The Agastiyar Temple onRaja Street in T. Nagar, whichwas taken over by the HinduReligious and Charitable En-dowment (HR & CE) Depart-ment on Jan. 25 on the groundof ‘gross mismanagement’, hadbeen run for about 60 yearsmore as an ashram and a de-funct astrological bureau thana temple.

It was started as an ashramin 1940 and registered as asociety in April 1943 by 12persons for running a NaadiJothida Nilayam. Over time, itbecame a full-fledged templeand now has several sannidhis.

In October 1947, the thenCommissioner of HR & CEBoard brought the temple un-der the board’s control as perthe HR & CE Act 1926. Butthe decision was challenged inthe High Court which set asidethe Commissioner’s order.

The court had then observedthat the ‘Board’s prematureinterference has really ar-rested the slow and gradualevolution of shrine into a publictemple’.

Why HR & CE Dept. took overAgasthiyar Temple

In June last year, the de-partment’s Asst. Commis-sioner held an enquiry in thetemple following a spate ofcomplaints from members ofthe public alleging misappro-priation. The official found thatthe place no longer served asan ashram and that a full-fledged temple was function-ing.

It was also found thatKumbhabhishekam had beenperformed for the temple onthree occasions with generouscontributions from philanthro-pists and devotees.

Though the ‘ashram’ man-agement raised funds on vari-ous occasions, the accountswere never audited, a seniorofficial said and added that in-vestigation will be made on theamount collected from thepublic. “The temple has sixpriests and there was no oppo-sition to the department’s de-cision to exercise administra-tive control of the temple fromany quarter,” the senior offi-cial said. TAMIL CINEMA 75 -A LOOK BACK

INTRODUCTIONEver since ‘Kalidas’ (the first talking picture, colloqui-

ally known as ‘talkie’), began to talk and sing, late in 1931,music has been part and parcel of Tamil Cinema whichhas, over the years, gathered strength, scaling and con-quering peaks and more.

Today, music (which includes songs, background musicscore, musical special effects and such) plays a great partin the production of Tamil Cinema. Songs of a movie are bigsellers. Described as ‘audio releases’, the songs are re-leased with much pomp and circumstance by the producersand audio-distributors well before a film is released, and itis big business. Computer disks, video discs, digital videodiscs and other formats sell in large numbers not only inthis part of the country where Tamil is spoken, but alsooutside the geographical borders of the nation, crossingseas, oceans, mountains and all. They cater to a growingmarket in many countries of Asia like Sri Lanka, Singaporeand Malaysia, the United Kingdom and United States ofAmerica, not excluding Canada where, today, a largenumber of Tamil speaking people have settled down andlook forward to listening to Tamil film songs - not only ofthe latest releases, but also the songs rendered by greatsingers of the past 80 years.

Incidentally, Tamil Cinema has just completed 80 years,having taken its bow way back in 1931. However, it is amatter of regret that, till today, the Tamilnadu govern-ment has not taken any effort to celebrate the great event,nor taken steps to document the history of this vibrantmedium. It is all the more surprising and even sad that thetwo political parties (DMK and AIADMK) which have, byturns, occupied Fort St. George, the seat of power, since1967 (having made their way and captured political poweronly by exploiting the medium of cinema), have donenothing till today.

Many singers - some of them were also successful actorsand stars - lyric writers, music composers, instrumentplayers and many others have contributed to the richgrowth of music in Tamil Cinema over the years. There arealso off-screen background singers (who are not seen onscreen, but their voices are heard). Some of these havebecome stars in their own right, enjoying a greater degreeof popularity than the onscreen stars, actors and actresses.This interesting situation known as ‘playback singing’ issomething unique to Indian Cinema and, today, it is amultibillion rupee industry and still growing.

This new series makes a modest attempt to narrate theinteresting, fascinating and absorbing history of musicand musicians in Tamil Cinema since that fateful day inOctober 1931, when a Tamil song was heard from a moviescreen at first in Madras at a cinema called ‘KinemaCentral’ (renamed later as ‘Murugan Theater’). Life hasnever been the same again for the local people.

This historic site has been recently demolished givingaway perhaps to a shopping mall. Sad, perhaps, but sotrue. It is not commercially viable today to run a singlescreen theater in this age of multiple screens, shoppingmalls and such, which have now become the order of theday. Many popular cinema theaters which had earned aplace in the hearts, souls and minds of people have van-ished for ever. Only the nostalgic memories still live in theminds of folks.

**** ***** *****Somewhat interestingly, the first Tamil talking and sing-ing picture ‘Kalidas’ was not exactly a hundred percentTamil film. It spoke not only Tamil but also sang and spokeTelugu and, more surprisingly, even Hindi! Strictly speak-ing, it could be described as the first multilingual motionpicture of India! Indeed it was advertised in the press as a‘Tamil-Telugu Talking Picture’. How did this happen?Thereby hangs a tale worth narrating ....

A man posing as a policemanconned two recently engaged soft-ware engineers of Rs. 65,000 inT. Nagar on Jan. 29.

Police said that around 10 p.mPrashanth (26) and Anushya (24)(names changed) were in their carwith the windows closed on LodhiKhan Street near Pondy Bazaarwhen the ‘policeman’, with a flash-light in hand, banged on the door.

Prashanth lowered the windowglass to be confronted by a ‘po-liceman’ who told them he hadfound them in a compromisingposition.

Prashanth immediately got outof the car and told the man thatthey were getting married in amonth and had come there buyclothes.

The man, however, got into theback seat and asked Prashanth todrive to the police station. Theyoung couple apparently apolo-gized but the man appeared un-moved, police said. Prashanth thenstarted the car and drove as di-rected by the ‘policeman’ whoasked him to stop near an ATM,a police officer said.

A compromise was struck andthe man promised not to pursuethe case if they gave him money.

Prashanth, who feared the inci-dent would become known to hisfamily, accepted the ‘deal’ andwent into the ATM booth.

The ‘policeman’ stood outsidewith their mobile phones whileAnushya sat in the car. Prashanthreturned with Rs. 65,000 whichthe ‘policeman’ accepted and van-ished, police said.

Prashanth later told some friendsabout the incident. They advisedhim to go to the police. Prashanthwent to the SoundarapandianarAngadi police station where herealized he had been cheated. Acase was registered.

velopment Authority has jus-tified the lock and seal driveagainst illegal and unautho-rized commercial buildings onRanganathan Street andUsman Road in T. Nagar andhas said fire safety measuresin these buildings are not ad-equate to meet emergencies.

A submission to this effectwas made by R. Venkatesan(CMDA Member-Secretary) inhis counter-affidavit before theFirst Bench hearing the cases.

The Bench, comprising ChiefJustice M. Y. Eqbal and Jus-tice T. S. Sivagnanam, is hear-ing a batch of cases both forand against the demolition ofcommercial buildings whichwere sealed on Oct. 31, 2011pursuant to court directions.Maintaining that notices call-ing for explanations supportedby relevant documents andbuilding plans were issued toall land owners in the area, thecounter said that there waseither no reply from the viola-tors or the replies were vagueand not backed by documents.

on September 1, 2008the counter said, “In many ofthe sealed buildings, fire safetymeasures are not adequate dueto (a) no fire fighting installa-tions provided and (b) no set-back space available all roundthe building for movement offire unit/high rise building lad-der unit”.

It also cited a report by theFire & Rescue Services De-partment which stated thatdue to heavy traffic getting to

vulnerable spots is difficult.The multi-storied and spe-

cial commercial buildings didnot have enough water stor-age for exclusive fire fighting.“It is clearly evident that nofire safety measures are avail-able in Ranganathan Streetand Usman Road area of T.Nagar,” the counter said.

It also denied the shop-own-ers’ contention that the regionhad been classified as contigu-

ous stretch where leaving set-back space is not required. “Asper the government approvedDetailed Development Plan(DDP), this area is known asRajaji Nagar area DDP, whereone stretch of the land alongthe Ranganathan Street aloneis classified as contiguous built-up area. Majority of plots inthis area are all non-contigu-ous building category,” it said.

Reiterating that the lock andseal drive gained momentumowing to court orders and thecourt-appointed MonitoringCommittee’s directions, thecounter said all necessary pro-cedures were followed beforethe sealing orders were issued.It wanted the case of the com-mercial building owners to bedismissed. The matter is sched-uled to come up before the FirstBench for further hearing nextweek.
