Ofc was dispatched to 15 Mosher Alley in reference to an unruly juvenile. Upon arrival, Ofc contacted Charles Kennedy, who advised Ofc that his

grandson, Anthony Kennedy, was refusing to go to school. Charles advised that Anthony was already on probation with juvenile court. Charles stated

Anthony was refusing to follow instructions and being unruly. Ofc talked to Anthony who stated "he had a bad night". Ofc explained the situation to

Anthony and advised him of the possible outcome if his actions continued. Anthony agreed to go to school and caused no further problems. Ofc

instructed Charles to follow up with juvenile probation officer regarding today's incident. Ofc advised Charles to contact police if further problems arose.

Ofc dispatched to the parking lot of Lincoln Park at W Seventh St/ S Walnut St reference a possible stolen vehicle in the lot. Upon arriving, Ofc

contacted Chillicothe Metropolitan Housing employee Brian Detillion who advised he was contacted by resident Colleen Mann advising a white Toyota

was suspicious as it was seen parked unmoved for approx 2 weeks. Dispatch advised they ran the provided OH registration FXT8020 through LEADS

and learned the vehicle was reported stolen reference case number 14-354, original reporting agency Port Columbus, PD. Ofc was advised the hit in

NCIC advised the suspect may be a 44 y/o B/M named William Lee. Ofc searched records and found no contacts on Lee.

Ofc observed the above vehicle parked on the S/W portion of the lot unlocked with the key in the ignition. Ofc ran the registration and learned the

vehicle was owned by Hertz Rental Car. The vehicle was confirmed stolen and Ofc summoned Best Towing to remove the vehicle to their impound lot.

Dispatch advised they contacted the Port Columbus PD who was advised of the discovery and the whereabouts of the vehicle.

A vehicle inventory was completed prior to the vehicle being towed and Ofc found nothing of value inside nor any personal belongings. Ofc will

check with a Metropolitan Ofc to ascertain if surveillance is available of a suspect operating the vehicle. Investigation continues.

Ofc was dispatched to 1470 N Bridge St (Super K Mart) in reference to two female shoplifters in the business. Ofc contacted Jason A Book and

Mendy S Kellough (both loss prevention for Super K Mart) who stated they currently had two females in the business that have been removing tags and

concealing items for several minutes. Ofc observed as Mr Book followed these two subject with in-store video surveillance. Ofc noted these two females

(later identified as Mary A Miller and Shawana R Myers) moving through the business. Ms Kellough was attempting to follow these two subjects at the

same time until they split up, at which point she followed Ms Myers. Mr Book stated they already had a box of sales tags and hangers from these two

subjects where items had been removed and concealed. Ms Miller was observed passing through checkout lane #1. After finishing checking out, Ms

Miller proceeded to the southern entrance (where Ofc's cruiser was parked), re-enter the business with the same cart. Ms Miller proceeded to the

bathrooms at the rear of the business by the Lay-away counter. During this time, Ms Myers entered the Little Caesar's bathroom, with her cart after she

had gone through checkout lane #13. While enroute to the bathroom, Ms Myers stopped and picked up a box of Advil, taking them into the bathroom

with her. Ms Miller then exited the bathroom and the business. During her walk from the rear to the front, Ofc observed Ms Miller tossing items from

her person onto shelves. Ofc had a female employee check the women's restroom and several items of merchandise were located in the trash can. These

items were collected and taken to the Loss Prevention office. Ofc stopped Ms Miller as she was attempting to re-enter her vehicle in the parking lot and

escorted her to the loss prevention office. Ofc met with Ms Myers as she was exiting the bathroom and escorted her back to the Loss Prevention Office

also. Ofc had loss prevention employee Mendy Kellough go into the women's restroom and she returned outside with a bag of items that were hidden

inside the tampon dispenser. Inside this bag were several items including one earring.

Ofc inspected the cart Ms Miller had and found she had already disposed of the items loss prevention had observed her hiding. Ofc was informed by

dispatch that Ms Miller was barred from Super K Mart on report #13-5327. Ofc placed Ms Miller under arrest for Criminal Trespassing (2911.21).

Ofc checked Ms Myers purse and located press on fingernails, a silver-toned necklace w/cross and one earring (matching the one in the tampon box).

Ofc also noted the bag of purchased items now contained a pair of shoes, a girl's blue dress, one bottle of Advil and three make-up pens...none of which

were on the sales receipt in the bag. Ofc placed Ms Myers under arrest for Theft (2913.02).

Ofc transported both subjects to the RCJ where they were booked for the above stated charges and held, pending their appearances in court on

4/14/2014. Both subjects were informed that they were being barred from Super K Mart and returning there could result in their being cited or arrested,

which both stated they understood.

Ofc photographed the stolen items found in Ms Myers' purse, then returned them to Mr Book. Mr Book and Ms Kellough will be providing written

statements at a later date, along with sales receipts and in-store video.

STOLEN CHECK AND HAD STOLEN ID

Officer was dispatched to the listed location reference a subject had tried to cash a stolen check with a stolen drivers license as well.

Upon arrival Officer contacted Wesbanco employee Jennifer Tobin. She advised Officer a W/M had come through the drive thru and sent in a check

and drivers license trying to cash the check. She said she noticed the subject was hiding his face and would not look at the camera or at her, so she told

him he would have to come inside to cash it. She said the subject then pulled out of the drive thru and came inside, where she observed the subject did not

come close to the picture on the O/L. She said she then told the subject she would have to clear it with her manager Ms Large and as she came around the

corner of the counter to go to her office the subject departed the store quickly and left the area. She said the subject was a W/M, skinny, wearing jeans an

OSU t shirt, dark hair that was receding, and he seemed to have a problem with his jaw or mouth. She said she did not get a description of the car. Ms

Tobin said that Ms Large contacted the subject on the name of the check Martin J Gee from Circleville and had him check his checkbook. She said Ms

Large stated the check at the bank was the only one missing.

Officer looked at the check and observed it had Mr Gee's name on it and was made out to a Eugene Secrest for $50.00 for grass cutting. The drivers

license the subject gave Ms Tobin also belonged to a Eugene Secrest and Ms Tobin said the person trying to cash the check was definitely not him.

Officer then took the check and O/L for evidence and brought them to the LEC, to be secured as evidence.

Officer then was able to get a hold of Mr Secrest by telephone. He stated he had had his O/L on him and this must be an older one (it had expired in

8/2013). He said his mother had health issues several years ago and a subject he knew by the name of Billy Whitley contacted him several months later

saying that he found his mothers O/L and Mr Secrest O/L in his car and wanted to know if he wanted them back. He said he did not ever get it from him

and had forgot about it until this incident. Officer advised him the expired O/L would be placed in evidence and destroyed at the end of this investigation.

He stated this was fine.

Officer will attempt to contact Mr Whitley to see what he knows about the O/L in question.

Narrative

Ofc was dispatched to the area of Church/High Sts. ref to a subject looking into houses and garages. The dispatcher advised the subject was wearing a

blue hoodie and jeans.

Ofc arrived in the area and observed a subject matching this description in the N/S alley near 25 W Water. Ofc contacted the subject who was ID as

Joseph Steele. When asked if he was looking in houses and garages he said yes, but not to break in or anything. Steele then admitted to Ofc that he had

a warrant. He was detained and the warrants were verified through Waverly PD and the Pike Co. Sheriffs Dept. The warrants are for FTA on Petty

theft and disorderly conduct.. Steele was transported to the County line and left in the care of Ofc King of the Waverly Police Dept. . Nothing further.

Ofc. was dispatched to 78 S Walnut Street Apartment #402 (Tiffin Towers) in reference to a theft. Upon arrival, ofc. contacted Jerri Ramey. Ms.

Ramey stated that sometime between 1:00 AM and 6:00 AM or 10:00 AM and 1:00 PM today (the hours Ms. Ramey was asleep on a couch in the

living room), someone entered her apartment through an unlocked door and stole two bags of tobacco and a bag of rolling papers from from a desk in her

bedroom.

Ms. Ramey said she thought Candy Taylor was responsible because she often comes to the apartment asking for things.

Ofc. was unable to locate any evidence in the apartment. Ofc. will attempt to obtain surveillance video of the incident.

Ofc dispatched to 699 Washington on a disturbance.

Ofc contacted Raven Hettinger and Creston Shackleford who stated their neighbor Dustin Wilson was out looking into their van and touching the

vehicle. Ms. Hettinger stated Mr. Shackleford yelled at Mr. Wilson and Mr. Wilson lifted his his and she stated she saw what appeared to be a black

gun. Ms. Hettinger stated he never removed the object from his waistband, and then Mr. Wilson went back inside his house.

Ofc contacted Mr. Wilson who stated he did not touch the van, just looked into it because it was parked in front of his property. Mr. Wilson stated

he did not have a gun in his waist band and if he did he would not show it to anyone. Mr. Wilson was advised the vehicle was parked legally and there

was nothing that could be done about people parking in front of his residence. Mr. Wilson stated he understood. All was quiet on Ofc departure.

Ofc. was traveling westbound on East Second Street, approaching the Valero at 61 N Bridge Street. Ofc. observed a juvenile (later identified as

Anthony Kennedy, DOB 3-6-2003, age 11) sprinting southbound across second street. While running, he was looking over his shoulder and yelling.

Ofc. exited the cruiser, identified himself, and shouted for Anthony to stop. Anthony fell down in the parking lot of Floyd''s Simantel (312 E Second

Street). As ofc. approached, Anthony got up and continued to run eastbound behind Floyd''s. Ofc. observed Anthony throw a pack of gum on the

ground behind Floyd''s, continue to run a short distance, then stop. Ofc. detained Anthony while conducting this investigation.

Ofc. then contacted Ralph Shaw, manager of Valero''s. Mr. Shaw stated Anthony had stolen two packs of gum and ran from the store when Mr. Shaw

approached them. Mr. Shaw stated a second juvenile (Joshua Whitaker, DOB 10-24-2003, age 10) was at the store and cooperating. Mr. Shaw stated

Joshua had been acting as a lookout for Anthony. Ofc. detained Joshua for the duration of the investigation. Mr. Shaw allowed ofc. to view surveillance

video of the incident. Anthony can be seen putting two packs of gum in his pocket while Joshua watches for approaching people and attempts to block

the view of Anthony. Mr. Shaw stated he would like for charges to be filed on Joshua and Anthony.

Ofc. advised Anthony and Joshua of their Miranda Rights, which they stated they understood. Anthony admitted to taking two packs of gum from

Valero. Joshua denied helping Anthony steal anything, but did state that he knew Anthony put some gum from the shelf in his pockets.

Ofc. transported Anthony Kennedy to 15 Mosher Alley, where he was left in the custody of his grandfather, Charles Kennedy. Charles has legal

custody of Anthony. Charles was advised of the incident and that the report would be forwarded to the Juvenile Prosecutor''s Office for possible

charges.

Ofc. then transported Joshua to 338 E Main Street, where he was left in the custody of his father, Joshua Whitaker. Mr. Whitaker was advised of the

incident.

Ofc. was dispatched to 248 E. Fourth St., reference to theft of money.

Ofc. contacted Elmer Freeman who stated that when he checked his bank account on this date he noticed a transaction for $507.00, which he did not

approve. Mr. Freeman stated that his computer had been running slow and he purchased an anti-virus software online for $179.00 on 4/10/14. Mr.

Freeman used his Ross County Banking Center''s MasterCard, which can also be used as a debit card. Mr. Freeman stated that the software did not help

and he contacted the website (www.teamviewer.com) to reimburse his money. Mr. Freeman stated that he spoke with a male by the name of Richard

who stated that his money would be put back into his account within 48 hours. Mr. Freeman stated that a few minutes later a male by the name of

Dave, who claimed to be the manager of "Click For Support," called Mr. Freeman from telephone number (941)249-3409. Mr. Freeman stated that Dave

told him the company works through www.teamviewer.com and that they needed the PIN number to his debit card in order to put the $179 back into his

account. Mr. Freeman gave his PIN number to Dave. Mr. Freeman stated that he wanted to see if the $179 was back into his account on this date and

noticed a transaction of $507.00. Mr. Freeman contacted Ross County Banking Center and put a hold on his account.

Ofc. attempted to contact Dave via telephone, however, there was no answer.

Investigation pending.

Ofc responded to the alley at the rear of the Owl in reference to a male passed out on the ground.

Ofc found Brian Adams passed out on the ground. Ofc awoke Adams, who was confused and reeked of alcohol. Adams had extremely slurred

speech, bloodshot eyes and was drooling on himself. Ofc explained to Adams that he was under arrest for disorderly intox. Ofc asked Adams to stand

up at which time Adams stated, "you''re gonna have to fight me". Adams then began to resist arrest by pulling his arms away from this Ofc. Ofc had to

force his arms behind him and handcuffed Adams. Adams was taken to the RCJ where he was booked on one count each of disorderly intox (M4, witin

Ofc. contacted Robbi Jordan who stated that her son, Jase Jordan, had previously been threated by Trent Murray. Jase stated that a few weeks ago

while they were at school (Worthington Elementary, 6th grade) Trent said that he was going to shoot Jase and bomb his house, killing everyone inside.

Ms. Jordan stated that Trent and Jase''s teacher overheard the threats and the principal (Richard Beverly) told the boys to stay away from each other.

Jase stated that tonight at the YMCA during the school''s Spring Fling, Trent hit him and later made gestures as if Trent was slitting Jase''s throat and

shooting him in the head. Jase stated that he told one of the teachers, Ms. Cunningham. However, she did not do anything about it and walked away

from him.

Jase and Ms. Jordan were unsure as to where Trent lives, however, they believed it was on High St. Jase and Ms. Jordan did not have any contact

information for Trent. Ofc. will attempt to contact Mr. Beverly at a later date.

Ofc was dispatched to 157 Hirn St. reference to Tommy Mcguire running away from home. Upon arrival contact was made with the father of Tommy

Thomas Mcguire. Mr. Mcguire advised he received notice from Tommy''s school that his performance and conduct wasn''t good.

Thomas advised when he confronted Tommy about it. Tommy became upset at which time words were exchanged and Tommy took off on foot out the

back door at which time Thomas advised he told Tommy to be back home at 8:00 pm. 04/11/2014. Thomas advised Tommy never returned home.

Thomas advised Tommy had just returned home from JDC and is on probation. Thomas believes Tommy is staying with Eric Seckman. Tommy was

last seen wearing blue pants with a white stripe down the legs and a dark Adidas hoodie.

Officer had Tommy entered into LEADS as a runaway with NIC # M561911152. Officer was unable to locate a current address for Eric Seckman at

this time or Tommy''s location.

Officer will follow up next work day. Investigation continues.

Lorrie Baker stated she had a verbal argument with employee Brandi Sarlo while in the drive-thru of McDonalds (1124 E Main St). She stated her

friend Kayla Kinsel came to the restaurant earlier on this date and Brandi threw an iced coffee on her while she was at the drive-thru window. Ofc

contacted Kayla who confirmed this information but stated she did not want to report or pursue any charges. Lorrie stated that Brandi dislikes her

because of her boyfriend. Brandi stated no physical threats were made, but stated Brandi has threatened to fight her in the past. She stated she does not

want any charges pursued but only to file a report.

Brandi gone prior to ofc arrival. Ofc attempted to contact Brandi at her residence but was only able to leave a message with her mother.

Ofc will supplement Brandi''s side of this incident when she is contacted.

Ofc. contacted a subject identified as Tony Davis on the parking lot of 317 E. Main Street (AmVets). Ofc. could smell a strong odor of an alcoholic

beverage on or about his person. Ofc. also noted him to have blood shot glassy eyes and slurred speech. Upon contact Mr. Davis had the door of a white

Ford truck (GCW1416) open and he was turning the parking lights off as he stood by the vehicle. Ofc. did not observe him driving and there was no one

else in the area to care for him as he was also unsteady on his feet. Ofc. placed him under arrest for Disorderly Intoxication for his safety and the safety

of others as Ofc. believes he was going to attempt to drive in his intoxicated state.

He was transported to the Ross County Jail where he will be held until sober. Ofc. issued him MM citation # 7685 and advised him of his court date

on 04-21-2014 at 9am. He stated he understood as he signed for and received his copy of the citation.

While on patrol Ofc. observed a male subject, later identified as Terry Cook, laying in the middle of the alley at the rear of 61 N. Bridge Street. Ofc.

contacted him and could smell a strong odor of an alcoholic beverage on or about his person. Ofc. observed him to have blood shot glassy eyes, slurred

speech, and unable to stand under his own power. Ofc. asked him how much alcohol he had to drink and he stated "too much". Ofc. asked him if there

were anyone at his residence to care for him and he stated "just my dogs".

At this time for his safety Ofc. placed him under arrest for Disorderly Intoxication. He was transported to the Ross County Jail where he will be held

until sober. Ofc. issued him MM citation #7686 and advised him of his court date on 4-21-14 at 9am. Ofc. left his copy of the citation with jail staff to

be placed in his personal property as he was too intoxicated to sign.

Ofc. contacted Baylee''s grandmother, Alma Cutright, at that location and she stated that she would take custody of Baylee. Her mother, Karice

Cutright, was not home at this time. Ofc. released her to Mrs. Cutright and advised them both of the times of Curfew and of the charge that would follow

Ofc was dispatched to 378 E Seventh St in reference to an unruly juvenile. Upon arrival, Ofc contacted Laci Taylor, who advised her son, Kaleb

Simmons, was being unruly. Ms Taylor advised Kaleb was refusing to obey her commands and being generally unruly. Ofc instructed Ms Taylor to

follow up with the juvenile prosecutor to file unruly charges. Ofc contacted Kaleb, who stated he felt he was being disrespected and treated unfairly. Ofc

Ofc contacted Demetria Bayless who stated a W/M now known as John Kirk was urinating in the back yard across from her house. Ms. Bayless

stated she yelled at Mr. Kirk and he said something back that she could not understand. Ms. Bayless stated she did not want to pursue any charges, but

wanted to make sure she did not have to see it anymore.

Ofc contacted Mr. Kirk who stated he was working at the residence on Seventh St and did not have access to the restroom. Mr. Kirk stated he stood

between a small brush pile and a tree, looked around to see if anyone else was out and didn''t think anyone could see him urinating. Mr. Kirk stated he

was sorry and the incident would not happen again. Ofc advised Mr. Kirk the behavior was not acceptable, Mr. Kirk agreed. Nothing further at this

time.

Ofc was dispatched to 25 Douglas Ave in reference to a welfare check on William T Ray. Ofc contacted William T Ramsey (landlord) who stated the

last time anyone had contact with Mr Ray was on 4/10/2014 at around 8:00am. Ofc was unable to make contact or get anyone to answer the door. Ofc

began checking windows and observed a white male subject laying face down on the kitchen floor. Ofc checked and found the front door unlocked. Ofc

noted no signs of forced entry on any of the doors or windows. Ofc noted the male subject (later identified as Mr Ray) was in the seated position, with

his upper torso having fallen forward over his knees. Ofc called for a squad and Medic 3 was dispatched. Medic Delmatto pronounced Mr Ray deceased

at 1:05pm. Ofc had dispatch notifiy the coroner's office and Dr John Ziskowski came to the scene. Mr Ramsey stated Mr Ray had several medical

problems including kidney stones, lukemia, COPD and others. Ofc had dispatch contact Haller's to come to the scene and claim the remains. Mr Ray's

next of kin is Judy Olley. Ms Olley was notified by other family members. Ofc collected all of the medication prescribed to Mr Ray and seized it,

placing it into the LEC Evidence room to be destroyed at a later date. Per family members, Mr Ramsey was given the keys to the residence to maintain it

and the cats until such time as the family can make other arrangements.

Ofc. was dispatched to 220 Chillicothe Mall (JCPenny), reference to a theft.

Ofc. contacted store manager, Nicole Wagner. Ms. Wagner stated that she was informed by another employee that they believed there was a male in

the fitting room "popping" off ink tags from clothing. Ms. Wagner stated that the male entered the fitting room with several pairs of athletic shorts. Ms.

Wagner stated that while she was attempting to locate the fitting room in which the male was in, she over heard a white female with brown hair and a thin

build make a telephone call stating that "they are on to you and know what you're doing." Ms. Wagner stated that the male exited the fitting room and

then exited the store before she could catch up to him, passing all points of sale. Ms. Wagner stated that the subject was a white male with several

tattoos and in his mid 20s.

Ms. Wagner stated that the subject entered the store with the white female and another white male, also with several tattoos and in his mid 20s. Ms.

Wagner stated that all three subjects exited separately and left the scene in an older model grey Oldsmobile (Ohio/FYV2224). Ofc. ran the license plate

number which Ms. Wagner provided. However, it comes back to David M. Shea on a 2008 white Chrysler.

Ms. Wagner stated that when she went into the fitting room where the male subject was, she found several ink tags, two price tags, and two hangers

which belonged to athletic shorts. The total value of the missing items is $55.76. Ms. Wagner stated that she would contact Ofc. when the security

video was available. It is unknown as to who the three subjects are at this time. Ofc. obtained a copy of the receipt.

Investigation continues.

Officer made contact with Elizabeth Crabtree who was sitting on the front porch at 999 Akron St. Elizabeth advised she did not call and that nothing was

going on besides Michael Nelson would not eat his food and use his oxygen. Officer observed Elizabeth was drinking alcohol.

Officer made contact with Michael and he advised the only problem was Elizabeth. Officer was advised by Elizabeth that Michael has been drinking.

Officer warned both that if they continue to drink and cause problems they will be charged with Disorderly Conduct. Both advised okay.

Ofc dispatched to 201 N Sugar St on a Trespass complaint.

Ofc knocked on the door of the vacant property and heard someone sneeze inside. Ofc checked the doors and found the south side door to be

insecure. Ofc went inside and found five subjects now known as Stanley Taylor, Shawn Bivens, Jeramy Seward, Loretta Lawson, and Charles Sims.

Ofc advised all subjects of their Miranda Rights. All parties stated they understood. Mr. Taylor, Mr. Bivens, Mr. Seward and Ms. Lawson had the

same story, they were at 201 N Sugar St "looking for Sunshine Eblin". Mr. Sims stated he was only there because Mr. Seward had his jacket. All five

subjects stated they did not live at the residence. The residence appears to be a vacant rental, owned by Home Opportunity LLC. The front and back

doors were secure, the south side door had part of the glass broken out and the door was insecure. The residence appeared to have someone "squatting",

or living in it as there was a mattress on the floor with blankets. No electric or water was on inside the residence.

Ofc issued Summons 5229 charging Criminal Trespass to Stanley Taylor.

Ofc issued Summons 5233 charging Criminal Trespass to Shawn Bivens.

Ofc issued Summons 5226 charging Criminal Trespass to Jeramy Seward.

Ofc issued Summons 5225 charging Criminal Trespass to Loretta Lawson.

Ofc issued Summons 5228 charging Criminal Trespass to Charles Sims.

All five subjects were advised of their court date on 4/25/14 at 9:00 AM, and issued all copies of their signed paperwork. Nothing further at this time.

Ofc. was dispatched to the area of Church/Arch, reference to a white female who appeared to be intoxicated and walking around with a small child.

Dispatch also advised Ofc. that the female was wearing a black shirt and pants and the child was wearing yellow.

Ofc. located the above described subjects in front of 367 Church St. Upon arrival Ofc. observed the female (later to be identified as Lorry Shaw) to

stumble was while walking and fall onto the residence of 367 Church. Ofc. advised Ms. Shaw of her Miranda Rights, which she stated she understood

and waived. While speaking with Ms. Shaw, Ofc. observed her to have a difficult time keeping her balance and therefore, had to side on the sidewalk.

Ms. Shaw at first denied having consumed any alcohol or taking any prescribed/non prescribed medications. Ms. Shaw stated that she had a seizure at

5:00a on this date and was drained from it. Ms. Shaw stated that she did not go to the hospital and no longer had her seizure medication. Ofc. asked Ms.

Shaw to complete Horizontal Gazed Nystagmus, which there were no clues. When asked again about taking medications, Ms. Shaw stated that she had

taken Trazadone earlier. When first asked where she and her son (Noah Allen) were going she stated that she was walking to the library to complete

paper work. When asked again later, Ms. Shaw stated that she and her son were walking around until she was able to get back into Seeds of Hope.

Ofc. had asked Ms. Shaw to attempt to contact a friend/relative to come pick her and her son up. Ms. Shaw then began looking through her purse for

her cell phone and handed Ofc. her driver's license. Ofc. then asked Ms. Shaw what she was originally suppose to be looking for in her purse and she

stated her driver's license. While Ms. Shaw attempted to put her driver's license back into her wallet, she fell asleep sitting on the sidewalk. Ms. Shaw

was unaware of Noah's were-a-bouts while Ofc. was speaking with her. Ofc. had to keep Noah from walking into the street on several occasions.

Ofc contacted Childrens Services who advised that it would be ok to release the child to the Father Melvin Allen. Ofc. contacted Mr Allen, who came

to the scene and picked him up. Noah was left in the custody of Mr. Allen.

Ms. Shaw was arrested for Disorderly Intoxication (2917.11b1) for being within 1000 ft of a school and for Endangering Childern (no priors). Ofc. will

place a copy of this incident report in Children Services basket.

CAD Dispatcher comments : 04/12/2014 20:01:03 - shoplifter in custody 34 and wont give phone number to full

Ofc. was dispatched to 1470 N. Bridge (KMart), reference to a theft.

Ofc. contacted loss prevention employee, Steven Thompson. Mr. Thompson stated that he observed a black male (later to be identified as Jullian

Cruz) select two hats, one shirt, and one pair of pants and place them in a cart. Mr. Thompson stated that Mr. Cruz then pushed the cart to the

registers and walked outside to a vehicle. Mr. Thompson stated that Mr. Cruz then carried a Walmart bag into the store, retrieved the cart with the

selected items and went to the fitting room. Mr. Thompson stated that Mr. Cruz then took the items out of the cart, entered the fitting room, and exited

with the items in the Walmart bag. Mr. Thompson stated that Mr. Cruz then walked past all points of sale and exited the store. Mr. Thompson stated

that he then stopped Mr. Cruz in the parking lot and escorted him the loss prevention office.

Ofc. contacted Mr. Cruz and advised him of his Miranda Rights, which he stated he understood and waived. Mr. Cruz stated that he did not have

intentions of stealing the items until he saw them in the store. Mr. Cruz admitted to stealing the two hats, one shirt, and one pair of pants. Total value:

$67.96. Ofc. obtained a photograph of the stolen items and a copy of the receipt. Ofc. will obtain a witness statement and a copy of the security video

at a later date. The stolen items were left in the custody of K-Mart for safekeeping.

Mr. Cruz was released to his mother, Madelena Maldonado. Ofc. advised Ms. Maldonado that the incident would be sent over to the Juvenile

Prosecutor and they would be receiving a court date through the mail. Ofc. also advised Ms. Maldonado and Mr. Cruz that he was now barred from

K-Mart and Sears until he turned 18.

While on patrol, ofc observed a gray 1996 Nissan Quest (OH-ELM9025) parked along the street in front of 98 Ewing St. Ofc observed and verified

through LEADS the tags were expired since 2010. Ofc observed the registered owner Rowland Gates had a Waverly, OH address. Ofc conducted an

inventory of the unlocked mini van and had it towed by Letche's Towing.

Minutes later ofc was dispatched to 98 Ewing St reference the vehicle owner wanted to meet with this ofc. Ofc arrived and contacted Brenda Gates

who advised her husband Rowland was not home. Ofc explained to her the violation and the reason for the tow and she stated she understood and would

advise her husband.

Ofc placed the towed vehicle log in the scan basket. Nothing further.

residence sometime over the past week. Ms.Woods stated the phone was lying on her mantel and that no one had been in the residence but Myrell

Netter. They advised that he had come over and borrowed a cup of sugar. Mr.Arledge stated he did not think anything of it when he let him in the

house. They advised the phone is not turned on and they don''t believe it has a`GPS app. on it.

Ofc. spoke to Myrell Netter ref. this incident. Myrell stated he did borrow the sugar but has no knowledge about an I phone.

Ofc. has no leads in this incident.

Ofc was dispatched to 216 N Sugar St in ref to a DOA. Upon arrival, Ofc made contact with Crystal Dozer. Dozer stated when she wake up this

morning she found her grandfather, Chauncey Danner laying on the living room floor, unresponsive. Ofc was then contacted by CPD Medic Huck, who

pronounced Danner deceased at 10:57 am. Ofc advised dispatch to contact the corner''s office. Dozer stated that Danner''s doctor is Dr. Gabis. Dozer

further advised Danner, had high blood pressure and artritis. Dr. Gabis contacted this Ofc by phone and was he advised of the situation. Dr. Gabis

stated he was familiar with Danners medical history and he would sign the death certificate. Ofc contacted Hill''s to come to the scene and claim the

remains. Ofc collected all of Danners medications and placed them in evidence to be destroyed at a later date. Nothing further.

Ofc. was dispatched to 1470 N Bridge Street (Kmart) in reference to a shoplifter. Upon arrival, ofc. contacted Audrey Hoey of Kmart loss prevention.

Ms. Hoey stated that Jacob Staggs (DOB 3/9/1998, age 16) asked for a knife from the sporting goods counter. Jacob received a Smith and Wesson

folding pocket knife from the sporting goods employee. Jacob then went to the electronics department and cut open the package with another knife.

Jacob placed the knife in his pocket and left the empty package on the shelf. Jacob then went out the grocery exit without making any attempt to pay

for the knife.

Ofc. then contacted Jacob in the loss prevention office and advised him of his Miranda Rights, which he stated he understood. When asked why he

attempted to steal the knife, Jacob said "no reason" and that it looked like a good knife to have.

Ofc. then contacted Jacob''s parents, Daniel Staggs and Joni Staggs, in the loss prevention office. They were advised ofc. would be forwarding this

report to the Juvenile Prosecutor for charges. Jacob was released to his parents. The property was returned to Kmart for safekeeping.

Ofc. was dispatched to 12 Cheyenne Drive in reference to a trespass. Upon arrival ofc. contacted Laura Blakeman. Ms. Blakeman stated her

stepmother, Judy Adams, needed to go to the hospital. Ms. Blakeman stated Ms. Adams has Alzheimer''s and has not been taking her medication or

eating for the past few days.

Judy Adams spoke to Chillicothe Fire Department paramedics, but refused treatment. Fire Department staff stated she seemed coherent and that they

were unable to transport her against her will.

Ms. Blakeman then stated Janet Harris has been harassing her and Thomas Adams, who is Ms. Adams'' husband. Mr. Adams stated he would like for

Ms. Harris to be barred from 12 Cheyenne Drive and he would also like for Ms. Harris to be advised not to call him anymore.

Ofc. then contacted Janet Harris via telephone. Ofc. advised Ms. Harris she was barred from 12 Cheyenne Drive and that if she returns she could be

charged with Criminal Trespass. Ofc. also advised Ms. Harris she was not to call Mr. Blakeman or she could be charged with Telecommunications

Harassment. Ms. Harris stated she understood.

mother. Dep Meenach of the Pickaway County Sheriff''s Dept advised that releasing him to his mother was fine. LEADS confirmation

Ofc. was dispatched to the floodwall in the area of Bridge Street and Riverside Street in reference to a male passed out on a bench. Upon arrival, ofc.

contacted Ty Stotridge. Mr. Stotridge stated he just got off work and was taking a nap. Ofc. verified Mr. Stotridge had an outstanding indictment from

the Ross Couty Common Pleas Court. Ofc. placed Mr. Stotridge under arrest.

During a search of Mr. Stotridge''s person, ofc. discovered a used syringe in Mr. Stotridge''s front left pants pocket. Ofc. seized the syringe as

evidence. Ofc. advised Mr. Stotridge of his Miranda Rights, which he stated he understood. When asked what he used the needle for, Mr. Stotridge said

"Heroin".

Mr. Stotridge was transported to the Ross County Jail where he was served with Ross County Common Please Court secret indictment issued

October 25, 2013 charging Forgery (2913.31 F5) from Deputy Kochran of the Ross County Sheriff''s Department. Mr. Stotridge was also served with

Chillicothe Municipal Court IBA warrant CRB1400095 charging Credit Misuse with arresting officer Deputy Rose of the Ross County Sheriff''s

Department.. Mr. Stotridge will also be charged with Possession of Drug Abuse Instruments (2925.12A M2). Mr. Stotridge will be held without bond

in the Ross County Jail pending his municipal court appearance on 4-14-2014.

Officer was dispatched to 395 Neal Ave in reference to a theft. Upon arrival Officer was contacted by John Gentil. John said he is currently buying

this house under a land contract deal from Daniel Stansberry. John said when he was mowing the grass he found the ground wire to his Satellite Dish had

been cut, he then saw additional ground wire had also been cut. Officer examined the area and found the ground wire to the electric box and air

conditioner had been cut. Officer was then advised of the detached garage door had been broken into. Officer examined the door and door jam. Officer

did not find any marks on the door, however the wood around the lock had been split, there was no metal strike plate in place. John said he will be

buying a strike plate to fix the door and nothing was missing from the garage. Officer found no marks or finger prints in the area and John was not sure

when the theft or break in of the garage had happened. Officer made contact with Daniel Stansberry who stated he is insured with State Farm. No leads

or witnesses, nothing further at this time.

Ofc dispatched to Wal-Mart on a theft complaint.

Ofc contacted Don Barton (employee) who stated he observed a W/M now known as Russell Allen select and conceal batteries in his pocket. Mr.

Barton stated Mr. Allen then proceeded through the checkout with a female, but did not take the batteries out of his pocket and attempt to pay for them.

Mr. Barton stated Mr. Allen was in house wares looking at items as well. This Ofc then arrived as Mr. Barton stopped Mr. Allen after Mr. Allen

passed all points of sale and exited the store. Mr. Barton and this Ofc then escorted Mr. Allen to the Loss Prevention Office. Ofc Mirandized Mr.

Allen who stated he understood. Ofc recovered 2-8pk lithium Batteries and a glass measuring cup (Valued at $38.23) from Mr. Allen''s pockets. Ofc

photographed the items and returned them to Loss Prevention. Mr. Barton stated he would provide the statement and video as soon as they were

available.

Ofc asked Mr. Allen why he took the batteries. Mr. Allen replied "I needed them and they are too expensive". Mr. Allen had $8.64 in his pocket.

Ofc advised Mr. Allen he is now barred from Wal Mart and if he returned he would be arrested for Criminal Trespass. Mr. Allen stated he understood.

Ofc arrested Mr. Allen for theft and transported him to the Ross County Jail advising him of his court date on 4/14/14 at 9:00 AM. Ofc left Mr. Allen

in the care of RCJ Staff. Nothing further.

Officer was dispatched to the Circle K Store in reference to a missing 9 month old. Officer was advised the 9 month old is a female was in a stroller.

Upon arrival Officer was unable to locate the caller. Officer heard traffic that the Ross County Sheriff's Office was on Borlands Crossing requesting

assistance involving a 9 month old who was found near the lake off Borlands Crossing. Officer went to 8 Borlands Crossing and assisted the Sheriif's

Office. Officer confirmed the 9 month old (Mariah Robinson) found was the 9 month old this Officer was dispatched to as missing.

Officer contacted Mariah's mother Natasha Robinson and father Murvin Trenner. Murvin said about 4 pm Natasha's niece (Beronica Schmitz)

offered to take all the kids to the city park to play. About 8 pm his 8 year daughter came running running home crying and said someone took Mariah.

Murvin said he called the police and then another niece Brooklyn Rapp took them to the house on Borlands Crossing where the Sheriff's Office was

already at. Ofcs. felt there was no criminal activity that occurred in our jurisdiction, and the investigation was turned over to the Ross SO.

The Ross County Sheriff's Office completed an investigation, notified Children Services and contacted EMS to respond to check Mariah. Mariah was

transported to ARMC by Scioto Township Squad 1218. Deputy M Adair handled the investigation for the Sheriff's Office and the filing charges, see his

report for further information. Nothing further at this time.

stated Mr. Potter then accelerated rapidly westbound on Seventh Street, nearly striking her and another vehicle. Leren was provided with a written

statement to complete and return. Leren stated Mr. Potter was intoxicated and she could smell alcohol on his breath.

Ofc. then contacted Mr. Potter at the Law Enforcement Complex at approximately 10:25 PM. Ofc. advised Mr. Potter of his Miranda Rights, which

he stated he understood. Mr. Potter stated he did go to 394 E Seventh Street and begin to cause problems. Mr. Potter stated he realized things were

escalating and tried to leave. When he attempted to leave, a female jumped in front of him and a male smacked him in the face through his window. Ofc.

noted Mr. Potter did not appear to be impaired and there was no odor of an alcoholic beverage about his person. Mr. Potter was provided with a written

statement to complete and return.

Ofc. was dispatched to the area of 32 E Second Street in reference to a domestic dispute. Upon arrival, ofc. contacted Nicholi Butterbaugh and Janelle

Hughes. Ms. Hughes stated she got into a verbal argument with Nicholi''s mother, Amy Saultz. Ms. Hughes stated Ms. Saultz would not allow her to

see her and Nicholi''s child. Ms. Hughes also stated Nicholi sleeps on a baby mattress in the basement with a small space heater and that Ms. Saultz

does not buy food for Nicholi.

Ofc. then contacted Amy Saultz. Ms. Saultz stated Nicholi could go stay with his father at Sherman Park.

Nicholi and Ms. Hughes left to go stay with Nicholi''s father.

Officer made contact with Charles Jones at 384 Western Ave who advised Carrie Feltner is drunk causing problems. Charles advised Carrie tore out the

window screen and was chasing him around the house with a pan trying to fight him.

Officer made contact with Carrie at the rear of the house and could smell a strong odor of an alcoholic beverage coming from her person. Officer observed

her eyes were blood shot/glassey, she was having trouble keeping her balance and her speech was slurred. Carrie advised that Charles is the problem and

she will cross Western Ave and walk to a friends house. Carrie advised she has had at least 4 beers and she has no one who can take care of her and pick

her up.

Officer made contact with Charles who advised he can not control and/or take care of Carrie that she came to the house drunk.

Officer arrested Carrie for her safety and the safety of others and transported her to Ross County Jail to be held until sober.

Officer issued Carrie a Minor Misdemeanor Citation charging her with Disorderly Conduct Intoxication and advised her of her Municipal Court date on

4/25/14 at 9:00am.

Officers were dispatched to 610 Oneida in reference to a disturbance. While enroute Officers were advised it was an active Domestic dispute. Upon

arrival Officer was contacted by Kimberly Welch and her daughter Ashley Webb. Ashley said her mothers ex-husband Tommy Welch was here and

rammed the house. Ashley said he came banging on the door yelling "Open the door you bitch!" Tommy then ran to the back of the house and began

banging on the sliding glass door and said "I''m going to jail tonight." Ashley said he hopped into the van and rammed the garage door and left. He then

returned about 2 minutes later and rammed the garage door again. He then jumped out of the van and said "this is the least of your worries, after I get out

of jail I will hunt you down and kill you all". Ashley then gave a written statement and said she is very scared for her own safety and the safety of her

mother and little sister.

Kimberly Welch said she just got a divorce from Tom Welch and he moved out about a month ago. He came to the door banging on it and yelling and

screaming. He said he will kill her and her daughters (who are Ashley Webb and 15 year old Jessica Pryor). Kimberly said she called the police and he

sped away in a full size Ford Ecoline van OH GBB1392 only to return and ram the house with it. Officer saw a lot of heavy damage to the garage wall.

The brick wall from the ground to the roof had been knocked over and the wall pushed inside of the garage about 2-3 feet. Officer photographed the

damaged house and obtained written statements from Kimberly. Officer put out a bolo for the Van and asked Officer Stansberry to check the area for it.

Officer then contacted Aaron and Rachel Hines who live next door at 612 Oneida. Aaron said he was inside the house when he began to hear yelling

and screaming. When he looked outside he saw a white van leaving. The van then returned at a high rate of speed and rammed the house while his wife

(Rachel) was standing outside talking to Kim. Aaron then heard Tommy Welch yell at Kim "After I get out of jail I will get you!" and Tommy then

pounded his own head with his own fist and left. Aaron gave a written statement. Rachel said she heard a car pull up and then banging on the house next

door (610 Oneida). She then saw the van leave and she walked outside and began talking to Kim Welch. She then saw Tom driving West bound on

Oneida and rammed the van into the house at 610 Oneida. Tom got out of the van and began to threaten Kim and "cussing" Kim out. Tom then told Kim

"the garage is the least of your worries, when I get out of jail I will come back." Tom then left in the van. Rachel then gave a written statement.

Officer then made contact with Vanessa Cheeseman who lives across the street at 611 Oneida. Vanessa said she heard a thumping noise and then

heard yelling and screaming. Vanessa said she looked outside and saw a man trying to get inside of the house at 610 Oneida. He then got into a white van

and he used the van to ram the garage 3 times. He left and then returned and rammed the garage door an additional 3 times. Vanessa then gave a written

statement.

Officer contacted the owner of the house Ethan Gill and advised him of the damage to his house. Ethan said he is insured with Farmers Insurance

Group.

Officer Stansberry located Tommy Welch at 14983 Pleasant Valley Rd and waiting for a Ross County Deputy to arrive to arrest Tommy on this

Officer''s behalf. See Officer Stansberry''s supplement narrative. Officer will be charging Tommy Welch with 3 counts of Domestic Menacing and one

felony count of Vandalism for the damage to the house. Tommy also has an active warrant out of the Pickaway County Sheriff''s Office for Domestic

Violence. Officer checked Tommy''s CCH and found his record states that he has convictions for Domestic Violence, resisting arrest, Vandalism, Assault

on a Peace Officer and Assault.
