The proposed R118 000 000 redevelopment of the park, is under the loupe as the Draft Basic Assessment Report (DBAR) is available for comment for all interested and affected parties. The revised DBAR was made available on November 1 and the comment period will close on December 1, 2015. If given the green light, the project, called the Kabeljauws Beach Housing Development, will see close to 80 residential units rising from the ashes of the once popular caravan park frequented by both national and inter- national tourists. It is estimated that the brick work will com- mence before the end of the year and that the handover will take place in August 2016. The new owner, Pieter Nortje from the PJ Nortje Family Trust, bought the land from Braam Lamprecht in April 2014. According to the DBAR, the anticipated CAPEX value of the project on completion is estimated at R118 000 000, with an expected annual income of R655 200. THE controversial, dilapidated Kabel-jauws Caravan Park is in the spotlightagain.

The proposed R118 000 000 redevelopmentof the park, is under the loupe as the DraftBasicAssessmentReport (DBAR) is availablefor comment for all interested and affectedparties.

The revised DBAR was made available onNovember 1 and the comment period willclose on December 1, 2015.

If given the green light, the project, calledtheKabeljauwsBeachHousingDevelopment,will see close to 80 residential units risingfrom the ashes of the once popular caravanpark frequented by both national and inter-national tourists.

Fawkes, marked on November 5, was increasingly associatedwith activities that posed a danger to both people and animals.A common practice is the launch of fireworks.“It is illegal to launch fireworks in the Kouga region. We

would like to call on residents to refrain from doing so, as itposes both a fire hazard and traumatises pets to such an extentthat they can injure themselves,” the Mayor says.An evenmore dangerousGuyFawkes tradition is the swing-

ing and burning of tyres.“Tyres aremade of toxic compounds. When you burn a tyre,

poisonous gases are released into the air and inhaled by thosein the vicinity. Babies, children, the elderly, asthmatics andimmune-suppressed individuals are vulnerable to these pollu-tants. These include people with TB or HIV/Aids,” she ex-plains.“Burning tyres are also a serious fire risk and cause signifi-

cant damage to our roads and sidewalks.”Residents are asked to help spread the message of a crime-

free and safe Guy Fawkes for all. Those breaking the law bylaunching fireworks or burning tyres can be reported to themunicipality’s emergency number on 042 291 0250 or the near-est police station.We pose this question: Why do we even “celebrate” Guy

PERSONS wishing to apply for any drivers or vehicle li-cence are now required to submit proof of residence alongwith their application to the Traffic Department.This is in terms of amendments to the National Road

Traffic Regulations, 2000, which were promulgated on Oc-tober 31, 2014.The amendments came into effect this week on Novem-

ber 1, 2015.According to a media release from the Department of

Transport, the purpose of the amendments, contained inRegulation 32A, is to ensure that all people registered onthe eNaTIS traffic system, receive their vehicle and driv-ing licence renewal notices or any other traffic-relatedcommunications timeously.Only utility accounts will be accepted as verification of

applicants’ postal and residential addresses. In the eventwhere the applicant is not the person in whose name theutility account is issued, the person in whose name theutility account has been issued must make an affidavit oraffirmation declaring that the applicant resides at the ad-dress. The affidavit or affirmation must be accompanied

by the utility account of the person in whose name it hasbeen issued.Applicants who reside at an informal settlement or in

a rural areamust submit a letterwithanofficial date stampfrom the ward councillor or local tribal authority confirm-ing the postal and residential address of the applicant and/or an affidavit confirming proof of residential address.Applicants are further reminded that proof of their full

names, identity numbers or business registration num-bers is also required. Any form of official identificationcan be used for this purpose, such as a valid SouthAfricanID or passport or, in the case of foreign nationals, a trafficregister number certificate.Companies or close corporations are also required to

submit proof of the full names, identity number or nation-ality of the proxy or the manager of the company and/orthe person who is authorised to represent the companyin all business relationships or to enter into a transactionon behalf of the company or close corporation, togetherwith a duly completed proof of business address by anyduly authorised person.

THE Humansdorp Police Station recently launched theirRapidResolutionResponse Project (RRRP) aimed at build-ing a playground for over a 1 000 children in Gill Marcus,Humansdorp.

According to Sgt. Monja Nel, the community wants tomorally uplift the local children by redirecting their atten-tion from drugs and crime to play and education. “TheRRRP committee members would like to create a play-ground for the youth in the area, so that they can use theirenergy in a positive way - playing in a safe environment,”says Nel.“By creating a safe and secure playground, the negative

obstacles that contribute to the moral decay of our youth

will be reduced. Furthermore, good friendships will bebuilt among one another.”According to Nel, RRRP members will be responsible

for the upkeep of the playground and an adult will bepresent at all times when children are playing. There willalso be special holiday programmes such as playball, soc-cer, rugby and netball, as well as a variety of creative pro-grammes and life-skills training such as CPR, self-defenceand road safety.“It is our vision to have the playground completed by

the end of November for the December school holidays,”says Nel.To make this project become a reality, the RRRP com-

SOME48 skilled employment opportunitieswill be created during the construction phaseof the project, while unskilled employmentopportunities are projected at 30, as well assix new unskilled employment opportunitiesduring the operational phase of the project.

The value of these employment opportuni-ties during the operational and constructionphase is expected to be R3 900 000 per annum,while the current value of the employmentopportunities during the first ten years is an-ticipated to be R7 200 000.

The proposed development will consist of22 row house units, four beach front singleresidential units, 32 apartment units, 11mixed-use units, a gatehouse and one mixed-use area that will be used as a function venueand office. Other design infrastructure in-cludes a pool, security fencing around the de-velopment, a grassed play terrace and emer-gency storm water detention area, an irriga-tion dam, and services and fire truck access onDa Gama Road with a refuse collection area.

A stormwater overflow detention area is al-so proposed to excess water retention within

the proposed development area.The proposed stormwater interventionwill

include the initial maintenance of existingcut-off channel and inlets south of the Kabel-jauws Beach site with concrete constructedaround the inlet, as well as catchpits and out-lets. A new culvert and pipe water will be in-stalled under Da Gama Road. Furthermore,a new detention pond will be constructed toaccommodate stormwater overflow from DaDama Road.

The previous owner of the Kabeljauws Car-avan Park, Braam Lamprecth from Anchor’sRest Investments, applied in 2006 for authori-sation to develop a hotel with 36 rooms, 221resort units, shops, a restaurant, a clubhouseand 384 parkingbays on the said erf.His appli-cation was turned down by the Departmentof Economic Development and Environmen-tal Affairs.

The Kouga Municipality sold the erf to thedeveloper on condition that it be rezonedfrom Private Open Space to Special Businessand consent use for general residential build-ing.

THEKruisfonteinRugbyClub is all geared upfor theirLegendsCupRugbyFestivalwhichwillsee ten teams battling it out for top honours atthe Humansdorp Country Club on November 7.

Apart from being crowned the winners, thewinning team will walk away with a total ofR20 000 in prize-money.

The Legends Cup, now in its second year,is aimed at honouring those sporting legendswho have contributed to the upliftment ofKruisfontein and its residents.

The day will kick-off with two local juniorteams taking to the field at 08:00. They will befollowed by the senior teams at 09:00.

The defending champions, Spring Rose,will face some stiff competition in the cut-throat nature of the knock-out format fromcompetitors Progress, Gardens, Harlequinsand African Bombers. Adding to the mix areKouga teams Humansdorp United, JeffreysBay, Loerie and Patensie Barbarians.

According to Kruisfontein Rugby Club sec-retary Elton Juba they received an over-whelming number of entries, but could only

accommodate ten clubs. “It is our goal to growthe festival annually,” says Juba.

Partnering with Woodlands Dairy for a sec-ondyear in a row, aswell aswith SouthAfricanBreweries, the event promises to be even big-ger and better than last year.

In addition to the Legends Cup, the Kruis-fontein Rugby Club Golf Day will take placeat the St Francis Links on November 14,while a gala banquet will be held at Lombar-dini Game Farm on November 21 with SARugbyUniondeputy presidentMarkAlexan-der.
