On Saturday the Bishop Lavis Cluster commander, Brigadier Andre Lincoln, donned his biking colours as Western Cape Men for Change Champion and he led a pro- cession of bikes into Vygieskraal Stadium for the official launch of the 16 Days cam- paign. For the past two years Lincoln has taken to the roads of the Western Cape to deliver the message of this important campaign to all 25 clusters in this region until 10 Decem- ber. Lincoln explained that the excitement for this year started on Friday when they went to Harley-Davidson in Tygervalley, who are in partnership with the Men for Change campaign this year. Partnership “They have given us a Harley to be part of our trip this year and we are thankful that they have become part of this initiative,” he said. “Their help is part of our partnership with other government departments, civil society organisations, community based structures and the business sector to make people aware of the negative impact of violence on women and children, and the empowering of woman and children as to what their rights are in the fight against abuse.” This year will see the third Men for Change Enduro Ride across the entire West- ern Cape Province and it is unique in that it will also include civilian riders for the first time, who will be in support of the 16 Days of Activism Campaign Against Abuse of Women and Children. “They will will ride with us to raise aware- ness among the communities along the way,” continued Lincoln. “The objectives of this campaign is to in- crease awareness by engaging communities and distributing publications, support mate- rials and pamphlets to communities across the Western Cape. “We want to challenge the perpetrators of these offences to change their behaviour by means of anger management intervention and counselling, to enhance and encourage partnerships between government, civil so- ciety groups, faith-based organizations, pri- vate sector and the media in an effort to spread the message, and to spread the mes- sage to the maximum number of women and children in the most affected areas in the province. “We urge you for your support on this very difficult journey by promoting the message that abuse will not be tolerated by our men in blue and that as warriors it is our duty to stand up against abuse by protecting and serving our communities with pride and passion.” Extra hours The Bishop Lavis cluster was also very busy on Monday when officers took part in another unique part of the campaign this year. The theme is - It’s not in my job description – where Men For Change members will work a minimum of 10 operational hours per month, without financial remuneration or time off. They gathered at the Bishop Lavis Train- ing college on Monday before setting out on an exercise in the area with high visibility stop and search vehicle patrols in the hotspot crime areas, high visibility foot pa- trols in the hotspot crime areas, enforcing City of Cape Town bylaws, addressing scrap- yards, informal trading and illegal struc- tures in terms of the Land Use Ordinance, as well as operations on identified drug and illegal liquor outlets. Operational focus during this campaign will also be on gang related murder and at- tempted murders, illegal firearms, drugs, theft out of motor vehicles, domestic vio- lence related crimes and robberies. in Athlone, and action in Bishop Lavis.On Saturday the Bishop Lavis Cluster

There’s a buzz in the air as Cape Towngets ready for a groove that will set thetone for a fantastic festive season.

Saturday 6 December will feature thecream of Cape Town artists on one grandstage.Headline Entertainment in association

with Heart 104.9FM, People’s Post and Ty-gerBurgerwill host theHotSummerGrooveconcert at the GrandWest Arena and itshould not be missed.Taking to the stage are some talents that

need no introduction to local music lovers.Many moons ago in Mitchell’s Plain the

father of Emo and Loukmaan Adams start-ed the Kinners Vannie Ses project (it is stillgoing strong) and the tiny talents that werefeatured in this show included RamaineBarreiro and Alistair Izobell.The rest, as they say, is historywith Emo,

Loukmaan and Alistair eventually gettinginvolved with the Kramer/Petersen pro-ductions. All of them played the role of Bro-ertjie in District Six – The Musical at onestage.They were also part of the phenomenal

Kat and theKings that toured international-

ly and won a Laurence Olivier Award.Alistair smiles when he recalls those

heady days when they were performing andtouring with the best on the scene.“The Rockets and Al Etto played a big part

in taking our talent to another level, eventhough we were so young,” he said.“Loukman and myself were part of a tour

to Japan as part of Ricardo and Friends.Whenwegot backwewere joinedbyEmoandRamaine who added another dimension toour sounds and we were encouraged to formthe group Nu Fancy.“Thiswas about 1990, andwe first recorded

with the Rockets and then on our own. Re-member that the recording studio was nextto Club Fame in Elsies River.”The international connections and acco-

lades also came early for some of this crew,as Alistair explains.“Whenwewere 12-year-olds, Loukmanand

I worked with Stevie Wonder, BJ Thomas,Jonathan Butler and various groups like At-lantic Star and Imagination so we were justmotivated to keep going.“Then came the Kramer/Petersen years

and the experience is something that stayswith you forever. This experience also gaveus the confidence to findour individual pathsin our music and we all have worked hardto make a success in our careers.”He laughs at the thought that Hot Summer

Groove is a “reunion” concert. “No man,we’re all a bit different musically and eachof us has grown into a talent that can standon its own. But we’ve always remainedfriends, we’ve been there for each other andperformed in each others’ productions overthe years,” he explains.The concert will also feature the Sama-

nominated female vocal group Blackbyrd,and the Take Note band will be on stage toback these talented artists.If you buy a ticket to this show you will

The City of Cape Town’s Health Directorateis battling to reduce a number of diseasescaused by lifestyle factors and poor choicesafter extensive studies in Uitsig and Raven-smead.

Every year thousands of clients are assis-ted with tuberculosis (TB) and other pulmo-nary conditions, HIV, diabetes and diar-rhoea, to name a few.

Their basket of services includes preven-tion through awareness and education, ear-ly diagnosis, and effective treatment. Earlydiagnosis and treatment is crucial, but pre-vention is the ultimate goal.

However, this is difficult without the coo-peration of the public. There are many stu-dies that highlight the increased prevalenceof chronic diseases of lifestyle in the develo-ping world. South Africa is no exception.

In spite of the overwhelming proof of thefact that healthier lifestyles and the cessati-on of habits like smoking and excessive al-cohol use are crucial to arresting the gro-

wing pandemic, changing behaviour conti-nues to be a challenge.

In Cape Town, the tale of two communi-ties in the Tygerberg sub-district presentsa clear case study around the impact of life-style factors on the healthcare system.

Uitsig and Ravensmead have for yearsbeen the focus of extensive studies, follo-wing a finding in 2002 that they have amongthe highest smoking rates in the developingworld – 59% among men and 43% among wo-men, as well as one of the highest TB ratesin the world. The areas also have a very highprevalence of emphysema and chronicbronchitis.

City Health has worked very closely withvarious partners to turn the tide, by intro-ducing a number of interventions to coun-ter the levels of tuberculosis in these com-munities and to reduce the disease burdenand infection rates.

These include active screening for bothTB and HIV of all clients that attend the pri-

mary healthcare facilities for early detecti-on and treatment, the expansion of the Ra-vensmead Clinic to include a special TBwing, quarterly audits to ensure that pa-tients are adhering to the treatment pro-gramme, and monthly inspections by Envi-ronmental Health for adherence to infectioncontrol and ventilation.

City Health has also introduced ‘Gene Ex-pert’ in cooperation with the National He-alth Laboratory Service to expedite sputumresults for early detection of TB drug sensi-tive patients and those starting treatment.

The TB cure rates in these communitiesare encouraging, but health authoritieswould be much happier if they could reducethe rate of defaulting patients.

Their efforts are hampered by volatilityin the area which means community outre-ach programmes suffer and some clients arefearful of visiting the clinics. Vandalismand burglaries are challenges too, as theyaffect operations at facilities.

Police are requesting the community helpprevent drownings this summer.

Delft station commander BrigadierHendrik Jansen drownings at swimmingpools, dams, rivers and the sea are a chal-lenge at this time of year.

He said parents should not allow youngchildren to be in the water without super-vision and that they should take extremecaution and respect the power of nature.

The community is requested to takeheed and apply the following precautiona-

ry measures:V Do not get into water alone, not even

if you are a strong swimmer.V Children should never swim alone or

cross running waters, when it is unsafe.V Ensure that the water depths are ap-

propriate for swimming and diving.V Children should be constantly super-

vised when they are near water, even du-ring bath time.

V Install a safety barrier around swim-ming pools at home.

V Empty baths, basins, sinks immedia-tely after use.

V Do not duck or push others into and

round waters.You should also be safety conscious ne-

ar rivers:V Never cross overflowing rivers.V Be careful not to stand on an overhan-

ging bank.V Before entering the water, check for

the presence and strength of a current.V If caught in a fast river current, float

feet first in order to absorb any impactwith the feet and legs, thus protecting thehead and body from serious injury.

V Extreme care should always be takenwhen entering rivers because of theirchangeable nature.

An empowerment project in Delft got a ma-jor boost recently when they received a do-nation of Sewingmachines fromSouthAfri-can Breweries.Vision 2002 is a youth andwomen empow-

erment project in the area that is growingand making a difference in the community.Rowan Dunne, corporate affairs special-

ist for SAB, said that the companywas veryimpressed with what the organization wasdoing and wanted to help them in this man-ner.“They are making a major difference in

the community and growing all the time,”he said.“With this donation we hope that we will

help them empower more people in this ar-ea.”Ursula Joubert, explained that the organ-

isation had grown from offering counsel-ling at school to expanding to skills develop-ment.“Initially we started because schools in

the area needed help with problem chil-dren,” she said.“From those counselling sessions we saw

the need to expand to lifeskills development

for the youth, and for women.“It kept on growing as we partnered with

the FET College Boland where many of ourclients have gone for skills training in a va-riety of trades.“Last year some of them started the sew-

ing courses and that is whywe are so happywith this donation so that they canuse theseskills to empower themselves financially.”Deon Britz also from the organisation

pointed out that therewere still many plansfor growing the organisation.“It is important that we fight the rising

poverty and unemployment in the area,” hesaid.“Eventually we want to build our own

training and multi-purpose centre so thatwe can help much more people closer tohome.“We are currently busy with an audit on

unemployed youth in the area so that wehave figures to work with when we ap-proach potential sponsors.“With these figures and a data base we

An organisation in Delft is concerned atthe tragic loss of life in thearea followingthe death of a toddler while playing inan abandoned car.Fazlin Fransman of Afrika Tikkun

pointed out that the tragic death (“Tod-dler dies in fire”, TygerBurger Wednes-day 12 November) raises much neededquestions regarding the availability ofstructured and safe play and learning ar-eas for children in the community ofDelft.“Most parents on the Cape Flats, work

long hours for minimum wage and areunable to afford proper pre-school or af-ter-school programs for their children,”she said.“As a result, more than 50% of chil-

dren in these communities are unsuper-vised from the time their parents leavehome, till they return in the evening.“This is a worrying statistic due to thehigh rates of Drug and Alcohol abuseamongst teenagers within Delft. Thesenegative influences feed into the socio-economic conditions of the communityand cripple the youth, ensuring thatthey stay shackled in the cycle of pover-ty.”She pointed out that at Afrika Tikkun,

their primary aim is to ensure that chil-

dren and youth in impoverished com-munities are holistically developed fromCradle to Career, to ensure that they be-come the next generation of productivecitizens.“Through our extensive work in the

community of Delft, we realise the direneed for more structured programs toensure that children and youth are su-pervised and gain much needed positiveaffirmations to be able to developholisti-cally.“The death of the toddler is a symptom

of a bigger problemwithin communitiesacross South Africa.“To be able to ensure that children are

consistently playing in a safe and secureenvironment, we cannot solely dependon the parents – many of whom spendtheir entire lives working for a mini-mum wage.“In this instance the African Proverb,

‘it takes a village to raise a child’ ringstrue.”It is for this reason that Africa Tikkun

The Athlone School for the Blind receiveda major boost to their education facilitieswith the donation of a SMARTboard lastweek.This school in Bellville South, along with

the Batavia School of Skills in Claremont,was part of a nationwide corporate socialinvestment programme by DionWiredwhere the lives of more than 2 500 childrenwith disabilities will be revolutionised.Seven special needs school in theWestern

Cape, Gauteng, North West and KwazuluNatal will receive a donation of a SMART-board, a revolutionary teaching tool.This device is an on-line, interactive

touch screen attached to awall, and enableslearners with a range of disabilities to par-ticipate in lessons they would not normallyhave been able to. The inclusive educationpolicy puts the teacher under enormouspressure as they dealwith a variety of hand-icaps simultaneously, and still with a greatdeal of compassion. SMARTBoards add awhole new dimension to the lessons.At the launch last week, Iris Naidoo, Sen-

ior CSI Practioner from DionWired, saidseeing the way the technology affected thechildren was “fantastic”.“One precious moment that always

stands out for me was doing a launch at afacility and a little boy came in and juststarted staring at the board in amazement.“Hewalked out andwent to fetch an older

boy (his brother) pointed to the board andsaid “TV!”, the older boy lookedat the boardand said “guitar” as he spotted the instru-ment on the board, and we noticed the ex-citement from the staff. It turns out that theolder boy had not spoken since he was atthe facility. That is the magic that theseboards can bring to these facilities.”“The high tech equipment that is trans-

forming people’s worlds is usually out ofreach for special needs learners,” saidDion-Wired General Manager Nazim Cassim.He said what would normally only be

shownonacomputer screen is projected on-to the large white SMARTBoard in a class-room.“For example, a physically handicapped

student who is unable to write, is now ableto approach the board in a wheelchair andtouch the interactive icons and participatein the lesson.”The value of a SMARTBoard donation, in-

cluding specialised software and equip-ment, is around R100 000 per school, bring-ing the total investment in the project toover R2,5 million from the retailer.The company donated 57 SMARTboards

The City of Cape Town plans to provide freeWi-Fi at 61 of its buildings by the end of June2015.

This free service will be provided both in-side public buildings – via the city’s 102SmartCape Computer facilities – and out-side via 61 public access hotspots, wherepeople congregate and queue for services.

These amenities include clinics, adminis-tration buildings, traffic departments, firestations and public transport interchanges,said Hayley van der Woude, the city’s mediacoordinator.

She said certain areas will be serviced byDecember, “with the remaining completedby the end of June 2015”.

Those buildings to be connected this yearinclude the Bellville Clinic, Civic Centre inCape Town, Hillstar Administration Build-ing, Mitchell’s Plain and Nyanga Switching

Centres, Parow Community Health Clinic,Plumstead Administration Building, Rob-bie Nurock Clinic and Site B Youth Clinic.

“Each access point will cost betweenR60 000 and R100 000 to install,” she said.

The city partnered with service providersMWEB, Internet Solutions and Orange, aFrench telecommunications company.

“(Orange) will offer a free 200 MB databundle per day.

“Internet Solutions will offer a free databundle of 50 MB per day, while MWEB willprovide an uncapped data bundle for the tri-al period,” van der Woude said.

Plans to provide Wi-Fi on MyCiTi busesare being investigated, she said.

City signals free wi­fi plan

A small wooden desk was hurriedly carriedfrom entrance 2 of Tygerberg Hospital lastweek, when Ses’khona People’s Rights Move-ment leader Andile Lili was discharged andmet with more than 500 cheering supporters.

Lili survived an attack on his life twoweeks earlier when he was shot four timesin the stomach and arm.

Walking with some effort, Lili was helped

onto the desk that was placed next to a publicorder police vehicle to greet his fans and tellthem about his ordeal.

Lili is a former ANC councillor in the Wes-tern Cape and one of the ringleaders of theso-called “poo protesters” who dumped hu-man faeces at the Western Cape legislatureand Cape Town International Airport. Hewas acquitted for this in July.

Twee mans, 27 en 40, is vroeg Maandagog-gend in hegtenis geneem terwyl hulle pro-beer het om drie bottels vol dagga en agtdagga-rolle in swart plastiek oor die gevan-genis se muur te gooi.

Volgens ao. Wayne Theunis, polisie-woordvoerder, het personeellede van die ge-vangenis omstreeks 01:30 beweging by ’nplek gesien waar daar nie veronderstel wasom beweging te wees nie.

“Toe hulle ondersoek instel, het hulle dietwee verdagtes gevind,” sê Theunis.

Volgens Theunis blyk dit in dié stadiumof die twee verdagtes ook in sekere stadi-ums gevangenes by Goodwood was.

conducted in shelters andon the streets of Cape

Town showed significant num-bers in the northern suburbs.The first phase of the survey

was recently completedafter 220trained field workers for the ci-ty’s Social Development andEarly Childhood DevelopmentDirectorate had collected rawdata over a four-day period inJune.A total sample of 2670 street

people over the age of 18 was ta-ken, a headcount done and ques-tionnaires completed by theserespondents.The datawasused to establish

how long they hadbeen on the streets,their communitiesof origin, what theydo to survive on thestreets, and whe-ther or not they useshelters and servi-ces within the city.The highest num-

bers of street peoplewere counted in theCape Town citybowl, but largenumbers roamedthe northern su-burbs.The larger part of

Durbanville, Vredekloof, Pro-tea Heights, Philadelphia, Klip-heuwel, Fisantekaal, Richwood,Bloekombos and a small portionof Wallacedene were home to6% of respondents.At Goodwood and surrounds,

up to De La Rey Road, ParowandRavensmead, (as far asVan-guardDrive), thenumberwasat7%.At Eerste River and Mfuleni

(as far asMacassar and the wes-tern part of Somerset West),17% of respondents slept on thesteets.“We already have numerous

interventions in place,” said Su-zette Little, the city’s Maycomember for SocialDevelopmentand Early Childhood Develop-ment.Little said the city’s data was

outdated, so they “decided togain a better understanding

over time of how many peoplewe are dealing with and look torepurposing our interventionsif need be,” she said.The survey found women

would more likely be found inshelters andmenmore likely onthe streets.The data showed that a third

of the respondents were bet-ween 26 and 35 years old – consi-dered any country’s economi-cally active population, shesaid.Of the 1593 who reported on

the length of time that they havebeen on the street, 17%had beenon the street between one and fi-ve years, 15% reported a length

of less than amonth to sixmonths, and 7%had been on thestreet 16 years ormore.Approximate-

ly 15% of thesample reportedbeing on thestreet out of choi-ce, with most re-porting lack ofhousing (26%),the loss of family(18%), substanceabuse (15%), andunemployment

and economic factors (15%) asreasons for their continued stayon the street.The survey showed incomeon

the streets was predominatelygenerated from begging (45%),temporary or contract employ-ment (37%) and social grants(2%).Those in sheltershadmoreac-

cess to temporary employment(43%), social grants (29%) andfewer than 8% resorted to beg-ging on the street.“This is only the beginning of

the process for us. I have tostress that this is not a definiti-ve figure of the number of peo-ple living on the street, but it isa start,” Little said.The next phase is to use the la-

test data with findings of previ-ous surveys and establishtrends that shape the directora-te’s street people interventions..

ty – a Story from Delft, this publication isa collection of biographical stories fromseveral women living in Delft.They are refreshingly positive stories oftriumphover adversity despite all thenega-tive publicity that continues to plague thecommunities of Delft.Most wonderful of all is to see this groupof women/wounded healers becoming rolemodels and signs of hope for Delft.Each of the women speak very openlyabout their lives in what often seemed likean emotional roller coaster. Of course aswell as too much pain, the women eachhave a great deal of resilience.The role played by Sakha Isizwe, theIHOM, YARD and others, in the upliftmentof theDelft community in general and thesewomen in particular, is patently demon-strated in their narratives.Their stories clearly illustrate that heal-ing is not an end in itself. As people becomehealed they become freed to reach out incompassion to others and work for thetransformation of their communities.To read these stories is to be acutelyaware of the role of gender violence thatwomen suffer and endure at the hands ofmen.Also evident is the destructive power ofalcohol and drugs on individuals and com-munities.Guest speaker at the launch which willbe held at the Homecomng Centre inBuitenkant Street, Cape Town, is Ellen Pa-kkes a person who can empathise withthese stories through her own experiences.

munications officer Captain MarieLouw, who lives in Brackenfell, has

more than criminals on the run.Mention her name among police spor-ting circles anywhere in the Western Ca-pe andonewill correlateher immediatelywithmiddle and long distance running inaddition to being the communication offi-cer at the police station, where she hasbeenworking forseveral years.Louw was se-lected as the Na-tional PoliceSportswoman ofthe Year2013/2014 at aprestige event inPretoria on Fri-day 14 Novem-ber.She was cho-sen for the Wes-tern Cape PoliceTeam to partici-pate in theNatio-nal Police Athle-tics Champions-hip during 2013which was heldin Nelspruit,where she parti-cipated in cross country, 800m, 1 500mand 5 000m.She was awarded a silver medal forcross country, a silvermedal for the 800mand a gold medal for the 1 500m.Louw also won a gold medal in the 5000m, and set a national record in the pro-cess.Another feather in her cap is the factthat she has been chosen to represent theSAPSWestern Cape for the past 12 years.

She was also chosen to represent Wes-tern Cape Police at the National Half Ma-rathon Championship in Durban, Kwa-Zulu-Natal.She won the overall women’s divisionfor the SAPS National Half MarathonChampionship andwasalso the first vete-ranpolicewoman to finish the race on theday.During the 2013/2014 season Louw also

participated inthe Western Pro-vince MastersChampionshipand received herWestern Provin-ce colours fortrack events(800m, 1 500mand 5 000m).So far this yearshe participatedin the NationalPolice Half Ma-rathon Champi-onship in Bre-dasdorp and wonthe overall wo-men’s division.She was also thefirst veteran po-lice woman andalso the overall

first veteran woman at the champions-hip, and fifth overall. She also participa-ted in the National Fitness Champions-hip in Bloemfontein and took second pla-ce in her age category.In Secunda, she won a silver medal forcross country, gold for the 800m, 1 500mand 5 000m and also set records in theseevents.She was also selected as Best TrackAthlete for the National Athletics.
