better, abide by the

rules of the road to avoid this kind of troub-

    le, Smith says.

A further 13 motorists were arrested for

    outstanding warrants, reckless and negli-

gent driving, and defeating the ends of jus-

tice. Officers also impounded 57 vehicles

    and issued 2000 fines.

    Bishop Lavis police are investigating

the murder of a 32-year-old man who

was shot and killed in Bonteheuwel.

    The incident occurred on Monday

27 June on the corners of Jakkalsvlei

    and Bonteheuwel Avenue.

    Captain Marie Louw, spokesperson

of Bishop Lavis police, says when po-

lice arrived at the scene at about 09:05

they found the body of the victim who

sustained a bullet wound to his right

    chest area.

    According to witnesses they heard

gun shots and then saw somebody run

away from the crime scene. We are in-

vestigating the motive for the shoot-

ing at this stage and no arrests have

    been made, Louw says.

    followingmurder

A 60-year-old man was successfully resusci-

tated with the assistance of bystanders after

going into cardiac arrest while at a church

    in Ravensmead.

    ER24 spokesperson Chitra Bodasing com-

mended bystanders for the role they played

in helping to save amans life by performing

    CPR.

ER24 Cape Town North Metro paramed-

ics arrived on scene and found theman lying

on the floor in a room at the church as by-

    standers were performing CPR, Bodasing

    says.

He says paramedics took over CPR and

provided the man with advanced life sup-

    port treatment.

    He was successfully resuscitated and

    transported to hospital. As paramedics

walked into the emergency unit, the mans

    condition deteriorated and resuscitation

had to be initiated again, he says.

    However, the manwas successfully resus-

    citated and handed over.

Bodasing says at the time of the paramed-

ics departure from the hospital themanwas

    doing well.

    T

    he commitment to safeguard the

Blue Downs Police Cluster by police

    and other community security struc-

tures contributed to the arrest of about 425

    suspects.

    Cluster commander, BrigadierHendrik

    Jansen, commended theofficers andother

safety structures for the diligent service

during the past week to ensure they rid

    the area of criminal elements.

Warrant Officer Brian Daniels, a police

spokesperson for Delft, says Jansen indi-

    cated that through disruptive operations

conducted in the cluster on illegal liquor

outlets a total of 25 400ml of alcohol and

beers were confiscated and 15 shebeens

    closed.

However, there is still a great concern

that the consumption of liquor is themain

contributor to serious crime being com-

mitted at or near shebeens, says Daniels.

Meanwhile two murder cases were re-

ported at the Delft Clinic where victims

were brought in with stab wounds.

Daniels says on Thursday 23 June at

about 22:00 two unknown men dropped a

    29-year-old victim with multiple stab

wounds tohis chest at the clinic anddisap-

    peared without leaving details.

The victim succumbed to his injuries

and it was later established that he was

at a shebeen where he was involved in an

    argument with an unknown assailant,

    and stabbed, he says.

In a separate incident which occurred

on Saturday 25 June at about 21:45 an ar-

gument broke out at a shebeen in Delft

    Southwhere a 28-year-oldmanwas fatally

    stabbed by an unknown suspect.

The victim was rushed to the Delft

Clinic but was declared dead on arrival

because of his injuries, Daniels says.

    Police are requesting information from

    thepublic onboth cases asno arrestswere

    executed.

    At approximately 05:00 on 22 June 2016

officers of the cluster police were on rou-

tine patrolwhen they spotted a suspicious

looking vehicle with four occupants on

the N2 highway going towards the R300.

The officers decided to investigate and

attempted to pull the vehicle off the road.

The occupants refused to stop and sped off

    down the R300 towards Delft.

Reinforcements were called in and on

the off-ramp to the Stellenbosch Arterial

the driver lost control, Daniels explains.

The vehicle came to a standstill on an

embankment and the suspects ran in dif-

    ferent directions, abandoning their vehi-

    cle.

As the suspects were running from the

vehicle, shots were fired at police who in

turn responded with gunfire, he ex-

    plains.

    However, officers managed to arrest

two suspects who tried to hide in an open

field, but the other twomanaged to escape

    from the scene.

It was later determined that three shots

were fired by the suspects at police and

police fired six shots at the attackers, but

    no injuries were reported.

The vehicle, a silver Colt Rodeo pick-

up, was found full of burnt-out copper ca-

bles which are believed to have been sto-

    len on the West Coast.

The monetary value of the copper ca-

bles cannot be determined at this stage as

it must still be identified by the legal own-

    er, Daniels says.

The two suspects, aged 25 and 35, are fac-

ing chargers of the possession of presuma-

bly stolen goods and attempted murder.

    o build a compassionate, educational,

    harmonious society which will reap

benefits for all who live and interact

with each other, is the vision of the Open

    Door Community Foundation (ODC).

The organisation, based in Bishop Lavis,

has made a strong commitment to build du-

rable and sustainable networks across the

    whole spectrumofNPC,NPOandNGOcom-

munities of all cultures and the business

    and corporate world.

The director of ODC,Melanie Payne, says

their mission is to develop, manage, pro-

vide, empower and monitor a variety of

    processes and interventions where the

students and youth and community can

realise their full potential as citizens and to

further the holistic development for the

    future.

We have several projects planned for the

    nextweek inBishopLaviswhere theweekly

discussion will be focusing on gangsterism,

    crime, substance abuse, teenage pregnancy,

peer pressure, human trafficking and bully-

    ing, says Payne.

    Other topics include identity, friendship,

how to save a life, a hike to a nature reserve,

overcoming your biggest fear and goal set-

    ting.

Payne says ODChas three qualified coun-

    sellors, five facilitators, one educational

coach and a one-on-one tutor that render

    their services for free.

We also have ten to twelve volunteers

that are assisting us with various events

    and programmes. Our programme includes

providing training sessions on social, spiri-

tual and educational development, as well

as to establish and administer funds for the

benefit of education, welfare and health in

    the community, says Payne

The five-day holiday programme will see

about 150 learners participate from the

Monday 27 June to Friday 1 July at John

    Ramsey School in Bishop Lavis.

    The Elsies River Multi-purpose Centre

has undergone a R172 000 upgrade to en-

sure the facility is up to standard and can

    be well utilised in future.

The upgrade was done through the

City of Cape Towns Social Development

    Department.

    Previously known as the SHAWCO

Health andWelfare Centre, the very pop-

    ular andwell utilised Elsies RiverMulti-

purpose Centre has now received a well-

    deserved facelift.

Chairperson of the Citys Parow Sub-

    council, councillor Chris Jordaan, says

the multi-purpose centre is utilised by

senior groups and youth dance groups

and hosts karate and gym classes as well

    as numerous community functions, to

    name but a few.

    The renovations include the corkvinyl

dance floor being refurbished while the

toilets, kitchen and foyer have been re-

    tiled.

I would like to encourage the commu-

nity to take ownership of this upgraded

facility and to take good care of it, Jor-

    daan says.

He adds that this is a beautiful facility

    which benefits somany people andwhen

you destroy a facility such as this it

amounts to a child getting closer to drugs

and gangsterism instead of that child

    spending time doing an extracurricular

    activity.

ie misbruik van dwelms soos dagga en

tik onder die jeug jonger as 20 jaar, is

    een van die grootste poblemewaarmee

Badisa in die Wes-Kaap te doen het.

    Die Verenigde Nasies se internasionale

dag teen dwelmmisbruik en onwettige han-

del is Saterdag 26 Junie gevier en die leuse

vir vanjaar se veldtog is Luister eerste.

is. Die ander groot probleem is die skokken-

de voorkoms van fetale alkoholsindroom en

statistiek toondat tussen 68 tot 89 gevalle per

    1 000 geboortes landwyd voorkom.

Ons verwys gewoonlik ons pasinte in

    dieWes-Kaap na die Ramot-behandelingsen-

trum in Parow, het sy ges.

Die ander groot probleem in dieWes-Kaap

is die ernstige nagevolge wat alkoholge-

    bruik gedurende swangeskap inhou.

Hulle

het dus n glyskaal volgens inkomste gem-

plementeer vir pasinte wat nie kwalifiseer

vir n staatsubsidie nie, het sy ges.

R100 000 bail by the Bellville Magistrates

Court last weekWednesday (22 June) follow-

ing his arrest by the Hawks earlier on the

day on charges of contravening theFAISAct

    and the Banks Act.

Spokesperson for the Directorate for Pri-

    ority Crime Investigation (Hawks), Captain

Lloyd Ramovha, elaborates: PFG is not an

authorised financial provider as it is not reg-

istered with the Financial Services Board,

and furthermore, they are not authorised to

take bank deposits as they are not a bank.

Hence PFG and Davids are charged in terms

of contravention of the FAIS Act as well as

    the Banks Act.

    Above average returns

    Davidss investors were mainly govern-

    ment employeeswhohad retired or resigned

    from the service.

Ramovha adds there aremany people who

had retired and/or resigned from theirwork

after many years of hard toiling that also in-

    vested in PFG.

Investors were told that PFG was doing

successful trading on the Forexmarkets and

they have the ability to make above average

    returns on investments.

A Ponzi scheme is defined by Google as a

form of fraud in which belief in the success

of anon-existent enterprise is fosteredby the

payment of quick returns to the first inves-

tors from money invested by later inves-

    tors.

In July 2015 Platinum Forex Groups

R100 million worth of assets were frozen on

    theorder of theWesternCapeHighCourt fol-

lowing the national director of public prose-

cutions application for a preservation order

in terms of the Prevention of Organised

    Crime Act.

Davidss case has been postponed to 18

January 2017 to allow for further investiga-

    tion.

Ramovha continues: We cannot take all

the credit. This investigation was done in

    collaboration with Advocate Jannie Knipe,

who is assigned to the case as prosecutor. He

is attached to the Specialised Commercial

Crime Court. There are other stakeholders

which we do not want to mention at this

stage, but whose assistance was critical.

Careful analysis of documentation was also

very important to us, he says.

The pain experienced by the investors

was very apparent when we started to make

enquiries and they saw us as the ones caus-

    ing thediscomfort. Thishasvastly improved

since the arrest of Colin Davids.

Members of the public who have been vic-

tims of the PFG are urged to come forward

and contact the investigating officer, Lieu-

    tenant-Colonel Jerome Hardenberg, on

    021 918 3354 or email Harden-

    [email protected].

    Hawks seek statements

Ramovha says they are looking for people

    willing to make statements.

In this way we are able to get a clearer

picture of the information we are seeking.

Even though the law allows us to subpoena

people to come to court to provide us with

the evidence we need, we do not want to go

    this route, he concludes.

Davids is a pastor at the New Direction

    Grace Ministries in Parow.

In July Davids wrote on PFGs Facebook

page: I would like to vehemently deny all

allegations that have been levelled against

    meandmycompany. I furtherwant to reiter-

ate that all allegations are baseless and un-

    substantiated.

In August that year he wrote: Today our

auditors and accounting firm proved from

source records, bank records and trade

statements that PFG trades profitably, that

we are not a Ponzi scheme, that none of our

clients lostmoney, that all our funds are safe

with our bankers and brokers. That we have

so much money that we should be a bank.

    InSeptember that yearhewrote: ... finan-

cial statements and trade records only prove

thatwe are running a respectable and profit-

able trading business, that despite losses

and draw downs, our trading ultimately is

    very successful.

In a Fin24 article from 2015 he said: Some

say where there is smoke, there is fire, but

beware of malicious people who start a fire

to try and burn your house down.

Davids did not respond to emails or ames-

sage on Facebook requesting his comment.

PFGs telephone number still remains en-

gaged and the companys website is down.

At the time of going to press New Direction

Grace Ministries could also not be reached

    for comment.

    P

    arow Inclusive Schools en-

    trepreneurs day last week

    Wednesday (22 June) drewat-

    tention to another matter entirely.

    This full service school accom-

    modates mainstream learners as

well as those who suffer from

    learning barriers.

It is the childrenwho fall into the

latter of these categories who were

    taught to make products from

    scratch before thesewere then sold

    to mainstream learners.

The goal was to raise funds for

    the school.

One of the assistant teachers has

made it her mission to help create

    awareness about the school and

    generate sponsorship to help them

    cope with demands.

    Kimberley Chetty (24), a post-

    graduate student in education,

says: The school is currently in

need of assistance from the com-

munity to maintain the school and

also to help learners who come

    from underprivileged homes. No

    contribution is too small. Any

    sponsorship will be greatly appre-

    ciated.

    According to her approximately

60 children show up hungry at the

    school on a daily basis.

A school letter to sponsors clari-

fies the matter further: We have

core groups for learners who need

a very high level of support and in

    each gradewehave inclusive class-

    eswhere learnerswhoneedmoder-

    ate support work together with

    mainstream learners. A vast ma-

jority of our learners also come

    from subeconomic circumstances

and are unable to pay school fees.

Our school relies heavily on assist-

ance which we receive from the

    community.

The letter further says they need

help in fixing the netball court and

    maintaining the soccer field.

Chetty says she takes her hat off

to the teachers at the school, who

    show remarkable patience and tol-

    erance every day.

    Many people dont even know

    the school exists, which should

    change, adds Chetty, before im-

    plying that many childrens lives

are touched by the school, but

    funds are low.

    She concludes: Something

draws me to children, and I will

    help wherever I can.

V If anyone can come to the schools res-

cue they can contactKimberley Chetty on

    lnor Primary School learners enjoyed

a trip to the Zip Zap circus for a fun and

    educational outing where they learned

    basic circus skills.

The trip forms part of the Second Chance

Project which opens up a whole new world

of possibilities to children from disadvan-

    taged communities.

About 67 Grade 3 learners of the primary

school in Elsies River travelled in a spon-

soredGoldenArrow bus to the Zip Zap dome

    in Cape Town .

Zip Zap co-founder Brent van Rensburg

says at the end of the workshop they were

given a short performance by the instruct-

ors so they could see what hard work and

years of circus training can bring.

The circus is an excellent intervention

tool for youth at risk because it provides a

safe and fun platform for children to learn

important life skills like discipline and team

    work, he says.

Van Rensburg says this programme is

about inspiring youngsters from the rough-

est parts of Cape Town, where gangsterism

and drug abuse are the norm.

The project enables them to consider to-

tally different and wonderful ways in which

they can develop skills that can lead to pro-

fessional careers in the future, he says.

Van Rensburg says even before the chil-

dren, aged eight and nine years, arrived at

the Zip Zap dome, they were buzzing from

the simple adventure of a bus trip.

VarityWitbooi, a Grade 3 English teacher,

explains that some of the learners have nev-

er been to town before and just showing

them well-known landmarks on the way to

Zip Zap was already exciting for them.

Van Rensberg says at Zip Zap the learners

split into groups and tried their hand at vari-

ous circus activities under the watchful eye

of Zip Zaps instructors, many who come

from similar backgrounds to the learners.

For Vincent Chaima, a Grade 3 learner,

his favourite activity was learning how to

jump on the trampoline, flip and land safely

    on the big, soft mat.

One day I want to be the one who does

those balancing tricks on a bicycle, he says.

I didnt want to do it. I tried ev-

    is what I should do.

The crew and staff are all non-

Local charity cries for Karoo help

Volunteer Gloria Pitlo, manager of The Charity Bargain Shop in Voortrekker Road. PHOTO: ANDR BAKKES

    ANDR BAKKES

    @andrebakkes

    I

n the sparsely populated Karoo, there is

an undeniable lack of fundraising op-

    portunities for organisations depending

    on it.

The need for such an organisations in-

    tervention is nonetheless desperate.

    The Karoo Animal Protection Centre

helps animals in need, but who helps the

    centre?

The charity shop on Voortrekker Road,

run by volunteer Gloria Pitlo, answered

their call and now she sends her own cry

for help to the residents of Parow, Bellville,

    Goodwood and beyond.

But its verymuch a case of quid pro quo

    with something for something exchanged

    on a daily basis.

Every time you buy something at this

second-hand shop, a large part of the pro-

ceeds go straight to the Karoo.

The Charity Bargain Shop, which sells

donated secondhand goods, has been oper-

ating at the premises for a year and a half

and sends thousands of rands to the area

    on a monthly basis.

This gem of all charity shops is open

every Friday and Saturday from 10:00 to

15:00 and is situated opposite the Shoprite

    Park in the Montana Building

I have always loved animals, and I will

do everything in my power to play a part

in assisting an organisation that I believe

    in, says Gloria.

But she cant do it alone. She depends on

her husband and her partner to help out

when needed. And of course the public.

It was unbelievably difficult to get the

word out there that we are operating a

charity shop from these premises, she re-

    calls.

We even handed out flyers on the road

with hearts inviting the public to have a

cookiewith us in the shop itself. Slowly but

surely people are becoming aware of what

we are doing here, the committed Gloria

    continues.

Creating awareness around the shop and

the shops cause is just part of a challenge,

however. She needs the public to buy and

donate goods, but her most urgent call is

for someone to pay their monthly rent of

    approximately R3500 someone who

shares Glorias commitment and who has

the means to make a difference ... someone

that wants to be the hero of animals they

    will never see.

My name is Miriam 45 years testify about the

miracles that Prof Danish performed in my

life. I am one of the people who lost a lot of

money to the so called doctors but when I

read the testimony Hilda wrote about Prof

Danish, I decided to try again and called Prof

Danish and he toldme all will be finewithme

if only I believe in him. My life was a mess, I

had big debts, working for 5 years with no

money, that time my boyfriend had left me,

he used a crystal ball eye and gave me a

magic ring which helped me. My boyfriend

came back and I am now financially stable.

My court cases were dismissed and I live

    happily now.
