Speaking at the launch of the project in Belhar, mayor Patricia de Lille outlined that new projects for housing will be taking a new direction in the quality of the houses for the disadvantaged. This development will be the first low-cost housing project that will have a solar light- ing system installed. The solar PVC panels to be used are locally produced, and are charged during the day so they can be used at night. Because all of the lights in this development will be powered by solar power, they are exempt from load shedding. Not only is this good for the environment, it also reduces their electricity costs. “This is an important step in improving the living conditions of the disadvantaged,” said de Lille. Better future “We believe that when we give someone a home we are not just giving them a better future, we are also righting the wrongs of the past. We believe that we are not just building houses, we are building communities. “In one year from now, the ground we stand on today will be the site of 340 new homes. Not low cost homes, homes that are built to last and homes where a positive com- munity will flourish.” De Lille also pointed out that there were moving away from the idea of “RDP” hous- ing. “Those four by four boxes were not condu- cive to creating proper spaces for communi- ties to flourish. The quality of the buildings turned out to be more costly with us having to do constant repairs due to shoddy work- manship and building methods. “Now we want to work at cost-effective houses that are meant for families to flour- ish.” People from Belhar, Bellville South, Rav- ensmead and Elsies River who have been on the housing database for many years will fi- nally become homeowners. “We have invested R34 million into this de- velopment – the first of its kind for the City of Cape Town,” continued de Lille. “In an effort to speed up delivery, we have appointed one contractor who will be build- ing the houses and installing the bulk infra- structure simultaneously. This will enable all bulk infrastructure to be installed within the next six months. “The houses have been designed in such a way that beneficiaries will be able to ex- tend their homes in the future, as 120m² of land has been allocated to the families. “Along with their new homes, they will al- so have access to a better life.” Job opportunities This development is in close proximity to employment opportunities, transport routes, social amenities and schools, so resi- dents will not only benefit from having homes, they will also have access to essen- tial opportunities such as employment and education. “To underline our commitment to being an opportunity city, we have committed 10% in rand value to the creation of Expanded Public Works Programme (EPWP) work op- portunities for the surrounding community. “This will see the creation of 100 EPWP work opportunities during the construction phase of the development. These workers will receive R3,5 million in wages from the City of Cape Town over the next 12-month period. “Local contractors will also be afforded the opportunity to apply for sub-contracting tenders. We have budgeted R5,25 million for this purpose. “Therefore, a total of R8,7 million will go towards the creation of opportunities for the local communities.” A Project Steering Committee has been overseeing the allocation of housing oppor- tunities to those who have waited patiently while registered on the housing database. “Within one year you will have an address to a home that you can call your own, with a renewed sense of belonging in the City of Cape Town,” de Lille concluded to some of the residents who would be receiving homes in the project. Singer and songwriter Garth Taylor bringssome of his new songs to Cape Town whenhe performs at Local is Lekker 2015.Garth is one of three acts chosen by Ty-

prised to be chosen afterseeing the South Africanacts he was up againstand the one ones he’ll beperforming alongside,but he’s planning of ma-king his performancewellworthhis fans’ votes.South Africans first heard Garth on local

airwaves in 1998 when his breakout single,Why, topped charts for five consecutiveweeks. Fans would also remember his suc-cess with Only with You, If I Gave you MySoul,Home Again, Tonight and his cover ofIslands in the Stream which he recordedwith Melanie Lowe.He’ll have a new repertoire of potential

hits when he performs in Cape Townthough as the show comes soon after the re-lease of his new album, Made.Garth has been working with producer

on production and I’vetried to make it about goodsongs firstly.”The album is somewhat

of a bitter sweet achieve-ment for the singer whohad been quiet for some ti-me while his sister was“bravely fighting cancer”.He spent time with his fa-mily until his sister passedaway in August 2013.“I spent 2014 picking up

where I left off, which ofcourse included making a new full album.”Garth is excited about his performance at

Local is Lekker 2015.“It feels like summer, hang on ... It is sum-

mer!” He says he generally loves the out-doors so being able to sing at an open-airvenue is “such a bonus”.He thanks his fans for getting behind him

and making his performance possible.

month and this year she hopes to per-form 180 shows in 90 days, includingin Botswana, Namibia and Lesotho.Natalie says the objective of

#90Days2015 is simple: “To reach oneperson in each town, to encourage

survivors to speak out about their ex-periences in order to findhealing, andto motivate and mobilise South Afri-cans to get involved in helping wo-men, men and children who have suf-fered an ordeal.”Apart from spreading her message

Police inDelftmadeamajorbreak ingettingillegal guns off the streets.“We are committed to eradicate illegal

firearms from our streets,” said ColonelBasil Vallei, the Visible Policing Command-er of Delft.He explained that in the early hours of

Friday 13 February detectives were search-ing for suspects and weapons in a murdercase in the N2 Gateway Settlement in Delft.“At the identified house were busy with

their investigationswhen they searched theback of a disused washing machine andfound a shotgunwith six rounds, a 9mmpis-tol and one magazine with 14 rounds. Bothfirearms had their serial numbers filed off.“The officers then arrested a 41-year-old

man and a 40-year-old woman. They willboth face charges for the illegal possessionof firearms and ammunition and for tamp-ering with firearms.”Police were also in action on the Stellen-

bosch Arterial Road where they made an-other discovery.“In another bust at 02:30, officers patrol-

ling on Stellenbosch Arterial Road noticeda suspicious vehicle with five men in it,”said Vallei.“As they were driving behind it they

checked the vehicle on the system and dis-covered that it was reported stolen in Janu-ary by an Athlone resident.“The police called for backup and when

they instructed the car to pull off the road,the suspects fled, at high speed.“However officers pursued them and

managed to corner them in The Hague inDelft where some of the occupants tried toflee.

“When the car was searched officers re-covered two illegal firearms which hadtheir serial numbers filed off.“They arrested a youth of 17 andmenaged

19, 30 and 33 with the driver who was 54-years-old.”All five will face charges for being in pos-

session of a stolen vehicle and face chargesfor the illegal possession of firearms andammunition, as well as tampering with thefirearms.

Vallei concluded by adding that these sei-zures probably enabled police to preventother serious crimes and commended the of-ficers on a job well-done.OnSunday 15February at 09:00 police offi-

cers received a complaint of a suspect bran-dishing a firearm in Roosendal area Delft.Armed with a good description the officersconducted a search and in Delft Main Roadthey confronted a suspect fitting that de-

scription.When searched the officers found and re-

covered a .38 Special Revolwer tucked intothe front waist of the suspect, containingtwo rounds.Police arrested the 28-year-old suspect

who will face charges for the illegal posses-sion of firearms and ammunition as well asfor tamperingwith a firearmbecause the se-rial number was filed off.The suspect appeared in Bellville Court

on Tuesday.There was also an incident where the sus-

pect dropped a black tog bag and then ranaway.OnFriday 13 February police arrested the

30-year-old suspect in Buffallo Street TheHague, after searching for him for a while.The suspect will face charges for the illegalpossession of drugs and appeared in courton Monday.The same suspect was sought for a mur-

der that occurred on 9 February at 07:45 at38 Canderra Street The Hague where 55-ye-ar-old Patrick Esau was gunned down insi-de the house.It was alleged that the suspects walked in

through an open door and shot the deceasedin the upper torso at point blank range.His family rushed him for medical care

and the medical personnel attempted to re-suscitate him, but he subsequently died asa result of his injuries.In another incident on Sunday at 14:00 po-

lice officers armed with a search warrantwent to a known drug outlet at 28 CoronadoStreet The Hague Delft.In a bedroom, in the ‘bedkassie’, in the

house police officers found a sachet wei-ghing 57 grams, containing tik and morethan R2000 in cash. The street value of thetik is estimated at R15 000.

Anargument about change ended in thestabbing of a “pleasant young man,”according to his former emloyer.

The victim, known only as Elias, wasstabbed to death at the Malmesbury RoadShell garage inWelgelegen in the earlymor-ning hours of 8 February.“Elias used to wash cars here and did so-

me gardening work in the area, a very kindman,” says Blake Cosson, manager at thegarage where the incident took place. Hesays the police arrested a security guardthat was on duty that night for the killing.According to another guard on duty near-

by, who witnessed the incident, Elias andthe guard had an argument about changeand this led to the stabbing. Elias died inthe parking area next to the garage.“He (the guard) is not a regular employee

here, he was standing in for someone elsethat night,” Cosson says.Although a regular face at the garage for

the past year, not much is known about thedeceased, except that he was in his twentiesand from the Eastern Cape.“I know he had a wife and child in Delft,

but I think he took up drinking recently andhave been staying in the Welgelegen areasince.We are trying to locate his family, butit is difficult. I know therewas someconnec-tion with the Protea hotel and we are follo-

With the new year now in fullswing many unemployed youthare still roaming around loo-king for employment.

South Africa has the highestnumber of youth unemploy-ment in Africa and the 3rd hig-hest in theworld at around 52%.

It is even higher than duringthe Great Depression when itwas only 24.9% at its highest inthe 1930’s. The consequencesare very scary to say the least.The drug pandemic amongstmarginalised youth is but onemanifestation of this horrifyingreality. The unemployment cri-sis amongst our youth is a tic-king time-bomb!

However in Bishop Lavis onthe Cape Flats, a determinedgroup of unemployed youth de-cided to make things happen in-stead of waiting for things tohappen.

They started an organisationscalled YoungPeople@Work. In-stead of waiting for the govern-ment and for work they believethat the most important work isto work on oneself.

With this outlook they crea-ted a number of projects andpartnered with various organi-sations to support unemployedyouth to access employmentand further training opportuni-ties.

Instead of lazing at home be-ing idle they encourage unem-ployed youth to work on them-selves by attending life skills

workshops, do job shadowing,access free training opportuni-ties and empower themselveswith computer literacy skills.

The brain child of Frank Julieand Marileze Johannes, bothprevious members of the Re-source Action Group,

YoungPeople@Work has alre-ady launched a number of pro-jects. Youth EmpowermentWeeks are aimed at reachingout to unemployed youth in va-rious communitieswith free lifeskills training.

With its Community Informa-tion Sessions volunteers travelto communities to share thework of YP@W and to link themup with existing opportunities.

Its computer literacy acade-my empowers youth with com-puter skills to survive in a high-ly technological job market.

Computer classes are offeredin the morning, afternoon andevening. Through its job place-ment project it operates a freeCV bank and a SMS notificationservice where unemployed yo-uthare connected to existing joband training opportunities.Most of its services are free ofcharge.

Chaeli Mycroft, the world’s first “ability ac-tivist”, is taking an awareness campaign forchildren with disabilities to new heights.

This 2011 winner of the Nobel Peace Prizefor children and founder of the Chaeli Foun-dation will attempt to become the first qua-droplegic to summit Kilimanjaro in Septem-ber.

The objective of the climb is to raise awa-reness for children and young adults livingwith disability and to raise funds for urgentrenovation work to be done in order to meetthe planned opening date of the new IrisHouse Children’s Hospice on the grounds ofStikland.

Chaeli has challenged Sue van der Linde,founder and CEO of Iris House, to join theteam.

Sue has accepted the challenge and willform part of a six person team and will havean important role to play on the expeditionChaeli’s carer.

Sue has been hard at work training to takeon the mountain and she will be doing herfirst half marathon this month as part of her“warm up” for the big climb, she says.

The expedition leaves South Africa on 27

August and returns on 6 September.Chaeli, who was born with Cerebral Palsy,

will be pushed in a custom built wheelchairby the male members of the climbing teamand Sue will assist with her personal careand monitor her health.

Sue says she needs R50 000 to cover thecost of the flights, accommodation, sherpasand tour operator. She is also hoping to geta sponsor for the equipment she will need.

“I am hoping that the public and local bu-sinesses will support me in this exciting ex-pedition. I am well aware of the risks, butfeel passionately (as does Chaeli) that weneed to change the perceptions of the publicregarding people living with disabilities,”Sue says.

The climb will be documented through theuse of a video diary, and there are severaltelevision interviews confirmed for theteam.

Sue is also available for talks at schoolsor corporate events.

Ability activist takes onMount Kilimanjaro challenge

Performance groups from across Cape Townare preparing for the City’s biggest streetparty- the annual Cape Town Carnival.

The Eoan Group is one of the acts that willbe part of the parade at the Green Point FanWalk on Saturday 14 March.

They have been part of the carnival sinceits first year in 2010 and plan to showcasetheir talents again this year.

Group leader Shafiek Rajap says: “CapeTown Carnival has given a sense of opportu-nity and confidence to many of our dancers,and has created excitement for everyone -with more of our members wanting to parti-cipate each year.”

The group’s dancers are trained in manydance disciplines, but hip hop is their choiceof performance at the Cape Town Carnival.

The Eoan Group organisation has beenaround since 1933 and they are constantlyevolving. “By being part of Cape Town Car-nival since it started, we are able to meet somany new people from all walks of life,” saysRajap.

Originally from District 6, the Eoan Groupis now based in Athlone where they offer anddance and performing arts programme tochildren from disadvantaged communities.

At the school, children have the opportu-nity to learn various performance discipli-nes including classical ballet, modern dan-ce, hip hop, African contemporary and bellydancing.

Classes are open to children as young asthree and Rajap says the group providesthem with a “valuable platform where theycan excel, learn and express themselves”.

The group offers a space where childrencan spend their free time in the dance studioinstead of on the streets.

But while the Cape Town Carnival is ahighlight on the group’s calendar, their per-

formers are active all year round with clas-ses, rehearsals and community performan-ces.

They plan to continually grow and expandtheir organisation in the hopes of one dayhaving multiple branches across the Wes-tern Cape.

The Cape Town Carnival, sponsored bythe City of Cape Town, is a free event. Thetheme for this year’s festivities is “Elemen-tal” and the carnival aims to celebrate theelements of fire, water, earth and air withparade floats, giant puppets and specialityacts. Streets will be closed off from 18:00 andthe parade will begin at 19:00.

Councillor Garreth Bloor, mayoral com-mittee member for tourism, events and eco-nomic development says the City is proudto be a sponsor of the event.

“Supporting events such as the Cape TownCarnival form part of our efforts to positionCape Town as the events capital of Africa,in order to boost the local economy and crea-te opportunities for our residents.”

Bloor also encourages residents to be partof the carnival, which at its heart, is a cele-bration of diverse communities.

The City of Cape Town’s Metro PoliceDepartment launched a series of post-ers and pamphlets linked to the City’s

Neighbourhood Safety Officer (NSO)project last week.This launchwas part of an education and

awareness drive to introduce residents totheir local NSO.A Neighbourhood Safety Officer is an ex-

perienced Metro Police officer assigned toa predefined area or neighbourhood thathas a business area and schools. These offi-cers work closely with all stakeholders intheir designated area to proactively identi-fy and tackle problems that can lead tocrime and disorder. They will become thecontact point for residents to report crimi-nal and domestic issues.

ProactiveA neighbourhood can protect itself from

unsafe acts and influences byworkingwiththe NSO and implementing their recom-mendations for the benefit of their commu-nity.The City’s mayoral committee member

for safety and security, JPSmith, explainedthat the introduction of this project is inline with the City’s constitutional mandateto create a safe environment for communi-ties.“The community faces various socio-eco-

nomic issues and this requires an approachthat is sustainable, problem-solving, andthat attempts to go deeper than reactive po-licing.“This kind of proactive neighbourhood

policing is exactly the kind of contributionthat a local authority is particularly suitedto make and the City is proud of thisproject,’ said Smith.The NSOs are assigned for a period of up

to seven years and will work closely withthe community.

An empowerment project in Delft has a se-wing project that is growing on the interna-tional scene - but needs a boost back home.Vision 2002 is a youth and women empo-

werment project in the area that is growingand making a difference in the community.The project has its roots in counselling at

schools but has since expanded to skills de-velopment in Delft and surrounding areas.Last year they got a donation of sewing

machines from South African Breweriesand they’ve been busy making it work forthem.DeonBritz explained that since they recei-

ved the machines they have been hard atwork showingoff the skills that someof theirmembers received during training last year.“One of our partnerships is with the FET

College Boland where many of our clientshave gone for skills training in a variety of

trades.“Last year some of them started the se-

wing courses and now they are using theseskills to empower themselves financially.“We’ve already started getting export or-

ders for some of our products like African-themed curtains, table clothes and tablemats, but we want to produce for local mar-kets as well.“We want people to be aware that we can

also do t-shirts, golf shirts, tracksuits andeven handbags,” he said.Britz pointed out they have the skills to

produce whatever their clients need.“We want schools and local businesses to

start using us. At one stage she was laughed atand ridiculed for dancing. To-day, however, she is one of thehighlights at the Mother City’sgrandest carnival.Tamarah Adams (22) from

Blue Downs came from humblebeginnings but her love for dan-cing opened several doors inherlife. One of those was becomingthe star of the “air float” at theCape Town Car-nival.The carnival,

described as aglamorous cele-bration of Afri-can identity, ta-kes place on Sa-turday 14 Marchalong the FanWalk in GreenPoint.Asked about

her love for dan-cing, Tamarahexplained: “Iwas about 10 ye-ars old when we had to performfor marks in arts and culture. Istarteddancing. Someof thepeo-ple laughed at me but I thoughtI will do better someday. Oneday I will be the best dancer inSouth Africa.”Since then she has learned

modern, contemporary, LatinAmerican, salsa and hip hopdancing.“I love dancing.Whatevermu-

sic is playing, I will shake whatmy momma gave me,” she said,laughing.Tamarah has managed to car-

ve out a successful dancing ca-reer despite enduring hards-hips.“I like to encourage people not

to let their hardships take overtheir life. I went through a lot ofabusive relationships. At onepoint I ended up in the hospital,”she said, but she refused to let li-fe get her down.

Now, she is re-hearsing andtraining alongtheSeaPoint pro-menade with therest of her dancecrewpreparationfor this year’scarnival. “It is alot of fun,” shesays, smiling.Tamarah, who

is a journalismstudent at CPUT,will be one of thelead performersin this year’s car-

nival and will be representingthewater element in the elemen-tal theme of fire, water, air andearth.This year is her second year

Two students from theUniversityof the Western Cape are makingtheir mark in beach volleyball.

Leo Williams and GrantGoldschmidt are Africa’s numberone pair and they’e hoping to qualifyfor the olympics in 2016.The duo has so much in common

that it’s not surprising that they geland are on fire as a team.Both are graduates of UWC, they

hail fromMitchell’s Plain, andare yo-ung with more or less the same phys-ique.To crown it all the two have similar

kind of skills, are hungry for successand share the same goals.

Top of their gameThis year the two UWC Beach Vol-

leyball Club members will need to beon top of their game when they com-pete to qualify for the Rio 2016 Olym-pic Games, the World Champions-hips in Netherlands inMarch and forthe All Africa Games in Brazzaville,Congo in September.But they are confident andhave the

necessary credentials to do it.Goldschmidt, who obtained his de-

gree in sport and exercise science in2009, took part in the 2012 LondonOlympic Games, has been a memberof the South African national teamfor a long time, and received a goldmedal at the 2012CAVBBeachVolley-ball Continental Cup in Mauritius.Williams, a UWC graduate with

BCom and honours inMarketing and

Management who is studying a post-graduate Diploma in management, isalso a member of the national team,took part in the International Volley-ball Federation (FIVB) Beach Volley-ball World Cup Final in Brazil in Ju-ne 2013, and participated at the FIVBBeach Volleyball Championships inPoland in July the same year, amongother competitions.

Avenues openedSadly, although the two have been

flying the SouthAfrican flag high, be-ach volleyball is not a priority spor-ting code and not well supported fi-nancially. Therefore Goldschmidtand Williams need to raise money topartly fund their trips.The two believe sport has changed

their lives for the better.“Sport is one of the tools for develo-

ping communities. It opens up oppor-tunities for children to be empoweredand to enjoy,” Goldschmidt com-ments. Williams adds: “We have tra-velled to countries that we would ne-ver have visited if we were not insport.”Goldschmidt andWilliams came to

UWC through sport bursaries.“UWC has opened up big avenues

for me,” says Goldschmidt.Williams echoed his sentiments

and says: “Sport game me education,education gave me a job, the job gaveme a better salary and I live a goodlife. I would not have any of these ifI was not at UWC and in sport.”
