This area will see infrastructural im- provements of R170 million in the current financial year. This is according to the City’s mayco member for energy, environmental and spatial planning, Johan van der Merwe, who announced this allocation of funding from the Integrated City Development grant last week. “This (allocation) will be used to unlock opportunities, among others, pertaining to employment and education facilities for those living within the Voortrekker Road Corridor (VRC), as well as for affordable, well located housing which caters for key workers such as nurses and teachers,” Van der Merwe said. Built on partnerships Other developments, some of which are al- ready underway, include R15 million for the water and sanitation northern region sludge facility, R36 million for the Plattekloof sub- station, R11,5 million for the Integrated Rapid Transport control centre, R25 million for the Bellville wastewater treatment works facility and R5,9 million for the Bel- har/Pentech housing scheme. “Our focus on this incredibly important area in our metro is built on partnerships. These projects stand to be well supported by the implementing systems that have been prepared by the City. In addition, the Great- er Tygerberg Partnership is key in facilitat- ing relationships between small and medi- um businesses and the public sector,” says Van der Merwe. He adds the City is serious to revitalise the urban infrastructure of this area and to at tract large-scale private sector investment “Amidst our country’s disconcertingly low growth rate and high unemploymen rate, local authorities must step up to design and to direct a more sustainable economic vision for their residents.” The VRC, an 8 200 ha land bounded by the N1 to the north and the R300 and Salt River to the east and west respectively, was select ed to benefit from the City Developmen grant because of its centrality in relation to the entire metro, the number of employmen opportunities, the existing facilities availa ble within its borders and its inherent poten tial for densification and transport oriented development. Strategy and investment plan A strategy and investment plan has been devised with one of the most central role players in this planned turnaround, the Greater Tygerberg Partnership (GTP). This is a document that will undergo con tinual reviews and updates to prioritise and direct this grant funding. The core belief o the plan is that strategic public spending will encourage further development and in vestment from the private sector. “It is not the role of government to attemp to manipulate market forces, or to assume the position of the labour force within the free market – it is to create policy and ser vice delivery which encourage partnership and leadership from the private sector. Our partners are actively canvasing private sec tor support as part of our strategy and in vestment plan,” says Van der Merwe. The GTP is very excited about the alloca tion of funds. “This will certainly reinforce the consid erable investment potential that the VRC and Bellville central area presents,” Chris O’Connor, CEO of the GTP says.     According to him, the corridor already has a

    good level of higher order services and facili-

    ties, which include in excess of ten public and

    private hospitals, the Medical Research

    Council, three universities and a number of

    colleges.

    The Bellville Public Transport Interchange

    (PTI) is the second busiest transport hub in

    Cape Town, and records over 162 000 person

    trips every day by train, taxi minibus and by

    bus. Some 178 bus and 348 taxi routes operate

    in the VRC.

    TheVoortrekkerRoad spinehas thepoten-

    tial to transform from its current form and

    use into a venue that can accommodate the

    need for mixed-use medium to high density

    accommodation and business.

    The Greater Tygerberg Partnership envi-

    sions that this will be achieved through the

    conversion of existing buildings to meet the

    need for affordable accommodation which is

    serviced by surrounding commercial and re-

    tail business. This in turn is served by the ex-

    tensive existing public transport network, to-

    gether making the corridor well located and

    easily accessible, OConnor says.

    According to him areas along the integra-

    tion zone of the VRC is already receiving new

    interest from developers and investors.

    The focus of the GTPs work over the next

    three years will be on key areas within Bell-

    ville and Parow to establish relationships

    with stakeholders and to support them.

    Theywill facilitate the provision of afforda-

    ble housing and the establishment of a stu-

    dent village while promoting areas such as

    Bellville as a desirable destination for people

    and businesses to settle in.

    Bellville CBD has the potential to develop

    into a vibrant and sought after down-town

    which offers residents and visitors a unique

    cosmopolitan experience which will also at-

    tract and meet the needs of approximately

    2 500 students and tertiary staff in the area,

    OConnor says.

    The GTP will also promote public spaces

    that are being improved.

    These include specific areas such as Krus-

    kal Avenue in Bellville CBD, the Elsieskraal

    green belt, Jack Muller Park and Elizabeth

    Park in Bellville, as well as the Parow Station

    Road precinct.

    Exciting activations in Bellville and

    Parow are underway and will continue to in-

    crease over the next three years. These in-

    clude Open Streets Bellville on 4 October, the

    launch of Art in Action in Parow on 11 Sep-

    tember and pop-up parklets in the next two

    months, he says.

    On 25 August the Greater Tygerberg

    Partnership (GTP) hosted a Tourism,

    Events and Economic Development

    (TEED)workshopwith their counter-

    parts from the rest of the city.

    The GTP presented their business

    plan for the next financial year at the

    workshop and asserted key delivera-

    bles.

    The workshop took place at the

    Verde Hotel in the Airport Industria

    and the City of Cape Towns TEEDde-

    partment seemed impressed with the

    progress and plans made by all the

    partnerships, according to a GTP

    statement.

    Those present included the Cape

    Town Partnership, the Greater Tyg-

    erberg Partnership, the Hout Bay

    Partnership and the Philippi Eco-

    nomic Development Initiative.

    man from Woodstock has been sen-

    tenced to eight years in prison after

    he was found guilty of car theft.

    In April last year, Constable Jonathan

    Kriel attended to a crime scene in Bothasig

    where a Toyota Fortuner had been stolen,

    and opened a docket for investigation.

    his shift, he noticed the stolen vehicle

    parked next to the road in Halt Road, Elsies

    River.

    After confirming that it was indeed the

    stolen Toyota Fortuner, he followed the sus-

    pects in his private vehicle while calling for

    back up.

    He followed the vehicle for about 30 min-

    utes until it was parked at an address in

    Elsies River. Kriel then kept observing the

    vehicle until other police members arrived

    on the scene.

    The occupants of the vehicle were three

    men between the age of 31 and 47 and resi-

    dents ofElsiesRiver,WoodstockandParow.

    They were arrested and charged for theft of

    motor vehicle.

    All three appeared in court.

    Last week Jonathan Engelbrecht (37) was

    found guilty, while the charges against the

    two other suspects were withdrawn.

    The state proved thatEngelbrechtwas the

    person who had stolen the vehicle.

    Lieutenant-Colonel Patrick Jacobs,

    Bothasig station commander, praised Kriel

    for the success achieved in this case as a

    result of his outstanding work.

    I would like to thank him for his good

    work and congratulate the local detective

    branch for their good investigation work,

    Jacobs said.

    Swift reaction by members of the Parow

    and Goodwood police ensured the arrest of

    three burglars.

    On Wednesday last week around 13:00,

    Parow police reacted to a report of house-

    breaking in progress in Simone Street.

    They were just in time to see a Colt bak-

    kie with three occupants fleeing the scene.

    According to Warrant Officer Wayne

    Theunis the back door of the house had

    been forced open, probably with a crowbar.

    Members of the Goodwood police no-

    ticed the Colt in Vasco Boulevard, he said.

    As they approached the vehicle, the oc-

    cupants fled with a flat-screen TV.

    W/O Marius Swartz and Constable Mar-

    co Solomon followed the taxi to the Elsies

    River taxi rank, where they arrested the

    two suspects with the TV and the Colts

    keys in their possession.

    The suspects, aged 30, 32 and 36, appeared

    in the Bellville Magistrates Court on char-

    ges of housebreaking and theft.

    Parow police kicked off spring with three

    quick arrests in collaboration with vigilant

    community members.

    Around 06:50 on 4 September, a man was

    robbed of his cellphonewhile hewaswalking

    downChamberlain Streetwhile talking on it.

    When the suspect, a 28-year-old man, grab-

    bed the phone from his hand, the victims

    screams alerted a nearby resident, who

    chased and caught the suspect and handed

    him over to the police. He has since been

    charged with robbery charges.

    On 6 September a suspect was caught for

    house breaking in 1st Avenue by an alert

    neighbour.

    The victimwoke up aroundmidnight and

    saw an unknown male on his stoep, says

    Williams. When he went outside, he found

    that his neighbour had already caught the

    culprit who broke into his garage.

    The Parow police, who were patrolling in

    the area, arrived shortly thereafter and ar-

    rested the 21-year-old suspect from Elsies

    River. He appeared on 7 September in the

    Bellville Magistrates Court on charges of

    house breaking.

    On 6 September, members of the Parow po-

    lice were doing routine patrols around 04:00,

    when they stopped and searched aman push-

    ing a trolley as he failed to explain where the

    many tools and electrical appliances he car-

    ried in the trolley, originated from. Accord-

    ing to Lieutenant Kevin Williams of the Par-

    ow police, the man was later charged for the

    possession of possible stolen property.

    he Parow library inMcIntyre Street is

    still closed for renovations, seven

    months after the promised re-opening,

    and patrons are now getting impatient.

    This is a big loss for us, the aged, for

    whom going to the library is an essential

    part of our lives. Many of us do not have

    transport to go to Bellville and even if we

    do, parking there is so limited by day, and

    there is noway that Iwill go there at night,

    one distressed Parow reader says.

    The library closed in June last year,

    mainly to have its roof replaced, and the

    projection thenwas to have it opened at the

    beginning of April this year.

    During the firstmonths of the renovation

    process, a temporary library was set up at

    the Jan Burger sports complex in Parow

    North. This was packed up three months

    ago.

    In July Belinda Walker, mayco member

    for community services and special pro-

    jects, blamed the delay on the electricians.

    She then said the doors would open at the

    beginning of August.

    Although she apologises to the public

    about the delay and says everything is be-

    ing done to expedite the work, queries

    about the progress received the same an-

    swer from her as two months ago.

    Due to an unforeseen delay in the com-

    pletion of the electrical work, the Parow li-

    brary has not been able to open yet, she

    simply states.

    In the meantime a pile of broken glass

    and other rubbish is gathering at the en-

    trance to the library, and the lawn and gar-

    den are in dire need of a mow and some

    maintenance.

    TygerBurger went to the premises more

    than once during work hours in the past

    weeks without noticing any workers.

    The library was closed primarily to re-

    place the roof, as every winter there were

    severe leaks. In addition to the roof replace-

    ment, the library has been re-carpeted,

    painted, and the reference section has been

    upgraded. New furniture has been provid-

    ed, and there has been installation of some

    new shelving, says Walker, adding that

    the City aims to have the renovated library

    re-open its doors within the coming few

    weeks.

    I hope this is true, because we miss our

    library and I had no success trying to find

    out from the City or their website what is

    going on there, another disappointed pa-

    tron says.

    Streets initiative planned for Sunday

    4 October in the Bellville CBD, will soon be

    hosting their next community planning

    meeting.

    This important public meeting will be

    held at the GTPs offices at the Bell Park

    Building on the corner of De Lange Street

    and Durban Road tomorrow (Thursday 10

    September), and will start at 10:00.

    Themeetingwill give role players and in-

    terested parties the opportunity to help

    plan the specific activities that will take

    place on the day and its locations on the

    street map.

    of Open Streets Cape Town, says the day

    will bring communities together to play,

    have fun and use streets differently.

    It is a team effort and the success of the

    day totally depends on everyones involve-

    ment.

    Some of the activities on previous Open

    Streets days that were held across the city,

    included the fact that people were able to

    walk, play, cycle and skate freely without

    the danger of cars in the designated opened

    streets.

    Other activities that were organised by

    the communities included yoga, street soc-

    cer, capoeira, break-dancing, chess, spo-

    ken word performances, tango and salsa

    dancing, bike mechanic station, opera

    singers, Marimba bands and many more.

    for Eversdals Ruan Huisamen.

    Id be rubbish at almost anything

    else, says the 24-year-old, who is the only

    Northern Suburbs artist to be chosen as

    a Top 40 finalist for this years prestigious

    Sanlam Portrait Awards.

    His charcoal and pastel on paper piece

    Mandi will be on display at the Rust-en-

    Vrede Gallery in Durbanville with ano-

    ther top 40 portraits until Thursday 8 Oc-

    tober before finalists pieces go on tour

    around the country.

    Despite its incredible detail, Ruan says

    Mandi was actually a bit of a rush job.

    He worked all night to finish the piece.

    I finished this work four hours before

    the competition closed.

    His subject forMandi is Mindisa Ngqu-

    lana, who works at a gallery in the CBD.

    Although he always knew he wanted to

    be a professional artist, Ruan chose not to

    study art after matriculating from Durban-

    ville High School, as he feels the current ter-

    tiary environment creates jacks of all tra-

    des, but masters of none.

    Instead he spent hours refining his skills

    on his own. Fromayoung age Ive had a ten-

    dency to try and create work as realistically

    or believable as possible.

    This was something he realised while stu-

    dying visual arts at school. He was only 17

    when he took highest honours and the win-

    ners trophy at the Tygerberg Eisteddfod.

    The decision to pursue a career in art me-

    ant not havingmuch of a social life for Ruan,

    who even spent his break times at school ho-

    ning his craft. Through the internet, he beca-

    me aware of artists as young as 13 who were

    producing brilliant work, and that pushed

    him to practice.

    His first foray into the professional art

    world came in 2009whenhe entered thena-

    tional Sanlam Vuleka Art Competition.

    From there he started working on com-

    missions, which afforded him the opportu-

    nity to further refine his technique.

    Initially, Ruan worked mostly with gra-

    phite, but a chance meeting with artist

    Louis Jansen van Vuuren at an exhibition

    in Stellenbosch put him on the road to

    charcoal.

    Louis invited him to be his apprentice

    in France for three months, and a short

    while later he found himself on his way to

    Chateau a Creuzette in Boussac.

    Ruan describes the experience as sur-

    real. The two engaged in spirited debates

    about techniques and styles, but ultimate-

    ly Louis helped Ruan move from pencil to

    charcoal, a medium he had been wary of.

    I thought it was an indomitable medi-

    um. It was powder; it was messy.

    With Louis guidance however, Ruan

    mastered the craft and his first charcoal

    drawing, an A3 drawing of his mothers

    eye, was sold to a collector in London.

    His first portrait piece was a self-portrait

    which won him a top 10 place in the Absa

    LAtelier competition. He was also a finalist

    in the 2013 Sanlam Portrait Awards.

    Alan and his wife had originally thought

    the golden tea bag was a joke, as they had

    not noticed the competition details on the

    outside of the box of their now favourite

    brand. Wewere really surprised to find the

    golden tea bag ... thewhole find and potenti-

    al win did not sink in for a while, he says.

    Alan says the windfall has come at just

    the right time. He was the second person

    around South Africa to have found one of

    dont care about their dogs or

    our concerns. And like Bettie

    from Durbanville says: These

    owners then verbally abuse us

    as if we are doing something

    wrong. Someone needs to tell

    the owners of these (usually

    big) dogs that when they bought

    / got the dog, it did not automa-

    tically come with a certificate

    that they own the neighbour-

    hoods. Walking our dogs

    should be a pleasure, not a

    stressful outing, and why

    should we be forced to stay

    indoors simply because these

    dog owners are irresponsible

    and arrogant and shouldnt be

    allowed to keep animals?

    On the weekend, a neigh-

    bours staffie (who you never

    see outside) got out of his yard

    somehow. I happened to come

    out of my front gate and the

    next minute the dog came out

    of nowhere and tried to push

    past me into my courtyard.

    Knowing my dogs were inside

    and only metres away, I used

    my body (legs) to prevent him

    from getting past me and the

    dog actually went for me and

    bit my arm. The owner then

    started calling the dog (obvious-

    ly realising the dog had gotten

    out) and off it ran back home. I

    was in such shock what if the

    dog had gotten past me and into

    Staffie bitmy arm;

    owner just called

    my yard and attacked my dogs?

    The neighbours who own the

    dog have a small child I

    shudder to think how they let

    such a vicious dog near their

    child. It is a disaster waiting to

    happen. I am now even more

    nervous to walk past their

    house in fear that this staffie

    gets out again. I just wish these

    would be less arrogant. There

    needs to be a place where we

    can lodge a complaint and have

    them reported.

    Yes, motorists and fellow

    road users are at risk because

    of taxi drivers. However, I am a

    regular passenger of taxis in

    Bellville. The taxis are over-

    loaded, and at times there are

    20 people in a taxi. We are

    forced to sit on each others

    laps.

    At Bellville taxi rank, the

    people in charge threaten you

    with your life or other obsceni-

    ties.

    This evening we commuted in

    a taxi in a really bad condition.

    They used chipboard to cover

    the hole in the chassis so that

    you dont fall through the floor.

    The traffic department is

    useless too. They need under-

    cover traffic cops and road-

    blocks. The taxi drivers become

    clever and do their best to

    avoid getting stopped.

    They often get extremely

    racist and will refuse you seats

    in a taxi, they call my fianc

    and I whiteys or boere and

    the rest is too horrid to men-

    tion here.

    So what would the council do

    about the rights of taxi passen-

    gers who get threatened or

    have their lives put in danger

    by overloading and reckless

    driving of these taxis?
