THE Jeffreys Bay Police is look-ing for a male suspect between theages of 20 and 25, who severely as-saulted a Jeffreys Bay woman atapproximately 4.40am on June 4.

According to w/o Petra Els, thewoman arrived on a bus in Jef-freys Bay and was waiting infront of “Die Opstal” for her liftto pick her up, when two un-known men on foot approachedher from the direction of C-Place.

They stabbed her three timeswith a knife and broke her armbefore grabbing her luggage,handbag and fleeing through theopen field in the direction of Jef-freys Rus.

Her two bags were later foundabandoned in the open field.

Kouga-burgemeester Booi Koerat sê diemunisipaliteit is baie opgewonde oor dienuwe Brocade-stelsel, wat die Pal-stelselvervang.

“Dit sal ons in staat stel om ‘n beter diensaan biblioteeklede te lewer,’’ sê hy. ‘’Die nu-we stelsel sal ‘n rekord hou van die boekewat lede uitneem, sodat lede selfs lank na-dat hulle ‘n boek gelees het, inligting wathulle vergeet het, sal kan kry.

“Dit sal dit ook vir ons moontlik maak omtred te hou van lesers se voorkeure sodat

nuwe boeke in lyn daarmee aangekoop kanword.

“Die grootste voordeel is egterdat ledewatinternet by die huis het, aan ons stelsel salkan koppel en sien of ons die boeke het waar-voor hulle soek en of dit beskikbaar is.”

Dit is volgens Frans Lötz, nuwe hoofvan Hoërskool Nico Malan in Hu-mansdorp, die belangrikste eienskappewat van ’n hoof ’n deugsame hoof maak.

Lötz, wat reeds 22 jaar in die onder-wys is, is vanaf 1 Oktober amptelik opsy pos as die nuwe skoolhoof en is slag-gereed vir al die uitdagings. Lötz isaangestel as Pieter Potgieter seopvolger.

Lötz, ’n groentjie in die Oos-Kaap, hetna skool sy passie vir die onderwys na-gestreef en sy onderwysdiploma, B.Edgraad, verwerf. Volgens Lötz het sy be-hoefte om betrokke te raak by dieopvoeding van kinders en sy passiedaarvoor hom geïnspireer om in dieonderwysrigting te beweeg.

Lötz, wie baie lief is vir kinders engraag ’n verskil in hul lewens wilmaak, het in Polokwane by die Hoër-

skool Capricorn begin skoolhou, waarhy tot Departementshoof van Tale enlater adjunkhoof bevorder is. In 2004het hy by die Hoërskool Overberg opCaledon as hoof aangesluit.

’n Groot, maar aangename, uitda-ging vir hom by Hoërskool Nico Malanis om die skool se hoë standaarde tehandhaaf en om daarop te bou.

Sy vrou Hannelie en sy seun, JanFrans (13) is nog in Caledon tot dieeinde van die jaar. “In tussen bly ek lek-ker in die skool se koshuis en eet te lek-ker aan die heerlike koshuis kos,” ver-tel ’n laggende Lötz.

Tips to stay safeduring Census

ACCORDING to Angelo Haggiyannes, spokes-person for Auto & General Insurance, we livein an age where unfortunately, we have to besuspicious of everyone who comes knocking onour door, no matter how authentic they are, orwhat the reason for their visit appears to be.

“With this in mind, Auto & General Insur-ance has prepared a list of general safety andawareness tips to keep you and your familysafe from criminals who try to impersonateCensus 2011 enumerators in order to gain ac-cess to your property.”

First and foremost, Census 2011 enumera-tors can be identified by their yellow satchelwith the Census and Stats SA logos, their A3-size book with a map of the area on the firstpage, yellow bibs with the Census and Stats SAlogos and, as an additional security measure,all Census 2011 identity cards – which must becarried by the enumerators – include a holo-gram-protected photograph.

“If you are not able to confirm the legitimacyof the person, don’t let them in. If they persistand refuse to leave, notify your security provi-der and the police immediately. In fact, even ifyou do manage to get them to leave, inform yoursecurity company of the incident so that theycan be on the lookout for suspicious charactersand vehicles in your area,” says Haggiyannes.

Haggiyannes advises that safety and securi-ty issues should be addressed with your do-mestic helpers and your children to ensurethat they understand the dangers of allowingstrangers onto your premises. Always informwhoever is going to be home when you are ex-pectinga serviceprovider of anynature so thatthey are aware of the visit.

Haggiyannes warns that during the Census2011 process, no e-mails will be distributed andtherefore, be on the lookout for any e-mailscams or phishing scams which have attachedthemselves to Census 2011. “Lastly, while theCensus Bureau might ask for basic financialinformation, such as your annual salaryrange, the enumerators will not ask for creditcard details,” concludes Haggiyannes.

Mike Byers, Managing Director of ADTEastern Cape, says while all citizens are en-couraged to support the process, there are acouple of useful hints and tips homeownerscan bear in mind to ensure their own personalsafety.“We are advising our clients to ask tosee the official identification badge before an-sweringanyquestions. People are also entitledto place a call to the call National Census Pollcall centre to verify the particular counter.”

Stats SA will not ask homeowners to divulgetheir identity numbers, credit card or bankinginformation when asking the census ques-tions. They will also not solicit donations. Theymay only ask for basic household information,suchas ahouseholdmembers’ income, employ-ment, and information on household goods.

“Although you are obliged under the Statis-tics Act to provide your household informationon thequestionnaire, if youdonotwant to grantthe census personnel direct access to yourhome, you are not obliged to do so,” he says.

People may complete the questionnaire inthe privacy of their home and then return itto the counters, or they have the choice of giv-ing the information in their yard, over theirgate or through a fence.Finally during the Cen-sus process, Census workers may contact youby telephone, post or in person at home..To verify an enumerator’s credentials con-tact the Census 2011 call centre at0 0800 110 248 from 7am to 10pm.

GLOBAL Leadership Academy (GLA), thefirst private high school in Jeffreys Bay, isset to build a multi-functional Eco Campus- consistingofamoderndayeducational fa-cility with an international green rating -at a cost of over R150 million.

This world class and environmentallyfriendly educational facility will boost aschool - complete with sports facilities, hous-ing and classrooms for 250 learners - that isfully sustainable, energy efficient and envi-ronmentally friendly.

It is envisaged that construction on phase1 will start in the first half of 2012, and if thenecessary funds are secured the developmentcan be completed in two years.

The Eco Campus will be constructed on7.5ha of prime property near Fountains Mall,that was donated to GLA by Buchner Provestin April 2010.

According to GLA project leader, StefanKleyn, the main objective of the project is todevelop an educational facility that imple-ments environmentally friendly and sustain-able principles. “The Eco Campus will, fur-thermore, offer a unique and positive learningenvironment and fashion a milieu in whichstudents will learn to act responsibly towardsthe environment,” said Klein.

“The GLA Eco Campus will be the home basefor the founding organisation of GLA, GlobalChallenge Expeditions in Jeffreys Bay. Al-though the school will take up most of the de-velopment in the form of classrooms, sportfields, offices and accommodation, it will alsofunction as a ‘mission base’ from where GlobalChallenge Expeditions will launch its variousprojects into the community and the world.

“GLA Eco Campus has also been designedto function as a multi-purpose facility whichis accessible by the community of JeffreysBay. The facility can be used for purposes suchas literacy training, sport programmes, con-

ferences, arts and culture and other after-school programmes.”

Not only will the new campus offer educa-tional opportunities to the Kouga community,but it will also provide much-needed job op-portunities in the area.

“The Eastern Cape is known as the poorestprovince in SA, and the economic investmentthrough a project such as the GLA Eco Campulwill bring hope to many unemployed people inthe Kouga region. The project is expected to cre-ate more than 250 job opportunities during theconstruction phase and approximately 50 per-manent jobs once completed,” said Kleyn.

It is envisaged that this project will be im-plemented in the following phases:.Phase 1: Class rooms, administrative build-ings and all civil infrastructure at a cost of R53million.Phase 2: Multi-purpose hall, conference faci-lities, sports facilities and associate earth-works at a cost of R24 million.Phase 3: Student accommodation and associ-ated infrastructure at a cost of R33 million.Phase 4: The sport centre will be constructedduring phase 4 of the project at a total cost ofR36 million.

To manage and supervise the different as-pect of the GLA Eco Campus development aproject team was formed in partnership withAurecon, who will ensure that the higheststandards in construction are met.

GLA will need funds to ensure the realisa-tion of the school. The R100 000 raised up toknow for the funding of the GLA Eco Campushas been spent on covering costs relating tothe setup of a title deed, obtaining an Erfnumber and providing living expenses for thevolunteer architects.

Dié versamelaarsitem bestaan uit 320bladsye, verskeie swart en wit foto’s met spe-lers van daardie tyd en is nog in ’n baie goeiekondisie.

Dit is die eerste uitgawe van die boek, ge-druk in 1948 deur die Nasionale Pers in Johan-nesburg.

JAN van Riebeek planted apple seeds inthe Company Gardens on December 17,1652 which he brought with him on thefirst three ships. Just a few years thereaf-ter he imported apple scion wood, on July8, 1655 from the island of St Helena.

Tru-Cape Fruit Marketing, the largest sup-plier of South African apples, is searching forgrowers who remember early Cape apples andwho, perhaps, still have old trees that cuttingsmay be taken from. Buks Nel, responsible fornew cultivars, is hoping to replant some of

these old Cape cultivars.There are early records of Crown apple, also

known as Aagtenappelen, Kroonappel andKroontjie, Golden Pippin or Gulden pepping,Peppin D’or, Goudpepping and Goudappel) aswell as Rose apple or Roosappel being plantedin the Cape. Nel hopes to find people who stillremember the old South African apples suchas Koo, Wemmershoek and Hugo apples.

HERE are some tips on how to re-vamp your home without splashingtoo much cash.

By repainting rather than replacingyou can save yourself money and add abespoke look to your bathroom. If youhave wooden shelves or cabinets simplysand them down and repaint. If they are

Till debt us do partTHE panel has had a questionfrom a reader faced with the “forricher or poorer” aspect of herwedding vows, as she grappleswith the issue of property owner-ship and debt under her particu-lar marital regime.

She explains that she and her hus-band acquired a property jointly be-fore they got married but after theirantenuptial contract was drafted.They married out of community ofproperty with the inclusion of the ac-crual system.

Unfortunately, it appears that herhusband is involved in a legal wranglewith certain of his creditors. The re-sult is that the jointly owned propertyis under threat to be sold on auction.

The reader would like to knowwhether this is possible, since she is

a co-owner and it is only her husbandwho is liable for the outstanding debt.

The husband and wife who aremarried out of community of proper-ty (with or without the accrual sys-tem) each has his or her own estate,says Wanda Hayes from HuizemarkJeffreys Bay.

“The accrual system merely as-signs a sharing of the growth in therespective estates should the mar-riage be dissolved in the event ofdeath or divorce.”

Irrespective of how a couple ismarried, Hayes says other legisla-tion or common law rules may im-pose a different ownership with re-gard to certain assets.

“So certain assets may be ownedexclusively by one spouse, regard-less of a marriage in community ofproperty. An example would be if a

property were bequeathed to a per-son with the stipulation that itshould not form part of any joint es-tate that may exist between the heirand his or her spouse.”

Likewise, certain assets may beowned jointly by virtue of the speci-fic way in which the asset was ac-quired, says Hayes.

“The case under discussion is anexample of this. When the couple ac-quired the property in their jointnames, they became joint owners inundivided half-shares of the proper-ty.” Hayes says this can be likenedto unrelated parties owning a proper-ty together for commercial purposes.

“As our reader correctly pointsout, she cannot be held liable for adebt owed by her husband.”

Even so, it may very well be thathis creditors obtained judgment

against him with regard to the out-standing debt, says Herman Pietersefrom Jan Visser Attorneys in Jef-freys Bay.

“Once judgment is obtained, thecreditor may attach and sell goodsbelonging to the debtor in order tosatisfy the judgment.”

This is usually first attempted interms of movable goods, says Pie-terse. “However, should there benone, or if they are insufficient to sat-isfy the debt, the creditor may takeaction against the immovable pro-perty belonging to the debtor.”

Pieterse says the creditor’s claimwill nevertheless be limited to thedebtor’s interest in the property. “Inother words, should the property besold, he or she cannot claim morethan the debtor’s half-portion owner-ship.”

According to Pieterse, a creditorcan only sell the debtor’s undividedhalf-share in the property should thecreditor have obtained a court orderauthorising such a sale.

The reader may interpose and of-fer to purchase her husband’s sharein the property, says Pieterse.“Should the creditor consent, thiswould provide her spouse with thenecessary cash to satisfy the out-standing debt.”

It must be noted, says Pieterse,that if one of the spouses has been se-questrated, the assets of the solventspouse may be affected even if theyare married out of community ofproperty, by virtue of the provisionsof the Insolvency Act.

Motor rally returns toJeffreys Bay

FOUNTAINS Mall Shopping Cen-tre will host the 5th round of theRegional motor vehicle rallystarting in the car park area andcontinuing to various gravel andtar stages around Jeffreys Bay.

The concept of starting a rally ina car park has become a trendaround the country, which started inJeffreys Bay last year. The idea is tobring the rally to the people - at nocharge to the public - who can takeadvantage of a family day of motorsport action.

Stages will be repeated at Foun-tains Mall with a support pro-gramme to keep the spectators enter-tained. These will be repeated duringthe day and the rally will end at theMall. Alternatively spectators willbe able to view the cars in action atthe start and then follow the rally tothe special stages which will consistof tar and gravel.

Fountains Mall will be the head

quarters with information on the ral-ly, as well a public address systemwith live commentary from BrendonKelly (National television commen-tator) keeping the spectators in-formed of the rally progress, resultsand stage times.

Volkswagen Junior Rally TeamRA5 Golf competitors will be in ac-tion, as well as the modified S20 Classand Luk Coastal tar only challenge.The retro rally cars will include carsfrom pre-1985 which include Ford es-corts and Datsun SSS.

The rally is expected to start atFountains Mall on 29 October 2011 at9.30am and continue through the dayuntil late afternoon.
