Even as the announcementwas being made in MambalamRailway Station, a panic-stricken couple accompaniedby two children entered theStation Master’s room at 2 p.m.With tears rolling down hischeeks, the man declared thathe was Hussain, the father ofthe child.

Narrating the ordeal that hefaced in tracing the child,Hussain claimed that he hadrealised that the girl was miss-ing only after the train reachedSaidapet Station.

Instead of boarding aBeach-bound train, he gotinto a train going in the oppo-site direction, S. Maharajan(RPF Sub Inspector) said.“Thereafter, Hussain took anautorick-shaw to T. Chennai Metropolitan Develop-ment Authority (CMDA) issued‘lock and seal’ notices to 10 highrisecommercial structures in T. Nagarand other areas in the city lastweek and plans to send similarnotices to 22 more buildings in aweek.

These buildings are among thefirst set of 48 multi-storied (com-mercial) structures whose appli-cations for regularization were re-jected by the monitoring commit-tee in 2007. Despite issuing demo-lition notices, the CMDA couldnot proceed with its enforcementsince the issue was sub judice. After the Supreme Court vacatedthe order of status quo in March onthe Madras High Court verdictstriking down the regularizationschemes introduced by the DMKGovernment, the committee lastmonth directed the CMDA to be-gin its enforcement.

“Fresh ‘lock-and-seal’ noticeswere issued last week to 10 build-ings in areas like Arumbakkam,George Town and T Nagar. Thebuilders have been given a monthto restore the buildings to theiroriginal plan or vacate the pre-mises,” a CMDA official said.Since the notices were being issuedafter four years, the enforcementwing inspected all the 48 buildingsand took note of their present sta-tus. In a few cases, the applicantshad re-submitted fresh evidence

to prove they had rectified the‘errors’ and the committee regular-ized the buildings with certain con-ditions. Some builders had madefresh representations to the com-mittee and a few others were in theprocess of making appeals.

In the coming months, the moni-toring committee plans to focus onanother set of 42 buildings, to whichdemolition notices were drafted in2007, but not issued to the buildersdue to the promulgation of ordi-nances by the then Government.Notices will also be sent to 64 high-rise commercial buildings in T Nagarthat were found to have violatedall development norms. The com-mittee also said that 50unauthorised multi-storied build-ings that came up after July 2007would be covered in the presentdrive.

In the absence of adequate staffin the CMDA’s enforcement cell,

the committee recommended for-mation of a special task force com-prising officials from local bodies,TNEB, Metrowater Board, Fire &Rescue Service, and police depart-ment. Report courtesy The Timesof India

NO HOLDS BARREDBy M. A. SADANAND

After a sunless month in Bengaluru, during which I musthave treated the good old body to a beggarly repast of justa micrograin of Vitamin D, my old bones made themselvesraucous by filling my subconscious with the unsung song“Oh to be back in Madras” which has filled me withsunshine since 1946 when mother envisioned a greatfuture for her 4 children and moved to this burning cityfrom the perennially wet Kannur.

What is anathema to me seems to be the best fertilizerfor the scamy politics embodying the disembowelment ofthe good earth having iron ore foundations. So, thirsting forthe unique gift of nature that the Madrasi gets, Lakshmi,I and my son Devanand, who is Associate Creative Direc-tor in Ogilvy &Mather in Bengaluru, hopped into theShathabdi train hoping to replenish the lost Vitamin D ofthe last one month. Son was not on a D-pilgrimage,because he is one, had he been an Eskimo, would be sittingduck to an AC salesman. The city junction gave us atearful send off with a silken drizzle.

The black coated Train Ticket Examiner materializedsoon. Lucky chap to have a woolen coat I thought. He wasnot checking anything but was merely running his penover the tickets. Perhaps for drawing worms and pupa, thechap is paid thousands! Laloo, as Railway Minister, knewa trick or two to make everybody happy and became anauthority on business administration in demand all overthe world! Such benefactors of mankind do not last in ascammy world. Laloo must be eating humble fodder thesedays.

The T.T.E. got promoted to seats 20, 21, 22 and, unableto believe his eyes, he reverentially whispered to me, “Sir,are you Sadananda?”

”No Sadananda - a mere ordinary Sadanand! And I amnot even a Gowda but a warrior Nayar 20 years older thanyour brand new CM! Hope he finds platinum mines. Aren’twe all getting sick of the lesser ores?”

He moved on, dreaming of the platinum-ringed finger ofhis wife.

Then the food procession began. At 9-30 in the nightwhen we detrained, even Madras had no Vitamin D to offer. That’s a gem of an idea when Laloo makes a come backafter the scamers cancel each other out!

By Our Staff ReporterThe Tamilnadu Government plans to

construct multi-level parking facilitiesnear Panagal Park in T. Nagar and nearFlower Bazaar Police Station on N. S. C.B. Road in Broadway.

This was announced by K. P. Munusamy(Rural Development and Municipal Ad-ministration Minister) in the Assemblyon Aug. 18 while replying to the demandfor grants for his department.

An area of about 1600 sq. meters (7grounds) on Bashyam Road adjacent toPanagal Park has been earmarked forthe T. Nagar project. The mode of execu-tion will be design, build, operate andtransfer (DBOT).

The draft plan prepared by a consult-ant recently for re-development of T.Nagar had suggested setting up of anautomated parking system.

Detailed project reports will be pre-pared for both the projects, the Ministersaid. Both the sites are now being used byshoppers and traders for parking vehicles.

Chennai Corporation had earlier at-tempted to build an underground parkinglot in the Corporation playground onVenkatanarayana Road in T. Nagar butthe plan was strongly opposed by resi-dents. The Madras High Court struck

down the proposal and the Corporation’sappeal was dismissed by the SupremeCourt in October last.

Residents of T. Nagar blame the high-rise commercial buildings for the chaoticconditions. A study by the Corporationand CMDA in 2007 revealed that not one

of the 64 commercial multi-sto-ried buildings on North UsmanRoad, Ranganathan Street, G. N.Chetty Road, Thyagaraya Roadand Venkat-narayana Road hadprovided adequate parking spacefor customers.
