The family is shattered after they spent up to R40 000 to get the ball rolling when an official at the Parow municipality gave the go- ahead. However their plans to erect their dream fence was soon halted when a building inspector told them to stop or they could face being fined R1 000 a day. The fence the Bellville couple chose is an asymmetric design, made up of tree poles and wooden planks. Belinda Walker, the City of Cape Town’s mayoral committee mem- ber for economic, environmental and spatial planning says the erec- tion of any type of fence is evaluated in terms of the council’s policy re- lated to boundary walls and fences as approved during January 2009; as well as the National Building Regulations and Building Stand- ards Act, which this family’s fence does not meet. Natascha Smith says they bought the house five months ago without a fence and decided they needed to erect one for their safety. “The property had no fence around it and since we are in the wood industry and work on outside playground equipment we decided that a fence representing what we do and who we are would be a good idea. It is a danger as we are situat- ed on a corner on a main road. Our children could easily run into the road and be injured. Our house has also been broken into and valuables stolen as we cannot leave our dogs in the yard.” After they were stopped by the in- spector, she and her husband Eu- gene, went to his office at Parow municipality to show the plans and drawings which they had of the fence’s design, but were unsuccess- ful. “We went to the municipality the next day on the summons of this building inspector and he was no- where to be found. After numerous phone calls we eventually got hold of him and were then referred to somebody else. We then submitted our plans and even a picture of what the fence would look like but their response was shocking.” She claims they said: “It looks too unusual and that they had never seen a design like it or dealt with an- yone wanting to put up a fence like this.” Natascha says they wanted a dif- ferent fence; something that repre- sented who they are. Walker says the proposed fence would not conform to the maximum allowable height of 2.1 m on a street boundary and that it would also not conform to the requirement of at least 40 % of the surface area hav- ing to be permeable. “The proposed material to be used, such as tree poles varying in thickness from 140 mm to 200 mm and varying in height from 1.6 m to 2m and the horizontal wooden planks, certainly do not conform to the acceptable materials for the construction of boundary walls and fences in residential and commer- cial zoned areas.” She says the property is situated on a very prominent corner on one of the main access routes to the De La Haye and Belgravia residential neighbourhoods, adjacent to main- ly low density, single residential ar- eas with conventional structures and conforming boundary walls and fences. . A disgruntled family has vowed

to do everything in their power

to have a fence of their choice

    erectedaround theirhouse, after

they were denied and told it

    looks too unusual.

The family is shattered after they

spent up to R40 000 to get the ball

rolling when an official at the

    Parow municipality gave the go-

    ahead.

However their plans to erect their

dream fence was soon halted when

a building inspector told them to

stop or they could face being fined

    R1 000 a day.

    The fence the Bellville couple

    chose is an asymmetric design,

made up of tree poles and wooden

    planks.

Belinda Walker, the City of Cape

    Towns mayoral committee mem-

    ber for economic, environmental

and spatial planning says the erec-

tion of any type of fence is evaluated

in terms of the councils policy re-

lated to boundary walls and fences

    as approved during January 2009;

as well as the National Building

    Regulations and Building Stand-

ards Act, which this familys fence

    does not meet.

    Natascha Smith says they bought

the house five months ago without

a fence and decided they needed to

    erect one for their safety.

    The property had no fence

around it and since we are in the

wood industry and work on outside

    playground equipment we decided

that a fence representing what we

do and who we are would be a good

idea. It is a danger as we are situat-

ed on a corner on a main road. Our

children could easily run into the

road and be injured. Our house has

also been broken into and valuables

stolen as we cannot leave our dogs

    in the yard.

After theywere stopped by the in-

spector, she and her husband Eu-

gene, went to his office at Parow

municipality to show the plans and

drawings which they had of the

    fences design, but were unsuccess-

    ful.

We went to the municipality the

next day on the summons of this

building inspector and he was no-

where to be found. After numerous

phone calls we eventually got hold

of him and were then referred to

    somebody else. We then submitted

    ourplans andevenapicture ofwhat

the fence would look like but their

    response was shocking.

She claims they said: It looks too

unusual and that they had never

    seenadesign like it or dealtwithan-

yone wanting to put up a fence like

    this.

Natascha says they wanted a dif-

    ferent fence; something that repre-

    sented who they are.

    Walker says the proposed fence

    wouldnot conform to themaximum

allowable height of 2.1 m on a street

boundary and that it would also not

conform to the requirement of at

least 40 % of the surface area hav-

    ing to be permeable.

    The proposed material to be

used, such as tree poles varying in

thickness from 140 mm to 200 mm

and varying in height from 1.6 m to

2 m and the horizontal wooden

planks, certainly do not conform to

    the acceptable materials for the

    construction of boundarywalls and

    fences in residential and commer-

    cial zoned areas.

She says the property is situated

on a very prominent corner on one

of the main access routes to the De

    La Haye and Belgravia residential

    neighbourhoods, adjacent to main-

ly low density, single residential ar-

    eas with conventional structures

That from an aesthetic and con-

forming point of view, the proposed

pole and wooden plank fence with

its asymmetric design, will not con-

    form to the surroundingneighbour-

    hoods general, aesthetic charac-

    ter.

She says there have already been

    complaints received from residents

    in the established, surrounding

    neighbourhoods regarding the ini-

    tial, unauthorised pillar poles

which would form part of the final

street boundary fence. It is a clear

indication that such a fencewill not

    conform to the general, public

    standards acceptable to the resi-

    dents of the area.

Eugene says they are confused as

their aim is to create a designwhich

will show their character and also

seeing that Cape Town has been se-

lected as the World Design Capital

    2014 they cannot understand why

they were denied. We can unlock

    new markets and new opportuni-

ties through designing, yet now we

are told to carry onwith the old rou-

tines. We will continue to see what

we can do to have our fence erect-

    ed, he says.

People gathered at the Parow police sta-

tion on Friday where a health and well-

    ness campaign was held.

The aim of the campaign was to give com-

munity members and police officers the op-

portunity to have their blood pressure, glu-

cose, energy levels and eyes tested by profes-

sionals, as well as to see what their HIV

status is, which was done confidentially.

    The communitymemberswhohailed from

    Parow, Brackenfell, Goodwood and sur-

rounding areas also had an opportunity to

have massages, find out about healthy and

stress-free living and various ways to assist

    them financially.

The wellness and health campaign was

done in conjunction with SAPS, OldMutual,

    Capitech, Nedbank and local optometrists

    and nurses.

Thiswas ourway of assisting the commu-

nity, says Lieutenant Kevin J Williams,

    Parow police spokesperson.

For many residents its difficult to make

theirway to the clinic or doctor to have these

tests done because theywork long hours and

in doing this it is at their doorstep. Residents

came to the police station and received the

advice they needed to make their lives easi-

    er.

Williams says the event was also planned

to celebrate Womens Month and forms part

    of theirWellness onWheels projectwhich al-

so aims to assist the community.

Fadwa Cozyn from Mobile Therapies says

    its essential that residentsknowhowto cope

with stress to live happier lives.

I felt it was important to be here and ex-

plain to the community how they can deal

with their stress. Stress leads to anger and

anger leads to depression and that must be

dealt with. We are here to listen to what the

people need and then assist themwith work-

shops and various treatments like kineology

    and tips.

She says the treatments were also vital for

police officers who often have stress because

    of the jobs they do.

    BeverlyMurison, fromNedbank says they

became part of the campaign so the commu-

nity knows what is available to them.

It is difficult for people to come to the

branches and this is our way to assist them

and ensure they have all the information

    they need.

    STADSBESTUURDER

    REYANA STEYN

A life-saving pilot project for mothers

and babies has been launched by Tyger-

berg Hospital in Parow in conjunction

    with Philips Healthcare.

Themain objective is to start a clinical tri-

al to create a blueprint of emergency man-

    agement obstetric care units.

This will increase the capacity to manage

high risk pregnancies and complications in

the Obstetric Critical Care Unit (OCCU).

The announcement was made on Thurs-

day at the Radison Blu Hotel in Green Point.

At Tygerberg Hospital doctors often have

to treat very sick and critically ill mothers

and every year there is an increase in the

rate of complicated admissions, says Dr Ed-

uard Langenegger, head of the Obstetric

Critical Care Unit at Tygerberg Hospital.

The resources in the Intensive CareUnits

(ICUs) across the Western Cape are limited

and pregnant patients sometimes have to

compete with surgical, medical and trauma

cases for admission to an ICU. Although an

OCCUwas established in 2006 in the hospital

the demand on the OCCU and general ICU

    beds has increased substantially.

    Langenegger says Tygerberg Hospital saw

the potential formore patient admission and

treatment in high care and intensive care

units if there was an opportunity to provide

the equipment needed for a step-down unit

    to assist the mothers.

Patients in need for advanced monitoring

could be admitted to an acute post-natal step-

down unit, thereby increasing OCCU and

    general ICU capacity.

Once a patient has been admitted to the

OCCU or ICU, they are treated and moni-

    tored closely, explains Langenegger.

Only when stable can the patient be dis-

charged to another unit for further treat-

ment. The obstetric department did not have

funding to purchase monitors for the step-

down unit and therefore observations were

    done manually,

He says the Philips Healthcare team as-

sessed the impact that a step-down area

could have and they decided to fund a central

    nursing station where vital observations

could take place; providing beds, installing

monitors and training the medical staff.

With the capability of transferring pa-

tients that are stable, but still in need of con-

tinuous monitoring to the acute post-natal

step-down unit, we can increase our admis-

sion rate for patients that require critical

    care, says Langenegger.

This would not have been possible with-

out dedicated training, monitors and a cen-

tral nursing station, and we hope that this

project can serve as a template for other hos-

pitals in South Africa, he says.

Recognising that there is an urgent need

to improve healthcare access in the rural ar-

eas of South Africa, Philips began exploring

    possible opportunities to provide technolo-

gy, know-how training and maintenance in-

    frastructure, says Jose Fernandes, district

    manager, Philips Healthcare Southern Afri-

ca. Fernandes says to improve healthcare in

rural areas, they needed to first investigate

the challenges and requirements in urban

    hospitals.

    25 - 31 AUGUST25 - 31 AUGUST

    Horskool Tygerberg.

oor haar navorsing gekry by die 10de kon-

    gres van die Suider-Afrikaanse Vereniging

vir Sistematiese Biologie (SASSB) in Arnis-

    ton.

Dit fassineer my dat luise wat so klein is

so n baie komplekse genetiese patroon het.

permanent leef enwaarvanhulle so totaal af-

hanklik is vir oorlewing nie, s sy.

Nina doen haar navorsing in dierkunde

onder leiding van die Matthee-egpaar van

    die Universiteit Stellenbosch. Prof. Conrad

    Bestudeer klein luise

Nina du Toit is besigmet n uitgebreide filogeo-

grafiese studie oor die gestreepte veldmuis

(Rhabdomys pumilio). Sy fokus veral ook op

    die parasitiese luis (Polyplax arvicanthis),

wat net op di knaagdier voorkom.

A new fashion interface is looking for

(who make their own clothing ranges)

    Twintig kinders van die Primre

Skool Totius het onlangs by die

    Tygerberg-dienssentrum vir be-

jaardes en mobiele etes kom op-

So kort voor die eistedfodd was

    Die bejaardes het die pragtige

    spontane voordragte en mooi lied-

jies vreeslik geniet, s Linda Louw

    van die Tygerberg-dienssentrum.

    Van die voordragte het herinne-

    ringe van kinderjare opgeroep. Die

    liefde wat die kindertjies uitge-

straal het, het soveel sonskyn en

vreugde by talle van die bejaardes

As jy in die bui is vir n dag vol pret,

maak seker jy is by die Parow-gholf-

    ouetehuis in Kraaifontein.

    Die gholfdag as geld insamelings-

    gehoor Huis Ravenzicht benodig

    gholfdag, asook heerlike etes.

Hy s in vorige jare was die geld-

    insamelingsprojek n groot sukses,

maar nou beoog hulle om self nog

meer mense in die gemeenskap te

    bereik.

    golfdag betrokke wees.

Jeremy Harris van Kfm sal die

    aand as seremoniemeester optree.

Daar sal ook n veiling van ver-

skeie itemswees.

    Mensekankomenhulself geniet

enweet dathul geldvir n goeie doel

    gebruik sal word.

    Deelname aan die gholfdag is

    R 1 400 vir n vierbal, wat n ligte

    ontbyt, middagete en aandete in-

    sluit, asook verskeie pryse.

Wie in My bly en Ek in hom, dra baie vrug-

    Johannes 15:5

    Tragedie moet

    keerpunt word

Ons almal steier n die bloedvergieting en

    lewensverlies by die Lonmin-platinum-

myn in Noordwes.

kers hul verdiende loon gekry?

sosiale forums. Dat n deeglike ondersoek

na die gebeure gedoen moet (en gaan)

    word, is n dringende noodsaaklikheid.

Maar gaan dit werklik n deurslagge-

wende bydrae lewer om die geweldskul-

tuur in ons land te stuit? Dit is te betwyfel.

Daar is n brer en baie diepgaander on-

as n selfoon of n paar rand. Moord, roof

en diefstal vier op elke straathoek hoogty.

Rykes en armes is siek en sat daarvoor.

Trouens, dit vreet tans soos n verterende

kanker aan die spierweefsel van n nasie.

    Daarom moet Suid-Afrikaners n in

Laat die onaanvaarbare tragedie by

    Traffic dept

    staff should

    set example

I welcome the new law in the Cape which

prevents you from using your cellphone

whilst driving unless you have a hands-

free kit or you face the consequence of

your cellphone being confiscated for 24

    hours plus a R500 fine.

My problem is that this new law must

apply to all road users, including traffic

    officers.

Last Tuesday afternoon at 15:55 at Plat-

tekloof on the N1 outbound I drove past

a female traffic official chatting away on

her cellphone (holding the phone to her

ear). I first thought whilst going past her

in themiddle lane (shewas in the left lane)

that I was imagining it, but I actually

    sloweddownandwaited forher to passme

and as true as bob she was still chatting

away. I then kept at the same speed as her,

travelling next to her. When she spotted

me watching her, she quickly got rid of

    the phone.

I just feel that she not only endangered

her own life, but mine too as well as other

    roadusers. Unfortunately formebut luck-

ily forher, Iwas alone in the car otherwise

I would have asked my daughter to take

a photo of her chatting away.

The details of the vehicle she was driv-

ing are GVY 739G, B26 (number on side of

    the car).

    Thereafter she took theOldOak turn-off

from the N1 and then left into Frans Con-

radie in the direction of the Hypermarket

in Brackenfell. I carried on with Old Oak

towardsOldPaarl road, as this is the route

I travel on a daily basis.

I did contact the telephone number 021

931 1646, that is reflected on the traffic ve-

hicle she was driving, on Tuesday after-

noonwhen I got home to give them the de-

tails, but I suppose nothing has been said

to her, never mind verbal/written warn-

    ing for breaking the law.

Whatever happened to setting an ex-

ample as a officer of the law? Or is it just

because setting an example is some-

thing of the past, and the new in thing

is whatever you can do, I can do better?

For example a brigadier of the SAPSbeing

arrested for DUI, government officials be-

ing corrupt, stealing and even raping and

getting away with it? Where is this all go-

    ing to end?

This was last weeks winning letter.

He mentioned his team is creating jobs for

more then 100 people. And in the closing line,

he says we must get the people off the street

    and in working positions.

Is he hearing himself? Why doesnt his

and homeless yes, Ive seen those guys in

    Die Stad Kaapstad se parke-afdeling

moet elke jaar n moeilike besluit neem:

moet parke netjies gesny word of moet

veldblomme toegelaat word om te flo-

    reer?

Baie van die inwoners en besoekers van

gebiede waar veldblomme groei, voel egter

dit moet nie gesny word nie.

Dit veroorsaak egter dat gras dan uitein-

    delik oorneem.

    meenskapsdienste, Tandeka Gqada, ges.

    treffende dienslewering. Pogings sal aange-

wend word om parke en sypaadjies netjies

te hou, het sy ges. Vir meer inligting, ska-

One thing Miss Earth national finalist

Nayha Gautam from Boston wants to

    teach the youth is sustainability.

One needs to teach them the importance

of replenishing resources, the cycle of recy-

cling and not merely that one needs to recy-

    cle.

This 25-year-oldmedical doctor at the Red

Cross Childrens Hospital entered the com-

petition after she realised it was a leader-

    ship programme. Shedreamsof specialising

in paediatrics, specifically to work with

    young burn victims.

My family has always been involved in

    community service, she says.

Her father, Sudhir and brother Siddharth

    (28) are alsomedical doctors and hermother

    Rama is a software engineer.

Nayha says the competition is about

building inner confidence in young ladies

witha love for the environment, by fulfilling

    their dreams and passions.

Part of the competition is a leadership

    programme, equipping finalists with skills

    and knowledge.

Since April finalists have done eight

projects per month in their communities,

    says Nayha.

On how she handles a busywork schedule

with the number of Miss Earth commit-

ments, she says: It is a juggle to get to every-

thing, but when you do so much, people do

    notice.

Nayha has learnt to be comfortable in her

own shoes. If the youth are comfortable in

their shoes, it is easier to shape their young

minds, as they are our future leaders, she

    says.

    Recently, Nayha visited Bellville South

Primarywhere 20 trees and vegetables were

planted by her and the children, in collabo-

    ration with Trees For Schools.

We taught the children the importance

of planting trees and having a vegetable gar-

den as a means of surviving, she says.

Nayha was also involved in launching a

glass bank recycling project for schools in

the area. Other projects include a Winter

    Drive with Vredelust Primary, collecting

    non-perishable food, jackets, scarves and

gloves; and the handing over of heart-

shaped teddy bears, made by Alta du Toit

Centre clients, to child patients at the Red

    Cross hospitals Burns Unit.

    JANA BEKKER

Before Bill Boltman (71) had a

    heart transplant nine years

    ago, becoming an organ donor

    never crossed his mind.

Was it not for the heart that be-

    came available when he urgently

    needed a transplant, Bill would

not be alive today. He would not

    have seenhis three grandchildren

grow up, nor would he have had

the chance to visit his daughter

overseas, or be able to visit the

    gymnasium, as he does regularly

    these days.

    Organ recipients try to create

    an awareness about the importan-

ce of becoming an organ donor,

says Bill in his Loevenstein home.

    August isOrganDonormonthand

    the Organ Donor Foundation en-

    courages members of the public

    through their Save seven lives

    drive to become organ donors.

One organ donor can save seven

lives with the use of a persons he-

art, two lungs, two kidneys, the li-

    ver and the pancreas.

Bill says there are many mis-

    conceptions about

    being an organ do-

    nor and receiving

    organs. People

    dont like to talk

    about it, but the

    shortageof donors

    is a major pro-

    blem.

    Bill developed

    heart failure

    when he and his

    wife, Helen, were

    still living in Jo-

    hannesburg in

    1996. Before then

    he was barely

    sick. By 2003, at

    the age of 62 Bill

    had to have a he-

    art transplant.

    A person suffe-

    ring from a heart

    disease condition

    gradually becomes worse. Sud-

denly I couldnt walk, I had pains

in my chest and I was out of bre-

    ath.

He was lucky to have received

    a heart before

    it was too late,

    but not every-

    one is that

    lucky.

    There are

    probably

    about 50 000

    people in

    South Africa

    with heart

    problems, of

    which 5 000

    could do with

    heart trans-

    plants. Howe-

    ver only

    about 50 heart

    transplants

    are done eve-

    ry year, as a

    result of the

    lack of do-

    nors.

Bill says the fact that South Af-

ricans live in a multi-cultural so-

    ciety, religious beliefs, cultural

    reasons and the misconception

that in ones time of grief one

doesnt want to be faced with an

added decision, are the reasons so

    few people are organ donors.

Bill says top surgeons do the

    harvesting of organs. Many tests

are done under very strict, con-

    trolled conditions.

    Although the cost of harves-

ting a heart is as much as a trans-

plant, there are no charges at all

    involved in the harvesting pro-

    cess, he says.

    Bill describes having a heart

transplant as a second chance. At

the time of my operation, I was at

deaths door. I wouldnt have sur-

    vived another seven weeks, but

the moment you receive a heart,

    your whole life changes.

Not one day goes by that I dont

think about the enormity of the

    experience.

    The Spectra Foundation cannot

keep up with the huge demand for

    used clothes and household items

    from underprivileged people.

People are urged to donate their

    unwanted clothes, household items

such as bedding and crockery, in-

stead of discarding it, so that it can

have a second life with someone in

    need.

Winter has been on our doorstep

for a while now and seems to be

much colder this year, said Val

    Young, director of Spectra Founda-

    tion.

    Many needy people dread the

    wet, endless winter days, especially

children left alone as a result of los-

ing their parents to illness, she

    said.

The Spectra Foundation is a non-

    governmental organisation and

    was registered in 2007.

We appeal to anyone with un-

    wanted commodities such as food,

    clothes, shoes, linen, curtains, toys,

    small electrical appliances or any-

thing else which can still be used.

    LOUISA STEYL

    There are certain rules that

youhave to adhere to, but you

    can bend them a little.

    Thats the formula, according

    to songwriter, Gavin Edwards,

    for the perfect hit.

    He should know. Gavin has

worked with some of the biggest

    names in songwriting around

the world and is on the verge of

    releasing what he believes will

    be his smash hit.

    Although he got aboard the

musical train at a young age,

    dabbling with many instru-

ments and playing in the church

    band, Gavins real journey start-

ed when he met Brain McFad-

    den, of Westlife fame.

    Brian saw his band, Allegory

perform at Sun City and spoke

of taking them back to Ireland.

We thought it was a bit of ban-

    ter,Gavin says, but amonth lat-

    er they were in Dublin.

After a name change, to Fran-

klin, and a trip home to regroup

as a stronger band, Gavin made

Ireland his home for nine years.

He wanted the band to go in a

    different direction, so he started

    researching everythinghe could

    about writing hit songs.

    He embarked on a world

    songwriting tour, visiting New

    York, Nashville, London and

    Australia, among other places,

to work with names like Billy

Mann, who writes for Pink and

    Phil Thornalley, the writer of

    Natalie Imbruglias Torn.

Over there its so much like

    a business, Gavin says, ex-

    plaining how songwriters write

a song a day, in the search for a

    hit.

Its the same as making an

    omelette, he says about writing

    a perfect song, explaining that

    while the main ingredients

    change, there can be variations.

Gavin will be teaching his for-

mula at aworkshop on Friday 31

    August, at Bloemendal.

    Gavin says his workshop will

also cover issues related to mu-

sic as a business, like publish-

ing deals and the role of manag-

    ers.

    While Gavin is busy with

    projects in Australia and Ire-

land, he has settled in Durban-

ville. I travel back and forth,

he explains, adding: I just keep

    wanting to come back.

    single, Beautiful Morning, in

    Australia.
