Bishop Lavis police are investigating acase of attempted murder after theycameunder fire as theywere attending
to a shooting in Sky Road.Captain Marie Louw, spokesperson of
Bishop Lavis police, says the incident oc-curred on Sunday 3 March when officersstopped to search two unknown men.“While they were busy searching for the
men, shots were fired in their direction. The
officers then moved in the direction of thegunshots and saw five unknown men run-ning down Bird Street,” she says.Louw explains that the officers identified
themselves as police officers and despitetheir call for the suspects to stop, the menbegan shooting at the officers again.“The officers returned fire and in the proc-
esswoundedone suspectwho sustained gun-shot wounds to both his legs,” she says.The injured suspect was found in posses-
sion of an unlicensed Uzzi with no serialnumber and ten rounds of ammunition.
He was arrested and taken to hospital.Meanwhile Bishop Lavis police confiscat-
ed about R58 200 during a search of a houseinMontana last week. Louw says officers ex-ecuted a searchwarrant at a house inMurielClose on Monday 28 March at about 13:40where they came across the money and ar-rested several suspects in the house.
“During the search they also confiscatedseven laptops, eight cellphones and variouskinds of illegal substances,” Louw says.
Police arrested five suspects between theage of 31 and 35 yearswhowere in the house.
“We would like to thank the communityfor their contribution towards combatingcrime and for providing information,” shesays.In another incident a man sustained fatal
gunshot wounds to his chest despite the ef-forts of a witness who transported him tohospital.Louw says the shooting occurred in Bloe-
kombos Street in Bonteheuwel and accord-ing to awitness he heard a gunshot andwentoutside to investigate.

Two Ravensmead High School learners get to grips with new technologies at the rAge 2016exhibition at GrandWest. Offering the learners insights into the technology is Jaco vanRensburg from Intel.
Top maths, design and sciencelearners from Ravensmead HighSchool received hands-on experi-
ence at the rAge 2016 exhibition at theGrandWest Casino.
The event hosted by the casino tookplace from 18 to 20 March.
The learners were transported to theexhibition where they were hosted byrAge representatives and given opportu-nities to learn more about the new tech-nologies and games showcased.
The rAgeExpo is SouthAfrica’s biggestvideo gaming, computer, technology and“geek culture” exhibition, giving visitorsa glimpse into the future and the chanceto explore the latest goodies and gadgets.

Elsies River police are investigating a hit andrun incident which occurred near TrinityStreet in Elsies River.SergeantEsmereldaPheiffer, spokesperson
of Elsies River police, says a woman was runover by a motorist in 35th Street on Saturday6 March at about 20:55.The driver failed to stop and fled the scene
in an unknown vehicle.Pheiffer says the victim later died at the
scene of the accident.Anyone with information regarding the ac-

At least 12 people were injured when a taxiand car collided on Erica Drive in Belharlast week.
ER24 spokesperson Russel Meiring sayswhenparamedics alongwith other emergen-cy services arrived on the scene, they foundthe car had “T-boned” a taxi, causing it toflip over and land on its side in the middleof the road.
“On assessment we found one occupanthad sustained critical injuries while 11 oth-er patients had sustainedminor tomoderateinjuries,” Meiring says.
He says they began treating the patientsaswell as providing themwith advanced lifesupport interventions.“Once treated, the patients were trans-
ported to various hospitals in the area forfurther treatment,” Meiring says.Local authorities were on scene for fur-
ther investigations.
12 injured when carand taxi collide
At least R300 000 was stolen from theEngen garage in Bonteheuwel lastweek during an armed robbery.
However, officers of the City of CapeTown’s Law Enforcement arrested threesuspects involved in the incident whichoccurred on Tuesday 29 March between07:00 and 08:00.
The City’s Mayco member for safetyand security, JP Smith, says arrests fol-lowed as one of the officers was alerted toa suspicious group loitering in the vicini-ty of the Engen garage in Bonteheuwel.
“He sourced backup and just as the offi-cers arrived at the garage, five men camestorming out of the premises,” Smith
says.He explains that the officers gave chase
during which one of the suspects openedfire on them. The officers returned fireandmanaged to catch up to two of the sus-pects.
Onewas found inpossession of just overR20 000, while the other had about R2 500on him.
The public informed officers that a redFord Laser was involved in the robbery.Officers traced the vehicle to Langa andwith the assistance of the police’s K9Unit,they arrested the driver and recovered afirearm.
“At least four suspects are still on the
run. The garage proprietor has indicatedthat at least R300 000 had been stolen dur-ing the incident,” says Smith.
According to Smith this was “a verydaring robbery because our Law Enforce-ment base is literally next door to the ga-rage”.
He says the officers are to be commend-ed for their quick reaction to the concernsof the public and also for putting theirlives on the line to catch those responsi-ble.
“This success would not have been pos-siblewithout the valuable information re-ceived from the public and I tip my hat tothem,” Smith says.
Men caught in daring robbery
Delft police are attempting to identify amanwho was found murdered last week.
Captain Joe Wilson, spokesperson ofDelft Police Station, says the lifeless bodyof the man was recovered by police in Wal-lace Road in Delft South on Sunday 3 Aprilat about 07:10.
“The victim, who is stoutly built and isestimated to be 30 to 35 years old, sufferedan injury to the back of his head and wasdressed in a white, blue and purple T-shirtwith blue jeans and blue and purple tak-kies,” Wilson explains.

.Meanwhile, the BlueDowns police clus-ter reported that an elderly man wasstabbed to death during a business robberyin Blackheath Industrial in Mfuleni.The incident occurred on Saturday 2
April at 07:50 when an armed assailant tar-geted SA Metals Fabrication at 5 HeathRoad.
Wilson says the 67-year-old owner (thevictim) and his wife responded to an alarm
call-out.They were attacked upon arrival. “Dur-
ing the altercation with the unknown sus-pect the victim was stabbed to death. Thesuspect proceeded to rob them of their per-sonal belongings and also took a handbagand a wedding ring,” Wilson says.
The owner suffered a fatal knife wound tohis back, but the woman escaped injury.
He further says the suspect fled the sceneon foot and police are investigating a chargeof armed robbery and murder.Anyone with information is requested to

With 15 000 participants last year, the orga-nisers of the Cape Town Cannabis Walkhope to grow the event to 45 000 this year.Organiser Jo Hout says the walk, now in
its 14th year, has been growing exponen-tially. Starting with only a handful of peo-ple in 2002 as “the only thing society coulddo to show support for cannabis legalisa-tion”, the walk saw 5000 participants in2014, Hout says. Hout says the increase inparticipation is due to a growing aware-ness among the public of the medicinal useof cannabis. “More studies and researchare being carried out on themedicinal ben-efits of cannabis and the USA has changedtheir classification of the drug. People areslowly being given the right kind of infor-mation.” Hout believes legalising the drugwould open up a range of natural treat-ments for illnesses such as epilepsy, can-cer, HIV and neurodegenerative diseases,as well as the treatment of pain and inflam-mation.“It’s a medicine that people can grow
themselves,” he says. “There are few sideeffects. If someone takes too much oxyto-cin, they’ll die. An Uitsig resident created a communi-ty garden on a crime hotspot in an ef-fort to deter crime in the community.
With the help of residents, GeraldMajam-pa took ownership of a piece of land whereseveral shooting incidents have occurredand turned it into what they now call “Thegarden of faith”.“We wanted to do something positive, to
show the youth in our community thatthere is much more to life than crime,” hesays. Majampa created the garden in De-cember with donations from the communi-ty and almost overnight beautified thiscrime hotspot.Using old gates, wooden panels, tyres and
other recyclable materials, the crime hot-spot has turned from an eyesore to a placewhere people can socialise and work to-gether.“It is notmygarden – it is our garden.And
I want to encourage more people to support
us and to create this in their own gardensor in other communities,” he says.“If we can get assistance with a water
point dedicated to the garden, we can startgrowing vegetables and those who havecontributed to the garden will have a placewhere they can pick vegetables to feed theirfamilies,” he says.Derick Small of Kingdom Faith Life

volved in gang activities, killed and goingto prison, but with projects like this theycan invest their time and energy into con-tributing to their community in a positiveway,” he says.

1. EIENDOMSBELASTING (weergegee as rand in die rand):Die rand-in-die-rand-tarief word met die munisipale waarde van die eiendomvermenigvuldig om die jaarlikse eiendomsbelasting wat gehef sal word, te bereken,onderworpe aan die korting waarvoor in die eiendomsbelastingbeleid voorsieninggemaak word en is BTW-vry.

1.8 Eiendomseienaarsmoet teen 31Augustus van die boekjaar waarin ’n algemenewaardasie geïmplementeer word of binne driemaande na implementering van’n aanvullende waardasie omdie korting aansoek doen, andersins kan korting nietoegestaan word nie.
2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14%-BTW belas.
2.1 WATER
Drie stelle watertariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan diewaterverminderingsvlak wat opgelê word. Die normale tariefstel het betrekking op ’nvlak van tenminste 10% onder die lae watervraagkurwe aangesien vorige beperkingsen watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak verlaaghet, en die vlak 1-beperkingsmaatreëls as permanente goeie watervraagpraktyk bydie uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke vanvermindering of beperking wat die Stad sy verbruikers oplê, is dus nie slegs gekoppelaan die beperkingsvlak wat die Departement vanWaterwese die Stad oplê nie,maarook aan die vlak van verbruikersvraag.Weens die huidige klimaatsomstandighede hetdie Stad Kaapstadmet ingang van 1 Januarie 2016 waterbeperkings tesamemet die20%-verminderingstarief ingestel. Die 20%-verminderingstarief sal ook op die boekjaar2016/17 van toepassing wees tot enmet verdere besluite oor die waterbeperkings.

2.1.11 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.
2.1.12 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.
2.1.13 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede.

Voorgestelde wysigings in hooftrekke

• Bykomende stygings in permit- en verfilmingsfooie van die tak massawater, watmet meer gepaste prysvlakke in lyn gebring is.
• Bekendstelling van ’n kansellasiefooi vir verfilmingsbesprekings.2.2. SANITASIE
Drie stelle sanitasietariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Voorgestelde wysigings in hooftrekke
• Hulptariefkliënte op voorafbetaalde krag met munisipale eiendomswaardasiesvan R1 miljoen of meer sal met ingang van 1 Oktober 2016 na die huishoudeliketarief oorgeplaas word.
• Bekendstelling van nuwe tuisgebruikertarief. Geen bestaande kliënte sal inhierdie stadium outomaties na hierdie tarief oorgeplaas word nie.
• Geen veranderinge aan die toekenning van gratis basiese elektrisiteit nie, buitenkliënte wat dit sal verbeur indien hulle van die hulptarief na die huishoudeliketarief oorskuif.
• Klein kragverbruiker 1 met buitespitstarief is beperk tot kliënte wat reeds vanaf1 Julie 2012 op hierdie tarief is, en styg met ’n bogemiddelde bedrag as dievoorlaaste fase in die uitfasering van hierdie tarief.
• Slegs geringe strukturele aanpassings aan nieresidensiële tariewe in pas metdie uitkomste van die voorsieningskostestudie, of om pariteit met Eskom seMegaflex-tariewe te verseker.
• Bekendstelling van twee nuwe tydspesifieke tariewe vir groot verbruikers (lae enmediumspanning). Alle nuwe grootverbruiker-kliënte sal op hierdie tariewe geplaasword, en bestaande kliënte sal in hierdie stadium kan kies om oor te skuif.
LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

Tariefbeleid (bylae 7 by die konsepbegroting 2016/17)
• 7.1.1.1.3 – Uitgebreide (drie keer per week) 240 ℓ-houerdiens (sluitenkelresidensiële eiendomme uit).
• 7.1.7.7 – Organisasies wat by HOMAC (die Stad se hawelose-agentskapkomitee) geakkrediteer is, sal ’n rekening ontvang. Die rekeningsal aan die geakkrediteerde organisasie gekoppel word, onderworpe aan ’ndiensleweringsooreenkoms met die Stad.
• 8.2 – Diensgeldkortings vir organisasies wat by HOMAC geakkrediteer is, worddeur die residensiële tarief gesubsidieer.
Korting vir organisasies wat by HOMAC geakkrediteer is: ’n Korting van 50% op dieheffing vir vullisverwydering een maal per week sal geld vir die eerste 15 (vyftien)240 ℓ-vullishouers met swart deksels. Enige bykomende houers sal teen die volle tariefgehef word.
Terugbetaling van wegdoeningskoepons sal ingevolge hoofstuk 6 van die beleid oorkredietbeheer en skuldinvordering hanteer word.
3. DIVERSE TARIEWE, FOOIE EN HEFFINGS3.1 ’n Volledige afskrif van alle diverse tariewe, fooie en heffings lê ter insae by
bogenoemde munisipale kantore (sien bylae 6 by konsepbegroting).3.2 Alle diverse tariewe sluit BTW in bereken teen 14% ingevolge die Wet op
Belasting op ToegevoegdeWaarde,Wet 89 van 1991.3.3 Boetes, terugbetaalbare deposito’s, behuising en geïntegreerde snelvervoer is
vrygestel van BTW.
4. TOEWYSING VAN HULPTOELAES4.1 Raadpleeg bylae 18 by die konsepbegroting 2016/17 vir ’n lys organisasies/
liggame wat as toelaagbegunstigdes aanbeveel is.

The University of the WesternCape and Implats developedSouth Africa’s first hydrogen fu-el cell forklift and refuelling sta-tion and unveiled the prototypein Springs last week.The three-year project, which
commenced in 2012, was a collab-orative effort between Implatsthrough their Impala RefiningServices, Hydrogen South Africa(HySA) Systems, UWC and thedepartment of science and tech-nology.The prototype hydrogen fuel
cell forklift and refuelling stationwas unveiled at its Impala Refin-ing Services in Springs lastweek.Over the last three years, Im-
plats funded HySA Systems a to-tal of R6 million towards the de-velopment of a fuel cell poweredprototype forklift and refuellingstation which has been in opera-tion since October 2015 withinthedispatchareaat theBaseMet-als Refinery in Springs.This investment is a result of
over a decade of continuous dis-cussions and negotiations be-tween Implats and UWC’s SouthAfrican Institute for AdvancedMaterials Chemistry (Saiamc),under the leadership of Saiamc’sdirector, Professor VladimirLinkov.Linkov said with Impala Plati-
num becoming a partner toSaiamc, UWC has achieved thelong-term goal of entering strate-gic research, development andinnovation partnerships with anabsolute national leader in one ofthe pillars of energy generationfor current and future needs of
the South African economy.“This partnership is unique in
the national system of innova-tion, unparallelled by any otheruniversity laboratory or insti-tute in South Africa,” he said.Implats plans to use hydrogen
fuel cell technology as its mainsource of energy for materialhandling and underground min-ing equipment.The initiative involves build-

fish her out from deep within theengine, but by the time she gothome, she was calm and as soon asshe was fed she was sweet andadorable.“Whoknowshow long shewas in
