Theft hits ratepayers hardMONIQUE VERMEULEN
THE Kouga Municipality is losing 8% of itsyearly income to illegal electricity connec-tions - and the municipality has admitted thatit is losing a “war” with residents who stealcables and hotwire power connections.
While the Kouga municipality is putting mea-sures in place to combat this, it is facing a mas-sive task under tough circumstances as thosewho do not have power refuse to wait in the darkwhile others have light, so they illegally gleanelectricity from the wires serving the connected.
“Despite our attempts to curb electricity theft,it remains a serious challenge,” said Mfundo So-bele, municipal spokesperson.
“Apart from contributing to holes in the mu-nicipal budget, the practice can lead to the lossof lives - be in innocent children or adults, orthose who install these illegal connections.”
During a recent visit to Tokyo Sexwale, mem-bers of the Jeffreys Bay Police came across a housein Oliver Thambo Street that was illegally supply-ing electricity to all the surrounding shacks.
“No electrical boxes were found in theseshacks, only open live wires connected with cir-cuit breakers. And although the sun was shiningall the lights were on, music were playing andpots were cooking on the stove,” said w.o Petra
Els from the Jeffreys Bay Police.The case was reported to the municipality.Sobele said whenever they find illegal connec-
tions, the necessary punitive measures are taken.“The municipality is in possession of a list of allthe houses were tampering has happened, butdue to the strike, we have not been able to takeaction as swiftly as possible. Under normal cir-cumstances we disconnect immediately. Thishouse will be no exception.
“In an attempt to deal with electricity theft wesend out teams to do ad hoc inspections at houses.When we find that the owner of the house has vio-lated the rules by tampering with the box, we im-mediately disconnect and issue a fine of R1 000,which is payable to the local magistrate. A secondoffence will result in a R1 500 fine and a discon-nection and a third offence shall result in a per-manent disconnection.”
According to one woman, whose house is con-nected illegally, municipal officials and council-lors are aware of these illegal connections, but noaction has been taken yet.
She claimed that she was helped by people whodeal with electricity and are knowledgeable on itsworkings, in making her connection.
Residents are urged to report electricity theftat the technical service stations at 0 042 200 2234(Jeffreys Bay) and 0 042 200 8353 (Humansdorp).Alternatively, phone the municipal switchboardat 0 042 200 2200.
POLICE WOMEN END WOMEN’S MONTH WITH FLAIR
The women of the Jeffreys Bay Police station made up hampers of mealy meal andsoup to hand out to the needy people in the community. The mealy meal was sponsored and the members of the Jeffreys Bay Police sponsored the soup packages.A total of hundred food hampers were given out to the needy in the Jeffreys Baycommunity on August 22. On August 26 they made a surprise visit to Ithembacrèche in Tokyo Sexwale and treated the children and the staff to a steaming hotcup of soup. Women of Jeffreys Bay also kicked of a new Project in Women’s Month.The Project named “Bottles of Love” will be an ongoing project where bottles forsmall change are left and collected at businesses and in the community of JeffreysBay. DIE Jeffreysbaai-polisie het onlangs ’nverklaring uitgereik om die publiek tewaarsku teen gevlekte banknote.
“Inwoners word gewaarsku om niehierdie note wat kleurselvlekke op het, teaanvaar nie,” het a.o Petra Els gesê.
“Dit is opbrengste van misdaad endaarom onwettig om dit in jou besit te hê.Banke sal verder ook nie dié banknoteaanvaar of omruil nie.”
Volgens Els is daar van dié note in om-loop in Jeffreysbaai. “’n Motoris het on-langs met ’n gevlekte R100 vir petrol, wathy by ’n vulsasie ingegooi het, betaal. Toedie spesifieke vulstasie die dag se geldwougaanbank,woudiebankniediéR100-
noot aanvaar nie.”Hoe ken jy gevlekte banknote uit?Banknote kan met kleursel bevlek wordmet die hulp van ‘n geld-bewaringsteg-niek, byvoorbeeld tydens rooftogte.

THE Marina Martinique Homeowners’ Asso-ciation has jumped in to help the municipali-ty fix the flood-batteredroadsofJeffreysBay.
Vernon Heunis, manager of the association,said five tons of tar had been ordered to fill pot-holes along the main routes of the town.
“The recent heavy rains caused severe da-mage to the roads. The municipality cannot car-ry the burden of fixing this flood damage on itsown. That’s why our association decided to helpwith thepothole repairs,” he explained. “Wecareabout the town and want to work with the muni-cipality for the betterment of Jeffreys Bay.”
Heunis said he was overwhelmed by thewarm reception he received from the munici-pality when he approached them with the offer.
“We didn’t know what to expect. In fact, wethought we might be turned away. Instead, weexperienced nothing but sincere gratitude forour initiative. It’s been an absolute pleasure
working with the municipal staff,” he said.Workers from the Marina started filling holes
on Friday last week. With the municipal strikecalled off locally, municipal workers will alsobe taking to the streets this week to repair thedamage that was caused by several bouts ofheavy rain over the past four months.
Kouga Executive Mayor Booi Koerat ex-pressed his gratitude to the Marina MartiniqueHomeowners’ Association for their willingnessto help with repairs. He said the municipalityhad submitted an application of some R104-mil-lion for flood damage relief to the district mu-nicipality in July. “We are, however, commit-ted to repairing as much of the flood damage aspossible with our own funds while the applica-tion is being processed.”
The municipality had also alerted the Depart-ment of Roads and Transport to the conditionof Da Gama Road, which is a provincial roadand under care of the Department.

NOT only is he the second personof colour to be appointed at thestation in this position, but overthe years he has proven to be agreat man, a dependable friend, ahands-on police officer, a wonder-ful colleague and a man with vastexperience.
This is Jeffreys Bay Police Sta-tion Commander, Lt Col Mali-bongwe Ntsabo, who brought anew era of policing to the areawhen he was appointed the Sta-tion Commander at Jeffreys BaySAP in October 2008.
His dedication and hands-onapproach are reflected in the wayhe manages his daily duties. Go-ing to the station, residents areoften greeted by a friendly manwith a welcoming and comfort-ing smile, as well as a willingnessto assist. Great are their surprisewhen they realise that this manhelping them at the front desk, isindeed the Station Commander.
Ntsabo first joined the policein 1985 after being a long distancebus driver for 5 years. “As a littleboy I loved to watch the movie“Tarzan”. Seeing him rescuingpeople and conquering the manyvillains inspired me to join thepolice and help in the fightagainst crime - making a valua-ble contribution towards thecommunity I live in,” saidNtsabo.
He was appointed Jeffreys BaySAP Acting Station Commander onJanuary 1, 2007. He acted in this posi-tion for 22 days, whereafter heserved as the Crime Prevention
Commander. In October 2008 he wasonce again appointed Station Com-mander, this time in a permanent ca-pacity.
Although the seat of Station Com-mander is a very hot one, he truly en-joys what he does - the good days aswell as the not so good days.
According to Ntsabo, the biggestcrime-related problems facing thearea, are property related crimes -
with holiday houses being targetedmost - theft out of vehicles, as wellas theft of vehicles.
“We as a community need to joinhands in the fight against crime, itis the only way we will be able to
make a real difference,” said Ntsabo.“A lot of crime is due to negligence.A great amount of residents leavetheir house windows open, do notlock their cars or leave their belong-ings inside the vehicle. This beha-viour is creating an opportunity forcriminals to have the desire to com-mit crime. And when this type ofcrime does occur, I must supply an-swers as to why this is happening
and what will the police do to pre-vent this type of crime in the fu-ture.”
He believes in an open door po-licy. “If residents feel like ex-pressing their feelings or frustra-tion towards the police, they mustbe able to do so whenever theywant to. It is therefore that I havean open door policy 24/7.
“I know that I cannot satisfyeverybody. If I try to do that, I willend up satisfying no one. There isan evaluation book on the coun-ter in the front of the police sta-tion, and residents are welcometo write in the book, no matterwhat their feelings are.”
And Ntsabo’s message to thecommunity he serves: “I plead tothe community to work togetherwith the members of the JeffreysBay Police. As much as I am thesecond Xhosa speaking black Sta-tion Commander in the life of theJeffreys Bay station, our philoso-phy is that we do not have black,brown or white members, we on-ly have SAPS members workinghard together to eradicate crime.
“We need the community to helpus in the fight against crime. Due tolimited resources it is impossible forus to be everywhere all the time.”
Ntsabo is currently studying law,while fighting crime.

After 42 years at the foot ofMount Road in the PE city centre,Tavcor announced recently thatit will be moving to new, state-of-
the-art premises on the William Mof-fet Expressway, which is becomingthe new hub of automotive dealer-ships in the city. The new buildingwill showcase the Volkswagenworldwide standard for new genera-tion dealerships.
Powels, who visited the site alongwith Tavcor C.E.O Alan Taverner,stated that Volkswagen owners bothnow and into the future must feelthat they are part of this leading au-tomotive brand. “The new premises,along with all its new facilities, will
play a key role in continuing ourtradition of excellence into the fu-ture and is part of Vw’s world-wide strategy”, said Powels.
The new Tavcor facility, cover-ing over 5 000 square metres on 15000 square metres of land, will in-clude showrooms for 20 new cars aswell as for 70 used vehicles alongwith a 26-bay workshop and fullservice parts outlet. THE SPCA in Humansdorp will havea sponsored Golf Day to raise much-needed funds for JBay Pet Rescue.
“We are looking for 4 Balls andanyone who wants to sponsor a hole.All funds will go towards feeding andmedicating abused and neglected a-nimals in our townships,” said IrmaMorris from the SPCA.
“We feed and medicate over 500dogs and cats a month and use on average 130kg of pet food a week. Fur-thermore, we use all spare funds forspaying and neutering the animals.Just one bitch spayed this year re-presents ten less puppies in the town-ships next year.” The Golf Day willtake place on September 17 at The StFrancis Links. IT appears that issues relating togeyser replacement in a sectionaltitle scheme have got more thanone reader steamed up.
The typical scenario presented toour experts seems to be that there isinsurance in place to cover the re-placement of a burst geyser. How-ever, the sectional title owner is thenheld responsible for the excess pay-able and/or any amount not coveredby the policy.
One reader in particular feels that,in her instance, the scheme was un-derinsured for the cost of her geyserreplacement and that the body corpo-rate should pay the sum not covered.She is adamant that she should notbe held liable for the shortfall.
The first step here is to discern
where the responsibility for the gey-ser maintenance lies, says HermanPieterse from Jan Visser Attorneysin Jeffreys Bay.
“The Sectional Title Act states thatthe boundary between any two sec-tions, or between a section and thecommon property, is the median lineof thedividing floor,wall, or ceiling.”
Pieterse says anything falling with-in a section is the owner’s responsibi-lity while any area outside the me-dian line is regarded as common pro-perty and, as such, forms part of thebody corporate’s responsibility.
“It would seem that, unless thegeyser has been installed within thesection itself, it should be the bodycorporate’s responsibility.”
However, this is not the case, saysPieterse, as the prescribed manage-
ment rules make it absolutely clearthat it is the owner’s duty to main-tain the hot water installation ser-ving his or her section – even if it islocated outside the median line andon the common property.
“In most instances, the geyser co-ver will be carried by the body corpo-rate under general building insu-rance. The owner will, nevertheless,have to pay the excess on any claim.”
It is, of course, up to the trusteesof the body corporate to negotiate theterms of its short-term insurance,says Wanda Hayes from HuizemarkJeffreys Bay.
“These terms will include issuessuch as the amount of excess payablein the event of a claim. Generallyspeaking, premiums can be reducedif a higher excess is payable.”
Hayes says it is therefore up to theowner of a section to make him orherself familiar with the terms of theinsurance taken out by the body cor-porate.
“Unfortunately, the above consi-derations clearly indicate that anyamount not covered by insurancewill be for the section owner’s ac-count and will not be the body corpo-rate’s responsibility.”
According to Hayes, it may well bethe case that the geyser was not un-derinsured but that a lower premiumwas deliberately negotiated at the ex-pense of inflated excess costs. “Thiscould result in a higher amount be-ing payable by the section owners.”
