Besides generating clean and re- newable energy, the wind farm project will directly benefit local communities through the Red Cap Kouga Community Development Trust - a broad-based ownership scheme, which will ultimately hold a 26% shareholding in the project company funded through a R120- million Industrial Development Corporation loan. “The Trust will participate in the revenue stream earned from the sale of electricity. Over the life of the project this will inject in excess of R250 million into health, welfare, education, local infrastructural and enterprise development projects for the direct benefit of the local com- munity, which includes some of the country’s most historically disad- vantaged and economically margi- nalised citizens,” said Mark Tanton of the 100% South Africa-owned and managed renewable energy develop- er Red Cap Investments. Red Cap will also supplement these Trust funded programmes with its own community upliftment projects.

AS protest over the much-opposed wind farm gatherpace, the Kouga Munici-

“Die meeste inwoners van Humansdorp is bejaard, endit maak hulle uiters kwesbaar. Hulle lewens kan nie soin gevaar gestel word nie. Dié kwelpunt is dringend enons as belastingbetalers wil die straatligte dadelik herstelhê.”

Volgens Prinsloo is baie mense ook al in die strate aan-geval omdat dit so donker is.

“Daar loop baie mense in die strate rond wat wil moei-likheid maak,” het Prinsloo gesê.

“Die kwessie is al male sonder tal onder die aandag vandie munisipaliteit gebring, maar hulle kom kyk net nadie probleem en niks verder word gedoen om die ligte regte maak nie.”

Volgens munispale woordvoerder, Mfundo Sobele, isdaar verskeie redes waarom die straatligte buite werkingis.

Van die redes sluit in kabeldiefstal, vandalisme en mo-toriste wat teen die lamppale bots en sodoende die helegeaffekteerde gebied in donkerte laat.

“Ons probeer ons bes om foutiewe straatligte so gou asmoontlik te herstel. Dit sal ons ook baie help indien in-woners foutiewe straatligte onmiddellik onder ons aan-dag bring,” het Sobele gesê.

“Ons is tans besig om verskeie ligte in die area te her-stel.”

UNEMPLOYED residents ofOcean View have declared waragainst waste.

For the past month more than80 volunteers have been helpingto keep the streets and sidewalksof their home area clean.

Kouga Executive Mayor BooiKoerat commended ward coun-cillor Eric Mahlatini, his wardcommittee and Community De-velopment Worker (CDW) Ntom-boxolo Makwethu for their suc-cess in rallying together theircommunity.

“Illegal dumping and casual lit-tering are big challenges in areassuch as Ocean View,” he said.“The municipality has clean-upteams working in the areas, butwe need the support of communi-ties if we are to succeed in beauti-fying our area.”

The Mayor said the commit-ment shown by Ocean View’s

clean-up volunteers was inspi-ring.

“The number of residents in-volved in this initiative has actu-ally been increasing, whichshows how many people there arewho want to make a positive dif-ference in the lives of our people,”he said.

“We are grateful to these resi-dents for leading the way. It is atrue example of residents takingownership and responsibility forwhat has been given to them.”

He said the municipality wouldalso continue hosting awarenesscampaigns in communities whereillegal dumping and casual litter-ing regularly occur.

“Waste doesn’t fall from thesky; it is thrown down by humanhands. It is those same humanhands that have to power to pre-vent waste from becoming a pro-blem in our communities.”

Hy is later op die toneel dood ver-klaar. ’n Nadoodse ondersoek sal uit-gevoer word om die presiese oorsaakvan sy dood vas te stel.

DISCOVERY has teamed up with theNational Sea Rescue Institute (NSRI)to help keep South Africans safe atsea, with the donation of a DiscoveryRescue Runner to the Sea Rescue vo-lunteers at Station 37, Jeffrey’s Bay.

The NSRI is benefitting from Dis-covery’s sponsorship of state-of-the-art Rescue Runners imported fromSweden. Each craft represents the la-test in sea rescue technology globally,and is designed specifically for rapid-ly reaching people at risk in the surfand evacuating them quickly and ef-fectively.

A Rescue Runner, which can beused by a single rescuer, can belaunched at swimming beaches usinga quad bike. Its jet propelled which al-lows it to be used in a bathing area

without placing other bathers at risk.Each Rescue Runner can carry fourpeople at a time, but can also be usedas a floating platform for up to eightpeople until larger rescue boats ar-rive.

“The NSRI has been providing a vi-tal rescue service since 1967 and Dis-covery is proud to be a partner withan organisation that shares our phi-losophy of saving lives,” said Immacu-lata Matjila, Discovery’s Deputy Gen-eral Manager of Advertising andSponsorships.

“We have dedicated our business tohelping all South Africans leadhealthy lives. And we also believe inthe power of prevention. The Disco-very Rescue Runners we have spon-sored represent the best available

anywhere in the world.The sponsorship has so far seen

three Discovery Rescue Runnerslaunched each year for the last fouryears.

“Getting to a casualty as fast as pos-sible is essential. When you are in thewater, every second counts,” said IanWienburg, NSRI CEO.

The NSRI is manned by 980 dedica-tedvolunteers andcomprises of 92 res-cue craft and 27 rescue vehicles at 32coastal rescue stations and three in-land rescue stations.

Die helder stemmetjies van die agtgr. R-leerders van die Primêre SkoolBoplaas, vul die lug soos wat hulledié dankie-liedjie oor en oor sing ter-wyl hulle om hulle nuwe klaskamerdans.

Vir die eerste keer sedert dieplaasskool, geleë tussen Humans-dorp en Kareedouw, sy deure in 1965oopgemaak het, hoef die gr. R-leer-ders nie ’n klaskamer met ouer leer-linge te deel nie.

Dit danksy Living Water, ’n nie-winsgewende organisasie wat hoof-saaklik op donasies van individue en

organisasies staatmaak.Volgens Herman Stoffberg van

Living Water kan die kleintjies noubeter onderrig en meer individueleaandag kry.

Boplaas se twee onderwysers, dieskoolhoof Lizette du Plessis enMaryke Serfontein, is net so verheugoor die nuwe klaskamer.

Volgens du Plessis, wat in 2003 asskoolhoof aangestel is, is daar reeds’n duidelike verbetering by die gr. R-leerders te bespeur. “Hulle kan noureeds hul naampies skryf en tel wan-neer hulle in gr. 1 kom, wat voorheennie die geval was nie.”

Volgens Serfontein, wat die beginvan die jaar by Boplaas aangesluithet, maak dit nie saak hoe groot hulleas onderwysers droom oor verbete-ringe by die skool nie; sonder die

ondersteuning en hulp van die ge-meenskap sal dit nutteloos wees.

Die plaasskool het altesame 32leerders van gr. R tot gr. 6. Dieskool is tans besig om aansoek tedoen vir die goedkeuring van ’ngr. 7-klas.

Living Water woeker nou omfondse in te samel vir die op-rigting van opgegradeerde toiletge-riewe by die skool.

ander inisiatiewe aangepak omfondse in te samel sodat ons diekerk kon bou. Dit was vir ons asfamilie ‘n groot en belangrike pro-jek,” sê hy.

Plaatjies se man, Booi, is 27 jaargelede oorlede. Saam het hulle 11kinders gehad waarvan nege steedsleef.

Sy het 33 kleinkinders, 53agterkleinkinders en 17 agteragter-kleinkinders – ‘n hele “kerkvol”,soos Michael dit beskryf.

STADIGE groei in die land semelkproduksie en die stygendevraag na suiwelprodukte kandaartoe lei dat melkprodusentetot soveel as R4 per liter melk kry.

Die Melkprodusenteorganisasie(MPO) sê in ’n oorsig oor marktoe-stande dat daar in Januarie vanjaar’n geringe afname in melkproduksiewas in vergelyking met Januarie

verlede jaar.Dit laat die MPO tot die gevolgtrek-

king kom dat produsente R4 per litermelk kan ontvang.

“Hoewel die toename in produk-siepryse die druk op boere sal verlig,sal dit na alle waarskynlikheid nielei tot hoër produksie in die komendeherfs en winter nie,” lui die MPO seoorsig.

Daar word beweer dat die suiwel-mark met tussen 4% en 5% per jaargaan groei met die vraag na waarde-toegevoegde produkte wat die groot-

ste groei gaan toon.Wat die in- en uitvoer van suiwel-

produkste betref, sê die MPO dat to-tale invoer van suiwelprodukte ver-lede jaar met 23% toegeneem het ter-wyl uitvoer met 39% gestyg het, metaanduidings dat die groeitendens inuitvoer sal voortduur.

Dit blyk dat daar in Januarie van-jaar 15,7 miljoen liter suiwel-produkte ingevoer is terwyl uitvoerop 9,7 miljoen liter te staan gekomhet.

Op internasionale vlak het die sty-

ging in suiwelproduksie nie gelei tot’n groter oorskot aan suiwelpro-dukte nie aangesien daar ’n bedui-dende groei in uitvoer wêreldwydwas.

Na verwagting sal die groei inuitvoer voortduur terwyl Europesevoorraad op lae vlakke is en hulle nietussenbeide kan tree om die groterinternasionale vraag na suiwel-produkte te absorbeer nie.

In die eerste twee maande van van-jaar was daar ’n geringe daling inprodukpryse, maar pryse is steeds

hoër as wat dit tydens die resessie-tyd was.

Hoewel die globale finansiële on-sekerheid steeds bestaan, sal dieskerp styging in vraag na suiwel-produkte uit Asiatiese lande enigedaling in vraag uit Eerste Wêreld-lande oorskadu.

Daar heers tans kommer by dieMPO oor die beskikbaarheid vanmielies vir veevoer tot tyd en wyldaar met die stroop van die huidigeaanplantings van mielies beginword.

Melkboere kry dalk meer as vraag styg

DIE omset en bedryfswins van Clo-ver het met 7,2% en 6,8% in dielaaste ses maande van 2011 gegroei.

Die maatskappy het Dinsdag (13Maart 2012) sy halfjaarlikse re-sultate vir die tydperk van Julie2011 tot Desember 2011 bekend ge-maak.

Johan Vorster, hoof uitvoerendebeampte, het die geleentheid geo-pen deur op te merk: “Ek dink baievan ons wens dat dit dié tyd vol-gende jaar kan wees, want dan salons eers die volle impak van onsCielo Blu-projek kan sien.”Die syfersDie groep se omset het van R3,3 mil-

Soja-aanplantingshet met 20% toege-neem van 390 000 hain 2010 tot sowat 450000 ha verlede jaar.Die totale opper-vlakte waarop GMkatoen geplant is, hetegter konstant geblyop 15 000 ha.

DIE Suid-Afrikaanse landbousektor is aandie herstel, toon die landbou-indekse vanSake24 enBoEPrivateClients seprovinsialebarometers.

Waar daar wel ’n afname in aktiwiteitwas, was dit hoofsaaklik te wyte aan natuur-verskynsels soos droogtes en dieresiektes.

Mike Schüssler, hoofekonoom van Econo-mists.co.za, sê by die interpretasie van dielandbou-indeks moet in gedagte gehou worddat die sektor op kort termyn baie wisselval-lig kan wees en daarom word daar eerdermet die langer bewegende gemiddeldes ge-

werk.Dit blyk dat KwaZulu-Natal se land-

bousektor die ergste deurgeloop het onderdroogtetoestande en die uitbrekingvan bek-en-klouseer, veral in die noordelike gebiedevan die provinsie. Die provinsie se indekshet in Januarie op ’n jaargrondslag met 4,8%gedaal.Beesvleis sebydrae tot die indekshetmet 50,7% afgeneem en suiker s’n met 7,8%.

Die Wes-Kaapse landbouindeks het in dieoorsigtyd met 1,5% gedaal en daar was ge-ringe aanpassings in die wyn- en dievrugtebedryf. Koring het goed gevaar enskaapvleis het met 10% verbeter.

Die Oos-Kaapse landbouindeks het op ’njaar- en driejaargrondslag gedaal, maar in-

ligting dui op ’n draaipunt. Verskeie subsek-tore toon ’n verbetering ná die wisselvalligeweer die afgelope tyd. Die indekspunt virgroente- en vrugteverbouing – ’n groot deelvan die landbousektor – het op ’n jaargrond-slag met net 2% gedaal.

Die indeks vir gewasse soos mielies, son-neblom, koring en sorghum het egter met9% gedaal en verskeie groente-subsektorehet ge-ringe stygings getoon.

Die landbou-barometer vir die Vrystaattoon op ’n jaar- en driejaargrondslag ’n af-name in aktiwiteit. Dit kan toegeskryf wordaan die vertraagde lewering van graan, veralkoring, en die nagevolge van Slenkdalkoors,wat ’n invloed op skaaptroppe gehad het.

VRUGTEBOERE in die Langkloof is baieopgewonde oor vanjaar se oes. Die gehaltevan die vrugte kan hulle tot soveel asR700 miljoen op buitelandse markte in diesak bring.

“Dit is moeilik om ons boere se opgewonden-heid en hoop vir die toekoms te beskryf, maarek is seker almal van ons het heelwat tyd opons knieë deurgebring uit dankbaarheid virhierdie goeie oesjaar,” het Andre de Witt,voorsitter van die Langkloof-boereverenigingaan Die Burger gesê.

“Hierdie is ’n maak of breek seisoen vir baieboere in die gebied. Nadat hulle sowat R53 mil-joen se infrastruktuur wat deur die oor-stromings beskadig is, moes herstel, het diedroogte daarna die gebied vir meer as tweejaar gewurg.”

De Witt meen die finale oes kan sowat 50%groter wees as die beste sowat vyf jaar gelede.Dit was voordat die gebied van 160 km² eers

deur hewige oorstromings in 2007 en toe ’n kri-tieke droogte geteister is.

Sowat 80 kratte appels per hektaar wordvanjaar op meer as 6 000 ha geoes. Van die an-der boorde is 720 ha onder peerbome, 194 haonder pruime en 250 ha onder perskes en nek-tariens.

“Afgesien van die 12 500 permanente werk-ers is bykans 2 000 tydelike werksgeleenthedegeskep om met die insameling van die oes tehelp,” het De Witt gesê.

“Dit beteken dat landbou in die gebied tanselkedagkos opdie tafel plaas virmeer as 58 000mense.

Die sukses van hierdie oes sal, volgens DeWitt, egter slegs in ’n klein mate kan vergoedvir die skade van die afgelope paar jaar, toedaar feitlik geen inkomste genereer kon wordnie, en die feit dat tot dusver geen hulp van diestaat ontvang is vir die vloedskade nie, ten spy-te van etlike samesprekings met die regering.

“Met die somer-pruime en pere reeds geoes,kyk ons hier na ’n toename van tussen 30% en40%, die beste in die afgelope vyf jaar. Die 2012-oes word gekenmerk deur buitengewone goeie

gehalte en grootte.“Ek glo egter die kersie op die koek vir die

boere sal die appeloes wees, met ’n verwagtetoename in produksie van so hoog as 50%.

“Plaaslike markte het in die tydperk Desem-ber tot Februarie ’n effense afname in die ver-koop van vrugte ervaar, hoewel een super-markgroep se verkope met sowat 47% afge-neem het, hoofsaaklik in die geval van pere,pruime en nektariens.

“Ek glo egter dit is net ’n tydelike tendens,”het De Witt bygevoeg.

Uitvoermarkte se pryse nie so baie nie, endie verwagting is dat die uitvoere goeie prysesal behaal ondanks die feit dat Europa steedsin ’n resessie vasgevang is, het De Witt gesê.

Piet Kieviets, van die plaas Eve Brandplase,het gesê landbou is die grootste werkskepper indie Langkloof omdat dit so arbeidsintensief is.

“Die goeie oes het gevolglik ’n groot bydraegelewer met die skep van die tydelike werksge-leenthede. Op ons plaas strewe ons daarna omnie net poste te skep nie, maar om diegene watvir ons werk te bemagtig en op te hef,” hetKieviets gesê.

THIS week the Property Poserpanel addresses a reader’s issuewith a property management com-pany.

He writes that he ended his home-owners’ association’s (HOA) man-date with the company, which wasresponsible for administration andaccounting services.

The HOA had become dissatisfiedwith the service provider and, despiteefforts by the company to improve,the situation became untenable. Therelationship was terminated in orderto appoint a new property manager.

Unfortunately, says the reader, thepaperwork handed over to the new

person was in an absolute mess.Nothing had been reconciled and alldocuments were simply placed in abox and delivered.

He says the new accountant is una-ble to reconcile the information pro-vided in this fashion. Despite contact-ing the former service provider’s supe-riors, no effort has been made to assist.

The reader is concerned that hisremedies against the errant compa-ny will be frustrated as its manage-ment is closely involved with the Na-tional Association of ManagingAgents of South Africa (Namasa).

Namasa does make provision for acomplaint system by way of a com-plaint referral, says Wanda Hayes

from Huizemark Jeffreys Bay.“It does, however, sound like the

body has been approached for assist-ance but to no avail.”

As a Section 21 company, HayessaysNamasa’smemberswouldmerelyhave to abide by its rules and, as such,it would probably “lack the teeth” toassist him. “This could become a civilmatter against the property manage-ment company as it’s a case of failureto perform under a contract.”

Hayes says the HOA would haveplaced the property managementcompanyon terms toperform, failingwhich notice of cancellation of theagreement would have been given.

“If the contract makes provision

for an arbitration clause, and assum-ing this clause is still valid despitethe contract being cancelled, it couldbe used to settle the matter withouttaking it to civil court.”

This is why the terms and condi-tions contained in theagreementwillbe of utmost importance, says Her-man Pieterse from Jan Visser Attor-neys in Jeffreys Bay.

“Hopefully it made provision forwhat happens at the termination ofthe agreement, and how and whenthe management company is to re-turn the information and paperworkbelonging to the client.”

According to the client, the associ-ation had paid its fees up to Decem-

ber. “Yet, they are in no position todetermine what their position is re-garding the financial year-end. Thismay be an indication that their workwas not up to date.”

TheHOAmay thereforeneed to ap-point amore specialisedperson inor-der to reconcile all information andenable the new accountant to pro-ceed, says Pieterse.

“The costs incurred could be re-coverable by taking steps, whethercivil or by way of arbitration, basedon the breach of contract caused bythe underperformance of the previ-ous management company.”

THE PE Branch of the Morris Mi-nor Owners Club will host the bi-annual National Rally at Cape StFrancis Resort from March 18 - 22.

More than 110 members fromSouth Africa, England and New Zea-land have registered to attend the

Rally. In total 52 Morris Minors willparticipate.

From 9am to 12 noon on Wednes-day, March 21 at the Fountains Re-gionalMall in JeffreysBay thepublicare invited to view the cars and votefor the Morris they like best. The 52Morris Minors will be on display at

the FNB entrance and the public areinvited to look at the vehicles and ‘in-spect’ them.

Each Morrie will have a number inthe window. Competition entryforms will be available and the pu-blic will vote for the Morrie theyliked the best. At 12 noon all the en-

tries will be counted and the Morriewith the most votes wins the “Peo-ple’s Choice” competition. The entryforms of all those who voted for thewinning car will be given to theShopping Centre Management, whowill draw a lucky winner. The prizehas been generously sponsored by

Gabriel Jewellers from the Mall.During the display of the Morries,

a skills driving competition will alsobe held and the public are invited towatch. It will take place next to thedisplayed cars.

Kouga houhalfmarathon

AGE triumphed over youth asthe NMMU 1 alumni beat theNMMU 3 students 14-10 in aclosely contested A-section fi-nal at the SPAR-NMMU NetballTournament in Port Elizabethon Saturday.

The season-opener, which tookplace at the university’s Second Av-enue Campus, attracted a record 53teams from across the Metro.

Although the students led by agoal at halftime, it was experiencethat eventually won the day for astrong senior side, which featuredformer Protea players ZaneleMdodana and Lana Krige.

Mdodana represented South Af-rica at last year’s World Cup,while Krige is a former vice-cap-

tain of the national team and cur-rent SPAR-NMMU head coach.

The university’s netball ma-nager Theresa le Roux said theyoungsters played a fast and ex-pansive game, but their momen-tum was curbed due to a numberof unforced errors. “A lot of ballswent out of court because theytried risky passes.

“The older players, on the otherhand, stayed calm and stuck totheir gameplan, playing the shortpasses and making sure they gotthe ball through to the shooters.”

The university’s netball chair-person Melinda Goosen said thetournament, which had grown sub-

stantially due to SPAR’s involve-ment over the past three years, wasthe club’s biggest event of the sea-son. “They’ve come on board andadded to this tournament in sucha huge way. All the clubs now wantto come and play here.”

Goosen said organisers hadbeen overwhelmed by the grow-ing response – 36 teams had en-tered the previous year.

In another joint initiative, theSPAR-NMMU netball club willhost a coaching clinic at GrensHigh School in East London onFriday, one of a series of clinicsheld throughout the Eastern Cape.
