sing Junior”, sê Sunette sy was die laastepaar jaar eintlikdiemoedertjie vandie span.Sy sêdie tydwas regomuit te tree.Enhaar

laaste eendagwedstryd teen Indië in Banga-lore in November verlede jaar was ook eenvan die hoogtepunte van haar loopbaan.“Ek het baie gehuil toe ons opstap. My

lede met ’n meisie-krieketspan begin.“Ditwasmaar frus-

trerend, want onsmoes met die basiesedinge begin: ek moeshulle leer om net ’nbal op die veld te kry. Nou het ek al meergeduld en hulle speel ook al beter.“Ons is ses skole in die area wat aan die

liga deelneem, maar dit is nog nie genoegnie.“Daar kan baie meer gedoen word vir die

ontwikkeling vanmeisie-krieket. Veral metdie kwotastelsel word kinders in die spannegesit wat glad nie gereed is nie. Die prosedu-res is nie in plek om die kinders te ontwik-kel nie.“En die media fokus maar altyd nog eer-

Tenants from 36 Smith Street, Glenlily,were evicted last Wednesday after abreach of contract landed them first in

court and then on the street.This comes after neighbours battled for

over a year to prevent them trading openlyin women and drugs on a daily basis.

“We are overjoyed, but expect them to justpopupsomewhere else,” aSmithStreet resi-dent says about the tenants of whom some,he claims, moved here from the evicted drugden in 46 Bedford Street last year.

“We received an eviction order on the factthat the tenants stopped paying rent in Sep-tember,” says the chairperson of the trustthat owns the house, who wants to remainanonymous.

He says it was very tough to get rid ofthem, because of the law protecting squat-ters. He says even proving that tenants havea criminal record or cases against them donot give one the right to evict them.

“But once they stopped paying rent andthe contract was thus broken, we could takeaction,” he says.

According to him the trust made a loss ofclose to R100 000 because of damages to thehouse and lack of rental income.

“We will most likely sell the house now,”he says.

The sheriff arrived on 4 February to servethe eviction order, which was issued twodays earlier. All the furniture inside theflatlet and another outbuilding on the prem-ises were put on the pavement.

Contractors immediately started chang-ing the locks and put up security gates and

burglar bars.“They left without resistance,” the chair-

person of the trust said.Residents gathered in the street to wit-

ness the eviction and talk to customers whocame around looking for a drug fix fromtheir dealers.

“Now we have to go somewhere else, butthat is not a problem, the whole of Parowis infested with these people. There is no so-lution or cure,” said one man who was look-ing to buy a tik fix for R50.

stupidity that made this happen. It is notthem who bring the drugs in, the South Afri-can gangsters provide them with enough,”he told the group of residents, before he leftwith some of the discarded furniture on thesidewalk.

“Initially Iwasabithesitant to let foreign-ers rent the house, but one does not wantto seem racist. And besides, they had a cleancredit record. I call this a run of bad luck,”said the chairperson of the trust.

Die Stad Kaapstad beoog die stigting van advieskomitees vir beskermde omgewings tenopsigte van 17 natuurreservate en beskermde natuuromgewings regoor die stad ingevolgedie Wet op Nasionale Omgewingsbestuur: Beskermde Omgewings, Wet 57 van 2003.

Die advieskomitees vir beskermde omgewings sal saamgestel word ingevolge dieRegulasies oor die Behoorlike Administrasie van Natuurreservate gepubliseer onderGoewermentskennisgewing R99 in Staatskoerant 35021 van 8 Februarie 2012.

Die natuurreservate waarvoor advieskomitees gestig sal word, sluit in Blaauwberg, BothasigFynbos, Botterblom, Bracken (insluitend Perdekop), Durbanville, Edith Stephens, Valsbaai(insluitend Rondevlei, Zeekoevlei, Pelican Park, Slangetjiebos, Zandwolf en die Strandfontein-voëlkykgebied), Helderberg (insluitend Silwerboomkloof), Harmony Flats, Lourensrivier,Steenbras, Tafelbaai (insluitend Rietvlei, Dieprivier, Milnerton-renbaan en Zoarvlei), Tygerberg,Uitkamp-vleigebied, Witzands-waterdraer, Wolfgat en die Zandvlei-riviermonding.

Die komitees se doelwitte is die fasilitering van interaksie, kommunikasie en betrokkenheid endie ontwikkeling van vennootskappe met belanghebbendes en omliggende gemeenskappeten einde die natuurreservate se doelwitte te bevorder.

Die komitees sal die mandaat hê om advies en insette oor strategieë, bestuursplanneen verslae te lewer asook vordering met implementering te monitor, betrokkenheid bybesluitneming te bevorder en natuurreservate se skakeling en integrasie met omliggendegemeenskappe te fasiliteer.

Alle regeringsorganisasies, gebruikersgroepe, gemeenskapsorganisasies,nieregeringsorganisasies, akademiese inrigtings en inwonersverenigings of omliggendegemeenskappe met ’n werklike belang by natuurreservate word genooi om aansoek te doenom lidmaatskap van die advieskomitees.

Die grondwet vir die stigting van advieskomitees vir beskermde omgewings in die StadKaapstad, soos op 5 November 2014 deur die portefeuljekomitee oor energie, omgewings-en ruimtelike beplanning goedgekeur, bepaal hoe hierdie komitees bedryf sal word. Diegrondwet is aanlyn beskikbaar by www.capetown.gov.za/paac.

Aansoekvorms om lidmaatskap kan op die webwerf hierbo afgelaai word en moet van ’nskriftelike, ingeskandeerde mandaat van die organisasie op sy briefhoof vergesel word.Nominasies moet die naam van ’n hoofafgevaardigde bevat en kan ook ’n sekondêreafgevaardigde insluit wat die lid by vergaderings kan verteenwoordig en as ’n kontakpersoonkan dien.

Die bestuursowerheid sal die lidmaatskap vir ’n tydperk van uitersdrie jaar skriftelik bevestig. Daar sal van lede verwag word om volgens die grondwetmet advieskomitees te skakel, inligting in hul kiesafdelings te versprei en kwartaalliksevergaderings by te woon wanneer moontlik.

theyplay at theLiqui-FruitAmphitheatre inPaarl for Local is Lekker 2015.The band is one of three acts that Cape

Town audiences chose to perform at theshow, the only one in the country where thepublic decide the line-up.Band frontman Dr Victor says he’s loo-

king forward to the outdoor show on Satur-day 21 March.“I like open-air concerts because everyt-

hing is bigger: bigger dancemoves, bigger ap-plause and a huge sound system to playthrough.”Dr Vic, as he is also known, says the band

An identity fraudster who had beencausing his victim misery for 16 ye-ars, has been busted by City traffic of-

ficials.A Cape Town resident has finally caught

up with an identity thief, thanks to the ef-forts of two City of Cape Town traffic offi-cers.

Jafta Williams went to the Parow trafficdepartment a few weeks ago to inquireabout a number of traffic fines and war-rants issued in his name relating to offen-ces he had not committed.

Williams said he had lost his identity do-cument and driver’s licence in Bellville 16years ago and has been haunted by an iden-tity thief ever since, facing arrest for out-standing fines and having to pay for offen-ces he never committed. Efforts to clear upthe issue, including with the South AfricanPolice Service and home affairs, had cometo nought.

String of offencesAt the traffic department, one of the offi-

cers searched the database and found astring of offences registered in the Retreatand Capricorn areas – some for a Toyota mi-nibus and others for a Toyota Tazz. The dis-covery led officers Desré Benadie and Mar-nus Visser to the Retreat taxi rank the follo-wing day, where they receivedconfirmation that the person going by thevictim’s name was in fact a taxi driver. On-ce they tracked him down, he insisted thathe was Williams and produced an identity

document to prove it.“The fraudster was so brazen. He actually

tried to convince the officers that he was infact Mr Williams. Even when they went offin search of a Morpho Touch machine to ve-rify his identity through fingerprinting, hestill stuck to his story. Only through persis-tent questioning did he eventually confessthat he had in fact stolen the resident’sidentity and had used it to make duplicatelicences and purchase a vehicle, as he neverlegally acquired his own driving licence,”said the City’s mayco member for safetyand security, JP Smith.

The suspect was arrested for fraud andhas since appeared in court.

Iden-tity theft is a problem and judging by thevictim’s account, very difficult to resolve.I am very pleased that he was able to finallycatch a break in a very long battle and Iwould like to urge the public to be extra vi-gilant and to guard against falling victimto this type of theft. Also, do not just taketraffic notices at face value and, if you’reunsure, rather go to your nearest traffic de-partment to double-check fines. As illustra-ted by this case, we will assist where wecan, but ultimately home affairs does needto shape up to deal with this ongoing pro-blem,” Smith said.

A police stop and search exercise in Parowyielded an unlicensed .38 special firearmwith 20 rounds of ammunition on 1 Februa-ry.

“At 22:45 Constable Ntsikelelo Tsotetsiwas on duty and busy patrolling in Steen-bras Street in Parow. He observed a suspectwalking towards Cloete Street when a FordIkon motor vehicle stopped and picked up

the unknown male,” says Lt Kevin Willi-ams of the Parow police.

The sector vehicle followed the suspici-ous vehicle, pulled it off and searched it andthe two people inside.

“The unlicensed firearm and ammuniti-on were discovered inside a white cap,”Williams says.

Both suspects were arrested. They appea-red in the Bellville Magistrate’s Court on4 February.

Die Laerskool De Tyger vier vanjaar sy50ste bestaansjaar en om die feesjaarmee af te skop, het die skool ’n spesiale

saalopening met al die voormalige hoofdegehou.

Op 19 Januarie 1965 is die eerste saalope-ning deur die destydse hoof, dr. FrancoisKnoetze,waargeneemen 50 jaar laterwashyweer op die podium om met die kinders tepraat.

“Julle lykwith it, gemaklik en koel. In mydae moes al die kinders swart baadjies dra,”het hy gesê.

“Toe hierdie skool begin is, was dit ’n mo-derne skool, ’nnuweskool enditwas ’n grootontwikkeling.Maar van daardie dae, toe onsomtrent geen hulpmiddels gehad het nie, totnou dat ons na ’n toekoms kyk van papierlo-se onderrig, het die skool tred gehoumet dietyd,” het hy gesê.

Hy het dit op die kinders se harte gedrukdat die deugde van die lewe altyd dieselfdesal bly, soos dissipline, eerlikheid, hardwer-kendheid en nederigheid.

Knoetze was tot 1969 die hoof. Daarna hetAdriaan van Niekerk by hom oorgeneem tot1974, gevolg deur Piet Smit tot 1991. Van 1992tot 2006 was Deon Triegaardt aan die stuur,waarna Francois du Toit, wat nou nog hoofis, aangestel is. The ability of police to successfully com-bating crime in South Africa is severe-ly hampered by their inability to gen-

erate crime intelligence.This is the view Dr Johan Burger put for-

ward at a discussion at the School of PublicLeadership of the University of Stellen-bosch in Bellville last Wednesday.Burger is a senior researcher at the Insti-

tute for Security Studies (ISS) andProfessorExtraordinarius at the department of policepractice at Unisa.The discussion, facilitated by the Centre

for Constitutional Rights,centred on justice, safetyand security.Burger said the South

African Police Service’s(SAPS) crime intelli-gence performance hasdeclined tominuscule fig-ures over the last threeyears, making it almostimpossible to combat theorganised crime syndi-cates overrunning thecountry.He referred to the expo-

nential 142% increase inarmed robberies in shop-ping centres over the lastyear.“I am extremely wor-

ried about this increaseand part of the problemlies with the police,” hesaid.It is due to the lack of SAPS crime intelli-

gence that crime syndicates such as theones behind many mall robberies are hav-ing a field day, he said.Another worry is the decline in success-

ful convictions. “A 60 000 increase in policeofficers since 2001 resulted in a 54% growthin arrests, but due to the poor quality of theinvestigations on thedockets, a 20%declinein successful convictions was indicated bythe National Prosecuting Authority (NPA)during the same time,” he said.And he says this gap is growing.Although in 2012 the National Develop-

ment Plan (NDP), already approved the pro-fessionalisation of the police and bringingback specialised crime units, Burger ex-pressed his concern about the actual imple-

mentation of these plans.“It has been two years since these plans

have been approved in chapter 12 of theNDP and yet nothing has changed ... andwith police leadership in its current disar-ray I question whether they could imple-ment this plan by themselves.”Among other things, this plan encapsu-

lates the re-establishment of specialisedunits, the establishment of a national policeboard and the inclusion of a code of conductinto performance appraisals of the police.It will renew focus on strengthening ca-

pacity and training of detectives and spe-cialised investigators in the fields of foren-sics, ballistics and crime-scene investiga-

tions.Furthermore, police of-

ficers would be speciallytrained to respond to thechanging crime trendssuch as narcotics, cybercrime and internationalcrime syndicates.Dissolving specialised

units such as South Afri-can Narcotics Bureau(Sanab) and Murder andRobbery resulted in theloss of specialised investi-gative capacity within theSAPS, said Burger.“This is because inves-

tigators of specialisedunits become experts inidentifying, understand-ing and solving specificcrime types. A profession-al ethos develops within

such units whereby officers can share les-sons and experiences, and approach eachother for advice,” he said in a recent paper.“Specialist investigators develop inform-

er networks, and become familiar withemerging and changing modus operandi ofcriminals or networks. They are thereforequickly able to mobilise their specialistknowledge and capacity to solve potentiallysensitive crimes.Burger found that by dispersing special-

ist personnel across a large number of po-lice stations – which was exactly what hap-pened when the specialised units were dis-solved in the early 2000s – the benefits ofspecialisation disappeared.“Furthermore, the SAPS lost the institu-

tional ability to maintain and regeneratethis capacity,” he said.

Three weeks ago Allyson Swanepoel fromKraaifontein started knitting and didn’tstop until she had completed 40 brand newsets of newborn baby beanies and booties.

And she is not finished yet.“About 500 babies are born at Carl Brem-

mer each month, many of whom do not ha-ve proper warm clothing to go home in,”she says.

She learned of this plight from a nursingsister at the hospital after she read apamphlet in a wool shop recently.

It reads as follows: “There are a numberof hospitals around the country, in whichbabies are being born and have no warmclothes to wear. In some of these hospitalsthe babies are even wrapped in newspaperand sent home. Many of them become veryill (pneumonia and bronchitis) and areeven dying of this.”

This tragedy softened her heart and sheimmediately bought a bag of wool and setoff home to start the mammoth project.

“The nursing sister even provided mewith a pattern for beanies and booties forpremature babies, as this is often a direneed. The hospital already have a group ofladies knitting for them, but it is simply notenough for the demand. Many of the youngmothers who come in for labour are still atschool and can hardly take care of themsel-ves,” says Allyson.

On a table in her living room she spreadout the cute and colourful knitted sets.

“Fourty down...hundreds to go! But Ican’t do it alone. Likeme, theremust bema-ny other community members out therewho loves knitting, have some spare timeand would like to join a knitting group.”

farm at this year’s Feast of the Grape, ta-king place on 28 February and 1 March.

The farms coming together at D’Aria totake part in the grape frolics are: Altydge-dacht, Bloemendal, D’Aria, De Grendel,Diemersdal, Durbanville Hills, Groot Phe-santekraal, Hillcrest, Klein Roosboom,Meerendal, Nitida and Signal Gun.

“This year’s festival will be very specialas it brings all our member farms togetheron onewine farm, rather than each hostingits own separate harvest celebration”, sayswinemaker Etienne Louw, chairperson ofthe Durbanville Wine Valley Associationwho organises the event. “With this we sa-lute the region’s great harvest traditions ofthe past, bringing together the communityto celebrate the season’s bounty.”Highlights of the festival include:. . Grape-stomping: This is an invitationfor festival goers to kick off their shoes, rollup their sleeves, and squish some sauvig-non blanc between the toes. As ancient aswine-making itself, this fun activity bringshomage towine traditionsand the soul. TheGrape-Stomping will be a charity drivenJuice Drive event headed up by Ceres.Stomping will be charged at R10 per adultand R5 per child, all proceeds on stompingand Ceres juices bought will be handedover to charity.

The 17th 99er Cycle Tour and MTB Chal-lenge took place on Saturday 7 February2015.A total of 4 606 cyclists took part in the

event, which included a 108km and 64kmroad race and a 35km and 12kmMTB race.The 108km event is an official premier see-ding event for the Cape Town Cycle Tour2016 and is the third largest cycle race inthe Western Cape.The 108km men’s event was won by Si-

mon Geschke in a time of 2:34:31. The wo-men’s eventwas once againwon by JennieStenerhag. Conditions were wonderful onrace day, with very little wind, and a greatrace was enjoyed by all. This year the ri-ders left Durbanville via the CBDmain ro-ad for the first time in the race’s history,

whichwas well supported by the local aut-horities. The race winners prize givinghad Western Cape minister of economicopportunities,MrAlanWinde, who is alsoa keen cyclist, as guest speaker. He high-lighted the importance of cycle races suchas the 99er as a contributor to tourism andeconomic growth in the Western Cape.This year the family focus of the 99er Cy-

cle Tour and MTB Challenge was expa-nded to include amongst others, a 5kmand10km Fun Run/Walk which had over 200entries. A kid’s fun zone with jumpingcastles, face painting and kiddie’s fun ri-des were enjoyed by many. The inauguralkiddies 3km ride was well supported, withmore than 80 children aged 2 – 8 participa-ting..
