klinte na haar sekswerkplek by Spanish

Daar is

    neem.

    Dt wil gedoen wees!

Aletta het die linkerarm sowat twee jaar

gelede beseer enhet haarselfweer begin for-

    regterbeen gehad.

weens n bloedklont in haar been.

    goue medaljes verower!

Oums is my superhero, my beste vrien-

din en voorbeeld en alles waaroor enige

kleindogter kon droom!

    DESIRE RORKE

    @dezzierorke

The animal bylaw in respect of barking

dogs may be frowned upon by many resi-

dents as nonsensical, but the City of Cape

Town is adamant this bylaw can and is

still enforced in a very practical sense.

    TygerBurger regularly receives com-

plaints from readers lamenting over their

    rowdy neighbourhood dogs, coupled with

the Citys inability to enforce the bylaw

    that regulates this.

In most cases it transpires that the nui-

sance dog, after being reported to LawEn-

    forcement, will be considerably quiet

when the officers arrive on the premises.

This makes it impossible for them to take

lawful action against the dog owner. Such

a case is subsequently closed, until anoth-

    er is opened.

In terms of the above bylaw, no dog is

allowed to bark for more than three min-

utes successively in half an hour, or six

    minutes successively in an hour.

But how do you prove this?

As is the case in any other legal matter,

sufficient evidence is needed to prosecute

such a case in the municipal courts.

In this instance, a complete barking

monitoring schedule as well as audio-vi-

sual material would be needed, according

to the Citys Mayco member of Safety and

    Security, JP Smith.

Smith says just because many of the

    complaints encountered cannot always

be corroborated by the investigating offi-

cials who have to monitor the dogs at the

identified locations, it does not mean the

    bylaw is not being contravened.

    ... Obviously the officers cannotmoni-

tor the location on a 24-hour basis, he

    says. Enforcement action will therefore

involve an initial compliance notice di-

recting the dog owner to remedy the situa-

tion. In the event of non-compliance this

will be followed, in most cases, by the

compilation of a docket containing the

    complainants affidavit, which includes a

    barking monitoring schedule and what-

ever audio-visual evidence is available, so

that the dog owner can be summoned to

    court on the prosecutors instruction.

Smith however does not clarify how

this would be done in the absence of offi-

cers to constantly monitor the premises.

Anofficer, he says, mayalso opt to issue

a written notice for the owner to appear

in court with the option of paying an ad-

    mission of guilt fine.

In extreme cases an admission of guilt

fine would be issued to a repeat offend-

ers, who would then pay it and be on

their way, often leaving the cause of the

    problem unresolved.

In other cases, dog owners do comply to

notices to try and find out why their dogs

bark, and take action, but often work full

days and simply have no control over

their dogs barking habits during the day.

The issue evidently posing several chal-

    lenges, TygerBurger asked Smith wheth-

er it reallymade sense to utilise their lim-

ited manpower on such cases and wheth-

er the City have had any successful court

    appearances in this regard.

    No specific answer was forthcoming

from Smith, however. The City also did

not respond as to whether they are look-

ing into other more practical solutions,

which might see this bylaw amended.

sport. Ek het duidelik alles by haar gerf en

Aletta het 55 jaar as sekretaresse gewerk

Toe Aletta onlangs in Durbanville intrek,

wee mans is in hegtenis geneem n

hulle toerusting uit n voertuig van die

    provinsiale nooddienste gesteel het.

Twee lede van die Goodwood-polisie, ao.

Jacques Pieters en konst. Justin Mentoor,

het inligting opgevolg dat twee verdagte

    mans nabyElsiesrivier-stasie stapmet twee

    sakkemet die kentekenvandie nooddienste

    daarop.

    Volgens lt. Wayne Theunis, polisiewoord-

mers. By nadere ondersoek is bevind dit is

    neem, s Theunis.

    Pieterse het die nooddienste inGoodwood

gebel. Daar is toe vasgestel dat die goedere

    uit n geparkeerde nooddienste-motor ge-

steel is. Die twee verdagtes is in hegtenis ge-

neem en het in die Goodwood-landdroshof

op aanklagte van diefstal uit motorvoertuie

    verskyn, volgens Theunis.

    Robert Daniels, woordvoerder van die

nooddienste, s hulle kry ten minste een

keer per maand voorvalle waar mense by

    noodvoertuie inbreek.

Dit gebeur gewoonlik wanneer daar op

n noodsituasie gereageer word. As die

daar bitter min goed in n noodvoertuig is

wat straatwaarde het. Deur by n noodvoer-

tuig in te breek veroorsaak jy net skade,

maar jy kan niks verkoop nie. As daar een

boodskap iswat onswil tuisbring ,is dit dt,

    s Daniels.

in hegtenis geneemhet. Dit beteken ons kan

darem weer die toerusting gebruik, s hy.

    Gesteelde toerusting gekry

Swimmers from across the city will partici-

pate in the annual Freedom Swim this

    weekend.

According to a statement by the City of

Cape Town, this year three City staffers

including a Parowwoman will be tackling

the epic event from Robben Island to Big

Bay. The challenging swim takes place on

Saturday 2April and is held annually to cel-

ebrate the countrys democracy and Free-

dom Day, which is officially on Wednesday

27 April. The event will raise funds for the

    Vista Nova School.

Mayco member for tourism, events and

    economic development, GarrethBloor, says

April is a significant time for South Afri-

cans as the country celebrates its democra-

    cy and freedom.

The Freedom Swim kicks off this time

with an event that celebrates unity,

    strength and a shared heritage.

There are two categories: solo and relay.

The solo race starts from Robben Island

Harbour and ends on the beach in Big Bay,

    Bloubergstrand. The relay race comprises

four swimmers, with only one swimmer in

    the water at any time.

This year three of the swimmers are City

    staffmembers:Michael Arendse and Seelan

Nair, who are both in the Information Sys-

    tems and Technology Department, and

Jeanne Guild, who works in Executive

    Committee Services.

Jeanne is from Parow North and will be

doing her first solo Freedom Swim.

She was inspired after being a spectator

at last years event and has trained since

then by doing open water swims.

Im very excited and nervous. I know Ill

enjoy it and I cant wait to get into the wa-

    ter, says Jeanne.

Michael, from Retreat, is doing his third

    solo swim.

Training with Michael is colleague See-

    lan Nair from Athlone.

It will be Seelans first swim and while he

said the preparation was fun, it also chal-

    lenged him.

Ive had to pushmyself, but Im learning

    more about who I am.

There have been some rough moments

while training. Our preparation from Janu-

ary involved aweekly swimat the Sea Point

Pavilion pool starting at 2km and increas-

ing the distance by an extra set each week.

By next Wednesday we will be doing the

    7.5km endurance experience necessary for

    the big day, Seelan explains.

ie boodskap oor die bejaarde ma van

n Bellville-inwoner het tot so ver as

Upington gedraai in die familie se soe-

ke na haar. Di tannie is egter binne twee

dae lewend gevind nadat sy voor n trein

    beland het.

Hester Aggenbach (66) woon in Die Her-

    mer-hospitaal ten

    einde geloop het.

    TygerBurger is

    deur die redakteur

    van n koerant op

    Upington, die Kala-

    hari Bulletin, ver-

    soek om ook deel te

    neem aan die soek-

    tog na Hester, wat

    toe laas in Bellville

    gewaar is.

    Hoewel Hester

    kort daarna onge-

    deerd gevind is,

    meen Elzanne dat

    dit nie n egte suk-

    sesverhaal is nie,

    want die nuus wat

    hulle by die hospi-

    taal onvang het,

    was nie goed nie.

vroue ingekomhet. ByKarl Bremer het hul-

    le ges eneMargehet ingekom.Ekhet gevra

was toe my ma sy was baie deurmekaar

en het gedink haar naam is Marge. Toe ek

lewe wou maak by die Bellville-treinstasie.

my broer 16 jaar gelede vermoor is, s El-

zanne. Alles het mos n sneeubal-effek. Ek

dink nie haar depressie is n geheim nie.

Elzanne vertel hoe haar broer, Cornelus

    Aggenbach, op 25-jarige ouderdomvermoor

    is.

    Hy het sy eie on-

    derneming gehad en

    terwyl hy by die

    werkwas, is hy dood-

    geskiet. Elkeen van

    ons word geraak

    deur die geweld in

    ons land, maar 16

    jaar later sit ons nou

    met die ongelooflike

    probleem van die de-

    pressie van my ma,

    s sy.

    Hoewel dit beter

    met haar ma gaan en

    hulle elke dag op die

    foon praat, is die pad

    na herstel vir Hester

    maar n lang een,

    meen Elzanne.

    Sy vorder, maar

    dis natuurlik baie

    stadig.

    spoor.

Die Pink Ladies was absoluut fantasties.

Dit

het soos n veldbrand versprei op Face-

    book.

Elzanne se wens is dat depressielyers

hulp moet aanvaar wat deur bekommerde

    familie en vriende aangebied word.

Hulle moet hulp aanvaar en besef hulle

is nie alleen nie. Ek weet n depressielyer

    vermis.

In Parow-Noord groei daar n grenadella-

    vertel Corrie Laubscher.

    Di eens enkele grenadellaplantjie, met

n stammetjie feitlik so dik soos n duim,

    MONIQUE DUVAL

    @monique_duval

    A

new business census has revealed in-

    teresting insights into the ongoings

    along the Voortrekker Road Corridor.

Conducted by the City of Cape Towns eco-

    nomic development department, the census

seeks to provide prospective investors with

all they need to know about various indus-

    trial hubs around the city.

Speaking to TygerBurger last week, May-

co member for tourism, events and econom-

ic development, Garreth Bloor, explains in-

vestors often struggle to make informed in-

vestment and expansion decisions due to a

lack of reliable, local-level information that

    is readily available.

The census, which takes an in-depth look

at 23 industrial areas, was compiled by City

official Michelle Joja. Aside from these in-

dustrial zones, the census also highlights

two business corridors in the Metro South-

    East and Voortrekker Road Corridors.

Bloor says the census methodology was

much like the national census and says

    when approached for information, business-

es were very eager to assist.

Joja says the team went into the various

    industrial areaswithmaps and collected the

names of all the businesses. This informa-

    tionwas entered into adatabase andananal-

ysis was done. Bloor says the City council

will need to look at interventions that can

optimise growth. He says local policy mak-

ers are seeking to understand what challen-

ges exist and how they can help.

According to the census, the Voortrekker

Road Corridor is one of 12 nodes on theMay-

oral Urban Renewal Programme. It is home

to six industrial areas that are mapped

    across 1 487 erven.Of these, 146 are economi-

    cally inactive. The manufacturing sector

dominates the geography and the economic

    activities.

Joja says the research team analysed

where the vacant land parcels are and what

    the different economic activities are.

    Wealso lookedat vacant buildings owned

by both government and private owners.

    This information provides investors who

want to buy vacant land or buildings, infor-

mation onwho the owners are, what the size

is, its zoning and so on.

In the Voortrekker Road Corridor which

includes Ndabeni, Elsies River, Parow, Stik-

land, Sacks Circle and Triangle Farm the

team created a value chain by determining

what the top five products created are. Joja

says the team created an analysis and

formed a business directory that can serve

as a quick guide for various products. She

further explains this also helped the team

    understand where economic clusters are.

In Elsies River you can see there is a

wholesale and retail cluster and we can also

see what is dominating in a certain cluster.

So the census basically looks at what is

there, what are the missing components in

the value chains and where investment ac-

    tivities are within the corridor.

Due to the clustering of businesses, the

team struggled to ascertain the spatial infor-

mation which is essential for mapping.

With the clustered areas, you cant al-

ways see the division of the erven, so you

    cant make accurate spatial identification

and we often had to go back.

Questioned about land use and what per-

centage of businesses along the Voortrekker

Road Corridor had the correct zoning for

their business activities, Joja says compli-

ance checks were focused on vacant land.

    heCity of CapeTownhas confirmed

    that a compliancenoticewas served

on a church in Elsies River, over

    which TygerBurger has extensively re-

    ported over the last month.

    The Ambassadors for Christ World

    Outreach Ministries (AFC) has since

halted the use of children to sell cookies

at busy intersections on behalf of their

business arm, in exchange for lodging

    and food.

The Citys Mayco member for social

    development and early childhood devel-

    opment, Suzette Little, last Wednesday

(23 March) confirmed the church had

been approached by their Law Enforce-

    ment unit.

A notice was served on the Church in

respect of the cookie selling children.

Law Enforcement has also noticed that

the children are no longer present at the

    intersections, Little said.

TygerBurger first reported on the sto-

ry on 24 February (Cookie sale con-

cern) when it came to light the children

were selling the cookies at intersections

    in Bellville, Parow and Goodwood.

The children were made to sell the

    cookiespreviouslyundervery trying cir-

cumstances, often seen at traffic lights

    before sunrise and after sunset.

A concerned Bellville resident first re-

    ported the childrens plight toTygerBur-

    ger.

The update by Little of the notice

served on the church came on the same

day as TygerBurger appeared on street

witha thirdupdate on the storyabout the

    children under the headline Grownups

    now aid in cookie sales.

Previously Little was quoted as say-

    ing: Should there be non-compliance,

the City will start impounding the goods

being sold and summons the pastor to ap-

    pear in court.

    ith her new charity organisation

    called Amatum, a Bellville business-

woman is giving back to her commu-

    nity.

Louisa Malan, the owner of Engen La Ro-

chelle Convenience Centre in Bellville, was

lauded by Engen Petroleum for her invest-

    ment in the Klipheuwel community.

Her service station has also donated

R500 000 worth of food to the Durbanville

Childrens Home, which collects daily food

    hampers.

Other food donations are made to Huis

Redelinghuys, an old age home in the Bell-

ville area, as well as Caring Angels.

Over the recent festive seasonLouisa and

a group of volunteers helped put together

around 400 drawstring care bags contain-

ing toys, treats, toiletries and oversized

blankets and were handed out to children

    in Klipheuwel.

We also got the community involved

and asked them to donate clothing and

T-shirts, which we gave to the kids, says

    Louisa.

    She registered a new non-governmental

    organisation named Amatum earlier this

    year,which is theLatinword for beloved.

Initially the focus of the organisationwill

centre on children in the Klipheuwel com-

munity with future plans to extend the pro-

    gramme to other areas.

I was so inspired by the gratitude and

sense of hope instilled in these kids that I

decided to start a formal organisation so

that I could take things a step further.

I didnt want to just donate; I wanted to

take action and make a real difference by

investing in the future journey of these

    young childrens lives, she says.

The objective of Amatum is to educate

and help children dream big about their fu-

ture. To do this, Saturday skills sessions

are heldwhere kids from the area come and

spend a day learning about different job

    possibilities.

We want to pass on entrepreneurial

skills and expose these kids to themany op-

    portunities that are possible.

Recently we held a market day and we

shared sales and marketing skills. In the

coming months the firebrigade will come

and talk to the children about fire safety,

    she says.

This all provides excitement among the

children. Seeing the excitement in their

eyes makes all the difference for Louisa,

    she says.

Many of these kids are forced to cope

    with very difficult circumstances every

day. They look forward to Saturdays spent

in a supported and nurtured environment

with caring adults who want to build them

up and show them that the future can be

    bright and optimistic, she says.

Joe Mahlo, general manager of Engen

sales andmarketing, says: We are very en-

couraged by dealers like Louisa who give

of their time volunteering in the communi-

    ty.

As a company committed to a policy of

    community involvement and social uplift-

    ment,we thankLouisaandhergroupof vol-

    Dis stunning

    asmense hul

    taal bly praat

Ek worry oor die toekoms van Afrikaans.

Die studente op varsity verkies Engels en

Afrikaanse ouers stuur hul kids na

    Engelse skole.

Dis genuine shocking, hoor! Waar gaan

    taal omgaan?

Gelukkig is my kids nog okay.

skoolgaan, Pa. Pietie van langsaan moet

nou Shakespeare Primary toe en hy ken

amper nie die difference tussen yes en

    no nie. Dis sad, n?

so n jong kid so sterk oor sy roots voel.

Dit bly altyd vir my stunning as mense

    nog goeie Afrikaans praat. Recently

    sekere ice cream.

    Die eerste inbeller

    s toe haar Engels

    is nie hot nie, kan

    sy maar Afrikaans

    praat? Die omroe-

    per s dis okay. Sy

    s toe: Die fla-

    vours is raspber-

    ry, chocalate en

    grape. En daar

    wen sy toe wragtie!

    Wys jou net: jy kn

    nog presteer deur

    op Afrikaans aan te

    dring.

ons taal gaan survive of nie. Ek is so erg

    blaf.

Nou die dag stop ek by n padstalletjie

omdat hulle produkte in Afrikaans op die

    plakkaat geskryf is.

Ek was nooit n

my laaitie: Hoor net daar. Hy kon

netsowel ges het pass the ball to me,

maar hy hou by sy taal.

Nee kyk, Afrikaans hardloop darem nog

sterk deur party van ons se veins.

    Klank te hard

    by vertonings

I would like to reply to your

    article, Group of workers too

loud, TB, 23 March. This is

    the worst idiocy and stupidity

I have ever heard of or read.

    I have been involved with

    the Tygerberg Nature Reserve

as a visitor and keen follower

of what they do and what they

    have achieved past and

    present. Recently they received

an award for being the best

    reserve.

    The women and sometimes a

    male or two are volunteers

    who like and appreciate

nature, and would like to make

    a positive contribution to the

environment that we all live in

    and share.

    For those uninformed, these

volunteers do it in all the

    reserves in the Cape.

We now seem to have a

    bunch of decrepit people that

    do nothing but complain. It

seems to me that they sit on

their a** all day with nothing

to do and then think up some

    ludicrous subject to complain

    about. Theyre mutts that do

    nothing but bark all day,

    making more noise than people

    talking.

    Why do these decrepit people

    not shut up and become

    volunteers and do something

    constructive for their commu-

nity? My question is, what do

    Stop complaining

    andhelp at reserve

I have lived in Welgemoed for

15 months and right from the

    beginning we have had someone

climb over our fencing at least

    once a month and sometimes

it seems to be weekly espe-

    cially around full moon.

We had some petty theft of

goods when we first moved in,

when the garden shed was left

    unlocked or a small bedroom

window was left open at night.

    The culprits often leave clues

    of their presence, sometimes it

is a branch broken where it

    shouldnt be.

    Sometimes we hear small

garden pots or the top of a bird

bath being knocked over, but by

the time we get there to check,

    the culprit has already scam-

    pered.

What I can say is that the

    intruder seems to be familiar

with the layout of our property

    and also of our neighbouring

    properties, using our connecting

    fences/walls to enter or exit.

We now never leave a win-

    dow open with anything in

    reach; we never leave our

    laundry or any garden equip-

ment outside in the garden or

    W

hile they are all well-known Cape

Town musicians in their own right,

themembers of TopDog SA are gear-

ing up to play their first festival in front of

their home crowd at the Cape Town Interna-

    tional Jazz Festival this week.

The band made up of Don Vino (saxo-

    phones), Camillo Lombard (keyboards),

    Charlton Daniels (bass), Mornay Hofmees-

ter (drums) and Mark Williams (guitars)

hail from Kuils River, Parow, Brackenfell

    and Belhar.

The musicians were on tour with Tevin

Campbell andpreparing for a showat Johan-

nesburgs Carnival City when Camillo came

up with the idea to start a band.

We were individuals at the time; we used

to work together a lot, but we werent a

unit, Camillo explains. He was also the one

that came up with the name TopDog, even

though Charlton wasnt too impressed with

    it.

I thought it would sound arrogant, but

once they started getting bookings he says

    the name grew on him.

With their combined musical CVs, Top-

Dog SA have every right to be a little arro-

    gant.

    Together for three years

Between working as the principal of the

CapeMusic Institute, Camillo is a sought aft-

er accompanist for legends like JimmyDlud-

lu while Don Vino rates his work on Kirk

Whalums Gospel according to Jazz Chapter

4 albumas one of thehighlights of his career.

Drumming lecturer by day, Mornay has

similarly workedwith big local and interna-

tional names ranging from Judith Sephuma

to Chevelle Franklin. With more than 16 in-

    ternational toursunderhis belt,Marks skill

has seen him play in 14 different countries

while Charltonwas even chosen as amentor

alongside names like Frank Paco for last

    years Artscape Youth Jazz Festival.

TopDog SA have been together for three

years now, originally performing as a tight

backing band for names like Emo and Louk-

maan Adams, Lloyd Cele, Judith Sephuma

and Danny K, but once they started backing

Jonathan Butler they decided to start work-

ing on their own original material.

    We realisedwehadanopportunity to per-

form anywhere in the world with the band,

Camillo says, adding: His smooth SouthAf-

rican sound kind of led us into a direction

    as well.

The band has been hard at work on their

debut album at Fish Hoeks Paris Studios.

Griqua DNA will be out in time for the Jazz

Festival andMornay describes it as a most-

ly instrumental fusion album with ele-

ments of genres from ghoema to funk and

    even a little gospel.

    Their completely independent album also

    features performances by Jonathan Butler

    and Marrion Meadows.

When they arent on stage, the band mem-

bers are all involved in youth development

    through their various training projects.

    Have to pass it on

We have to pass on the baton to the next

generation and provide them with skills,

Mornay says. Weve got to impart what we

know and what helped us in the industry,

    he says.

Wed like to see a better future for the up-

    coming musicians, Camillo adds.

We had our fair share of challenges and

its up to us to rectify those mistakes by im-

    parting the correct knowledge.

Charlton points out that there aremiscon-

ceptions about what the music industry is

about and many say youll never make it

    as a musician.

    Werehere to givebackandprove to them

that what they are saying is not true: there

    are possibilities.

TopDog will be doing just that when they

play on the Basil Manenberg Coetzee stage

    at theCapeTown International JazzFestival

this weekend. They will also be performing

at the festivals free concert at Greenmarket

    Square tonight (Wednesday).

Camillo works on the festival every year,

but says this year is extra special because

instead of backing another artist, the band

will be playing their own original material.

The festival is also a platformwhere inter-

national artists and promotors can see and

hear the band and possibly book them for

    other festivals.

Also, its an honour and a privilege to

play in front of a home crowd; our own peo-

    ple, Mornay says.

wee plaaslike sterre is vanaf Vrydag (1

April) in die nuwe Afrikaanse periode-

film Modder en bloed by Ster-Kinekor-

Morkel (Stian Bam). Di kryger se vrou en

enigste kind word deur Britse soldate ver-

moor en hy vind homself in n Engelse kon-

sentrasiekampwat onder die beheer van die

    imperialistiese kolonel Swannell is. Danksy

    wens.

Blouberg seGrant Swansby, bekend vir sy

rolle in plaaslike en internasionale films en

televisie-programme, vertolk die rol van ko-

lonel Swannell.

ToeGrant hoor dat regisseur SeanElse be-

    (Beowulf/The Tudors), Patrick

    Connolly (Inferno/Crushed),

    Nick Cornwall (Blood Loyal/Re-

    tribution) en Josh Myers (The

    Sweeney/Anti-Social) insluit.

Edwin s dat die fliek Suid-

    Afrikaners trots sal laat voel

oor wie ons is enwaar ons van-

    daan kom. Plaaslike gehore

gaan die film geniet omdat dit

    weer daai Wreldbekerrugby-

    gevoel van 1995 gaan terug-

    bring.Grant voegbydatEngel-

I am Maxine from Durbanville. After losing hope I

phoned Aaron. My life was falling apart, my marriage

& love were a mess, my finances were bad, didn't pay

my accounts & car, MONEY just disappeared. Was wor-

king for 30 years with nothing to show! People at work

were jealous of me. Aaron helped me with my love and
