    About 50 power lineswere knocked down acrossWayne County and nearly8,000 houses were left with-out power Downriveron Monday afternoon assevere, fast-moving thun-derstorms tore through thearea.

    Damage and problems

    were reported throughoutDownriver, with trafficsignals at some major inter-sections out of commissionand motorists dealing withtraffic flow for themselves.

    DTE Energy said allpower was restored by yes-terday morning.

    One report at 4:30 p.m.Monday about a four-wayholdup at Eureka andMiddlebelt roads in Taylorsaid motorists were han-dling the inconveniencein a courteous and orderlyway by alternating access tomoving through the inter-

    section.Also in Taylor, a work-

    shed was destroyed by a fall-ing tree on Superior Streetat Harold at about 2:30 p.m.A live wire was down in the

    backyard, which was ropedoff by the Fire Department.

    Resident Donald Lonsersaid his wife heard a rush-ing of wind before seeingthe tree falling onto the

    DETROIT A River Rouge School District official hasbeen charged with accepting a bribe.

    According to a complaint filed Monday in U.S. DistrictCourt, the charge is in connection with favorable treatmentof a vendor who provided tutoring services in the 2010-11school year.

    Dolores Ann Reid, executive director of state and federalprograms, allegedly accepted between $10,000 and $20,000,as well as vacations and luxury items, including a flat-screen TV, according to the complaint.

    As part of her post, Reid is in charge of federal Title Imoney that pays for supple-mental educational services

    tutoring for underachiev-ing, low-income students

    among other things.Title I was established

    under the Elementary andSecondary Education Act of1965 and is now part of theNo Child Left Behind Actof 2001.

    The complaint refersonly to the company sheallegedly gave preferentialtreatment to as CompanyF. However, circumstancesand details of the allega-tions are the same as aprevious report in whichReid was said to havegiven her brother-in-law,Brian Flaggs, and his com-pany, Flaggs EducationalAssociates, a lucrativecontract.

    Flaggs was paid $173,000 for services in the 2010-11 school

    year.In an interview with the FBI, according to the complaint,

    Reid admitted to going on a cruise with Flaggs and his fam-ily in 2010 and 2011 that he paid for with his credit card. Shealso admitted to forging the signature of another districtadministrator and receiving between $10,000 and $20,000from Flaggs in 2010 and 2011, the complaint says.

    Reid understood that it was wrong to accept the cash,and that she never should have accepted it, accordingto the complaint. Reid admitted that none of this wouldhave ever happened if the owner of Company F had notreceived preferential treatment from her regarding the SESprogram at the RRSD. ... It was not expressly stated that thecash and gifts were for her assistance in providing prefer-ential treatment to Company F, but it was understood.

    Reid voluntarily signed a written statement admitting to
