CHAPTER 1 INTRODUCTION The Government of Lesotho is moving towards the ultimate goal of achieving Universal Primary Education (UPE) by the year 2011. One of the strategies the Government is exploring in order to achieve this, is expanding enrolment by eliminating school fees at primary level with the main objective of having ten years of basic education. This covers seven years of primary education and three years of lower secondary education. The implementation of Free Primary Education in 2000 therefore rooted out of this policy. This report deals with the school enrolment at different levels of education that is: primary, secondary and tertiary. It further reveals the total number of qualified and unqualified teachers in the country, the results for Primary School Leaving Examinations (PSLE), Junior Certificate (JC), Cambridge Overseas School Certificate (C.O.S.C.) and the number of schools per level of education. 1.1 Number of Schools and Level of Education The number of schools by level of education is illustrated in Table 1.1. Generally, there are more primary schools than secondary schools in Lesotho. The number of both primary and secondary schools has been increasing since 2005 to 2009. The secondary schools increased by 34.0 percent while primary schools increased by 4.2 percent. The number of post-secondary institutions remained the same over the period 2005 to 2009 except for the university. Table 1.1: Number of Schools by Level of Education, 2005-2009

CHAPTER 2

PRIMARY SCHOOL EDUCATION 2.0 Introduction This chapter focuses on Primary School Enrolment, Teacher qualifications (whether a teacher is qualified or not) and the Primary School Leaving Examination results. 2.1 Primary School Enrolment Since the implementation of free primary education in the year 2000, the enrolment in primary schools significantly increased, however, the enrolment in that level has shown a decline immediately after first seven years since the implementation of the program. In 2006, the number of pupils (both males and females) who enrolled ranged from 210,000 to 215,000. In 2007 the number of enrollees was slightly higher than 195,000 for females while for males enrollment was a bit lower than 205,000 which imply a significant decline from the 2006 enrolment for both males and females. It is observed in Figure 2.1 that there were more males than females from 2005 to 2008 except in 2009 where females were more than males in registered primary schools.

2.2 Primary School Enrolment and Sex Primary Education in Lesotho runs for 7 years, and starts from standard one to standard 7. At standard seven the students sit for the Primary School Living Examination (PSLE), of which the successful students would proceed to secondary education which starts with form A. Table 2.1 shows the enrolment in registered primary schools by grade and sex from 2005 to 2009. The Grade 1 enrolment for both males and females was higher than other grades for all years. In Grade 1, however, the male and female enrolment had been increasing at a decreasing rate, except in 2009 where female enrolment rose. The table further shows that in general, more males than females were enrolled in Grade 1 to Grade 4 throughout the period, with an exception in the year 2009. From Grade 4 upwards the different pattern is observed; there were more females than males enrolled from 2005 to 2008 however in 2009 there were more males than females.

2.3 Qualifications and Sex of Primary Schools Teachers in Districts 2009 Table 2.2 illustrates distribution of teachers in registered primary schools by district and sex. There were 11,536 teachers in teaching workforce in 2009 of which 4,891 were unqualified teachers. The number of female teachers dominated that of males in all the districts. Similar to enrolment patterns, Maseru, Leribe, and Berea had the highest number of teachers estimated to be 2,367, 1,863 and 1,402 respectively. Qacha’s Nek had the lowest number of teachers (549). It is important to note that the higher number of unqualified teachers as compared to qualified teachers were in Quthing, Qacha’s Nek, and Thaba-Tseka with numbers ranging from 307 to 568. 2.4 Primary School Leaving Examination Results, 2005-2009 One of the ways of measuring performance of primary schools is the pass rate of PSLE. Table 2.3 shows distribution of Primary School Leaving Examination (PSLE) results for the years 2005 to 2009. The number of candidates who sat for the examinations was 41,837 in 2008 whereas in 2009 it dropped to 41,397. The total number of pupils who passed the examinations fluctuated between 2005 and 2009. There was an observed increase of 0.4 percent from 2005 to 2006, whereas from 2006 to 2007 there was a decline of 2.7 percent, Furthermore, there was an increase of 3.3 percent between 2007 and 2008.

CHAPTER 3

SECONDARY SCHOOL EDUCATION

3.0 Introduction Secondary Education is the second level of education from Primary Education. It consists of the Junior Certificate (JC) which runs from Form A to Form C and two years of Form D and Form E where the students sit for the Cambridge Overseas School Certificate (COSC). Chapter three focuses on Secondary School Enrolment, distribution of Secondary Schools, Qualification of Secondary School Teachers, Junior Certificate and Cambridge Overseas School Certificate Examination Results. 3.1 Secondary School Enrolment The Enrolment in Registered secondary schools by grade and sex for 2005 to 2009 is shown in Table 3.1. The observation in this table is that the female enrolment was more than that of male enrolment throughout the five-year period. For instance, there were 52010 females as compared to 41086 males who enrolled in 2005. Furthermore, in 2009 females’ enrolment was still higher than the males’ enrolment with 64,600 and 46,880 students respectively. The number of enrollees for higher grades C to E, both males and females are low when compared to Forms A to B. However, the number of enrollees was lower from 2005 to 2009 except for females. Some fluctuations are observed in the enrolment of both males and females in Form A for the period 2005 to 2009. The male and female enrolment in Form B, D and E increased from the year 2005 to 2006 except the female enrolment which increased from the year 2005 to 2009. In general enrolment increased for all the years except in the 2007.

3.1.1 Enrolment Rates and Pupil Teacher Ratios In general definition a ratio is a comparison of two quantities. It is a statement of how two numbers compare. It is a comparison of the size of one number to the size of another number. In this case it shows the number of pupils per one teacher. The Secondary school enrolment rates by sex and pupil teacher ratios are illustrated in Table 3.2. The Gross and Net Enrolment Rates for females are higher than that of males. The Gross Enrolment Rate was 39.7 and 55.8 percent for males and females respectively in 2009 implying an increase of 2.6 percent for males and 5.2 percent for females. Similarly, the Net Enrolment Rate for both males and females increased from 19.8 percent and 31.2 percent in 2005 to 23.8 percent and 39.4 percent in 2009 respectively. Some improvement in the number of pupils per teacher has been observed as it dropped from 26.6 percent in 2005 to 23.5 percent in 2009 moving towards the desired ratio. 3.2 Distribution of Registered Secondary Schools in Districts Table 3.3 presents the number of registered secondary schools by district in 2009. There were 315 registered secondary schools in 2009. Maseru and Leribe had the same number of registered secondary schools (64). Likewise Berea and Mafeteng also had the second highest proportions with 37 percent each. Mohale’s Hoek and Botha-Bothe constituted 7.6 and 6.3 percent respectively, while Mokhotlong constituted the lowest (4.8 percent).

In general, there were more female teachers (2,658) than male teachers (2,077) in secondary schools in the country. Furthermore, there were more qualified teachers than unqualified secondary school teachers in the country. Maseru had the highest number of qualified teachers (826) and unqualified teachers (346). Followed by Leribe with the second highest number (690) qualified secondary school teachers and 254 unqualified teachers. Thaba-Tseka constituted the lowest number for both qualified (118) and unqualified secondary school teachers (49).

3.4 Junior Certificate Examination Results Junior Certificate (JC) is a secondary education which students enter into after completion of the Primary School Leaving Examination (PSLE). It runs for three years from Form A to Form C, and at the end of Form C the students sit for JC Examination Results. The Junior Certificate (JC) examination results for 2005 to 2009 are shown in Table 3.5. The percentage of pupils who passed JC examinations declined from 72.1 in 2005 to 65.0 percent in 2006 while an increase of 6 percentage points was noticed between 2006 and 2007. A slight increase was observed for 2007 estimate (71.0 percent) and 2008 estimate (71.1 percent), and the percentage of passes declined again to 68.4 in the year 2009. The proportion of first class with merit was higher in 2008 constituting 1.5 percent and in 2006 at 1.4 percent. The proportion of first class passes was highest in 2009 with 7.7 percent as compared to the previous years.

3.5 Cambridge Overseas School Certificate Examination Results Cambridge Overseas School Certificate (C.O.S.C) is the higher level of Secondary Education of which students enter into after the completion of Junior Certificate (JC). It is a two years program that runs from Form D to Form E. Table 3.6 shows the distribution of Cambridge Overseas School Certificate Examination Results from 2005 to 2009. The number of candidates who sat for Cambridge Overseas School Certificate (C.O.S.C) examinations increased from 8,133 in 2005 to 10,180 in 2009. During this five year period, the percentage of candidates that passed the COSC examinations shows some fluctuations as it increased from 54.8 in 2005 to 57.5 in 2008 and then declined to 56.9 in 2009. The percentages for first class passes were fluctuating as they decreased by 0.1 percent from 2005 to 2006 and increased constantly with 0.9 percent from 2007 to 2009. The proportions for the second and third class passes also show a similar pattern.

CHAPTER 4

TERTIARY EDUCATION 4.0 Introduction This chapter covers enrolment of the Lesotho College of Education (LCE) in various programmes including the newly introduced ones such as Certitificate in Early Childhood Education (CECE) and Advanced Diploma in Special Education (ADSE); Teaching staff and the enrolment of Lerotholi Polytechnic. Other colleges/technical schools such as Leribe Technical School and Leloaleng Technical to mention a view are not included in the analysis. 4.1 Lesotho College of Education enrolment Table 4.1 shows the Lesotho College of Education (LCE) enrolment by programme and sex. LCE enrolment for 2009 was 4,312. In general, more females (2,567) than males (1,745) enrolled in LCE in 2009. It is observed from the table that only three females were enrolled in diploma in education secondary (Technology) as compared to 31 males. There were 2,259 students enrolled in Diploma in Education Primary (DTEP) followed by the students in diploma education secondary (846) and primary (811). Generally, the number of graduates increased from 655 to 1207 during this period. For all these years, the number of DTEP graduates exceeded the number of graduates for other LCE programmes for all the years.

There was 127 teaching staff in LCE made up of 55 males and 72 females. The highest number (23) of teaching staff was in DTEP department, followed by social sciences, pure sciences and, literature and languages with 19 teachers each. 4.3 Enrolment of students in Lerotholi Polytechnic Lerotholi Polytechnic offers diploma and certificate in civil engineering, auto-motive and construction management to mention a view. Table 4.4 shows Lerotholi Polytechnic enrolment by programme and sex in 2009. The total number of students was 1,435 with 993 males and 442 females. There were 174 males enrolled in civil engineering while more females (111) were enrolled in office administration and management. There was only one male enrolled tailoring programme and one female enrolled for fitting and machining during the year 2009. In overall the least students (2 females) were enrolled in dressmaking. CHAPTER 5

UNIVERSITY EDUCATION 5.0 Introduction This chapter covers enrolment of the undergraduate students of the National University of Lesotho (NUL) in various Faculties for the five year period (2004/2005 to 2008/2009). It also shows the number of lecturers per faculty and their nationality. 5.1 University Enrolment Table 5.1 shows the National University of Lesotho (NUL) undergraduate students by sex from the academic year 2004/2005 to 2008/2009. In general the number of students has been increasing over this five-year period and the female enrolment has been higher than male enrolment in the same academic years. The enrolment increased by 15.6 percent from 2004/2005 to 2008/2009 and a further increase of 11.5 percent was observed between 2007/2008 and 2008/2009 academic year. Table 4.6 shows the number of teaching staff at NUL by faculty and nationality for the academic year 2008/2009. As presented in the table, the number of local lecturers (212) exceeded the number of expatriate lecturers (49) by 163. It is noteworthy that the number of expatriate lecturers exceeded the number of local lecturers only in the faculty of agriculture. It is further observed that there are more lecturers in the faculty of science and technology (76), social sciences (51) and humanities (50). Out of 8 professors there was only one local professor whereas for all other titles, the number of local lecturers exceeded the number of expatriate lecturers.

ANNEX 1 Technical Notes Gross Enrolment Ratio: Enrolment in a specified level of education regardless of age expressed as a percentage of the total official age population for that level. This indicator is used to show the general level of participation in a particular level of education. It is also to indicate the degree in which over- aged and under aged children enroll in schools. A high Gross Enrolment Ration indicates that, all the school age population can be able to go to school. This indicator can exceed 100 as a result of over – aged and under – aged pupils. Net Enrolment Ratio: Enrollees of the official age for a specified level of education expressed as a percentage of the total official age population for that level. It is used to show the degree of participation of children in a given level of education who are of the official age for that level. The higher the value of this ratio; the higher the value of participation of the official age population. The maximum value for this indicator is 100. Repetition Rate: This presents the proportion of pupils enrolled in a given grade at a given school year, who are still enrolled in the same grade the following school year. This indicator should as low as possible approach zero if the internal efficiency of the education system is high. Promotion Rate: This shows the proportion of pupils enrolled in a given grade who are enrolled in the next higher grade the following year. Promotion rates can indicate the quality of the educational system. The maximum value of this rate is 0. Dropout Rate: Represents the proportion of pupils who neither passed nor came back the following year. This indicator is expected to decrease. Pupil Teacher Ratio: It represents the average number of pupils per teacher in a specified level of education in a particular year. This indicator should be lower since a high ratio indicates a large number of pupils to be attended by one teacher.
