1. Objective of the Scheme in brief:

PMAY-Gaims to provide a pucca house with basic amenities to hou selssshouseholds and households living in kutcha and dilapidated house in ruralareas by 2022.

2. Eligibility criteria! Whocan apply:

a) Under Pradhan Mantri Awaas Yojaria - Gramin (PMAY-G),the beneficiaries arcidentified based on the housing deprivation parameters as per Socia-Economicand Caste Census ~ECC) 2011 data. ..

b) Allrural households who are houseless or living in zero, one or two room kuchahouse (both wall and roof being kutcha) subject to 13 exclusion criteria as perSECC-20 11 data and after due verification by Gram Sabha, would be providedassistance for construction of house under PMAY-G.

c) The 1;3exclusion criteria are as follows :-

i) Motorised two/ three / four wheeler/fishing boatii) Mechanised three/ four wheeler agricultural equipmentiii) Kisan Credit Card with credit limit of Rs.50,000 or aboveiv) Household with any member as a Government employeev) Households with non-agricultural enterprises registered with the

Governmentvi) Any member of the family earning more than Rs.10,000 per monthvii) Paying income taxviii) Paying professional taxix] Own a refrigeratorx) Own landline phonexi) Own 2.5 acres or more of irrigated land with at least one irrigation

equipment.xu) 5 acres 0'-more of irrigated land for two or more crop seasonaxiii] Owning at least 7.5 acres of land or more with at least one irrigation

equipment

3. ilCllcflts/ Assistance given:

)-~The grant of Rs. 1,20,000 is provided to the beneficiary for conntrur-tion oinew house in three installments.

? Under Convergence with MGNREGA,the beneficiaries of PMAY(G)havethe advantage of receiving additional amount of Rs. 21,600/- per housefor construction of house equivalent to 90 man days @ Rs. 240 per dayagainst the unskilled wage component under MGNREGA.

? In addition to this, Rs. 12,000/- is provided for the construction of Toiletin the house under MGNREGAor any.other dedicated source.

? In this way, each beneficiary will get an amount of Rs.l,53,600/including convergence amount.

? The beneficiary Can also avail loan from bank of Rs. 70,000 at lowinterest.

» The grant is directly credited into the account of beneficiaries from Statelevel single nodal account through PFMS (Public Financial ManagementSystem).

6. How to apply I Procedure to submit application:

Those who were enumerated in SECC 2011 and satisfy the exclusion andinclusion parameters fixed by GOl were automatically included in the PermanentWaitlist ofPMAY(G).

A separate list is being prepared for all those Houseless who were ilOtenumerated in SECC 2011 but satisfy the parameters fixed by GOL

7. Where to submit application:

The application in, the prescribed perforrna (As Annexure A) signed by theapplicant is submitted to the Sarpanch. After..verified by the Sarpanch theperforrria is submitted to the concerned BDPOfor signature.

After approval by the concerned authority, the Oeo-Tagging will be done

8. Sf:!fVicc delivery time:

The grant of 1\.8. 1,20,000 for construction of new house is provided to UII;

beneficiaries in three installments i.e.

../ Rs. 30,000/- (25%) on sanction of house,

../ Rs. 72,000/- (60%) when the house reaches at lintel level and remaining

../ Rs. 18,000/- (15%) on completion of house.

The total time provided to the beneficiary for construction of house is one year.

1 Objective of the scheme in brief

Mahatma Gandhi National Rural Development Guarantee Act was

passed by Government of India in September 2005. It was

implemented in all districts of Punjab in year 2008-09

The objective ofthe scheme is to enhaI~ce livelihood security in

the rural areas by providing atleast of 100 days of guaranteed wage

employment in a financial year to every household, whose adult

111P1l1ber volunteer do unskilled manual work. Current \vage rate under

1\I{GNREGA is 240/- Rs. which is increased by Government of India

in the beginning of every financial year.

Under MGNREGA Scheme, labour and material ratio is 60:40.

The ratio of 60:40 is maintained at District level for all the works

undertaken by panchayats and by the line departments

Social audit is conducted twice in all districts every year and

audit in conducted once under MGNREGA- scheme ..

e-FMS is 100 % operationalized in all the district in Punjab slate

in which all material payments are directly transferred to the vendors

account from the state level.

From 1-04-20 16 N~eFMS IS operationalised In Punjab State,

through which all the wage payments directly transferred to the

beneficiaries account from GOl.

2 Eligibility criteria/Who can apply

The adult member of every household residing in any rural area and

willing to do unskilled manual work may submit their names, age and the

address of the household to the Gram Panchayat at the village level (hereafter

in this Schedule referred to as the Gram Panchayat) in the jurisdiction of which

they reside for registration of their household for issuance of a job card. It shall•

b(~the duty of the Gram Panchayat, after making such enquiry as it deems fit,

to issue a job card within 15 days from the date ?f such application

6. How to apply IProcedure to submit apljlication..i) A household having adult members desirous of seeking unskilled.ernployment in Me:;NREC?Amay apply for registration. The application for

1. Objective of the scheme in brief: ..Aajeevika - National Rural Livelihoods Mission (NRLM) was launched by the

Ministry of Rural Development (MoRD), Government. of India in June 2011. The

Mission aims at creating efficient and effective institutional platforms of the rural poor bybringing them in the fold of SHGs and enabling them to increase household income

through sustainable livelihoods enhancements and improve I access to financial services.

"To reduce poverty by enabling the poor households to access gainful self-employment

and skilled wage employment opportunities, resulting in appreciable improvement in •

their livelihoods on a sustainable basis, through building sronq grassroots institutions of

the poor."

• ..NRLM Guiding Principles

.e Poor have a strong desire to come out of poverty, and they have innate capabilities

Social mobilization and building strong institutions of the poor is critical for

unleashing the innate capabilities of the poor.

~ An external dedicated and sensitive support structure i:: required to induce the social

mobilization, institution building and empowerment process.

• Facilitating knowledge dissemination, skill building, access to credit, access to

marketing, and access to other livelihoods services underpins this upward mobility.

2. Eligibility Criteria/Who can apply:

..

Mobilization of poor to form their 'own institutions' is the most important.prerequisite and the core investment for large scale poverty reduction. NRLM would

organize all poor households (women) into aggregate institutions of tile poor that

provide them with voice, space and resources. These plattoirns 'of tho poor' and 'for the

poor" would partner with local self-governments, public service providers, banks, private

soctor ilnrl other mainstream institutions to facilitate deYvery of social and economic

services to the poor.\

In order to ensure that no poor family is left out, NHLM would use dillcrcl1l.kll

strategies for social inclusion/mobilization of all idertified BPL households into

functionally effective and self-managed institutions, with particular focus on more

vulnerable sections like scheduled castes, scheduled tribes, particularly vulnerable lrib",1

groups, single women and women headed households, disabled, landless, migrant

labour, isolated communities and communities living in disturbed areas. It would identify °

the poorest and vulnerable amongst the BPL through participatory vulnerability

assessment and ranking. The mobilization would begin with them first.

A Self Help Group (Sl+G), of 10-20 persons in general (5-20 persons in difficult

areas) is the primary building block of the NRLM insti~~u1:ionaldesign. I'IRLM would

promote SHGs with exclusive women membership. The idea is to reach out to all family

Ir1Plllbers through women. This is a key lesson from larOgescale experience within the

country and globally .

.). Benefits/Assistance given:Universal Social Mobilization

At least one woman member from each identified rural poor household, is to be broughtunder the Self Help Group (SHG) network in a time bound manner. Special emphasis isparticularly on vulnerable communities such as manual ~,cavengers, victims of human

trafficking, Particularly Vulnerable Tribal Groups (PVTGs), Persons with Disabilities °

lPwDs) and bonded labour. NRLM has devised special s'rategies to reach out to these

communities and help them graduate out of poverty .

Community Funds tis Resources in Perpetu~ty

NgLM provides Revolving Fund (RF) 10,000/- to 15,000/- per SHG andCommunity Investment Fund (Clf") @ 40,000- 1.1'0 lac based on the availabilityof funds with SRLMs as resources in perpetuity to the institutions of the poor, tostrengthen their institutional and financial management capacity.Apart From above funds, VO Start up j1'UIHJ@ 35,UHO p~T VOand eLF start upFund @ 75,000 per CLF is provided to Cluster Level Federation's. VO's are alsoprovided with the support of VRF (Vulnerability Roduction Fund) @ 1 Lac perVO.

" These institutions are further credit linked with thes banks, SHG can avail loanuptoRs 10 lac from the bank in the multiple doses @ 7% interest.

" In addition to this, if SHG make prompt repayment of its installments then thev are .\1 0/

given the benefit of Interest subvention in which rate of interest further reducesto 4%.Financial Inclusion

•1"IRLT'vl works Oil both demand and supply sides of financial inclusion. On the demand

side, it promotes financial literacy among the poor and provides catalytic capital to the

SHGs and their federations. On the supply side, the 'lvlission coordinates with the

financial sector and encourages lise of Information, Comm inication S: Technology (ICT)

NRLM focuses on stabilizing and promoting existing livelihood portfolio of the poor

through its three pillars - 'vulnerability reduction' and 'livelihoods enhancement'

through deepening/enhancing and expanding existing livelihoods options and tapping

new opportunities in farm and non-farm sectors; "employ-nent' - building skills for the

iuh market outside; and 'enterprises' - nurturing 5c1f-cl1Dfoycd ancl entrepreneurs (for

IIIicro-enterprises).

management products and credit support through their SHGs and Federations to

individual members/households.

InlplernentationN.R.L.M is a highly process oriented programme and rel~uires intensive application of

resources, both financial and human, in order to mobilize the poor into functionallyeffective institutions, promote their financial inplusion and diversify and strengthen theirlivelihoods. It is, therefore, not feasible to roll out the proi;ramme in full scale across thecountry ill one go, and therefore, it has been decided to pl(ase the implementation of the..programme over period of 10 years.

The blocks and districts in which all components ofN.R.L.M are implemented are treatedas 'illtCllJivc' blocks and districts, whereas the remaining as 'non-intensive' blocks and

(PSRLM)

NRLM was launched in Punjab on 1st April 2012. Initiallyiin 2012-13, the activities were

undertaken in 5 resource blocks . Up to the year 2017-i8, PSRLM has extended themission to all the 22 districts of Punjab covering 38 blocks. It has been planned to cover

20 more blocks during the year 2018-19. , ..

activities will be undertaken in all villages up to 2024-: 5. The existing social capital. ,

The implementation of NRLM in all the villages .has been phased out and the,

developed in the form of women activists, smooh sakhis and internal eRPs etc will be

used for expansion of the programme in the State.
