Tenants living in Market Street 84 and 86 have sporadically been in the news for sus- pected drug dealing and neighbours have complained about unruly behaviour at these premises. One neighbour in particular, Mario de Sousa, has been corresponding with the City of Cape Town since May 2013, asking the au- thorities to intervene in the state of the prop- erties. “The boundary wall at Market Street 86, as well as the general appearance of this property, is terrible. There is no attempt at any general maintenance at all. The proper- ty at Market Street 84 is also looking terrible. The boundary wall has not yet been fixed and there are broken windows in the front of the property. I can only imagine what the inside of this property must look like,” wrote De Sousa.     I believe that these two properties need to

    be looked into and investigated not only

    for any criminal activities, but also for the

    laws and bylaws which need to be adhered

    to when it comes to the renting of property

    as well as the general maintenance of the

    property. It has been escalating for years

    now and its only going to get worse, he

    says.

    The police have raided the house on at

    least one occasion, according to De Sousa

    and another neighbour, who prefers to re-

    main anonymous.

    The woman told TygerBurger on Monday

    that the criminals and drug dealers living

    on the properties are unruly, excessively

    noisy and have no shame.

    They wash their children on the front

    lawn, she says.

    The lawns grass has not been cut for

    months and thewall that once stood in front

    of the houses has deteriorated into runes.

    I hear screaming and shouting in the

    middle of the night. The people living there

    clearly deal in drugs. The police regularly

    show up to investigate, she continues.

    Parow spokesperson Lieutenant Kevin

    Williams was not available for comment to

    confirm this.

    The chairperson of the Parow Communi-

    ty Police Forum, Roger Cannon, says the

    history of the houses does not ring a bell

    with him.

    TheCity confirms that theyhave received

    an application for the rezoning, regulations

    departure and consolidation of the two er-

    ven, but state that no building plans or dem-

    olition application related to the premises

    have been received.

    According to the notice stuck on one of

    thewindows, objections to the rezoningap-

    plication closed on Monday 9 May.

    DeSousa claimsmanypeople arewilling

    to sign a petition to stop the owner from

    building shops and a duplex on the proper-

    ty.

    As for any complaints from the commu-

    nity regarding anti-social behaviour,

    Van der Merwe says that people are en-

    couraged to report this to the police as they

    are the lead authority on investigating

    criminal-related activity.

    Chairperson for subcouncil 6, Clive Jus-

    tus, cast light on the fact that the City

    might approveanapplicationby theowner

    to develop the property when he said: We

    dont focus so much on the history of the

    property, but more on what the develop-

    ment can mean for the community in

    terms of upliftment.

    he CJ Langenhoven free-running dog

    park, which is one of the first in the

    City of Cape Town, was opened last

    week Tuesday.

    In the accompanyingTygerBurger article

    Dogs set free in new leash free park, the

    newspaper spoke to theCitysRuanBeneke,

    who mentioned that ward councillor Leo-

    nore van der Walt has reserved R40 000 of

    her ward allocation budget to the park.

    This money may be used for any capital

    upgrades like fencing, park equipment, and

    infrastructure developments.

    Beneke elaborated this week: Currently

    the city has only a limited number of free

    running dog parks, all situated in either the

    city centre, or the southern suburbs. These

    parks are some of the most popular parks

    in Cape Town, enjoyed by families and dog

    lovers alike. Apart from CJ Langenhoven

    park, there are no dog free running parks

    in the northern suburbs.

    He adds that the park was identified be-

    cause it was already fenced in and didnt

    have any biodiversity value.

    It was also apparently totally underutil-

    ised.

    Apart from a handful of free-running

    parks, unleashed dogs can only be allowed

    on certain beaches (Sunset Beach, Clifton

    First Beach, Beta Beach, Hout Bay Beach,

    Kommetjies Long Beach, Simons Town

    Long Beach and Froggy Pond Beach).

    Die historiese watertoring op die perseel

    van die George en Annie Starck-tehuis vir

    bejaardes langs die Karl Bremer-hospitaal

    word nou n jare opgeknap.

    Hierdie watertoring is n belangrike ba-

    ken vir motoriste en inwoners van die ge-

    bied. Sedert die stigting van die tehuis in

    1967 is die toring nog nooit oorgeverf nie en

    noukrydiewatertoring nnuwe gesig.Dit

    word weer wit geverf, het Simone Basti-

    aanse, bestuurder van die tehuis, ges.

    In die vroe 1930s het George Starck die

    twee plase Fairview en Oosterzee in Bell-

    ville gekoop wat tans die tehuis en aftree-

    oord huisves. Die Starck-woning is net n

    die Tweede Wreldoorlog, rondom 1950,

    ontwerp en eers in 1956 voltooi.

    Op die plaas was beeste en perde en Ge-

    orge het agtergekom dat daar n tekort aan

    water op die plaas is. Toe sink hy n paar

    boorgate op die plase en ontdek n stand-

    houdende ondergrondse stroom. Die druk

    van die watertoevoer vanaf die waterto-

    ring het die plaas se tuine van water voor-

    sien. Blykbaar is die watertoring ontwerp

    omby die styl van die huis te pas, s Simo-

    ne.

    Volgens haar ontvang die tehuis geen

    staatshulp nie. George Starck het egter n

    trustfonds nagelaat vir bejaardes wat ver-

    sorging nodig het, as n manier om terug

    te ploeg in Suid-Afrika. Hy het in 1902 in

    die land aangekom met net die klere aan

    sy lyf en hier het hy sy fortuin gemaak.

    he CJ Langenhoven free-running dog

    park, which is one of the first in the

    City of Cape Town, was opened last

    week Tuesday.

    In the accompanyingTygerBurger article

    Dogs set free in new leash free park, the

    newspaper spoke to theCitysRuanBeneke,

    who mentioned that ward councillor Leo-

    nore van der Walt has reserved R40 000 of

    her ward allocation budget to the park.

    This money may be used for any capital

    upgrades like fencing, park equipment, and

    infrastructure developments.

    Beneke elaborated this week: Currently

    the city has only a limited number of free

    running dog parks, all situated in either the

    city centre, or the southern suburbs. These

    parks are some of the most popular parks

    in Cape Town, enjoyed by families and dog

    lovers alike. Apart from CJ Langenhoven

    park, there are no dog free running parks

    in the northern suburbs.

    He adds that the park was identified be-

    cause it was already fenced in and didnt

    have any biodiversity value.

    It was also apparently totally underutil-

    ised.

    Apart from a handful of free-running

    parks, unleashed dogs can only be allowed

    on certain beaches (Sunset Beach, Clifton

    First Beach, Beta Beach, Hout Bay Beach,

    Kommetjies Long Beach, Simons Town

    Long Beach and Froggy Pond Beach).

    Die historiese watertoring op die perseel

    van die George en Annie Starck-tehuis vir

    bejaardes langs die Karl Bremer-hospitaal

    word nou n jare opgeknap.

    Hierdie watertoring is n belangrike ba-

    ken vir motoriste en inwoners van die ge-

    bied. Sedert die stigting van die tehuis in

    1967 is die toring nog nooit oorgeverf nie en

    noukrydiewatertoring nnuwe gesig.Dit

    word weer wit geverf, het Simone Basti-

    aanse, bestuurder van die tehuis, ges.

    In die vroe 1930s het George Starck die

    twee plase Fairview en Oosterzee in Bell-

    ville gekoop wat tans die tehuis en aftree-

    oord huisves. Die Starck-woning is net n

    die Tweede Wreldoorlog, rondom 1950,

    ontwerp en eers in 1956 voltooi.

    Op die plaas was beeste en perde en Ge-

    orge het agtergekom dat daar n tekort aan

    water op die plaas is. Toe sink hy n paar

    boorgate op die plase en ontdek n stand-

    houdende ondergrondse stroom. Die druk

    van die watertoevoer vanaf die waterto-

    ring het die plaas se tuine van water voor-

    sien. Blykbaar is die watertoring ontwerp

    omby die styl van die huis te pas, s Simo-

    ne.

    Volgens haar ontvang die tehuis geen

    staatshulp nie. George Starck het egter n

    trustfonds nagelaat vir bejaardes wat ver-

    sorging nodig het, as n manier om terug

    te ploeg in Suid-Afrika. Hy het in 1902 in

    die land aangekom met net die klere aan

    sy lyf en hier het hy sy fortuin gemaak.

    he Johnsons of Parow have now been

    waiting five months for the building

    contractor to pay back R15 000 that he

    took as a deposit to finishwork he has start-

    ed on their property.

    TygerBurger reported on this matter on

    27 April, in which the contractor, Donald

    Preiss from Donson Projects, promised to

    pay back the money he took within a few

    days.

    A few days became 49 days and the John-

    sons have had enough with the Parow con-

    tractor.

    He has made so many promises. Time

    and again he says we will get our money

    this week or with two weeks, but nothing

    comes from this, says Llewelyn Johnson.

    His wife, Tena, adds: The stories he

    comesupwith are ridiculous. It is clear that

    he is an old hand at this. He informed us

    that his son had made a loan to assist him.

    He promised payment on Friday 13 May,

    but this hasnt happened yet.

    They will now take Preiss to the small

    claims court.

    The Johnsons approached Preiss last

    year to build a wall, palisade fencing, a car

    gate and a pedestrian gate.

    He finished the wall, but no fencing or

    gate was forthcoming.

    Preiss then asked them to pay him a de-

    posit of R15 000 for the job to be completed.

    They paid, but nothing but excuses ever

    came from it.

    On Monday 25 April he assured Tyger-

    Burger the money will be paid back immi-

    nently.

    This newspaper decided to withhold his

    name from the subsequent article on condi-

    tion that he sticks to his word.

    This week on Monday, however, Preisss

    tune has not changed.

    I will pay back the money very soon,

    says a thoroughly dejected Preiss.

    Everything just getsworse. I want to pay

    them back, but I cant!

    He says he has not had a job after the

    Johnsonss wall, but when asked why he

    cant pay back the money now, he answers:

    Im not proud to say that all the small con-

    tractors work the same way. They take the

    deposit of one client and use it on another

    job, anduse thenext deposit to build the oth-

    er. Its like a pyramid scheme and can come

    tumbling down very quickly.

    Preiss says both he and his wife might be

    starting a new job soon in another field.

    In the meantime the Johnsons cannot

    complete the job on their now exposed resi-

    dence because theyve been waiting for the

    money Preiss owes them to pay someone

    else to do it.

    Johnson concludes: If theres one thing

    Ive learnt from thiswhole episode, it is that

    one should always check someones refer-

    ences when hiring them.

    The Johnsons wall in front of their house still has no palisades, and the contractor that never

    finished the job has still not repaid them.

    he VRCIDs social development depart-

    ment recently appointed two field

    workers.

    Before the appointment of Jacque Pieters-

    en and Veronica Geduld, the department

    consisted of just one extremely dedicated

    person: Wilma Piek, a qualified social work-

    er. Jacque and Veronicas main duties will be

    to assist the street person in Parow and Bell-

    ville on ground level meet them, build a

    trust relationship, assess their needs and re-

    fer them to the organisation or government

    department that will be able to assist them ac-

    cording to their needs.

    The ultimate goal is always to reintegrate

    the street person into the community and re-

    unify themwith their families.

    Obtaining the buy-in of the

    client (street person) can be a

    long process, because some-

    times the client has been on the

    streets for a long time and lost

    all self motivation and hope to

    change their lives and their

    destiny, says Jacque.

    According to Veronica, the

    opposite is also true: Many

    times people are interested to

    come off the street and go to a

    shelter, but the shelters are

    mostly fully occupied.

    Both Jacque and Veronica

    are well known to the street

    people since they were previ-

    ously employed by MES

    (Mould,Empower, Serve) andTASP (Tyger-

    berg Association for Street People).

    The VRCID is doing their utmost to pro-

    vide the necessary resources for Jacque

    andVeronica to travel to the families of ori-

    gin, involve businesses in addressing the

    street persons needs and have good work-

    ing relationshipswith all the necessary ser-

    vice providers. One of the successes sto-

    ries so far was auntie Netta. She has been

    nearly blind for the past five years and lost

    all hope that she will ever be able to see.

    Jacque started to engage with her and it be-

    came clear she had lost faith in people who

    promised to help her, but never did, says

    Wilma.

    Wilma met an optician, Raylene Hill,

    whose practice is in Cross Street. She indi-

    cated shed be willing to assist Netta.

    Raylene testedher eyes andgaveher glass-

    es which enable her to see with at least the

    one eye. Raylene also made an appointment

    for Netta at Tygerberg Hospital for possible

    eye surgery.

    The joy Netta expressed and experienced

    when she received her glasses and was able

    to see again, was overwhelming and made

    everything worth our while. Now we are

    starting the process to motivate Netta to go

    to a shelter, says Jacque.

    In the same breath she and her team want

    to encourage the communities to give re-

    sponsibly and do good better. Her plea is to

    not give money to the beggars, but rather to

    buyMES food vouchers and give the beggars

    these vouchers.

    he VRCIDs social development depart-

    ment recently appointed two field

    workers.

    Before the appointment of Jacque Pieters-

    en and Veronica Geduld, the department

    consisted of just one extremely dedicated

    person: Wilma Piek, a qualified social work-

    er. Jacque and Veronicas main duties will be

    to assist the street person in Parow and Bell-

    ville on ground level meet them, build a

    trust relationship, assess their needs and re-

    fer them to the organisation or government

    department that will be able to assist them ac-

    cording to their needs.

    The ultimate goal is always to reintegrate

    the street person into the community and re-

    unify themwith their families.

    Obtaining the buy-in of the

    client (street person) can be a

    long process, because some-

    times the client has been on the

    streets for a long time and lost

    all self motivation and hope to

    change their lives and their

    destiny, says Jacque.

    According to Veronica, the

    opposite is also true: Many

    times people are interested to

    come off the street and go to a

    shelter, but the shelters are

    mostly fully occupied.

    Both Jacque and Veronica

    are well known to the street

    people since they were previ-

    ously employed by MES

    (Mould,Empower, Serve) andTASP (Tyger-

    berg Association for Street People).

    The VRCID is doing their utmost to pro-

    vide the necessary resources for Jacque

    andVeronica to travel to the families of ori-

    gin, involve businesses in addressing the

    street persons needs and have good work-

    ing relationshipswith all the necessary ser-

    vice providers. One of the successes sto-

    ries so far was auntie Netta. She has been

    nearly blind for the past five years and lost

    all hope that she will ever be able to see.

    Jacque started to engage with her and it be-

    came clear she had lost faith in people who

    promised to help her, but never did, says

    Wilma.

    Wilma met an optician, Raylene Hill,

    whose practice is in Cross Street. She indi-

    cated shed be willing to assist Netta.

    Raylene testedher eyes andgaveher glass-

    es which enable her to see with at least the

    one eye. Raylene also made an appointment

    for Netta at Tygerberg Hospital for possible

    eye surgery.

    The joy Netta expressed and experienced

    when she received her glasses and was able

    to see again, was overwhelming and made

    everything worth our while. Now we are

    starting the process to motivate Netta to go

    to a shelter, says Jacque.

    In the same breath she and her team want

    to encourage the communities to give re-

    sponsibly and do good better. Her plea is to

    not give money to the beggars, but rather to

    buyMES food vouchers and give the beggars

    these vouchers.

    voorbereiding van die stigting van wykskomitees vir die Raadstermyn 20162020.

    Die organisasie moet n afskrif van sy huidige grondwet en notule van n algemene

    jaarvergadering wat die afgelope 18 maande plaasgevind het, verskaf om te kan registreer.

    Registrasievorms en stawende dokumentasie moet by die SUBRAADskantoor in jou

    omgewing ingedien word.

    Die verteenwoordigers van die verskeie sektore vorm die grondslag van elke wykskomitee,

    met die wyksraadslid as die voorsitter.

    Volgens Rachel Venter, jeugleier, is hul

    doelwit om mense se lewens te verander

    deur naastediens en ook om die Woord te

    versprei. Die jeugbediening Vleg (Veran-

    der Lewens enGemeenskappe) gaan die Pre-

    primreSkoolArise andShineonder leiding

    vanMartin en Gertude Bull en die inwoners

    in die woestyn vir n week lank help.

    Ons was verlede jaar daar en kon nie alles

    afhandel nie. Vanjaar gaan ons hulle leer hoe

    om te bou, bakstene te maak, te verf en om

    n tuin aan te l. Verlede jaar het ons n fonda-

    ment vir n klaskamer gel en ons sal hulle

    help om dit te voltooi, s sy.

    Die skool is omtrent tussenrens ennrens,

    want jy ry omtrent n halfuur in die woestyn

    voordat jy by die skool kom.

    By die skoolwil ons die kinders aan akade-

    miese programme en speletjies bekendstel

    deur self die klasse aan te bied.

    Ons leer ookvir diekinders liedjies,Bybel-

    versies en speletjies gedurende pouse. Daar

    is net een onderwyser by die skool en ons pro-

    beer om in die week haar werk te doen sodat

    sy n blaaskans kan kry, s Venter.

    Verlede jaar het die jeuggroep die prentjies

    van die voorgeskrewe werk op die buitekant

    van die klaskamer geverf sodat hulle dit el-

    ke dag kan sien.

    Parow, s hulle was die afgelope week baie

    bedrywig in die groter Tygerberg veral in

    Parowvallei, Uitsig, Ravensmead, Con-

    naught- en Eureka-landgoedere.

    Die statistiek oor kinderregte wat deur

    ouers en gemeenskappe nie nagekomword

    nie, is n aanklag teen ons. Hoewel kinder-

    regte in die Kinderwet van 2005 omskryf

    word, is die publiek nie altyd bewus van

    wat dit behels nie.

    Ons doen nou n beroep op alle lede van

    die publiek om n rol in kinderbeskerming

    te speel. Nie alleen beskerm ons die kind

    nie,maar ons skep ook n veilige omgewing

    vir hulle in ons gemeenskappe, s hy.

    Volgens Ronel van Zyl, direkteur: maat-

    skaplike dienste by Badisa, word kinders,

    die land se toekoms, behandel asof hulle

    waardeloos is. Hulle word aan mishande-

    ling en verwaarlosing deur hul ouers en

    primre versorgers blootgestel en die

    voortdurende siklus van mishandeling lei

    tot n toekomstige geslag van ouerswat ook

    hul eie kinders verwaarloos of mishandel.

    Ons gemeenskappe is besig om te disin-

    tegreer en het n tekort aan morele waar-

    des. Die tekort aan ondersteuning vir nuwe

    ouers en die druk van die moderne samele-

    wing is alles bydraende faktore. Ons moet

    gemeenskappe skep wat vir hul kinders

    omgee voordat dit te laat is, het sy ges.

    In Parowvallei is meeste van die kinders

    in die sorg van n enkelouer en die meeste

    van hulle is jonger as 18 jaar. Baie van die

    huishoudings in Parowvallei leef van hul

    maandelikse pensioen- of kindertoelae,

    wat nie genoeg is om in al die behoeftes te

    voorsien nie. In die meeste huishoudings

    is die maandelikse inkomste minder as

    R2 500 en uit daardie geld moet alles betaal

    word. In sommige huishoudings is die in-

    komste minder as R635. Hoe leef n mens

    daarvan?

    WatBadisaTygerberg doen is omkinder-

    verwaarlosing, dwelmmisbruik en seksue-

    le misdrywe teen kinders aan te spreek.

    Sowat 135 jeugdiges is dwelmverslaaf-

    des, 64 is slagoffers van geweld, 50 kinders

    is seksueel gemolesteer en 134 is mishan-

    del.

    Maatskaplike werkers kan nie alleen die

    probleme hanteer nie en daarom het ons

    nou dagmoeders opgelei, wat in die ge-

    meenskap woon om ons hand te vat. Week-

    liks word 2 100 broodjies deur die Bread for

    myBuddy-projek voorsien aankinderswat

    honger skool toe kom, s De Coning.

    Een van die statistieke wat hom ontstel,

    is die misbruik van kinders nie net fisiek

    nie, maar ook weens seksuele oortredings.

    In die meeste gevalle is die skuldiges be-

    kend aan die kinders en dit is vir hom die

    hartseerste.

    Statistiek wat deur die minister bekend

    gemaak is, en wat skrikwekkend is, is dat

    39% van die kinders by hul moeders woon

    sonderhul vaders; 3%byhul vaders sonder

    hul moeders; 23% woon by nie een van hul

    biologiese ouers nie, hoewel 81% van die

    biologiese ouers nog leef.

    Badisa is ook bewus van die feit dat am-

    per die helfte vanweeskinders in pleegsorg

    is in die armste van huishoudings. Die toe-

    lae vir pleegsorg is nie baie groot nie, maar

    dit is darem n inkomstewat na n huishou-

    ding gaan.

    In die groter Tygerberg is ook kinders

    wat self as ouers optree en glad nie skool

    Parow, s hulle was die afgelope week baie

    bedrywig in die groter Tygerberg veral in

    Parowvallei, Uitsig, Ravensmead, Con-

    naught- en Eureka-landgoedere.

    Die statistiek oor kinderregte wat deur

    ouers en gemeenskappe nie nagekomword

    nie, is n aanklag teen ons. Hoewel kinder-

    regte in die Kinderwet van 2005 omskryf

    word, is die publiek nie altyd bewus van

    wat dit behels nie.

    Ons doen nou n beroep op alle lede van

    die publiek om n rol in kinderbeskerming

    te speel. Nie alleen beskerm ons die kind

    nie,maar ons skep ook n veilige omgewing

    vir hulle in ons gemeenskappe, s hy.

    Volgens Ronel van Zyl, direkteur: maat-

    skaplike dienste by Badisa, word kinders,

    die land se toekoms, behandel asof hulle

    waardeloos is. Hulle word aan mishande-

    ling en verwaarlosing deur hul ouers en

    primre versorgers blootgestel en die

    voortdurende siklus van mishandeling lei

    tot n toekomstige geslag van ouerswat ook

    hul eie kinders verwaarloos of mishandel.

    Ons gemeenskappe is besig om te disin-

    tegreer en het n tekort aan morele waar-

    des. Die tekort aan ondersteuning vir nuwe

    ouers en die druk van die moderne samele-

    wing is alles bydraende faktore. Ons moet

    gemeenskappe skep wat vir hul kinders

    omgee voordat dit te laat is, het sy ges.

    In Parowvallei is meeste van die kinders

    in die sorg van n enkelouer en die meeste

    van hulle is jonger as 18 jaar. Baie van die

    huishoudings in Parowvallei leef van hul

    maandelikse pensioen- of kindertoelae,

    wat nie genoeg is om in al die behoeftes te

    voorsien nie. In die meeste huishoudings

    is die maandelikse inkomste minder as

    R2 500 en uit daardie geld moet alles betaal

    word. In sommige huishoudings is die in-

    komste minder as R635. Hoe leef n mens

    daarvan?

    WatBadisaTygerberg doen is omkinder-

    verwaarlosing, dwelmmisbruik en seksue-

    le misdrywe teen kinders aan te spreek.

    Sowat 135 jeugdiges is dwelmverslaaf-

    des, 64 is slagoffers van geweld, 50 kinders

    is seksueel gemolesteer en 134 is mishan-

    del.

    Maatskaplike werkers kan nie alleen die

    probleme hanteer nie en daarom het ons

    nou dagmoeders opgelei, wat in die ge-

    meenskap woon om ons hand te vat. Week-

    liks word 2 100 broodjies deur die Bread for

    myBuddy-projek voorsien aankinderswat

    honger skool toe kom, s De Coning.

    Een van die statistieke wat hom ontstel,

    is die misbruik van kinders nie net fisiek

    nie, maar ook weens seksuele oortredings.

    In die meeste gevalle is die skuldiges be-

    kend aan die kinders en dit is vir hom die

    hartseerste.

    Statistiek wat deur die minister bekend

    gemaak is, en wat skrikwekkend is, is dat

    39% van die kinders by hul moeders woon

    sonderhul vaders; 3%byhul vaders sonder

    hul moeders; 23% woon by nie een van hul

    biologiese ouers nie, hoewel 81% van die

    biologiese ouers nog leef.

    Badisa is ook bewus van die feit dat am-

    per die helfte vanweeskinders in pleegsorg

    is in die armste van huishoudings. Die toe-

    lae vir pleegsorg is nie baie groot nie, maar

    dit is darem n inkomstewat na n huishou-

    ding gaan.

    In die groter Tygerberg is ook kinders

    wat self as ouers optree en glad nie skool

    gaannie,want daar is nie n ouer of volwas-

    sene om na hulle om te sien nie.

    Die randindierandtarief word met die munisipale waarde van die eiendom

    vermenigvuldig om die jaarlikse eiendomsbelasting wat gehef sal word, te bereken,

    onderworpe aan die korting waarvoor in die eiendomsbelastingbeleid voorsiening

    1.8 Eiendomseienaarsmoet teen 31Augustus van die boekjaar waarin n algemene

    waardasie gemplementeer word of binne driemaande na implementering van

    n aanvullende waardasie om die korting aansoek doen, andersins kan korting nie

    toegestaan word nie.

    2. VERBRUIKSTARIEWE EN HEFFINGS

    Water, sanitasie, elektrisiteit en vasteafvalbestuur word teen 14%BTW belas.

    2.1 WATER

    Drie stelle watertariewe is goedgekeur (10%verminderingstarief,

    20%verminderingstarief en 30%verminderingstarief). Elke tarief is gekoppel aan die

    waterverminderingsvlak wat opgel word. Die normale tariefstel het betrekking op n

    vlak van ten minste 10% onder die lae watervraagkurwe aangesien vorige beperkings

    en watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak verlaag

    het, en die vlak 1beperkingsmaatrels as permanente goeie watervraagpraktyk by

    die uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke

    van vermindering of beperking wat die Stad sy verbruikers opl, is dus nie slegs

    gekoppel aan die beperkingsvlak wat die nasionale departement van water en

    sanitasie die Stad opl nie, maar ook aan die vlak van verbruikersvraag.Weens die

    huidige klimaatsomstandighede het die Stad Kaapstad met ingang van 1 Januarie

    2016 waterbeperkings tesame met die 20%verminderingstarief ingestel, Die

    20%verminderingstarief sal ook op die boekjaar 2016/17 van toepassing wees tot en

    met verdere besluite oor die waterbeperkings.

    n Verhoging van 9.75% in waterverbruikstariewe is goedgekeur.

    2.1.12 Huishoudings in wooneenhede op gemengdegebruikeiendomme kan om n

    gratis toewysing van 6 k per eenheid per maand aansoek doen. n Bedigde

    verklaring sal vereis word, en die aansoek sal op grond van die persentasie van

    die hoofgebruik ondersoek en oorweeg word.

    2.1.13 Bestaande skuilings vir haweloses/ouetehuise (buiten di wat as huishoudelike

    groepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese of

    geestelike gestremdhede.

    Voorgestelde wysigings in hooftrekke

    Finale gelykstelling van trapsgewyse tarief vir volledig huishoudelik en

    huishoudelike groep,met bepaalde impak op trap 2 van die kategorie volledig

    huishoudelik, waar verbruikers n styging van meer as 9.75% sal ervaar.

    Voortgesette inlynstelling van die prys vir fonteinwatergebruik op gholfbane waar

    die gebruiker nie infrastruktuur voorsien het nie.

    Bykomende stygings in permit- en verfilmingsfooie van die Massawater Tak, wat

    met meer gepaste prysvlakke in lyn gebring is.

    Bekendstelling van n kansellasiefooi vir verfilmingsbesprekings.

    Die waardasieperk is verhoog van R300 000 tot R400 000, en dus sal meer

    mense die bykomende 4.5 k water per maand ontvang.

    2.2. SANITASIE

    Drie stelle sanitasietariewe is goedgekeur (10%verminderingstarief,

    20%verminderingstarief en 30%verminderingstarief). Die normale tariefstel het

    betrekking op n vlak van tenminste 10% onder die lae watervraagkurwe aangesien vorige

    beperkings en watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak

    verlaag het, en die vlak 1beperkingsmaatrels as permanente goeie watervraagpraktyk

    by die uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke van

    vermindering of beperking wat die Stad sy verbruikers opl, is dus nie slegs gekoppel aan

    die beperkingsvlak wat die nasionale departement van water en sanitasie die Stad opl nie,

    maar ook aan die vlak van verbruikersvraag.Weens die huidige klimaatsomstandighede

    het die Stad Kaapstadmet ingang van 1 Januarie 2016 waterbeperkings tesamemet die

    20%verminderingstarief ingestel, Die 20%verminderingstarief sal ook op die boekjaar

    2016/17 van toepassing wees tot enmet verdere besluite oor die waterbeperkings.
