Pagpapatupad ng Equity Compensation Law sa mga beteranong Pilipino

Puspusan at maayos na ipatutupad ng pamahalaan ang Filipino Veterans Equity Compensation Law. Ito ang binigyang diin ng Pangulong Benigno S. Aquino III sa paggunita sa Ika-71 Araw ng Kagitingan sa Mt. Samat Shrine.

Sinabi ng Pangulo na may 18,700 beteranong Pilipino na ang nabigyan ng karampatang halagang aabot sa US$224 milyon ang kabuuang halaga. ito.

“Nakatutok din po tayo sa pagpapatupad ng Filipino Veterans Equity Compensation Law kung saan sinisigurong nabibigyan ng buong kompensasyon ang hindi US citizens na aabot sa US$9,000 at US$15,000 naman para sa US citizens,” sabi ng Pangulo.

“Nito pong Enero, umabot sa US$224 milyon ang ipinamahaging kumpensasyon para sa mahigit na 18,700 aplikasyong naaprubahan sa ilalim ng batas na ito,” dagdag pa ng Pangulo.

Binigyang diin ng Pangulo na patuloy ang pagsusulong ng pamahalaan para sa dagdag na pensiyong benepisyo gayundin ang kabayaran at serbisyong medikal sa mga beteranong nakipaglaban noong Ika-2 Digmaang Pandaigdig.

“Mula pa po noon, nakatutok na sa kapakanan ng ating mga beterano ang Philippine Veterans Affairs Office.

Kabilang po rito ang pagsusulong sa pagbabahagi ng kabuuang bayad ng pensiyon sa ating Total Administrative Disability (TAD) kung saan bukod pa sa ibang benepisyo ay makatatanggap ng P1,700 buwan-buwan ang bawat beteranong umabot na sa edad na 70 taong gulang,” dugtong ng Pangulo.

“Pagdating naman po sa serbisyong medikal, taun-taon di nating pinaiigting ang pagtuon sa kalusugan ng ating mga kawal. Patuloy pong nagsisilbi ang 590 na pampublikong ospital sa buong bansa na accredited ng Veterans

Memorial Medical Center bilang panrehiyon o panlalawigang sangay,” sabi pa ng Pangulo.

Nanawagan ang Pangulo sa sambayanang Pilipino sa pagkakataong ito na umalinsunod sa mga simulain, adhikain

at ginawa ng mga beterano ng digmaan at sikaping mamayani sa lahat ng saglit ang kapayapaan.

“Ano mang banta sa kapayapaan at kabuhayan sa alinmang bansa ay maaaring magpalundo sa kalakhang estabilidad ng buong mundo. Sa madaling salita, nakasalalay sa masusing ugnayan, sa pagkakaisa at sa iisang direksiyon ng pagsagwan ang kolektibo nating kinabukasan,” wika ng

Pangulo.Pinapurihan din ng Pangulo ang mga

beteranong nag-alay ng mga buhay nila noong Ika-dalawang digmaang pandaigdig upang matamo ng sambayanang Pilipino ang kasarinlan.

“Ngayon pong Araw ng Kagitingan, isang bansa muli tayong nagtitipon sa makasaysayang pook na ito upang magbalik-tanaw at bigyang-pugay ang kabayanihan ng mga beteranong Pilipino at Amerikano ng Ika-2 Digmaang Pandaigdig. Sila po ang libu-libong kawal na kusang-loob na inihaharang ang katawan sa bala alang-alang sa bayan,” pahayag pa ng Pangulo.

Ang Araw ng Kagitingan ay may paksang-diwang “Ang Beterano: Sigla at Ispirasyon ng Kabataan Tungo sa Tuwid na Daan.” Sa araw na ito ay itinampok ang giting at tapang ng mga kawal-Pilipino at Amerikano na walang takot na sumagupa sa mga kalabang Hapones.

Noong Abril 9, 1942, ang mga kawal-Pilipino at Amerikano sa Bataan ay isinuko sa mga Hapones ng kanilang pinuno, Komandante Heneral Edward P. King. Nakaalis na noon si Heneral Douglas McArthur ng Hukbong Amerikano patungong Australia, kasama ang noon ay Pangulong Manuel Luis Quezon.

Pagkatapos ng pagsuko, ang mga kawal-Pilipino at Amerikano ay pinahilera sa lansangan at inutusang lumakad sa gitna ng nagngangalit na sikat ng araw mula sa Bataan hanggang sa Kampo O‘Donnell sa Capas, Tarlac na ang layo ay 90 kilometro. Gutom, lupaypay sa hirap at sugatan pa ang ibang mga kawal. Maraming kawal-Pilipino at Amerikano ang nasawi sa bayoneta ng mga kawal-Hapones bago nakarating ang pangkat sa Kampo O’Donnell.

Ang walang katulad na kalupitang dinanas ng mga kawal-Pilipino ang lalong nagpaalab ng kanilang hangaring labanan ang mga manlulupig na Hapones na nagapi noong digmaang pandaigdig at tinupad naman ni Heneral Douglas McArthur ang kanyang pangakong “I shall return”.

Pito sugatan sa magkakasunod na aksidente sa motorsiklo at tricycle sa 5 bayan sa Quezon

LALAWIGAN NG QUEZON - Pito ang nasugatan kabilang ang isang pitong taong gulang na bata sa magkakasunod na aksidente sa motorsiklo at tricycle sa mga bayan ng Sariaya, Tiaong, Lucban Pagbilao at Gumaca.

Batay sa ulat ng Quezon Provincial Office, anim sa mga sangkot sa aksidente ay kinabibilangan ng mga menor de edad at mga bata.

Sa bayan ng Sariaya, isinugod sa Lucena United Doctors Hospital ang isang di pinangalanang pitong taong gulang na batang lalaki na nahulog sa tricycle na dumaan sa isang mataas hump sa Brgy Poblacion 5.

Tumakas naman ang driver ng tricyle na si Ruel remo matapos ang insidente.

Sa bayan ng Gumaca, nagtamo ng mga grabeng pinsala at ginagamot sa San Diego Hospital ang biktimang si Jelly Fercol Cruz, 15 anyos , residente ng Brgy. Palsabangan matapos na ito ay mabundol ng tricycle na minamaneho ng 18 anyos na si Antonio Simeon sa Bondoc Penenisula Road, sakop ng Brgy. Sastre.

Villar Receives Honoris Causa from Bataan Peninsula State University -- Urges graduates

and Team PNoy senatorial candidate Cynthia Villar received an Honoris Causa in Doctor in Humanities from the Bataan Peninsula State University (BPSU) during its recent commencement exercise where she was guest of honor and speaker.

In her acceptance speech, Villar said the recognition is ‘extra special’ since it was given by a state university in Bataan, the home province of Senator Manny Villar’s mother, Curita Bamba Villar or Nanay Curing, who hailed from Orani.

BPSU officials led by its President Delfin Magpantay conferred on Villar the honorary degree Doctor of Humanities, Honoris Causa.

“I am honored and happy to receive the honoris causa from Bataan Peninsula State University and to be invited as

their commencement speaker. I always look forward to interacting with the youth and in my own way, give them inspiration and guidance as they start a new phase in their lives,” said Villar.

Villar, in her commencement speech, urged the more than 1,200 graduates of the Bataan Peninsula State University not to be discouraged by the unemployment and underemployment problems in the country but rather consider entrepreneurship as an option to merely seeking employment after graduation.

“There is always the option to go into entrepreneurship—to be an entrepreneur, to employ people instead of getting employed. In fact, I hope, many of you will aim to go the entrepreneurial way,” Villar told the graduates from the main campus of BPSU in Balanga City and branches in the towns of Abucay, Dinalupihan and Orani.

As an active advocate of entrepreneurship, Villar narrated to the graduates the success story of her family’s real estate business, which started as a small gravel and sand company. She cited that capital is not everything in business.

“When (Senator) Manny and I started our business in the 1970s, we only had P10,000. So we had to borrow P70,000 from a bank to buy two second-hand trucks that we used in delivering sand and gravel to construction companies. Then, Manny saw the potential of building small houses. We pursued our dream with hard work and persistence,” she added, citing entrepreneurship as a way out of poverty.

Villar was awarded by Go Negosyo as among the ‘The Women Entrepreneur Icons and Filipina Entrepreneurs of 2013’ during the 5th Filipina Entrepreneurship Summit last month. QUEZON - Despite the recent pronouncement issued here by President Benigno Aquino that the government's conditional cash transfer (CCT) program should not be used and abused by politicians for their personal interests, a political clan in the province still uses it for politicking, according to a group of ABC (Association of Barangay Captains) presidents.

The group was composed of village chiefs Leonardo Reyes (ABC president of Perez, Quezon), Crispo Sisperez (Quezon, Quezon), Elpidio Bunag (Guinayangan, Quezon), Jaime Nicolas (Calauag, Quezon),and Michael Marquez (Lopez, Quezon).

They recalled that during Aquino's visit at Gumaca Elementary School along with Team PNoy's senatorial candidates last March 11, the president warned local politicians

against threatening to disenfranchise beneficiaries of CCT which is also called Pantawid Pamilyang Pilipino Program.

The group quoted Aquino to have said, "If there are politicians warning you of disenfranchisement from CCT if you don't vote for them, I' d be the first one to tell you that I will not allow it," adding that these politicians would face removal from public office, or risk being unseated during the elections.

They lamented that even Aquino is indeed sincere with his pronouncement and in the implementation of CCT, some of his party mates who are using it for their personal ends are not. "What the president said was good and we believe with his sincerity but what is actually happening in our district is the other way around," said the ABC leaders.

The group was

referring to some political leaders and allies of outgoing 4th Dist. Rep. Lorenzo "Erin" Tañada III whose elder brother, Wigberto "Toby" Tañada, Jr., was running for the position that he is about to vacate in July 1.

They identified some of them as Calauag town Councilor Ding Pialo, Quezon Coun. Albert Binukas, Atimonan Coun. Rey Sarmiento and Gumaca Coun. Felix Arcaya.

The group alleged that despite the president's warning, that these local politicians are still threatening their poor constituents that should they not support the candidacy of Toby, their names will be delisted as CCT beneficiaries.

In her recent statement, Social Welfare Sec. Corazon Soliman stressed that no one has the right to delist a beneficiary of the program. She said that only the DSWD regional and national office are authorized to delist a beneficiary if he or she will not comply with the given conditionalities.

Soliman made the statement following numerous reports of threats to beneficiaries that they will be delisted from the program if they do not support certain candidates in the upcoming election. There are also claims that politicians have control over this human development program of the national government.

CCT is a human

development program of the national government. It is also a social protection strategy that invests in the health and education of poor children aged 0-14 years.

Every household beneficiary of CCT is entitled to monthly cash grants over a 5-year span to help them achieve the goals of the program. Php500 is provided for each household that meets the health conditionalities.Php300 is provided for every child for 10 months in a year for a maximum of 3 children per household after satisfying educational conditionalities.

Meanwhile, village chiefs Bong Cemanes of Bgy. Kunalum, Calauag, Quezon and Nante Castillo of Bgy. Mabini, Gumaca, Quezon alleged that Toby Tañada's cash for work which is part of CCT and being funded by the DSWD continues in different barangays of the said two towns despite the

election period. They said each individual under the program receives Php240 a day.

Toby, a lawyer, is running against Dra. Angelina "Helen" Tan, a respected medical practitioners who leads different surveys that have been conducted in the district.

Helen of Nationalists People's Coalition is the wife of former District Enginner Ronnel Tan who was assigned in the district for eight years before he was ordered dumped in Siquijor Island as a result of the alleged machination of Rep. Tañada, a known staunched ally of President Aquino and one of the spokespersons of the ruling Liberal Party.

It was learned from the ABC leaders that Engr. Tan earned the ire of the solon when the former did not stop his wife, Helen from running against Toby for the congressional post. Contributed by Gemi Formaran

entertainment places kundi nakukuha ang sakit na ito sa mga free lancer na nagbebenta ng laman.

Ayon kay Dr. Martinez, kalimitan ay sa hanay ng mga estudyante, mga nagtatrabaho o kaya naman ay nakakatuwaan lamang kaya nakakakuha ng sakit na ito. Villar urges DFA to extend assistance to Filipino voters abroad

Nacionalista Party-Team Pnoy senatorial candidate Cynthia Villar today urged Philippine embassy and consulate personnel abroad to extend all possible assistance to Overseas Filipino Workers (OFW) as they exercise their right of suffrage under the overseas absentee voting (oav) starting on Saturday, April 13.

“We urge all officials and personnel in Philippine embassies and consulate offices abroad to go out of their way and extend all forms of assistance they can give to the more than 900,000 Filipinos abroad who are qualified to vote under the absentee voting law,” Villar said.

Villar, a former Las Pinas Congresswoman, said she and her husband, Senator Manny Villar, have been long-time advocates of granting Filipinos aboard to the right to participate in national elections.

“We are aware that in past elections, many of our workers abroad who are qualified absentee voters were not able to vote due to several problems in their working places,” Villar said. “We are hoping that in this elections, more and more Filipinos abroad will be able to vote and exercise their duty in selecting the leaders of this country.”

At the same time, Villar said Commission on

Elections (Comelec) and the Department of Foreign Affairs (DFA) personnel should see to it that the conduct of the overseas absentee vote should be honest and orderly in order to maintain the integrity of the process.

“Allowing our OFWs to participate in our elections is one significant way we can acknowledge their contribution to the country,” Villar explain. “They are our modern-day heroes and it is still through their remittances that the Philippine economy has remained upfloat.”

Villar said she was satisfied with the preparation and information conducted jointly by the Comelec and DFA but added that she would not be surprised of last-minute problems would still arise in various polling centers for Filipino abroad.

Under the Overseas Absentee voting Act, Villar said, Filipino officials posted in embassies and consulate offices were mandated to extend all forms of assistance to encourage overseas Filipinos to make use of their voting right and to help them overcome problems in registering and casting their ballots.

and that the pill body had completed preparations for the conduct of the overseas absentee voting.

Tagle, chairman of the Comelec’s Committee on Overseas Absentee Voting (COAV) said the first to vote using the automated machines are Filipinos in Hong Kong, followed by Riyadh, Saudi Arabia and the United Arab Emirates..

OAV is set to be held on Sunday at the Bayanihan Center in Victoria Road, Kennedy Town and at the Philippine embassy on D3 Collector Road C Diplomatic, Riyadh. Filipinos in the UAE will vote at the Philippine embassy on Al Bateen, Abu Dhabi.

Tagle said they have scheduled on Thursday the FTS at the Philippine embassy in Singapore on Nassim Road and the Philippine Consulate General in Dubai on Al Quasis Area 3. On Friday, the FTS will be at the Philippine Consulate General in Jeddah on the Rehab District and Philippine embassy in Kuwait on Faiha.

The Comelec opted to hold automated polls in areas where there’s a large concentration of Filipinos. Comelec records showed Hong Kong has 83,118 voters; 50,063 in Singapore; 55,842 in Dubai; 30,328 in Jeddah; 30,468 in Kuwait; 53,396 in Riyadh; and 21,645 in Abu Dhabi.

Tumakas naman ang suspek matapos ang pamamaril na nakilalang si Russel Nicolas Daniel, 40, may-asawa, isa ring laborer at residente rin ng nabanggit na

lugar.Tinamaan din ng ligaw na bala ang ang mga bystanders na sina Corazon Colago Santos, 49 at Marie Dy na tinamaan ng ligaw na bala sa kaliwang tuhod na agad na dinala sa Quezon Medical Center na ngayon ay nasa kritikal na kondisyon, samantalang ang biktimang si Lleda ay ideneklarang “dead on arrival.”

Patay na ng dating sa St Anne Hospital ang biktimang si Joseph Atibo lleda, 31 taong gulang ng purok Rainbow, brgy ibabang dupay. Sugatan naman at ginagamot pa hanggang sa kasalukuyan ang kapitbahay ng biktima na si corazon colago santos 49 na taong gulang na nagtangkang umawat sa pamamaril.

Lumabas sa i m b e s t i g a s y o n , naglalakad umano ang biktima sa sidewalk dakong alas otso ng umaga ng lapitan ito ng suspek na si cecilio nicolas daniel 40 taong gulang, at malapitang pinagbabaril ang biktima. Tinangka namang umawat ni Corazon subalit binaril din ito at tinamaan sa hita. Mabilis namang tumakas ang suspek makaraan ang pamamaril sakay ng isang tricycle.

Narekober sa lugar na pinangyarihan ng krimen ang dalawang basyo at isang slug ng kalibre 45 samantalang pinaghahanap pa ngayon ng mga pulis ang tumakas na suspek, habang inaalam pa ng mga pulis ang motibo ng pamamaril. Johnny Glorioso

L U C E N A CITY - Isa na namang malawakang senso ang isasagawa

ng Pambansang Tanggapan ng Estadistika (NSO) ngayong buwan ng Abril, 2013. Ito ay

ang Census of Philippine Business and Industry (CPBI). Ang nabanggit na senso ay isasagawa simula April 1 hanggang July 31, 2013. Ang CPBI ay naglalayong makakolekta at makapangalap ng mga datos o impormasyon tungkol sa kalagayan, antas, at direksiyon o galaw ng ekonomiya sa buong bansa.

Ang senso ay isasagawa sa pamamagitan ng pagbisita sa mga establisyimento upang punan ang mga impormasyong nakalagay sa questionnaires. Ang makakalap na impormasyon mula sa nabanggit na senso ay gagawing basehan para masukat at maihambing ang paglago ng ekonomiya sa pangkalahatan,

pang-rehiyon at panlalawigan. Ang datos ay magsisilbing basehan sa pagbuo at pagbalangkas ng mga plano at polisiya na may kinalaman sa ekonomiya ng bansa.

Bilang paghahanda, ang mga kinatawan ng NSO Provincial Offices ay nagsanay noong Marso 12-

15, 2013. Sa lalawigan ng Quezon, ang pagsasanay ay isasagawa mula Abril 15-17, 2013 kung saan dadalo ang mga empleyado na magsasagawa ng senso sa mga establisyimento.

Why pick on us? – Makabayan

MANILA – Gabriela Women Partylist Rep. Luzviminda Ilagan has yet to fully recover from a bout of infection. But yesterday, armed with painkillers, she joined her colleagues from the Makabayan coalition as they trooped to Comelec’s main office. Makabayan is a coalition of progressive political parties and partylist groups. With its allies, it marched to the Comelec and then to Supreme Court yesterday April 8 to slam what it calls as a “continuing harassment against progressive partylists.”

As the 2013 midterm election approaches, the progressive bloc is finding not only their partylist groups under siege – that is no longer news to them – but what is worse this time, they find the partylist system itself as under siege.

“The people have long been offended and angry that the party-list system was used by rich and powerful politicians as a backdoor to get a seat in Congress. The Supreme Court has now openly invited the likes of Rep. Mikey Arroyo to pass through the front door and without the hassle of pretending to be poor and pro-poor,” Anakpawis Partylist Rep. Rafael Mariano said, quoting the Makabayan statement at a press briefing in Manila yesterday.

Ilagan explained that the partylist law was created as an equalizer to help ensure that 20-percent of the members of the House of Representatives come from the marginalized and under-represented sectors, organizations and parties. But the Supreme Court ruling issued last week “goes against the spirit of the Partylist law,” she said.

Blatant is the buzzword?

Gabriela Rep. Ilagan told Bulatlat.com that in their sorties in various provinces, they encounter many instances of blatant violations of election rules. Her report is echoed by other partylist candidates such as Katribu.

Just in campaigning, Ilagan said Gabriela has sent the Comelec numerous examples of violations in posters being extensively committed by other groups, including partylist groups which Makabayan calls as “bogus,” saying they do not come from nor represent the marginalized. Ilagan said Gabriela has also sent the Comelec copious photo documentations of these campaign violations of other groups. But all these have been ignored by the

Comelec.Instead, the Comelec

seems bent on squelching the participation of progressive partylist groups. “Aquino’s Comelec has been persecuting progressive partylist groups while condoning the existence of bogus partylist organizations and even tolerating their campaign violations. This is evident in the eager efforts to pin Kabataan Partylist and Piston Partylist for campaign poster violations, while no hearings have been conducted to look into similar violations committed by groups like Akbayan and Buhay,” Ilagan said.

Comelec chairman Sixto Brillantes had reportedly warned that he would give a sample to violators of campaign rules, but why did he single out Kabataan Partylist and Piston Partylist, when he himself had reportedly said Akbayan, for example, has many times more cases of violations? asked George San Mateo, chairman of Piston. Akbayan as a “partylist” has been the subject of bitter criticisms by progressive groups as its leaders now occupy various positions in President Aquino’s cabinet, and they are reportedly getting millions of funds not just from the government but also from Aquino’s family.

The Comelec’s actions against Kabataan and Piston partylists are clearly biased, the supporters of progressive groups say. Satur Ocampo urged the Comelec that if it could not monitor all partylists and candidates, then it would only be fair to defer action on Kabataan and Piston. To punish them when others are committing worse violations would be unjust, Ocampo said.

“The Aquino government is hell-bent on ensuring that critics of his administration, including those who have campaigned against Aquino’s anti-poor and repressive legislation are barred from holding positions in the House of Representatives,” Ilagan said.

What the Kabataan Partylist and Piston Partylist are going through comprise only the latest addition to a long string of “systematic campaigns” against progressives. Under the former administration of Gloria Macapagal-Arroyo, the vilification and hounding

Aniya, delikado at maaaring makuryente ang isang taong nagpapalipad ng saranggola kapag sumabit ang saranggola sa matataas na boltahe ng transmission lines. Ayon pa kay Bautista, hindi lang ang mga saranggola ang maaaring pagsimulan ng pagkakakuryente at pagkakasunog kundi ang iba pang bagay na napadikit sa malalakas na boltahe ng transmission lines. Babala ng DTI, pag re-fill ng LPG sa butane canister, delikado

LUNGSOD NG LUCENA - Nagbigay babala kahapon ang Department of Trade and Industry (DTI)-Quezon provincial office sa lahat ng mga mamimili sa lalawigan ng Quezon na huwag mag refill ng liquefied pertroleum gas (LPG) sa butane canisters sapagkat ito ay delikado.

Sinabi ni Pablito Budoy ng DTI-Quezon na ang butane canisters ay yari sa lata at hindi ito refillable. "Ang maaari lamang ilagay sa canister ay butane gas, hindi LPG. Kapag LPG ang inilagay ay maaari itong sumabog dahil ang butane canister ay hindi kakayanin ang pressure ng LPG," sabi ni Budoy. Bukod dito, mayroong ding

paglabag ito sa Consumer Act of the Philippines sapagkat nagkakaroon ng maling paliwanag sa mga etiketa nito, dagdag pa ni Budoy. Mayroon nang mabibili na mini-LPG cylinder na yari sa stainless steel at ito ay refillable ng LPG din. Ang mini-LPG cylinder ay ginawa sa pamamagitan ng welding ng stainless steel plates samantalang ang butane canister ay ginagawa sa pamamagitan ng crimping o folding ng lata. God is watching you, so do weCaviteños vow for a credible election in May 2013

The start of the local campaign right after the observance of the Holy Week proved that the candidates wooing the voting population still lack sincere contemplation of the genuine spirit of Christ’s sacrifice for the people.

Caviteños were dismayed by the headlines on the tabloid on April Fool’s Day that competing political camps in the province were throwing praise statements serving their own interest, all in the name of trending electoral surveys to set the mind of the voters who will be winning the mid-term election in Cavite in May.

These politicos forgot, as a matter of proof of belittling the intellect of the voters, that what is more important during electoral campaign are the agenda and plataporma-de-gobyerno they are presenting to the people.

Different sectors in the province represented by CPAGG or Cavite People’s Advocacy for Good Governance stood firm that the mandate of every candidate who eyes a government position is to serve the people, i.e., public service that places the interest of the majority at the center of his duty.

“Make room for the Risen Lord,” Manila Archbishop Luis Antonio Cardinal Tagle clearly stated during the Easter Sunday, adding “If we only let God into our

lives can we break-out of the tombs of poverty, injustice and violence into which we have fallen.”

We believe that in order to realize the Archbishop’s teaching, the political candidates should also make room for the public’s interest – which will be the risen hope for the people.

May we also remind the candidates that the authority and power given by the voting public to them shall come with accountability.

The province of Cavite being known as a vote-rich area with 1.7 million registered voters appears to be a huge chunk of unleavened bread to local and national candidates whom every one would like to have a piece of his own, leaving the people’s interest for a genuine change and merely considering the Caviteños as balota.

This also explains why the Comelec considered the province as one of election’s hotspots.

In Cavite, in spite of the perceived industrial boom, growth and development has been interrupted by prolonged societal woes that continue to be stumbling blocks in the attempt of the province to achieve human and sustainable development.

As it is, the province has never been free from controversies in governance, conflicts among its sectors, among

others.Like some of the

localities in the country, Cavite saw the rise of political dynasties and the diminishment of people’s active participation in governance. The loss of confidence in social and political institutions has somehow resulted in apathy or disinterest of some groups/sectors/ institutions that, ideally, could have pushed for relevant reforms.

With these realities in mind, the people’s role and participation are once again challenged to promote platforms for the common good.

While we strongly believe in the power of election as a form of democratic exercise, we also believe that our future shall never be determined solely by elected officials.

It is a tall order for social institutions to come together and create opportunities or venues for the people to actively participate in life-affirming initiatives and actions that respond to social realities.

As we carefully watch the government undertake its election process, we also watch with our lenses enlightened by moral underpinnings that are defined by our faith.

May this serve as a warning to political candidates that people are watching them, and indeed God is watching us too, to guarantee a peaceful, honest and credible election.

The Cavite People’s Advocacy for Good Governance (CPAGG) is the former May One Commemorative Committee established in March 24, 2010. The Committee is an ecumenical group, organized by the Diocese of Imus through Fathers Romeo Ner, director of public affairs office; and Jose Dizon, director of labor ministry; aimed to create activities for the celebration of 2010 International Labor Day, which was viewed as very significant as it almost coincide with the first automated national and local elections on May 10, 2010.

Development Center; Rt. Rev. Peter Ojascastro, Bishop, Diocese of Cavite, Iglesia Filipina Independiente; Rt. Rev. Ephraim Fajutagana, Chairperson, Workers Assistance Center, Inc.; Dr. Patrick McDivith, United Church of Christ in the Phils. (UCCP) Pastor & Asst. The Committee’s areas of concern expanded to other advocacies and eventually focused on good governance and the promotion of the common good. The group decided to use the name Inter-Faith Advocacy for Good Governance in Cavite (IAGGC) on June 14, 2010 and later renamed as Cavite Inter-Faith Advocacy for Good Governance ( CIFAGG ) for easy name recall. On September 30, 2010 it was

again renamed as Cavite People’s Advocacy for Good Governance (CPAGG).

CPAGG commits itself to achieving truth, love, peace, and justice in every endeavour it will undertake.

Last year the Comelec disqualified the Kalikasan Partylist and Courage Partylist, and attempted to disqualify Bayan Muna and Anakpawis. Kalikasan has been noted for vigorously opposing the Aquino government’s “plunderous” liberalization of mining and logging. It has also exposed the environmental hazards of increased US military presence in the Philippines. Courage Partylist, meanwhile, has been at the forefront not only of advancing the welfare of

the public sector and the public it should have been serving; it had also helped in exposing irregularities in government transactions.

Makabayan has also scored Brillantes over his remarks about Makabayan senatorial bet Teddy Casino, whom the Comelec ‘mistakenly’ tagged as the fifth spender on TV campaigns. “That is so far from the truth,” Bayan Muna Partylist Neri Colmenares said.

Local and congressional elections are just around the corner. The ruling coalition dubbed as Team Pnoy is aiming to win it big by bagging the clear majority, nay dominance, in the senatorial, lower house, and local elections. By the looks of it, by the sheer number of candidates contending political parties are able to field, it appears that the ruling coalition will achieve just that: dominance.

An inquirer.net article ‘Outgunned,’ but UNA sure of Binay win in 2016 polls by Christian V. Esguerra revealed that the Liberal Party (LP) has 158 candidates for Lower House representatives while the UNA has only 58; the LP has 196 candidates for city mayor and vice mayor positions while UNA has 66; the LP has 470 candidates for municipal mayor and vice mayor positions while

UNA has 166.However, former

president Joseph Estrada appears unfazed. He was quoted by the inquirer article as saying:

“I spoke with a number of local officials and they told me they were staying put with the administration only because P-Noy is still the President,” he said. “But come 2016, they said they would go for Binay,” he added referring to Vice President Jejomar

Binay, who is expected to be UNA’s standard bearer in the 2016 presidential elections.

This says a lot about Philippine politics: party loyalties shift as fast as you could say “I won.” And having dominance and the majority position change overnight. Look at Gloria Macapagal-Arroyo. She used her party’s dominance to fend off all attempts to depose her. But now her party does not even figure significantly in the upcoming elections.

Yes, everybody loves a winner, especially if that winner would have the power to release or withhold pork barrel funds, and decide whose pet project gets approved and funded first. Sad to say, but still, even under the current Aquino government that promised change, the power of the purse is being used to make officials, senators, and representatives to tow Malacañang’s line.

The president could also make life difficult for an elected official by using the government machinery at his or her disposal to harass an incumbent.

So it is not just about personality politics, it is more about the politics of money, privilege and power. The politics of platforms, programs and issues are still far from becoming a reality in the country.

The party-list system could have been a seed of that as parties are elected on the basis of programs, advocacies and the sectors they represent, but look at how this is being debased and used by traditional politicians or trapos to gain access to Congress and by big political parties to multiply their vote in Congress. Also, the token 20 percent representation purportedly being give to marginalized sectors, if filled up by genuine party-list groups, if that ever is possible, could hardly make a dent in elite politics. At most, it could amplify the campaigns of the marginalized. It is worse with the recent Supreme Court decision removing restrictions on big political parties and the elite from fielding their own party-list groups.

The delineation of party lines along platforms and position on issues used to be the hallmark of political parties in Europe and the US. And candidates, even card bearing members, do not readily cross party lines. The same is still generally true. But after the series of crisis, party lines are blurring. For example, the proposed 2014 budget of the Obama administration contained a $ 1 trillion cut in social security programs, including a $400 billion cut in health care programs. It

could be remembered that health care reform was the issue Barack Obama rode on, on his way to the White House.

Worse, Obama who won on the promise of change from the warmongering Bush administration appears to be not just continuing, but even intensifying his predecessor’s war on (or is it of?) terror. Reports reveal that a vast majority of the between 1,990 to 3,308 killings resulting from drone attacks in Pakistan happened during the Obama administration. The UK’s Bureau of Investigative Journalism reported that over 1,000 civilians were killed in US drone attacks in Pakistan, Yemen, and Somalia. (so much for spreading democracy)

The point is democracy and the competition of political parties along platforms and positions on issues are slowly becoming a thing of the past even among the models of capitalist democracy. And we are in a much worse position than these countries, politically, economically and socially.

Is there hope for a country like ours? Yes, and that hope lies in the exercise of genuine democracy, in galvanizing the will of the majority and the repudiation of elite politics. BENJIE OLIVEROS, reprinted from Bulatlat.com

Ang mga ito ay naganap sa lalawigan ng Masbate, habang zero records pa rin ang SOLCOM sa paglabag sa gun ban na ipinairal ng Comelec, ito ang ipinahayag ni Marine Lt. Col. Neil Estrella, Deputy Officer ng OU7.

Ayon kay Col. Estrella, naniniwala sila na tulad ng mga nakaraang halalan, maitataguyod pa rin particular dito sa Quezon ang isang maayos at mapayapang halalan at lalo pa aniyang na-enhance ang magandang

LUCENA CITY – Muling inilunsad nitong nakaraang Abril 12, 2013 ang pagbibigay ng libreng ultrasound sa mga buntis sa Lungsod ng Lucena handog ng Team Pagbabago.

Pinangunahan ni Mayor Dondon Acala, mahigit 200 buntis na kababaihan ang nakinabang sa programang ito na ginanap sa City Health Office (CHO), na

ginamitan ng 2 ultrasound machines, at ginampanan ng 3 doktor; 2 ay galing pa sa Maynila at 1 ay mula sa Lungsod ng Lucena.

Ang nasabing proyekto ay buong-pusong inihandog ng Team pagbabago para sa mga kababayang Lucenahin bunga na rin ng kawanggawa ng pilantropong dating Konsehal at ngayo’y muling kandidatong

konsehal, Benito “Benny” Brizuela.
