3 buildings sealed for violations

By Our Staff ReporterCorporation officials sealed

three buildings in T. Nagar onSept. 10 for building rule viola-tions and unauthorized con-

struction. They were accom-panied by policemen.

The buildings that weresealed are at 2nd Floor, DoorNo. 3, Thyagaraya Road, 22,

Venkatanarayana Road and5, Dhandapani Street. The lasttwo buildings are under con-struction.

An official said that initially

notices were issued to stop thework and restore them to thesanctioned plans. Then anotherset of notices threatening ‘lockand seal’ were issued giving a

month’s time to fall in line. When nothing was done theywere sealed. The official saidthat the builders did not botherabout parking space rules.

“There are many such build-ings in T. Nagar that have vio-lated norms. They are in thequeue, we will get them soon,”he added.

Rajiv’s ghost haunts the legal stables of our countrythat has millions of learned and not so learned who havedoubts about the wisdom of pushing the killers off theprecipice where, after a 20-year stretch in jail, they nowstand on the brink of eternity, thanks to Pratibha’scruelty in refusing Mercy, that marks her as the toughestPresident ever in Bharat.

Amma J’s legal eagles seemed to have thrown up theirarms and told her that the trio awaiting the Indian ropetrick in Vellore could not be saved by her after Pratibha’sadvisers have ordered the ropes. Fortunately, the People’sUnion for Civil Liberties, comprising untrumpeted legalminds who have time to read and discuss LAW in the raw, found that Amma has the right to prevent the grossmiscarriage of justice by requesting the plea for mercy bythe trio to be reconsidered as provided under Sections 54of Indian Penal Code and 433 of the Criminal ProcedureCode which enable the State to consider fresh petitions forcommutation of death sentence to any other punishmentunder the IPC.

The High Court’s Division Bench must have discoveredon its own that human rights in the abstract is not on callon the day when the Bench was moved to throw the ropeinto the rubbish heap but that the Constitution and theI.P.C and the Cr.P.C. have humane provisions that canprevent law being laughed at when, for one offence, twopunishments are imposed, namely a 20-year free labourfollowed by death. No crime provides for double punish-ment for a single offence. Article 20 of the Constitutionshould be understood as en embargo against snailing for20 years and then asking the hangman “Come on , bringthe rope”. That would be one life sentence plus deathsentence.

The Division Bench saved, at least temporarily, notmerely the killer trio, but also the law of the land andjustice. Let this episode be the harbinger of the totalabolition of the troglodite practice of tit for tat and anexample of using law to humanise errant ones. Any foolcan kill!
