CONSTITUTIONThe Society was formed on 22nd July 1801 and was joined by the Tring and Watford Show organisationsin 1945. The Society owns 70 acres of Showground alongside the A5183 (A5) road, to the north ofRedbourn and near Junction 9 of the M1, where the County Show has been held since 1962. On 4th April1930 the Society was re-constituted as a Trust with Charitable Status, but it became necessary to revisethis, and on 18th December 1984 the Society was incorporated as a Company Limited by Guarantee. TheSociety remains a registered Charity.

1 DATE AND PLACE OF SHOWThe Show will be held on Saturday 25th and Sunday 26th May 2013 from 7.30 a.m. to approximately5.30 p.m. The Showground is on the A5183 (A5), just south of the M1 junction 9. Exhibitor parkingareas open at 6.00 a.m. on Showdays. Public car parking is free.

4 DEFINITION OF TERMS AND ABBREVIATIONSAll references to the term ‘Livestock’ will relate to Cattle and Sheep exhibits, and the term ‘Horses’also includes Ponies, Donkeys and Show Jumpers. The Hertfordshire Agricultural Society has beenabbreviated to ‘HAS’. An ‘Exhibitor’ may be the Owner, Lessee, Producer, Agent or personauthorised to show the animal.

5 CLOSING DATE FOR ENTRIES AND ACKNOWLEDGEMENTSPostal entries will close for all Livestock and Horse Showing classes on 22nd April 2013 and for ShowJumping classes on 6th May 2013. Online entries will close for all Livestock and Horse Showingclasses on 29th April 2013 and for Show Jumping classes on 13th May 2013. Please allow adequatetime for delivery, as we cannot accept responsibility for entries delayed in the post. Entries will onlybe acknowledged by a VAT receipt if Exhibitors send a S.A.E. with their entry form.

6 CORRECTNESS OF ENTRYAll entries must be submitted on an official HAS form (good quality photocopies are acceptable) andaccompanied by the appropriate fees paid in full. Responsibility for the correctness of entries will restwith the Exhibitor and not with the Secretary of the Society for accepting such entry. Failure to provecorrectness when requested may result in the entry in question being rejected or if already acceptedand catalogued refused permission to enter the class, or the exhibit may be disqualified and anyawards made to it cancelled and any entry, stall or pen fees will be forfeited. All exhibits eligible forSpecial Prizes that require registering with the Show (as requested in the schedule) must be clearlyindicated on their entry form. Incomplete or incorrect entries will be rejected.

7 OWNERSHIP OF EXHIBITSAll Livestock and Horses must have been the bona fide property of the Owner by the closing date ofentry except where this condition is varied by circumstances applicable to specific classes. In the eventof the death of an Owner between the date of entry and the date of the Show, the executors of thedeceased will be deemed the Owner. Exhibitors (excluding Show Jumping) must complete a separateentry form on behalf of each Owner.

8 DATA PROTECTIONIt is a condition of entry that the HAS reserves the right to forward Exhibitor information to the press,Breed Societies and other regulatory authorities (ie DEFRA or Trading Standards). It is also arequirement that the Owner’s name will be published in the Show catalogue and unless otherwiseinstructed on the entry form their address details will also be listed.

9 RIGHT TO REJECT ENTRIES AND CANCEL OR AMALGAMATE CLASSESThere must be a minimum of three Exhibitors entered per section, otherwise classes may be cancelledor amalgamated. If there are less than three entries catalogued in any class, that class may becancelled and the entries transferred to another class. In the event of either of these conditionsExhibitors affected will be advised before the Show and given the option to accept the changes or towithdraw with any stall/pen or entry fees refunded. The HAS also reserves the right to reject or cancelthe entry or entries made by any person if they shall deem it fit to do so fees paid in respect thereof.If there are insufficient entries forward on Showdays the HAS reserves the right to amalgamatesections or classes at the discretion of the Senior Stewards to provide competition.

10 EXHIBITORS’ ENTRANCE TICKETS AND VEHICLE PASSESExhibitor tickets packs will be posted via Royal Mail 21-7 days prior to the Show. Immediately onreceipt of the packs Exhibitors are requested to please check the contents as queries relating to ticketsand passes will not be resolved after Friday 17th May (excluding Showjumping). Livestock cataloguenumbers will not be posted but will be available from the Stewards at the Show. Each Exhibitor of Livestock will receive one vehicle pass, plus for each day they are competing anentrance ticket for the driver and two additional entrance tickets for between one and threestalls/pens booked. Exhibitors booking more than three stalls/pens may be sent extra passes andtickets at the discretion of The Society; for further information please contact the Livestock Secretary01582 792626 or email [email protected] Exhibitor of Horses will receive one vehicle pass for the Box Park, plus for each day they arecompeting an entrance ticket for the driver and one additional entrance ticket for each horse enteredup to a maximum of four horses (ie total of five tickets per day and one vehicle pass). Exhibitorsentering more than four horses may be sent additional passes and tickets at the discretion of TheSociety; for further information please contact the Equine Secretary 01582 792626 or [email protected] vehicles carrying Livestock or Horses and clearly displaying the relevant vehicle pass on thewindscreen will be admitted at Gate A into the Box Park. Every person entering the site on Showdays,including the drivers of Livestock or Horse lorries and trailers, must have a valid entrance ticket or paythe full price of admission at the gate (ie £16.50). This regulation will be strictly enforced. The Showwill not take responsibility for any tickets or passes which have been mislaid or forgotten. Exhibitorsmay purchase further entrance tickets at a special discounted price provided they are ordered ontheir entry form.

11 STAFFA copy of the final timetable will be posted with the ticket packs. Exhibitors will be responsible toprovide an adequate number of competent persons to attend their animals whilst at the Show, bothin the stock lines, box park and also at the appointed time in the judging rings. Classes will not bedelayed or postponed due to staff shortages or timetable clashes. Staff must be in attendance duringthe Show at least half an hour before the scheduled start of the examination, exhibition or parade ofthe animals under their charge and they will be required to parade or exhibit the animals in theircharge at such times as will be directed by and subject to the orders of the Officials and Stewards ofthe HAS. Mobile phones must be switched off during judging and Exhibitors must be dressedappropriately and are required to wear white coats or the appropriate breed uniform whenexhibiting stock or horses.

12 STOCKPERSONS FACILITIESThere is no on site accommodation available for stockmen but camping and caravanning are permittedfree of charge opposite the Cattle marquees between First Avenue and the perimeter fence and alsoopposite the Sheep marquees between Dunstable Drive and the boundary hedge. Availability in bothareas is limited and allocated on a first come first served basis. Please park considerably and whereverpossible leave space for other caravans. A mobile toilet block will be provided in the Cattle campingarea and further toilets and showers are located in the centre of the Showground. No electricalconnections are available in the camping areas and the use of personal generators is strictly prohibited.Mobile catering facilities will operate from 9.00 a.m. on Friday 24th May and the Farmers’ Bar sitedopposite the Cattle rings on Second Avenue will open on Friday from 6.00 p.m. until 10.30 p.m. fordrinks, refreshments and hot meals (last orders for food 8.45 p.m.). On Showdays breakfast will beserved from 6.30 a.m. until 10.30 a.m. and the licenced bar will open at 11.00 a.m.

13 DEFRA – ANIMAL GATHERINGSThe Show is licensed by DEFRA in accordance with the requirements of the Animal GatheringsEngland Order 2010 and all Exhibitors and their staff are asked to observe current Biosecurityregulations and also keep the stock lines clean, tidy and free from faeces. Exhibitors should also beaware and must comply with current rules, legislation, regulations and conditions in force at the timeof the Show from DEFRA, Trading Standards, BCMS and other regulatory authorities. For the latestinformation regarding animal movements, movement standstills or isolation facilities please contactyour Local Trading Standards Animal Health Officer or visit www.defra.gov.ukVehicles transporting livestock must be cleansed and disinfected in accordance with The Transport ofAnimals (Cleansing and Disinfection) (England) (No 3) Order 2003. This Show is held on grass andcannot provide cleaning facilities. If your vehicle is not returning direct to your resident holdingcleaning can be arranged at a private site approximately 4 miles from the Showground. 14aRECEPTION, ACCOMMODATION AND SHOWING RULES - CATTLEStall Fees: Exhibitors are required to pay stall fees only, there are no entry fees but payment must bereceived in full with their entries. They may bring only the number of animals for which stalls havebeen booked. Additional stalls/pens for calves at foot, supplies and stock person’s equipment mustbe booked and paid for on the entry forms. Cattle stalls in the main stock lines are approximately 4ftwide. Separate stalls will be provided for exhibitors entering the Open Inter Breed Calves or YoungHandler classes on Sunday. Access to the Showground: Cattle vehicles and caravans are required to enter the Showground viaGate A; from the A5183 use Redding Lane next to ‘The Hertfordshire Garden Centre’. Please ensureyou inform your haulage contractor to use Gate A only and clearly display your vehicle pass on thewindscreen.Reception and Unloading of Cattle: Cattle must arrive no later than 8.00a.m.on Saturday morning(excluding Open Calves and Young Handlers) and entry is limited to the following times:Friday 24th May from 10.00 a.m. until 7.00 p.m. Saturday 25th May from 6.00 a.m. until 8.00 a.m. Sunday 26th May from 6.00 a.m. until 8.00 a.m. (Open Inter Breed Calves and Young Handlers only).In the event of a delayed arrival or an emergency please contact the Show Office (01582 792626). Afenced unloading bay will be in operation; all cattle must be off loaded into this area as directed bythe Cattle Stewards. If you are required to wait prior to unloading your stock please pull your vehicleover to the side of the road and allow through traffic to pass.Accommodation and Straw: Covered accommodation in marquees will be provided for all Cattleand the stalls will initially be bedded down. A further limited amount of straw may be available butExhibitors are advised to provide sufficient bedding straw to ensure the comfort of their own animals.Exhibitors are fully responsible for the welfare and safety of their stock whilst on the Showground andthey are also liable for the removal of any dead stock. Milking facilities are not provided at the Showplease supply your own machine or make suitable arrangements for cows in milk.Bovine TB and Pre-Movement Testing: All cattle must be from herds on which no movementrestrictions have been served by DEFRA. No animal accepted for entry may be exhibited if, afterentry, such movement controls are imposed. New regulations came into force on the 1st July 2012regarding the TB testing of Cattle at Shows and Exhibitions. These rules only apply to cattle from"High Risk" herds; all cattle moving from premises in parishes with a 1 or 2 year TB testing intervalmust have undergone a TB test with a negative result within 60 days of the Show. Exhibitors mustprovide written confirmation of these test results and have them available for inspection if requestedby HAS officials. Herds where the TB tests are scheduled at an interval of 3 years or more will notrequire Pre-movement testing. It the event these regulations change Exhibitors should be aware andmust comply with the current rules, legislation and conditions in force at the time of the Show. Cattle Vehicle Parking and Departures: All livestock vehicles must park in the designated areas asdirected by HAS Officials. In the interest of public safety these must not be moved or any animals

removed from their stalls until after the Grand Parade on Sunday afternoon unless authority has beengranted by the Senior Show Veterinary Officer or Show Secretary. Failure to comply with thisregulation may result in any prize money won being forfeited. Grand Parade: Exhibitors are required to display all prize-winners in the Grand Parades in theJubilee Arena or its equivalent, subject to current animal health regulations. Failure to comply withthis regulation may result in any prize money won being forfeited. Children under 18 yearsparticipating in the Grand Parade must be accompanied and under the supervision of a competentand experienced adult at all times.BCMS: All Cattle including calves at foot must be identified and listed on the entry form andaccompanied to the Showground by their individual passports; all movements on and off theshowground must be reported to BCMS within 3 days. Please ensure you have the correct passportsfor all your animals and have them available on arrival for the Stewards. For further informationplease contact the BCMS help line 0845 0501234.Bulls and Cattle Handling: All bulls are to be ringed, unloaded and moved about the Showgroundor between judging rings by two handlers and they must be attended at all times whilst the Show isopen to the public. We advise all Exhibitors to be familiar with H&SE Guidance notes regarding ‘TheSafe Custody and Handling of Bulls at Agricultural Shows’ and to comply with theirrecommendations. All cattle must be halter trained and we advise that beef heifers should be shownwith a ‘bulldog’ nose restraint. HAS officials reserve the right to exclude any animal(s) which theyconsider vicious or unruly.Progeny: The HAS reserves the right to withhold prizes from an Exhibitor for any Cow or Heiferentered as "in-calf" until the progeny is born (by 30th September next succeeding) and a certificate isreceived from the Exhibitor certifying same. Unless the words "in-milk" are entered against a Cow orHeifer, the next date of calving must be stated.Abortions and Premature Calving: No Cow or Heifer, which has aborted within six months of theShow, is to be brought onto the Showground. Any animal calving or showing evidence of calvingwhilst on the Showground must immediately be isolated under directions from the Show VeterinaryOfficers and removed as soon as possible by the Exhibitor in accordance with DEFRA regulations.Where an animal calves prematurely or aborts the DVO must also be informed.

14bRECEPTION, ACCOMMODATION AND SHOWING RULES - SHEEPPen Fees: Exhibitors are required to pay pen fees only, there are no entry fees but payment must bereceived in full with their entries. They may bring only the number of animals for which stalls havebeen booked. Additional pens for supplies and stock person’s equipment must be booked and paidfor on the entry forms. Sheep pens are approximately 6ft x 6ft; suitable to house a maximum of eithertwo adult large breed animals or four adult small breed animals; less if ewes have lambs at footAccess to the Showground: Sheep trailers are required to enter the Showground via Gate D, fromthe A5183. Please ensure you use Gate D only and clearly display your vehicle pass on thewindscreen.Reception and unloading of Sheep: Sheep must arrive no later than 8.00 a.m. on the morning of theirclasses and entry is limited to the following times: Friday 24th May from 4.00 p.m. until 7.00 p.m. Saturday 25th May from 6.00 a.m. until 8.00 a.m. Sunday 26th May from 6.00 a.m. until 8.00 a.m. In the event of a delayed arrival or an emergency please contact the Show Office (01582 792626).Accommodation and Straw: Covered accommodation will be provided for all Sheep. CLASSES AREFOR MAEDI VISNA NON ACCREDITED SHEEP ONLY; there are no separate housing or facilities forMaedi Visna Accredited stock. Exhibitors are advised to provide sufficient bedding straw to ensurethe comfort of their own animals. Exhibitors are fully responsible for the welfare and safety of theirstock whilst on the Showground including any animals remaining overnight and they are also liablefor the removal of any dead stock.Departures: Sheep must not be removed from their pens until after 4.00 p.m. on Showdays unlessauthority has been granted by the Senior Show Veterinary Officer or Show Secretary. Failure tocomply may result in any prize money won being forfeited.

AML1 Movement Licences: Current movement license conditions must be complied with. All Sheeparriving at the Showground must be identified in accordance with SAGRIMO (electronic orconventional) and accompanied by a fully completed, signed and dated Movement Licence, a newMovement Licence must be completed on their return to your resident holding. Please ensure youhave the correct documents available on arrival and departure for the Stewards to collect andforward the relevant copies to your Local Authority within 3 days.Showing and Sheep Handling: Sheep to be shown in wool or shorn in accordance with their ownBreed Society regulations. Classes may be amalgamated as necessary to give competition. Unlessstated otherwise, lambs are classified as born after 1st October in the year prior to the Show. Allsheep must be halter trained and lead between pens and the judging rings.Scrapie Approval: Because the Show is held between 1st May and the 31st August DEFRA requirefemale sheep of all breeds, (except Dorset Horn, Polled Dorset and Finnish Landrace) to be nonpregnant, not to have lambed within 30 days prior to the Show and not be subject to procedureswhich change the seasonal breeding pattern. However, in addition, Exhibitors of female Dorset Horn,Polled Dorset and Finnish Landrace breeds and any animals subject to procedures that change theseasonal breeding pattern must sign the declaration on their Entry Form. Scrapie Monitored sheepwill be housed and shown in unsegregated conditions.Sheep Welfare: To comply with Animal Welfare Regulations all sheep exhibited at the Show must haveenough of the tail retained to cover the vulva of the female sheep and the anus of the male sheep.Any animals which do not comply with the aforementioned legislation will be disqualified.

14c RECEPTION AND SHOWING RULES – HORSES Stabling: No covered accommodation or stabling is available for Horses on the Showground, but anoff-site stabling list may be obtained from the Secretary on request via email or receipt of a S.A.E.Access to the Showground: Horse boxes and trailers are required to enter the Showground via GateA, from the A5183 use Redding Lane next to ‘The Hertfordshire Garden Centre’. Please ensure youuse Gate A only and clearly display your vehicle pass on the windscreen.Reception of Horses: Gate A will be open for the reception of Horses from 6.00 a.m. on Showdays.Scurry teams may, with permission arrive on Friday afternoon, please contact the Equine Secretary01582 792626 or email [email protected] for further information. Passports: The Horse Passports (England) Regulation 2009 requires all owners to obtain a passportfor each animal that they own. Please remember to bring these passport(s) to the show and have themavailable for inspection if requested by Local Trading Standards Officers. If you require any furtherinformation please contact the DEFRA helpline or visit their website www.defra.gov.uk.Grooms Dress: It is the Exhibitors responsibility to ensure that grooms or attendants entering the ringsare dressed appropriately and wear suitable clothing, footwear and headgear, which respect thetraditions of the show (no jeans or trainers permitted). Safety helmets should always be worn. Thesestandards will be strictly enforced and grooms failing to comply will be asked to leave the ring.Safety: Anyone riding a Horse anywhere on the Showground is required to wear a properly fastenedhat of a standard approved by the governing body under whose rules they are exhibiting. The onusis on every rider who suffers a fall or any person who suffers an injury whilst on the Showground toreport the fall/injury to the Show Secretary. Horse Walks: Fenced horse walks will be provided and Exhibitors are required to use thesedesignated routes to access the showing rings and must obey directions from the Officials andStewards at the crossing points etc. Exhibitors need to be aware that this is a busy agricultural showwith large crowds and traditional displays performing throughout the showground, total segregationfrom both the general public and noisy attractions cannot therefore, be guaranteed. Exhibitors arenot permitted to use the horse walks for any purpose other than prior to the start of their class andhorses must be kept at a walk. Trotting, cantering or exercising of horses within the horse walks is notallowed under any circumstances and may result in disqualification.Practice Arena & Warm Up Area: The designated warm up arena for ridden horses is for ‘flat work’only; lunging is not permitted. The practice arena is designated solely for the use of warming up,riders and connections are encouraged to act in a courteous manner at all times and use these

facilities in a safe and respectful manner. Showjumpers are reminded to follow BS Rules 121 & 122with regard to practice areas.Breed Societies: It is the responsibility of Exhibitors to ensure all animals are registered and they aremembers of the relevant Breed Societies. Registration numbers must be quoted on entry forms.Failure to comply may result in the entry in question being rejected or if already accepted andcatalogued refused permission to enter the class and any fee paid will be forfeited, or the exhibit maybe disqualified and any awards made to it cancelled. Exhibitors qualifying for the Royal InternationalHorse Show, must state their intention of entering by telephoning the R.I.H.S. Office on 01273 834315before the closing date in June. All Horses are to be shown in halters, headcollars or the equivalentaccording to the Show practice of their particular Breed Society. Equine Influenza: Foals must be over four weeks old on Showday and all Horses, Ponies and Donkeysin the competitive classes, except foals under three months of age, must be effectively vaccinatedagainst Equine Influenza in accordance with the recommendations of the Jockey Club and FEI rules.Exhibitors must have a current certificate available for inspection.Doping: The presence in any form or quantity, in a Horse being shown, of a substance, which couldby its nature affect its performance, is forbidden. Breed Societies may cause tests to be carried out atany affiliated show, or otherwise, to determine whether this condition has been breached; the findingswhereof shall be forwarded to the Breed Society for action.Show Jumping: Entries in all classes are limited to British Showjumping registered horses and mustbe ridden by Full, Associate or Junior Associate members in accordance with British ShowjumpingRules. British Showjumping registration numbers of riders and horses must be quoted on entry forms.Allocated stallion parking is available if requested upon entry. British Showjumping rules will be applied to cancelled show jumping entries.No British Showjumping member shall allow a stallion for which he/she is responsible as owner,lessee, authorised agent or rider to compete or be prepared to compete, in any show jumpingcompetition without taking adequate precautions to ensure other members of the public are not putat risk of injury in accordance with BS Rule 82.21.Please declare on arrival with the Show Jumping Secretary in the Collecting Ring. Substitutions in accordance with BS Rule 79.4 must be made in the Show Jumping Office andCompetitors with an Authority to Act must produce it.Competitors must be ready to enter the ring when called; if necessary the judges will impose BS Rule232 and the class will be closed. In the event of insufficient entries lower prizes may be withheld in accordance with BS Rule 76.6.

After entries have closed and beencatalogued Exhibitors are not entitled to a refund under any circumstances except in the event of lossof attested or accredited status or an order prohibiting movements of animals to a Show, whereuponExhibitors will be entitled to a full refund of stall/pen fees subject to forwarding a VeterinaryCertificate or Ministry Order to the Show Office.

15c WITHDRAWALS AND SUBSTITUTIONS - SHOW JUMPINGIn accordance with British Showjumping rules, substitutions of horses and/or riders may be made in theShow Jumping Office at the Show before the published start time of the class. Telephone declarations willnot be accepted. Cancellations must be received in the Show Office before noon on the Thursday beforethe show. All cancellations must be confirmed in writing within two weeks of the show and any tickets andpasses to which the Exhibitor are no longer entitled must be returned before any repayment will be made.

16 SMOKING AND FIRE PRECAUTIONSThe use of personal generators in caravans and trailers is strictly prohibited. Smoking is strictlyprohibited in all marquees and Exhibitors and their staff are not permitted to smoke whileexhibiting their animals either in the judging rings or while leading them in a parade. No openfires/flammable containers are permitted and no oil, cooking stove or barbecue of any descriptionmay be lit in the marquees or stock lines. Exhibitors or their staff, who bring cooking facilities to theShow will only be permitted to do so provided these are supervised at all times whilst in use or hot;they are contained in a properly constructed fire-resistant receptacle and placed on a suitable standto prevent ground damage. Please be aware of fire extinguisher positions and your nearest fire exit.

17 ELECTRICAL EQUIPMENTAll electrical equipment used by Exhibitors must be in good condition and safe working order, it ishighly recommended that such equipment has been PAT tested within the past 12 months. Multipointadapters are prohibited and no electrical equipment to be left on or unattended. (We understand theuse of hairdryers is imperative to enhance the appearance of your animals but these do create a firerisk. Under no circumstances are these to be left on straw, hay or any other combustible materialswitched on or off as these remain hot for some time after use).

18 CONDUCT OF EXHIBITORS AND THEIR STAFFExhibitors will be held responsible for the behaviour of their staff and for the consequences of anymisconduct of such staff. Any fine imposed upon an Exhibitor or a person employed by them, forinfringing the Regulations or disobedience to the orders of the Officials or Stewards shall berecoverable from the Exhibitor as a debt due to the HAS. Until such fine is paid, such Exhibitor shallbe debarred from exhibiting at any future Show organised by the HAS.

19 ANIMAL HEALTH, WELFARE AND MALPRACTISEThe Animal Welfare Act (2006) requires all responsible persons to provide a duty of care to the animalsregardless to location. Instances of compromised animal welfare or evidence of unnecessary animalsuffering should be reported immediately to show officials. The HAS and associated Show VeterinaryOfficers reserve the right to summon animal health officials if deemed necessary.Every Exhibitor of Livestock or Horses shall be liable to pay the HAS a sum not exceeding £100 and forliquidated damages, if any animal sent for exhibition is, in the opinion of any of the Show VeterinaryOfficers, affected with any contagious or infectious disease including ringworm, or with any form ofdisease likely to prove dangerous or detrimental to other animals and for each and every such case, ifmore than one. The aforesaid animal(s) will be disqualified and subject to movement restrictions must beremoved immediately from the Showground.The Society will not tolerate the administration to show exhibits (entered either for competition orsale/demonstration) of tranquillisers or other drugs which may in any way affect the performance of theanimal in question to have the effect of making it behave in the show ring in a manner which is not natural.The Society reserves the right to take any necessary samples. Any Person or Exhibitor (or hisrepresentative) who is found to have administered or permitted the administration of any such tranquilliseror drugs to any Show exhibit will be reported to the Organising Committee, and dealt with at theirdiscretion. In addition the matter will be referred to the appropriate Breed Society or Organisation.Any artificial contrivance or device of any description found on or proved to have been used on ananimal at any time whilst that animal is in the Showground, either for preventing the flow of milk orfor any other improper purpose, will disqualify that animal from being awarded a prize, and anyprize awarded prior to discovery will be forfeited. The Instigator or the Owner of the said animal maybe prohibited from again entering stock for any of the Society's Shows, for such period as theCommittee may see fit. For the purpose of this Regulation, the term 'improper practice' shall be held

to include setting of teats, and generally any other practice including tampering or of their own orany other animal by the exhibitor or any other person which results in the animals being shown otherthan in a natural state, and the Society reserves the right to have all animals inspected by the Society'sVeterinary Officers, either prior to, during, or after judging.

20 VETERINARY CHARGESExhibitors are liable for any costs incurred should treatment be required from the Show VeterinaryOfficers. It is also a condition of entry that the Show Veterinary Officers may on their own authoritygive any emergency treatment as they consider appropriate in the event that the owner or theirrepresentative cannot be located.

21 SUBSTITUTION OF JUDGESThe HAS reserves the right to substitute other Judges for those printed in the Schedule or to makeadditional appointments, both without notice.

22 JUDGES' AWARDSNo person but the Stewards and authorised Officials shall enter any of the rings or have anycommunication with the Judges during the time judging is taking place. All Exhibitors or their staffacting in opposition to this rule shall forfeit such prizes as may be awarded to their exhibits. TheJudges are instructed to withhold any prizes where the entry is not of sufficient merit. In all caseswhere the prizes are offered conditionally, they may be withheld until the Exhibitor has proved to thesatisfaction of the HAS that the conditions have been complied with.

23 SHOW RADIUSFor the purpose of local Exhibitors competing for Special Prizes, the Show Radius will include the wholeof the County of Hertfordshire and the area within five miles beyond the County Boundary shown on theOrdnance Survey Map. It is essential that the full postal address of the Exhibitor be given on the entryforms. The HAS reserves the right to decide whether an Exhibitor comes within the Show Radius or not.

24 ROSETTES AND PRIZE MONEYRosettes are not to be displayed during judging. Rosettes are given with prize money awards, thoughadditional rosettes may be awarded at the Judges’ discretion. The prize money shown for each classis the maximum. Unless otherwise stated the award of 4th and 5th prizes is subject to a minimum of8 and 10 entries catalogued respectively. Unless otherwise stated prize money will be sent by chequewithin six weeks of the Show. In the event of a class being divided, prize money will be awardedaccording to the number of entries forward in each sub-section. Prize-winners must present theircheques by 31st August 2013 after which date payment will be stopped and the prize money forfeited.

25 CUPS AND TROPHIESAll Cups and Trophies are the property of or in the safe keeping of the HAS. Trophy winners may holdtheir respective Cup or Trophy and will be contacted after the Show regarding arrangements for theircollection/delivery on the understanding that they must be returned by 31st March 2014.

26 PROTESTS AND OBJECTIONSAny Exhibitor at the Show feeling aggrieved with reference to any Livestock or Horses exhibited at thisShow must lodge any protest or objection in writing to the Secretary within 24 hours of the end ofJudging of the class or the alleged incident and pay a deposit of £30. Joint protests will only beaccepted if accompanied by a deposit from each individual who is lodging a complaint. The protestwill be considered and investigated by a panel appointed by the HAS, whose decision shall be finaland from which there shall be no appeal. If the protest is not substantiated, the deposit will be forfeited.

27 ALTERATION OF AWARDSIn case of any protest or otherwise, whereby any prize animal becomes disqualified, the winner ofthe next succeeding prize in that class shall take the prize that has been awarded to such disqualifiedanimal. All other prize winners will then move up the order.

28 PENALTIESAn infringement of any of these or any other prescribed Regulations or Conditions will subject theExhibitor to the forfeiture of any prize to which they may be entitled (in addition to all otherconsequences attaching to such infringement). The HAS reserves to itself the right to inform otherorganisations of any decision it may come to concerning an Exhibitor.

29 HEALTH AND SAFETYExhibitors are reminded that they must conform to the requirements of the Health and Safety at WorkAct 1974 and other relevant Health and Safety legislation. The Organisers of this Show have takenreasonable precautions to ensure the Health and Safety of everyone present. For these measures tobe effective, all exhibitors, their staff and families must take all reasonable precautions to avoid andprevent accidents occurring and must co-operate with the instructions of HAS Organisers, Officials,Stewards or appropriate Authorities. Dogs must be kept on a lead at all times and are not permittedin any marquees containing animals or food.

30 LIABILITY AND INSURANCESave for the death or personal injury caused by the proven negligence of the HAS, its Officers, Staffor Agents, the HAS will not be responsible for death, injury, disease, damage, theft or loss caused toany Exhibitor or to his or her staff or agent or to any animal, article, plant, vehicle, machinery or thingof whatever nature brought onto the HAS's premises by the said Exhibitor from whatever cause thedeath, injury, disease, damage, theft or loss arises. Save as aforesaid the Exhibitor shall indemnify theHAS against all claims, damages and expenses whatsoever in any way arising out of the presence ofthe Exhibitor, his staff, agents, exhibits, vehicles or equipment on the HAS's premises and shall assumefull responsibility therefore. The owner of any animal which shall cause or occasion any damage orinjury whatever shall indemnify and hold harmless HAS from and against all legal proceedings,actions, expenses, costs, claims, demands or damages. It is the responsibility of the Exhibitor to affectadequate and appropriate insurance cover to include fire, risk to property together with arecommended minimum of £5,000,000 Public Liability Insurance. Acceptance of the foregoingconditions shall be a condition of entry.

31 CANCELLATION STATEMENTIn the event of the Show being postponed, cancelled, abandoned or curtailed due to circumstancesbeyond the control of the HAS (ie extreme weather, security alerts) no entry or stall fees will be repaidand the HAS will have no liability for expenses, consequential loss or damage suffered by Exhibitorsor their representatives as a result of this action.

32 ONLINE ENTRIES AND CREDIT CARD PAYMENTSEntries submitted online over the internet are subject to an initial ‘cooling off period’ of seven workingdays during which you have the right to cancel. We add a commission charge of 3% for all paymentsmade by credit cards.

33 INTERPRETATION OF TERMS AND CONDITIONSThe HAS reserves to itself the sole and absolute right to interpret these or any other prescribed Terms,Conditions and Regulations and to settle finally and determine all or any matters, questions, ordifferences in regard thereto, or otherwise arising out of or connected with or incident to the Show.

34 RIGHT TO AMEND CONDITIONSThe HAS reserves the right to amend these Terms, Conditions and Regulations at its discretion.

AWARDS TO AGRICULTURAL WORKERS FOR LONG SERVICE

Employers are encouraged to recommend employees for Awards in recognition of good service subject to thefollowing criteria:

1) The employer must be a Vice President or Member of the Hertfordshire Agricultural Society.

2) The employee must be working during the year of the Show, within the Show radius and to haveworked on the same farm or with the same employer, continuously for at least the last 10 years(subject to illness or military duties).

3) Recipients of awards from the last four Shows (2009 to 2012) are not eligible.

The presentations will take place in the Members’ Enclosure (at a time to be advised) on Saturday 25th May2013. The costs of the award (a tankard or vase), photographs and any meals taken in the Members’ Enclosureafter the awards ceremony are to be borne by the employer.

Additional stalls/pens for calves at foot, supplies and stock person’s equipmentmust be booked and paid for on the entry forms. Cattle stalls in the main stock lines areapproximately 4ft wide. Separate stalls will be provided for exhibitors entering the Open InterBreed Calves or Young Handler classes on Sunday. Access to the Showground: Cattle vehicles and caravans are required to enter the Showground viaGate A; from the A5183 use Redding Lane next to ‘The Hertfordshire Garden Centre’. No animal accepted for entry may be exhibited if, afterentry, such movement controls are imposed. New regulations came into force on the 1st July 2012regarding the TB testing of Cattle at Shows and Exhibitions. These rules only apply to cattle from"High Risk" herds; all cattle moving from premises in parishes with a 1 or 2 year TB testing intervalmust have undergone a TB test with a negative result within 60 days of the Show. Exhibitors mustprovide written confirmation of these test results and have them available for inspection ifrequested by HAS officials. Herds where the TB tests are scheduled at an interval of 3 years ormore will not require Pre-movement testing. It the event these regulations change Exhibitors shouldbe aware and must comply with the current rules, legislation and conditions in force at the time ofthe Show. Cattle Vehicle Parking and Departures: All livestock vehicles must park in the designated areas asdirected by HAS Officials. In the interest of public safety these must not be moved or any animalsremoved from their stalls until after the Grand Parade on Sunday afternoon unless authority hasbeen granted by the Senior Show Veterinary Officer or Show Secretary. Failure to comply with thisregulation may result in any prize money won being forfeited.

Grand Parade: Exhibitors are required to display all prize-winners in the Grand Parades in theJubilee Arena or its equivalent, subject to current animal health regulations. Failure to comply withthis regulation may result in any prize money won being forfeited. Children under 18 yearsparticipating in the Grand Parade must be accompanied and under the supervision of acompetent and experienced adult at all times.BCMS: All Cattle including calves at foot must be identified and listed on the entry form andaccompanied to the Showground by their individual passports; all movements on and off theshowground must be reported to BCMS within 3 days. Please ensure you have the correctpassports for all your animals and have them available on arrival for the Stewards. For furtherinformation please contact the BCMS help line 0845 0501234.Bulls and Cattle Handling: All bulls are to be ringed, unloaded and moved about the Showgroundor between judging rings by two handlers and they must be attended at all times whilst the Showis open to the public. We advise all Exhibitors to be familiar with H&SE Guidance notes regarding‘The Safe Custody and Handling of Bulls at Agricultural Shows’ and to comply with theirrecommendations. All cattle must be halter trained and we advise that beef heifers should beshown with a ‘bulldog’ nose restraint. HAS officials reserve the right to exclude any animal(s) whichthey consider vicious or unruly.Progeny: The HAS reserves the right to withhold prizes from an Exhibitor for any Cow or Heiferentered as "in-calf" until the progeny is born (by 30th September next succeeding) and a certificateis received from the Exhibitor certifying same. Unless the words "in-milk" are entered against aCow or Heifer, the next date of calving must be stated.Abortions and Premature Calving: No Cow or Heifer, which has aborted within six months of theShow, is to be brought onto the Showground. Failure to comply may result in any prizemoney won being forfeited. AML1 Movement Licences: Current movement license conditions must be complied with. All Sheep arriving atthe Showground must be identified in accordance with SAGRIMO (electronic or conventional) andaccompanied by a fully completed, signed and dated Movement Licence, a new Movement Licence must becompleted on their return to your resident holding. Please ensure you have the correct documents available onarrival and departure for the Stewards to collect and forward the relevant copies to your Local Authority within3 days.Showing and Sheep Handling: Sheep to be shown in wool or shorn in accordance with their own Breed Societyregulations. Classes may be amalgamated as necessary to give competition. Unless stated otherwise, lambs areclassified as born after 1st October in the year prior to the Show. All sheep must be halter trained and leadbetween pens and the judging rings.Scrapie Approval: Because the Show is held between 1st May and the 31st August DEFRA require female sheepof all breeds, (except Dorset Horn, Polled Dorset and Finnish Landrace) to be non pregnant, not to have lambedwithin 30 days prior to the Show and not be subject to procedures which change the seasonal breeding pattern.However, in addition, Exhibitors of female Dorset Horn, Polled Dorset and Finnish Landrace breeds and anyanimals subject to procedures that change the seasonal breeding pattern must sign the declaration on theirEntry Form. Scrapie Monitored sheep will be housed and shown in unsegregated conditions.Sheep Welfare: To comply with Animal Welfare Regulations all sheep exhibited at the Show must have enoughof the tail retained to cover the vulva of the female sheep and the anus of the male sheep. Any animals whichdo not comply with the aforementioned legislation will be disqualified.
