Captain Marie Louw, spokesperson of Bishop Lavis police, says these incidents are cause for great concern as both victims are young and the perpetrators of the crime are youngsters as well. “We urge parents to get more involved in their children’s lives, to monitor their activ- ities and behaviour and to take action where necessary to ensure the safety of their chil- dren,” she says. In the most recent incident a 16-year-old boy from Bonteheuwel was badly wounded in the face after being shot by an unknown man. The incident occurred on Saturday 9 April at about 20:20. “According to witnesses the boy was standing in Jasmine Street in Bonteheuwel when the unknown man fired several shots at him and he sustained a bullet wound to the face,” Louw says. The motive for the shooting is unknown at this stage, however police are investigat- ing whether it is gang related. “We haven’t made any arrests yet, but a case of attempted murder has been opened. We urge anyone with information to come forward or to call the police station. All in- formation will be treated as highly confiden- tial.” In the case of the 14-year-old boy police ar- rested an 18-year-old man who is a known Terrible Joster gangster. Louw says the incident occurred at 12:00 at Modderdam High School. “The suspect according to witnesses jumped the school wall and attacked the vic- tim who was later rushed to hospital where his wounds were treated,” says Captain Louw. She says police are investigating a case of attempted murder and are seeking more information as the victim was not the in- tended target, but was mistaken for someone else. “We are currently investigating addition- al information received,” she says. The suspect will appear in the Bishop La- vis Magistrate’s Court on Monday 18 April on charges of attempted murder.

ABellville South resident claims that illegaldumping in the community is causingdisas-trous conditions.Dhakir Christians, a community worker

of Bellville South, is now calling on the com-munity to help curb these acts of illegaldumping.“The community’s assistance is essential

to catching and deterring illegal dumpers,”he says.Christians says it is the unlawful disposal

of old appliances, furniture, as well as gen-eral household, commercial and industrial

wastes in places other than permitted facili-ties such as landfills and transfer stations.“Dumpers usually dump their garbage on

vacant lots, along utility right-of-ways, onpublic and private lands, and at other nor-mally unattended locations,” he says, add-ing that “the evil” is also taking place on theplay parks.“Dumpers should know that these illegal

dumps diminish the quality of our lives andthe surrounding area. Illegal dumping canthreaten human health, those of our petsand the environment,” he says.

Christians adds that dumps canpollute lo-cal waterways and groundwater, and mostimportantly, cause injury to children play-ing in or around the dumps.“If anyone observes someone illegally

dumping anything, please write down thedate, time and location of incident, descrip-tion of the vehicle and licence plate number,description of person(s) dumping, whatitems or materials were being dumped andif at all possible, take a photo as well. Let’sstand together for a clean and safe commu-nity,” Christians says.

During a roadblock operation Elsies River,police stopped and searched a vehicle andfound a man in possession of a black bagwith an undisclosed amount of mandrax ta-bles, money and tik.Sergeant Esmerelda Pheiffer, spokesper-

son of Elsies River Police, says the road-blockwas conducted at a drughotspot in theprecinct on Thursday 7 April at 12:15.“While busy conducting a roadblock on thecorners of 35thAvenue andOwenRoad, offi-cers stopped a vehicle, a black Audi, withthree occupants, and one of the passengerswas asked to exit the vehicle,” she says.Pheiffer says the passengerhad inhis pos-

session the black bag with the drugs andmoney and on further investigation the po-lice also discovered another passenger hadin his possession an illegal “air gun”.All three suspects were arrested for deal-

ing in drugs and being in possession of anillegal fire-arm.It was later discovered that a total of 88

mandrax tablets and an amount of R2000 incash were confiscated.All the suspects appeared before the

Goodwood Magistrate’s Court on Monday11 April on charges of dealing in drugs andpossession of an illegal firearm.Meanwhile another roadblock heeled

more arrests which took place on Friday8 April at about 13:40.Officers were also called to another inci-

dent in Matroosfontein were an unknownmanwas loitering around anATM in Foun-tain Way.When the police attended the complaint

they drove past the ATM and spotted an un-known man sitting opposite the ATM in anopen field.“The police then stopped and approached

the man who was at the time sitting on oneof the poles at the open field and startedsearching him, and found a 9mm firearmwith seven live rounds in his possession,”Pheiffer says.The 27 year-old suspect was arrested for

possession of an illegal firearm and ammu-nition.

Elsies River police have adopted a “non-stop” approach after the crime preven-tion unit confiscated a large amount of

drugs ranging fromdagga andmandrax tab-lets to mandrax powder.In the most recent incident police arrest-

ed an unknown man in Leonsdale for deal-ing in drugs.Sergeant Esmerelda Pheiffer, spokesper-

son of Elsies River police, says the arrestwas carried out on Monday 4 April at about13:45 when the Elsies River Crime Preven-tion Unit reacted on information receivedfrom the public and went to a well-knowndrug dealer’s house in Avondale Road.“On arrival police searched the premises

and discovered 56 grams of tik, 110 gramsof mandrax powder, 15 mandrax tablets, 25half mandrax tablets, 21 ecstasy tablets and69 grams loose dagga.Hours later police returned to the same

vicinity from where the drug dealer oper-ates and caught another suspect, a man inEpping Avenue, with four grams of tik, two

mandrax tablets and a pack of tik.“With further investigation the police al-

so discovered 70 grams of loose dagga foundabandoned,”Pheiffer says.On the same day later on in the evening

police confiscated about 359 grams of dagga,which they found at two different houses inthe Elsies River precinct while busy withcrime prevention operations.“During these operations six suspects

were arrested and charged for dealing andpossession of drugs,” she says.

Another suspect was also arrested in 40thStreet in Clarke Estate on Sunday 3 Aprilfor possession of an illegal firearm, whenthepolice founda shotgun inhis possession.Pheiffer says police will continue to en-

Despite a tumultuous end to 2015 marked byprotest action and examinations writtenunder trying circumstances, 6894 candi-dates from the Cape Peninsula Universityof Technology will be capped this week.

Fifteen graduation ceremonies will behosted at the Bellville campus. Two ceremo-nies have already taken place and the restwill follow from today (Wednesday) at 09:00,14:00 and 19:00 to Friday 15 April.

A total of 6807 Bachelor, 75 Masters and12 Doctoral candidates will be capped.

CPUT students to graduate

Former finance minister Nhlanhla MusaNene has been announced as the ambassa-dor for Ikamva Lethu – Our Future Fund.

The fund was recently launched by theUniversity of the Western Cape’s StudentRepresentative Council (SRC) and isaimed at raising funds for tuition and aca-demic support for deserving studentswithin the institution.

With an initial pledge of R2m from theUWC and the SRC committing R350 000 oftheir own annual budget, the student lead-ership body has been overwhelmed by theoutpouring support from the institutionand its alumni.

“With the commitment firmly etchedthe development of future leaders havinga role in the campaign that is aimed at

raising R15m for the SRC in 2016, was ano-brainer.

“In the pursuit of personal and nationaleconomic empowerment, few things – ifany – play such a pivotal role as education.The UWC SRC Ikamva Lethu Fund has myfull support,” Nene says.

Blikkiesdorp United Soccer Club re-ceived much needed equipment thathas given the team a much needed con-

fidence boost.Club coach Leon Louw says the donation

– which consists of bibs, cones, whistles,balls, a medical aid kit, water bottle carrierwith bottles, ball bags, goalkeeper gloves,captain arm bands, linesman flags and astorage bin – will help them develop theirskills as soccer players. The equipment wasfunded by the City of Cape Town’s Sportsand Recreation Department.

“We live in a community where people donot have much and what we receive or earnis cherished and we appreciate the dona-tion,” Louw says.

He has been coaching since 2009 and iscurrently coaching the u.12, u.14 and u.16teams. They practice every Monday, Tues-day and Thursday and all games are playedon a Saturday in Heideveld.

“Sport is vital in developing young chil-dren as it does not only keep them fit, butteaches them about team work, commit-ment and discipline,” he says.

The children who play for the club mustbe in school and must be able to balancetheir academics and sport activities if theywant to be part of the club.

“I do not take on anyone who is not attend-

ing school as they should have no excuse tonot get an education,” he says.

“We want them to take both activities se-riously and understand that once you com-mit yourself to something to give it yourall,” Louw says.

He explains that the club was started asa result of all the crime, drug and alcoholabuse in the community to give children theopportunity to vent their frustrations in apositive manner and not be influenced bynegative elements in the community.

“Yes, we have a lot of issues here, butthere is always a way to turn things aroundand through sport we can do that. Our aimis to take children off the streets and showthem there is more to life,” he says.

The club also makes time to speak to thechildren about their personal issues or ifthey have any. Louw, says they have anopen door policy.

“We know that many of the children comefrom broken homes and sometimes find itdifficult to speak to their parents, thereforewe make time to engage with them and theirparents to help resolve any issues theyhave,” he says.

Ward councillor Charles Esau says Louw,who is in a wheelchair, keeps the childrenfrom Blikkiesdorp busy using his own mon-ey to keep the club going.

“He has taught us that it does not matterwhere you come from – what matters iswhere you are going,” Esau says.

who raised her concerns during a walk-about with Western Cape Minister ofCommunity Safety, Dan Plato, in Bonte-heuwel yesterday.About 60 people gathered along the

walkabout route to listen to theminister,who addressed residents about the ongo-ing gang violence and drug distributionand abuse in the community.Agulhus informed Plato that residents

cannot evenwalk towork anymorewith-out the risk of being robbed, whilelearners are also targeted.“Working people are being held up and

stripped of their possessions and whenwe call the police to assist we wait forhours for them to respond. We cannotcontinue to live like this,” she says.Agulhus says the crime was not as bad

as it is now and now that more gangs arebeing formed they seenoend to the crimeand the drug abuse and sale thereof inthe community.“Sometimes they fight and shoot at

each other and we don’t know wherethey get these guns from. That is one ofour biggest concerns – the guns. Whogives it to them? Where do they get itfrom?” she asks.Agulhus further says that police need

to play their part too in fighting crime,but when they are called out they areslow to respond.

“Should someone first die before theycome out? I pay tax and I feel that I donot get the service delivery from the po-lice as I should. We need them as muchas they need us in this fight and we urgethem to take our concerns seriously,”she adds.Plato says he is perturbed by the situa-

tion inBonteheuwel andhopes to find so-lutions by working and communicatingwith residents.“I am currently visiting all gangster

and violence stricken areas and Bonte-heuwel forms part of it. We cannot leavethe violence for the community to dealwith alone – we need to assist them asmuch as we possibly can,” he says.Plato is also concerned about the lack

of reports on the CCTV cameras as thesecameras have been placed strategicallyin crime hotspot areas.“The community is floodedwithCCTV

cameras, yet there are no reports of thecameras picking up on gang violence. Iam calling on theMetro and national po-lice to answer to this as I want to knowwhat the issue is,” he says.“We have the resources right here yet

crime remains high in Bonteheuwel.Something must be wrong and some-thing needs to be done to establishwherethe problem lies,” Plato says.Plato further says those responsible

for the violence are in the minority andneed to be contained as the majority ofthose living in the community are lawabiding citizens.“Our aim is to not only take on the mi-

nority that contribute to crime, but to seethe gang leaders brought to book,” hesays.

and going missing every day remains a keyconcern to organisations such as the PinkLadies, an NGO which deals exclusivelywith getting the word out when both kidsand adults go missing.Dessie Rechner of the organisation re-

cently posted a very practical guide on theorganisation’s Facebook page that givesparents and their children the clearest ideaof what to do in the event of stranger dangerand possible abduction.The information was sourced from the

child at the playground. There are othersaround, but the attacker snatches the childquickly. The child should scream as loudand fast as they can to attract attention, and

fight, punch, kick and claw.“They have to fight with everything they

have inside of them to get away from thisperson that wants to do themharm,” Napol-itano is quoted as saying.In scenario two the child enters an empty

house with no one around and is attackedby a predator.The key here is to escape. Because the

child is alone, there is no one to scream outto. To do that, Napolitano said the childneeds to use the most powerful weapon heor she has: their teeth.“Here, the child needs to bite down on the

attacker’s arm, hand or leg as hard as theypossibly can. The human bite is one of themost devastating things that can happen toyou physically. There can be no mercy; thechild must get away,” Napolitano said.The best way to escape? Fight, bite, flee.In scenario three the child is walking

Willem Jaars (63), along with his wife,Magrieta, had just spent the night outsidein order to get a front row position in thehall the nextmorning, says his heartbrokensister, Sarie Davis, from Phoenix.“The doors had just opened and they both

scurried in to get a chair in the front.”Minutes later he died in this very chair.“He had just eaten a piece of bread and

taken a sip of the coffee they had broughtwith them, before he slowly slumped downnext to her.”His wife called out to him in vain.“White foam appeared around hismouth,

but he was dead,” says Davis.According to her, her brother was a first-

time pension applicant.“Everybody in the area visits this office

to apply for government grants and thelines are unbelievably long. It is always

jam-packed and often scores of people aresent homewhen the day comes to an end be-fore they can reach the front of the line.There is just not enough staff to help every-body.”Davis believes this is what prompted the

elderly couple to spend thenight outside theoffice.He was declared dead when the Kraaifon-

tein police arrived at the Youth Centre.“When I got there later that morning, the

hall was still crowded. My brother’s bodywas carried to the adjacent kitchen whereit was neatly covered with a sheet.“According to his wife he made no com-

plaints of pain or discomfort during thenight. It came as such a shock to her andshe is devastated.”A post mortem was performed, of which

the family is awaiting the results.Ward councillor Grant Twigg was in-

formed of the incident shortly afterwards.“People come as early as possible to be

helped and the problem persists frommonth to month. Something will have to bedone,” he said.

Pensioner dies afterhours in Sassa queue

Officers fromBothasigpolice recentlymadevery good arrests when they arrested twosuspects from Delft for robbery before theink on the docket was completely dry.According to Warrant Officer Dean New-

man, he and colleague Constable JonathanKriel were called out to attend a robberycomplaint in Bothasig.When they got to the scene they inter-

viewed the two complainantswho indicatedthat they had been robbed in an alley nearVryburger Avenue. According to them,they were walking when they were ap-proached by an unknown man who askedthem for a cigarette. When they indicatedthat they could not help him he threatened

them and forced them into an alley wheretwo other men assisted in robbing themfrom their cellphones, clothing and wine.When they gave a description of the sus-

pects, the policemen could not believe theirluck as they remembered that they hadpassed people who fitted the description onthe way to attend to the complaint. One ofthemwas seen runningacross anopen field.After completing the docket they went

In an effort to get more children andtheir parents outdoors and active, theFrank LouwAvenue Park is being up-

graded and equipment will be installedto cater for both the youth and adults.The installation of the equipment and

upgrade forms part of the City of CapeTown’s non-motorised transport (NMT)projects which were identified in 2010.AboutR31m is being spent on this park

and others in the community as well asthe upgrade of Kasselsvlei Road, PeterBarlow Road and the sidewalks.Ward councillor Mercia Kleinsmith

says as a strategic investment plan sheaims to invest, maintain, repair and up-grade the parks and roads to keep the ex-isting systems, services and infrastruc-ture oi good working order.“I have set aside R140 000 of the ward

allocation for the installation of a fenceat Frank Louw Avenue Park which is al-ready completed. The fence will ensurethat less vandalism occurs and that ille-gal dumping can be deterred,” she says.Once completed, the park will be open

at 05:30 and closed at 20:00 by two resi-

dents who have agreed to take turns inensuring the facility is secure.Kleinsmith further says the equip-

ment forms part of the transport depart-ment’s budget. The department will in-stall gym equipment, the groundswill betarred, new seating installed, the skatepark will be restored and games will bepainted on the grounds.“We want to make it as user friendly

as possible so that everyone in the com-munity and visitors to the area can enjoythe space as it is there for them to makeuse of,” Kleinsmith says.She also spent about R200 000 on Lorna

Play park in Glenhaven which was iden-tified as a World Design Capital Project.“We also spent about R100 000 on the

play park in Industry Street and fencedthe park as well and the residents theretoo have taken responsibility of openingand locking the gates to the park.”Kleinsmith adds that the upgrade of

parks enhance the community and it issafe for children to play and for parentsto sit and keep a watchful eye.“In future I will upgrade more parks

fromward allocation andhope that thesefacilities will be used daily by the com-munity,” she says.

The City of Cape Town’s rates estimator,which is available on its valuationswebsite, is now available to residents.

This is to help property owners to assessthe proposed change on the rates portion oftheir municipal bill as part of the generalvaluation process for 2015, the City says.The City recently tabled its draft budget

for the 2016/2017 financial year.This year however, due to the latest gener-

al valuation, the proposed cent-in-the-randon which the proposed rates increases arecalculated, has also been tabled.TheCity is nowproposing that the cent-in-

the-rand reduces by 7% for residential prop-erties.

This is largely due to the total value of thelatest general valuation that has gone up sig-nificantly, City bosses explain.“Although there is still a valuation objec-

tion process under way and the final valuecould be somewhat lower, on the residentialside we have essentially seen a growth of ap-proximately 18% since the last valuation in2012,” says deputy mayor Ian Neilson.“In addition, theCity’s latest general valu-

ation shows that the total valuation of allrateable properties has increased from R911billion in 2012, toR1156 billion in 2015,whichis an important reason for the decrease inthe rate-in-the-rand or the rates portion ofa municipal bill.”

He says the City sets a budget that is need-ed from rates income for essential servicessuch as fire and disaster risk services, streetlights and traffic lights which benefit all res-idents but which do not generate an income.

“The total value of all properties withinthe municipal boundary, according to thevaluation roll, is then used to calculate whatportion of a cent out of the rand value of theproperty is needed to achieve the set budgetneeded from the rates income. If propertyvalues increase, the cent tariff will de-crease,” says Neilson.

He adds that property valuations aretherefore not done to chase a surplus or tomake money out of ratepayers.

“The budget needed for these municipalservices is carefully calculated and propertyrates contribute to this budget,” Neilsonsays.The objection process for the latest gener-

al valuation is still under way and if a prop-erty owner disputes the valuation of theirproperty, a well motivated objection may besubmitted to the City valuer by no later than29 April.In this objection, the property ownermust

They comeupwith aunique social-ly innovative plan, and theGreaterTygerberg Partnership’s (GTP’s)competition turns it into a reality.“They” refers to the participants

in the organisation’s Social Inno-vation Challenge, which the GTPhopes will have significant bene-fits for the Tygerberg region as awhole.“Whilst the top two projects will

each receive R32 000 in funding, allthe shortlisted projects will re-ceive guidance and input from top

international innovation consult-ancy Idea Couture,” said ChrisO’Connor, CEO of the GTP.

The non-profit organisation fa-cilitates collaboration betweenstakeholders in the Tygerberg re-gion to help build social and eco-nomic prosperity.

As part of this mandate, the So-cial Innovation Challengewas con-ceived to help the GTP tackle thesocio-economic problems facingthe region, including unemploy-ment, homelessness, crime, drug

abuse, urban grime, limited trans-port and accommodation.

The competition is open to any-one, provided their solution bene-fits the greater Tygerberg region.

Researchers at Stellenbosch Uni-versity are looking for personswithproblemsrelated to their gam-bling behaviour andwho are inter-ested in taking part in a study ongambling disorder.

The study is conducted by the de-partment of psychiatry.

Several myths surround gam-bling, one of the most common be-ing that the longer you play a slotmachine without a big win, thehigher the chances it will pay outthe next time. Fact is, the slot ma-chine generates a number at ran-dom each time –whether it is a slotmachine at a casino or a limitedpay-out machine at a pub. Darren Lill took top honours on Saturday atthe 99er MTB Challenge after winning the45km men’s event in a time of 02:06:42.

This popular event was well supported,with over 1000 cyclists taking part, settinga new record for the number ofMTB entries.

The 99erMTB Challenge included a 45km,25kmand12kmMTBrace andakiddies’ bike

ride. The women’s 45km event was won byCandice Neethling in a time of 02:28:11with the 25km men’s event going to JamiePenfold in a time of 01:08:53. The women’s25km event was won by Miré Herbst in atime of 01:41:04.

The race is organised and hosted by ElShaddai Christian School in Durbanville.

Together with its sister event, the 99er CycleTour (which took place in February this year),the race is part of themain fund-raising activi-ty of the school. This year entries for the twoevents reached a new record of over 5000.

The 99er MTB Challenge took place on thewine farms of Durbanville, includingAltydge-dacht, Bloemendal, Hillcrest, Contermans-

kloof, Morgenster and Ntida. Both the 45kmand 25kmrouteswere challenging but enjoy-able and tested riders’ skill and ability.The lucky draw prize giving at this year’s

99er MTB Challenge had great prizes up forgrabs, which included a fat bike and cyclingkit worth R10 000, sponsored by Giant Dur-banville.

In die topafdeling het Durbanville-Bellvil-le in sy eerste ligawedstryd van die jaar ste-wige teenstand van die jongeling, Bracken-fell, ontvang.

Maar hoewel die Brakke voorlangs hulman gestaan het, kon hulle nie kers vashouby die Durbies se vaardighede in die agter-lyn nie. Durbell het met 39-13 gewen.

’n Fees van 13 drieë is gesien in Belhar sekragmeting met Primrose, met Belhar rus-tyd reeds met 29-10 voor – en dit het die weggebaan vir die Accordeon Park-span se oor-winning van 41-34.
