Fadi, Municipal Manager of Kouga Local Municipality, here- by certify that the annual budget and supporting documentation have been prepared in accordance with the Municipal Finance Act and the regulations made under the Act, and that the annual budget and support- ing documents are consistent with the Integrated Development Plan of the municipality. This statement is included in the annual budget report as presented at a council meeting last Thursday. However, according to the chair- man of the Jeffreys Bay Residents As- sociation, Paul Hjul, the annual budg- et is fatally flawed and most definitely not in accordance with the IDP. “For example, according to the an- nual budget, the municipality has made provision for a revenue collec- tion rate of at least 95%, but accord- ing to the IDP this percentage is only targeted to be reached by 2016/2017,” said Hjul. The IDP makes provision for a re- venue collection rate of only 80% this financial year, 85% for both the fi- nancial years ending 2014 and 2015, 90% for the 2015/2016 financial year, and then only 95% the following fi- nancial year. “By law the annual budget must map the IDP. This flaw in the budget can, and will most likely, result in yet another disclaimer from the Auditor General. It, furthermore, puts the in- tegrity of the municipal manager at risk,” said Hjul. “During a workshop before the ac- tual council meeting it seems consen- sus was reached to increase the pro- vision for bad debts to 10% from the initial proposed 4%. Although this does not have any affect on residents, it shows an absolute lack of adequate financial planning, as well as that the budget is so fatally flawed that the municipality will not be able to achieve the required outcome.” Another point of concern for Hjul is that the draft budget was not avai- lable for public scrutiny, although it was stated that the draft budget as ta- bled before council on March 28 will be available at all libraries for com- munity consultation. According to Hjul, he went to the Jeffrey’s Bay li- brary and could not find one draft budget and it appears this is the case in other areas as well. “At the council meeting, during which the budget was supposed to be discussed, both political parties - the ANC and DA - behaved like children and were more concerned with sco- ring browny points against each other, instead of performing their function by providing good govern- ance to the people of the Kouga,” said Hjul. “Ultimately the Council scored an own goal in excepting, without proper consideration, a budget that contradicts the official municipal planning document.” The Kouga Municipality could not provide comment at the time of going to print. Municipal budget ‘fatally flawed’ PLANS FOR ECO CAMPUS UNVEILED Global Leadership Academy unveiled their plans for their multi-functional Eco Campus, that will take shape opposite Fountains Mall, on Tuesday. The campus, to be build at a cost of R150 million, will consist of a modern day educational facility with an international green rating - encompassing a school, sports facilities and housing for 250 learners. The campus will be fully sustainable, energy efficient and environmentally friendly. The Eco Campus will be constructed on 7.5ha of prime property near Fountains Mall, that was donated to GLA by Buchner Provest in April 2010. It is still un- known when construction will start. Rape accused sentenced to 12 years

SIYABONGA Elvis Dyonase (19) was sen-tenced in the Humansdorp Regional court toan effective 12 years imprisonment for the rapeof a 14-year-old girl.

According to Lt Col Priscilla Naidu, on June11, 2011 the victim was waling with two otherfriends in Kareedouw when they were ap-proached by the two teenagers. “One of theteenagers went to the victim’s friend and start-ed to assault her for no apparent reason. Theaccused then approached the 14-year-old girland he too started to assault her,. The thirdfriend, a boy, ran away,” said Naidu.

“The accused then dragged the victim tonearby bushes and raped her while his friendwent off with the other girl.”

Two cases of rape was opened by the teenagegirls. The case against the second boy is stillpending.

Thieves sentenced to six years

THREE Humansdorp men were each sen-

tenced to six years imprisonment in the Hu-mansdorp Regional Court for stock theft.

According to Lt Col Priscilla Naidu, inMarch this year the owner of a farm in Hu-mansdorp received information about animalblood found at a nearby camp on the farm.

“Upon investigation, the owner found the in-testines of animals left behind. It was laterestablished that four Meriono sheep, valued atR8 000, were slaughtered,” said Naidu.

The three accused Hannes De Beer(37), JoeySalters (34) and Godfrey Swartbooi(39) werepositively linked to the crime and were sen-tenced to 6 years imprisonment.

Humansdorp man sentenced forculpable homicide

AYANDA Bushwana (34) from Humansdorpwas sentenced to an effective five years impris-onment for culpable homicide.

According to Lt Col Priscilla Naidu, at ap-proximately 9.10pm on August 13 a 42-year-oldman and the accused were seen arguing out-side a tavern in KwaNomzano.

“According to the witness, Bushwana pulledout a knife and stabbed the victim severaltimes. The injured man stumbled to his house,where he collapsed and died,” said Naidu.

The accused was arrested the following dayand charged for murder.

Motor vehicle theft hits Jeffreys Bay

A total of three motor vehicles were stolen inJeffreys Bay over the last weekend.

According to w.o Petra Els, a Nissan Sentrawas stolen at the Fountains Mall ShoppingCentre, while two Toyota’s were stolen at theTecoma parking area and in Kabeljouws Roadrespectively. No arrests have been made, butthe Vehicle Investigation Unit from Uitenhageare investigating these cases.

“Ensure that your vehicle is properly lockedand that the alarm or any other anti-theft de-vice are activated,” said Els.

’n Aansoek is in Maart by die Kouga Munisi-paliteit ingedien vir die oprigting van ’n 60 me-ter hoë Cell-C selfoonmas en beheerstasie operf 2899 in Sea Vista, Kaap St. Francis.

Volgens Dirk Franck van Warren PettersonPlanning, wat vir die oprigting van die selfoon-mas verantwoordelik is, is dié projek nog in dieadverteringsproses en sal briewe aangaandedie projek binnekort aan aanliggende inwo-ners gestuur word.

“Die omgewingsimpakstudie is reedsgoedgekeur omdat die grond uiteengesit vir dieprojek in die industriële gebied val. Nou wagons net vir die groen lig van die munisipaliteitvoor daar met die oprigting van die beoogdeselfoonmas begin kan word,” aldus Franck.

Die inwoners in die gebied het egter intussenhul misnoeë oor die beoogde selfoontoring uit-

gespreek. Hul grootste bekommernis is diegesondheidsrisiko wat die toring onder meervir hulle sal inhou.

“Ons is baie bekommerd oor die hoeveelheidbestraling waaraan ons blootgestel gaan wordindien die selfoontoring opgerig gaan word,”het inwoner Andries Botes gesê.

Nog ’n inwoner, Susan Kleinbooi, is weer be-kommerd oor watter invloed dié toring op elek-triese toerusting soos televisies en mikrogolf-oonde sal hê.

Volgens Laura-Leigh Randall, munisipalewoordvoerder, is die proses nog nie afgehandelnie en het die munisipaliteit sedert eindeMaart nog nie weer ’n woord van die aansoekergehoor nie. “Die firma, Warren Petterson Plan-ning, moet eers die toestemming van die eie-naars van die omliggende erwe kry vir dieoprigting van die selfoonmas. Daarna moetdaar weer ’n advertensie geplaas word vir pu-blieke insae oor die algemeen. Dié toestem-mingsbriewe en kommentaar moet dan aan diemunisipaliteit oorhandig word. Sy het gesê kinders speel soms in die wateren “’n mens weet nooit wanneer hulle siektesopdoen nie.”

Charl Ferreira, algemene bestuurder vanHankey Sitrus, het gesê hulle is bewus vandie situasie en probeer ook al geruime tyd dieprobleem regstel.

“Die stormwaterpype in die buurt oor-spoel soms weens die bykomende water vandie pakhuis. Ons het vandag (verlede Dins-dag) nog pype begin lê,” het Dave Ngobane,munisipale voorman van paaie in dieHankey-gebied, gesê.

WHAT has become a vandalised R21 mil-lion white elephant since 2009, will now behome to a new bakery and soup kitchen -easing hundreds of children’s hunger.

The vandalised neighbourhood centre inOcean View - aimed at creating an area wherelocal small business people would have tra-ding space - has recently underwent a faceliftat the hands of the charity organisationVictory4All (V4All).

This facelift forms part of V4All, founded byJohan and Astrid Vos, newest project: a ba-kery and soup kitchen that will feed hundredsof hungry tummies in the area.

“After many hours of hard labour the com-pletely vandalised buildings at the taxi rankare almost ready to finally be taken into use.The new bakery and soup kitchen, supplyinghealthy food, will be a real help for the chil-dren of Ocean View and Tokyo Sexwale,” saidJohan Vos as all the last minute preparationsare being made.

“We have already started with the bakerysome weeks ago, but we first have to get theprocess of baking the bread under control. Atthe moment it is going very well. The bakerywas our first priority as three Dutch bakerscameall theway from theNetherlands to trainsome of the V4All volunteers earlier in May.They showed us how to use the machines, aswell as how to bake bread.

“Furthermore, we are in the process of buy-ing all the equipment to be able to start withthe soup kitchen in the near future.”

According to Vos, the main aim of theproject - which will be mainly run by volun-teers - is to show God’s love by feeding the hun-gry children of the local informal settlements.

“We as V4All, alone have between 400 and450 children attending either our play school,primary school, are in our foster homes or areat the Rainbow Centre in Humansdorp. Manyof these children are very hungry during the

day. You can try to teach children somethingat school, but your brain also need healthyfood to develop.

“Besides our schools, we also want to reachout to other schools in the informal settle-ments, as well as the many crèches in the ar-ea.”

The soup kitchen will start of by supplyingwarm and healthy food to the needy childrenin the informal settlements of Jeffreys Bayand Humansdorp once or twice a week, andlater on every day of the week.

“The capacity of the bakery is around 1 000loaves of bread per day. So we hope and prayto be a blessing for thousands of children eve-ry week,” said Vos.

Vos continued that it is their dream thatthis project will be such a huge success, thatthey will also be able to feed the sick peopleof the area in the near future.

“Like all the other Victory4All projects, thebakeryand soupkitchenare totally dependenton donations. We truly need the help of thecommunity to make a success of this project,whether it is monetary or goods,” said Vos.

Not only does McClachlan High School inJoubertina boasts some of the best athletes inthe Kouga region, but they now also have ayoung budding filmmaker in their midst.

Some are convinced that there must be some-thing in the water, but those who know better,shake their heads and say the secret lies in thehealthy apples produced in the area.

Sixteen-year-old Nathan Meyer, a grade 11-learner at McLachlan High School, has been se-lected to take part in the Eastern Cape inter-school film-making competition, Nab’Ubomi -which means ‘This is Life’ in Xhosa.

Out of hundreds of entries submitted bylearners from across the Eastern Cape, onlytwelve screenplays have been selected. Thesescreenplays will be filmed and aired on televi-sion later this year.

Nab’ubomi is an inter-school writing compe-tition for Grade 11 learners that has been run-ning in the Eastern Cape since 2007.

An initiative developed and run by MandelaBay Pictures in Port Elizabeth, Nab’ubomi issupported by the SABC, the Eastern Cape De-partment of Education and the National Filmand Video Foundation in South Africa.

The selected writers get the opportunity todirect their own films and a learner crew from

each school is given the chance to be trainedat a film camp in the roles of director, producer,camera, sound and work behind the scenes.

Meyer is surprised how far he has come inthis competition with his screenplay titled “Isit worth to be in?” which in short is about a betthat turned into true love. According to Meyer,a high school boy desperately wants to be popu-lar and to impress his friends, but comes to therealisation that being popular does not neces-sarily mean that you are happy.

“Not in my wildest dreams did I ever thinkthat I will win this competition, I just wantedto take a chance and see how far I get. I initiallyentered the competition to learn more abut thework of a director,” said Meyer who was in-spired by the drama moderator, Johan Hatting,and his drama teacher, Janine Kritzinger. “Atfirst, I did not think my mom was serious whenshe told me the good news. I was very happyand excited, but was too scared to be too exciteduntil by drama teacher confirmed the wonder-ful news. I was so glad that I smiled all day long.

On July 25, Meyer and four other learnerswill embark on a film camp where they will betaught the finer skills of filmmaking.At the endof that month a film crew will visit the schoolfor one day during which Meyer’s screenplaywill be filmed. Learners from McLachlan willplay the roles in the film.

Meyer has always dreamt of studying mar-keting, but now, after winning the competition,he is considering doing a course in film studies.

Been & Had, a second hand shop in St Francis Bay believes in giving back to the communi­ty. Started in October last year, this shop is a set off point for locals to sell their unwantedgoods at reasonable prices. What sets Been & Had apart from other second hand stores,is that they do not buy any goods, but locals can bring their goods to the shop and onceit is sold, they pay a certain percentage to Been & Had. With donations received fromlocals, the owner Perl Stead and her right hand Lana Josling were able to raise fundsfor non­profit organisations in the community. Tydens die verfilming op 30 Mei het die leerders die geleent­heid gekry om te sien hoe werk ’n produksiespan, asook om hul ouers tegroet op kamera. Die leerders is verfilm waar hulle besig was met werk in hulklasse. Die laerskoolkoor het ook hul buiging voor die kameras gemaak.Tydens die aand se verfilming het van die leerders deelgeneem aan die sang­kompetisie, terwyl ander weer hul slag gewys het met ekspo, redenaars,drama en dans. Na ’n spanningsvolle uur of twee is Tanya Swanepoel (graad10) as die wenner aangewys, maar soos in menige kompetisie was daar ’nkinkel in die kabel. Nog twee deelnemers, Amber Bruintjies (graad 9) enMiencke Strydom (graad 1) het deurgedring na die finale rondte in Johannes­burg op 29 Julie. Lenro Stoltz, ’n begaafde lied-jieskrywer en sanger wat hom harten siel in sy musiek uitleef, het sopas sy debuut CD, liefde lewe tyd,vrygestel en sy liedjies kan al opverskeie radiostasies regoor Suid-Afrika gehoor word. Stoltz se trefferliedjie, “Lewe jouLewe”, weerspieël sy passie , uit-bundige kreatiwiteit, ondersoe-kende denke en veral sy groot liefdevir sy familie en die lewe. VolgensStoltz het die liedjie onverwags eenmiddag oppad terug van Mosselbaaisaam met vriende gestalte gekry.

“My een vriend het my aan-gemoedig om my eie liedjies te skryfen te sing. Ek het my sakboek uitge-haal en die eerste helfte van ‘Lewe

jou lewe’ het net uitgevloei,” hetStoltz, wat ’n plaas net buite Hu-mansdorp besit, gesê.

“Die liedjie is oorspronklik vir mykinders geskryf, maar dit is ook viralmal daar buite - almal kan ’n bood-skap uit die liedjie kry, jy moet netna die woorde luister en dit volgensjou omstandighede interpreteer.

“Die kernboodskap is dat va-naand is vandag verby en gister lêklaar in die verlede. Dit is belangrikdat jy jou lewe voluit lewe en die be-ste van elke geleentheid maak. Be-proef alles en hou die goeie.”

Hy beklemtoon verder dat dit be-langrik is dat ’n mens drome moet hêen nie doelloos deur die lewe gaannie. “Die lewe gaan nie net oor geldnie. Om geld na te jaag put jou uit enwanneer jy eendagoud is, besef jy datjy nooit jou lewe geniet het nie.”

“Sandy”, die tweede liedjie vanStoltz se pennevrug, is spesiaalgeskryf vir sy vriendin wat onlangsmet kanker gediagnoseer was. Dieliedjie gee klank aan menigte sevrese en vrae: “Hoe sou ek kon dinkdat dit ooit kon gebeur dat iemandso naby my hierdie dinge moes be-leef. Dat iemand soos jy hierdieberge moes klim ... Vrees het jousoos die vyand geheers. Sou dit joulaaste Kersfees wees?”

Volgens Stoltz was sy oupa ’nmens wat geglo het dat die maklik-ste manier om jou liggaam te helpom gesond te word, is om ten alle tyepo-sitief te wees. “En ek glo Sandyhet gesond geword omdat sy haarken hoog gehou het en altyd positiefwas.”

VISITORS to the annual Absa Kirk-wood Wildsfees, held in associationwithDStv,willbegettingevenmorevalue for money this year.

The organisers have kept all fees at2011 levels, while increasing the rangeof experiences and entertainment forthe whole family for 2012.

It will run from Friday, June 29 toSunday, July 1, 2012.

“In solidarity with our visitors andstallholders during tough times, wehave not increased the gate entrancefee or that of the exhibitors and foodoutlets,” says festival director JenniHonsbein.

“We have been able to achieve thisbecause many of our suppliers have al-so frozentheircosts,andalsodueto theadditional sponsorship attracted bythe Wildsfees, which is now in its 11thyear,” she says.

The Absa Kirkwood Wildsfees is acommunity project run through a non-profitcompanyandallprofitsmadeareploughed back into community basedprojects.

This year’s Wildsfees includes a fullprogramme of entertainment, as wellas the experience of shopping at over300 specialist stalls, wild rides, wildanimals, wild shows, and the annualwildlife auction.

Visitors will also experience a festi-val of firsts. For the first time the festi-val is hosting a “mohair journey”. De-signs fromTheNelsonMandelaMetro-

politan University (NMMU) and ModeUniversity in Japan’s collaborationprojects will be on show, along withothermohairproductsandlivegoatsina Mohair South Africa exhibition.

Another first is the staging of a dra-matic production, “My Naam is EllenPakkies,” a riveting story of a motherfromtheCapeFlatswhokilledherTik-addicted son. Ellen is portrayed by Vi-nette Ebrahim – known as CharmaineMeintjes in 7de Laan.

On the lighter side, Quattro – “anItalian Flavoured Review” will be seenon stage in the Eastern Cape for thefirst time. Many of the artists appear-ingonstagewill be in theEasternCapefor the first time this year.

Headline acts include Karen Zoid,Snotkop, Arno Carstens, Elvis BlueValiant Swart, Romanz, Emo Adams,and Chris Chameleon and his bandwill ensure that the festival ends on ahigh note.

On the wild side, baby crocodilesmake their appearance for the firsttime in the “Walk on the Wildside” ex-perience,wherevisitors canalso touchsnakes, owls and other raptors. “TheAddo Elephant National Park displayis always a highlight of this attrac-tion,” says Honsbein.

Penguins will also be seen inland inKirkwood for the first time, with theSouth African Marine Rehabilitationand Education Centre (SAMREC) giv-ing demonstrations and talks on reha-bilitation and the plight of the highly

endangered African penguin.There will also be talks on the con-

trol of predators. “And, of course, wewillbefocusingonthefightagainstrhi-no poaching – which is unfortunatelyanother first at the festival,” she says.

This year’s Absa Kirkwood Festivalincludes an expanding agriculturalshow, which will be used by suppliersto introduceanumberofnewproducts,

while the car show – the biggest in theEastern Cape – will include a numberof new models.

Wine lovers will find new vintagesand varietals in the Kyknet LeefstylPlein - the place where food lovers willalso be able to savour new tastes andflavours.

“Kids can also go wild in the Yum-Chum Kidz Zone, so everyone is wel-

come to join us the Absa KirkwoodWildsfeesbroughttoyouinassociationwith DStv,” says Honsbein.

The most energy-hungry appliance,the geyser is responsible for up to 39% of monthlyelectricity bills. • Keep warm this winter by dressing appropriately,use blankets, hot water bottles and insulate yourhome. Hot beverages will go a long way in keepingyou warm. Get your winter kit on, no need toswitch on.

via die internet “besigheid” te doen.Ek besluit toe om via ’n reis-agent-skap in Jeffreysbaai navrae te doen.Ek is deur ’n baie oulike dame gehelp,wat baie moeite gedoen het en waar-voor ek baie dankbaar is.

Toe ek navrae doen oor die visum,is ek vertel dat die agentskap gebruikmaak van ’n baie betroubare manwat die paspoorte vir die visum-aan-soek self by die agenskap kom afhaal,en dan daarmee na Kaapstad gaan, enna omtrent ’n week kom die persoonweer terug met die voltooide visum-aansoek in die paspoort. Ek wou toeweet of die paspoort veilig is in diehande van die persoon, en die ant-woord wat ek ontvang het, is dat daarnog nooit enige probleme met hierdiepersoon ondervind is nie. Ek wou toeweet of ek enige waarborg kan kryrakende my paspoort.... sal alles ge-doen wees?... sal die paspoort betydsterug wees? Hierop is ek geantwoord:“ongelukkig kan ons geen waarborgegee nie, maar daar was nog nooitenige probleme nie.”

Ek is toe weer na die agentskap ommy kaartjie te betaal, maar ’n anderdame was daar en het my gehelp. Mykaartjie is toe nie betaal nie, maar ko-stes van R456 is van my kredietkaartafgetrek, iets wat nooit met my be-spreek was nie. Ek was baie ongeluk-kig hieroor, maar het ’n paar dae lat-er ’n telefoonoproep van ene Hermanontvang. Hy het my duidelik laat ver-staan dat die agentskap ’n francise isen dat hulle geen waarborg kan geenie.

Ek is weer na die agentskap en hettoe gepraat met die dame wat vir mydie eerste keer gehelp het. Ek hetweer vrae gevra oor die visum-aan-soek. Hierdie keer is daar vir mygeantwoord dat die paspoorte by diekantoor afgehaal word en dat die per-soon dit na Port Elizabeth se lughaweneem en dit daarvandaan per vlieg-tuig na Kaapstad gestuur word en byKaapstad is daar iemand wat die sakby die lughawe ontvang, en daardiepersoon neem die paspoorte na dieambassades. Wanneer die visum aan-soeke voltooi is word alles weer pervliegtuig na Port Elizabeth gestuur,en dan via die man wat dit afhaal nadie agentskap gebring.

Hierdie dinge klink nie vir my regnie. In die eerste plek moet die aan-soeker persoonlik na die ambassadegaan, want die aansoek moet daarvoltooi en ingevul word, en ’n vinger-afduk/vingerafdrukke van ’n eersteaansoek vir ’n visum moet by die am-bassade self gedoen word.

Ek is baie ontsteld oor hierdieagenskap. Volgens die inligtingwat ek van die agnetskap ontvanghet, skriftelik, sou die prys van dievisum vir my ’n ekstra R1 512gekos het, wat alle kostes rakendedie paspoort sou insluit, die manwat die paspoorte na Kaapstadneem, die betaling vir die uitreik-ing van die visum. Ek het dieAmbassade in Kaapstad telefoniesgeskakel en hulle het my meege-deel dat daar ook ’n Ambassade inPort Elizabeth is en dat dievisum-aansoek my slegs R654 salkos.

Daar word beplan om ‘n SarahBaartman-sentrum teen ‘n koste vanR168 miljoen op te rig. Lees ek dit reg:R168 miljoen?

Is daar regtig so ‘n oorskot van geldin hierdie land dat “as die departe-ment kuns en kultuur nie daai geldhier bestee het nie, sou hulle ditelders in die land bestee het” (Laura-Leigh Randall.

Dis ‘n astronomiese bedrag.Waar kom dit vandaan? Hoe wordgeld aan die nasionale departe-ment van kuns en kultuurtoegewys, en met watter doel?

Vir wie gaan dit werk skep enhoe volhoubaar gaan die werk-

matigste monument en museum ge-bou word, waarop ons almal trots salkan wees.

Vir die res, R150 miljoen, kan fa-brieke en opleidingsentra gebouword (hulle kan maar Sarah Baart-man se naam ook daaraan koppel)wat die werkloses en armes uit hullenood kan ophef, en wat vir hullekinders volhoubaar ten beste salwees.

Daaroor sal ons almal opgewondewees, want dan skep ons ‘n toekomsmet hoop.

THE Association for Persons for PhysicalDisabilities - Kouga (APD-Kouga) will holdan all-day Golf tournamet on June 16 at theSt Francis Bay Golf Club.

“The purpose of this event is to raisefunds not only to try and obtain a suitablevehicle for the transportation of disabledpersons, but also to help equip the APD-Kouga wheelchair repair workshop,”said Lawrence Delport, APD-Kougachairman.

The format of the competition is that ofBetter-Ball Stableford.

Sponsors have the opportunity to pur-chase a tee or a greet at R500. This will enti-tle them to display the company’s advertis-ing material at the golf tournament.
